Rock mechanics models are “data-limited,” i.e., one seldom knows enough about a rock mass to use computational models unambiguously. Statistical methods, however, are capable of being applied where there are good data but a limited understanding of certain natural phenomena, such as the creep of rock salt or elevated risk domains associated with violent failure of strata commonly referred to as coal bumps and coal bursts. Important to these evaluations are (1) having statistically valid data collected consistently and (2) incorporation of analytical calculations for quantifying geologic, mining and particularly geotechnical variables. By combining the strength of the statistical and analytical models, an improved “hybrid” model is created and utilized. To demonstrate the use of hybrid statistical-analytical techniques in rock mechanics problems, three case studies are used. The first case study involves a historic examination of a nuclear waste repository in rock salt, where mathematical models are built using excavation con- vergence data to identify significant variables and estimate future deformation and stability. This case study uses the convergence rate at up to 121 locations of different ages and geometries using monitoring data over the facilities' footprint excavated through 1998. The second case study focuses on ongoing analysis of coal burst mechanics and associated factors. Within the last three decades, a hybrid statistical-analytical methodology has been applied for identifying significant factors affecting coal bursts. This final hybrid model utilizes data from 30 case studies from Utah, Colorado, Kentucky, and other Eastern U.S. mines providing predictive capability for the entire United States coal fields. The last case study is the assessment of Castlegate Sandstone escarpment stability using historic data collected over 17,000-ft of sandstone escarpment exposure in the vicinity of longwall operations in Utah. Results from all three case studies are used for demonstrating the utility of the method in solving ground control problems.

Introduction The East-West Gateway Coordinating Council is an organization of local governments formed in 1965 to identify regional problems and to formulate policies, plans and programs to resolve them. The major goal of the Gateway Council is to improve the quality of life for the citizens of the St. Louis Region. While East-West Gateway Coordinating Council is the organization I represent and it only deals with the St. Louis Metropolitan Area, you will find one or more similar organizations in each of our nation's urbanized areas. As a result, for illustrative purposes, I will use my organization to portray what is happening nationwide. For example, in order to eliminate duplication, the Council reviews local applications for approximately 100 federally funded programs in such areas as highways, mass transit, parks, water treatment, and sewers before they can be sent to the appropriate funding agency. The Council's varied functions place it in a unique position of receiving more and more responsibility for developing strategies of implementation of various environmental regulations. This is due to the fact that environmental control is a relatively new field and we, as a country, are relatively inexperienced. The resulting regulations and guidelines will depend, to a great extent, on what the general public is willing to accept in terms of controls and what price they are willing to pay in terms of taxes and increased costs. The conceptual designs of three new applications for the biogenic &S treatment of metal- containing waters are presented. These include: 1. the treatment of a circumneutral-pH ground water containing Zn and Cd using limestone as an alkalinity source, 2. a two-step treatment process where toxic heavy metals in contaminated ground water are recovered separately from nontoxic metals to lessen disposal costs, and 3. a copper recovery process that may be a low-cost alternative to solvent extraction/electrowinning or cementation for dilute copper leach liquors. Power cable costs are only a small part of total mining costs. So many mine operators consider power cable failure and resultant downtime as part of the cost of doing business. But, viewed in terms of lost production, these costs can be quite significant. Now one company, Cablec, seeks to cut cable costs by upgrading the polymer compounding process used to make cable insulating and semiconducting materials. Cablec is the leading manufacturer of electrical power cables in North America. And with about a third of the market, Cablec is the largest supplier of power cable to the mining industry in the United States. To improve its products, Cable has entered the polymer compounding business. In July, it began producing insulator and semiconductor polymer compounds at its plant in Indianapolis, IN. "This new facility provides a quantum leap over conventional compounding methods," said Harry C. Schell, Cablec's president and chief executive officer. "The Cablec polymers plant is producing a dramatically higher standard of polymer compounds that provide significantly higher levels of performance and improved life cycle costs for power cable." Cablec faces tough foreign competition in the wire and cable business. Competing on price alone is difficult, particularly when foreign producers are state subsidized. So Cablec feels the best way to compete is to establish new quality production standards. The company's new polymers plant is one way to do this. By increasing purity control and uniformity in polymer compounding, Cablec says its power cables will last longer and fail less often. A typical medium voltage cable consists of a conductor, conductor shield, insulation, insulation shield, metal shield, and jacket. The conductor shield and the insulation shield are conducting polymers. Contaminants and imperfections can occur within the insulation, at the conductor shield/insulation interface, or at the insulation shield/ insulation interface. Over time, these contaminants and imperfections can decrease the electrical strength of the cable or cause premature cable failure. The effort to minimize the number and size of any possible contaminants begins with pure polymer compounds mixed in a clean facility. However, most power cable manufacturers manually handle raw materials, use ethylene/propylene (EP) in bulk bales, and mix polymercompounds in open Banbury mixers. The quality and uniformity of polymer compounds is also impacted by temperature variations in the mixing process. This results in wide gradations of product consistency from batch to batch and ultimately contributes to power cable failure. Cablec says the improved polymer compounds from its state-of-the-art plant will be the purest and most consistent insulating and semiconducting materials available. The plant itself RCA spent $18 million to build Cablec's Indianapolis plant. RCA used the facility to mix specialty polymer compounds used to make video disks. RCA had two considerations in mind for the plant, cleanliness and uniformity of the compounds. However, when the video disk market failed to materialize, RCA sold the 46.5 dam 2 (50,000 sq ft) plant to Cablec for $3.1 million. Cablec invested an additional $3 million for modifications and increased production capabilities. Today's replacement cost for such a facility is estimated at $30 million. Cablec says the plant will set a new standard for performance and be economically difficult to duplicate anywhere. One of the essential elements of the plant's clean process environment is the air intake system. It filters contaminants greater than 2 um, less than one-fiftieth the current industry standard. All material handling and conveying areas in the facility are air-locked. This keeps out contaminants such as smoke, dust, and pollen. Banks of pneumatic pumps move polymer components through the system and continually filter the air. The plant also has a backup air intake system. No process downtime due to pump failure here. From the time raw material enters the plant, it is stored, transported, and processed in filtered air by an airtight stainless steel system. The stainless steel resists rust and corrosion. This further eliminates the danger of contamination from paint or rust particles in the conveyance network. Methane gas explosions are a major risk in underground coal mining operations. The severity of such explosions can range from local area damage to massive loss of miners’ lives along with significant damage to mine infrastructure and ventilation controls that may lead to mine closure and loss of the entire operation. This study demonstrates the viability of integrating a computational fluid dynamics (CFD) combustion model into a longwall mine ventilation model to simulate methane gas explosions in the longwall face area. The resulting 3D methane gas explosion simulation can provide better understanding of the fundamental physics and the potential impact of an explosion in an underground longwall coal mine.

The Ohio River Tunnel Project encountered multiple unexpected geotechnical challenges which, continuing to develop over time, hampered excavation completion and impacted the cast-in-place final lining technique and work execution sequence for the entire project. The continued degradation of the excavated hard rock tunnel conditions led to a unique, dynamic, geologic setting that forced the project to innovate new and adaptable measures allowing for a conventional cast-in-place liner to be completed in a safe and timely manner and minimize delay.

Pigments are used in two segments of papermaking, as the major component in paper coating formulations and, in small percentages, as fillers in the paper web. Historically, the dominant use has been in coating, however, recent developments have fostered a multifaceted effort to substantially increase the pigment component in the paper furnish. Factors responsible for these developments together with their relationship to recent and forecast changes in papermaking technology are reviewed. Finally, some thoughts are presented on the probable timing and extent of these changes as well as their expected impact on the future demand for the common paper pigments.

The Ship Canal Water Quality Project (SCWQP) includes a 2.7-mile long, 18'-10" internal diameter tunnel which is located inWest Seattle. Tunneling in urban areas and soft ground conditions (Till and Till-like soils in Seattle) is associated with the risk of settlements, especially in presence of groundwater above the alignment. The Designer foresaw the use of soil improvement (jet grouting) outside of the launch shaft to mitigate the risk of flowing ground and to provide a redundant sealing. The Contractor proposed and ultimately successfully executed a different approach by using a “Steel Bell System” or Pressurized Can as described in this paper.

The City of Toronto’s Coxwell Bypass Tunnel is currently being constructed by North Tunnel Constructors ULC, a joint venture of Jay Dee Canada, C&M McNally Tunnel Constructors and Michels Canada. This project includes construction of approximately 10.5 km of 6.3 meter finished diameter rock tunnel, five 20 meter diameter storage shafts and eleven tunnel connection drop shafts, along with associated deaeration and adit tunnels. This paper describes progress on the project to date and reviews the risk mitigation measures utilized on the project to move the project forward through tough geological conditions during shaft excavation and tunneling phase of the project.

Because of the tremendous technological advances achieved in recent years in microcomputers, it is not only technically feasible but also economically viable to develop an automatic truck dispatching system using a microcomputer. Such an effort was initiated by the Department of mining and Geological Engineering, University of Arizona in the summer of 1983. Up to date results and experiences prove that today's microcomputers can be economically employed for such a system to be used at small to medium scale open-pit mines. An IBM/XT microcomputer with 10 MB harddisk storage, together with automatic sensing capability of truck movements at several key locations in the pit, formed the core of this system. System software is written primarily in MICROSOFT FORTRAN with supporting subroutines in MACRO assembly language. The software is designed to automatically monitor truck movement throughout the pit, to make heuristic assignments based on expected shovel availability and truck travel times, and to record production statistics. It is currently dimensioned to handle 50 trucks, 10 shovels, 10 dump sites and 3 material types. Due to the lack of funds to purchase the necessary communications hardware, the work related to the automatic sensing of truck movements has not been performed to date. Otherwise, the automatic truck dispatching-system is fully operational on a realtime mode.

Narragansett Bay Commission’s (NBC) Pawtucket Tunnel Project includes construction of the 11,600-ft long, 30-ft ID, deep rock tunnel. This paper presents insight into the features and benefits of lump-sum, design-build that led NBC to select it as the project delivery method. The use of a design-build contracting process that included proprietary meetings to discuss and obtain feedback on Alternative Technical Concepts as well as to facilitate reaching consensus on modifications to the GBR-B is also described. The discussion includes features and benefits of design-build process that not only addressed NBC’s desired outcomes, but also allowed the Design-Builder to propose several innovative changes to the Base Technical Concepts included in the bid documents, and to develop a GBR-C that was compatible with their proposed means and methods of construction and addressed what they believed to be the more significant subsurface risks on the project.

"A commercially available Through-the-Earth (TTE) communications system was evaluated at an active underground longwall mine in West Virginia. This TTE system uses electric field (E-field) sensing to send text based communications using two separate antenna arrays connected in parallel. Each antenna array is composed of interconnected, grounded metallic rods or other such structures. Two-way communication between subsurface locations was investigated in this study using various antenna configurations. This field study was conducted as a part of a larger multi-site evaluation of available TTE systems in an effort to determine their operational sensitivity. INTRODUCTION Wireless, Through-the-Earth (TTE) communication technology is designed to achieve point to point communication through solid strata using very low frequency (VLF) and ultra-low frequency (ULF) electromagnetic waves. This ability allows TTE communication to function without the need for intermediary communications infrastructure, such as repeaters. As a result, such communication systems have the potential to provide reliable, robust communications between surface and underground personnel. Exploration into the use of TTE technology for this purpose dates back to the 1920s (Jakosky and Zellers 1924; Pittman, Church and McLendon 1985), but U.S. permissibility requirements slowed the development of TTE equipment for widespread implementation (Durkin 1980; Pittman, Church and McLendon 1985). One of the primary challenges in producing wireless TTE communications is the counteraction of signal attenuation when propagating through solid strata (Barkand, Damiano and Shumaker 2006; Wadley 1949). The long wavelengths of TTE transmissions make them well-suited for reducing the rate of attenuation. However, even when operating within the VLF to ULF range, the performance of TTE systems is still affected by geologic and anthropogenic factors (Geyer 1973; Geyer and Keller 1976; Geyer, Keller and Ohya 1974; Jakosky and Zellers 1924; Large, Ball and Farstad 1973). Although commercially developed TTE systems have demonstrated the ability to communicate through a variety of conditions, their range and performance have been highly varied (Barkand, Damiano and Shumaker 2006; Geyer and Keller 1976; Geyer, Keller and Ohya 1974; Ilsley, Freeman and Zellers 1928; Jakosky and Zellers 1924; Yenchek et al. 2012)."

The regional geologic setting is essentially a volcanic island arc built upon an oceanic basement, consisting of basalt and minor pelagic sediments (the Tinombo Formation of Eocene - lower Miocene age. Trail et. al. 1974). -- An east-west chain of intermediate and acid calc-alkaline volcanoes (the Bilungala Volcanics) was built on the oceanic basement during the Miocene. The Bilungala Volcanics are flanked to the north largely by contemporaneous andesites and volcanoclastic sediments of the Dolokapa Formation. During middle to upper Miocene time the Bilungala Volcanics were invaded by large masses of predominantly dioritic intrusive rock and it is within one of these dioritic intrusive complexes, the Bone Diorite, that the cluster of porphyry copper systems occurs. Renewed volcanic activity in the Plio-Pleistocene produced acid pyroclastic rocks (the Pinogu Volcanicsi whose distribution is controlled by present-day topography. Structural trends, largely interpreted from SLR imagery, are pre- dominantly NW or NIWJ. The right-lateral Gorontalo Fault, which trends hW through the town of Gorontalo (Katili, 19691 is the most prominent structural feature. Many of the major structures in the Tapadaa district have similar orientations and may be sympathetically related to the Gorontalo Fault.

New Mexico ranks 2nd in uranium reserves in the U. S., which amounts to 15 million tons ore at 0.277% U3O8 (84 million lbs U3O8) at $30/lb (EIA, 2006). The most important deposit in the state is sandstone within the Morrison Formation (Jurassic) in the Grants district. More than 340 million pounds of U3O8 have been produced from these deposits from 1948-2002, accounting for 97% of the total production in New Mexico and more than 30% of the total production in the United States. Sandstone uranium deposits are defined as epigenetic concentrations of uranium in fluvial, lacustrine, and deltaic sandstones. Three types of sandstone uranium deposits are recognized: tabular (primary, trend, blanket, black-band), roll-front (redistributed, post-fault, secondary), and fault-related (redistributed, stack, post-fault). Several companies are planning to mine these deposits by in-situ leaching.

Sophisticated computer analysis methods such as finite elements, finite differences, and numerical integration have become tools in the mineral processing industry for design of large mill shells. While use of such methods allows the analyst-designer to take new freedoms with his designed structure, there are also pitfalls and dangers which must be recognized for the proper use of such sophisticated tools. One of the worst of these is treating any computer answers as "gospel truth". The present paper discusses the knowledge required by the analyst-designer for proper use of computer analysis, as well as explaining to the layman how to identify questionable areas in such structural analyses.

"Mining makes civilization possible. It also creates socio-environmental liabilities forcing us to ask how much more of this mining can our planet support. It is clear that the future of mining differs from mining in the future. The laws of nature are being compromised by mining. This paper studies the problems at the core of the mining business which need to be addressed. What kind of mining will serve our existence with nature on this planet? What kind of mining perspectives are we able to formulate without having negative effects for future generations? Is mining technologically sustainable? The values of predictions, imagination, and creativity must be integrated to define what mining should be. Those values should be in the technologies necessary to restoring equilibrium of nature (Geomimic) as well as in complete extraction of metals, better utilization of the mineral reserves, and design the usage of metals to recycle. The purpose of this research is to examine many views and perspectives for future generations and to accelerate the pace of innovation of having mining without socio-environmental liabilities by design and by understanding nature. INTRODUCTION The future of mining is being stifled by many antiquated and stagnant attitudes and policies by the industry and society as a whole. The time is now or never for real action and education against these attitudes and to upgrade them to meet the current needs of this planet if we are to survive. Doing this will prove that we understand and respect nature for us and our posterity. It will also show a positive assessment that the mining process can be reversed before the point of no return. And that is to say, only if reversibility is still an option. It may not be anymore but it’s worth a try. We need to use our imagination and engineering know-how to come up with new proposals to change the core of mining. It would entail re-engineering. There is a profound difference between the future of mining and mining in the future. The future of mining is the continuation and persistence of past practices in the industry and expecting new results. Mining in the future requires a paradigm shift for extraction through modern thinking about mining as it pertains nature. The new paradigm for mining in the future would restore equilibrium with nature. Always keep in mind the connection of mining to nature. What is the future of nature? To predict mining in the future we need to use past experiences in mining and our knowledge of modern science and engineering to formulate a prototype that will enhance mining while maintaining equilibrium with nature. Mining and protecting nature are not mutually exclusive. This new prototype has nothing to do with the level of bonding or insurance that the mining industry can legally provide. The goal of this paper is to contribute some new ideas to help transform the mining industry based on the laws of nature and its limitations. Using this new prototype we will develop the following 1. Extraction of minerals Reserves-Dimensions-Technologies 2. Usage of mineral resources-Manufacture’s products designed to be reused and recycled 3. Nature- Equilibrium (physical, chemical and biological)"

INTRODUCTION Los Angeles is one of the world's largest cities in area with a span of 70 km between its north and south limits. The population in the Los Angeles Basin exceeds 11 million people. Los Angeles is second only to New York City in density of U.S. urban population and it operates one of the largest city bus fleets in the world, 2,500 buses. After many years of planning and many consultants' reports, it is planned to initiate a 30 km (18.5 miles) starter line subway -- the "Wilshire Corridor" (Figure 1). Construction is to start in 1985. In several locations, subway routes ultimately will skirt or cross old oil fields, which may cause gassy tunneling. Of particular note are the La Brea Tar Pits, which overlie a part of the old Salt Lake oil field. Tunneling through tar sands for about 3 km will be unique for subway construction and will occur on the starter line. Experience with previous gassy tunnels in the greater Los Angeles area shows that tunnels can be completed safely if precautions are taken. Abundant ventilation is the main solution, although other precautions are discussed herein.

This article describes and analyzes the history of research into the origins of the uranium-vanadium(-radium) deposits of the Paradox Basin. For several decades after their discovery in 1881, research was desultory and almost entirely descriptive, fluctuating with demand for vanadium and radium. Systematic geologic descriptions, accumulated between 1910 and 1950, supported rapid progress during a government-backed surge of research in the 1950s, when uranium was the chief commodity of interest. Most of the major theoretical innovations date from this decade, including the use of concepts from solution chemistry to identify the conditions and constrain the processes of deposit formation and alteration. Research from this time was highly influential in geology at large, providing the model for sandstone-hosted uranium deposits worldwide and numerous new minerals and mineral structures. After about 1960, mine production remained high but research dwindled, and most new advances were to the details of the hydrothermal model of ore formation rather than its core concepts. By the end of the 1960s, the deposits were understood to have formed at the mixing interface of an oxidized, metal-bearing water with a reducing fluid of debated origin. Research was desultory over the ensuing decades; the source of the metals and the nature of the chemicals constituting the trap were not clearly established. They remain questions today, as do factors like the relationship between ore mineralization and the geologic history of the basin. (More in the full paper.)

The Hampton Roads Bridge-Tunnel (HRBT) Expansion widens the existing I-64 four-lane bridge-tunnel corridor to eight lanes through construction of two parallel tunnels, interstate widening, and bridge expansions. The design-build contract was awarded to Hampton Roads Connector Partners with HDR and Mott MacDonald retained as lead designers in a Design Joint Venture. This paper will highlight some of the e challenges related to the design of the twin bored tunnels from spaceproong, tunnel enabling wors, segmental lining design and durability considerations.

After passage by the Congress, Public Law 95-87, the "Surface Mining Control and Reclamation Act of 1977" was signed by President Carter on August 3, 1977. This law, in its simplest form, was intended to control the environmental effects of surface coal mining and to ensure that mined land is restored to a condition equivalent to that prior to mining. Immediately after the signing, the wheels of government bureaucracy began turning to establish a new federal agency -the Office of Surface Mining Reclamation and Enforcement or OSM -in the Interior Department that would implement the provisions of the Act. Since this took time and because the Congress had not yet provided funding for OSM, a special task force was assembled within the Interior Department to begin the task of writing interim regulations to implement the Act. With respect to the use of explosives, the Act specified that a blasting plan be included in the application for a mining permit. The blasting plan will outline the procedures an operator will use to meet specified environmental protection performance standards. The performance standards established by the Act require explosives to be used only in accordance with existing state and federal laws and regulations and with regulations to be promulgated by the regulatory authority. The regulatory authority was defined as either a state agency operating under an approved state program or the OSM operating under a federal program. As a minimum, it was specified that the regulations should include provisions to require that: 1) a blasting schedule be published in a local newspaper and be mailed to local governments and to all residents living within 1/2 mile of the blasting site . 2) daily notice be given to residents in the area prior to blasting. 3) blast reports be prepared that are maintained for three years and available on request to the public. 4) blasts be designed to prevent injury to persons, damage to property outside the permit area, adverse impacts on underground mines and adverse effects on ground or surface water channels or availability outside the permit area. 5) upon request of residents or property owners within 1/2 mile of the permit area, preblast surveys shall
