Abstract
The Ohio River Tunnel Project encountered multiple unexpected geotechnical challenges
which, continuing to develop over time, hampered excavation completion and
impacted the cast-in-place final lining technique and work execution sequence for the
entire project. The continued degradation of the excavated hard rock tunnel conditions
led to a unique, dynamic, geologic setting that forced the project to innovate new and
adaptable measures allowing for a conventional cast-in-place liner to be completed in
a safe and timely manner and minimize delay.
