The market prices received by producers of internationally traded commodity metals have been, and continue to be remarkably volatile and unpredictable compared with most other traded goods and services. This volatility results in an erratic financial performance on the part of producing companies, disruptive and often inflationary cost changes for consumers, unreliable tax revenues and export earnings for host governments and severe social and economic pressures on local, sometimes remote, communities which are dependent on the activity in question. Generally speaking, price volatility appears to be associated with the inability of the metal producing side of the industry to regulate the volume of supply in a manner that is consistent with metal demand, which in turn reflects broad macroeconomic and industrial developments around the world. This statement does not purport to apply to all metals or to all instances of volatility of course. Price movements may occur as a result of pure speculation or even illegal manipulation of the commodity markets. Embargoes, boycotts and other politically induced supply changes may contribute. Threatened or actual strikes also cause artificial swings in sales volumes and prices. How- ever, most of these developments are of a short-term nature. Yet metals price cycles may last for several years, as demonstrated by the extended copper price trough from 1981 to 1986. This paper deals with price volatility which reflects long-term economic cycles and the adaptive processes that exist within the industry in response to such cycles. Special emphasis is placed on the role of forecasts and forecasters in these processes. It should be said at the outset that this reflects the personal experience of one forecaster working in private sector commercial consulting practices that are independent of producers, consumers and host governments. However, the experience does cover the entire period since 1973 and has involved working with a substantial majority of the major companies that supply high volume commodity metals. By way of background it should be stated that the post-1973 world economy has provided a challenging environment for forecasters. One cannot be precise about the forecasting record of either industry insiders or outside consultants, financial analysts and academic forecasters because comprehensive records have not been kept, or if they have the results are too embarrassing to be published. Institutions such as the World Bank have published forecasts of the prices of major commodities on a regular basis and these have, presumably, had some influence on financing decisions in the industry. This record along with our own experience and numerous discussions with metal producers, major consumers and host governments permits certain generalizations to be made. The most important of these is that during the early 1980s. from about 1980 through 1985/6, the forecasters system- atically and substantially over- estimated metal prices. While some fore- casters did correctly anticipate a recession in the early 1980s and some consequential decline in prices, the magnitude and duration of the decline was far greater than anyone foresaw. This systematic forecasting "failure" appears to have occurred independently of the forecasting methodology employed. Moreover, its extent cannot be explained by obvious factors such as incorrect macroeconomic assumptions. Experiment shows that the microbial degradation of pyrite does not necessarily proceed stoichiometrically. Under some conditions sulfur is oxidized preferentially leaving something approaching iron in composition; under others, the pyrite is converted almost to elemental sulfur. A kinetic model for the process based on three elementary biochemical reactions can explain these observations. The diffusion of sulfur along grain boundaries and dislocations in the solid pyrite uncouples the oxidation rates of sulfur and iron from the requirements of stoichiometry. This mechanism also explains qualitatively why bacteria adsorb preferentially at dislocation sites on pyrite surfaces, why they form "pits" at these sites, and why amorphous pyrite is more readily degraded than pure crystals. Thiobacillus ferrooxidans bacteria were used in this work to study the effect of bacterial adaptation on the bioleaching of three iron-bearing sulfide minerals, namely, pyrite, chalcopyrite and arsenopyrite. The change in the pH during the bioleaching process was observed and the mechanism of the bacterial action were discussed. It was found that bacterial adaptation prior to bioleaching, enhanced the degree of sulfide leaching by 2-4 folds over that of non-adapted bacteria. A1 so the bacterial activity was enhanced by 2-4.8 folds. The pH of leaching solutions was decreased by the increase in both adaptation period and bioleaching time. It was also concluded that the mechanisms of bioleaching of iron-bearing sulfide minerals involved both the direct and indirect bacterial action simultaneously.

Electronic data processing' is becoming a necessary part of all large mining operations. Accountants, geologists, mining engineers, samplers, and truck drivers are needed to operate a mine. So appear to be systems analysts, computer operators, and software engineers. Trucks, loaders, and drills must be used to extract useful material from the ground. So must be mainframe and microcomputers, plotters, digitizers, and computer terminals. The papers presented in this section describe experience gained in Europe, Australia, and North and South America. The mining and data processing environments and the size of the companies vary significantly, but the conclusions drawn are often strikingly similar. Common answers to often-asked questions can be summarized as follows: - Why invest in data processing? The main reason is that information systems can supply accurate and timely information for better decision-making. Other reasons are mentioned including, to speed-up the processing of large volumes of information, to perform operations which cannot be performed manually, or to reduce costs. But all of these reasons appear ancillary to that of supplying accurate and timely information.

The apparent absence of significant Tertiary auriferous palaeoplacers in the Yilgarn Block of Western Australia can be explained by the dissolution of the placer gold into the highly saline, acid, oxidising ground waters which currently occur in upper portions of the palaeochannels proximal to the gold sources. The dissolved gold has then been redeposited in redox fronts further downstream. The placer gold is preserved in more distal portions where the ground waters are reducing. Exploration for these placers can be effective using the gravity contrasts that exist between the Tertiary sediments and the Archaean bedrock and SIROTEM which can detect the highest salinity zones which occur in the deepest parts of the channels. Final assessment of the gold content of the sediments must be determined by drilling.

The Mining Division of Utah Power and Light Company is located in the coal fields of southeastern Utah -main office in Huntington, Utah. The Division will produce 6.5 million tons of low sulfur steam coal in 1988, making UP&L the largest underground mining operation west of the Mississippi. Coal is mined from three underground mines utilizing continuous miner and longwall mining methods. All coal produced by the Mining Division is utilized at UP&L's two largest steam-electric power plants, the Hunter and Huntington plants with a combined capability of 1,995,000 Kw. At UP&L we believe that to achieve success a company must have clearly defined goals which are understood, communicated and shared at each level of operation. We have also found from experience that a safe operation is generally an efficient and productive operation. As a Division, we have established a goal to achieve the safest, most efficient operation in the country. This is an ambitious goal. To achieve such a goal requires real commitment and a safety/training program capable of achieving needed results. The following is an overview of the program we have established at UP&L which has enabled us to reduce our accident frequency rate from over 40 in 1980 to 8.00 at present, as illustrated in Figure 1.

A review of the current literature, combined with the authors' knowledge of the western Canadian coal industry, indicates that the development and implementation of process control in coal preparation, particularly in flotation applications, is significantly lagging behind that seen in mineral processing. The reasons for this include the lack of inexpensive and reliable sensors, incomplete understanding of the flotation process, limited experience of process control in the coal preparation industry and depressed coal prices, all of which have combined to hinder plant automation. This paper illustrates the benefits of process control in coal flotation, provides a general discussion of the control problem and concludes with two examples drawn from Australian experiences.

The on-stream analysis of phosphorus and silica has not been possible by XRF techniques and only recently has some success been indicated with quantitative XRD for P. Yet there has been a recognized need for an on-stream analysis of P and acid insoluble to permit the automatic control of phosphate rock flotation plants which produce some 30-40 million tons of concentrate each year in the southeastern U.S. IMC Fertilizer, Inc., the largest U.S. phosphate rock producer, embarked on a program to develop such an on-stream analysis capability several years ago. Following many months of lab and prototype development, the first commercial installations started in December 1986 and now have completed some 400,000 analyses with surprising accuracy, precision and reliability. The use of these devices in the improved control of the phosphate flotation plant is currently receiving some very serious attention at IMC.

The New Celebration Gold Mine near Kalgoorlie in Western Australia was commissioned in late 1986 and the CIL treatment plant currently processes 1.7 million tonnes of gold ore annually. The 1988 geological resource was 13.2 million tonnes grading 2.37 g/t Au in several open pittable deposits with the bulk of gold mineralisation occurring as a stockwork in Archaean quartz feldspar porphyry intrusives along a major regional shear zone. Mine planning, scheduling and operating techniques have focused on minimising open pit dilution whilst maintaining production requirements. This paper describes the successful achievement of this aim in extremely variable ground conditions and orebody widths.

Gold is easily mobilized at temperatures within range 600-11OO°C by gases such as Cl2, CO, H2S, in gas mixtures, at low pressures. Such gases are relevant to conditions of granulite facies metaomorphism in environments of magma underplating. These observations suggest an efficient mechanism for moving gold to the upper crust during major thermal events. The efficiency of precipitation of gold at lower temperatures is related to available mineral surfaces and pyrite appears to be an excellent substrate for gold precipitation.

"Gold rush" is usually associated the western United States - California, Nevada, and Colorado. The southeast section of the nation is known more for its rice, textiles, tobacco, indigo, and cotton. This area, though, is where it all began with gold in this country. The United States' first gold rush, in fact, is said to have started with the discovery of a 7.7-kg (17-1b) nugget in the Piedmont section of the Carolinas in 1799, some 50 years before the rush to California. The Carolina gold rush continued intermittently through 1942 when the Federal Government shut down all gold operations. Strong gold prices throughout the early part of this decade and new extractive technologies spurred a small resurgence of gold operations in South Carolina. Mind you, this is not Nevada with its flood of geologists and mining companies. Nor are there any 7.7 kg (17 lb) nuggets being discovered. But Ridgeway Mining Co., a joint venture between Kennecott Corp. and Galactic Resources, has set about mining 51 Mt (56 million st) of low-grade ore containing an estimated 43.5 t (1.4 million oz) of recoverable gold. The open pit, carbon-in-leach operation is located near the town of Ridgeway in South Carolina, about 32 km (20 miles) north of Columbia. Carolina gold North and east of Ridgeway, Piedmont Mining Co. operates the historic Haile gold mine near Kershaw, SC. And Brewer Mining Co. operates the nearby Brewer deposit. Between 1829 and 1942, South Carolina gold mines produced 10 t (318,800 oz) of gold. It all began in 1799 when Conrad Reed, son of a German immigrant farmer, found the 7.7 kg (17 lb) nugget in Little Meadow Creek, NC. His father thought the rock was worthless and used it as a doorstop, so the story goes. It took nearly three years before Conrad's father decided his doorstop was indeed gold. Gold was later discovered in the Greenville district of South Carolina. And, in 1828, Benjamin Haile discovered gold in a stream that ran through his property in Lancaster County, SC. Haile's mine became South Carolina's most famous and most productive gold mine, producing more than 7.8 t (250,000 oz). At first, miners worked the stream beds of Haile's property. Later, lode deposits were discovered on slopes alongside the creeks. They would lease 4.6 ml (50 sq ft) lots and mine as deep as 7.6 m (25 ft). During the Civil War, the Confeder-

Batch leaching of Ohio #1, Ohio #4A and Ohio #5 coals was conducted with the thermophilic. sulfur, oxidizing microorganism: Sulfolobus acidocaldarius. Four different size fractions of each coal, with median sizes of 508, 200, 90, and 49 microns, were subjected for 10 days to leaching in a 5% coal-water slurry at 72°C and a pH of 2. Release rates and extent of sulfate and iron I1 and I11 ions from the coals during the leaching process and distribution of sulfur forms (sulfate, pyritic and organic) in the coal samples before and after treatment were determined. Data indicated that Ohio #1 coal, with an initial sulfur content of 0.6%, showed no significant changes with leaching in total sulfur content or forms of sulfur. The Ohio #4A coal, with initial total sulfur content near 5%, yielded product, for sizes below 200 microns with 90% reduction of pyritic sulfur while the extent of organic sulfur removal varied with coal particle size. Results similar to those for Ohio #4A were observed on the Ohio #5 coal, which had an initial total sulfur content of 3% and a final sulfur content near 1%. The findings were interpreted in terms of basic biological, chemical and physical mechanisms.

A bioleaching process has been developed to extract manganese from low grade domestic resources not amenable to conventional mineral processing operations. Between the different strains of microrganisms tested, Thiobacillus ferrooxidans has appeared poor over manganese, Aspergillus niger allowed to obtain high recovery, probably due to the metabolic production of citric and oxalic acids, showing a remarkable complexing and reducing action. The growth of microflora has been correlated to the MnO dissolution as confirmed by SEM observation.

The origin of the titanium pigment and metal? industries began with the discovery of the element titanium in 1791 by an Anglican clergyman named William Gregor. The titanium was discovered in magnetic black sands found in the beaches near Cornwall. England. The name titanium was established by the German chemist who discovered the mineral rutile in Hungary. Rutile is the oxide of the element titanium, which he called titan alluding to the mythological titans, giants of ancient Greece. The commercialization of titanium minerals began probably in 1916 with the production of titanium tetrachloride which was to be used in tracer bullets, flares and smoke screens during World War 1. In the 1920's composite pigments based on TiO2 barium sulfate and calcium sulfate were produced, followed by the introduction of the sulfate process anatase TiO2 crystal in the 1930s. The U.S. Bureau of Mines in 1938 began investigating titanium metal technology and promoted the development of the Kroll process. which is the magnesium metal reduction of titanium tetrachloride to produce titanium metal sponge.

In this paper, we consider open pit optimization. At present, most methods specify the economic parameters and then find the corresponding optimal pit. But as the economic environment varies (which it does regularly these days), the "optimal" pit changes and quite often changes markedly. The questions are: by how much does it change and which parameters are most influential? The functional approach of Technical Parameterization of Reserves, devised by Matheron in 1975, gives the set of all the different optimal pits, under any economic condition. It separates technical design and economic assumptions and thus permits the use of several optimality criteria when choosing the final pit, and not just the maximization of an additive profit formula. Very efficient specific algorithms are presented to obtain all the potentially optimal pits. Fluctuations in the parameters induce changes in the optimum design. Inclusion relations that exist generate very tight bounds and hence very quickly detect optima, even when using a classical adaptation of maximization techniques (graph theory, moving cone, dynamic programming ...). The advantage of Technical Parameterization of Reserves over other methods is that it provides a nested sequence of optimal pits which can then be used for mine scheduling. Many possible mining schedules can be obtained by using the family of technically optimal projects to split up the orebody. The "optimal" schedule, which is in fact a compromise between the different requirements of the economists, the mine planner and the metallurgist, can be chosen from within the wide scope of possibilities. A practical example of mine scheduling for a chromite mine is presented in detail.

The Formative Years Douglas Winston Fuerstenau was born December 6, 1928 in Hazel, SD to Edwin Arnold and Hazel Pauline (Karterud) Fuerstenau. His father, of German extraction, was a farmer and, later, a cabinet maker, while his mother, of Norwegian lineage, was a school teacher. His parents are still alive today at ages 91 and 88, respectively. Two younger brothers, Richard and Maurice and a sister, Jean, completed the family. The family first lived near Watertown and later in Lemmon and Mobridge, SD. The 1930's were a difficult period for any family in South Dakota. A decade-long drought made this a part of the dust bowl, which together with a serious infestation of grasshoppers (the locust plague described in The Bible), and the world-wide depression, made living difficult for all. In spite of these privations, Doug has many happy memories of his childhood which can be attributed to the resilience of youth and a strong family structure. He has fond memories of summers spent with his cousins on family farms where the children were introduced to farm chores at an early age. When he was old enough, he worked in a grocery store after school. At the age of 14 he spent the summer hearding 2,000 sheep near Lemmon, SD as his contribution to the war effort in that labor-short period. He remembers well the dust storms of the 1930ts, the destruction at his grandmother's farm by tornado, pulling weeds on the farm, threshing grain with a monstrous steam-driven machine and such pleasant childhood activi- ties as fishing for bullheads, hunting for rabbits, searching for arrowheads in newly plowed fields, and ice skating in the winter. Early in life his parents instilled in him a strong work ethic, a love of learning and the need for a good education. In 1943, the family moved to Rapid City, SD. With a population of 13,000, it was

The value of exported nonenergy minerals from the less-developed countries has increased substantially between 1970 and 1985, but their market share relative to world exports has remained stagnant. Of the top twenty minerals exporters, only four are developing countries. Production capacity in the developing countries is shown to be less sensitive to demand downturns than capacity in the developed countries. Two approaches to the management of cyclical minerals demand are given using examples from India and Papua New Guinea. The authors conclude that pro¬tective policies implemented by developing nations have, barring a few exceptions, relatively little impact on the chronic nonfuel minerals oversupply problem.
