San Antonio has experienced sustained growth for decades, putting increased pressure on existing wastewater infrastructure. In June 2013, San Antonio Water System (SAWS) reached a Consent Decree agreement that requires significant improvements to the wastewater system over a 10-year period to reduce Sanitary Sewer Overflows. One of the critical projects was the W-6 Upper Segment Tunnel project to reduce sanitary sewer overflows on an existing sewer main running through Lackland Airforce Base. The replacement project consisted of a new tunnel nearly 29,000 LF of primarily 104" FRP. The project also includes nine shafts and multiple trenchless crossings to make near surface connections to the new works.

The penetration of rock fragments of overlying strata causes advanced ore dilution during drawing. The results of numerical and physical experiments showed that the proposed numerical simulation was applicable and the microscopic parameters of the model were reliable. The penetration under the variables of particle diameter ratio, density ratio, overlying strata thickness, and particle morphology was clarified. The penetration was quantitatively characterized by the discharge amount and the dilution rate. The experimental results showed that the diameter ratio and density ratio had a significant influence on the penetration. On the irregular shape of particles, the penetration is weakened. The overlying strata thickness had little effect on the penetration. This study could provide a theoretical basis for the full section uniform drawing, avoiding advanced ore dilution and further optimization of recovery rate.

The Expanded West Pit of the 15 MTY El Cerrejon Mine will reach a maximum depth of270 m. Slope stability evaluations indicated that this depth, combined with structural complexities, would create a serious risk of footwall instability. Stabilization call for anchoring the footwall by installation of cable bolts, 9 to 33 m long, of multi-strand steel cable. For each of the 15 m high mining benches, a row of bolts is installed with variable horizontal spacing, depending on dip magnitude. Cable bolting is now standard operating practice and 11800 bolts will have been installed during the life of the mine.

In a systematic study, the National Institute for Occupational Safety and Health (NIOSH) evaluated seat designs in low- and mid-seam shuttle cars during production operations at two underground coal mines in southern West Virginia. The purpose was to support, with additional data, earlier findings that NIOSH ergonomic seat designs (featuring viscoelastic foam padding and lower-back support) may help reduce health risks to operators of coal mine shuttle cars. Eight shuttle car operators evaluated seven seat designs (one already in use in each vehicle and five NIOSH designs) relative to perceived and measured whole-body vibration (WBV) exposure (including vehicle jarring/jolting) and discomfort. Operators’ perceptions using a visual analog scale (VAS) and questionnaire ratings were compared with International Standards Organization (ISO) 2631-1:1985 fatigue-decreased proficiency (FDP) limits and measured WBV levels on low- and mid-seam shuttle cars. Objective and subjective data results indicated that NIOSH seat designs (with added adjustability, lower-back support and improved seat padding) performed better to reduce vehicle jarring/jolting levels and that shuttle car operators favored them over existing seat designs. The NIOSH low- and mid-seam shuttle car seats showed 45 to 77 percent better performance in FDP and 9 to 60 percent better performance overall in operators’ ratings. Considering the VAS results for low- and mid-seam shuttle cars under no-load conditions, operators rated the level of jarring/jolting 18 to 89 percent lower with the NIOSH seats. Reductions in measured vehicle jarring/jolting were 19 to 46 percent for the three-directional vector sum accelerations relative to the existing seats on the low- and mid-seam shuttle cars. Questionnaire responses indicated that operators for both shuttle car models rated NIOSH seat designs as more comfortable overall. Vehicle operators most frequently suggested adding armrests to improve the seats on the mid-seam shuttle car. A suggested improvement for the low-seam shuttle car was to make the seat a better fit for the operator compartment, which would enhance clearance between the operator and vehicle controls and allow for better seat adjustment and operator visibility.

This paper initially was to be on the design, construction and operation of the Lucky Friday mill. However, this subject has been pretty well covered in some of the mining publications in the past few years - specifically Mining Congress Journal for April, 1961 and Mining World for March, 1962- : In order to avoid too much repetition, we decided to present in this paper a comparison of the Lucky Friday mill constructed in 1959, and the Mayflower mill built by us in 1962. During the past three years Hecla Mining Company has constructed two relatively small mills: The Lucky Friday mill at Mullan, Idaho 750 T/day; and the Mayflower mill at Heber, Utah - 450 T/day. These mills were engineered, designed and constructed by Hecla, using principally our own personnel, with very little outside (contractor) labor employed. This paper presents a comparison of some of the interesting features of these mills, and where differences occur, it discusses the reasons for the various differences. It compares such points as the testing program, physical layout of the plant, construction costs, the grinding section, the flotation section, tailings disposal, metallurgy, recovery, grades, operating costs, etc. To help illustrate, and to compare these features, we will project pairs of slides showing each of the two mills. Occupational exposures to respirable dust and submicrometer aerosols emitted by diesel-powered equipment are a health concern for underground mining operators and regulators. A study was conducted in an underground mine with the objective to identify, characterize and source apportion airborne aerosols at the setup face and recovery room during longwall move operations.

Discussion by A.E Agnew Strachan's paper summarizes a wealth of data on water-storage dam "incidents" published by USCOLD and ASCE in 1988, together with a review of tailings-dam incidents published by USCOLD in 1994. The data is summarized by text and 11 histograms. The histograms present a useful compilation of these data, although the patterns within the histogram blocks did not survive the Mining Engineering printing process - so their usefulness is impaired. Unfortunately, the text discussion is too cursory and does not highlight the significant relationships among the various causes of the incidents. Four paragraphs of text and Fig. 1 were devoted to water-storage dams, but the discussion is too sketchy, and Fig. 1 is unclear. Important statistics that could be uncovered are: •the total number of dam incidents tabulated were 500+, •earth embankments constituted 73% of those in operation and •incidents related to earth embankments were 75%, of which dam failures accounted for 24%, major repairs accounted for 42% and accidents accounted for 34%. Strachan concluded that "the majority of the dam failures are associated with overtopping (p. 49), and that the majority of incidents are associated with spillway and other facility structures" - although this is difficult to discern from Fig. 1. Confusion regarding Strachan's use of the terms "dam failures" and "incidents" is compounded by his use of "failures" and "accidents" in one paragraph of his Introduction section followed by his use of "incidents" in the next paragraph. Getting to the meat of Strachan's important paper, the tailings-dam incident survey (USCOLD, 1994), the connection between Figs 2 through 11 seems obscure. First, in the four paragraphs of introductory material, one learns that "incidents consisted of failures, accidents, seepage and other incidents of performance that did not meet design criteria" (p. 50). One does learn the helpful caveat that "structures not related to mill tailings were not included in the review" - so that the Buffalo Creek (West Virginia in 1972) and Aberfan (Wales in 1966) coal-mine failures, together with the ongoing metal-mine remediation work at Summitville (Colorado) do not muddy the waters of his paper. The all-too-brief discussion of the data shown in Figs. 3 through 11 (185 dams in USCOLD plus 26 dams in UNEP) reveals the following: •Figure 3: 57% of the incidents (failures and accidents) occurred with dams less than 20-m (66-ft) in height. •Figure 4: 63% of the incidents were due to failures alone (subset of Fig. 3). •Figure 5: Active dams had 82% of the accidents and 93% of the failures. •Figure 6: Types of dams (upstream, water-retention, downstream, centerline and "unknown") separated according to incidents. •Figure 7: Breaks out the incidents in Fig. 6 by failures, accidents and ground water. •Figure 8: Breaks out incidents by type (overtopping, slope stability, earthquake, foundation, seepage, structural, erosion, mine subsidence and "unknown"). •Figure 9: Separates Fig. 8 data into active and inactive dams. •Figure 10: Separates Fig. 9 data into failures and accidents. •Figure 11: Same as Fig. 8, but broken out by tailings-dam type (Fig. 6). "Mining used to be a business primarily focused on the technical aspects of getting valuable ore out of the ground and extracting the minerals efficiently. Without denying the importance of these skills, a narrow focus on technical issues is no longer enough to guarantee success when it comes to exploiting rare earth element (REE) deposits. Molycorp failed to enter the global REE market in a successful manner, while none of the many REE exploration projects has turned into an active mine so far and none is expected to commence operations in the near future. Accordingly, the world of REE is far more complex compared to other commodities. This paper looks into the REE industry to identify the factors that can connect potential U.S. REE mines to the market. The ability to break free from past thinking and become future-focused is a key driver. Mining of REE is pointless without a corresponding value-adding chain, while developing a value chain without first establishing an uninterruptible source of REE is also senseless. The mining sector must be based on the REE value chain and vice versa, along with the establishment of a market channel for the REE products that come out of the mine. INTRODUCTION It has been seven years since rare earth elements became the subjects of front-page headlines. It was when the controversial Chinese export policy for these critical commodities was epitomised in a maritime border dispute with Japan in September 2010 that resulted in the big REE crisis and price spike of 2011 (Barakos et al, 2016c; Mancheri, 2015). The world was dismayed, especially in REE-importing countries, such as the United States that was and is still totally dependent on Chinese production and exports (Barakos et al, 2016c; Kennedy, 2015). The short-lived alarm initiated a treasure hunt by way of exploration for REE deposits all over the world. The continuously growing demand on the one hand and the Chinese sovereignty of the REE-market on the other, led the rest of the world to explore their own REE resources. In just a few years, more than 400 projects were initiated to explore REE deposits outside of China (ERECON, 2015; Goodenough, 2016). The prices of REE, however, dropped rapidly and at the moment of writing this paper are in 6-year lows, at the level of the price average before the 2011 crisis (Barakos, 2017). The viability of even major established producers is being challenged, not to mention the development prospects of potential REE-market entrants (Barakos et al, 2016b; Rollat et al, 2016). Production cutbacks and industry consolidation in China impel REE market experts to forecast that prices have already reached their lowest point and have nowhere to go but up (Adamas, 2015; Roskill 2015). Yet, expectations for increased REE prices are limited and drastic changes are unlikely to happen in the near future, as there is still excess supply in the overall REE market (Barakos, 2017). Nevertheless, the low prices of rare earths are not the only reason that potential producers are struggling to enter the global REE market. Among other parameters, the separation of the individual elements seems to be the most important factor, as it is technically challenging and expensive to build and to operate."

A ventilation research study was conducted by the U.S. National Institute for Occupational Safety and Health (NIOSH) and a cooperating longwall trona mine in the Green River basin of Wyoming in the United States. The objective of the study was to evaluate the movement of longwall face air and exchanges between the face and worked-out areas to document the presence or absence of face airflow pathways between these locations. Tracer gas experiments using sulfur hexafluoride (SF6  ) were conducted to describe air movement on the face and in the mined portion of the active panel. Maintaining adequate ventilation air on longwall faces is important for worker safety and for the dilution of gases emitted from the face and caved gob.

The High Density Sludge Process was originally developed by Bethlehem Steel Corporation for use on acid mine drainage and diluted waste pickle liquor discharges requiring continuous chemical treatment systems. This work began in the early 1970s and was first put into practical use around 1973. To date there are approximately 15 operating systems which have been installed on mine drainage in the United States, and another 10 systems worldwide. Dense Sludge is an innovative and improved method for treating acidic metal bearing streams in a manner which minimizes the volumetric generation of sludge for disposal. The technology utilizes a sludge recycle process which forms particles that have a low affinity for water, unlike conventional metal hydroxide solids which contain tightly bound interstitial waters. Typical acid mine drainage streams contain high sulfate concentrations which combine with calcium ions in lime based treatment systems to form gypsum crystals. The physical form of this gypsum is radically altered when the Dense Sludge process is utilized compared to the form generated in conventional lime treatment systems. The characteristics of the metals particles are also changed in this process, as the metal hydroxides are converted to metal oxides. Slides No. 1 and No.2 show scanning electron micrographs of conventional and densified sludges illustrating these differences. The magnification used was 300X. The dense sludge particles settle faster, dewater more readily, are more easily pumped, and hold much less water than conventional precipitates. In some cases, because the metal content of the sludge is more concentrated, it can be economically recovered.

The understanding of public debates over mineral exploration and mining largely originates from exceptional situations such as mining accidents of conflicts. Less is known about how mining is portrayed and understood under more conventional settings. What storylines dominate the local day-to-day public debate? This article presents results from a comparative case study focusing on newspaper coverage of mineral exploration and mining in three European countries representing different geological and socio-economic contexts. Newspaper articles from the Geyer-Erzgebirge region in Germany, the Andalusia region in Spain, and Northern Finland are studied. The sample looks into the period between September 2018 and February 2020 and shows that regional newspapers report about mining issues relatively intensively even in the absence of major accidents or other media events causing peaks of attention. The tone of the articles is generally neutral to positive towards mining activities, reflecting the specific local settings, historical experiences, and future expectations. Despite the different contexts of the three countries, there were considerable similarities to the topics highlighted, including common themes of mining revival, mining events and social interaction, history of mining, and damages related to mining. Past, present, and future employment opportunities related directly or indirectly to the mining sector are key storylines. Another recurrent underlying theme is the need to balance environment and safety risks and socio-economic prosperity, typically covered through ordinary disputes among the mining sector, public authorities, regional non-governmental organizations, and local initiatives.

Researchers from the U.S. National Institute for Occupational Health and Safety (NIOSH) studied the impact of an unregulated dust control technology (the Helmet-CAM) and a regulated dust control technology (the continuous personal dust monitor) within a sociotechnical system (STS) framework to mitigate respirable dust sources. The results address how to best incorporate the overarching principles of meta-design STS during the technology integration process. Specifically, quantitative and qualitative data show that a prominent focus on the social factors within an STS framework could help reduce organizational unpredictability and may improve communication within the system to help reduce technology adoption time.

The Oatman District produced approximately 2.2 x 10 6 ounces of gold and 0.8 x 10 ounces of silver between 1897 and 1942. A total of 3.8 x 10 tons of ore averaging 0.58 O/T gold and 0.17 O/T silver was extracted from eight major orebodies and a number of lesser deposits. Oatman lies at the center of a trachyte-latite-rhyolite volcanic complex which contains at least one resurgent caldera. The orebodies are typical epithermal quartz-calcite + adularia lode deposits which are very deficient in sulfur. Ore deposition has occurred within dilatant zones on faults which radiate from a common point within-the complex. Fischer-Watt Mining approached the Oatman District with an integrated exploration program utilizing four basic procedures to define the characteristics of past productive areas the results of which were applied to unexplored portions of the vein system. These procedures, listed in their order of usefulness, in defining known and prospective mineralized zones are: vein contouring, detailed alteration mapping, fluid inclusion temperature determinations, and geochemical sampling.

Mining is essentially a materials management process where materials are classified, excavated, moved to a desired location, processed at a cost and sold for a price hopefully to generate a profit. ?How much is that cost and can it be reduced?? is the age-old question. The requirement for a paradigm shift with regard to materials movement in search of low-cost production has not just happened by chance but, rather, has been driven by agents of change that include mining companies, consultants, governments and equipment suppliers. During the past 100 years of mining, surface mining technology has involved humans with hand tools, humans with machinery and unmanned automated equipment. In the past 50 years, surface mining technology has evolved and now takes the form of trucks and loaders (TL), in-pit-crushing conveying (IPCC) and autonomous haulage equipment (AHS).

"This paper analyzes mine emergency management and rescue practices in German underground coal mines and compares them to those used in the United States. The German mining industry has developed these practices over more than 100 years, and they have successfully managed numerous fire, water inundation and ground control emergencies using these techniques. The authors interviewed German mine emergency professionals about rescue team and emergency operations. These operations were then analyzed to determine which of these German principles would be of interest to United States mine rescue teams. Implementing these programs into United States mine rescue and emergency operations was analyzed. INTRODUCTION Coal mining has become much safer industry than it has been in the past. Advances in safety and health regulations and company polices have improved working conditions for miners all over the world. Even with these advances there is still a need for continued attention to safety and health. It is also important for mine safety professionals to observe practices and procedures in other countries and cultures and learn what and how to apply this knowledge in their own systems. Coal mine rescue has been an integral part in improving coal mine safety. Mine rescue procedures have evolved with time, experience and technology development. Today, coal mine rescue teams are still needed and must be continually trained and prepared for any mine emergency. Although it is hoped that improved mine safety policies and practices will eliminate coal mine disasters in the future, accidents remind us that disasters can still happen today. In May 2014, Turkey experienced a severe coal mine disaster where 301 people were killed [G.Tuysuz, 2014]. Our industry must learn from these incidents, focusing on disaster prevention and making improvements in mine rescue operations. Mine rescue procedures differ from country to country due different regulatory environments and different historical evolution of emergency response. Sharing practices and procedures from one country to another enables learning from different experiences and cultural backgrounds. Sharing is also a way of preserving information, identifying and learning best practices."

Control of the environment is as old as mining. Engineers have always had to consider how best to deal with the surface, and the character of the surface environment always affects mining method in some way. However, if the relationship of the mine to the environment is old, today's approach is new. For one thing, land, air and water formerly could be viewed simply as obstacles to be overcome or resources to be utilized to win ore at the lowest possible cost. Now we have come to realize that these nonmineral components of the environment also are highly valuable. For another thing, environ- mental protection has become a public policy issue. Again, a special public interest in land and land use is old. From the firs(, the crown claimed extra rights in valuable minerals, and to this day a multitude of laws and regulations control-and tax-land use in every country. What is new is the detailed public attention bring given to waste management practices, whether these wastes be in the form of solids, liquids or gases, and regardless of where in the environment they appear. (It is convenient to lump all mining environmental problems, including hank fires and subsidence, together under the term "waste management," for in effect that is what they are.) As a result of these changes, the mining engineer must consider that lie is dealing with two productive resources the minerals and the remainder of the environment-and he must expect that lie will be judged not only on his efficiency in recovering the one but also on his effectiveness in protecting the other. Further, in seeking to protect the environment, the modern mining-environmental engineer has a dual role. First, there is the obvious task of finding better ways for industry to cope with waste-management problems in actual operations. Second, there is the less obvious but equally important task of helping formulate appropriate public policy objectives for the environment. Throughout; the section it is assumed that mining is an acceptable land use for the tracts under consideration. The question of whether mining will be permitted at all on these tracts is a further public-policy issue, ultimately to be resolved politically and thus, since it is beyond the scope of engineering, is not a subject that can be usefully discussed in a mining handbook. Finally, none of the statements in the section are predicated on the assumption that required waste-management measures will be privately profitable in the conventional sense. Indeed, the reverse is more likely to be the case-at least if accounts are kept so as to include all appreciable costs and a normal rate of return on investment in waste-disposal and reclamation equipment.',',' However, it is clear that improved waste management will be required of mining firms and that, to a considerable although undetermined degree, this expenditure is in the best long-run interest of both public and industry. The several studies that have attempted to quantify the impact of mining on the environment are admittedly rough but still provide enough information to indicate that there is a big job to be done. "The silver nitrate titration method is a rapid and acceptably accurate means of analyzing for cyanide in leach solutions that contain primarily free cyanide. However, in leach solutions containing elevated levels of copper, the titrimetric method overestimates the concentration of free cyanide and underestimates the concentration of weak and dissociable (WAD) cyanide. The authors have developed a modified potentiometric (MP) titration method for determining WAD cyanide that overcomes issues associated with high copper levels in solution. The new MP-WAD method involves addition of a chemical ligand to the sample prior to silver nitrate titration to release cyanide bound to copper. Once released from copper, cyanide in solution is no longer affected by the presence of copper, and titration results are quantitative rather than empirical. In multiple laboratory trials with synthetic solutions and complex actual leach solutions, analytical results obtained with the new MP-WAD method were found to be within about ±5% of analyses obtained with the USEPA OIA-1677 WAD cyanide analytical method.IntroductionThe silver nitrate titration method is widely used to estimate the concentration of cyanide in leach solution for purposes of cyanidation process control. Cyanide determined by silver nitrate titration is commonly referred to as “free” cyanide, but frequently should be referred to as “titratable” cyanide. Titration will only yield a reasonably accurate measurement of free cyanide when metal-cyanide complex concentrations (e.g., cadmium, copper, mercury, nickel, silver and zinc) in solution are low. In other words, titration will only yield a reasonably accurate measurement of free cyanide if the solution primarily contains free cyanide."

American Girl Mine is located in the Cargo Muchacho Mountains in the southeastern Imperial Valley of Southern California. Production from the current open pit mine and heap leach recovery system began in early 1989. Previous mining and gold recovery took place commencing in 1987 at the Padre Madre site, situated adjacent to the American Girl site to the southwest. In mid-1990, a 790-tonne-per-day underground gold mine and mill went into production. Approximately 6,500 troy ounces of gold per month are recovered from the combined open pit underground mine operation. Copper in the form of Azurite [Cu3(CO3)2(OH)2] and Malachite [Cu2CO3(OH)2] are abundant in the mined ores (Henshaw, 1942). The high solubility of these minerals in caustic cyanide solutions has a negative impact on carbon adsorption and electrowin processes. This paper presents the results of monitoring programs, process chemistry, and control changes introduced at American Girl Mine to abate production complications in the refinery and measures taken to minimize solution gold losses in the adsorption circuit(s).

From 2013–2017, there were over 1,120 documented injuries, including fourteen fatalities, from ground falls in underground mines in the United States (MSHA 2017). The majority of these ground-fall injuries were not caused by a major roof collapse, but from falls of smaller rocks from the immediate roof. Roof screen can significantly reduce the number of these injuries and has been widely used in underground coal mines for surface control. Because of the potential of reducing ground-fall injuries, the National Institute for Occupational Safety and Health (NIOSH) is further evaluating the performance characteristics of welded-wire screen as used in underground coal mines by conducting a laboratory testing program using the Mine Roof Simulator (MRS) in NIOSH’s Bruceton Research Center Laboratory in Pittsburgh, PA. The load-displacement characteristics of an 8-ft x 12-ft area of 8-gauge welded-wire screen were evaluated using a test frame designed for testing multiple load-pull locations. In previous tests, load-pull contact was always in the center of the bolted screen section. In this study, larger pull contact areas are used to simulate roof falls. The information obtained in this and similar studies can be used to better understand the loading behavior and surface control capability of roof screen in underground mines. INTRODUCTION AND BACKGROUND The large majority of ground-fall injuries are caused by falls of smaller rocks from the immediate roof. Various controls are currently being used in mines to control this surface rock, including the use of wire roof screen. In mines where wire roof screen has been installed, injuries from rock falls have been reduced dramatically (Robertson and Hinshaw, 2001). Roof screen has the potential to prevent hundreds of injuries caused by the fall of small rocks between permanent roof supports (Compton et al., 2007). Because of this potential for reducing ground-fall injuries, the National Institute for Occupational Safety and Health (NIOSH) is evaluating the performance characteristics of welded-wire screen as used in underground coal mines by conducting a laboratory testing program in the Mine Roof Simulator (MRS) in NIOSH’s Bruceton Research Center Laboratory in Pittsburgh, PA. Previous tests to evaluate the performance characteristics of various types of screen have been conducted by the University of Alberta (Tannant, 2001). In this study, the load-displacement properties of welded-wire, chain-link, and expanded-metal mesh were measured by performing full-scale pull tests. A flat steel plate was pulled through a screen test sample that was bolted to a special test frame while the pulling force and mesh displacement were measured. These tests established the general load-displacement behavior of the screen. Peak load capacities and stiffness were determined for each screen type, showing how welded-wire mesh has a much stiffer initial loading response, whereas chain-link and expanded-metal mesh have large displacement capabilities and exhibit significant post-peak ductility.

The business of mineral exploration and development has become much more than simply a problem of locating orebodies and designing mines. Favorable economic analysis of mining and processing feasibility is no longer sufficient to justify the development of a mine. New laws, enacted by virtually every level of government, require comprehensive land use planning, environmental analysis, mineland reclamation, mine safety studies, and many other considerations. This profusion of new laws says in effect, that the mining company is no longer responsible only to its stockholders. Mineral development today can be compared to a partnership. As in all partnerships, the risks and liabilities as well as the benefits are held jointly by all the participants. In addition to the mining operator, this partnership consists of the public, through its many levels of government, interest groups, and individual citizens. Therefore, you'd better know your partner very well - his responsibilities and capabilities. Mining is considered a high risk venture. The risk on the part of the operator and the lending institutions has long been recognized. The risk that the public and its government take in these mining ventures has now been recognized also. The people and their government have learned that they inherit, through abandonment or forfeiture, the mistakes and problems of individuals and companies regarding these natural resources. In looking through the "Mining Engineering Handbook" recently published by the Society of Mining Engineers, I noted that in their discussion of liability for excavations, the authors quoted from the book of Exodus, 20th chap., where Moses said to his people: "When a man leaves a pit open, or when a man digs a pit and does not cover it, and an ox or an ass falls into it, the owner of the pit shall make it good; he shall give money to its owner, and the dead beast
