Many coal beds in the State of Washington, pitching as much as 90°, offer unusual mining conditions. This paper describes methods and safe practices of mechanized mining in pitching bituminous-coal beds that have attracted the attention of mining people from most of the coal-producing countries of the world. The development and use of continuous miners as part of the mechanized program apply particularly to the Roslyn-Cle Elum coalfield, Kittitas County, Wash. All three mines now operating in the field use continuous miners and during 1957 furnished 72 percent of the State's total coal production. Mining operations are now conducted in three coal beds of the Roslyn-Cle Elum field. The coal measures range from 3-1/2 to 20 feet in thickness and vary in dip from 5° to 45° in the localities where the coal is mined. Some safety measures adopted by-the principal operating company in the field during the past 30 years of mechanized mining follow: Use of only permissible electrical or compressed-air-operated equipment on other than intake air; providing and using an explosion gallery to test repaired permissible electrical equipment before taking it underground; use of only compressed-air-operated drill augers in preference to permissible

Introduction The US has the largest total (364 Gt, or 401 billion st) and recoverable (182 Gt, or 201 billion st) coal reserves in the world (Steam/Its Generation and Use, 1978). However, progressive coal use in this country has been hampered by environmental constraints, such as restrictions on sulfur dioxide, nitrogen oxides, and particulate emissions. Since the promulgation of the Environmental Protection Agency (EPA) New Source Performance Standards (NSPS), it has become apparent that all US coals will require sulfur removal to comply with the new sulfur dioxide emission levels. If more stringent emission standards are imposed, through pending acid rain legislation or amendments to the Clean Air Act, it is likely that the coal industry, and the industrial and utility sectors will look increasingly toward the development of new and advanced coal cleaning technologies to continue and promote the use of coal. Table 1 summarizes the EPA NSPS for sulfur dioxide emissions. Fortunately, the basis for determining sulfur dioxide removal is the Btu and total sulfur content of the run-of-mine coal. Thus, credit is given for any sulfur removed before combustion, e.g., through physical coal cleaning. Unfortunately, physical coal cleaning alone may be unable to produce a compliance coal with respect to the EPA NSPS. Therefore, all industrial and utility coal-fired boilers will require post combustion gas cleanup, e.g., flue gas desulfurization (FGD), to comply with the new regulations. Of these, chemical coal cleaning offers the advantages of providing (1) high quality fuel for combustion (low sulfur and ash, high Btu, and attenuated product variability); (2) a solid fuel product for use in retrofitted gas and oil boilers; and (3) a solid fuel product with multiple end uses, e.g., internal combustion engines, carbon electrodes, coke, or chemical feedstock. Gravimelt process In the Gravimelt process, 1.4 mm x 0 (14 mesh x 0), physically beneficiated coal of about 5% moisture is fed into a 3401 to 3901 C (644 ° to 734 ° F) molten bath of sodium hydroxide and potassium hydroxide. Organic and pyritic sulfur and most of the mineral matter in coal react with and are dissolved in a molten mixture of potassium hydroxide and sodium hydroxide. The reacted coal sulfur is converted to alkali sulfides and polysulfides, whereas the mineral matter is apparently converted to alkali-aluminum silicates and other byproducts that are water and acid soluble. Coal residence time is 60 to 240 minutes. The sodium hydroxide to potassium hydroxide ratio is about 9:1. The total hydroxide-to-coal ratio is no less than 10:1. The specific gravity of the caustic melt is about 1.8 g/cm3 . Thus, coal is buoyant in the bath, and insoluble mineral matter with density greater than 1.8 g/cm3 would sink. Reacted coal is first water-washed with an equal weight volume of water in a countercurrent mode of operation. The coal is filtered and the filtrate sent for regeneration. The coal is then acid-washed in 10% sulfuric acid. The acid-water/coal mixture is filtered to recover the final coal product, and the filtrate treated with lime to precipitate dissolved mineral matter. The precipitate is filtered from the mixture and discarded. The water is recycled to the plant. Filtrate from water-washing is treated to remove sodium sulfide. The sodium sulfide is chemically treated to produce hydrogen sulfide, calcium car¬bonate, sodium hydroxide, and other products. The hydrogen sulfide is treated to produce sulfuric acid for the acid-washing step. The calcium carbonate is treated further or discarded, and the sodium hydroxide is concentrated by evaporation and recycled to the reactor. The Gravimelt process is currently at the bench-scale stage of development. A 0.9-kg (2-lb) continuous reactor is in operation with a continuous water- and acid-washing section adjacent. The regeneration section is not developed to a meaningful extent, although key reactions have been tested in the laboratory. Process conditions, product recovery efficiencies, etc., however, have not been determined adequately and continuous regeneration operation has not been attempted. Work is now in progress to develop each section to a continuous bench-scale operation in processing coal at 9.1 kg/h (20 lb per hr). Microwave process The carbon and hydrogen in coal are relatively transparent to microwave radiation. However, water, caustic, pyrite, and other mineral matter components are strong conductors of microwave radiation energy at the proper frequency. Man's use of 'glass predates recorded history. Although early man had no knowledge of how to form glass, artifacts have been found near naturally occurring glass formations where molten rock had been rapidly cooled. In areas where volcanic activity is evident, primitive people fortunate enough to have lived in that area used the naturally formed glass to make arrow heads, knife blades, tools and ornaments. These glass artifacts have been found all over the world. In fact in todays modern society there are recorded cases of aboriginal tribesmen in Australia fabricating arrowheads from glass bottles. 2. A Brief History of Glass The first evidence of man made glass were beads made around 2500 BC by the Egyptians. The Mesopotamians also made glass beads at about the same time.

"The most important impact on the environment of a tunnel excavation is the creation of surface settlements. Nowadays, the mechanized tunneling allows minimizing the settlements, applying a confinement pressure which counterbalances the ground de-confinement. It is thus essential to determine the correct amount of confinement pressure. In this paper, the authors present a 3D numerical study simulating the EPB-TBM excavation of a water tunnel, in the Flanders clays (north of France). Firstly, a simplified 3D simulation, based on the concept of instantaneous longitudinal settlement curve, was performed to predict the surface settlements for different values of heading confinement pressures. Secondly, the same pressures were tested by the EPB-TBM in a monitoring zone. The comparison between the prediction settlements and the measurements was very satisfactory and allowed validation of the numerical approach and the choice of the optimal confinement pressure value for a sensitive area of the project. INTRODUCTION The excavation of a tunnel can create displacements of the surrounding soil which may affect existing structures and generate unacceptable dysfunction. The development of the closed shield tunneling has permitted to reduce the volume loss generated around the excavation and consequently the surface settlements. In this case, as explained by different authors (Clough et al., 1985; Kastner et al., 1996; Mair and Taylor, 1997), the ground movements are influenced by the TBM works: the heading confinement pressure, the shield overcutting and conicity, the annular void grout injection parameters, the segment concrete lining rigidity, the consolidation of the grout. Hence, in the tunnel design, it is important to take into consideration these different processes of the excavation works to simulate correctly the tunneling process."

As in other areas of the country, surface coal mine productivity in the Central Coal Province--primarily Illinois, Indiana, and west Kentucky--has declined steadily since 1969 (figure 1). Productivity, as measured in tons of clean coal produced per man-shift, dropped 35 percent during the period 1969-1975. Unwelcome at any time, this phenomenon is particularly untimely now, when increased coal production is a national goal. The U.S. Bureau of Mines has been working with the coal industry to develop new operating methods and equipment to enable increased productivity and improved reclamation performance in surface coal mining. Several projects have involved identification and evaluation of existing overburden handling and reclamation practices, and development of means to improve operational procedures. Some results of one of those projects, as they apply to the Central Coal Province, are summarized in this paper.

Martin County Coal Corporation's operations are located on Wolf Creek in Martin County in the eastern part of Kentucky. The mining complex was started in 1971 and has grown to a 2.273 Mt/a steam coal operation. All of the production goes to Duke Power Company's Belews Creek electric generating station in North Carolina. Production comes from four seams that are mined by deep and surface mining methods. Surface mining accounts for 55% of the production and the remainder comes from 2 underground mines. Continuous miners are used exclusively underground. The preparation plant was originally designed to take coal at the rate of 907 Mt/h but that has gradually been increased to 1134 Mt/h. Other cleaning equipment includes Daniels DMS vessels, Model 77 Deister tables, 355.4-mm R. & S. Hydro- cyclones, Krebs 254-m classifying cyclones, Daniels froth cells and in 1980, 3 Krebs 508-mm heavy media cyclones were added to recover some lost and misplaced material. CMI centrifugaldryers and a Hey1 & Patterson size 100 thermal dryer are also part of the coal preparation equipment.

"Construction projects involve a great many risks. The risk that material prices will increase during construction or that the work under construction will be destroyed by fire, storm or some other act of God are just a few examples. In tunneling or other underground projects, one of the most significant risks is that the subsurface conditions encountered during construction will differ from what is expected. Each of these risks must be accounted for, managed and, ultimately, the duty of one party or the other to bear. The primary tool used to allocate the risks among the parties is the construction contract.How construction contracts allocate the risk that subsurface conditions will differ have changed substantially over the past century. Today, construction contracts typically allocate the risk through a series of provisions. The first is the differing site condition or changed condition clause. That clause, when included, typically provides that the owner bears the risk that the subsurface conditions will differ from what is indicated in the contract documents or what is reasonably expected. The second clause is one that provides that the contractor must conduct a reasonable site investigation and bear the risk of any conditions that such an investigation would reveal. The third provision includes disclaimers that are often included in geotechnical data provided by the owner (or the owner’s engineer) to the contractor which attempts to limit the information on which the contractor can rely. Because these risk-allocating devices seem to be somewhat conflicting, a brief discussion of each provides critical insight in understanding how the modern construction contract allocates the risk of differing site conditions.At the start of the 20th century, construction contracts looked substantially different than they do today. For example, one contract for the construction of a public water tunnel in Chicago, IL, drafted around 1895 contained the following clause:The contractor must take the work entirely at his own risk. No extra allowance will be made for quicksand, hardpan or boulders."

"On April 4, 2017, the largest earth-pressure-balance tunnel boring machine (TBM) ever built finally completed its 2.7-km (1.7-mile) journey beneath Seattle, WA, nearly four years after it began boring the SR-99 tunnel that will eventually replace Seattle’s Alaskan Way Viaduct.By now, readers of this publication are familiar with the ordeal that began on Dec. 6, 2016, when the machine overheated and shut down. Until that point, the TBM, named Bertha, had grabbed headlines for being the largest in the world with a 17-m (57.6-ft) diameter face. But after the incident that stopped the progress, the headlines suddenly stopped focusing on the engineering marvel of the tunnel project and began asking what went wrong. Just 300 m (1,000 ft) into the tunneling journey the machine was stuck, unable to move forward and impossible to retract.The project’s contractors, Seattle Tunnel Partners,(STP JV) – a design-build consortium comprised of Dragados - USA, Tutor Perini, say a 20-cm (8-in.) steel well-casing buried in the path of the machine caused the problems that halted the TBM. The Washington State Department of Transportation (WSDOT) disagrees, and the issue over who ultimately pays for the repairs is now with the courts.Eventually, engineers determined the best way to get Bertha back to work was to dig a 36-m (120-ft), deep concrete lined shaft pit in front of the machine and lift the 1.8-kt (2,000-st) cutterhead out for repairs. The repairs took two years but eventually the machine resumed mining in January 2016. In April 2017, the TBM finished building the tunnel, breaking through at the tunnel’s north end near Seattle’s Space Needle, with little to no ground surface movement measured on the entire alignment.While the cause of the TBM breakdown and who should pay for repairs was debated above ground, the work below ground continued. David Sowers, deputy program administrator, engineering and program management with WSDOT, told Mining Engineering during the 2017 Cutting Edge Conference in Seattle that in addition to the technical marvel that the tunnel became, the fact the parties involved were able to work through the unprecedented challenge is a great example of how to overcome challenges on massive projects."

Over the past decade, a substantial effort has been made to improve the air quality inside enclosed cabs of both underground and surface mobile mining equipment to reduce respirable dust exposures by the equipment operators. As part of this effort, the U.S. National Institute for Occupational Safety and Health, (NIOSH) completed a comprehensive laboratory study that determined the significant factors for cab filtration and pressurization systems. From this information, a major underground mining equipment manufacturer designed a filtration and pressurization system that was incorporated into the enclosed cabs of its equipment. A long-term evaluation was performed on the effectiveness of this filtration and pressurization system to improve the air quality in the enclosed cabs of two different pieces of equipment, a face drill and a roof-bolter machine, at an underground limestone mine. This long-term evaluation demonstrated a significant reduction in dust levels between outside-to-inside cab respirable dust concentrations. During this evaluation, a modification to remove one of the filters on the roof-bolter machine simplified the design without sacrificing the system’s efficiency. Tests using particle count instruments performed during nonproduction time periods on both pieces of equipment indicated protection factors greater than 100 when comparing respirable-sized dust particles inside the enclosed cab relative to outside.

The ground control aspects and occupational safety concerns of extended depth-of-cut mining are presented in this U.S. Bureau of Mines (USBM) report. The scope of extended cut use and typical face operations while extracting extended cuts is reported. A comparative review of roof fall fatalities and a statistical analysis of accidents and injuries for both extended and nonextended cut mining is included. The views and opinions on extended cutting from a series of interviews with mine workers in five states are summarized. In addition, some of the problems and safety concerns of this extraction system are mentioned.

United states reserves of oil and gas have been steadily declining while consumption of petroleum products has continued to increase. The nut result has been an ever increasing shortfall between supply and demand. This imbalance has been made up by imports of both oil and gas causing a strain on the United States Balance of Payments. To complicate the situation further, exporting nations have recently formed a cartel and dramatically increased the selling price of petroleum products. To meet U.S. energy demand, increased attention has been drawn to the production of synthetic oil and gas from coal. To date, considerable research has been conducted and is continuing on various processes for liquefaction and gasification of coal. Some of these processes are now in the pilot plant stage and at least one demonstration plant has been proposed. The coal conversion complexes envisioned will be very large, requiring substantial capital investments and abundant reserves of coal. Coal production to feed these proposed complexes has been estimated on the order of 75,000 tons per day. With the viability of these projects becoming economically attractive, the Office of Coal Research initiated a contract with Fluor Utah to determine and define the problems of surface mining coal at very high mining rates, under varied physical, geographic, and climatic conditions. The flow of recent events in the Middle East has created a greater sense of urgency for this study.

The relative significance of corrosive and erosive wear in magnetic taconite grinding is examined. The influence of different types of aeration, namely, nitrogen, air and oxygen on ball war was established for mild steel and high carbon low alloy steel balls. Ball wear data from dry and wet grinding tests are compared with those obtained in the presence of an organic solvent that does not promote electrochemical corrosion. 'Marked ball grinding, tests along with electrochemical measurements involving ball material and magnetite electrodes indicate that contribution from oxygen towards wear (corrosive wear) is relatively small and abrasive wear appears to be significant. Rheological properties of the slurry-appear to have an important bearing on the abrasive wear of grinding balls.

Why discuss techniques of accident prod lot on? Would it not be more useful to discuss means to reduce accidents? This discussion will answer these questions by suggesting ways in which effective accident prediction techniques improve the ability to foresee and prevent accidents. Accident Prediction Process The secret to accident prediction is to utilize the tendency for history to repeat itself. The same circumstances and the same human behavior that produced accidents in the past tend to produce accidents in the present and the future. The ability to predict accident occurence in the future by projecting from the past is a statistical process. In a bookmaker's jargon this means "playing the odds" or "the percentages". A horse or a sports team may be beaten on any given day, but by skillfully assessing the factors of past performance and assigning odds, many clever bettors make money in the long run.

Just a few years ago my company was referred to as the Marion Steam Shovel Company. We still make shovels, both two and eight crawler types. The eight crawler stripping shovel appears to have been replaced by the walking dragline for overburden removal and in some cases for the mineral as well. The walking dragline appeared in the coal fields in the early 1930's. It owes its popularity today to the fact that it can cope with overburden depths in excess of 100 feet and with blasted sedimentary rock, all at an 0 & 0 cost of ± 10¢/BCY.

"The Cityringen project in Copenhagen, Denmark will form a new circular line in the city center and will consist of 21 new stations (17 + four transfer stations) and approximately 31 km (19 miles) of earth pressure balance (EPB) twin-bored tunnels.The new tunnels passed under the historical building of Magasin du Nord, McDonald’s and two pubs in the heart of the city with a minimum cover of about 4 m (13 ft).To minimize the movements, a complex system of compensation grouting and jet grouting soil treatment was performed. A detailed action plan between the parties involved allowed coping with the critical tunnel boring machine’s (TBM) successful passage.The Cityringen is an extension of the existing metro line underground Copenhagen and will include the City Circle Line, 15 km (9.5 miles) of twin tunnels looping around the city. The City Circle Line will form a new circular track inside the city center and will intersect the existing M1 and M2 lines at Kongens Nytorv and Frederiksberg stations, as well as suburban train services at København H, Østerport and Nørrebro. It will extend the Metro network to the Nørrebro, Østerbro areas and the central station at København H (Fig.1). The two new lines M3 and M4 will run on the same tracks, but the M3 will be a circle route running around the entire line, whereas the M4 will drive from the station to the north side of the city.The €1.5 billion design-build contract was awarded by Metroselskabet in January 2011 to the Copenhagen Metro Team (CMT), a joint venture (JV) between the Italian companies Salini, Tecnimont Civil construction and Seli SpA. Since the bankruptcy of Seli SpA and Tecnimont, Salini Impregilo now owns 100 percent of the JV shares. Seli Tunneling Denmark ApS, a subcontractor to CMT, was initially constituted as a Seli SpA subsidiary and, following the economic difficulties of Seli SpA, was acquired in 2015 by Salini Impregilo. Seli Denmark is in charge of the tunnels excavation and lining and owns the four 5.84-m (19-ft) diameter Seli/Kawasaki earth pressure balance machines."

The mining industry has long recognized the value of dispatch systems in open pit mines as they reduce load and haul costs. Over the years, researchers have proposed many dispatch systems with various limitations and advantages. The simplest dispatch algorithms are the so called 1-truck-for-N-shovels dispatch strategy. These algorithms are limited by the fact that their objective functions do not consider all the objectives of a mine and cannot be applied to all possible truck-shovel configurations. They are also myopic in nature. However, they are simple and computationally efficient and do not require occasional updates of the upper stage problem as required in multi-stage dispatch algorithms. In this work, an agent-based truck dispatch algorithm that conceptualizes trucks as intelligent agents that make autonomous dispatching decisions to maximize their utility is proposed. The advantages of this algorithm includes utility functions that encapsulate all of management’s objectives and agent’s with broad situational awareness. They are also more suitable for autonomous trucks. We evaluate the new algorithm against a simple 1-truck-for-N-shovels dispatch strategies using discrete event simulation. The simulation results show that the new utility function has significant advantages over 1-truck-for-N-shovels inspired utility functions. Future work will incorporate adaptive behavior into the model via reinforcement learning algorithm. INTRODUCTION In an attempt to optimize truck shovel operations in open pit mines in order to reduce the cost of haulage operation, which according to (Alarie and Gamache, 2002) is estimated to be about 50-60% of the total cost of mining, several effective and efficient strategies have been developed. Optimizing truck haulage systems in an open pit mine is one of the greatest challenges of mining engineering and has been the subject of many research projects. It is important that haulage systems are designed to be efficient, in order to minimise haulage cost, improve profitability and increase the total mine value. Although optimizing the number of trucks required in the operation of open pit mines can help reduce the cost, an effective and efficient truck dispatching system add value by ensuring that the available trucks are used efficiently. With truck dispatching systems, the trucks are normally dispatched between the crusher and dumping station (e.g. waste dumps and stockpiles), and the shovels in order to maximize the total output, obtain grades targets, reduce fuel consumptions and other objectives. Truck dispatching, which can have one or more objectives, is typically subjected to certain operational constraints such as truck and shovel capacities, empty and loaded trucks speed, among others. The problems associated with truck dispatching was first mentioned by Dantzig and Ramser (1959) after they made an attempt to determine the optimum routes of a fleet of delivery trucks between bulk terminals and a service stations. The problem occurs in several industrial systems besides mining (Alarie and Gamache, 2002; Gendreau et al., 2006; Rego and Roucariol, 1995). The dispatching problem, also referred in literature as the vehicle routing problem, has seen a number of modifications and extensions with Bertsimas and Ryzin (1991) presenting a dynamic and stochastic vehicle routing problem, and Ralphs et al. (2003) also adding to the original concept, the concept of vehicle capacity routing.
