Seven legendary figures of American mining will be enshrined in the National Mining Hall of Fame in ceremonies on Saturday, Sept. 7 at the Little America Hotel in Salt Lake City, UT. The 15th annual induction banquet will begin with a reception at 6 pm, followed at 7 pm by the dinner and the program. Of the seven inductees, one is living. He is Alexander Murray (Bud) Wilson, 80, of Los Altos, CA. Wilson led Utah Construction (later Utah International) to become one of the world’s most diversified and successful mining companies in the 1960s and 1970s. It was acquired by General Electric in 1976.

INTRODUCTION The first Dispute Review Board (DRB) was utilized on a tunnel project 20 years ago. Increasingly utilized on a wide range of construction projects, DRB's are becoming the norm on tunnel and underground projects. This paper summarizes the growth in this usage, uses observations and experience to establish that barriers to the utilization of DRB's are more perceived than real and that many arguments against the DRB concept are not valid, and notes some of the salient elements that should be considered in practice to optimize DRB effectiveness. The purpose of the paper is to provide an annotated checklist for current and prospective users. The basic concept, structure, and operation of DRB's are described elsewhere and will not be repeated here (ASCE, 1991). DISPUTE REVIEW BOARD USAGE A compilation of Dispute Review Board usage for tunnel and underground projects to January 1994 indicated use on 63 contracts with a cumulative construction value of $3.8 billion and a total of 60 disputes settled. As of that same date, DRB's were planned for another 63 contracts with an estimated construction value of $4.7 billion. (A listing of these 126 projects is available from the authors.) This success and popularity have spread to other civil projects as well as process and building construction. The increase in DRB usage has been exponential. See Figure 1.

The enactment of the Surface Mining Control and Reclamation Act (SMCRA) in August 1977 addressed subsidence resulting from underground mines, in addition to creating the requirements for reclamation of surface coal mines. Subsidence control regulations pursuant to SMCRA were initially promulgated in March 1979. Several revisions have since been made. In addition, due to court challenges some regulations have been remanded and others are still on appeal. In the meantime the Secretary has agreed to initiate rulemaking on some issues. It is yet to be determined how the prohibition of certain areas from surface coal mining operations under Section 522(e) of the Act applies to subsidence. This presentation discusses the status of the regulations and issues related to or affecting the subsidence regulations.

This paper will discuss the construction of 15.9 km (9.88 mi) of tunnels on a project in Chicago, Illinois. The tunnels were driven utilizing two rock and four soft ground TBMs ranging in sizes from 7.39 m (24.25 ft) in rock down to 1.95 m (77 in) in soft ground. In addition to the mining, there are 63 upper level structures and 16 dropshafts averaging 61.5 m (202 ft) deep included on this project. Many diverse mining, excavation, support and lining techniques were employed on this project.

If the particles produced and transported in your plant are as chunky as rough crushed coal or as fine as cement, there are probably several conveying and elevating systems suitable for your operation. The problem is deciding which is most suitable in terms of space, energy cost, allowable product degradation, productivity, and angle of movement. Each conveying and elevating method should be fit to the products it can handle successfully, to desirable economics, and to suitability for the overall operating scheme. Matching along these lines will result in selection guides that should be useful for many years, although design evolution is expected for the materials handling equipment involved. There are several common bulk material handling devices for moving solids: belt conveyors, screw conveyors, bucket elevators, chain conveyors, and en-masse conveyors/ elevators. En-masse conveyor/elevator equipment is commonly compared and contrasted with the other devices. These comparisons often involve en-masse versus all others. En-masse has developed into a versatile technique because the machines can move materials horizontally, vertically, or in closed circuit. Such machines unload, elevate, store, reclaim, and distribute materials-all without ancillary equipment except for chutes and gates. Bulk material can be carried, as with a belt conveyor or bucket elevator; pushed, as with a flight or screw conveyor; bumped, as with a vibrating conveyor; blown, as with a pneumatic conveyor; fluidized, as with a dense phase pneumatic conveyor; or by applying internal forces to it to induce "en-masse" flow. Conveying en-masse is analogous to the flow of a fluid in an open channel, and elevating en-masse is analogous to the flow of fluid in a pipe. In the case of a fluid, flow is caused by a differential in pressure. With en-masse movement, flow results from resistance to shear induced by the movement of chain and flights.

"Dilution — planned and unplanned – remains a significant cost impairment in the mining process. A series of trials were held over a sixmonth period in fiscal year 2018 (FY18) that established the cost-benefit of new technology as it applies to the alignment accuracy of production drilling rigs in underground mining, thus confirming its ability to limit drilling as one of the causes of dilution. The trials identified three underlying factors affecting drilling accuracy, measurable by blast-hole deviation surveys of planned versus actual toe data. These were rig alignment error, collar location change/ error and in-hole deviation.The trials involved a comparison of existing rig setup processes and technology, with the new technology (Minnovare’s Production Optimizer system). The trials were undertaken in the same environment: the Cracow gold mine, an operating underground mine. The comparison first revealed the extent to which rig alignment impacts blast-hole deviation. Secondly, the new technology was proven to limit rig alignment error, thereby reducing average blast-hole deviation and increasing the number of holes drilled within tolerance by 160 percent.The increased accuracy reduced stope dilution by reducing over-break of subgrade ore. The new technology was implemented at Cracow during the latter half of 2018. Despite utilizing the new technology for just six months of the year, the mine recorded a 5 percent overall reduction in dilution for the full year compared to the previous year (FY17); from 22 percent down to 17 percent (a net decrease of 22.7 percent). Mine management attribute a significant proportion of this reduction to the new technology, along with sequencing and planning improvements. This opinion is backed by detailed stope reconciliation data taken during the trial from 28 stopes — representing 20 percent of the total tonnes mined during FY18. The data identified that stopes drilled using the new technology recorded 62.6 percent less average dilution."

Viscosities of industrial lead slags with various compositions were measured as a function of temperature using a Brookfield viscometer. Based on the experimental data from this study and other investigations reported in the literature, an expression has been developed to correlate the viscosities of lead silicate slags as functions of composition and temperature. The effect of each individual slag component on the variation of the slag viscosity is identified. The composition dependency of viscosity of lead silicate slags is discussed. The calculated results using this viscosity expression are in good agreement with the measured data.

Gerstley, the only living member, and George O. Argall, Jr.; John F. “Leadville Johnny” Campion; Charles R. Nailler; Edwin N. Pennebaker and Russell L. Wood.

Coal mine ground control is the science of the application of rock mechanics principles to coal mining operations. More acceptance of ground control techniques by the US coal mining industry has been seen in the 1980s. It has been demonstrated many times that a proper ground control design is key to a successful coal mining operation. However, numerous in-mine applications of various ground control techniques by the author indicate that cur¬rent techniques need improvement. The biggest problem in coal mine ground control is that miners are dealing with materials of rapidly varying properties and occurrence. And only the exposed surface can be identified positively. Thus, in attempting to solve the ground control problems, many unknown factors are assumed. Some of these problems deriving from such assumptions are discussed here. Coal pillars There are two types of coal pillars - barrier and chain pillars - depending on the purpose. Barrier pillars are those located between panels or sections or mines. Their objective is to isolate the mined-out effects of one from the other. Chain pillars are characteristic of room-and-pillar mining. They are designed to support the overburden load and protect the surrounding entries and crosscuts. Pillar design is the most popular and, frequently, the only ground control technique employed by coal operators for mine design. There are many pillar design formulae available (Bieniawski, 1983; Peng, 1986). Nearly all consider both size and width/height effects. Specifically, pillar strength decreases with increases in pillar size and increases with increase in the ratio of width to height. However, the manner of those changes varies with investigators. Consequently, the pillar size determined varies considerably from investigator to investigator. And the variation grows much more pronounced as the seam depth increases (Fig. 1). The question, then, is which one should be used? One may say each formula is developed for a particular coalfield. A particular formula may have been used to design a pillar, which has not failed. Does that mean it was over designed? Not necessarily, because no one can confirm its stated "safety factor." Recent case studies (Peng, 1986; Tang and Peng, 1988) show that all pillar formulae are too conservative for chain pillar design in room-and-pillar mines due to the following two problems: • Uncertainty about in situ pillar strength. All formulae employ uniaxial compressive strength of selected samples tested in the laboratory and scaled to that for underground pillars. The scaling factors are not well proven. In situ testings by Bieniawski (1969) suggested that 1.5 m (5 ft) pillars are representative of in situ pillars that, after being tested in various US coal mines, are not universally applicable. • Uncertainty about the actual loading on the pillar. The most frequently used tributary loading theory defines the loading as total overburden weight tributary to each pillar (from roofline to surface). This is too conservative when it applies to coal measure rocks. The overburden consists of layered strata of different stiffness. Many stiffer strata will self-support over small roof spans. Depending on the location of these strata above the coal seam, it will reduce pillar loading in various proportions. It follows that total structural analysis using, for instance, finite element method is more appropriate. It can take into account the interaction of roof and floor strata with coal. During early stages of the detailed design for Detroit?s Upper Rouge CSO Tunnel Project, a Value Engineering Recommendation suggested the design team investigate alternative concepts to the usual cast-in-place or precast concrete lining system for the Project?s many smaller diameter Deaeration Vent Shafts. The resulting design investigation produced not only an alternative lining system, but lead to a proposed non-conventional approach to shaft installation means and methods through soil and rock necessary to construct the permanent shaft lining system. Graphite is elemental carbon that crystallizes in the hexagonal system as six-sided platelets. It occurs naturally and is mined. And it can be made artificially from petroleum coke in the form of shapes (electrodes) and powders. The market for most kinds of graphite in most end-uses was good in 2004. The 2005 graphite market looks positive. The major graphite prices, as given in Industrial Minerals, remained unchanged throughout the year. The preliminary 2004 U.S. Geological Survey (USGS) prices for natural graphite showed almost no change for crystalline flake. They were $600/t ($544/st) in 2004 and$622/t ($564/st) in 2003. Mexican amorphous graphite was almost unchanged at $150/t ($136/st) in 2004 from$152/t ($138/st) in 2003.

The future of the world's minerals industries is often painted as bleak. Peter Drucker has repeatedly proposed that the demand for minerals has become "uncoupled" from world economic growth.' This implies that, while mineral demand was in the past linked to the growing demand for and consumption of goods and services, further world development will not require substantial mineral inputs. Lester Thurow noted that for these reasons the US minerals industry is diminishing in scale and economic importance.2 There is some documented evidence of such uncoupling, and the demand for minerals may indeed diminish in the future. But such announcements are, to this point, no more than speculation. For instance, is it not just as likely that renewed environmental concerns will cause increased demand for the relatively innocuous environmental properties of metals, replacing plastics? And even if the prophesied demand decreases do occur, a sufficient fall in metal prices due to technological advances could increase the quantity of minerals demanded above current levels, in spite of leftward shifting demand curves. Thus, worldwide mineral production activity may increase or decrease in the future and no one can say whether more or fewer of the earth's citizens will become involved in the extraction and processing of minerals.

Author?s note: Diversity in practice exists in the application of Generally Accepted Accounting Principles (GAAP) for purchase price allocations with respect to the recognition of Value Beyond Proven and Probable Reserves or VBPP, as defined by the Emerging Issues Task Force (EITF) in EITF 04-3: ?Mining Assets: Impairment and Business Combinations?. This diversity appears to arise from differing interpretations of what constitutes sufficient information to value components of VBPP in business combinations. Concerned with this diversity in practice, respected members of the mining community formed a working group which prepared an issues paper that discussed this diversity and provided recommendations for recognition and valuation of VBPP in business combinations. The working group then submitted this paper to the EITF, requesting further guidance be issued on the concept of VBPP. In conjunction with the submission to the EITF, the working group also provided this paper to the United States Securities and Exchange Commission (SEC) for review and comment. The EITF discussed this issue at its May, 2008 agenda committee meeting. However, it declined to add this topic to the EITF agenda for further consideration. Absent additional guidance on VBPP from the EITF, the working group submitted a proposed definition of VBPP to the U.S. Securities and Exchange Commission for its consideration. The following article, which is consistent with the issues paper that was submitted to the EITF and the SEC, discusses the components of and valuation techniques for VBPP. The correspondence with the U.S. Securities and Exchange Commission, which includes the proposed definition of VBPP by the working group, is attached as Appendix 1 to this article.

Over the last few years, and especially the last few months, issues relating to Corporate Governance in industry in general, and the Minerals industry in particular, have become increasingly topical, as a result of a number of scandals and failures. The development of International and National Codes for the reporting of Mineral Resources and Reserves began some years ago, and has been followed by more stringent Listing Rules for the Securities Exchanges, as well as more standardised formats and protocols for financial reporting of assets and activities. More recently, some countries have adopted Codes for the Valuation of Mineral Properties, which have focussed on standardisation of valuation approaches to be adopted, and the qualifications of people deemed competent to sign off such valuations. This process has not been without criticism, the main criticism being the proliferation of local standards and regulations, which are often difficult to apply and regulate, or which are too prescriptive for multinational mining companies to deal with. In South Africa, these concerns have been recognised, while at the same time a need has been identified to establish a Code which could be applied to South Africa, and the African continent as a whole. Such a development would necessitate that the Code satisfies the needs of the continent, but in a global context. This global context has already been set by the activities of the International Organisation of Securities Commissions, the International Valuations Standards Committee and the International Accounting Standards Board. This paper explains the progress and process that has been established in South Africa for this purpose, and highlights the key issues which are open to public debate, so that the process is inclusive and transparent, whilst at the same time it is consistent with international time frames, and provides a deliverable product that meets the desired objectives.

With most of the mining industry emerging from the deepest business recession in 50 years, primary attention must be given to surviving in a business climate where dominant foreign competition, depressed prices, and potential overcapacity hang heavy over much of the industry. While already shackled with regulatory constraints, restrictive work rules, and high labor costs, mine operators are faced with the difficult task of reducing costs and improving productivity while operating at less than full capacity. To counter these nearly over-whelming factors, the mining industry must continue at the national level to seek regulatory relief and a rational policy toward foreign competition from government-controlled mines. In addition, dialogue with labor organizations must continue to minimize the impact of labor costs, cost escalators, and antiquated work practices. Although national and international actions have a tremendous impact on the future of domestic mining operations, local actions by mine operators to dramatically improve mining productivity will strengthen the industry's competitive stance. Before any substantial progress can be made, however, mine operators must recognize and define areas that depress productivity and establish goals and measures for improvement. Once problem areas are defined, a combination of technological and motivational concepts can be applied to improve productivity. Timing of Improvements While there is an immediate need for productivity improvements, only certain concepts offer near-term improvement potential while others must, of necessity, fit into a mid-range or long-range time frame. Near-term solutions (immediate to one year) likely will involve motivational concepts - work incentives and training - coupled with available technological concepts that require little capitalized development or site testing. Mid-range solutions (one to three years), by contrast, will include technological improvements in mining equipment, techniques, and systems automation. These concepts require a longer period of capitalized development and site testing before use. Long-range solutions (three years or more), which include adoption of new mining methods and computerized control systems, will appear only after prolonged research and capitalized development programs. Due to safety-imposed constraints on clearances for mobile bulk handling equipment, it is necessary to optimally select a unit based on speed and size. The unit cannot be both large and fast. Since output is proportional to both size (or capacity) and speed, the combination must be carefully examined to maximize output. A simple graphical procedure and a calculus-based solution are presented to accomplish this. While the procedure applies to all mobile bulk handlers, as an example of the solution technique, attention is focused on shuttle cars. Background Major variables To fully define a bulk handling problem, the conditions, equipment, and activities must be characterized. The conditions and activities, when lumped together, are termed "encumbered space," since they "act to impede motion, as with a burden" (Lineberry, 1979). The insertion of mobile bulk handling equipment into what is already a difficult set of conditions and activities compounds the state of encumbrance, as limited space is competed for by many normal and life support systems. Long (1972) recognized the effects of design criteria, including road width, on haulage vehicle speed and, therefore, on production. Velocity -clearance curves Velocity-clearance curves are either available or can be constructed in the field. A preliminary set of curves for average conditions and activities is shown in Fig. 1, where clearances are only for the side of the vehicle (Lineberry and Adler, 1984). These curves set the safe speed limits for a vehicle operating at given clearances, under given conditions and activities. When feasible, velocity-clearance curves should be constructed through field measurement and observation. Curve construction should also consider haulway roughness, distances, and operator skill, as well as loading and dumping characteristics. It should be noted that haulage capacity determination is a total systems problem, not one just dependent on velocity and clearances. Production requirements and company capabilities also influence capacity determination.

Preliminary engineering for the Waller Creek Tunnel was completed in 2001, but the project was held in abeyance until the summer of 2007. This paper describes several features of the revised design, which required significant changes from the original concept. Most notable is the expected replacement of a tunnel boring machine (TBM) by conventional tunneling. The considerable influence of geological conditions on the tunnel vertical alignment is discussed, in particular the impact of the zones of Eagle Ford Shale with swelling potential. Other features which are described include the wide span tunnels and large diameter shaft requirements.

A review is undertaken of existing mathematical models of compaction process in roll press. The example of plane-strain, plane-stress model is presented together with comparisons between computed and experimentally recorded pressure distribution in roll nip region. Next, the discrepancies between predicted and measured values are discussed and practical method based on experimental optimization of compaction process using laboratory roll press is proposed. Examples of the selection of optimum roll press operating parameters for calcium oxide fines, sodium chloride and iron oxide dust are presented to illustrate advantages of the method. Finally scale up procedure is discussed for estimating the performance of commercial size roll press based on the data collected on laboratory size equipment.

Investigation and uptake of filtered tailings continues to grow throughout the globe. This is driven by a wide range of site-specific considerations, which include such factors as tailings characteristics (e.g., amenability to filtration), production rates, climate, water availability, cost drivers, environmental requirements, and social factors. Despite the aforementioned technological growth, the currently available filtration technology is not able to meet the needs of many operations and projects that would otherwise adopt the technology. Experience with large-scale industrial filtration shows that vacuum belt filter systems meet the needs of many modern users, exceptions being the inability to effectively dewater tailings at altitude and/or with a fine particle size distribution: a potential fatal flaw. This paper presents a case study on the utilization of the patented Viper Filtration technology on gold tailings to overcome this challenge and shares the resultant full-scale plant design, highlighting the features designed to overcome cost and scalability deterrents. This technology is a novel mechanical process which complements the vacuum pressure in dewatering the filter cake as it travels along the belt filter. This project commenced with a pilot testing program, which successfully met the objective to rigorously test, measure and record any performance improvements achieved when engaging the Viper technology. Of the two tailings products tested, gross improvements of 4.2%w/w and 5.7%w/w were achieved when compared to the conventional vacuum belt filter operation. This pilot testing facilitated measurement of operating and design data, which forms the basis of the full-scale system design and resultant equipment supply of three vibration roller assemblies for retro-fitting on the existing vacuum belt filter.

This year’s inductee, guest of honor and featured speaker at the banquet will be J. Steven Whisler, chairman and chief executive officer of Phelps Dodge. Whisler is also a director of Phelps Dodge, Burlington Northern Santa Fe, America West Holdings, the National Mining Association, the International Copper Association and the Copper Development Association.
