EDWARD COOPER, was born in New York City, October 26, 1824. His father, Peter Cooper, to say nothing of manifold reasons for fame as an inventor and philanthropist, deserves to be remembered as a pioneer in the establishment of public schools; and it is not surprising that he sent his son to one of the democratic institutions in which he was himself so ardently interested. From the public school Edward Cooper went to Columbia. College, where he made the acquaintance of Abram S. Hewitt, who was first his tutor, afterwards his traveling companion, brother-in-law, business partner and life-long friend.* For twenty years I was the consulting engineer of the firm of Cooper & Hewitt, and also connected with the work of the Cooper Union, in which they were both deeply interested and faithfully active. On the basis of the intimate knowledge thus gained, I venture an estimate of Edward Cooper's character and career which, if not fully comprehensive, may facilitate a juster estimate than would be reached by the strident of those data which the modesty of the man permitted to be placed upon public record. Edward Cooper's mind was one of the most active, accurate and subtle with which I have ever come into contact: He had inherited from his father a sunny, benevolent temperament, and' the irresistible impulse to attack all new problems which challenged his attention. His thorough education had 'indeed made him wiser than his father, both in philanthropy and in technical inventions. He could condemn and reject a proposition which Peter Cooper would have embraced, in a splendid, though ignorant, faith that nothing was impossible to an. American, and that the word ? impossible " was simply a label,

I FEEL greatly honored and appreciate this opportunity to be able to say a few words about that rather perplexing subject, silver. The constant decline in the price of this metal has now reached the stage where it is of much concern and the cause of serious discussion among the leading financiers, economists, and statesmen of the world. Further- more, it is significant that this subject is so important that almost every day one can read articles pertaining to it in the newspapers and trade publications. Being essentially a banker, and not an economist, I do not claim to be an authority on the silver question. These remarks are merely some of my observations in, regard to the many puzzles which-I came across in my recent studies of this very important question.

THE Bureau of the Mint of the United States Treasury maintains 13 offices for the purchase of gold-bullion, and this paper describes an investigation to establish the reasonable differences in the assay-results at the various institutions which may be commercially allowable in the settlements between them. Beginning with the comparative assay of proof-gold at the Philadelphia mint and the Utrecht mint, which shows 0.00002 as the closest agreement now possible, eight tables of comparative results, taken from the regular work of the service, are given. These tables begin with very fine gold, produced in an electrolytic refinery, showing close agreement. in the assay-results, and follow through decreasing gold fineness and . increasing amounts and complexity of base metals to very impure and complex bars produced at cyanide-mills, some of which give widely-varying results. Next is given a series of results on samples, prepared and sent out to various laboratories in the service, to test the influence of different metals and various combinations upon the' agreement of the assay-results; 11 samples were sent out and each one was assayed from 44 to 71 times, making a total of 623 assays. To these are added 107 assays of identical samples of coin-gold. On a previous occasion,' I have endeavored to show the degree of accuracy that may be expected in the ordinary everyday analysis of various materials, and on another occasion2 I

This bulletin is the third of the series of yearly petroleum bibliographies being published by the Bureau of Mines. The two preceding, Bulletin 149 and Bulletin 165, were for the years 1915 and 1916, respectively. In arranging the references the same general scheme has been followed, but as in those bulletins, several changes and additions have been made in the classifica.tion, the more important being in the classes " Development and production " and "Refining and refineries." German periodicals for 1917 were not procurable and references to articles in those and in other foreign journals that were not available have been credited to the sources from which they were procured.

According to the annual refinery-capacity survey of the Bureau of Mines, the number of refineries in the United States showed little change in 1940, increasing from 057 the first of the year to 562 at the close. Although a number of plants were dismantled in Texas and other States, more than compensating gains were made in California, Illinois, and other States. Low gasoline prices, competition for crude-oil supplies, particularly in Illinois, and the termination of a favorable distributing arrangement for independent plants in the Los Angeles area, forced about 50 refineries to close down in 1940. The number of operating plants accordingly declined from 461 on January 1, 1940 to 420 on January 1, 1941 and the number of idle plants increased from 86 to 136 in the same period. These developments were also reflected in the capacity data, the operating capacity declining from 4,196,694 barrels daily on January 1, 1940 to 4,180,588 daily on January I, 1941 and the idle capacity rising from 431,952 barrels to 53g8381 barrels in the same period. However, the completed capacity on January 1, 1941 (4,718,969 barrels daily) was 2 percent above the previous year.

Ensuring that diesel particulate matter (DPM) levels in underground metal and non-metal mines are maintained below statutory limits is an essential requirement of mine ventilation systems. However, despite the cost of providing ventilation, air ventilation rates are usually based upon models, assumptions, or measurements integrated over long durations rather than actual need. Real-time measurement of DPM, interpreted in terms of mine activity schedules, can offer better ventilation management to keep DPM within regulated levels while controlling costs. This work presents data from three demonstration sites with in-mine applications of an environmental particulate sensor that measured black carbon (BC) as a surrogate for DPM.Aethalometers are a class of environmental monitors that measure the light absorbance of aerosol particles at several optical wavelengths. A model AE33 Aethalometer was operated in three separate mines for periods of two weeks, three months, and seven-plus months, and the data was reported in real time as a concentration of BC. Concentration of aromatic organic compounds, which can indicate other forms of combustion, was also reported. The data was used to:- measure the relative efficiency of a new scale-model DPM air scrubber- determine if ventilation could be reduced in a shotcrete loading facility without compromising air quality- evaluate diurnal and weekly DPM levels in a large-entry stone mine. Instrument data were displayed locally and stored for later downloading in all cases. In one mine, the instrument was connected to a local controller, and in another it was connected to the mine’s underground network so that DPM data was presented in real time to a display in the mine ventilation engineering office on the surface.The results showed that the air scrubber removes from 82 per cent to 95 per cent of the DPM; that DPM produced during shotcrete loading is only a minor part of overall DPM levels; and that wide variations in DPM levels exist in the limestone operation. The DPM monitor operated continuously for extended periods in these underground environments. The only maintenance required was the routine replacement of filter tape, typically on a two-week schedule. A sample diluter, which is currently being tested, could extend the intervals between filter changes. "Taseko Mines Limited recommenced operation of the Gibraltar copper-molybdenum mine in 2004 and embarked on series of development projects to modernize the mine and increase throughput capacity. The Gibraltar Development Plan 3 (GDP3) project included a second stand-alone copper-molybdenum concentrator, a stand-alone molybdenum separation plant and associated services. Ausenco was contracted to commence the detailed design in 2Q2011, commissioning commenced in 4Q2012 and first ore was processed in 1Q2013. This paper discusses the design, implementation and commissioning of the GDP3 Concentrator.INTRODUCTION The Gibraltar Mine (Gibraltar) property is located in the Cariboo Region of south central British Columbia, approximately 360 kilometers northeast of Vancouver. The site is accessed via an 18 kilometer paved road from the town of McLeese Lake, which is located on the province’s main north-south highway between the cities of Williams Lake and Quesnel. Gibraltar was originally developed by Placer Development and commenced production in 1972. Gibraltar was acquired, while on care and maintenance, by Taseko Mines Limited (Taseko) in 1999 during a period of unusually low metal prices. Taseko recommenced operations at Gibraltar in 2004, and embarked on series of development projects to modernize the mine and increase throughput capacity. The 1972 Gibraltar process flowsheet incorporated two-stage crushing followed by rod and ball milling and flotation. In 2008 Gibraltar completed their first development stage that included the installation of a SAG mill, converting the existing rod mills to ball mills and adding additional flotation capacity. Gibraltar continued development with the installation of an in-pit primary crusher, expansion of the bulk regrind circuit, expansion of the cleaner flotation circuit, replacement of the tailings pumping system and replacement of the concentrate filters and dryer."

"In many mineral processing plants ore is reclaimed from a stockpile using multiple feeders. The discharge from these feeders is combined onto a single conveyor from which total tonnage is measured. Typically, operators set feeder output ratios to adjust the proportion of total tonnage drawn from each feeder. From a process control perspective, this system is not easy to control because the response time of each feeder depends on the distance from the feeder to the weightometer. This paper proposes a simple and elegant process control strategy to manage feeder ratio changes and the associated long and varying process dead-times. Changes in feeder speed are delayed and filtered to compensate for transport delays between feeders. The strategy was evaluated by simulation and installed on a mill feed system.ResumenEn numerosas plantas procesadoras de minerales, el mineral es extraido desde una pila de almacenamiento usando varios alimentadores. The assessment of liquefaction vulnerability is crucial to understanding the potential consequences of a tailings dam failure. The “Plewes method” is a relatively well-known and simple screening method to assess liquefaction potential based on results of cone penetration testing (CPT) which may be complemented with laboratory testing. The objective of the current work is to emphasise the screening nature of the method and its uncertainties when applied in tailings deposits. Specifically, the paper highlights the difficulties in assessing the intrinsic uncertainty of the method and the additional uncertainty that results from variations of the slope of the critical state line (λ10) along the depth of the CPT sounding. The results of the method are too uncertain for detailed characterisation of tailings even when a relatively low intrinsic uncertainty is assumed. However, the method characterises weaker soils with lower uncertainty (although still too high for detailed characterisation) than stronger soils. The uncertainty of the method is negatively affected by the relatively low λ10 values that are typical of nonplastic tailings. It is suggested that the results of the method should be presented in scatter plots in which the spread of the data is consistent with the uncertainty of the method.

The objective of this program was to develop a system to extinguish coal mine fires by remote sealing of the underground passageways. The system developed had to be versatile enough to function under a wide range of operating conditions, including large variations in passageway geometry, depth of mine, water conditions, both in the mine and at the surface, and rubble in the mine passage. The system developed had to include instrumentation for the remote probing of the passageway prior to sealing, a system for sealing the mine passages, and instrumentation for remote monitoring of the quality of the seal during and after construction. These objectives were successfully achieved during this program. The remote mine sealing capability of the system was satisfactorily demonstrated in a field test conducted at the Eastern Associated Coal Corporation Federal No, 1 Mine in Grant Town, West Virginia.

ABSTRACT The correlations between froth recovery of coal and air recovery were investigated using a hybrid mechanical flotation column. The particle slurry was fed onto the surface of air-water two phase froths to carry out the tests. Froth recovery was taken as the recovery of particles into the froth product, whereas air recovery was determined by the froth height method. The relationships between froth recovery and air recovery were nearly linear, with greater slopes for more hydrophobic particles. Inside the froth phase, the particles were stratified, with hydrophobic particles concentrated in the upper region and hydrophilic particles in the lower region.

Many accepted and useful methods have been developed and used for pillar design. Each method has its own particular strengths and weaknesses. Three methods addressed in this paper are; empirical, analytical, and numerical. Each of these methods have their place in pillar design. Analytical methods result in close approximation of the ideal pillar (most economical, stable, or yielding) and are suitable for use in final mine design and in analyzing existing problems. BOYD uses the analytical method to develop site specific mine pillars design equations. An analytical method, one of many developed by BOYD, is presented here and is based on the procedure used by Wilson (1) and others in development of their empirical equations.

STABILIZATION of the adjustment of normal consumption to normal production of world commodities is quite different from reducing production until visible surpluses are consumed. The first means restoration and maintenance of prosperity, the second means merely a temporary alleviation of a condition with the prime cause remaining uncorrected. Overproduction of foodstuffs in some sections of the world while millions starve in other sections represents not so much overproduction of foodstuffs as mal-distribution of foodstuffs. The flour mills of Washington and Oregon normally ship quantities of flour to China. Now, the wheat that would make this flour goes East instead of West. Is this overproduction, or is there something wrong that calls for study, analysis and correction? Can the plan used by the ostrich of hiding its head in. the sand get us by this present world tragedy, or must the challenge to solve this problem be met, constructively? Can we not make out of this breakdown in the world's economic system an opportunity? And use it as the stimulus for remedying the basic cause of the trouble and not content ourselves with devising temporary expedients that aim at remedying this or that of the obvious conditions, in themselves not causes at all but rather the evidence of causes, or that are the symptoms of the real trouble.

IN the past few years and especially since the beginning of World War No. 2, gold has attained a new, important. and critical place in the international scene, and in world affairs. In the past, as far back as history records, most wars have been waged for the purpose of acquiring it from someone else by conquest. But now, the most titanic struggle of all time is being waged with the avowed purpose of not only destroying it, but of destroying all that it stands for and represents. A tradition dating back to ancient Rome, affirms that battles are fought by men with weapons, but wars arc eventually won by gold. The validity of that tradition is now being subjected to its major test. Hitler has proclaimed that in his new world order, the work dollar or reichsmark, a beautifully engraved paper currency representing only a theory of value, based on unit of work and production, will become the supreme medium of world exchange, and that gold eventually will he valueless and obsolete.

In recent years development of instruments and equipment for determining subsurface pressures and temperatures in. gas and oil wells has made it feasible to obtain information that eras not available in the past on many gas-production problems. The material presented in this report illustrates particularly the value of subsurface-temperature data in the study of subsurface leakage from gas wells. An abnormal decline in the shut-in pressure of the Lone Star Gasoline Co. A. Jones No. 1 gas well in the southern part of the Buffalo (Tex.) field was observed during an interval when a negligible volume of gas bras being withdrawn from the reservoir. Wellhead-pressure readings indicated that the shut-in pressure of the well declined from 2,295 pounds per square inch gage on February 3, 1937, to. 1,445 on February 12, 1935. Tests conducted by engineers of the Lone Star Gas Co. suggested that the subnormal pressure gaged on February 12, 1938, probably was not caused by a head of liquid in the well.

The possible reduction or elimination of silver in coinage and development and introduction of substitutes in the arts and industry are also discussed.
