The goal of public policies is to connect desired ends with practical means toward their achievement. How the desired ends are determined, and whose goals and objectives they incorporate, depends upon the culture and political system of the country in question. With few exceptions, policies change over time to reflect changed perspectives and understanding of the world around us. This is true regardless of the policy area in question. Thus, how societies view and manage their mineral resources has evolved in response to public attitudes, societal needs, economic circumstance, cultural perspectives, political orientations, technological advancements, and geological knowledge. In this paper we examine how the scope of concern has changed for mineral policy. We then review the overarching issues that have in recent years been considered essential components of mineral policies. We point out how neoclassical microeconomics has influenced recent policy design. We then use a market flow diagram to illustrate how policies can be focused at specific market issues. We next discuss mineral resources in the context of sustainable development. We identify issues that become relevant when the frame of reference is enlarged beyond ensuring supply and capturing economic rent. We show that policy based solely on neoclassical economics may not be able to effectively incorporate these issues.

"In view of the decade long decline in worldwide mine equipment productivity and with heavy economic pressures and survival at risk, improvements for those remaining in the game are essential. The latest Multifactor Productivity data for the US mining industry indicates a continuing descent with Australia on a similar course. The world’s mining industry has a fleet of over 400 large draglines moving billions of tons of material annually. The most efficient use of this equipment resource will provide a competitive advantage to those companies who are committed to improving performance. A dragline monitoring system is a requirement for optimum operations. The monitor reports the facts. Focused actions can change the facts and create improved performance. Analyzing monitor data to build knowledge and create understanding is a beginning. Understanding the key productivity indicators for dragline operations and an effective benchmarking process are the basis for improvement. There is overwhelming evidence that adopting new technologies and concepts including AC drive technology can and will bring about a step change in dragline operating cost with improved production performance.STATE OF THE MINING INDUSTRY A high altitude review of the state of the mining industry provided by a study of multifactor productivity shows a continuation of lower and lower output year on year for the capital and labor inputs applied. The story is sadly similar for both U.S. mining and the Australian mining sector. In fact, according to PwC analysts the worlds mining equipment productivity has declined 20% over the past seven years. (Lumley, 2014) Although the reasons for the continuing decline in mining productivity are varied, the need for improvement is clear. The world’s mining industry fleet of well over 400 large draglines moves billions of tons of overburden and ore (phosphate, limestone, etc.) annually.This discussion will review a few of the tools available for improved productivity in dragline operations."

This paper is aimed at helping the mining industry to better understand the challenges posed by electromagnetic interference (EMI) and to promote electromagnetic compatibility (EMC) in underground coal mines. The paper begins with a review of EMI standards in other industries, then presents some representative examples of EMI instances that have occurred in the mining industry, followed by a literature review of published EMI research in mining and, finally, a discussion on mitigation strategies and practical considerations related to EMI in mining.

The 25th Peruvian Mining Convention (Convención de Ingeneieros de-Minas del Perú) was held Sept. 10-14, 2001, in Arequipa, Peru. The biennual meeting, sponsored by the Peruvian Institute of Mining Engineers (Instituto de Ingeneiros de Minas del Peru), is designed to showcase the Peruvian mining industry and to ?promote progress in the national mining sector.? The convention consisted of technical sessions, forums, field trips and social activities. The technical sessions featured 80 papers selected from more than 200 papers submitted. The well-organized 2001 meeting was held at the Tecsup Institute of Technology of Arequipa. The meeting was held in conjunction with Exposición Technologica Minera (Extemin), a mining trade exhibition. The2001 Extemin had representatives from more than 400 companies in attendance. In addition to the many Peruvian companies present, the trade exhibition featured pavilions representing the United States, Canada, Germany, Australia and Chile. Registration at the 2001 meeting was about 3,300, a conference record. The theme for the 2001 meeting was Mining: Society and Development. Mario Brescia was chairman of the organizing committee. He said in his opening remarks that ?this year?s meeting seeks to emphasize the commitment on the part of the [mining] companies to treat our natural resources responsibly, controlling any adverse impacts and giving priority to group benefits.? Consistent with this theme, many of the technical papers stressed environmental and social responsibility. Many successful examples of environ-mental and social responsibility on the part of the mining industry were presented in the technical sessions.

This project will expand sanitary sewer within the City of Columbus. It consists of 2.5 mile long, 72-inch finished diameter pipe grouted inside 10.8-foot diameter tunnel excavation in shale. This paper describes the multi-faceted geotechnical exploration to minimize the underground risks. The tunnel will cross below a buried valley with minimum cover of highly weathered rock. The risk mitigation to cross the valley includes contingencies and cost allowances. Provisions to prevent impact on adjacent groundwater resources will be described. Latest construction updates will be provided including contractor alternate shaft support and pre-excavation probing to mitigate tunneling risk below the valley.

Loudoun Water is currently implementing a quarry to reservoir conversion that will improve water supply reliability in periods of drought and flexibility in water supply operations when turbidity in its Potomac River supplies are high. The Milestone Reservoir Project consists of an inter-tie to the existing Potomac River Pipeline; new pipeline and tunnel; and a pumped intake and outlet works. Planned construction involves significant risks due to underground conditions which includes hard, igneous rock and high groundwater at the creek crossing. In addition, the site is constrained by Goose Creek, an adjacent residence, active mining in a quarry next to the new reservoir, public use of adjacent park space, and the Washington and Old Dominion Trail. Working with these constraints will require close coordination with active mining operations and public and private property owners. Safety of personnel involved with construction also represents a concern with quarry high walls over 30 meters in height near the planned construction. In consideration of key projects risks, Loudoun Water determined that an innovative CMAR delivery approach provided the best opportunity to achieve its goals in quality, innovation, front-end cost and schedule certainty, and operational flexibility and reliability. What matters most to Loudoun Water is the value in having a builder participate in the design process where key decisions can be made based on consideration of risks, cost, schedule, quality, and operability and maintainability of the system. While a progressive design-build delivery model may have produced similar outcomes, Loudoun Water had already invested in substantial development of the design for the work, and ultimately, CMAR provided Loudoun Water the opportunity to retain the partnership with the design team while gaining valuable input from a contractor. Among the challenges with CMAR in the Commonwealth of Virginia is a substantial limitation on self-performance corresponding to 10 percent of the construction value of the work. A significant industry outreach program was initiated by Loudoun Water to encourage participation with incentives in contract terms that allowed for the CMAR Contractor to make a reasonable profit. This paper reviews the CMAR procurement process and discusses contract incentives that were adopted to promote the work within the constraints of contract law in Virginia.

The mining industry is a unique space. It is one in which geologists and chemists can intersect with computer and data science professionals daily. The industry requires expertise in not just mining and metallurgical engineering, but also electrical, mechanical, environmental and more. It requires expertise in worker health and safety, behavioral science, finance and economics, as well as human resources management. The locations of mining operations are often in remote corners, and for underground activities, they are unlike anything else in the world. The industry presents those who join it a wealth of opportunities, but often struggles to overcome incorrect perceptions of safety, labor and environmental standards, making it difficult to recruit and retain employees at a time of increased demand for mined materials.

Electronic data processing' is becoming a necessary part of all large mining operations. Accountants, geologists, mining engineers, samplers, and truck drivers are needed to operate a mine. So appear to be systems analysts, computer operators, and software engineers. Trucks, loaders, and drills must be used to extract useful material from the ground. So must be mainframe and microcomputers, plotters, digitizers, and computer terminals. The papers presented in this section describe experience gained in Europe, Australia, and North and South America. The mining and data processing environments and the size of the companies vary significantly, but the conclusions drawn are often strikingly similar. Common answers to often-asked questions can be summarized as follows: - Why invest in data processing? The main reason is that information systems can supply accurate and timely information for better decision-making. Other reasons are mentioned including, to speed-up the processing of large volumes of information, to perform operations which cannot be performed manually, or to reduce costs. But all of these reasons appear ancillary to that of supplying accurate and timely information.

The exact application of sustainable development in the mining and minerals industry has precipitated considerable debate in recent years. Since the publication of the Brundtland Commission?s Report, Our Common Future, numerous attempts have been made to define sustainable development in the mining context. The inability of the Brundtland Report to outline an effective sustainability framework, combined with its contention that no single blueprint for sustainable development exists, has prompted many academics and practitioners to provide viewpoints on the application of sustainable development in the mining and minerals industry. This paper provides an overview of the many groups of assessments made of sustainable development in the mining industry. Sustainability assessment and reporting for this industry sector using indicators are also addressed.

"70-foot deep rectangular-shaped bulkheads were built with sheet piles as launching and receiving shafts for a pipe jacking operation for new underground waterlines in a densely populated section of Los Angeles, California. The Press-in Piling Method was specified to drive 95-foot long sheets (a record for the method) to form the bulkheads for the Los Angeles Department of Water and Power’s LA-29 (DWP) Connection Modification and Pipe Jacking. The piling was chosen because of its very low noise and practically vibration-free nature since the site is surrounded by houses, an apartment complex, and existing water lines. The out front areas of the bulkheads were grouted to let the TBM go through without major ground water leaks. Hydrophilic foam grout was also injected in addition to welding steel scab plates on the inside to seal them to achieve sufficient watertightness behind a few split interlocks. BACKGROUND This project was located in the Crescent Heights area of Los Angeles which is a few miles south of Beverly Hills. The project represents the completion of the last phase of the Stone Hollywood Trunk Line. This was an 8-mile long water trunk line that averaged 60 inches in diameter and was built to improve the reliability of the DWP’s major water system. This section of the project involved driving 2 deep shafts to allow for the installation of a 350-foot-long 72-inch steel casing using microtunneling construction. See Figure 1 for the shaft locations and the tunnel alignment. The challenge for the project was that this water line would have to pass beneath the Hollyhills buried box drain (15 feet high by 20 feet wide). Further complicating the construction was the soils beneath the drain. The DWP chose to drive the tunnel at a depth of approximately 65 feet to ensure that the ground conditions were uniform and suitable for the microtunneling equipment. There were two previous attempts to construct this work which failed because of poor ground conditions and very high water levels. This third attempt was critical because the DWP could not afford to have another failure due to the fallout with the residents being impacted by the project."

A number of relatively recent factors associated with the design of new metallurgical processing plants have made the effective training of operators a requirement for a successful start-up. Some of these factors include large capital investment in a minimum of processing lines, highly complex process control systems, and stringent regulations on plant effluent, to name a few. More than ever, operating mistakes during the start-up phase can lead to substantial delays in achieving design production, as well as problems with government authorities if permit limits are exceeded. The only way to assure your return on plant investment is to ensure new plant operators have the knowledge to properly run the plant from the outset. A comprehensive set of operating manuals specifically targeted for plant operators and foreman, written by experienced operating personnel, is the only effective way to provide the necessary information for start-up-related training.

Stratabound Proterozoic precious metal mineralization in central Arizona is associated with felsic and adnesitic to mafic volcanic rocks and sediments derived from these rocks. Hydrothermal fluids associated with felsic volcanism form gold mineralization within hotspring vent complexes or within asymetric basins, which flank the vent complexes and are filled with tuffaceous sediments. Massive to semi-massive sulfide copper-zinc systems associated with felsic volcanism may locally contain small gold occurances either laterally or vertically zoned from the ore. In andesitio to mafic rocks, zinc-lead-gold-silver-copper bearing mineralization and gold mineralization are both associated with feruginous sulfide bearing cherts. The partitioning of gold into these specific geologic environments may be related to variations in temperature and composition of the hydrothermal fluid and the depth of the seawater-sediment interface below sea level during the mineralization event.

The movement of air from the surface, through the workings and then back to the surface, is the most important consideration in the ventilation design. The purpose of mine ventilation is seen as the maintenance of acceptable atmospheric environments wherever men work or travel underground; and acceptability is related to the risk of harmful biological responses associated with exposure to atmospheric environments in mines. In mine ventilation, a design engineer often has to contend with a number of problems not experienced to the same degree in other industrial situations; i.e. the vast extent of many workings - offering continuously moving work locations; the difficulty of predicting. inflows of contaminants to the airways which contain the micro-environment; and especially, the effect of mining activity within the duct system (e.g. mine roadways) carrying the airflow. Mining of uranium does not differ, in many respects, from the mining of other metals; the ore must be drilled, blasted and transported from the mine. Underground mining proceeds by the continous development and advancement of a network of passages and rooms or stopes from which ore is excavated. As in most mines, rock conditions and ore grades in uranium deposits very from area to area and between different mines. 1 In uranium mining, in addition to eliminating noxious gases from blasting, diesel equipment exhaust, and the control of dust, it is also necessary to dilute and remove radon, the gaseous element in the uranium chain and its decay products. Long term epidemiologic studies of United States uranium miners and that of miners in Czechoslovakia have confirmed that there is an association between excessive ex¬posure to radon daughters and an increased risk of lung cancer. The common practices for controlling these airborne contaminants are: (1) the circulation of large volumes of fresh air from surface to dilute these contaminants to a permissible concentration, and (2) the sealing of worked-out areas to prevent ingress of radon into ventilating air. 2 The sealing of worked-out areas can be easily and effectively accomplished, but the contaminants intro¬duced from the workings may raise the concentrations in the airways despite a good ventilation system and use of the maximum available amount of fresh air. The ventilating air can be strategically filtered to reduce dust and radon daughters to acceptable levels, and reused prior to final discharge. This strategy properly applied, will decrease the air colume requirements in certain marginal areas of the mine and thereby avoid an overall increase in the mine airflow. This is particularly advantageous in the cold climates of Canada, where the incoming fresh air must be heated in the winter months to a comfortable temperature, Thus, an economical and technically feasible air filtration system, strategically placed, can improve the underground mining environment and reduce the overall cost of ventilating the mines. In addition to affording flexibilty to the venti¬lation system, a potential saving of $1,500/m3/s/year would be realized if air is successfully cleaned and reused when compared with the conventional methods of generating an air current. 3 Denison is justly proud of its achievements in the air filtration technology development. This paper limits itself to an examination of the radiation control aspect of the air filtration strategy.

Proposals have been made by two organizations, the International Standards Organization (150) and the American Conference of Governmental Industrial Hygienists (ACGIH) for a revised respirable dust criteria and criteria for thoracic and inspirable dust. These criteria yield different results than criteria based on lung deposition patterns in assessing the hazards due to dust exposure. Since these differences are a function of the size distribution of the dust an analysis of dust size distributions from various mining operations was performed to determine the amount of difference that could occur. The dust size distributions available for this analysis were taken from U.S. coal mines and from Chinese metal mines. The mass of mechanically generated dust that will deposit in the alveoli was found to be in direct proportion to the ISO/ACGIH criteria estimates in the mines studied. Therefore, respirable dust estimates for substances such as coal and silica are not a problem. Estimates of exposure to diesel exhaust in these mines, however, were not always in the same proportion to the estimated alveolar deposition. Also, concern with an excess of bronchitis among miners may not be adequately addressed by the use of samplers conforming to the ISO and ACGIH criteria. The cascade impactors used to acquire the data for this analysis require four to eight substrates per sampler. For daily dust exposure assessment this method is cumbersome and time consuming. Therefore, two new samplers have been designed to meet the need for determination of deposited dust mass. These samplers follow the lung deposition curve rather than the penetration curves proposed by the ACGIH and ISO and require analysis of only two substrates per sample.

Over the past 20 years, diesel-powered equipment has been introduced into the underground mining environment in increasing numbers. While the introduction began years earlier in the metal-nonmetal sector, the exponential growth in coal mining use during this time has been more pronounced. Reasons for the continued use and rapid growth of diesel equipment in underground mines are easily understood. The safety and operational advantages afforded by this equipment in production and support systems are demonstrable. As other mine operators witness the advantages enjoyed by their competitors, they too move to introduce an increasingly diverse array of such equipment into their underground mines. As with any industrial technology, the use of diesel-powered equipment entails potential safety and health concerns. Existing Mine Safety and Health Administration (MSHA)approval regulations (30 CFR Parts 31, 32 and 36) apply only to diesel locomotives and mobile diesel-powered equipment for noncoal mines. In the absence of specific regulations, MSHA has required the use of equipment approved under Part 36 (gassy noncoal mines) for areas of underground coal mines where permissible electrical equipment is required. However, a considerable amount of diesel-powered equipment without explosion-proof or fire prevention features is in use in areas of coal mines where permissible electrical equipment is not required. It is on the use of this latter class of equipment that MSHA is focusing much of its regulatory attention relative to coal. The agency also is focused on revising existing occupational exposure limits for gaseous emissions and instituting limits on diesel particulate emissions for both coal and metal-nonmetal mines.

The results of an experimental and theoretical research study into the spatial and temporal behavior of dust in mine airways is summarized in the paper. Experiments were performed in mine airways under both controlled and normal operating conditions. The controlled experiments included the documentation of the concentration and deposition patterns for two types of dust under three different velocities. Real-time dust concentration data were obtained using Real-time Aerosol Monitors (RAM-I) to determine the dispersion coefficient in a mine airway. On the theoretical front, a convection-diffusion model of the dust flow phenomenon in mine airways was developed considering dominant mechanisms affecting dust transport and deposition in mine airways. Mechanisms modeled include turbulent and gravitational deposition, coagulation, and dispersion.

Expansion of the Plum Island Wastewater Treatment Plant requires interconnection of three operating pump stations using only two existing 10-ft diameter shafts for access. These two existing shafts require additional support to allow access 130 feet below grade. Interconnection requires rehabilitation of an existing tunnel, excavation of two new tunnels, and abandonment of additional existing tunnels. Construction has discovered unexpected conditions at all three connection points. The CMAR contracting method has effectively accommodated project team discussion, value engineering decisions, and allocation of risk during preconstruction and construction phase services.

"Design of effective mine water treatment plants depends on the ability to reliably predict treatment outcomes, but systems with multiple chemical and physical treatment processes and recycle loops can be difficult to model. GoldPHREEQC is a modeling framework that integrates mass and flow routing capabilities of GoldSim software and water quality calculations provided by PHREEQC, and is well-suited to modeling parameters of interest in the mining industry, especially metals and sulfate. Physical processes such as membrane separation and greensand filtration are modeled by defining mass rejections for each parameter and flow routing based on vendor projections and bench- or pilot-scale equipment testing. GoldPHREEQC models chemical precipitation processes such as HDS metals removal and gypsum precipitation by (1) performing surface-aging and solubility calculations in PHREEQC and (2) using the GoldSim framework to direct supernatant and precipitate to subsequent process steps. Users can apply this modeling framework to predict effluent water quality, chemical requirements, sludge production, and required equipment capacity to support design, troubleshooting, and cost estimating. INTRODUCTION Anyone familiar with the problems of hardrock mining will agree that the majority of the serious dangers present in mining are quite visible and obvious to any person reasonably familiar with the profession. Having unsecured, unscaled back over ones head, gives one a very good chance of ending up under a caved in mass of rock. Staying too close to a blast gives one almost a certainty of being hit by a flying rock. Too little oxygen in the air will very quickly lead to loss of consciousness and death. One walks only so much over deep, unsecured openings before he falls into them. It is because of this clear visibility of the conventional health and safety hazards that mining regulations in almost all jurisdictions world-wide are a more or less comprehensive collection of "shalls" and "must nots" of good common sense. When basic rules of common sense safe working practices are at stake, there is little room for dialogue and compromise. The mine inspector is then observing, during his inspection, how well the mine follows these common sense rules. RADIATION AS A HIDDEN DANGER Radiation in mines is a risk, the impact of which does not demonstrate itself immediately. It is first of all a potential risk. Two individuals exposed to identical radiation will almost certainly be effected differently, if at all. This is certainly true of exposures and doses one might encounter in the mines today. We hear very often the phrase: "there is very little known about the effects of radiation". It is one of the most misused and misunderstood half-true statements. I would doubt that there is any other carcinogen whose effects have been studied as extensively as the health effects of radiation. Where the statement is correct is regarding the knowledge of the quantitative assessment of the risk of low level radiation exposures. The reason for this uncertainty is that the magnitude of their health effect is very close to the health effects of natural radiation, cosmic radiation and the effects of other carcinogens such as industrial pollution, hydrocarbons from cars and other chemicals we have grown accustomed to using. As far as lung cancer is concerned, the effects of wide use of tobacco probably outperforms any other single substance. All this having been said, the bottom line is still unchanged. Radiation exposure, in most cases mainly radon daughter exposure, was and still is one of the health hazards of uranium mining and as such has to be controlled to the best of our ability. Various jurisdictions have adopted different approaches to the control of radiation exposures of uranium minemill workers. The following sections of this presentation will attempt to explain the regulatory approach taken in Canada. THE CANADIAN REGULATORY PHILOSOPHY As indicated earlier, the health effects of low level radiation are quantitatively not yet defined and no proven threshold of radiation exposure exists. The Atomic Energy Control Board's (the Board's) regulatory system is based on the basic assumption that there is no absolutely safe limit of radiation exposure below which there are no health effects. Theoretically we should therefore strive to reach zero exposure. It is obvious that this objective cannot be reached in real life. The objective of the regulatory process therefore has to be to achieve radiation exposures of the workers that are as low as reasonably achievable, social and economic factors taken into account. This, of course, is the internationally acclaimed ALARA principle put forward by the International Commission on Radiological Protection (ICRP). To avoid any misunderstanding it is worth emphasizing that the ALARA principle is applied to achieve exposures below the regulatory limits which must not be exceeded in normal operation of any nuclear facility including uranium mines and mills. The present regulatory limits for radiation exposures of atomic radiation workers are based on the recommendations of the ICRP and they are almost universally accepted. They should ensure that the risk from radiation exposure is not greater than the risk associated with working in a comparatively safe industry. Basically, there could be two extreme approaches to the regulation of uranium mining and milling. One extreme approach is to develop very extensive and detailed regulations and requirements covering all aspects of radiation protection. This is a somewhat autocratic approach to the regulatory process. This approach has two very serious shortcomings. If detailed requirements are set in regulations, due to the great variations of actual conditions at various mine-mill facilities, they have to be set as a compromise between the desirable requirements and those which could be met by practically all facilities. This approach takes away from the management of the facilities the initiative to strive for improved conditions. Requirements are spelled out in clear, understandable targets and the only worry of the management is to comply with these targets. One of the basic duties of management is to manage the operations in the most effective way with the maximum health and safety of the workers in mind.
