INTRODUCTION During the past decade a wealth of knowledge has been acquired about the mechanisms and reactions responsible for the physical properties of metals. In the field of steels, in particular, research of a fundamental nature has enabled us to interpret mechanical properties such as hardness, brittleness, creep strength, etc., in terms of atomic interactions. So rapid has been the development of physical metallurgy in some fields that publications are often outdated by the time they appear in print. The development of new steel products has been rather empirical by nature in the past and only during the past few years have new products been "designed" in terms of known physico-metallurgical phenomena. However, although this is a great stride forward it should be added that the development of a commercially successful product is a far more complicated process. In addition to the physico-metallurgical background this requires consideration of factors such as low production cost, market research and probably most valuable of all, an interested end user to co-operate in the development. This paper deals rather briefly with three of the most recent developments in steels in Britain with which the author has had some association. The main purpose of this is to demonstrate how the improved properties of the new product are based upon established physico-metallurgical phenomena. Generally speaking a commercially successful product of the type described here offers similar properties to that of an existing product at lower cost or has improved properties or features such as greater ease of cold forming, at similar cost. ULTRA-FINE GRAIN STRUCTURAL STEELS The development of higher yield strength structural steels dates back over a considerable number of years and has led to a variety of types. The one described below contains niobium as a grain refiner in an otherwise conventional mild steel matrix. By controlled rolling in a strip mill considerably increased yield strengths are obtained. In Fig. 1 are shown somewhat diagrammatically the relative hardening effects of carbon and manganese on ferrite. It will be seen that strength is enhanced by the solid solution hardening effect of manganese and the pearlite content. An obvious limitation of high pearlite content is a lack of cold workability and weldability. Manganese has to be restricted to low levels for the same reasons. The two other mechanisms which are known to impart higher strength are precipitation hardening and grain refinement. Precipitation hardening is impractical in most cases for structural steels and it is therefore clear that only grain refinement remains as a potentially useful strengthening mechanism.

Growing use of deionised water in surface coating techniques by w. F. LORCH Production engineers in the metal plating, paint, plastics-coating and printed circuit industries are increasingly aware of the cost of sub-standard or blemished items which have been poorly processed. An area where quality control can quickly produce higher efficiencies is in the choice of suitably purified water for making up solutions, for rinse baths and 'drag-out' baths, for cleansing lines and electrophoresis tasks, for maintaining electrolyte density and hence consistency, and for facilitating the recovery of valuable minerals. The author of this article examines the general problems of using nonpurified water, and shows how purified water has become accepted by the principal surface coating industries to improve processes and effect economies.

An International Ferro-alloys Congress, arranged by the Ferro Alloy Producers' Association of South Africa, the South African Institute of Mining and Metallurgy, and the National Institute for Metallurgy, will be held in Johannesburg, South Africa, in April 1974. The technical programme, occupying five days, will cover the following topics in relation to all ferro-alloys: 1. Burden preparation, blending, pelletization, handling, reducing agents. 2. Electric smelting furnaces-design, operation, management,- smelting optimization, shop practice, refractories. 3. Mineralogy, reduction behaviour, smelting reactions, slags. 4. Automation, Pollution control. 5. Applications, trends in comsumption, trends in composition specifications. There will be no parallel sessions. Papers in the above topics are invited; review papers will also be welcome. Proposed titles and abstracts in not more than 200 words should be submitted before the 30th of November, 1972, to The Chairman, Programme Committee, INFACON 74, Private Bag 7, AUCKLAND PARK, South Africa. The abstracts will be considered during January 1973, and papers accepted for the Congress must be submitted in final form before the 31st of July, 1973. The proceedings of the Congress will be published as a special volume. There will be a series of post-Congress tours to ferroalloy plants and other places of both technical and scenic interest. Metallurgical considerations in the automation of gold-recovery plants By H. E. CROSS. Pr. Eng., B.Sc. (Eng.) Hons. (Fellow) The advantages of the automation of gold-recovery plants are examined. The various sections of a gold-recovery plant are analysed, and the extent to which instrumentation can usefully be employed is described. INTRODUCTION The scope of this paper is restricted to the ore-treatment and recovery plants on Witwatersrand gold mines. To extend the field to plants that process base metals and industrial minerals would result in a paper that would be too lengthy. However, the subject matter of this paper is applicable to most mineraldressing and recovery plants and will, it is hoped, be a foundation on which to build somewhat more sophisticated control systems required in the base-metals field.

SYNOPSIS An analysis was made of records of accidents involving Bantu mineworkers and which resulted in either minor injuries or hospitalizations to determine patterns in underground accidents from which to formulate priorities in accident prevention in gold mines. The results showed that: (i) specific labour categories, such as inexperienced men, are exposed to certain types of hazards the extent of which warrant the separate design of safety programmes to meet their specific needs; (ii) the systematic study of minor accidents provides a dependable source of. information of which safety departments could make greater use in their efforts to control and prevent mining accidents.

The development and application of a Computer System to aid in the planning of production in mines By F. H. Deist, L. F. Duvel, J. D. Austin, H. D. Small A computer system to aid in the planning of production in mines and its application to a complex colliery are descrIbed, The system consists of three phases, the data base maintenance program the 'production simulator' and the report generation facility, In the first part of the paper the categories of information kept on the data base and the functions of the simulator are described in general terms. The application of the system to a multi-product colliery operating a variety of mining methods in a number of superimposed seams is described m the second part. In conclusion some comments are made on further applications and intended future developments.

Dr H. J. van Eck (Honorary Life Member): "Mr President, I regard it as a signal honour that I was invited to address the South African Institute of Mining and Metallurgy on its 75th Anniversary. I also wish to add my congratulations and good wishes to the many you have already received on this memorable occasion. Seventy-five years is indeed a good age and the achievements of your Institute certainly justify this special celebration. South Africa owes her present prosperity largely to the technological ability and determination of her own people. Members of the Institute contributed in large measure to this great development of our country and through the years have upheld their high reputation for scientific integrity, dynamic enterprise and dedicated service. It was their knowledge which provided the key to unlocking the mineral wealth which lay dormant for countless ages. The history of world mining dates back many centuries. We know of the mercury mines of Spain, the tin mines of Cornwall and the zinc mines of Poland, but it was not until colonization of the western hemisphere started in about 1500 that mining of any consequence began in North America. It is true that the peoples of South America and Mexico had accumulated wealth out of gold and silver, but industrialized mining was not a feature of these agrarian cultures. The mining wealth that eventually developed in North America was based on advances in the technology of processing minerals and served as an incentive to people in other new countries. Big mines were opened elsewhere in the world. From Canada, Mexico, Venezuela, Brazil, Peru, Chile, Bolivia, Rhodesia, Australia, Burma and India, to name but a few, there has been a steadily increasing production of an expanding range of minerals and metals. By the middle of the 20th century the trend was to increase the production and use of such comparatively uncommon metals as cobalt, nickel, titanium, and others, and a great mining rush started to search for, and develop, the deposits of uranium, and related radio-active minerals. It is worth pausing a few minutes to reflect that most of early mining was based on the recovery of virgin metals like gold and silver or easily treated high grade ores of copper, tin and zinc. Today, much of this type of mining would be regarded as picking the eyes out of the mine. With the development of improved ore separating, ore concentration and recovery processes, we developed into bulk mining and bulk treatment and in South Africa we have some very big mines, also outside the gold mining industry at Phalaborwa, for instance. Mining techniques are applied which compare with the best in the world. These large mines could only develop because of the perfection of new concentrating techniques and, of course, because of the development of markets. We have mentioned nickel and cobalt. These names were given to those mischievous mining sprites called nickels and kobolds to whom the suspicious miners ascribed their inability to smelt copper from copper nickel or arsenious copper ores. In South Africa, the presence of minerals was known to the modern Western world as far back as 1497 when Vasco da Gama found the native 'strandlopers' at the St. Helena Bay wearing copper rings. In 1669, after the British East India Company had formed their settlement, they employed miners and assayers in prospecting for minerals and in 1685 found traces of copper in the copper mountain of Namaqualand where some 170 years later a rich deposit of copper was to be opened up. SYNOPSIS The key reactions of the copper segregation process have been studied with a view to establishing the kinetics of the system. The investigation was carried out using two refractory copper ores from the Zambian Copperbelt in a small-scale, fluidized bed, chloridization reactor. The rate of chloridization of the copper in the ores is compared with the rate of volatilization of the cuprous chloride produced and with the rate of reduction of the cuprous chloride to form segregated metallic copper. In conjunction with available data on the rate of production of hydrogen chloride in a segregation system and with due regard to the conditions applicable in a TORCO reactor, it is concluded that the chloridization reaction is the major rate limiting step of the process. Factors influencing the rate of this extraction step and aspects of its mechanism are examined. The findings have confirmed the validity of the existing theory of segregation and provide insight as to the viability of the system of reactions involved in the copper segregation phenomenon. Experimental results which relate to observations made in the course of TORCO plant operation and segregation studies are discussed.

Ten Council meetings were held during the year with an average attendance of seventeen and the standing committees held 45 meetings. FINANCE The annual accounts, which are attached to this report, show an excess of expenditure over income of R4,608 compared with R2,124 last year. This deterioration can be attributed largely to two important factors, namely an increase in secretarial fees of RI, 789 and an increase in the loss on the Journal from R2,343 to R3,508. In addition, our contribution to the expenses of the Federation of Societies of Professional Engineers increased by R607 from R549 to R1,156. The increase in secretarial fees is partly due to our increased demand for services and partly to increased salaries. In order to maintain its essential services it has been necessary for the A.S. & T.S. to increase salaries in order to keep pace with commerce and industry. With regard to the Journal, we did not expect immediate dramatic results from the changes that were effected as from the beginning of last year in the arrangements for publication. However, the improvement has been even slower in materialising than we expected. This situation is being watched carefully and we will not hesitate to make further changes if necessary. It became clear early in the year that the financial position was deteriorating and your Council decided that it was essential to meet the situation by raising subscriptions and entrance fees. At the same time it was decided that there are no grounds for a distinction between Town and Country members and that in future the scale for the compounding of subscriptions should be based on anticipated future membership, rather than past membership. These changes have had only a minor effect on the accounts under consideration. The MacArthur Forrest Memorial Fund shows an excess of income over expenditure of R132 and the total fund was, therefore, increased by this amount to R4,338. The balance sheet shows that the market value of quoted shares and debentures decreased during the year from R13,059 to R6,567, while accumulated funds now amount to R17,959 compared with R22,567 last year. It will also be noted that we are holding R25,844 on behalf of the Symposium on Opencast Mining. MEMBERSHIP Twenty-eight Fellows, twenty-four Members, seventeen Graduates, twenty-five Associates and twenty-seven Students were elected during the year. MEMBERSHIP DRIVE A committee was established to organise a drive for membership as it was felt that there are numbers of persons in our mining and metallurgical industries who are not yet members but who qualify for membership. Members of the committee were allocated responsibility for campaigning in sections of industry and for publicising the aims, objectives and advantages of belonging to the Institute.

The slags arising from ferrochromium plants were simulated by additions of CaO and Fe2O3 (6 per cent each), Cr2O3 (7 and 12 per cent), and Fe2O3 and Cr2O3 together (6 and 12 per cent respectively) to slags in the MgO-Al2O3-SiO2 system. These additions were made to slags having an SiO2 content of 45 per cent and an MgO-to-Al2O3 ratio of 4 to 3 or 3 to 4. The effect of these oxide additions on the liquidus temperatures, electrical conductivities, and viscosities was determined. The additions of CaO and Fe2O3, although having little effect on liquidus temperatures, decreased viscosity and increased electrical conductivity. The addition of Cr2O3 raised the liquidus temperatures considerably, and tended to decrease viscosity in the temperature range 1 700 to 1 800°C and to increase electrical conductivity.

METRICATION In order to bring South Africa into line with metric countries the world over and in view of the indisputable advantages of using the comma as a decimal sign, the Metrication Advisory Board has decided to recommend that the comma be used consistently as decimal sign as from April 1, 1971. Numbers consisting of more than three figures are separated by spaces into groups of three to the left and right of the comma, and not by commas, e.g... 2 734 671,512 73 A quantity such as 12,41 kg is read as "twelve comma four one kilograms" and 31,34 km as "thirty-one comma three four kilometres." A motor-car previously described as a 3.8 litre model now becomes a 3,8 litre model. THE BRITISH COUNCIL AWARDS 1972-1973 The British Council invites applications from permanent residents of all races in the Republic of South Africa and South West Africa, for the following awards:- SCHOLARSHIPS Scholarships are available to such residents who hold University degrees or comparable professional qualifications. The scholarships are tenable for post-graduate study at Universities and other educational establishments in Britain for the academic year of approximately ten months beginning 1st October 1972. All arrangements will be made by the British Council and the scholarships will include tuition fees, a maintenance allowance, approved travel in Britain, return fares to Britain, a books grant and a clothing grant. The closing date for applications is 31st July, 1971. BURSARIES Bursaries are available to such permanent residents who hold University degrees or who, being already established in their professions or trades, hold other qualifications. The bursaries are tenable at British educational in-institutions or other suitable establishments in Britain for a course of training, study or research lasting not less than two months or more than six. The British Council will arrange full programmes and professional contacts, and the bursaries will include a maintenance grant, a books grant, authorised course fees and certain other expenses. The British Council may, at its discretion, bear the cost of single or return fares to Britain. The closing date for application is 31st July, 1971. TRAVEL GRANTS Travel grants each of £300 are available in respect of journeys to Britain undertaken between 1st April, 1972, and 31st March, 1973, and are provided to facilitate visits to British Universities by persons holding staff appointments or graduate research posts at South African Universities. Visits must normally be of at least six months duration though grants are occasionally made for visits lasting for one complete term. Grant holders will make their own arrangements with the universities which they wish to visit and will be responsible for finding their own accommodation. The British Council's assistance is limited to the contribution towards cost of fares. The closing date for applications is 31st October, 1971. Since 1964, Nchanga Consolidated Copper Mines, Ltd., has been developing and using production scheduling methods for optimizing its metallurgical operations in the short term (up to one year). Medium-range metallurgical planning has been possible only by successive evaluations of a single-year LP. A modified version of Rosenbrock's direct search technique has now been developed to allow multi-year optimization of both mining and metallurgy for medium-range planning. The modifications to the search technique have produced a marked increase in computational efficiency for this heavily constrained problem in many variables and the system is a usable planning tool, given a reasonably powerful computer. The plans are 'optimum' in the sense that they yield the maximum present value of the operations. Each of the resulting five-yearly mine plans forms the basis for further detailed metallurgical evaluation by the established production scheduling system.

(Visitor) The paper discusses work at the National Institute for Metallurgy on the evaluation of measuring techniques for the automatic control of free acid in leaching. of the ratio of ferric to ferrous ion in leaching, of pH in liquid-liquid extraction. and of uranium in loaded solvent. Commercially available instruments. and the modifications that have been made to adapt them to South African uranium plants, are also described.

A critical comparison of specific cooling power and the wet kata thermometer in hot mining environments By J. de V. Lambreehts. D.Sc. (Eng.) (Rand) A new formula for the wet kata thermometer has been established in place of the currently used one which is believed to be fundamentally wrong and the new formula is compared with the recently proposed specific cooling power concept. Apart from a constant multiplier, it is concluded that the difference between. the two concepts lies solely in the value of 'n' in the function vn and that this value for the cooling power of air on the sweating human body remains to be established reliably. The kata thermometer might yet be found to be a reliable predictor of heat stress in hot environments.

D. Savile Davis* (Member): The members of the Chamber of Mines Research Laboratories, headed by Dr Cook, indeed deserve all the plaudits that have been given for the original conception of the rock-cutter, and for the research work that has gone into designing the equipment now being tested. Underground trials with the rock-cutting machines at the Doornfontein Gold Mining Company Limited have been encouraging to the extent that 29 square fathoms of rock have been cut in the past three months with two modified prototype machines. Both the hangingwalI condition of the stope and the control of stoping width have been excellent. So far, however, the rate of production has been too slow and does not compare with conventional stoping methods, due firstly to the time-consuming operation of moving the machine forward and resetting it in its next cutting section and secondly to mechanical defects. Although great strides have been made in improving the tungsten carbide cutting tool, further progress is dependent upon engineering development in the design of a more reliable and versatile machine within economic limits. Commenting briefly on the experiments that have been carried out on the Gold Fields mines, the rock-cutter, when used at the Luipaards Vlei mine, some 600 ft below surface, cut very nearly perfect slots above and below the reef on a stope face but was unable to cut slots in the reef itself. At the Doornfontein mine, however, where the tests are currently being carried out at a depth of 8,000 ft below surface and where there is a much greater pressure acting on the rock face, vertical fracture planes can be clearly seen in the hangingwall running parallel to the face. Owing to the presence of these fracture planes it has been found impossible to cut slots of any depth and the action of the machine is more one of spalling than of cutting, resulting in slabs of combined reef and waste falling from the face as the cutting tool advances. This is accentuated by the existence of a well-defined hangingwall parting plane. Most of the slabbing takes place from the slot cut below the reef to the hangingwalI of the stope. Since waste sorting in narrow conditions and poor lighting is not an efficient operation, the reef together with a proportion of waste rock, has to be removed from the stope. The ripping action of the machine as opposed to slot cutting under these particular conditions may not be a great disadvantage, as the volume of waste which can be packed depends on the ratio of reef width to stope width and with a narrow reef body some waste has to be removed to the surface. In these circumstances mining at depth with this type of machine should not be viewed as selective mining but more correctly mining without explosives. Another type of rock-cutter is being tested by the Gold Fields Group, consisting of a diamond studded rotating disc, which has, to date, cut slots 10 ft in length and averaging 7 1/2 in. in depth. It is, however, too early to comment on the practicability and economics of such a cutter. The great interest that is at present being shown in breaking rock without the use of explosives warrants comment on the Robins raise-borer, recently introduced into South Africa, and used for the first time with great success at the Doornfontein mine.

A group of 23 underweight men weighing less than 50 kg were subjected to an acclimatization procedure in which the work rate was gradually increased from 35Watts on the first day to 70Watts on the eighth day. Excessively high body temperatures and heart rates were observed on these subjects throughout the acclimatization period and on their performance they must be rated as heat-intolerant. It can be concluded that such underweight men should not be subjected to acclimatization at such high work rates and that they should not be allocated to tasks involving these rates in a hot environment. The fact that their body surface areas are inadequate to enable them to get rid of the internal heat produced during strenuous work plus their low work capacities are the major reasons for their inability to tolerate heat.

The Department of Mineral Resources of Thailand is organising, on behalf of the Government of Thailand and the International Tin Council, the Second Technical Conference on Tin. The Conference will be held at Sala Santitham, Bangkok from 18th to 22nd November, 1969. Papers will be grouped under three main headings: (i) Geology and prospecting; (ii) Mining and ore dressing; (iii) Miscellaneous, e.g. stimulating production, metallurgy, estimation of reserves etc. Pre-prints of papers will be circulated. A field trip to Southern Thailand has been arranged for 25th November to 2nd December, 1969. Details of the Conference and the field trip can be obtained from Mr. W.
