Since the late 1960's the Interstate Division for Baltimore City (IDBC) has been planning and developing the Interstate Highway System for the city to meet regional planning goals. The principal goals are to provide convenient access to the central business district and the port while diverting through traffic away from these congested areas. Interstate Route 95, an eight-lane highway carrying north-south traffic, has headed the city's priority list; during the 1970's its construction proceeded steadily from both east and west towards the harbor. Closing the final 8800-ft (2670-m) gap under the harbor will complete Interstate 95's construction. This final portion, known as the Ft. McHenry Tunnel project, will be built in nine construction contracts. Construction costs of the complete project are expected to exceed $700 million, making it the costliest single project in the Interstate Highway System. Full funding is being provided initially by the Federal Highway Administration (FHWA), and the Maryland Department of Transportation will re-pay the 10 percent local share from toll receipts within the first three years of operation.

Alaska Village Electric Cooperative (AVEC), an electric utility cooperative providing power to 51 Alaska villages, has made a concerted effort to install wind turbines in the villages they serve in an effort to mitigate the growing costs of electrical power generation. The subsurface soils in several of these villages consist of sands and silts with ground temperatures of between 30°F and 32°F. The presence of warm, degrading permafrost in three of the villages has required innovative foundation designs, including the use of helical piers and piles to support steel and concrete wind turbine foundations. The design of the deep foundations had to account for the effects of degrading permafrost likely resulting from observed climate change patterns. Uplift forces imposed on the foundations were approximately 100 kips per pile. Uplift pile load testing was conducted on the installed piers and piles in order to determine the actual working load that each pier or pile could sustain. In addition, pile driving analyzer testing was conducted on several piles installed in the permafrost and compared to pile load tests. Results indicated that the installed piers and piles achieved the necessary capacity with sufficient factors of safety. Thermosyphons were installed near the foundations in order to limit the effects of climate change on the permafrost. The two to four wind turbines in each of the three villages are currently operational. Refinement of the design based on the pile testing from the first village to the third has decreased the cost of the tower foundations and improved our understanding of designing for warm, degrading permafrost.

For the deep foundation of podium and tower of the Kuala Lumpur City Centre, BAUER (MALAYSIA) SDN. BHD. constructed 225 bored piles with diameter range of 2.0 to 2.5 m. In order to comply with the depth requirement of the design, for planning purposes and preparation for site, the drilling equipment was required to achieve a maximum drilling depth of 150 m. Actual piles constructed on site were deeper than 120 m. These dimensions caused superlative challenges which included but were not limited to; controlling the open hole stability over time with polymer, installing 70-ton heavy steel cages, pouring up to 550 m³ concrete continuously, in conjunction with installation of kingposts into workable, fresh concrete. The piling works were executed with a BG 72, the biggest drilling rig globally available, and the stringent verticality of the pile bore holes which required approval prior to cage installation. For verification of verticality, Bauer’s patented Drilling Inclination System was successfully used.

The deep foundations industry has largely remained unchanged since in the advent of CFA piling in the 1960s. Piles have consequently been designed and constructed following the traditional codes and standards without much regard for optimising in-life efficiency or end-of-life reuse. After existing developments have been demolished there is little motivation to reuse existing piled foundations as their load bearing capacity and structural integrity cannot be verified. Therefore piling contractors are increasingly spending more resources on coring through existing piles, only to be replaced with larger diameter or deeper piles. The hollow element of the HIPER® Pile provides access to the entire length of the pile to permit inspections and a shaft in which the pile can be extended if needed. This paper presents and compares the embodied carbon savings, both during construction and through foundation reuse, from a HIPER® Pile scheme compared with the traditional solid pile scheme. A discussion on the benefits of this technology and its implications on warranties and approvals is also presented to motivate the foundations industry to embrace whole lifecycle assessments and support the journey to net-zero carbon.

In the course of closing the gap between the Brandenburg Gate and Alexanderplatz, the Museum Island station was built by Implenia Construction GmbH. The tunneling for the platform hall took place on a length of about 106 m (347 ft) under the protection of a major ground freezing measure and crossed the Spree canal as well as the listed castle bridge. The approximately 20,000 m³ (4.54 E+06 US gal dry) frozen mass lay mainly in the Berlin sands. In order to ensure safe tunnelling and to protect the adjacent buildings, the planners had defined requirements for the mean freezing temperature and thickness of the frozen mass. For a reliable conclusion on the dimensions of the frozen mass, we used innovative temperature sensors as well as the new, web-based 3D measurement visualization and the associated site-specific evaluation software. The largely automated evaluation enabled a quick and reproducible determination of the temperature distribution in the frozen soil and its thickness in the relevant cross-sectional areas. The measurements were validated by thermal calculations using the Finite-Element-Method. Thus, an objective and clear assessment basis was available to ensure rapid coordination between stakeholders. The evaluations provide new insights into the temperature influences from tunneling, the application of shotcrete and the concreting of the inner shell. The newly implemented active thawing system is also an interesting innovation.

This paper will present three interesting case studies of past bridge projects, to demonstrate how correct choice of foundation can help to meet the project commitments while the wrong choice of foundations can led to huge delay in project completion, leading to time and cost overrun.

"1 INTRODUCTIONThe use of nondestructive testing (NDT) methods to evaluate the integrity of Augered Cast-in-Place (ACIP) and Drilled Displacement (DD) piles has been a subject of significant debate among engineers, contractors and NDT practitioners. This guideline document will illustrate the importance of reviewing all available information in conjunction with the NDT records. ACIP and DD piles have unique properties that must be considered when using a specific NDT method. Any evaluation of the integrity of an ACIP or DD pile must also include a thorough review of the detailed pile installation records and the site specific soil conditions. Long or theoretical descriptions of the methods have not been included in this publication. More detailed information about these NDT methods including their theoretical and historical backgrounds can be found in DFI’s Manual for Non Destructive Testing and Evaluation of Drilled Shafts (2004). Additional information can also be found in the more comprehensive textbook Nondestructive Testing of Deep Foundations by Hertlein and Davis (2006).1.1 PurposeThe intent of this guideline is to provide practical guidance for the proper interpretation of NDT results on ACIP and DD piles. Short descriptions of the main integrity methods available are provided along with several examples of how to use all of the information available to make sound engineering judgments about the results. This publication is a state-of-the-practice guideline to promote accurate engineering evaluations.For engineers inexperienced with NDT, these guidelines provide sufficient background information on NDT methods to help understand the limitations of the testing, assess the results presented to them, and formulate appropriate questions. This is particularly important for engineers charged with the responsibility to determine from those results what, if any, consequences there may be on the performance of the structure under construction."

Two microtunnel access shafts were constructed using the Cutter Soil Mixing (CSM) method in the San Joaquin Delta region of California, east of San Francisco. Unlike conventional slurry walls and diaphragm walls that utilize concrete, soil mixing relies on blending the soils in situ with a cement slurry to create a soil-cement wall. Cutter Soil Mixing technology utilizes two sets of vertically mounted cutting wheels rotating about a horizontal axis to produce rectangular panels of treated soil. Overlapping of the soil mixed panels enabled the construction of two circular shafts. CSM panels were constructed to a depth of 29 m (95 ft) for the microtunnel jacking shaft and to a depth of 19 m (63 ft) for the microtunnel receiving shaft. The site presented several challenges, including the high depth of treatment, the variable nature of the alluvial soils, and the high water table. This paper describes the CSM technique and presents the design, construction, quality control measures and advantages of using this method for this project.

"A&N Electrical Cooperative provides electrical service to the counties of Accomack and Northampton along Virginia’s Eastern Shore and to Smith Island in Somerset County, Md.A&N recently worked to improve the efficiency of power distribution to a small island community and marina on Tangier Island in the Chesapeake Bay. This improvement consisted of upgrading the existing distribution substation with a new 25 kV 2-bay box distribution structure. Earth Contact Products (ECP) collaborated with PowerServices, Inc. (PSI) to design and install a helical foundation support system as part of the substation upgrade. Feasibility EvaluationThroughout the design process, A&Nworked with its partners PSI (design) andT&D Solutions (installation) to identifycost-effective alternatives. Foundationsystems considered included cast-in-placereinforced concrete caissons, precastconcrete foundations, driven steel piles and helical piles. In evaluating all of theoptions, the greatest concern was gettingthe material onto the island, followedclosely by the availability of the equipmentto install the foundations. Clearly, cost,more specifically the installed cost, was asignificant consideration and decisionfactor throughout the process.There were several limiting factors that had to be considered during the design process, the most significant of which was that all of the material had to be barged to the site. With traditional reinforced concrete deep foundations in mind, the cost for installing these piles was projected to be nearly $2,000/cu yd ($262/cu m) of installed concrete. Given that approximately 5 to 6 cu yd (3.8 to 4.6 cu m) of concrete would be required for this structure, the cost was significantly high for this project. What’s more, because the components of the concrete mix would have to be barged and then hand mixed on site, there was concern regarding both the time required to complete the piles and the quality of the installed concrete. For the driven pile alternative, the availability, or lack thereof, of equipment and material cost resulted in a total cost estimate that was more expensive than that of the concrete piling alternative. The high material cost for the piles, which was more than double than the cost of concrete, was due to the number and size of piles needed to resist the overturning moment. Ultimately, the team selected the helical pile alternative. The decision to a use helical pile foundation system was based on many factors, not the least of which was the remote location of the project site and the difficulties associated with getting material, equipment and construction personnel to the project site."

This paper describes a DC (direct current) electrical resistivity method, which uses the contrasts in resistivity measurements to estimate the diameter of jet grouted columns as soon as they have been completed, with varying depth and water table, and without excavation. The measurement procedure is illustrated by several examples of application sites, including the Grand Paris tunneling works during the last 3 years where the method was systematically recommended in quality control for jet grouting works.

The geologic environment of Pittsburgh, Pennsylvania is both inviting and challenging to drilled pier installation. The shales and clayey soil zone of the hills are favorable but the alluvial soils of the three major rivers create problems. Beginning in the early 1950's, drilled pier installation continually improved as methods were developed to meet the geologic challenge. Case histories are presented to illustrate the historical development of piers in Pittsburgh. Recent innovations reducing the groundwater problem are illustrated by a case history of a high rise building construction. Load test information for side wall shear on the cylindrical shaft area between the concrete and bedrock continues to be desired but remains generally uneconomical.

"The Dry Jet Mixing (DJM) Method was developed and has been put to practical use on the initiative of the Public Works Research Institute and Japan Construction Method and Machinery Research Institute. This method is used to inject powdery binder with compressed air into soft ground while mixing the binder with the soil using the mixing blade to reduce the moisture content of the ground and cause chemical reactions between the soil and binder, thereby strengthening the ground and stabilizing its quality.Recently, there is a demand for high-quality, high-accuracy execution control.This paper introduces the New DJM Execution Control System, developed to meet the future demand for more sophisticated ground improvement, based on the past results of the conventional system in order to provide new automated execution control with improved accuracy, functionality and column quantity.1. Waterfront flat areas which are very convenient for human activities, however, are often on the alluvial soft ground, where soft cohesive soil with a high moisture content, loose sandy soil, etc. are accumulated in a thick formation, with a high groundwater level.The DJM Method introduced here is used to decrease the moisture content of the soft ground, strengthen the ground and stabilize the soil quality by injecting powdery binder into the ground with compressed air, while mixing the binder with the soil using the mixing blade.2. "With the increasing demand for electricity, and requirements to generate this power cleanly, more producers are turning towards hydroelectric power. A project in Iowa currently under construction will retrofit an existing Army Corps of Engineers Dam with a hydroelectric generating facility. The design of the intake structure requires the construction of a diaphragm retaining wall. The T-shaped diaphragm wall elements retain an unbalanced fill height up to 21.3 meters (70 feet). The design required a single production element be constructed, tested, and instrumented prior to beginning construction of the rest of the elements. The testing included extensive concrete mix design development, coring, and Cross Hole Sonic Logging. Installed in the other production elements are 10 inclinometers, 4 pressure cells, 4 piezometers, and multiple survey monuments. Some of these instruments require manual readings while most are monitored by an automatic data acquisition system and instantly transferred to a website providing real-time graphical display of the data. This paper will discuss the construction of the diaphragm wall from the contractor’s perspective when working on a site only large enough for two service cranes and a Hydromill excavation unit, without any storage area on the construction pad, describe the testing performed and the quality control procedures employed, and investigate the information gained from the automated instruments providing real time measurement readings.INTRODUCTIONIn 1964 the US Army Corps of Engineers (USACE) constructed a dam by raising the surface grade approximately 34.7 meters (114 feet) above the natural ground line using a combination of fill types. This earthen dam stretched slightly longer than a mile intersecting the flow of the existing Des Moines River. The center of the dam is a concrete spillway consisting of 12 monolith sections. On each end, three of the sections extend 42.6 meters (140 feet) from the spillway to transition from the concrete dam sections to the earthen dam section. Adjacent to these three sections on the East end is where the contractor is actively working, for a private developer under a lease agreement with USACE, on this site to convert it to a Hydroelectric facility licensed for an output of 36.4 megawatts, enough power to meet the needs of about 18,000 homes. To create this, a powerhouse structure, housing two vertical Kaplan turbines is being added to the downstream side of the existing dam. From the power house, two penstock pipes will be cored through the existing concrete monolith sections and connect to the Intake structure on the upstream side of the dam. Protecting and reinforcing the dam adjacent to the intake structure is a new diaphragm wall. This wall is constructed using T-shaped diaphragm elements, acting as a cantilever retaining wall for the intake platform. Figure 1 shows a diagram of the upstream features of the construction."

The Metro Sports Facility is currently under development in Christchurch, New Zealand and is a key Anchor Project in the city’s post-earth quake recovery. When completed it will be largest indoor sports and swimming pool complex in New Zealand, with a building footprint in the order of 22,000m2. The site is underlain by poor performing soils comprising interbedded layers of soft compressible silts and loose liquefiable sands to over 20m depth. The site is typical for Christchurch with a shallow groundwater table and artesian conditions. The site performed poorly during the 2010-2011 Canterbury Earthquake Sequence with extensive liquefaction, and associated ground damage. To provide a resilient and economical foundation system for this key development project, deep ground improvement comprising of a uniform grid of some 7,200 stone columns in conjunction with robust shallow foundations has been adopted. This paper discusses the geotechnical site constraints, and ground performance under earthquake loading and describes the various options considered for the development. The foundation option selected, the design considerations of the adopted stone column ground improvement, and foundation solution are described in detail, as well as, construction observations. The paper aims to provide insight into an urban large-scale ground improvement project for the engineering practitioner.

"The East Bay Municipal Utility District (EBMUD) is a major water utility service providing water to over 1.3 million people in the eastern San Francisco Bay Area. EBMUD manages 28 dams at 5 terminal and 23 open-cut reservoirs within a 331-square-mile customer service area. As part of a 2012 update on EBMUD’s Infrastructure Rehabilitation Plan for Distribution Reservoirs, EBMUD has decided to replace Central Reservoir, a 152.8 milliongallon open cut reservoir, with optimally sized tanks. This paper presents the results of an analytical comparison of various foundation reinforcement solutions for the proposed tanks including: Cement Deep Soil Mixed (CDSM) columns, vibro stone columns, rammed aggregate piers, and lightweight cellular concrete fill. The computational program GeoMat (www.ensoftinc.com) was used to perform simplified soil structure interaction analyses. Settlement estimates were developed for each alternative with the proposed loading and compared to an allowable differential settlement criterion established at 0.3-inches over a 50 foot length. The authors wish to present the importance of considering mat and soil interaction along with various settlement mitigation methods considered for this challenging project.INTRODUCTIONProject BackgroundCentral Reservoir is an operational open-cut reservoir located north of the intersection of 25th Avenue and East 29th Street in Oakland, California. The reservoir is bound by 23rd Avenue to the west, Sheffield Avenue to the east and Interstate Highway 580 to the north. Originally, the Central Reservoir site was a drainage swale incising into weathered bedrock formed from Pleistocene alluvial deposits. The reservoir was first constructed in 1910 by excavating a basin below grade and constructing an embankment dam on the south and cutting/filling the bedrock and alluvial deposits from the drainage swale. The main dam at the Central Reservoir site is also a DSOD (Department of Safety of Dams) jurisdictional dam and as such is regularly monitored by the EBMUD Materials Engineering Section and the California DSOD.In a 2012 update to EBMUD’s Infrastructure Rehabilitation Plan for Distribution Reservoirs, Central Reservoir was identified as a critical facility that has reached the end of its useful life and must be replaced due to: a failing panel craft lining which contains polychlorinated biphenyls in the interior coating, a roof that does not meet the current seismic code, and reduced operating levels due to potential leakage in the upper portions of the panel craft lining. Furthermore, Central Reservoir is about three times larger than required and is located at a lower elevation than other regional reservoirs in the pressure zone resulting in increased labor-intensive operational challenges and water quality operations.This project presents some challenging geotechnical demands – the site is founded on weakly consolidated Holocene Alluvium overlying weathered bedrock, the proposed structural loads are large, and the new Central Reservoir is to be placed on a pad at an elevation of 182 feet, required placement of up to 30 feet of fill over the current basin. Additionally, the project aims for a long-term foundation solution that will outlive the new replacement tanks and accommodate future site upgrades. In order to meet this goal, the differential settlement criterion for the tanks was ¼ inch over 50 feet length. Lastly, the project also aims to address EBMUD’s increasing trench spoil stockpiles by recycling discarded trench spoils as fill for the proposed tank pad."

This paper describes the special problems that occur with the construction of diaphragm walls and discusses the lessons learned during the repairs of structural walls. Although diaphragm or slurry wall technology and equipment has vastly improved since its development in the late 1950?s, significant problems still occur. Key issues are repairs related to panel joints between wall panels, concrete defects associated with tremie concrete problems, leaks and other defects at tieback reservations or inserts, wall leaks within the plane of the wall and surface repairs. The paper supports the position that diaphragm walls are relatively watertight when properly constructed, but cautions that it is necessary to address potential problems in the design stage and allow for flexibility in construction so that the problems that occur can be corrected once encountered. Due to the fast track nature of most projects the time available for design, detailing and construction is limited. As a result, insufficient attention to detail by any of the responsible parties can lead to imperfections and defects in the wall. The authors describe the nature of these problems and their potential resolution based on ?lessons learned.? The timely response to wall problems is essential to the successful completion of a diaphragm wall project. Appropriate repairs have resulted in largely successful jobs starting with the World Trade Center in New York City. The authors? total 80 years of experience as the engineer of record and designer, inspector and contractor?s representative for the diaphragm wall results in a unique insight to deal with these problems.

The New York City Housing Authority (NYCHA) Red Hook Houses was subjected to damage during Superstorm Sandy. As a result, the NYCHA has an ongoing project known as Restoration Associated with Sandy Recovery Program to improve the resistance against future storms. The specific project included 28 residential buildings and several service buildings within the Red Hook Development. The subsurface conditions within the eastern portion of the site included existing fill material underlain by varying stratums of very loose, loose and medium dense silty sands followed by very soft to medium stiff clay or dense silty sands. The western portion of the site included existing fill material, very loose to medium dense silty sands and organic clayey silts underlain by very soft to medium stiff sandy silts. Based on the geotechnical report, a conventional driven steel pile system was specified containing two pile depths. As part of the project bidding, an alternative pile type was recommended and analyzed to provide quicker installation, reduce vibrations, reduce noise, and provide relatively large cost savings. Due to relatively high lateral loading, an innovative double steel casing drilled displacement piles was proposed as the alternative pile option. Field testing proved the piles capable of the required project capacities and the use of drilled displacement piles as the best alternative for the project and accepted by the NYCHA.

"In order to remodel an existing beach resort on the Gulf of Mexico, an existing three story structure, founded on stepped tapered piles, was to be replaced by a ten-story building with service rooms on a daylight basement level, conference rooms on the next levels and up-scale hotel rooms on the upper levels. The new building was founded on augered-cast-in-place (ACIP) piles. The pile caps and the basement required excavations between nine and fifteen feet (three to five meters) below ground surface.BAUER Foundations Corp. (BFC) successfully used Cutter Soil Mixing (CSM) to install the support of excavation walls. This technique allowed for the adjustment of the wall alignment during execution in order to avoid existing and new piles and other underground obstructions. Nearly 1600 – 16-inch (400 mm diameter) ACIP piles were installed to an average depth of 71.5 feet (22m) below ground surface (BGS) by BFC to support the new hotel structure. Initial grout overages in piles were excessively high and ground stability issues were encountered in some pile locations. By identifying specific areas of concern BFC was able to modify the approach to ACIP installation, effectively mitigating the ongoing risks and successfully completed the project.PROJECTMarriott Hotels began the $300 million renovation and upgrade of their Marco Island Marriott Beach Club Hotel in Marco Island, FL to JW Marriott status in May 2015. The renovation included the demolition of a portion of their existing hotel tower, and the construction of a new 10-story hotel tower consisting of 94 new guest rooms and a 10,000 SF (900 m2) ballroom, among other amenities. As is typical with hotel construction, time was of the essence. The schedule was the driving factor of this project as the owner had already booked events in their new ballroom starting in January of 2017.BFC provided the client with a deep foundation package that included the installation of 1562 Augered Cast-In-Place (ACIP) piles supporting the new tower, and the design and construction of approximately 36,500 SF (3,400 m2) of soil-mixed retaining wall for support of excavation (SoE)."

1 Triton Square was originally a six-storey building with a one-level basement located within a commercial development near Euston, London. It was designed and constructed in the 1990s and the foundation scheme comprised straight shafted London Clay piles arranged singly beneath columns. The scheme added three storeys and a five-storey infill in the central atrium area to increase the building floorplate by 70% and maintained the usability of the basement space. As the loads to support the additional floorplate area were greater than the capacity of the existing foundations, an optimised strengthening scheme of small diameter piles installed within the existing basement and a slender retro-fitted raft was installed to augment the existing piles. The re-use and strengthening of almost all of the existing foundations enabled re-use of a very high proportion of the superstructure and in approximately 35,000 tonnes of concrete and 1,900 tonnes of reinforcement and structural steelwork being re-used. The structural embodied carbon for the refurbished building scheme is estimated at an average of 136 kgCO2e/m2, achieving a Structural Carbon Rating Scheme (SCORS) “A” rating with components detailed in the paper.

A test pile program was undertaken at a project site in Ain Sukhna, Egypt for an import/export oil jetty. Two 1219 mm diameter open ended steel pipe piles were evaluated at two separate test locations. Each test pile was dynamically tested during initial drive utilizing a Pile Driving Analyzer (PDA). Restrike testing was also performed to evaluate the time dependent soil setup. One static compression test and one static tension test was performed at each test location. A correlation of the static and dynamic load test results was established to develop a driving criteria for the piling across the two kilometer project. The constructability benefits of shorter piles will be discussed in more detail, given that the pile lengths were shortened by 9 to 10 meters on average. Lastly, the use of a four pile linear layout to perform both compression and tension tests will be covered. INTRODUCTION With the increased number of Very Large Crude Carriers (VLCC) & Ultra Large Crude Carriers (ULCC) being used to transport oil products around the world, companies and/or nations are presented with the challenge of transferring these products to and from the carriers in deep water scenarios, typically 15 to 20 meter depths, to accommodate the vessels draft. One option for loading/unloading the oil products from a VLCC or ULCC would be to transfer to/from smaller vessels several miles offshore, whereas the most economical option is to unload directly to a pipeline via a berth/jetty platform near shore. These berth platforms must be designed to withstand multiple loading scenarios while these carriers are moored and transferring their products. The use of Large Diameter Open Ended Pipes (LDOEP) piles are a common foundation choice for this offshore application. One of the drawbacks of LDOEP piles, especially across a large project site, is that there can be extreme variability in the pile driving behavior. This can be caused by either a change in soil conditions or the performance of the soil plug. Due to this variability, it is important to verify throughout the duration of the project that the piling is being installed to the correct criteria as established during the load test program. A well designed driven pile load test program, preferably with the combination of Static Load Testing (SLT) and Pile Driving Analysis (PDA), should develop a driving criteria that can allow the contractor and owner to monitor any change in driving behavior.
