INTRODUCTION Underground structures are generally regarded to be safer than surface structures during strong seismic motion, except when crossing a causative fault. Recent studies of observed earthquake damage to tunnels generally support this view, although instances of severe damage and, occasionally, collapse are reported. For proposed underground construction of sensitive structures such as nuclear power plants, liquefied natural gas facilities, and nuclear waste repositories, a verification of the seismic response of underground structures will be required.. This paper discusses the stabilization recommendations used in a study of additional costs required to protect tunnels against ground motion caused by earthquakes and underground nuclear explosions (1). The study is a part of the site investigations for possible construction of a nuclear waste repository. The additional costs estimated in the study are not presented here; only the stabilization measures are presented in the present paper. The tunnels, which would constitute the underground facilities of a possible repository, are assumed to be 5.5 m (18 ft) in diameter and to be located at a depth of 600 m (2,000 ft). Three candidate geological materials are considered: argillite (shale), granite, and tuff. Several peak ground accelerations are used: 0.3g, 0.5g, and 0.7g for earthquakes, and 0.5g, 0.7g, and 1.0g for underground nuclear explosions. Potential damage due only to shaking is considered here. This paper does not discuss problems that result from creep or sudden rupture of intersected faults or from ground failures at portals.

INTRODUCTION The analysis and design of underground structures to resist vibratory motion due to earthquakes has been of interest to engineers for several decades. The dynamic stability of a powerhouse cavern was considered in the 1960s (Campbell and Dodd, 1967). About the same time, the designers of the San Francisco Bay Area Rapid Transit system developed procedures for analyzing the subaqueous tunnels placed under San Francisco Bay and the tunnels excavated along the land portions of the alignment (Kuesel, 1969). Japanese designers developed fairly sophisticated procedures for analyzing subaqueous tunnels during the late 1960s and early 1970s (Kuribayashi et al., 1974). In the past decade, proposals to site important critical underground facilities in regions with moderate to high seismic activity have increased the interest in earthquake engineering of underground structures. Seismic designs or seismic studies have been conducted for rock caverns for storage of petroleum or location of power plants (Yamahara et al., 1977; Glass, 1976), buried tanks for fuels or rad¬ioactive waste (Fukushima et al., 1977; URS/Blume, 1976), tunnels for disposal of nuclear waste (Yanev and Owen, 1978; Wahi et al., 1980), and urban mass transit tunnels (Monsees and Merrit, 1984). One of the greatest drivers of the interest in seismic analysis and design of underground structures has been the proposals to dispose of high-level nuclear waste in mined repositories some 300 to 600 m (approximately 1,000 to 2,000 ft) below the ground surface. In 1979, the authors, in conjunction with Professor Tor Brekke, presented a paper on an evaluation and design procedure used in a study of a proposed nuclear waste repository (Owen, Scholl, and Brekke, 1979).

As part of an on-going effort to improve water quality and reduce discharge into Boston Harbor, the Massachusetts Water Resources Authority (MWRA) East Boston Branch Sewer Relief Project was designed under a Federal mandate from the United States Environmental Protection Agency (EPA) to upgrade the aging sewer system, increase system storage and greatly reduce the volume of combined sewer overflows into the Harbor. The project scope of work includes the installation of over 2 miles (11,800 linear feet) of 36-inch and 66-inch diameter sewer relief piping, twenty (20) temporary shafts and an approximate 100 foot open cut section, located within the densely populated neighborhood of East Boston, Massachusetts. This area is a former marshland backfilled in the early to mid 1800?s where busy commercial streets co-mingle with thickly settled residential houses. The subsurface conditions present within Boston?s complex geology include the presence of subsurface contamination as well as complex networks of underground utilities. Additional site limitations included low headroom, noise, and traffic restrictions. Together these limitations required the design of individual earth support systems, tailored for each shaft location. Moreover, challenging subsurface conditions identified during construction required design modifications to minimize cost and schedule impacts related to construction dewatering, treatment of contaminated groundwater, internal bracing, and utility relocations. This paper provides a case history of the Geo-structural design and performance of various earth support techniques utilized to construct jacking and receiving shafts designed to launch and receive two (2) micro-tunnel boring machines (MTBM) and to support the construction of new deep shaft structures in an urban coastal area.

Stillwater Mining Company commenced construction and development of the East Boulder underground mine in 1998. This new PGM mine is situated adjacent to the East Boulder River approximately 35 miles south of Big Timber, Montana. Project planning and development incorporated detailed collaboration between the regulatory agencies, concerned citizens and mine personnel. A unique ?good neighbour agreement? was established with a local environmental group who have become actively involved in the review of ongoing site development and the implementation of environmental and compliance monitoring. Environmental management systems allow for integrated management of tailings, waste rock and water in order to minimize surface disturbances and to prevent adverse impacts to the East Boulder River. Long-term site development plans contemplate implementation of comingled waste rock and paste tailings. Water management capabilities allow biological treatment of all excess mine water in order to reduce nitrogen loadings prior to land application disposal by means of spray evaporation, snow making and land application. The comprehensive waste and water management plans have also been integrated with staged mine development and interim reclamation requirements.

A CHAPTER of appealing interest was added to the industrial history of the Southwest early in June, when the War Production Board gave final approval to the erection of a blast furnace, a battery of coke ovens, an ore-beneficiation plant, and other facilities for the production of pig iron in northeastern Texas, just north of the East Texas oil field. For many years the people of Texas and adjoining states have cherished the ambition and desire that eventually an iron and steel industry drawing upon local mineral resources would be established to serve Southwestern markets. The existence in this vicinity of valuable deposits of iron ore, limestone, and coking coal has been known in a general way for many years, and efforts have been made from time to time to use them in the production of iron. The present development promises to bring to realization the dreams of the men who have visualized what the establishment of this basic industry would mean to the region.

"The area encompassed by this report is the eastern and northern Cordillera, shown on the composite map accompanying these background papers. It extends from the 49th pm•allel to the Arctic Ocean and from the Rocky Mountain and Tintina trenches to the Interior Plains. The Mackenzie delta is included in the discussions because of the implications of the bedrock geology of the Arctic Plateau and Coastal Plain on the hydrocarbon and mineral potential beneath it.The eastern and northern Cordillera forms the back-bone of the Western Canada sedimentary basin and from it most of the principles of orogenesis and epeirogenesis relating to the understanding of the structural, depositional and fossil record of the basin have been derived. It may be divided roughly into two parts, reflecting basic differences not only in structural style but also in mineral potential. The more easterly and younger rocks generally contain hydro-carbons, coal and non-metallic minerals; the more westerly and older rocks contain metallic and industrial minerals."

DOUG HALBE: I've decided that we're going to change tactics here and we're going to be nice to people from now on. [Co-chair makes gesture of intense disbelief; laughter] I've also decided who's not going to be a co-chair next year. [laughter] We thought we'd get a couple of experts for our next presentation: some people with a lot of experience. We've asked them to tell us some of the things that all of you operators out there might be able to apply immediately to your plant. Our next two speakers have a tremendous amount of experience, and I think you'll find what they're going to say is highly pertinent to most plants. I looked through their paper and found some things that I could have used in the plants I operated in the past. Our first speaker is Terry McNulty. A lot of you know Terry. He was with Anaconda for a number of years as director of research. He then was president of Hazen Research. I'm going to continue with our new custom of saying nice things. Terry is the guy that I call when I don't know something, and he's always got the answer. SPEAKER: Who do you work for, Doug? [laughter] DOUG HALBE: Remember that we're being nice to people here, Joe. I know that's a stretch. [laughter] TERRY McNULTY: Thank you, Doug. I'm a little bit mystified by this sudden switch of tactics just before I get to the podium. Doug's been a good friend for a lot of years so I guess I do have to be nice. I won't say anything deprecatory about him, but I would have to comment that the observations made by earlier speakers have been far too generous. Test equipment has been developed to record automatically both the displacement of the pile head and the load applied during a conventional maintained load pile test. Some systems also have, in addition, been fitted with the facility for maintaining the applied load, as set by the operator, at very constant levels. The advantages are both commercial and technical, but a well trained operator has to be in attendance to control the test. Since typical test specifications in the UK require more than 19 hours to complete, it became inevitable that at least one equipment operator remained on site to expedite the test for its duration. Although electronic measurement and data logging of load tests may be more safe than previous direct observation of dial gauges. A single person remaining on a construction site alone is not to be recommended, even if they are just supervising the test. Further development of the testing system produced equipment which will perform the entire test specification as required without operator intervention. To achieve this, full automation is employed. The patented method particularly addresses the safety requirements and by using additional sensors, detects any uncharacteristic behaviour of the pile under test or of the reaction system and the equipment takes appropriate action in a controlled and safe manner. The quality of test data returned from these automated systems is a key element when analysing pile behaviour with models such as CEMSOLVE? and TIMESETTM. These analysis methods often indicate ground disturbance resulting from installation technique and have allowed pile design to be optimised using actual field data rather than theoretical considerations alone. An additional feature is remote access, this allows the data recorded to be transferred and the progress of the test to be viewed from practically any location. This permits experts to view the data 'live' and allows rapid diagnosis of any problems with the expected pile behaviour.

EGAT Mae Moh Lignite Mine in Thailand produces about 16 Mt of lignite annually from open-cut mining. The coal is used to generate 2400 MW of electricity. In the near future, however, the coal must be extracted from underground at 400 - 500 m deep from the surface. The problem is the thickness of the coal seams. There are two coal seams that are about 25 m thick with 20 - 25 m of interburden between them.In order to investigate thick seam mining systems and propose a new mining system in ultra-thick coal seams in Thailand, a joint research group was established by Japanese and Thai researchers and mining engineers in early 2009. This paper describes conventional underground mining systems and underground coal gasification for thick coal seams and discusses the applicable coal mining systems to this mine. Then, this paper proposes an innovative underground coal mining system for thick coal seam, ‘eco-friendly underground coal mining system which consists of the utilisation of flyash and CO2 storage’.

Mining for sand was active in South Delhi during the last four decades disregarding all norms of safety. The aim of the paper is to highlight what is proposed to be done for mining in Delhi. Apart from the damage to the landscape, the earlier operations gave rise to visual pollution to the scenic Delhi area and there is immediate need of land restoration and landscaping. Future mining should be planned so that the resultant land surface completely merges with the topography and gradually assimilates with the green belt. Restoration of old workings, land reclamation and details of plantation in old pit areas are included. The project also provides a demon- stration site to show the impact of eco-development leading to new legisla- tive measures, as it is in the Capital of India itself and therefore more accessible than any other area. What has been suggested for mining is not the latest and the most modern equipments from the Western point of view but the right equipment to meet the specific requirement of the country. Financial projections are included alongwith technical details of the project to show the benefits to the society. It is concluded that eco-development is essential for the mining in the Twenty- First Century.

The demand for environmentally friendly commercial explosives has increased globally due to concerns regarding environmentally friendly mining activities. Ammonium nitrate fuel oil (ANFO) and bulk emulsion explosives (BEE) are two kinds of civil explosives primarily used in coal and mineral mining in Indonesia. Indonesia is one of the leading countries in coal and mineral mining production and export, with abundant resources; therefore, the consumption of civil explosives such as ANFO and BEE is enormous. The selection and evaluation of commercial explosives are mostly done on the commercial and technical side, and no assessment is made based on environmental aspects. This preliminary study evaluates the economic value and environmental burden of greenhouse gas emissions produced by ANFO and BEE and determines which type of explosives is more environmentally friendly. The combination of environmental and economic indicators, eco-efficiency (E/E), was selected to investigate BEE’s economic and environmental performance compared to ANFO. The life cycle of greenhouse gas emissions of BEE and AN was determined using previously available studies and simple calculations. The cost of the product or explosives was used to represent the economic value. The E/E results showed that environmental and economic sustainability could be enhanced using BEE.

Algumas estratégias vêm sendo incorporadas na cominuição de minérios, voltadas para reduzir os custos operacionais (OPEX) e garantir o funcionamento de suas operações no longo prazo. Paralelamente, elas permitem reduzir os impactos ambientais desta operação sob a ótica da sustentabilidade, devido às melhorias na eficiência de uso dos recursos e na mitigação das mudanças climáticas. Porém, a incorporação dessas estratégias é restrita pelo tipo de tecnologia empregada e pelo layout da usina e, portanto, o maior potencial de minimização dos impactos econômicos e ambientais encontra-se principalmente na etapa de projeto dos circuitos. Este potencial muitas vezes é desperdiçado, sendo ainda poucas as implementações sistemáticas adotadas na indústria mineral, visando melhorar a ecoeficiência dos processos. Neste trabalho é proposta uma metodologia fundamentada em princípios de sustentabilidade e aplicável ao beneficiamento de minérios, usando uma abordagem simplificada da Avaliação de Ciclo de Vida (ACV). A metodologia é focada na cominuição de minérios brasileiros, tendo sido aplicada ao beneficiamento de Itabiritos, os quais estão se tornando estratégicos no Brasil.

This paper summarises the information about current state of eco-environmental problems, geological disaster and mining waste causing during the process of limestone mining. By comparing the management experiences of limestone mines in other countries, management problems in China have been discussed and improved management options have been proposed here. Leo-potpourri, was selected as the title to this paper for several reasons. First, it is a fascinating word--not looking like it sounds or sounding like it looks. It also allows for a great degree of flexibility in designing a presentation around it. Further, it has become popular to use this eco hyphen something pattern. We hear of eco-mania, eco-hysteria and the like. Lastly, in this era of intense environmental concern, two of the principle elements on which the integrity of our efforts must be equated are ecology and economics. Accordingly, the term "Eco-potpourris" allows me to roam at will through the great number of considerations that make up this environmental issue. Whereas only a few years ago the subject of environment and environmental control had low visibility with the public, today it competes as the focus of attention with the many other popular social issues of our time. The program content here at this meeting, for example, is liberally represented by papers dealing with one or more aspects of environmental concern. If one would look at the 1964 program, in contrast, I would expect that no more than possibly one or two papers covered this subject and even then that those papers dealt principally with the environmental aspect of occupational health. It is gratifying that the program at this meeting demonstrates a serious awareness to a broad spectrum of environmental concerns. It would be a mistake, of course, to believe that this clamor for a quality environment is a "flash in the pan" that will soon subside. Mining operations, especially surface coal mines, have great impacts on the local ecosystem and the environment. However, it has been a common practice in mine design that the economic evaluation considers only the operating and capital costs, while the costs incurred due to ecological damage are left out. Such practice underestimates the total cost of mining and ignores the difference in ecological impacts between different mine design alternatives. With growing interest in sustainable development, the mining industry is under increasing pressure to operate not only based on economic and engineering principles but also on principles of sustainability. Therefore, estimating ecological costs of mining and considering such costs in the mine design process is an important step towards reducing ecological impacts at the design stage. The objective of this paper is to quantify the ecological costs of open pit coal mining and to demonstrate the influence of such costs on the ultimate pit design. The ecological costs of mining are estimated based on the areas and types of land damaged by mining activities and the carbon emission from energy consumption. Four major components of ecological cost are identified, namely, lost value of direct eco-services, lost value of indirect eco-services, prevention and restoration costs, and the cost of carbon emission from energy consumption. Necessary equations are given for estimating these costs. An algorithm is described for ultimate pit optimization in coal deposits with near-horizontal coal seams. A case study is presented in which the ultimate pits with and without ecological costs are optimized and compared to show the influence of ecological costs on the pit design outcome.

A waste management area of a copper zinc mine which is expected to be generating acid exceeding 1000 years is used as a research facility to develop a passive treatment approach to decommissioning the site. One of the processes proposed to be implemented in a lake with a one million cubic metre volume is biological polishing. To determine the expected performance of the process, model is constructed from experimental data collected in the lake. The model results and the field data represent a weak fit, but the discrepancies are useful indicators of key factors affecting the process, such as iron cycling.
