Best practice in the design and construction of soil cover systems for mine waste management has advanced extensively over the past two decades. While significant progress has been achieved, we still have little experience with respect to proven performance for cover systems that must last hundreds of years. Some cover designs appear to be functioning well, while at the same time the performance of many more are now being called into question. This presentation evaluates the integrity of cover systems from both a global and local perspective in relation to the uranium industry within Canada.

The liability created by building this railway is the great financial problem before the people of British Columbia at the present time. In dealing with the subject, I propose to divide it into three periods: The Past - The Present - and The Future. The Past The primary objects in building the railway were to provide an independent and direct route for the Grand Trunk Pacific railway into the city of Vancouver, and to open the central and north-eastern portion of the province.. This vast territory, almost one-half the entire area of British Columbia, has great wealth in fruit, agricultural, and grazing lands; timber, coal, water-power and minerals of all kinds, including some of the richest placer deposits in the world. Rivers and lakes teem with fish. Big game, including moose, elk, caribou, deer, grizzly and black bear, mountain goat and sheep, is plentiful and there is an abundance of small game and fur-bearing animals. In addition, its scenic attractions are unsurpassed in Canada. To develop these resources it was considered necessary to build a railway from south to north as a main artery of transportation and, if necessary, branch lines to carry heavy .shipments of coal or other commodities. Lighter freight may be handled by motor trucks from distant points to the railway.

There are currently two operators producing oil from the surface-mineable portions of Alberta?s oil sands (Syncrude Canada Ltd. and Suncor Inc.) and two other companies are proposing to enter the industry (Albian Sands in 2002 and True North in 2004). Tailings from the two current oil sands plants contain approximately 220 000 tonnes per year of recoverable TiO2 and approximately 80 000 tonnes per year of recoverable zircon. This represents approximately 6% of the world?s TiO 2 consumption and approximately 9% of the world?s zircon production. With the commissioning of plants by Albian Sands and True North, and the announced expansion of plants by Syncrude and Suncor, it is expected that these tonnages could quadruple in the next ten years. All of these operators have at least 50 years of reserves even at these expanded production rates. The occurrence of heavy minerals in Alberta?s oil sands has long been known and is well documented in the literature. There have been a number of attempts to produce market-grade products from this resource and the results of this work have been quite mixed. Typically, researchers have used the normal mineral dressing techniques of the industry and have found the mineral assemblage does not respond to these techniques all that well. This has led to the widelyheld suspicion that there must be some difficult metallurgical problems associated with this resource. There are three main problem areas that have created difficulties for previous researchers: 1) The bitumen coating on the sand grains; 2) Secondary mineralization such as pyrite, siderite and calcite 3) A high proportion of aluminosilicates (approximately 25%) that have the same gravity, electrostatic and magnetic properties as other minerals in the heavy mineral suite. Recent work by Lakefield Research shows that these problems can be largely overcome with some novel approaches. The bitumen can be removed by washing with a solvent in the presence of a demulsifier. The pyrite can be removed by flotation. And the titanium and zircon minerals can be separated by selective flotation followed by conventional electrostatic and magnetic separation.

REACH was proposed by the EU Commission in October 2003 and stands for the Registration Evaluation, Authorisation and Restriction of Chemicals. It requires that all substances identified as persistent, bio-accumulative and toxic, whether the risk of those chemicals being released is real or perceived, require registration prior to them being allowed to be imported into the European Union. An internal investigation by the metals industry indicates that almost all primary raw materials streams would be classified as hazardous due to the potential health or environmental hazard properties of one or more of their ingredients. REACH uses a wide definition for chemicals and metals and as such its implications greatly impact the entire supply chain of the metals industry. The process of registration would require the producer/ importer to produce a dossier. Initiatives along the same lines as the EU REACH are also coming up in other parts of the world. REACH requires registration of at least four substances manufactured by the aluminium industry: aluminium metal, including powder, aluminium oxide, and aluminium hydroxide. The proposed legislation permits the affected companies to band together to form a consortium to develop certain aspects of the registration application. The aluminium industry has established a consortium and testing is currently underway.

"One of the corporate values mentioned by many companies deals with respect for people. This paper discusses one aspect of this value, namely, the need for clarity of accountabilities and authorities. The job of the manager in achieving this goal is analyzed and the benefits of enhancing the manager-employee conversation outlined. IntroductionCorporate values usually refer to the standards of behaviour that the leaders of the organization expect of all employees, including themselves, in carrying out their duties. Terms such as integrity, respect for the individual, continuous improvement, continuous learning, teamwork, speed, and innovation are quite common. The company-specific values are typically developed by the top executives of the company, and then tested with a broader group of employees. Where the process works, employees have a good understanding of what behaviour is expected of them in doing their work, in making difficult decisions, and in interacting with others.Having spent considerable time in his career investigating and studying the management systems at over 50 of the most successful companies in Canada, the United States, Europe and Japan, the author has had the opportunity to visit organizations such as Hewlett-Packard, 3M, Xerox, Intel, Toyota, NEC, Komatsu, British Airways, and Eastman Chemical. These experiences, together with the work of many other researchers, including the work of Dr. Elliott Jacques, have helped significantly to form the thoughts expressed below.Rather than reviewing the creation of corporate values and their deployment through the organization, these remarks focus on issues over which managers and employees have some control. The value in which managers can have significant impact deals with people and the respect shown them in the workplace. The component of respect to be emphasized is to be clear about expectations or accountabilities for oneself and the people who report to you, and to ensure that personal authority matches those expectations."

There are fifteen accepted types of uranium ore deposits and at least forty subtypes readily identified around the world. Each deposit type has a unique geological model which may also have unique processing implications. Primary uranium production in the past decade has come from a handful of these deposit types: unconformity, sandstone, calcrete, intrusive, breccia complex and volcanic. Processing implications for each of the fifteen deposit types can vary widely between and within different geological models. Some key characteristics of uranium deposits that may have processing implications include: ore grade, uranium and gangue mineralogy ? including clay and carbonate species and content, hardness, porosity, uranium mineral morphology, and carbon content. Processing roadblocks may occur as a result of one or more of these characteristics for any of the fifteen deposit types. Future technological advances and innovative thinking around uranium ore processing could provide avenues for roadblock removal setting the stage for additional and economically-viable uranium production from traditional and non-traditional uranium ore deposits.

The decommissioning of uranium tailings facilities often requires the design of a suitable cover system. In northern climatic environments there is a portion each year that can be considered to be ?inactive? while the remainder of the year can be considered to be ?active?. There are numerous engineering design assumptions required when analyzing both the ?active? and the ?inactive? portions of the year. Cover systems are subjected to complex boundary conditions and nonlinear unsaturated soil properties. The proposed paper describes the steps necessary for the preparation and the analysis of a multi-year climatic database for the design of a cover system in northern environments. The paper also explains how climate can be classified and how observed variations from one year to the next can be taken into consideration in cover design. The results of climatic records at two different sites are used to illustrate conditions that need to be taken into consideration when designing soil cover systems.

"The original grinding circuit at East Malartic consisted of two 8 by 8 C.A.C. mills in closed circuit with two 72 inch Akins Classifiers and an 8 by 10 secondary mill in closed circuit with two 48 inch duplex classifiers. With this circuit, we experienced a drastic drop in tonnage from one month to another, due to variations in the hardness of the ore. The first step to overcome this difficulty was made by increasing the critical speeds of the mills from 78% to 82%. This resulted in an increase in the secondary mill throughput; but, when the change was made on the primary mills no increase was obtained.The drastic drops in tonnage were still experienced and through working with Allis Chalmers the 8 by 10 mill was converted to a rod mill and the two 8 by 8 n1ills to secondary mills. This change eliminated the two 72 inch Atkins classifiers and the scoops on all the mills, since the 48 inch Akins classifiers sands could then be fed by gravity to the secondary mills through feed pipes.The rod mill and secondary mill discharges were fed to a common pump box using 5 by 5 S.R.L.'s running at 1085 R.P.M. with a twenty-five foot head. When this was done the pumping costs jumped from $105. 00 for 6 months to $1050. 00 in one month, or from 0. 0004 to 2. 75 cents a ton milled. Hydrolysis of metallic ions depends on pH and the products of hydrolysis either activate flotation or can lead to inadvertent activation of gangue particles, but can also depress flotation of valuable components. One of the most recently studied topics is the use of seawater in flotation. Seawater is a concentrated NaCl solution (about 0.6 mol/L) that also contains considerable amount of Mg2+ and Ca2+ ions. The hydrolysis products of Mg2+ strongly depress flotation of molybdenite over the pH ranges over which they form in the process water. This effect can be eliminated by removal of hydrolysing ions from the process water or by carrying out the flotation at the pH over which such a hydrolysis can be avoided. The former can be exemplified by prior precipitation of the harmful hydrolysing ions as, for example, in the University of Concepcion Patent. The latter can be exemplified by the use of metabisulfite to depress pyrite in the flotation of Cu-Mo sulfide ores in seawater, the process that is carried out at much lower pH, which avoids formation of Mg2+ hydrolysis products.

Substitution of coal and coke by renewable carbon (charcoal) is a low-risk and low-capital path to 50% or more reduction in net CO2 emissions by the steel industry. However, the high cost of charcoal and its low availability in most countries are barriers for the implementation of this approach. Development of an efficient wood carbonisation technology (slow pyrolysis) capable of producing large-volumes of charcoal from low-cost wood feed (e.g. wood wastes or forest residues) is an essential step towards the use of renewable carbon by the iron and steel industry. This paper provides a summary of the progress made over several years of R&D covering: (1) development and piloting of a new energy efficient slow pyrolysis process for production of charcoal from woody biomass at a competitive cost to the PCI coal, (2) techno-economic evaluation of the process. The main feature of the process is that the material undergoing pyrolysis is heated spontaneously without the supply of heat or air to the reactor. This makes it possible to carbonize large volumes of small-sized wood (e.g. wastes and residues) in a single reactor unit and capture high calorific value pyrolysis by-products

"THE OTTAWA BRANCH, CIM, each year holds a symposium on a subject of topical interest. The symposium this year was on Canada's Offshore Mineral Resources, at which papers were presented by: Dr. Donald G. Crosby, chief, Resource Administration Di-vision, Department of Energy, Mines and Resources, Ottawa; John A. Beesley, head, Legal Division, Department of External Affairs, Ottawa; and David W. Smith, man-ager, offshore exploration and production, Shell Canada Limited, Calgary. Because of the interest which this topic holds for our members, and because of the wealth and significance of information presented, the three papers -representing the first comprehensive review of our offshore resources -are reproduced herewith. The opening remarks of the Chairman, Dr. F. K. North, Professor of Geology, Carleton University, are also recorded, together with a few of the questions asked by the large attending audience. The symposium was held February 13th, and was organized by Dr. W. M. Tupper, chairman of the Branch Program Commit-tee. Differences in the extent of the continental shelf will be noted in the papers. These differences are related to slightly different definitions of the continental shelf by the authors."

IN 1934 Newfoundland, after extravagant operation based on exaggerated ideas of what she had to work with, became bankrupt, ceased to be a self-governing Dominion, and passed into the hands of a Commission. Since the days of Dawson, Canadians have been taught that no country in the world is as rich as their own. This idea has become a religion; contrary views are heresy, and are suppressed even by technical organizations and government departments. Following the alleged habit of the ostrich, we have buried our heads in the sand and have refused to face the facts. This policy of "to have today and to hell with tomorrow" is now bearing fruit. After forty years of operation on the basis of unlimited natural wealth, with resulting over-expansion, wholesale depletion of capital assets, and huge borrowings, we are, now that our wealth has been shown to be very limited, face to face with the status of Newfoundland. Already, in this Province, commission government of bankrupt municipalities is not uncommon. The ostrich is referred to as the most foolish bird in the world. That is not the case-no ostrich ever hid his head in the sand. In the clear air of his home on the South African veldt, an area characterized by low bushes, he is a conspicuous object. When danger approaches, he lowers his head; matches his background, the bushes; and danger passes him by. This leaves the Canadian, with his head still in the sand, to fill the r61e cast for the ostrich. Fortunately, a few Canadians never did get their heads covered; others are getting them out far enough to see what is going on. Their comments are very much to the point. "Nowhere in the world," says Mr. Meighen, "has more harm been done to any country by an exaggeration of its resources and potentialities than has been done in Canada'.

The concept of Product Stewardship has evolved as a system or vehicle for the industrial sector to demonstrate an active concern about the environmental impact of their products, services and processes.

It is the purpose of this paper to point out conditions as they exist in the merchandizing of coal, to compare these conditions with methods in use by competitive producers of coal substitutes, and to present briefly some suggestions which may help the individual operator to market more coal in the immediate future, while we are waiting for the scientist and research worker, who are now busy on coal betterment , to produce in a practical way the results which they now write about in such glowing terms. While it may be unnecessary to call the attention of coal operators to the present deplorable condition of the industry, it might be well to impress upon our members in other branches of mining, as well as upon the public at large, the seriousness of the situation. Emerging from the war and the period of reconstruction that followed, the coal industry found itself with too many mines and too many men for normal conditions. To make matters worse, the interruptions in deliveries caused by strikes, the unfavourable publicity caused by socialistic propaganda, and the repeated governmental investigations, made the market a fertile field for coal substitutes which were not so handicapped. These substitutes were well advertised, and were marketed in an up-to-date manner, furnishing an example from which the coal operator could well profit. Now, whether or not there is agreement as to the cause or causes of this condition, there can be no doubt that we are today face to face with the fact that the sale of coal has not kept pace with the sale and use of other commodities. Had it done so, we would ere this have been able to take care of the surplus labour and work our mines at least approximately full time.

Magnesium additions to aluminum enhance strength and hardness, lowering density, and improving corrosion resistance. However, during melting and casting processes, significant amounts of magnesium are lost due to selective oxidation. Preventing these losses would reduce the production cost and improve the quality of the final product. The effects of strontium addition on the oxidation behaviour of aluminum-0.5% and 1% magnesium alloys were investigated by monitoring sample weight gains with time with a thermogravimetric balance at 750°C. Sample cross sections have been examined using Field Emission Gun Scanning Electron Microscope.

"An Independent Electricity System Operator Industrial Accelerator Program (IESO IAP) case study was completed for a mine in Ontario, Canada by SRK Consulting, Inc. The purpose of the study was to analyze the ventilation system to determine whether and which system improvements could reduce the overall electrical power demand of the mine. Financial incentives are offered by the IESO IAP grant program to help cover the capital costs of these improvements. This study included the completion of a full mine ventilation survey as well as measurement of a full suite of electrical parameters of the surface and underground ventilation fans. After these measurements, a base ventilation model was created and established as the system baseline. Changes to the ventilation system were modeled, and their effects on the power demand were projected. The results of the study showed that several improvements were possible which may significantly improve the efficiency of the ventilation system and reduce mine electricity demand.INTRODUCTIONIn 2017, a ventilation study was conducted in accordance with the Independent Electricity System Operator Industrial Accelerator Program (IESO IAP) at a mine in Ontario, Canada. The IESO IAP is designed to assist eligible transmission-connected Canadian companies operating in Ontario to fast track capital investment in major energy conservation projects. The program will provide financial incentives to encourage investment in innovative process changes and equipment retrofits to reduce electricity consumption on the provincial system and to help companies become more competitive by positively impacting their bottom line. There are now four initiatives under the Industrial Accelerator Program:1. Retrofit2. Process & Systems, including Small Capital Projects3. High Performance New Construction4. Energy Managers – a new initiative under the Industrial Accelerator ProgramWithin the program, companies may propose energy saving changes to their current systems where applicable and appropriate. Companies may then be awarded funding to implement the proposed changes. The program allows partial financial compensation to implement certain energy saving changes that would otherwise not be considered due to high capital costs. For larger projects, such as underground mine ventilation systems, a detailed engineering study must be submitted. This study must detail each energy saving change or measure, its savings, and calculate the financial incentives using the IESO IAP Payment Structure. Il apparaît principalement dans des minéraux, notamment sous forme de sulfures, en raison de son caractère chalcophile (c’est-à-dire son attraction pour l’élément soufre). Le cuivre se trouve dans la croûte terrestre sous forme de minéraux de cuivre, tels que dans les sulfures dont la chalcopyrite, la bornite, la covellite et la chalcocite. Il est également présent sous sa forme native ou dans des minéraux oxydés comme la cuprite et dans des carbonates hydratés, comme la malachite et l’azurite. La formation de gisements de minerai de cuivre implique des processus géologiques complexes, notamment l’activité hydrothermale, les intrusions magmatiques et l’altération des roches. Les gisements de minerai de cuivre se trouvent dans divers types d’environnements géologiques, dont les gisements porphyriques, les gisements de cuivre encaissés dans des roches sédimentaires, les gisements de type skarn, les gisements de sulfures massifs volcanogènes, les gisements magmatiques de type nickel-cuivre, les gisements de cuivre oxydé, et d’autres [1].

How Can Man Meet the Carbon-Free Energy Challenge ? ? Increases in Energy Efficiency can displace 1/2 to 2/3 of the Carbon-Free Energy required to stabilize at 550 ppmv ? Renewable Energies require too much land and thus can displace 5 to 10 % of the energy requirement ? Large new sources of carbon free energy are needed ? Conservation is desirable but provides only a small and variable contribution ? People will have to adjust to higher levels of CO2 in the atmosphere as energy demand continues to grow

Extractive metallurgy is concerned with the winning of metals from their ores and concentrates. It is therefore not unexpected that extractive metallurgy in Canada has always been closely linked with mining. The discovery and exploitation of new orebodies has provided the impetus for the building of many of our smelters and refineries - past and present - and for the development of new metal extraction processes. The purpose of this paper is to provide a brief overview of those early metallurgical developments, and to highlight the continuing expansion and diversification of the Canadian metallurgical industry.

IF gold mining is to assume, or it might be better said to resume, a place of ' importance in the national economy of this country following the present war, then one must accept the thesis that gold will maintain the place it has for many generations held in the minds of men as a substantial and lasting emblem of material wealth-a metal in exchange for which men have always been ready to give up the possession of their worldly goods. The thought bas been advanced by some that gold is not necessary as a basis for exchange, that it has no real value anyway and, therefore, the world would wake up some morning to find that no one wanted gold and that, over night, its possession bad in some way ceased to be desired. Holding an equally extreme view there are those who advance the idea that, following the war, gold will in some mysterious way enjoy a fantastic increase in value. Neither of these extreme views can be successfully supported. To presume that by legislation or by general agreement gold would be or could be, over night, dethroned to the position of common stone is wholly beyond the realm of any possibility. The thought that this could come to pass is advanced by, and is attractive to, only those peoples who do not have gold and do r:ot have the means of producing it. To believe that the fundamental value of gold will suddenly change is likewise fantastic. I refer to the fundamental value, not the dollar price, of gold, for it cannot be denied that, with the colossal war expenditures now being made and with the huge national debts which are being piled up, there is a possibility, indeed per-haps a likelihood, that the dollar price .of gold may be revised upward. For the purpose of this discussion, however, that possibility is irrelevant and need not be considered.
