Unnumbered ages have passed since the time when nature's laboratories were working without the aid of capital or labor unions assisted only by earth's cooling crust and old Sol's rays, to lay the prodigious coal beds of the earth and distil the oils which now furnish the basis for the world's great industries. Strangely enough rays from the same old sun probably somewhat diminished in intensity are still drawing from earth to clouds the water that will run down hill and through man-made devices produce energy to compete with that made with the products created in ages past. So now we find that within the past century vast human industries have grown up around the products of these agencies and here we are today discussing the many problems connected therewith and among the others the subject of this paper, which is essentially the relation of COAL to OIL in industry. The problems involved are those of human relationship and are not fundamentally unsolvable when engineering skill and knowledge is properly applied. The last few years has developed a brand of pessimism that is especially prevalent in the coal industry, at any rate in the west where we come in contact with it. In any general discussion with coal men, a very short time only is required to bring out the feeling or expression that the coal business is on the rocks and the reasons run the gamut of human deviltry. We have heard that in the not far distant past corn was so cheap that the farmers were compelled to burn it and thus deprive the coal mines of their well earned right to sell coal for this purpose. We have heard that the flood of oil is so vast that it was being burned in preference to coal, and to heap insult on injury that the rail- road locomotives were burning oil in order to pull coal away from the mines. We have heard that the union was responsible for all the woes to which the industry is subjected. We have heard that the family tin lizzie is so depleting the family exchequer that coal could not be purchased and if purchased could not be collected for. We have heard that producing mines are so numerous that the profits are a negligible quantity. These are but a few of the reasons assigned for making the coal producers a class of pessimists which is not good for the industry. All these reasons given and all the others must be taken collectively and these are not the cause but the effect of a rapidly changing civilization. An analogy may be found in the experience of many of us in the electric industry a few years ago. You may remember that less than 20 years ago the high efficiency Tungsten electric globe was introduced. It was so much more efficient than the old carbon lamp that only one-third of the current previously required was needed to produce the same illumination. Consternation seized the ranks of electrical men who had little or no vision, for the out- look was that so little current would be sold that everyone would be bankrupt. This limited vision, however, did not prevail, for all engaged in the industry spurred on by necessity, accomplished many of the things that we are now enjoying the fruits of be- cause the electric industry has grown and is growing by leaps and bounds and every highly efficient improvement is greeted with rejoicing. It is well known that when the old type of carbon arc lamp began to be replaced by modern units the manufacturer of carbon rods thought his doom was sealed and yet these same manufacturers have so adjusted them- selves to conditions that the dry battery business of today is of vastly greater volume and profit than was the carbon rod business of the past. PRESIDENT PRYDE: I am sure we have all listened with interest to the presentation of this subject. Anything that promises economy in coal mining today is welcomed by all of us. We will now have a discussion on this paper. If any of you gentlemen want to ask any questions, you may do so. I think we will develop something of interest and along the lines of economy. That is the first consideration of a coal mining man. MR. H. D. RANDALL: It is an interesting fact that in manufacturing we find the greatest economy results from giving a man the simplest possible act to perform, while there is nothing too complicated for a machine. If we want to put up a set screw we find it cheaper to let one man set it up and the other screw it in. The maximum economy is what we are after. Similarly, one of the points of greatest interest which Mr. Ickis has emphasized, is that this automatic equipment not merely dispenses with a manual operator, but also performs certain functions which the operator cannot do. It provides an inherent protection to the apparatus and service not possible under manual operation. We very rarely have cases of failure with these automatic equipments, .and consequently have the advantage not only of having eliminated the operator's salary, but also his mistakes. We have had a large number of these equipments in use for several years, so that their practicality is now thoroughly proven, and the trend of practice now indicates that the automatic idea will be further extended and will become universal for such classes of service. MR. D. C. McKEEHAN (Union Pacific Coal Company) : My notion of an automatic sub-station is one that does not necessarily require new equipment beyond the control equipment; so that any of you that are interested in it can take up with the manufacturers and find out how much it would cost to change any equipment. The greatest point I think is the fact it eliminates the several nationalities from operating the set, either on day shift or night shift. They can so lock the control as to make it impossible for anyone to start or stop it, except the one who has the authority. Another point I do not believe was brought out very clearly: It would be particularly advantageous to people who buy power, and if you could have several sets in parallel, it would allow you to start the shift with one set and cut in the additional sets as the shift progresses. There are various operations that stop at the end of each shift, and-one or two or three sets can be cut out, leaving the load on one set, providing the size of the copper is sufficient to supply all the points of the mine. Another point I want to bring out: In case you have quite a number of sets distributed along transmission line, the switch trips, the operation restores the service, and you may have several hundred-or in case with us, we would have several thousand-K. V. A. of Motor Generator Sets and Rotaries, that would be starting at once, and the switch would automatically trip out again. MR. RANDALL: Another form of control was described as the so-called supervisory control. This control could be started up so the starting would not be synchronous, but could be spread out over a sequence. MR. McKEEHAN: I think that is rather a theoretical consideration for coal miners. They are standing at the controller ready to shut it off unless there is some selective method of starting various sets- MR. RANDALL: I had in mind this supervisory control, one man, a central operator who would determine which station should start and he would take time enough to have his load come on gradually. He would not permit all the installations to come on simultaneously, but come on in succession: MR. McKEEHAN: You misunderstand me. Suppose we had the main switch at Rock Springs, which supplies several camps, and there are several

The meeting was called to order in the Albany hotel, with the President, John B. Marks, in the chair. At the request of the Secretary, the chairman brought before the Institute the question of a reorganization of the finances and system of conducting the Institute, explaining that, although the Institute is in good financial shape and the meetings are of great interest and are attended by a large and serious minded membership, the Institute is getting so large and of such value to the operators that it should be taken over by the operators, conducted by some man elected by and from the operators, and its financing put on a definite basis. At present, it was explained, the Secretary, not a coal operator nor interested in operating, arranges and conducts all meetings and finances the Institute from three sources: the very low dues, the advertisements published in the Proceedings, and by direct solicitation of contributions among the supply and machinery houses. Mr. James Dalrymple spoke vigorously on the need of having the Institute entirely free from any taint of commercialism. Upon motion by W. D. Brennan, seconded, a committee of four, one to represent each State, was voted. Appointment of this Committee was deferred temporarily. The reading of the minutes of the previous meeting was then called for, but upon statement of the Secretary, that the minutes were published in Volume 2 of the 1925 Proceedings, they were dispensed with. The Secretary-Treasurer's report was made informally inasmuch as the last report had not yet been audited. In brief, the Secretary reported on a cost of approximately $1,600.00 a year to publish and send out the Proceedings, an expense of approximately $1,800.00 to care for the Denver meeting, and an expense of approximately $1,200.00 to care for the summer meeting. The Secretary's salary of $25.00 a month has not been collected, but a certain portion of this has been used for stenographic expense. The Secretary asked for expression from the floor regarding the advisability of continuing the publication on the present elaborate plan. Mr. Gibson, Mr. Marks, Mr. Whiteside, Mr. Littlejohn, Mr. Dick and others spoke positively on the value of the present form of the Proceedings, and urged that no changes be attempted in this. Upon motion of Holbrook Mahn, it was moved, seconded and carried that E. H. Weitzel and W. F. Murray be made life members of the Institute in recognition of their services in the organization of the Institute, placing them with Floyd W. Parsons as the original organizers of the Institute. Mr. Murray spoke briefly in acknowledgment of the courtesy. Mr. Weitzel's words are included in the discussion A letter was read from George B. Pryde relative to the present emblem of the Institute. The oil industry had its inception in the United States in 1859 when the first oil well was drilled by Col. Drake at Titusville, Pennsylvania. From, a production of 2000 barrels for that year there was a slow but steady increase, with some fluctuations, up to 1901 for which year the output was approximately 69,389,194 barrels. Since that time the production has increased with leaps and bounds due to the rapid rise of the automotive industry, the widening use of oil as a fuel under boilers and the development of the. Diesel engine. The production for 1921 is estimated to have been 469,639,000 barrels. During the same year more than 125 millions of barrels were imported from Mexico. The oil industry, including the production, transportation, refining and distribution of petroleum and its products, is now the third largest in the country. Present Condition of the Industry During and immediately after the war the demand for petroleum exceeded the domestic production plus the imports from Mexico with the result that our storage oil was heavily drawn upon. Prices for crude exceeded all previous levels in the history of the industry. Pennsylvania crude sold for $6.10 per barrel and Mid-Continent crude for $3.50. Such prices stimulated wildcatting greatly with the result that several important new oil pools were discovered. Then as production increased the depression came which caused a large falling off in consumption. Pennsylvania crude fell to $2.25 per barrel and Mid-Continent to $1.00. Large oil companies such as the Standard, Sinclair and Empire took advantage of the situation, erected additional storage tanks and bought up millions of barrels to hold until better prices returned. Prices have already improved owing to a better market, but the domestic production coupled with the Mexican importations is still in excess of the demand with the result that the surplus is being stored. At the close of the year 1921, the U. S. Geological Survey estimates that there were 183,890,000 barrels of crude in storage in this country, the largest stocks in the history of the industry, yet an amount sufficient to supply the country for only 119 days at the present rate of consumption. Price reductions are again anticipated in some quarters but in view of the probable falling off in the Mexican output in the near, future due to the rapid rate of exhaustion of several of the most important pools and in view of the expected increase in consumption of gasoline and kerosene during the spring and summer months it is more likely that the present price level will be maintained. Present Sources of Domestic Supply Seven major oil fields are recognized by the U. S. Geological Survey in the United States. These are the Appalachian, Lima-Indiana, Illinois, Mid-Continent, Gulf Coast, Rocky Mountain and California. Two of these, Mid-Continent and California, supply about seventy-five per cent of the present total domestic output

Some time after my arrival in Rock Springs to fill a short engagement with The Union Pacific Coal Company, Mr. Dickinson informed me that he had placed me on the program for a paper entitled "Mechanical Loading in Indiana." Since development of mechanical loading operations on a genuine coal producing basis for that section began near Oakland City, Indiana, and rapidly spread over Southern Indiana, Western Kentucky and Southern Illinois simultaneously, the results referred to are in many ways common to all three states. Prior to December, 1922, several attempts at mechanical loading had been registered, notably among which were installations of the Jeffry Entry Driver, and the Meyers-Whaley loader. The object of most of these earlier installations was quick development rather than lower production costs in face loading. In this measure it is claimed the machines were at least partially satisfactory. Three items which seemed to delay rapid progress in the adoption of either machine were, excessive first cost, height of coal seam necessary, and timidity of the operator relative to the labor situation which might develop. When the Joy machine was put on the market in the form of the 4-B.U., with a clearance overall which would perform in coal slightly under five feet in height, and at a cost price of less than one-half that of other machines being sold, many operators were at once ready to take a chance along with the manufacturer. This desire was accentuated by the difficulty to operate coal mines at all at prevailing production costs. This condition also made the coal miner more receptive to machinery which would give added employment to the field. At the convention held in Cincinnati during May, Mr. .Joy stated that about 200 of his machines were in operation at that time. Mr. Whaley said that about 40 of his were in use in coal mines. It is probable that of the above sum 75 machines were installed in Indiana, Illinois and Kentucky. Since that time, possibly 50 more machines of later design have been added. Like many of our troubles, those which seemed most difficult to overcome, proved in the end to have been least of all, and in this case the sup¬posed resistance which labor would advance has been more or less imaginary. In Illinois and Indiana a scale of wages is being accepted which is consistent with average earnings of machine men. The fact that a large number of coal operators want and are buying more loading machines has encouraged mining machinery manufcturers on every hand to devote renewed vigor to the cause and it is generally understood that new types and models are being developed both in factories and mines with the coal industry eager always to see the latest development. I understand that at present the Goodman, the Jeffry, and the Sullivan machinery companies are each offering new designs to meet Indiana and Illinois requirements. It is not strange that with so many installations many were made as a result of an impulse to ride the band wagon without any serious attempt to study the results or draw any conclusions from the experiences of others with loading machinery.

My acquaintance with rock, dusting as a preventive of wide spread explosions in coal mines dates from the fall of 1914 and the spring, summer and fall of 19.1.5 when I had an opportunity to observe the staging (both before and after) of several of the explosions in the Experimental Mine at Pittsburgh and saw violent explosions stopped by rock dust, also saw violently explosive coal dust made insensitive by use of rock dust to ignition or to propagation or spreading of an explosion. From this work I became a convert to rock dusting though I had previously been a firm believer in watering methods and am yet a firm believer that watering, methods have a well defined place in promoting the health and safety of our coal miners. In 1916, while in the Bureau of Mines service, I made an underground study and a report to the Bureau on the first extensively rock dusted mine, in the United States, the Delagua Mine of the Victor American Fuel Company near Trinidad, Colorado, there being then some ten miles of entry in that mine which had been kept well rock-dusted for at' least four years The dust used was " adobe" or surface soil screened from sweepings of the dry surface wagon roads through a screen with one-eighth inch openings, the dust giving about 20% through 200 mesh and about, 10% of approximately 1/8-inch size. The material was collected during dry weather by contract at $1.00 per ton (sacked) and was accumulated in summer and stored for winter and spring use. The dust was scattered through haulage entries by hand or by an electrically operated blower and was held on shelves along the ribs or between and on timber caps with from 1/4-inch to 2-inch thickness of the rock dust. The cost of maintaining the 10 miles of entry well dusted was about $1,500.00 per year or $150.00 per mile per year. Total cost of 'the rock dusting over a four-year period was about $6,000.00, about 2,500 tons of dust being used and 2,000,000 tons of coal produced; the above cost included about 1,200 days labor dusting at $2.50 per day, 2,500 tons of rock dust at $1.00. per ton and miscellaneous labor, material, repairs, power cost, etc., amounting to about $500.00. The cost per ton of coal produced for keeping 10 miles of entry rock dusted being about 3/10c. In addition to the rock dusting, some sprinkling was done, chiefly in the interior of the mine, costing about 2/5c per ton; and due to spilling of coal and sifting of coal .dust through loose cars on the entry floors, the floors of haulage roads were kept sprinkled between and just outside-the rails. Total cost of sprinkling and rock dusting was about .7/10c per ton much less of course than the same work would now cost. Between January, 1916, and July, 1924, my duties in the Bureau of Mines allowed me, to follow up and make underground inspections and reports on more than 20 coal mine explosions and fires in a number of states of the union and in this work a large number of samples of road, rib, and other dusts were taken to ascertain the effect of moisture, roof and floor dirt, etc., upon the propagation or the stopping of the explosion; also a large part of my work was to obtain evidence pro and con as to influences affecting the disasters and very prominent among those influences were the occurrence or use of water, water drippers, or ponds, as well as of sand, roof or floor rock or dust on floor, ribs, etc. The Dolomite explosion near Birmingham, Alabama, in November, 1922, and the Dawson No. 1 Mine Explosion at Dawson, New Mexico, in February, 1923 (at both of which I made underground inspection and report) both starting on main intake haulage road and both in mines which had fairly elaborate watering systems, convinced me that at least as far as freezing can occur on main intake air courses which also act 2s main .haulage ways, rock dusting is likely to be much more dependable than sprinkling. At the time of mine accidents one frequently hears the expression "there will be accidents as long as there are mines", or it may be varied to state that the accident in question was unavoidable, or something similar indicating inability to prevent accidents. However, it is the opinion of the writer, after over twenty-one years experience in both coal and metal mining, seven years being spent wholly in safety work, that by far the greater number of all accidents is due to carelessness or negligence. This carelessness or negligence may be on part of the victim of the accident or of one of his companions, or on part of his employer or possibly even of the inspector or safety man, and in some cases all of these agencies are involved. It manifests itself in various guises, one of the most serious being violation of state mining laws or regulations or of mine rules, and frequently the rules of ordinary common-sense. The cause very frequently is that trait in human nature to "take a chance" and it has been the writer's observation that the worst offender is the old-time miner who has come safely through many years experience, who was mining when the "safety man was a baby", and who clings to old-time ideas and practices and has "no use" for "newfangled" present-day "notions". Unquestionably, there are accidents, wholly unavoidable and many are caused by ignorance and by the new-comer in mining, yet as previously indicated, the writer's observation is that the old-timer is by far the worst offender, bringing grief to himself, companions and employer. Of the numerous manifestations of carelessness and negligence in connection with mine accidents, which have come to the notice of the writer, only one will be treated in this paper, viz: Violation of State Mining Law, and mention will be made only of explosions and major accidents in coal' mines with which the writer came in personal contact as investigator. In most cases, in addition to mine inspection after the accident, the writer heard the evidence given at Coroner's inquest and thus was enabled to for¬mulate fairly definite impressions as to events and conditions leading up to the occurrence.

The thirtieth regular meeting of the Rocky Mountain Coal Mining Institute was called to order at 11: 20 o'clock A. M., Wednesday, June 3, 1931, President G. A. Kaseman presiding: PRESIDENT KASEMAN spoke in part as follows: I have in mind to say a few words of welcome to the coal operators, but I am afraid that the words I might have said would be hardly appropriate, because I believe the coal operators are in the minority today. It demonstrates to my mind something that has been running through it for some little time. When the hard times came on a year ago, we thought we were going to get over it rather lightly. I recall at this time a year ago we thought that the depression was about at an end. The National Administration from Washington told us we had reached bottom and things were going to perk up, and for a few weeks or maybe a month or more there was a sort of optimism throughout the country. I had been East, and when I re- turned to Albuquerque I said to my friends and associates that things were getting better in the East and that they would soon be better out here and we will not have felt the hard times very much. But I have learned differently since. I have learned that hard times are no respecter of communities or corporations, or persons, or activities, and that we all suffer alike. On that account we find that our Institute is suffering just the same as other activities, whether national, state, local, social, or what- ever it may be. Our attendance is light or, that account. We all know when times are hard we have to stay at home and watch things closer than when they are good. And when they are good we feel that the machine will run of its own momentum and in this way we can get away to see what is going on in the world. When times are hard we have to stay at home and look after everything from day to day and hour to hour.

It certainly is the most interesting thing I have ever seen in connection with wire rope, except paying for it. The 78th Regular Meeting of the Rocky Mountain Coal Mining Institute (hereafter referred to as RMCMI) convened at the Marriott's Mark Conference Center, Lionshead Village in Vail, Colorado. The meeting was called to order at 8:45 a.m. by the President, Ira E. McKeever, Jr., who is President, Western Mining Operations, Natural Resources Group, W. R. Grace & Co. McKeever was introduced by Past President Edward F. Ziolkowski, Senior Vice President and General Manager, Energy Development Company in Hanna, Wyoming. MR. ZIOLKOWSKI: The first order of business this morning is to introduce the president and for a business meeting as well as other items on the program. It is my pleasure to introduce Ira McKeever to you this morning. Ira was born and raised in Kit Carson, Colorado, and served in the U.S. Navy prior to obtaining his geological engineering degree in 1952 from Colorado School of Mines in Golden. He then spent the next 20 years involved in mining sulphur, pot ash and coal with Texas Gulf Sulphur at that time and Gulf Resources Chemical Corporation. In 1972 he joined W. R. Grace & Co. as president of the Mining Division, Natural Resources Group. He was named Colowyo Coal Company's president and general manager in 1976 to develop what is currently Colorado's largest coal surface mining operation. Last year he became W. R. Grace's president of Western Mining Operations which is the position he presently holds. Ira is active in civic affairs; he is currently serving on the Colorado Energy Impact Assistance Advisory Committee. He is a member of the Colorado's Metropolitan Water Roundtable, he is also a director of Project Colorado, a member of the committee for the Colorado Division of Commerce and Industry. He has, in the past, served as chair- man of the Craig Hospital Board. In 1967 Ira was the recipient of the Colorado School of Mines van Diest Gold Medal Award, and in 1981 was given the individual service award for outstanding accomplishments in the field of health, promotion, physical fitness by Colorado's Governor's Council for the Health and Promotion of Physical Fitness. Memberships are also held in Denver Coal Club, the Colorado Mining Association, and the American Mining Congress. Will you please welcome Ira McKeever? I do have one other piece of business here. If you will all join with me, yesterday was Ira's birthday. I asked what year that was, but I couldn't get that out. So, I'm not going to lead the singing. Someone is going to lead the singing. But I think it would be appropriate if we did sing happy birthday this morning and I think it would also wake us up. How's that? All right, will you join me please? It was indeed with tremulous hands that I undertook to lead the Institute this year, and I found a tremendous amount of strength and guidance in my friend Ed whom we've known since college days and worked together. On behalf of that lifetime of memories and good thoughts, Ed, I would like to present to you a little token of appreciation. 1 would like to join Ed in welcoming you all to Vail. Ed arranged the weather, 1 arranged the program along with Charlie Margolf. This is the 70th regular meeting of the Rocky Mountain Coal Mining Institute; and in accepting the leadership a year ago, 1 obligated one very special person to fill the role of chairlady and hostess for this meeting. I would like to have you all, if you haven't already, meet my wife, Linda. I would like to thank her publicly for her guidance and help she continues to provide me. It's absolutely necessary that you also meet and recognize Charlie Margolf our program chairman who will be helping through the meeting to present and monitor our program; and anyone who knows Charlie knows the sincerity and dedication he brings to anything or any phase of life he touches. The importance of properly bonded rail joints has received the attention of The National Research Council, whose committee will investigate several methods now used and determine the merits of each as applied to street railways. The results of this investigation should be appreciated no less by the mining industry. Literature on the subject of bonding mine tracks agrees, as a rule, "that the work is poorly done." With present day facilities there is little excuse for inadequate track conductivity, and a job well done must be maintained in order to realize results. Many years ago The Union Pacific Coal Company installed their first haulage locomotive, and at that time used the channel pin bond for joining the rails. The system utilized 500 volts and the, relatively small current for a large amount of power, undoubtedly, contributed to the success of the system. The bonding of both rails was considered imperative in those days, while now the bonding of one, rail is considered sufficient in most instances. The recent installations utilizing 250 volts and correspondingly heavier currents required a more effective method of joining the rails for use as an electrical conductor. The company has used the arc-weld bond since its introduction in 1919. The art of electric welding found great favor for various methods of doing the work. The first arc-weld bonds were placed on the outside of they ball of the rail, but the bonds were ill-adapted to rails lighter than sixty pounds per yard, and the results were that grooved locomotive wheels or derailed cars removed the bonds. Familiarity with the process of electric welding brought forth numerous schemes for joining the rails. In one, instance the rails and splice-plates were welded together and with excellent results for a short time. Track movement and vibration finally broke the welds and the method was dis¬carded. Another scheme consisted of placing a channel pin over each end of an annealed copper wire about twenty inches long. The idea was to develop some way of using short lengths of scrap wire. The pin and wire were then welded to the base of the rail. Numerous joints made in this way are still intact, but successful welds were so exceptional that the practice was abandoned. Some of these bonds were welded to the web of the rail, with the result that practically all rails broke at the weld; however, this is our only record of broken rails with arc-welded bonds. At one time a quantity of No. 2 bare iron wire wasp available and was tried as a bond and proved very satisfactory. Two or three strands twenty inches long were used and were welded to the base of the rail. The method was cheap and effective and of some merit for light rails on temporary track. The use of iron wire was criticized because it did not give a balanced circuit; that is, one having equal carrying capacity for trolley and track circuits; and I am of the opinion that this is not always necessary. The total length of bond that is in circuit is so small that it contributes very little additional resistance to the complete circuit consisting of trolley wire, rails and bonds.

The Alamo Mine The Alamo mine is located about seventeen miles northwest of Walsenburg, Colorado, on the Loma Branch of the Denver and Rio Grande Western railroad, in the foothills of the Black Mountains of Huerfano County. Prospecting Mr. W. B. Lewis of New York City, president of the Oakdale Coal Company and also president of the Alamo Coal Company first became interested in this property in 1920. After all natural features of the surface had been carefully examined by Mr. Lewis, he was convinced that the property was underlaid with coal seams. Plans for prospect drilling were made at once and this drilling was started late in 1921. In all, eight drill holes were put down to the Trinidad sandstone which underlies the coal measures in this field. These drill holes in general, showed very satisfactory results. Two workable coal seams were penetrated by most of these drill holes, the upper seam being six and one half feet thick and the lower seam having a thickness of ten and one-half feet. The two seams are separated by forty feet of sandstone and shale. Analyses of the seams proved each to be of a very high grade bituminous coal possessing hardness much above other bituminous coals, and having very bright lustrous appearance. Tests of more than a year's duration proved the coal to store excellently in closed bins and also in open bins where coal is exposed to elements. The drill hole data further showed the coal seams to pitch more than fifty per cent or about twenty-six and one-half degrees. The pitch direction being approximately South 65 degrees East. The drill holes further proved the coal seams did not outcrop at any point on the property, and no evidence of coal outcrop has been found in near vicinity. A splitting and pinching out of seams was found to occur some two hundred to three hundred feet of theoretical outcrop at very Western boundary of property. The most Easterly or No. 6 drill hole has a depth of eight hundred fifty feet to floor of lower coal seam. The Trinidad sandstone was found to be immediately under the lower coal seam, and the Pierre shales lying under this sandstone. Plans for Development and Sinking Having obtained sufficient data, plans for development of the property were carefully made sometime in advance of the actual opening of the mine. Every condition was carefully studied and the maximum production of clean and well prepared coal at as low a cost as possible during the entire life of mine was kept uppermost in the minds of all. The life of mine is estimated at approximately fifty years. It was decided to open up the lower and thicker seam first, and due to the pitch and other conditions a slope opening was decided upon for its extraction. The pitch of the coal having been found to be from fifty to sixty per cent or twenty-six to thirty degrees, the plan of driving the slope directly down the pitch of seam was eliminated and a plan that would give a more economical grade was decided upon. To obtain a lesser grade, a point several hundred feet west of-and at a less elevation than the theoretical outcrop of coal seam was selected for the slope opening. (Fig. 18.) To have driven directly down the pitch of coal seam would also have given the slope an uneven grade as the pitch of coal seam varied as it approached the crop. From this point of opening, the slope was to be driven on a thirty-one per cent, or' about seventeen degree pitch to intersect coal seam in No. 6 drill hole, a distance through the Pierre shales and Trinidad sandstone of two thousand five hundred fifty feet, the slope to be driven practically due East

MR. ARTHUR E. GIBSON (General Manager, Consumers Mutual Coal Company of Utah) : I suppose the reason I was called upon to read this paper was because I was at the mine for several years, but I have not been there for the past four years and the installation has been put in since I left. This article has been written by my successor-it follows: At the very urgent solicitation of your Secretary I have consented to prepare this paper descriptive of the spiralizing plant which is a part of the new steel tipple recently erected by the Spring Canyon Coal Company to serve its mines at Spring Canyon, Utah. I have been reluctant in giving this consent for two reasons: one of which is an excellent one, and the other isn't any good at all. First,, I find that it takes a long time to become familiar with the eccentricities of spirals-to get wise to their whims and peculiarities, and while this plant has been in operation for a number of months, something new seems to crop up nearly every time I see it, and -it would be impossible to describe all of these things even if I remembered them. The second reason is, purely personal. Among the many things I have learned by attending the sessions of the Rocky Mountain Coal Mining Institute is that if a man is not pretty sure of the ground he attempts to cover, he had better keep his mouth shut, because if he isn't right, he is dead sure to be called down by someone. However, as I will not attend the session, this feature will not hurt much, but it will make it necessary for someone else to read the paper and this will make it much better for those who are obliged to listen to it because I don't read English very well. To begin with I will say that what is said in this paper applies only to the plant under discussion as I have had no experience with any other plant. While spirals have been in use for quite a number of years, and there are some large plants in the East, their use has not been general, and I believe the plant at Spring Canyon is the only one in the United States west of the Mississippi River. The details of the plant were worked out by Mr. Thos. R. Stockett, General Manager of the Spring Can= yon Coal Company; it was manufactured by the Anthracite Separation Company of Hazelton, Penn., incorporated in the design and erected by the Link-Belt Company of Chicago, in connection with the balance of the tipple. It consists of five units. Each unit consists of a vertical wood column about 6 inches in diameter, and 9 feet 6 inches in height, around which the spiral is built. It is something like a triple screw conveyor, set vertically, with flights down which the coal and refuse travel by gravity in the process of separation. There are three of these flights, forming a sort of nest but about 7 inches apart, and they make 21 turns around the column in its length. These flights dip toward the column about 27 degrees; they have a uniform pitch downward of 31 degrees; they are 19 inches wide at the top (measured from the column) and taper gradually until they are about 9 inches at the bottom. They are not made with one continuous plate from top to bottom, but are made up of a number of plates. Some of these plates are slightly waved, others have small corrugations in them and still others are perforated with small holes, all of which are intended to accelerate or. retard the movement of the coal and refuse as they pass down, At intervals there are adjustable plates in the flights for the purpose of decreasing the maximum outside;

A study of Western cities reveals the fact that a city where people make their homes for permanent residence is always a city with, well-shaded avenues, with parks and playgrounds; in other words, a beautiful city. On the other hand, the average city that lacks these qualifications is usually a city of transient population. Many of our Western cities must be classified as such. Their inhabitants live in such a city only to the time that they will be able financially to retire from business and go to one of the other types of cities to live; or until opportunity offers itself for a position or a job in such a city. I believe that our Western coal camps could benefit by this truth. If conditions can be created in the camps that will encourage the workers to settle permanently or for a long time at least in the town, it would greatly aid in stabilizing employment. By the term "workers" I do not mean the pick and shovel men alone, but everybody from the superintendent or the manager down; for the educated part of the population suffers probably greater from a desire for better surroundings than the less educated part. Modern City Planning tries to show the way for more attractive towns; for more practical towns also, and at less expense. The grid-iron system of street planning is slowly being replaced by one that fits the contours of the site. Instead of streets that are cut through the hills and built over the valleys to get practical grades, it tries to show how these streets can be made to fit the ground and produce better traffic lines; greatly more attractive streets; better building sites and lots, and all of this at less expense. A well-planned town of this character should have as its nucleus, a central square around which the main stores and business houses are grouped. The main building of this group should be the church, the community meeting place, city hall or such other buildings of a public or semi-public character, that are imposing enough to add interest to the square. From this central square, streets should be built to radiate out in all directions, more or less like a spider-web. The main lines of these streets should be reserved for traffic purposes and they should be wide, for the town may grow into a city, and they should be direct, connecting the town center with outlying points at the shortest and easiest possible line. Between these radiating streets should be residential streets of narrower width and arranged in such a way that fast through traffic cannot pass over them and make them unsafe and unsanitary for family life. Following up the comparison with the spider-web, the town should have circular streets, encircling the whole town with rings at various distances out, along which circular lines parks should be located. In the West, where the need for shade is so great, the town should surround itself with a belt of forest trees. Such a forest belt would break the winds and shelter the town, and also make the whole town a cozier, nicer place to build a home in. A forest belt of this kind does not necessarily mean a great layout of money. Trees can be planted small and at little cost and a carefully studied irrigation system will make the maintenance cost small. If the town has any places of natural beauty they should be carefully preserved and made accessible. Natural parks of this type will often take the place of the artificial parks of large cities, and at no expense to the community. Playgrounds, a swimming pool, either of concrete or a sanded beach on a lake; a place for all to go skating in winter; a hill for sledding in
