The development of a post-mining economy is generally framed as accessible and desirable and something that mining companies, consultants, and the government can, and should, plan for. It is indeed possible. Yet, most mining regions, other than the big metropolitan municipalities, find economic diversification after mining challenging, despite their grand plans, consultant reports, and company intentions. Their efforts blind them to other ideas that are often prerequisites to diversification. This paper highlights some economic and social misconceptions about economic diversification and explains where planning goes wrong. Mistakes typically stem from ignorance and misunderstandings. Planners and policy makers fail to grasp the essential requirements for economic diversification. They underestimate the structural constraints created by mining. They do not see how mine rehabilitation is linked to economic diversification. They generally do not understand the South African space economy or the nature of new economies. The paper also proposes a more careful consideration of those economic aspects that mining cities have control over, such as land use management and infrastructure. The paper further explains how understanding long-term dependencies can help prevent governance failures. The social disruption that accompanies mine decline and closure must be recognised and dealt with. The mines must plan for decline as a way to resuscitate the economy. It concludes with a framework for assessing and developing a post-mining economy.

Bioleaching, one of the several important processes of biohydrometallurgy is an accepted technique for the extraction of desired metals from sulphide ores. Although the mechanism is well understood, the slow metal extraction rate due to passivating layer and ferric ion precipitation, especially in a typical chalcopyrite leaching, impact negatively on the overall efficiency of the process. Iron precipitates are common in many biohydrometallurgical operations and these precipitates represent the exit route for undesired iron, alkali ions or sulphate ion from the processing circuit. While there have been reports on approaches to slow the formation of these precipitates by manipulation of various operating conditions such as pH, redox potential and temperature, the precipitates become highly significant over the long term in the continuous operation of bioleaching and may render heap impermeable. Although there is evidence supporting the nature of the passivation to be precipitates of iron, their scavenging mode of reducing extraction efficiency is still not well understood. This paper thus discusses iron precipitation in biohydrometallurgical processes, including its formation and significance on bioleach processes. The paper also details the associated passivating species identified with heap bioleaching of sulphide minerals and provides some insight into sorption mechanism that limits metal recovery in a typical bioleach operation. The fracturing and movement of rock that occurs in the vicinity of a stemmed borehole charge in open pit mining operations are described by examining the effects of the emitted stress waves – shock and elastic – and the expansion of high-pressure detonation product gases. Three principal modes of momentum transfer to fractured rock are identified, all linked to gas expansion work. This work can be delivered radially (burden), axially (stemming), and in the collar zone (cratering). Flyrock is generated under unusual combinations of blast parameters and rock properties. Although infrequent and seldom predictable, the generation of flyrock can nonetheless be interpreted and modelled in terms of the principal mechanisms of rock projection described in this study. The physical processes underlying these principal mechanisms are identified and will permit the development of predictive models for flyrock velocities.

Over many decades, numerous feasibility studies have demonstrated, that the production of sulphuric acid remains the most viable option of sulphur recovery from smelter off gas and abatement of SO2 emissions to the atmosphere. This is particularly more pronounced as smaller but more concentrated off-gas flows are to be treated from smelters, and enhanced sulphuric acid processes be-come available. Off-gas handling systems represent a significant capital and operating cost burden to the metallurgical operation. Modern pyrometallurgical smelter processes for sulphide ores based on the use of oxygen-enriched air, produce relatively small off-gas flows with high SO2 concentrations in the smelter gas of 30?60 %-vol. of SO2. This is a prerequisite for substantial cost reductions in the smelter off-gas handling and treatment system. As an alternative to sulphuric acid production, numerous scrubbing concepts with alkali or dual-alkali combinations as well as organic absorbents have been proposed. Also the reduction of the SO2 to elemental sulphur has frequently been studied. Very few of those alternative processes have been built in industrial scale, but all were generally characterized by none sustainable operation due to cost reasons, problems with issues related to chemicals used and by-products or poor availability. Thus the traditional concept of converting the SO2 to sulphuric acid is most common, although regarded as un-economic, but is at least a proven, environmentally sustainable and reliable way of sulphur gas processing. With the high acid price levels these days, operating companies are even able to generate significant revenue with their otherwise ?fatal? acid.

After question time the chairman thanked the speaker and asked for the talk to be forwarded for possible publication in the Journal. The meeting closed at 9.10 p.m.

A conceptual scoping study was conducted to investigate pre-concentration options for upgrading ore from an Ag-Pb-Zn deposit. The low grade of the ore would result in only modest economic returns, given current market conditions. Several pre-concentration options were considered. These included: selective mining, crushing and pre-screening (following either standard or high intensity selective blasting), bulk ore sorting, particle sorting, jigging, dense medium separation, or combinations of these approaches. Flowsheets were developed for each option, and the upgrade performance was modelled using Limn to determine mass balances and stream tables. Due to the limited availability of test work data, the models were based not only on what test data was available but also on case study data found in the literature. The Bazin technique was used to derive assay by size data for different streams following crushing. Equipment lists and preliminary layouts were established based on the stream tables, and capital and operating costs were estimated for each flowsheet. This information was used to carry out a preliminary economic evaluation using net present value and sensitivity analysis. In this case, the most economically attractive process was found to be particle sorting; although further benefits may be realised by combining with bulk sorting. High Pressure Grinding Rolls (HPGR) are mostly used prior to pelletising processes to increase the specific surface area (SSA) of iron ore concentrate. For expressing SSA, the Blaine index is utilised as one of the most important dimensional properties of iron ore pellet feed. ISO 21283 is a standard test method that explains the manual of Blaine air-permeability apparatus for determination of this parameter. In this standard, the disaggregation method is based on passing the minus of 1 mm samples from the 0.150 mm sieve. The disaggregation process has an effective role on the results of Blaine airpermeability test especially for regrinding HPGR products. In this research, firstly the Blaine index of samples was measured without disaggregation. Following this, disaggregation was done by passing the minus of 1 mm samples through three sieves with different dimensions, 0.150, 0.090 and 0.045 mm, separately, and the Blaine index was calculated for each one. Finally, lab-mill with rubber balls, called Jar mill, was investigated as another option. Screen analysis and image analysis with SEM were performed to evaluate the effects of the sample's disaggregation on the size distribution and agglomeration of samples. The results showed that the disaggregation method with sieve size 0.150 mm, according to ISO 21283, was not applicable for HPGR products because the particles were still stuck together. In addition, the disaggregation method with the sieve size 0.045 mm or with Jar mill offered reasonable results. Safety in South African mines is a subject of significant interest, since many mining companies are experiencing production deficits due to safety-related stoppages. In this paper, safety data from the South African platinum mining sector is analysed for the period 2006 to 2010. The data was obtained from company annual reports as well as the Department of Mineral Resources, and analysis in the study is limited to injury and fatality data only. The overall safety performances of companies in the sector are compared, and opportunities for benchmarking and recognising potential sources of best practice amongst platinum miners are identified. Improving safety usually incurs a cost, and mining companies are particularly conscious of the importance of controlling costs. However, cost considerations often deal only with direct costs, and it has been shown that indirect costs are usually far more significant. Therefore, a greater safety spend will usually result in the creation of value for the mine since it will reduce the indirect costs associated with accidents. The results of some recent research in this area are presented. In this light, where available, the financial performances of mining companies in the sector, obtained from published annual results, are included in the benchmarking exercise to determine whether there is any correlation with safety performance.

"The size distribution of the muckpile formed as a result of open pit blasting operations has a considerable effect on the efficiency of loading, hauling, and crushing. Various researchers have developed specialized computer software that uses image analysis methods for determining the size distribution of the muckpile. However, these methods have some limitations. One of the most important of these limitations is that the very fine fragments in the muckpile cannot be used in the size distribution calculation. In this study, 18 test blasts in total were carried out in two limestone quarries belonging to Batiçim Corp. in Izmir, Turkey. A new model was developed in order to ensure that very fine fragments are used in the size distribution calculation. The size distributions of the test blasts were calculated by both the Wipfrag computer program and the new model. Correlations were established between the muckpile size distributions determined by both methods and the parameters determining the efficiency of the loader. IntroductionThe size distribution of the muckpile formed as a result of open pit blasting operations has a considerable effect on the efficiency of loading, hauling, and crushing. Various researchers have established certain correlations for predicting the efficiency of the operations according to the muckpile size distribution so that production can be carried out economically (Tunstall and Bearman, 1997; Nielsen and Kristiansen, 1996; Workman and Eloranta, 2004; Michaud and Blanchet, 1996; Frimpong, Kabongo, and Davies, 1996; Osanloo and Hekmat, 2005; Molotilov et al., 2010). In these studies, the 50% passing size (X50) is generally used. These methods rely on the correct measurement of the size distribution of the muckpile formed by the blast. The most reliable measurement method would be to subject the entire muckpile to a sieve analysis, but this is obviously impracticable. Therefore, computational method based on image analysis have been developed. These include IPACS (Dahlhielm, 1996), Tucips (Havermann and Vogt, 1996), Fragscan (Schleifer and Tessier, 1996), Cias (Downs and Kettunen, 1996), GoldSize (Kleine annd Cameron, 1996), Wipfrag (Maerz, Palangio, and Franklin, 1996), Split Desktop (Kemeny, 1994), PowerSieve (Chung and Noy, 1996), and Fragalyst (Raina et al., 2002). In these methods, the size limits of the fragments forming the material are determined by image analysis on photographs of the muckpile. However, the computer software has some limitations. It does not take into account the third dimension of the muckpile, nor the size distribution of very fine fragments. In particular, the fragment size ranges below 2.5 to 3 cm cannot be determined, and therefore these cannot be included in the muckpile size distribution. However, the muckpile formed by a bench blast contains a wide range of particle sizes (Tosun et al., 2015)."

The production of precipitated silica in the United States is about 145,000 tons of SiO2 and its prices vary significantly (from $ 1 to $ 4.5 per kg) depending on the area of its application. One of the most important parameters is its specific surface characterising dispersion (particle size and shape, presence or absence of pores), at a certain value of which the material acquires new properties and quality. At present, a technology has been developed for processing slag from phosphorus production to produce precipitated silica (‘white soot’) with a high specific surface and the possibility of extracting valuable components such as rare-earth metals (REMs) into a product enriched with them has been shown. However, the content of impurities in the deposited silicon dioxide, such as aluminum and iron, is above acceptable limits and may affect the quality of the final products. Therefore, along with the structure and specific surface, a very important characteristic of ‘white soot’ is the chemical purity of the material. In turn, calcium oxide occupies a significant share in the concentrate of rare-earth metals, which affects the content of ΣREMs oxides, which does not exceed 17.3 %. The low content of a valuable component may affect the feasibility of further processing. For the most complete utilisation of phosphorus slag, the authors propose a method for their acid processing, which allows for minimising the conversion of impurities to finely divided silica and collective concentrate, which will improve the quality of these products. Quality control interventions emanate from process upsets and trends that move product quality beyond the natural variation expected in a stable process. The ability to detect upset conditions and react in an effective manner protects both resource utilisation and compliance to specifications. Product quality control on coal processing plants traditionally relies on the reference (combined sampler and laboratory) system to measure product qualities. The introduction of online analyser (OA) technology, applied in different configurations, creates a second source of measurement information for control decision making. The case study was done on the primary sample stream of the final product stream at Exxaro’s GG7 and 8 plants, part of the Grootegeluk complex. It explores the OLA system’s ability to meet the OEM performance guarantee, perform equally to the reference system without analytical delay time, and assesses the effort to achieve this performance in a by-line analyser (BLA) configuration. In the paper, a conceptual comparison of the two measurement systems is done and the theoretical and practical comparison of measurement performance is discussed. Results demonstrate that the OA outperformed the OEM’s performance guarantee and achieved similar levels of performance to the reference system without the response delay. The recovery of gold, uranium, and pyrite from accumulated residues at mines in the Orange Free State is adversely affected by the presence of pyrophyllite, which is naturally floatable and must be prevented from floating with the desired constituents by the use of a mica depressant, and of thucholite (uraniferous kerogen), which contains significant quantities of uranium and gold but does not float readily in the presence of a mica depressant. In laboratory tests on these residues, the use of a mixture of MIBC (methyl isobutyl carbinol) and paraffin in addition to the suite of reagents normally used was found to increase the gold recovery substantially, but the sulphur grade was lower. The recovery of thucholite also increased considerably, but the proportion of uranium associated with this mineral was small. Plant trials, which are continuing, have been encouraging, indicating an increase in the gold recovery of 4,6 per cent.

"As geological and mining conditions become more complex, and as overall mining economics become more marginal, short- and long-range decision-making regarding multiple-seam surface mining becomes more difficult. The decision-making problem involves a study of economics, cut-off grades and ratios, equipment capabilities, sequencing and selective mining practices.This paper is concerned primarily with multiple-seam mining of bituminous coal. The research has led to the development of an economic decision-making model for use as a day-to-day tool to aid mine operators and pit geologists to decide what and how to mine.The model is designed as an aid for feasibility decision-making in multiple-scam situations and for situations where selective mining is needed or desired. In effect, a simulation of the feasibility and preliminary mine planning phases has been developed. The model is divided into four separate segments: decision-making, simulated mining, cost calculations and the determination of the discounted cash flow return on investment."

Production caving started for Lift 2 at Northparkes in August 2004. In a period of less than 3 months, more than 10 000 seismic events were recorded. Events up to local magnitude +2.9 were induced near the mine during caving, with event rates of up to 500 per day. This paper documents the seismicity related to cave initiation and cave propagation during the initial production of Lift 2. The seismogenic zone of events initially moved at a rate of about 0.5 metres per day, accelerating to 2 to 3 metres per day after a few months of cave production. Seismic data analysis infers that the crown pillar between Lift 1 and Lift 2 was destressed over a vertical height of about 100 metres. As the seismogenic zone approached the crown pillar, a macroseismic episode occurred, with more than 20 events of at least local magnitude +1 occurring in a two-week period. Based on the seismicity recorded for Lift 2 at Northparkes Mines, a caving mechanics model is proposed. Comments and suggestions are made for seismic data analysis and design of seismic monitoring systems in block caving mines.

Recovery of fine pentlandite is proving to be a challenging task in the Kevitsa sequential flotation operations, with over 60% of the nickel losses reporting into the -25μm size fraction. Since commissioning, the Kevitsa process has undergone major changes to address throughput and flotation performance. Major changes were implemented in the configuration of the milling and flotation circuits as well as in the operating conditions and reagent regime. Some of these changes improved nickel flotation while others deteriorated flotation performance. Most of the changes have had a direct impact on nickel flotation. This paper reviews the systematic analysis, laboratory testing and salient changes done to the process with special focus on the impact on the fine pentlandite flotation. "Southern Africa is generally thought to be well explored, with only limited potential for major new diamond discoveries. However, Chiadzwa in Zimbabwe and reports of a significant new kimberlite find in Angola are testimony to the dangers attached to an attitude that ‘there is nothing left to find’.Since the major discoveries in the central interior of South Africa in the 1870s, diamond exploration in the region has been led by market and political factors that influence the key exploration drivers of opportunity and value proposition. Unexpected new discoveries by new players always impact on existing producers and, from time to time, denial of opportunity through political or protectionist policies has inhibited investment in exploration.Entrepreneurial exploration appetite in southern Africa will be tempered by the potential value equation and security of investment. Overlaid on this, developments in diamond recovery technologies provide opportunity to reinvigorate current mines and old prospects previously considered too difficult or costly to exploit. Position on the cost curve will remain a key factor for survival in an increasingly competitive environment. IntroductionThe diamond industry in southern Africa boasts a history of 150 years of discovery and mining, forming the cornerstone of development of the core, modern economies at the southern tip of Africa.Since the discovery, in the 1860s and 1870s, of the secondary diamond placers and primary diamond-bearing kimberlite deposits in the central interior of the then Cape Colony and Orange Free State, southern Africa has endured as the pre-eminent diamondproducing region in the world. Notwithstanding periodic competition from significant new discoveries in other parts of the globe and the paucity of recent, new discoveries in the region, its ranking is unlikely to change in the short to medium term.In a geological context the region contains the Kaapvaal-Zimbabwe and Angola-Kasai cratons, identified in terms of Clifford’s rule as areas inherently prospective for diamonds, being underlain by portions of the Earth’s crust that are tectonically stable and older than 1.5 billion years (Clifford, 1992). Although the Democratic Republic of Congo (DRC) would, in a geographic context, be considered to be part of Central Africa, for the purposes of this review it is included in southern Africa since northeast Angola and the adjacent parts of the DRC form part of the same geological terrane and diamond production from both countries needs to be considered together. Historical and current diamond production from the northeastern parts of the DRC around Kisangani is not considered to be significant and its inclusion in the overall numbers for the DRC does not materially affect the overall picture presented here."

Strategic Ca-bearing minerals like scheelite and fluorite are usually separated by flotation, yet the separation is quite difficult due to their similar surface Ca active sites. Compared with the conventional strong collector sodium oleate (NaOL), lead nitrate-benzohydroxamic acid (Pb-BHA), complex collector shows a better selectivity for scheelite, yet its high cost hinders its wide application. Therefore, a novel collector (Pb-BHA-NaOL complex) was initially developed in this work to overcome the abovementioned dilemma. The flotation results of a single mineral showed that Pb-BHA-NaOL had a better selectivity for scheelite than Pb-BHA. Under the conditions of sequential assembly of Pb, BHA and NaOL at the molar ratio of 240:120:1 and pH 9.0, selective separation of scheelite from fluorite could be achieved without adding any depressants. In addition, for the same preferred scheelite recovery, Pb- BHA-NaOL could also save approximately 20% Pb and BHA compared with Pb-BHA. The analyses of the zeta potential measurement and X-ray photoelectron spectroscopy indicated that Pb-BHA-NaOL showed stronger adsorption on scheelite relative to fluorite. Meanwhile, Pb-BHA-NaOL showed more adsorption modes and higher utilisation of Pb and BHA on scheelite than Pb-BHA, which was due to the accelerator, NaOL. A research project was carried out on a gold mine in the Vaal River region of South Africa (Witwatersrand Basin) to evaluate the effect of two particular aspects of rockbolt installation – the angle of inclination of the bolt relative to the orientation of the rock surface, and the protruding length of the bolt – on the mine’s gully support system. A keyblock analysis approach indicated that these factors do not have an adverse impact on the stability of the strike gullies. This was confirmed by extensive empirical data collected from the case study mine. While safety is the primary concern, cost saving opportunities can be realized through reconsidering historically inherited support standards that are perceived to be correct and appropriate. The research described in this paper sets forth a practical approach, that is easy to implement and repeatable, to evaluate the role of rockbolts in stoping gullies.

The 10.5–12.5% chromium, titanium-stabilized ferritic stainless steel (FSS) plates used to fabricate coal line jumbo wagons is susceptible to undesirable chromium depletion during welding with 309L electrodes. In this work, non-stabilized FSS plates were welded using 308L welding electrodes. The objective was to weld non-stabilized FSSs using gas-shielded metal arc welding without causing sensitization. The welding process was optimized by lowering the heat input. Sensitization was assessed by rigorous etching techniques and anodic polarization scans. In addition, the welds were subjected to tensile testing, and their fracture surfaces were examined for intergranular cracking. Non-stabilized FSS plates were successfully welded using gas metal arc welding.
