Hilltop Interceptor Contract G is one of the segments of the wastewater control system in the greater Cleveland area. The tunnel is a relief interceptor constructed by the Northeast Ohio Regional Sewer District to minimize combined sewer overflows in the Easterly Service Area. The design study identified the need for a 3.35 m (132 in) diameter, 3.35 km (11,000 ft)in-line storage conveyance tunnel to be constructed at depths of 30 to 70 m (100 to 230 ft).Six structures for access, future flow drop, work shafts and overflow control were required to complete the system. The interceptor reduced the design peak flow from 12.5 m3/s(285 mgd) to 6.1 m3/s (140 mgd) by detaining in line 22,800 m3 (six million gallons) of wastewater.

The design requirements for mine ventilation seals have undergone a radical transformation in recent years, and these revisions have greatly increased the cost of the seal designs and their construction. For example, in the past two years, new federal regulations have increased the minimum design requirement to withstand explosion pressures from 138 kPa (20 psig) to 345 kPa (50 psig) or 827 kPa (120 psig), depending on whether the sealed mine volume is monitored continuously or not. Moreover, there is still a possibility that under certain conditions (such as detonations), even higher pressure requirements may be necessary. The ability of a monolithic, stand-alone mine seal to reliably withstand the full range of possible explosion pressures is becoming increasingly difficult and expensive. In an effort to develop a practical alternative, the West Virginia Office of Miners’ Health Safety and Training (WVOMHST) and the National Institute for Occupational Safety and Health (NIOSH) have collaborated in a research effort to develop a practical, economic and safe mine sealing technique that can enable mine seals to meet the full range of new explosion pressure design requirements. The basic idea is to use a barrier of common mine gob and rubble, in combination with a conventional mine seal, so that the pressure resulting from a gas explosion is reflected, absorbed and attenuated, and the pressure on the ventilation seal is reduced. This paper discusses some concepts and preliminary test results for a “passive mine blast attenuator” (PMBA) that can provide a useful alternative to increasingly larger and stronger stand-alone mine seals. Numerical models and full-scale experiments conducted at the NIOSH Lake Lynn Laboratory Experimental Mine (LLEM) show that the use of a PMBA can signficantly reduce the blast pressure and impulse on conventional ventilation seals.

INTRODUCTION The first Dispute Review Board (DRB) was utilized on a tunnel project 20 years ago. Increasingly utilized on a wide range of construction projects, DRB's are becoming the norm on tunnel and underground projects. This paper summarizes the growth in this usage, uses observations and experience to establish that barriers to the utilization of DRB's are more perceived than real and that many arguments against the DRB concept are not valid, and notes some of the salient elements that should be considered in practice to optimize DRB effectiveness. The purpose of the paper is to provide an annotated checklist for current and prospective users. The basic concept, structure, and operation of DRB's are described elsewhere and will not be repeated here (ASCE, 1991). DISPUTE REVIEW BOARD USAGE A compilation of Dispute Review Board usage for tunnel and underground projects to January 1994 indicated use on 63 contracts with a cumulative construction value of $3.8 billion and a total of 60 disputes settled. As of that same date, DRB's were planned for another 63 contracts with an estimated construction value of $4.7 billion. (A listing of these 126 projects is available from the authors.) This success and popularity have spread to other civil projects as well as process and building construction. The increase in DRB usage has been exponential. See Figure 1.

The global bentonite industry is a dynamic market balancing a range of end uses with an ever growing number of bentonite producers. In addition, markets in developed countries are elevating the level of detail and transparency for materials reporting in programs, such as the Registration, Evaluation, Authorization and restrictions of Chemicals (REACH) program in the European Union. Bentonite is impacted by programs of this nature. The majority of the bentonite products sold around the world are sodium bentonites. These sodium bentonites consist either of natural sodium bentonites, or naturally occurring bentonite dominated by divalent interlayer cations (Ca+2 andMg+2) subsequently exchanged with sodium cation. The latter variety is often called “sodium-activated“, or “soda-ash treated” bentonite. Once exchanged with sodium, these bentonites are often difficult to distinguish from natural sodium bentonites using common commercial testing protocols. Due to their similar colloidal and bulk chemical properties; the lack of test procedures designed specifically to identify this product feature; and the failure to completely or effectively explain their differences, sodium-activated bentonite is often considered to be identical to natural sodium bentonite in the industry. This article defines both general types of sodium bentonite and presents a technique that could serve the industry as a tool to confirm the variety of sodium bentonite in question. Specifically, geochemical properties such as carbon (C13/C12) and oxygen (O18/O16) isotopic ratios can distinguish activated, even slightly activated bentonites, from bentonites not introduced to additional sodium during manufacture.

A pilot plant was constructed and operated to investigate the column flotation of 20 x 200 mesh North Carolina phosphate ore, using high throughput, high solids operating conditions developed at the NCSU Minerals Research Laboratory. Flotation was performed at 45% solids in a 9.5 cm (3.75 in.) diameter by 2.26 m (7.4 ft.) tall column at throughputs of 19.1 t/hr/m2 (2.0 stph/ft2) and 31.7 t/hr/m2 (3.3 stph/ft2). Recoveries in excess of 98% of the phosphate value were obtained at the lower throughput -- while obtaining concentrate grades containing over 28% P205 (61.2% BPL) at that recovery. Recoveries of about 95% of the phosphate value were obtained at the higher throughput, while making a concentrate averaging 27.6% P209 (60.3% BPL). In addition, a better understanding of the variables governing the column flotation of coarse nonmetallic minerals was gained. Low air flow rates adversely affected concentrate grade at the lower throughput. At the higher throughput, phosphate recovery decreased at an elevated air flow rate. An unexpected result of the study was the effect that frother type had upon phosphate metallurgy. Use of Nottingham Econofroth 925 provided better flotation selectivity than American Cyanamid F-65 at the low throughput. This is significant since the high' throughput tests were conducted with F-65 exclusively. It is reasonable to expect further improvement in high throughput performance when the optimal frother type and dosage are determined.

This paper by Mr Mclvor is yet another contribution to the eternal controversy surrounding the benefits, or otherwise, of high circulating loads in closed circuit grinding. Throughout the paper it is difficult to establish whether the author is referring to effects relating to the mill, classifier, or to the overall circuit. Table 1 is put forward as indicating the advantage of operating at high circulating loads. From the two (it would be interesting to see more) product sizing points provided in each case, the conclusions to be drawn are that cases one and two have very similar size analyses. The third case, however, indicates a much flatter curve, that is to say, higher fines production and a very wide spread of size ranges. If the objective of this circuit is to provide a closely sized product with minimum overground slimes to the downstream process, then it would appear to be the less "efficient" by far. No data is given for product pulp densities either. The term "efficiency" should never be used without a careful and clear definition. In this case, "efficiency" is used to express an apparent percentage reduction in operating work index (Bond) from the measured "standard" at 250% circulat¬ing load operation. The author attempted to concurrently apply the US Uniform Standards of Professional Appraisal Practice and the Australian VALMIN Code to a complex mineral property appraisal assignment. This led the author into many severe difficulties. These difficulties included the high standards needed in the work of others, and information and statements needed from the client. The exercise also highlighted many positive features of both documents. Some conflicts were found between the two documents. Implications and thoughts regarding the development of a set of US minerals appraisal standards are discussed.

In carbonate flotation, oleate has been used for many years as a collector in industrial scale. Compared to sulfide minerals, the flotation of carbonate minerals requires more collector consumption and has lower yield and selectivity. It has been previously shown that surfactin provides higher yields in smaller amounts than oleate in the bioflotation of calcite as one of the carbonate minerals. In this study, the usability of surfactin as a flotation collector for magnesite was investigated. For this purpose, the adsorption of surfactin on the magnesite surface was inspected with analyses such as FTIR, SEM–EDS, contact angle, and zeta potential measurements. In addition, the effect of surfactin on the surface tension of water was also revealed. The same analyses were also performed for oleate as a reference point. All flotation experiments were performed without optimizing with both collectors. FTIR results showed that the surfactin, like oleate, was chemically adsorbed on the magnesite surface. Surface tension analyses showed that the surface tension of water decreased to approximately 32 N m− 1 at 10− 4 M oleate concentration, and this value decreased to below 25 N m− 1 at the same surfactin concentration. According to contact angle measurement results, the contact angle of magnesite was 85° after the surfactin adsorption of 2 × 10− 4 M concentration, while this value remained at 46° for oleate. Finally, according to flotation experiments, high temperatures and high collector dosages are necessary for acceptable flotation recovery with oleate, yet surfactin can produce the desired result at ambient temperatures and lower collector amounts.

Ceremonies for the induction of four mining industry pioneers into the National Mining Hall of Fame will be held Saturday, Sept.9, 2006 at the Museum Convention Center in Leadville, CO. The four inductees are Earl H. Beistline (1916 to present), R.A.F. Penrose (1863-1931), Robert M. Reininger (1912-2006) and John Stanton (1830-1906). The inductions will bring to 193 the number of mining “greats” whose engraved photographs and biographical sketches are installed in the National Mining Hall of Fame.

In spite of the fact that flyrock phenomenon represents the real threat for personnel and machinery, it still remains insufficiently investigated. There are efforts, in the mining community, to explain the causes of flyrock, but the models capable to accurately predict flyrock occurrence and define the flyrock distance still do not exist. This article is an attempt to establish such a predictive model. The model utilized the adaptive nature of artificial neural networks and combined it with the accuracy of numerical modeling of physical phenomena. Necessary data were collected by high-speed camera recordings of actual blasts at three different surface mines and processed for further use for artificial network training. The result was a neuro-numerical couple which was capable to predict flyrock occurrence, estimate the launch velocity of flyrock fragments, and calculate the maximum distance of flyrock fragments. The safe distance was then calculated by multiplying the flyrock distance with a factor of safety. The article explains the procedure for data acquisition and processing, artificial network construction, training, and validation. It also explains the principles of flyrock distance calculation and, finally, provides a definition of factor of safety and safe distance. The results showed that the prediction was satisfactorily accurate and reliable.

The future of the world's minerals industries is often painted as bleak. Peter Drucker has repeatedly proposed that the demand for minerals has become "uncoupled" from world economic growth.' This implies that, while mineral demand was in the past linked to the growing demand for and consumption of goods and services, further world development will not require substantial mineral inputs. Lester Thurow noted that for these reasons the US minerals industry is diminishing in scale and economic importance.2 There is some documented evidence of such uncoupling, and the demand for minerals may indeed diminish in the future. But such announcements are, to this point, no more than speculation. For instance, is it not just as likely that renewed environmental concerns will cause increased demand for the relatively innocuous environmental properties of metals, replacing plastics? And even if the prophesied demand decreases do occur, a sufficient fall in metal prices due to technological advances could increase the quantity of minerals demanded above current levels, in spite of leftward shifting demand curves. Thus, worldwide mineral production activity may increase or decrease in the future and no one can say whether more or fewer of the earth's citizens will become involved in the extraction and processing of minerals.

The implementation of advance control systems brings with it the expectation of improvements in process performance and controllability. Specifically, expectations include a shift in the mean value of the gross measure of process performance, and/or a decrease in process variability. When determining statistically-defensible measures of these benefits care must be taken to preclude process parameters from biasing the determination. Specifically, the effects of ore type, shift personnel, water availability, etc., must all be separated from the effect on performance of the advanced control system. Methods are presented for separating the effects of process control from other process parameters. Examples of the required data analyses are also presented.

Coal mine ground control is the science of the application of rock mechanics principles to coal mining operations. More acceptance of ground control techniques by the US coal mining industry has been seen in the 1980s. It has been demonstrated many times that a proper ground control design is key to a successful coal mining operation. However, numerous in-mine applications of various ground control techniques by the author indicate that cur¬rent techniques need improvement. The biggest problem in coal mine ground control is that miners are dealing with materials of rapidly varying properties and occurrence. And only the exposed surface can be identified positively. Thus, in attempting to solve the ground control problems, many unknown factors are assumed. Some of these problems deriving from such assumptions are discussed here. Coal pillars There are two types of coal pillars - barrier and chain pillars - depending on the purpose. Barrier pillars are those located between panels or sections or mines. Their objective is to isolate the mined-out effects of one from the other. Chain pillars are characteristic of room-and-pillar mining. They are designed to support the overburden load and protect the surrounding entries and crosscuts. Pillar design is the most popular and, frequently, the only ground control technique employed by coal operators for mine design. There are many pillar design formulae available (Bieniawski, 1983; Peng, 1986). Nearly all consider both size and width/height effects. Specifically, pillar strength decreases with increases in pillar size and increases with increase in the ratio of width to height. However, the manner of those changes varies with investigators. Consequently, the pillar size determined varies considerably from investigator to investigator. And the variation grows much more pronounced as the seam depth increases (Fig. 1). The question, then, is which one should be used? One may say each formula is developed for a particular coalfield. A particular formula may have been used to design a pillar, which has not failed. Does that mean it was over designed? Not necessarily, because no one can confirm its stated "safety factor." Recent case studies (Peng, 1986; Tang and Peng, 1988) show that all pillar formulae are too conservative for chain pillar design in room-and-pillar mines due to the following two problems: • Uncertainty about in situ pillar strength. All formulae employ uniaxial compressive strength of selected samples tested in the laboratory and scaled to that for underground pillars. The scaling factors are not well proven. In situ testings by Bieniawski (1969) suggested that 1.5 m (5 ft) pillars are representative of in situ pillars that, after being tested in various US coal mines, are not universally applicable. • Uncertainty about the actual loading on the pillar. The most frequently used tributary loading theory defines the loading as total overburden weight tributary to each pillar (from roofline to surface). This is too conservative when it applies to coal measure rocks. The overburden consists of layered strata of different stiffness. Many stiffer strata will self-support over small roof spans. Depending on the location of these strata above the coal seam, it will reduce pillar loading in various proportions. It follows that total structural analysis using, for instance, finite element method is more appropriate. It can take into account the interaction of roof and floor strata with coal. Fully mechanized top caving mining of steeply inclined extra-thick seams with variable angles has complex roof rock movement, failure, caving, and filling mechanisms. Moreover, the variable-angle coal seams make rock–equipment stability control challenging. We analyzed rock deformation and failure mechanisms, overburden bearing structures, and working characteristics of supports through physical simulations, field tests, and theoretical analysis of the no. 120210 working face of Zaoquan Coal Mine. Overburden rock movement has distinct regional characteristics, with a large caving height (to the main roof layer) in the upper area, and lower caving height (to the lower main roof) in the lower area. Support loading is regional and unbalanced along the inclined direction. The critical layer of overlying strata migrates, and bearing structures formed by breaking the critical layer exhibit cross-layer generalization along the inclination. The upper region has a cantilever beam structure in the basic roof rock layer; the lower region has an inclined masonry structure with multistage ladders in the breakage basic roof rock layer. Application of a false-inclined working face layout with the tailgate ahead of the headgate and an arc arrangement (radius 28.65 m, arc length 10–20 m) in variable angle areas, and regional control of support working resistance and top-coal caving amounts, control regional failure overburden. Safe and efficient mining was achieved, with the monthly production and recovery rates reaching 344,900 t and 85.86%, respectively. Our results expand the scope of fully mechanized top caving mining and have important theoretical and technological significance.

This review paper describes recent advances that have been made at the Julius Kruttschnitt Mineral Research Centre (JKMRC) in Brisbane in developing a framework for simulating the flotation process. The work has been carried out collaboratively with the Mineral Processing Research Unit of the University of Cape Town in South Africa (UCT), as part of the Australian Minerals Industries Research Association (AMIRA) P9 Project. The framework consists of four components, namely – the mathematical model of the flotation process, suitable measurement tools for characterising the flotation cell, a computer program for modelling and simulating the process and the plantas for testing and validating the flotation models. A brief description of the model is first presented, then a number of applications of the model are described. The paper shows how the model can be used to optimise the performance of flotation cells, and then two case studies on the modelling methodologies are described. Finally the current and future plans of the project are outlined.

The development and use of short-lived radioactive tracer methods for the on-stream determination of residence time distributions in large-scale ball mills is described. Tests are reported on a pilot-plant ball mill with 0.43 m diameter and 0.86 m length and on an industrial mill with 1.83 m diameter and 2.74 m length. Tests with different tracer feed sizes indicate that the residence time distributions on both mills are independent of charge particle size. Similar tests are planned for a-large ball mill of 4.57 m diameter and 9.30 m length. No safety problems were encountered in these tests and none are anticipated in tests of the larger mill.

"Colored gemstones are most often mined in small scale artisanal mining operations. Sri Lanka is well known as source for precious stones since thousands of years. Gemstones are mine in small open pits, directly in rivers (river dredging) and in underground mines. Almost all mined deposits are alluvial deposits. PRECIOUS STONES AND DEPOSITS Precious stones from Sri Lanka are well known for thousands of years. Tales and legends from Arabia, India, China and reports from discoverers like Marco Polo describe the fabulous stones from Ceylon which was the name for Sri Lanka before 1972. Already 1000 BC King Salomon got valuable gemstones from the legendary Queen of Sheba on her visit to Jerusalem. Paintings (frescoes) of the “cloud maidens” with huge gemstones can be seen at the “mirror walls” of the Sigiriya rock fortress - one of the eight World Heritages Sites of Sri Lanka.And even today some of the most valuable and most desired gemstones come from Sri Lanka. The term “Ceylon Sapphire” stands for an excellent royal blue color of high quality corundum from Sri Lanka. Reason enough to look a bit closer how these gemstones are mined. Sri Lanka has rich gemstone deposits which are mined underground, in small open pits or directly within a river. Some of the primary deposits in magmatic and metamorphic rock are also known, but most gemstones are mined in secondary alluvial deposits. Gem bearing deposits can be found in a band from NW to SE. Highly probable deposits and main mining areas can be found around Ratnapura – the city of gems, down to the coast (Matale) and up to the region around Elahera. These secondary deposits are mostly thin layers of gravel and sand, so called “illam”. The depth can vary between some dm to 10 25 m or even almost 40 m. But the average depth is about 12 m. Gemstone mining is controlled, licensed and regulated by a special authority – the National Gem and Jewelry Authority - which was founded in 1993. Another task of this authority is the promotion and development of the gemstone industry and the control of import and export of gemstones. Any violence of the NGJA law can lead to a fine or even up to 5 years imprisonment. To increase the confidence in the gemstone industry the Authority offers a unique service to foreigners. All bought gemstones can be tested free of charge in certain laboratories in Ratnapura and Colombo. So visitors can be sure they got no imitations, wrong stones or even synthetic stones or glass. It was said that detected synthetic stones will be destroyed and the seller will do all he can to replace the stone with the right stone. Otherwise he will lose his license."

The authors previously developed a methodology that combines injury and citation measures into an overall mine safety performance evaluation tool, called the safe performance index (SPI). It can be easily adopted by mine operators to monitor trends in their injury and citation experiences as a risk assessment method. In this paper, six normalized safety measures and the SPI are used to evaluate the health and safety risk that existed at mines in the two years preceding the occurrence of a fatality. The percentage of mines is given for which the risk was high or where trends of some of the safety measures indicated moderate risk. In 50% of the mines, this mine safety performance tracking method could have been helpful to the companies, state agency or the U.S. Mine Safety and Health Administration (MSHA) in recognizing and addressing emerging problems with actions that may have been able to predict high-risk conditions, the fatality and/or other serious injuries. The approach would have given extra scrutiny to the risk for mines that encompassed 74% of the fatalities during 2007-2010.
