Would you believe me if I told you the constant battle between Government regulatory agencies and industry could be won by both sides? No, I'm not crazy, nor have I been soaking up any of that fine Kentucky whitelightning. But I have recently been a participant in a battle where both sides won. Actually, I'm using the term "battle" loosely because, in reality, it wasn't a battle at all - despite the fact that all the ingredients were there for a monumental struggle; i.e.. government, industry, special interest groups and a controversial issue - the development of effluent limitations. I'd like to tell you about it. Historically, on one side of the battle, government has always been ac¬cused of adopting regulations with limited evaluation of existing technologies; and then with seemingly no regard for the economic consequences. On the other side, industry gets punished by government's harsh actions because of their past "do-nothing" attitude toward pollution control. Recently, this battle seems to be losing steam, because both government and industry are beginning to realize that, ultimately, they both will lose. Even more important is the fact that both sides are, or should be, working for industrial expansion compatible with environmental protection.

The past history of uranium production has been dominated by strip and shaft mining methods, but recently in-situ leaching has emerged as a viable alternative for uranium recovery. (1-8) Mobil was the first company to start in-situ uranium leaching in New Mexico. Mobil's Crownpoint project areas are in Mdinley County and are part of the Grants Mineral Belt. The major uranium deposits in this area occur in the Westwater Canyon Member of the Jurassic Morrison Formation. (9-11) The ore depth at the Crownpoint project is about 2000 ft. In an earlier paper we discussed the uranium mineralogy of an areally broad sampling of Crown- point ore. (12) The organic carbonaceous material often associated with the coffinite ore was characterized in some detail. The organic material appeared to be a very mature, coaly-type kerogen derived from plant components. This result was consistent with other studies on such carbonaceous material. (13-15)

Introduction Shale Mining Problems The mining problems an oil shale operator will face are largely determined by the process. Candidate oil recovery processes are surface (above ground processing of mined oil shale), modified in situ (underground with some shale removed), and true in situ (completely underground with no shale removed). The shale removed for modified in situ (MIS) is generally processed by surface techniques. The mining problems are different for each category. Fig. 1 depicts the diversity of western shale deposits. Mining for surface operations will employ underground mining techniques in common use but the scale will be larger. A typical oil shale operation is expected to require 75,000 to 250,000 st (68 000 to 226 800 tons) a stream day of crushed oil shale. This is above the upper limit of current mining operations. Major problems include: (1) lack of good engineering design properties for oil shale, especially when interbedded with saline minerals at depths below 1,000 ft (305 m); (2) presence of water, hydrogen sulfide, and methane in some areas; (3) necessity for mine disposal of as much retorted oil shale waste as possible; and (4) control of environmental impacts of mining. Portions of the oil shale deposits in Colorado, Wyoming, and Utah and significant portions of the Devonian shales in the eastern U.S. are adapted to surface mining. No major technological problems are apparent outside overburden thicknesses up to 1,000 ft in the West. However, numerous political and environmental difficulties have arisen. One major oil shale developer cancelled a planned surface mining operation and currently is pursuing a modified in-situ plan. The eastern shales are closer to the surface than the western, but suffer from many of the same environmental and political problems. Modified in-situ operations face much more severe mining problems than surface efforts. Because the mined stope (called an in-situ "retort" by processors) acts as a retorting process vessel subject to gas flow, combustion, and temperatures between 1,500° and 2,000°F, mining is under highly restrictive limitations. This processing method involves removing between 20 and 40% of the shale deposit and then blasting the roof and walls into the mined space, where the oil is recovered by retorting. Major problems are: (1) swell factor severely limited; (2) need for consistent size distribution of blasted shale; (3) even filling of stope (in-situ retort) by blasted shale with consistent permeability throughout; (4) scaleup of blasting techniques, after optimization; (5) protection of retort pillars and roof during and after retorting; (6) prevention of groundwater percolation; (7)use of ANFO explosive in wet holes; (8) disposing of surface-retorted shale waste in stope; and (9) restoration of site. University research in the U.S. consists of three components; faculty, funding, and graduate students or postdoctorals. Individual faculty is the unit area of research that is not limited, although faculty normally performs research in their areas of expertise. Faculty can and often do join with other faculty in multidisciplinary research. Faculty research achievements or reputation reflects the standing of the program and university. Therefore, research is highly encouraged and regarded within the university community. Graduate students are the work force of faculty research and doctoral students are preferred for high-quality products. The federal government provides the majority of funding sources, with the remainder coming from industry, state government and others. Compared with other engineering majors, the mining engineering programs in the U.S. are unique in that they: ? Are small in terms of the number of programs, and number of faculty and students in each program. ? Serve a single industry (i.e., mining) and are thus cyclic, reflecting the up and down economic state of the mineral industries. Enrollment statistics during the past 70 years show that a cycle consists of approximately 30 years with the first 10 years up, followed by 20 years down. ? Have curriculum designed to emphasize and thus serve for either the coal, hardrock or industrial minerals industries. These unique features make mining engineering programs hard to manage in university environments. Funding for mining research has relied primarily on the federal government, i.e., the former U.S. Bureau of Mines (USBM) and currently the National Institute for Occupational Safety and Health (NIOSH). The mining industry does not directly perform, nor sponsor research projects. Federal funding provides primarily in-house research. In the last four decades, federal extramural funding was only available when Congress appropriated extra funding in response to mine disasters. For instance, a string of coal mine explosions in the mid to late 1960s prompted Congress to enact the Coal Mine Health and Safety Act of 1969. It provided massive research funding from 1970 to 1983 covering all mining-related subject areas. From 1984 to 1995, federal extramural research funding was minimal, through two generic mineral technology research centers for selected mining engineering programs. In 1995, Congress closed the USBM and transferred the health and safety of miners program to NIOSH. Federally-funded extra-mural research practically stopped from 1995 to 2006. In 2006 and 2007, in response to a series of disasters, including those at Sago, Aracoma, Darby and Crandall Canyon, Congress again appropriated funding for short-term re-search in selected subjected areas such as underground tracking and communication, mine seal and ventilation, and deep cover pillar extraction. Therefore, to develop a meaningful academic mining research program during the past three decades, funding needed to be drawn from other sources such as the mining industries. A ?meaningful? program requires a sufficient amount of consistent funding in order to produce effective results. A review of federally funded extramural research pro-grams shows that a great majority of contractors/grantees are private entities, involving few mining engineering faculty. This, in part, is due to the fact that mining engineering involves so many different subjects. Therefore, a small mining engineering program can only have resources to cover teaching in the core subject areas (i.e., extraction, ground control, ventilation and material handling), at best. In this respect, a successful and meaningful academic mining re-search effort requires strong supporting programs such as geology/geophysics, structural (applied) mechanics, material sciences, compute/software application, etc. Therefore, academic mining research had to rely on private sources such as coal companies, in the author?s case, for sustained funding in the past three decades. Relying on funding from coal companies presents several problems. The projects were small and considered routine consulting projects requiring practical answers in a very short time frame. This is not really suitable for academic research, for which the major goal of research is the training of graduate students. These short-term projects vary with time and mines, most of which are driven by U.S. Mine Safety and Health Administration (MSHA) or U.S. Office of Surface Mining (OSM) regulations. So sustained funding under such condition requires broad experience of coal mining operations, which is also not well-aligned for academic research where faculty tends to specialize in a narrow field. Consequently, under such a funding environment, it is important to keep in mind how to develop long-term academic research objectives from conducting small short-term consulting projects that require quick solutions. In other words, how to look beyond the quick answers and to develop broader and more fundamental theories applicable to other situations that advance the-state-of-the-art. In order to achieve this objective, faculty must act as the connecting link because graduate students come and go. Faculty must know the detail of each project such that they know what are the important unsolved problems, what to assign to specific graduate students and how to guide the next group of graduate students to continue the development and advance the mining science. Under such funding environments, the most effective way to conduct academic mining research and ensure quality products is to maintain a research group consisting of postdoctoral, PhD, and MS students of various rankings such that the senior ranks can assist in guiding the junior ranks, especially the senior PhD students who are experts in their dissertation research areas. A weekly meeting should be scheduled for the group in which problems encountered in the research are discussed or individuals take turns presenting the progress of their projects. During each meeting, the importance of open discussion on scientific issues must be emphasized. Thus, opinions are encouraged, debated, and rejected or accepted. Students are encouraged to listen to and analyze other points of view. In addition to training of this thought process, the meeting also helps identify the strengths and weakness of each individual. As the subject of research expands over time, the group?s and, thus, the faculty?s research experience broadens. With this approach, companies can get the quick answer they desire from expert research experience and the faculty can engage in meaningful applied and basic research that is most relevant to routine mine operations. The end result is that companies will have a high regard for academic mining research.

The kinetics on the growth of Thiobacillus ferrooxidans was studied by use of series piezoelectric quartz crystal ( SPQC ). Arsenic ioninhibits the growth of Thiobacillus ferrooxidans, which is consistent with the previous results by other measuring method. This further demonstrates that the SPQC can monitor the chemical activity of the growth of Thiobacillus ferrooxidans. Cupric ion accelerates the growth of Thiobacillus ferrooxidans. The mechanism was discussed, it was considered that copper promotes the protein enzyme of Thiobacillus ferrooxidans, rustic yanin, to form over the range of cupric ion concentration studied. There action order of cupric ion in accelerating the bacterial growth is 0.067. The growth of Thiobacillus ferrooxidans is dependent on temperature, the apparent reaction activation energy decreases from25.56 kJ / mol to 18.32 kJ / mol because of the addition of 10 mg / L Cu(II) to the bacterial growth solution of pH 2.0 at initial inoculum of 10%.

San Juan Coal Co. (SJCC) operates an underground coal mine near Farmington, NM. Continuous miners and a longwall produce 6.3 to 7.2 Mt/a (7 million to 8 million stpy). SJCC is owned and operated by BHP Billiton. The coal seam at SJCC has been shown to have a propensity for spontaneous combustion. As such, during the feasibility study for this project, it was elected to use a bleederless ventilation system on the longwall. Due to the combination of spontaneous combustion, methane liberation and, to a lesser extent, hydrogen sulfide, a typical wraparound ventilation system would not be appropriate. Three-entry gate roads are developed, and the longwall gob is sealed as mining progresses. SJCC uses a nitrogen injection system to continuously inertize the gob.

Six decades ago, the most dangerous job in the USA was mining coal underground. Roof falls were responsible for half of the deaths, killing about 100 miners every year. Fast forward to 2016 and zero roof fall fatalities. Just three miners were killed by roof falls during the following 6 years. How did the mining community achieve this historic goal? This paper starts by analyzing the roof fall fatalities in 1968, categorizing them by their fundamental cause. Then, it shows how each type of roof fall was reduced over time, using snapshots of the fatalities occurring in subsequent decades. Along the way, it evaluates the influence of the regulatory environment, changing mining methods, and better ground control technology. The study found that in 1968 more than half of roof fall fatalities at large mines were attributable to an inadequate safety culture. The immediate effect of the 1969 Coal Mine Health and Safety Act was to reduce the riskiest activities, like needlessly going under unsupported roof. Other hazards, like large roof falls, required technological developments before they were brought under control. Roof Control Plans, which the US Bureau of Mines had been advocating since the 1920s, played a significant role throughout the process.

Independent of the method chosen to forecast production, an accurate method to project metal extraction is needed in order to accommodate leach cycles that exceed leach data on hand and thus be able to accurately forecast production. Metal extraction data must be developed for each ore type identified in the deposit in order to apply the correct rate of leaching when a specific ore is being treated. Curve fitting is used to model the rate of disengagement of metal into the pregnant solution. This paper provides a description of a curve fitting algorithm developed by Mr. John T. Bartlett, inventor of the METSIM™ process simulation program. A methodology is provided by which the metallurgical data developed is evaluated to determine if accurate projections may be made from the data. A criteria has been developed to help determine when a column experiment may be terminated.

A feeder is used to control the gravity flow of bulk solids from storage areas, like a bin or a stockpile. For this type of application, it is important to select a proper drive that can fulfill all of the demands put on it. High starting torque capacity, variable speed and the ability to handle frequent starts and stops are some of the demands that the drive must be able to meet. The following is a comparison of the most common type of drives used today for feeder applications. When a feeder is started, the breakaway torque may reach as high as200% of the running torque. The accelerating torque usually is set to protect the carrying element of the feeder, like the belt for the belt feeder and the carrying chain of the apron feeder (Fig. 1).

The Milwaukee Metropolitan Sewerage District’s (MMSD)’s challenges of basement flooding and wet weather sewer overflows are being creatively addressed with the Northwest Side Relief Sewer tunnel. The $132 million, 20-foot diameter, and37,740 feet long conveyance and storage tunnel excavation in dolomite at depths reaching 165 feet below ground surface has been successfully completed within13 months in April 2004. This paper includes Owner’s perspective on the overall project, and the design and construction details by the Designer and the Contractor. The project contract documents included a comprehensive Geotechnical Data Report and the Geotechnical Baseline Report.

U.S. Borax’s mine in California’s Mojave Desert is the source of nearly half the world’s supply of refined borates. These minerals are used in hundreds of products, including essential plant nutrients that increase crop yield and quality, and safe building products that protect homes from insects and the elements. Borax’s workforce is also safe. In fact, it is among the safest in the nation. In 2003, the company was recognized by the U.S. Mine, Safety and Health Administration (MSHA) for achieving the best safety record among large U.S. mining operations. It was also recognized by its parent company, Rio Tinto, for achieving the best record among its nearly 80 worldwide mining operations. Borax’s safety performance is five times better than the national average. And its workforce recently achieved more than two million hours without a lost-time injury.

The People's Republic of China has abundant coal resources with proven reserves amounting to 582 Gt (641 billion st). Recognizing coal as a major energy source on which to build the country's industrial and economic base, there has been a rapid increase in production since the founding of the People's Republic. In 1949, only 29.4 Mt (32.4 million st) of coal was mined. Production has increased to 576.5 Mt (635.5 million st), exclusive of Taiwan, at present, making China the third largest coal producing country in the world. Plans call for a 4-5% increase in annual production for the next 20 years. Coal constitutes 70% of the primary energy consumption in China. The remaining 30% is divided between petroleum and natural gas with 26% and hydropower with 4%. Coal use and consumption is divided as follows. General industrial use comprised 48.9%, power generation uses 20.1%, and coking accounts for 10.5% (6.3% for metallurgy and 4.2% for chemical industry). Domestic use such as home heating and cooking makes up 17.8% and coal-fired steam engines for railways uses 4.7%. Coal Districts Coal underlies about 1/18 of China's land area. It occurs in 30 provinces, autonomous regions, and municipalities. In addition, the western interior region, which has not been explored, may contain sizable reserves. Based on geology, geography, and administration, the coal fields can be grouped into five districts as shown in Fig. 1. The north China district, the heart of the industrial base for the country, has the most extensive and largest deposits of the five districts. This amounts to almost 40% of the country's total reserves. The largest coal basin with proven reserves of 181.4 Gt (200 billion st) and the most exploitable seams is located some 300 km (186 miles) southwest of Beijing (Peking) in Shanxi Province. Centered around Taiyuan, the compound field extends from Datong in the north to Xian in the south. Its western extension is not known fully. The Northwest and Northeast districts contain the second and third largest deposits. The biggest coal field in South China is located in the Sichuan and Guizhou Provinces near Chongqing. At present, it is not known if sizable coal measures exist in the Tibetan district. Coal Types China's coal varies widely both in age and rank. Newmont?s Twin Creeks Mine, located in northern Nevada, is producing gold ore from surface mining operations. The ore is currently processed at three different on site facilities depending on the ore type and the grade. The processing facilities operate under stringent geochemical blending constraints that must be met from mine ore deliveries and off site sourced ore. To analyze various strategic options, the technical team utilizes the mathematical optimization approach. However, due to the size and the complexity of the operation, there are unique challenges in optimizing life of mine production scheduling. This paper describes those challenges and the methodology developed to take advantage of different scheduling software systems that effectively compensate each other and result in reasonable guidance. The paper also describes how those scheduling results are reflected in detailed mine plan and cost estimate work.

Drilling into coal mine roof strata to install roof bolts has the potential to release substantial quantities of respirable dust. Due to the proximity of drill holes to the breathing zone of roof bolting personnel, dusts escaping the holes and avoiding capture by the dust collection system pose a potential respiratory health risk. Controls are available to complement the typical dry vacuum collection system and minimize harmful exposures during the initial phase of drilling. This paper examines the use of a bit sleeve in combination with a dust hog-type bit to improve dust extraction during the critical initial phase of drilling. A twisted-body drill bit is also evaluated to determine the quantity of dust liberated by comparison to the dust hog-type bit. Based on these laboratory tests, the bit sleeve may reduce dust emissions by one-half during the initial phase of drilling before the drill bit is fully enclosed by the drill hole. Because collaring is responsible for the largest dust liberations, overall dust emissions can also be substantially reduced. The use of a twisted-body bit has minimal improvement on dust capture compared to the commonly used dust hog-type bit.

Zinc ferrite ( ZnFe2O4) is a by-product of non-ferrous metal production and is considered a promising source of raw zinc. The most efficient way to extract zinc from its ferrite is via acidic extraction, specifically leaching by hydrochloric acid. A comparative study of synthetic zinc ferrite hydrochloric acid leaching in isopropanol, aqueous, and the mixed solvent was performed. Zinc ferrite was obtained by sintering a zinc and iron (III) oxide mixture. Crushed samples were subjected to leaching in 1 M HCl at 323, 333, and 353 K and pulp density of 1 g/100 mL. The dissolution of zinc and iron into solution in organic media reached 77% at 353 K, while in an aqueous environment this value was 65%. The activation energy of 70.0 kJ/ mol was found for the leaching process in an isopropanol environment, which is lower than that in an aqueous solution by 15%. The more efficient leaching effect of isopropanol is attributed to the lower dielectric constant of the alcohol which increases the affinity of chloride anions for zinc and iron cations at leaching.

Most accidents are the result of risk taking. They can happen anywhere. Our coal industry categorizes accidents by type, occupation, commodity, age, every way you can imagine. We now know, how many were injured and when, for all the different types of accidents. We have ask ourselves many times, why are we having accidents, how can we stop the accidents and fatals in our industry? Present numbers and projections do not show that this will happen. Serious accidents can result in fatalities. Fatal accident can be prevented, and the coal industry can achieve zero fatalities. How soon this happens, depends on a great number of factors. I will discuss accidents and reasons for us having accidents in an attempt to get to the root causes. The historical perspective will be touched on, and the risk and analysis of accidents will be probed.

Mycobacterium phlei has very good potential as a hematite flotation collector. The flotation recovery of hematite is dependent upon the solution pH and concentration of the microorganism. The critical pH for maximum recovery of hematite is around three, which corresponds to the point of zero charge of the microorganism. An excellent correlation between the flotation recovery and bacterial adhesion on hematite is observed. The adhesion of Mycobacterium phlei on hematite can be described by the potential energy of interaction calculations using an extended DLVO theory.
