According to statistical theory, the geostatistical methods of ore reserves estimation are greatly superior to any other method. However acceptance of geostatistics by the mining industry has been slow and not as wide spread as one would expect. One of the reasons for this cautious approach is that it is often questioned whether the geo- statistical assumptions are satisfied in real world situations. When blocks of ore are estimated in a mineral deposit, geostatistical theory can be used to determine which method of estimation should give the best results. Using this theory, the relationship between estimated value and true block value can be quantified. There is a need to verify that this theoretical relationship is actually observed in practice, and that the block estimates ' obtained using the theoretical ly best method of estimation, are actually most similar to the true block values. In this paper the results expected according to the theory are compared with the results actually obtained. Sample values from a large bedded gold deposit have been used. Blocks of ore have been estimated by a number of methods, including the polygone, inverse power of the distance, kriging, logarithmic kriging and other geostatistical methods. The block estimates have been calculated from samples on a large grid, and compared with the true block values obtained from additional samples on a much smaller grid. The results of this comparison show extremely good agreement between theory and actual results.

INTRODUCTION The purpose of this paper is to assist explorationists and entrepreneurs in deciding whether to invest in gold mining concessions in lesser developed countries (LDCs) and, if so, in deciding which LDCs provide the best opportunity. The first decision is difficult in the face of common notions that foreigners are not welcome - only their money; that the best gold deposits were worked out long ago; that even if you survive the mal- aria, and in spite of 51% control by a national partner, you manage to profit from a new discovery, they will tax your operation to death, or worse yet, nationalize it. Close scrutiny of what happened to foreign investors in LDCs during the “Mexicanizationt” of the 1930's through the "Zambianization" of the 1970's shows that many of these concerns are well-founded historically. But the trend of knowledgeable writers over the past decade seems to be away from this gloomy foreboding, and towards a cautious optimism, based on recently perceptible metamorphoses in certain LDCs' conditions and attitudes. If the explorationist or entrepreneur decides to seize on this apparent opportunity, the second decision -- which of these certain LDCs to invest in -- is doubly difficult, because of the formidable tasks of coming up with a rating system to provide rational comparison, and then gathering enough current, reliable information to apply. Four computerized approaches for coal blending are described and their strengths and weaknesses are explored. Spreadsheet analysis Other than word processing, spreadsheet software is the most commonly used software. Its wide availability and ease of use are two desirable features that have led many to try to adapt it to the purpose of coal blending. These are the two main advantages of this approach. To use a spreadsheet for coal blending, each row of data represents one source of coal. Each column represents a quality of the coal, with the last column specifying the tonnage of that coal in the blend. The calculated figures are the blended qualities, which can be programmed to appear in the bottom row. A trial-and-error approach is then used to develop the best blend. Inserting any blend in the last column provides the blend characteristics at the bottom of the page. If any specifications are not met, the blend can be changed, all calculations being immediately updated. This process is repeated until all specifications are satisfied. A third advantage of this method is that it is exactly the procedure that one would go through if doing this by hand. With a spreadsheet, many more blends can be evaluated in much less time, allowing the designer to try to improve over satisfactory blends to find the best of them. The resulting improved blends or cost savings are a fourth advantage of this approach. There is only one major disadvantage of using the spread-sheet. This is that most probably the best blend is not found. As an inexpensive introduction to computer-assisted blending, which can be easily understood and cost just a few hundred dollars, this is a recommended place to begin. Computerized search Computerized search approaches represent crude first attempts at letting the computer design the blend. Unfortunately, the blends found by these programs are very often less satisfactory than those developed manually. The way these techniques work is that they design, according to some predesigned pattern, a number of different blends and then quickly evaluate them. It is then straightforward to select the best from this sample set. The quality of the results depends on the number of blends designed, the way they differ from each other (the search procedure), the number of sources available, the number of quality specifications, and the severity of the specification limits. Good results are usually obtained for small, simple problems. At best, the results obtained are inconsistent from one blend to the next. Programs of this type are advertised in the mining literature. They usually mention how many different blends are evaluated, making it clear that this is more than can be tried manually. Expert systems Expert systems use a source of information known as a knowledge base. The knowledge base, usually a set of if-then rules, attempts to reconstruct the deductive reasoning process of an expert in some job capacity. For coal blending, the usual trial-and-error process has an easily recognized pattern of rules that are followed to try to find a better blend. By following these rules, it is possible to home in on the best blend without the exhaustive search required by the previous method and without the manual manipulation of the spreadsheet approach. The use of an expert system accomplishes this. One of the rules may say something like "if BTU is out of spec, then add more in the blend from a source having a high BTU and subtract some from a source having low BTU." In other words, it goes through the trial-and-error process. The process continues until all specifications are achieved and can continue further to try to optimize the cost. Of course, less simplistic rules are also needed. One set of rules would determine maximum changes in the tonnage added or deleted to the blend or from any one source. Other rules would be needed to determine which quality to improve if two or more are out of spec. At this level, the process of building the knowledge base provides the engineer with a deeper understanding of his or her own thought processes. The advantage of obtaining better blends is clear for this approach. Two more advantages should also be apparent. One is that it follows the same common sense logic that is used when doing the blends by hand or by spreadsheet, making it easy to understand. The other is that, like the search procedure, it designs the blend rather than just analyzing manually designed blends. Thus, it has all the good features of both approaches discussed thus far while providing improved results over each. A final advantage is the ease of use and ease of development. The expert system shells that are on the market are very easy to use and can be run on microcomputers. Linear programming Linear programming is an algebraic tool that solves a set of linear equations to yield an optimal solution to a problem. The optimal solution is based on the linear model so the results are only as good as the ability of the linear model to accurately portray the reality of the problem situation. It is fortunate for the coal blending problem that a linear model can be devel¬oped that reflects exactly the problem that is required. "Phosphogypsum is a byproduct created during the production of industrial wet-process phosphoric acid. This study focused on recovering rare earth elements (REEs) from a Florida phosphogypsum sample and investigated the effects of removing detrimental impurities such as phosphorus pentoxide (P2O5 ), uranium (U) and fluorine (F) during the leaching process. Experimental results indicated that REE leaching efficiency increased rapidly, reached a maximum and then began to decrease with sulfuric acid concentrations ranging from 0 to 10 percent and temperatures ranging from 20 to 70 °C. At a sulfuric acid concentration of 5 percent and leaching temperature of 50 °C, REE leaching efficiency obtained a maximum value of approximately 43 percent. Increasing the leaching time or liquid/solid ratio increased the leaching efficiency. The leaching efficiencies of P2O5, U and F consistently increased with sulfuric acid concentration, temperature, leaching time and liquid/solid ratio within the testing ranges. A fine-grain gypsum concentrate, sized smaller than 40 µm, was separated from leached phosphogypsum through elutriation, in which the P2O5, U and F content levels were reduced by 99, 70 and 83 percent, respectively, from their content levels in fresh phosphogypsum. IntroductionPhosphogypsum is a byproduct generated during the industrial wet process of phosphoric acid production, in which sulfuric acid is used to digest phosphate rock. Gypsum (CaSO4·2H2O), the main component of phosphogypsum, usually accounts for 65 to 95 percent of phosphogypsum by weight.There are small quantities of impurities in phosphogypsum, such as phosphates (H3PO4, Ca(H2PO4)2·H2O, CaHPO4·2H2O and Ca3(PO4)2), fluorides (NaF, Na2SiF6, Na3AlF6, Na3FeF6 and CaF), sulfates, trace metals and radioactive elements (Rutherford, Dudas and Arocena, 1996). Global phosphogypsum generation is estimated at 200 Mt/a (Parreira, Kobayashi and Silvestre, 2003; Yang et al., 2009), but only about 15 percent is recycled as building materials, agricultural fertilizers or soil stabilization amendments (Tayibi Choura and Lopez, 2009)."

"The flow field in a rotary kiln, used in an iron ore pelletizing process, was investigated using a three-dimensional computational fluid dynamics model. The model is isothermal, downscaled and simplified. The objective was to examine the possibility of capturing the unsteady motion of the flame seen in the real kiln. The results from the simulations were compared with recorded images of the real process. The results demonstrate the possibility of quickly getting an overview of the flow field in the kiln. The main, unsteady behavior of the flame was captured. The model may be used as a tool in the ongoing work of improving and optimizing the pelletizing process.IntroductionThe pelletizing process, in which the crude iron ore from a mine is upgraded into pellets, is a process involving large amounts of hot air flowing in complex geometries. Flow control is a crucial factor in this process to maintain high pellet quality. The rotary kiln is one of the last steps in the pelletizing process, and this is where the pellets are sintered to increase their strength and metallurgical properties. The kiln burner produces a flame that supplies the entire pelletizing process with the necessary heat.Kiln burner flames are large diffusion flames arising from a jet of fuel from the burner issuing into a concentric confining cylinder with a surrounding coflow of air, called secondary air. To enable combustion, the secondary air needs to be entrained into the fuel jet. This mixing of the fuel and air is the slowest step in the combustion process and therefore affects the efficiency of the combustion. The rate of entrainment depends on the momentum ratio between the burner jet and secondary air. The higher the momentum ratio, the faster the entrainment rate and, consequently, the faster is the fuel/air mixing.The kiln of interest in this study differs from kilns used in other industrial processes in both geometry and operating conditions. A distinguishing feature is the large amount of secondary air being induced through the kiln hood and then transported to earlier stages in the process as air or exhaust gas. The secondary air therefore has a substantial momentum, implying that the resulting flow field has a significant impact on the mixing and combustion process in general and the flame shape and stability as well as combustion efficiency in particular. A systematic study of the factors influencing the dynamics of the flow field in the kiln, neglecting the combustion, is therefore justified."

Bessac's presence in Singapore started in 2014 with the construction of the Thomson metro line, which includes 18 miles of twin-bore tunnels and 22 stations split into 17 construction packages. Bessac joint venture was allotted the T219 lot. The works include the construction of a new 660-foot (200-meter) long transfer station, two parallel 19-foot (5.8 m) ID tunnels and a pedestrian underpass. The urban context and the very soft ground stratum imposed to utilize unusual tunneling techniques, from upgrading a slurry TBM to a high-density slurry TBM to launch with very low cover and canopy pipe roofing completed with a MTBM without retrieval shaft.

Recent experience over extensive areas of the Basin and Range Province has demonstrated the importance of the basin's (valley's) geology and geomorphology in locating large quantities of good-quality aggregate. First, a geologic map depicting basic geomorphic-geologic units in a valley is made in the office from aerial photography. Next, derivative maps are made from geologic maps and field-derived information such as parent rock type, source area and depositional environment, relationship to adjacent deposits, and Quaternary geologic history. Studying the derivative maps leads to selection of test sites for potential deposits of high-quality aggregates. Subsequent field studies provide more detailed information about geologic processes and samples for laboratory testing. Combining all information allows the characterization of aggregate potential of very large areas. Favorable areas can be further tested. This phased approach has proven to be cost effective. The methodology used in mapping and characterizing basinfill deposits is applicable over much of the western United States. Map units were developed by focusing on the predominate geomorphic process, grain size, cementation, and relative age. The resulting functional map units are of use to engineers and planners. This study led to many conclusions, including the fact that the best quality basinfill aggregates are found in selected alluvial fan deposits and Pleistocene lakeshore deposits. The best quality aggregates are derived from Paleozoic carbonate and quartzitic parent materials that can also provide high-quality crushed-rock aggregates.

The Republic of South Africa is an outstanding example of the benefits to a new land by the application of individual enterprise, capital and know-how. While South Africa was colonized by European and Bantu people some 300 years ago, it was only 70 to 80 years agog when diamonds were discovered at Kimberley and gold on the Witswatersrand, that the mining, industrial and commercial potential of the country began to emerge. South Africa s national income rose from R1, 200 million in 1945 to over R4 billion in 1960 (1R = 10 shillings = $1.40 U. S.) The annual national income per head of population -- including all races -- is currently R254 (£127) This compares with £24 for India., £30 for Nigeria, and £50 for Ghana. Allowing for the increase in population, the increase in real income per head of population was about 40% during the past 15 years.

The Leeville underground mine has been in operation since 2006 and currently produces 3,300 tons of ore per day with an average gold grade of 0.4 opt. The mine has a large horizontal extent of 2,500 feet by 500 feet and a vertical extent of 20 to 200 feet. Based on the characteristics of the ore bodies, the deposits are divided into several mining zones. The geotechnical properties of mining zones are also different from one zone to another. A successful geotechnical collection system is very important for the mining designs and operations in the Leeville underground mine.

An atomic force microscopy (AFM) has been applied to study the adsorption of potassium amyl xanthate (PAX) and potassium ethyl xanthate (KEX) on arsenopyrite surface in solutions. AFM images show that the collectors adsorb on arsenopyrite surface in patches at pH 6. Increasing the chemical dosage will increase the adsorption density of the patches on mineral surface. The increased probe-arsenopyrite adhesion measured in PAX solutions at pH 6 is attributed to the adsorption of the patches, suggesting the hydrophobic nature of the patches, which is likely the oily dixanthogen. It is also found that arsenopyrite is reactive in water in the presence of air. At a high pH with the addition of Ca(OH)2 the adsorption of collectors on arsenopyrite is greatly retarded or depressed because the mineral surface is coated by a lot of precipitates, which is hydrophilic in nature as shown by the measured strong repulsive probe-arsenopyrite detachment force. The findings confirm that the flotation behavior of arsenopyrite in xanthate solutions is very similar to that of pyrite.

Introduction With the increasing need to mine lower grade ores, high energy-related costs in comminution are of major concern. Very fine grinding is needed to liberate the fine mineral particles in these ores. Not only is this expensive, but it leads to greater losses in slimes. Gravity concentration techniques become unacceptably inefficient for particle treatment below 25 to 50 µm, and even flotation fails in the ultra-fine range. Ore from the South Crofty mine near Redruth, Cornwall, was subjected to thermal pretreatment in the hope that differential thermal expansion of the minerals would lead to intergranular cracking, and thus enhanced liberation. South Crofty ore contains about 1% tin as cassiterite associated with a complex assemblage of quartz, chlorite, tourmaline, and hema¬tite in granite and slate. Recovery of cassiterite can be as low as 70%, as overgrinding occurs during stage reduction of the material to 1 mm (primary grinding) and 180 µm (regrinding). Cassiterite is present in grain sizes ranging from submicroscopic to + 10 mm, the bulk being predominantly in the range of 50 µm to 3 mm. Experimental Flat polished sections of the ore were photographed in reflected light using a Vickers M17 microscope. The sections were then heated in a Carbolite LMF4 muffle furnace. The heating rate and temperature were monitored by a thermocouple immersed in the bed of particles. Previous work by Sherring (1981) on the same material showed that a 55% reduction in grinding resistance occurred when the material was rapidly heated and cooled through the quartz inversion tem¬perature (573°C), where a volumetric expansion of 0.86% occurs. The samples were therefore heated to 650°C at 26°/min, and were then water-quenched to room temperature. The effect of heat treatment on the mineralogy and fracture network was assessed by examining the same area after treatment. Results Most of the sections examined showed that extensive transgranular cracking occurred as a result of heat treatment. Such cracking, although weakening the rock and hence reducing the work index, would in no way enhance the liberation of the cassiterite from the host minerals. Intergranular cracking, which would lead to enhanced liberation, was difficult to discern under reflected light, but there was evidence of such cracking in some of the sections examined. Figures 1 and 2 are examples of typical sections before and after heat treatment. Figures la and lb - show cassiterite in hematite, Fig. lb, in normal incident illumination, illustrating clearly that after heat treatment, transgranular fracture is evident in the cassiterite. If any intergranular cracking has occurred, it is not evident in this photograph. Figures 2a and 2b show cassiterite in quartz before and after treatment. Fracturing in both minerals after treatment can clearly be seen, and there is evidence of intergranular fracturing. However, protruding "arms" of cassiterite are severed by transgranular fracture. Subgrains of quartz have also been isolated by trans¬granular fracture. There is major transgranular cracking across the wider sections of cassiterite. Discussion The effect of rapidly heating South Crofty tin ore to 650°C, followed by water-quenching to room temperature, has been studied by observing the fracture networks in mineral grains. The choice of 650°C as the heating temperature was influenced by the work of Sherring (1981), who found considerable reduction in grinding resistance after thermal pretreatment of the same ore. Scheding et al. (1981), however, have shown, by means of a crude calculation, that heat treatment cannot be justified solely on the basis of reduced grinding costs. The cost of heat treatment far out-weighs that of grinding, resulting in the combined costs for heat treatment being over six times that for grinding unheated material. The most economically attractive aspect of heat treatment is the possibility of enhanced liberation of the valuable mineral due to increased intergranular rather than transgranular fracture. Grinding costs would be greatly reduced by improved liberation at coarser sizes, and the costs of ancillary processes, such as dewatering and tailings disposal, would be reduced. The most significant economic effect, however, would be in improved metallurgical efficiency. Improved liberation would increase concentrate grades, and recoveries would be higher, particularly in the case of ores where high slime losses are produced due to the excessively fine grinding required to produce adequate liberation. Manser (1983) has shown that only a 1% increase in tin recovery, at the same concentrate grade, would be sufficient to offset heat treatment costs on South Crofty ore. Heavy liquid analysis and shaking table separation have been used to evaluate the effect of thermal treatment on processing (Binns, 1984; Scheding, 1981; Sherring, 1981). However, treatment of unheated and heated samples of South Crofty ore, ground to the same product size, by such methods have shown little evidence of improved metallurgical efficiency after thermal pretreatment. The large amount of transgranular fracturing revealed by reflected light studies helps to explain this lack of improvement. The paper presents theoretical and practical aspects of directed adjustment of physicochemical properties (pH,Eh) and ion composition of recycle and mine water by electrochemical treatment. Treatment is run in the conditioners of diaphragm-type with production of alkaline catholyte of pH value up to 12 and acidic anolyte of pH up to 2. In process of water electrolysis the directed motion of Mg2+ and Ca2+ ions is observed from anode volume to cathode one, were they precipitate as hydroxides and carbonates; it leads to decrease of salt content in anolyte and catholyte. The anolyte has been concentrating anions, it is being saturated with oxygen, which reaches 20-35 mg/L. The results of experimental and industrial testing of electrochemical technique for mine and recycle water in flotation of diamond-containing and sulphide-scheelite, hematite, phosporite, apatite-nephelite, bauxite ores indicated the increase of recovery up to 2-1 5% and grade up to 0,5-2%, concurrent with decrease of reagent consumption from 15 to 50 %. Modules of industrial conditioners of different type capacity have been developed.

Many gold producing states are requiring rinsing of spent heaps to render the leached ore compatible with the environment and are placing reatrictiona on effluent pH, cyanide, and metals concentrations. Parameters which may affect efficient rinsing of heaps have been investigated by the U.S. Bureau of Mines in laboratory column studies. Rinse profiles for cyanide, metals, and pH as a function of the volume of water passed through the spent ore are presented. Fresh water rinsing of spent ore in columns showed that rinsing of cyanide was not affected by the rinse solution application rate. Interrupted rinsing with a rest period between applications reduced the volume of water required to meet effluent cyanide concentrations. Chemical oxidation of the effluent with recycle of the rinse solutions reduced effluent cyanide concentrations and the volume of waste solution generated. Water rinsing was not successful in reducing the alkalinity of the cement agglomerated ore. A dilute acid solution had to be applied after cyanide removal to reduce effluent pH levels to specified limits.

Case studies are presented in this paper to illustrate the usefulness and applicability of using conditional simulation in under- ground coal mine planning. Conditional simulation is a technique developed in the last five years that allows the building of a simulated ore body (or coal deposit) model. Construction and validation of the simulated model is described in order to show how well the model reproduces the essential characteristics of the deposit. In the model, the thickness, ash, and sulfur content are known everywhere in the deposit and each variable has the same mean, variance, and spatial variability (variogram) as that variable has in the real deposit. Use of the simulated deposit in the design of drilling strategy for long range mine planning is demonstrated in me case study. Determining the potential of short term production scheduling to reduce the fluctuations of sulfur in run of mine coal is described in the second case study.

The objective of this paper is to describe a study sponsored by the U.S. Department of Energy during which a model was developed to optimize haulback mining procedures in single and multiple seam contour mines, The study objective was to achieve financial- based productivity increases approaching twenty percent. This paper reviews the results of the first year's Phase I activities, which include four main tasks: formulate a methodology that can be used to select equipment and mining procedures that result in optimal performance in a particular haulback mining situation; conduct field studies of representative single and multiple seam mines to obtain quantitative background information for development of the formulated methodology: develop the methodology into a useful design tool for mine operators; and prepare plans for field tests to evaluate the effectiveness of the developed tool.

The first rule of mineral deposits always seems to be: the deposit is never close to the market. With gems and precious metals, this is not much of a problem. But with most of the mineral commodities used in today's world, transportation becomes a major part of the cost to the consumer. In Japan, for example, more than 60% of the cost of coal to the consumer may be attributed to transportation. The purpose of this article is to examine pipeline transportation, particularly mineral slurry pipelines, as a means of getting the mineral to market. Pipelines Today Regulated pipelines in the US totaled nearly 724 Mm (450,000 miles) in 1980 according to the Federal Energy Regulatory Commission (FERC). Worldwide, more than 210 Mm (125,000 miles) of new pipelines will start construction in 1982 at an estimated cost of more than $150 billion. According to the Bechtel Corp., the period between 1982 and 2000 will see major growth in pipelines of all kinds. In North America, major movements of crude oil from Alaska and synfuels from the Rocky Mountains will require the construction of nearly 16 Mm (10,000 miles) of new pipelines. Nearly 42 Mm (26,000 miles) of new gas transmission pipelines will be needed to tap both US and Canadian arctic gas fields and move the gas to major markets on both coasts. Other pipelines will be required to move additional quantities of natural gas from the Rocky Mountains to more populous regions. Bechtel says more than 24 Mm (15,000 miles) of slurry pipelines will be needed to transport coal from both eastern and western coal provinces to the Mississippi valley and coastal areas. In 1980, 125 companies delivered more than 1 km3 (6.5 billion bbl) of crude oil and 652 hm3 (4.1 billion bl) of products in the US. At the same time natural gas pipelines transported 498 km3 (17.6 trillion cu ft). The reported investment by these companies was nearly $20 billion at the end of 1980. Advantages of Pipeline Transportation The obvious success and vitality of the oil and gas pipeline industry is based, at least in part, on the fact that pipelines are a very efficient and low-cost method of transportation. This fact, coupled with the need for lower cost trans¬portation, has led to the marriage of oil and gas transmission technology and the bulk mineral solids transportation industry. The off-spring of this marriage is the mineral slurry pipeline. Slurry pipelines have a number of advantages over other transportation methods. One of these is the fact that they are buried-out-of-sight, out-of-mind. Second, they are relatively small users of labor because they lend themselves to automation and remote, or even computer control. Third, they offer an attractive economic alternative to other transportation systems. For example, for a 1000 km (621 miles) distance, rail costs of 1?/ km (1.7?/ton-mile) are about equivalent to slurry pipeline costs. But, as the distance increases, pipeline cost per t-km continues to drop while equivalent rail charges remain essentially insensitive to distance. Where existing rail, barge, or ocean ships are available, the cost of new construction associated with a slurry pipeline probably will render it noncompetitive. However, where new rail or other construction is needed, the cost of a slurry pipeline is very competitive. About three-fourths of the cost of a pipeline is in pipe, fittings, and construction. Nearly a fifth of the investment is in pump stations and the remainder is in right-of-way, surface facilities, utility acquisition, communication facilities, and other support areas. The fact that pipelines are capital intensive is, at the present time, a mixed blessing. For example, the delivered cost of coal in a hypothetical project doubles when the cost of money rises from 9% to 17.5% per year. The largest cost element for delivered coal in this example is in depreciation and finance charges. The next largest cost element is electricity to power the pumps, with labor making up the smallest increment of the delivered cost of coal. World Slurry Pipelines The idea of a slurry pipeline was probably first investigated in the latter 19th century, but the first ones were successfully built and operated in the US in the early 1900s. Today, they are fairly common worldwide. Table 1 shows a number of the world's slurry pipelines. An examination of these will further emphasize the fact that pipelines provide a cost competitive alternative where new construction of a transportation system is required. In each of the examples, the desired mineral commodity is located in a remote corner of the world, markets are at a great distance, value of the commodity is not great, and no other transport system is available.

This is the sixth annual tabulation that gives mineral royalty information. This tabulation, like the previous editions, includes all of the earlier data plus more than 100 new entries. In addition to the royalty information, some entries show the cost of purchased reserves. An article in the December 1984 Kentucky Coal Journal could have far reaching applications. It explains that a banking firm examined the "reserve risk" as one of six factors for analysis when financing a coal project. The firm concluded that coal reserves in Kentucky are worth an average of $0.29/t ($0.26 per st) in-place. The banking firm based this in-place value on its examination of more than 50 leases. In-place value is especially important when trying to establish a mineral value for a given deposit. Ernie Lehman wrote to this author after last year's column appeared and he quoted the lease rates for lead and zinc on federal land. He states, from first hand information, that the leases are based on a percentage of net smelter return as follows: 4% for the first five years, 4.5% for the next five years, and 5% thereafter. The figures used in last year's column ($ per st) came from dividing reported royalty income by reported production. The information reported last year merely translates the results of the net smelter return (as written in the lease) to royalty income per ton to the US Government for the various years. Statistics from the Minerals Management Service of the Federal Government show that oil and gas account for 40% and 53%, respectively, of the Federal royalty income. Coal accounts for about 4% and all other minerals, the remaining 3%. Oil and gas leases are mostly at 12.5%. Most of the coal leases are at 12.5% for surface mining operations and 8% for underground mining. Many of the other commodities are leased at 5%, which has been true for decades. Relative to Federal leases, this year's table shows some percentages and some costs per ton. This was done to give information about the leases and also to show income produced by various commodities. Note that some commodities have a variation in $/ton even though the royalty percent is the same. These variations result from a combination of factors that influence the value of a mineral commodity. The same caveats that have appeared in previous columns relative to factors that influence the value of reserves are restated. The data in the table serve as a general reference and are not intended to present an absolute scale of reserves costs. Several factors influence the value of any mineral commodity. The factors include: • location/transportation (especially significant for most industrial minerals); • market conditions both for the commodity and the company acquiring the right to mine it; *quality or grade of the deposit as it reflects the amount of processing/beneficiation necessary to produce the finished product; and • legislative restrictions and conditions for mining a given material at a given site. These and other factors will significantly influence the cost of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity in column 1, and the subsequent columns give the location - either by state, US geographic area or Canadian province; the cost - R for royalty and P for purchased cost; and the year in which the lease or purchase agreement occurred. The last column offers either comments or gives a footnote number for more information. The cost column requires more explanation. US coal production increased 3% to a record 832 Mt (917 million st) in 1987, according to preliminary Energy Information Administration (EIA) data. Most of the increase was due to the unusually warm summer and the increased coal-fired electricity demand for air conditioning. Drought conditions in the Northwest lowered hydroelectric generation, contributing to the higher use of coal by electric utilities. However, excess production capacity and increased competition from natural gas added further downward pressure on delivered coal prices, continuing the declining price trend of the last several years. Coal production by region Appalachian coal production reached 402 Mt (443 million st) in 1987. This is about 3% more than in 1986 and just short of its 1984 peak. Virginia produced 7% more than its 1986 level, due to increased coal-based electricity demand. Smaller percentage increases were attained in eastern Kentucky, Pennsylvania, and West Virginia. Ohio and Alabama were the only major coal-producing states in Appalachia that produced less coal in 1987 than in the previous year. In the Interior region, 1987 coal production reached a record 182 Mt (201 million st), about 2% above 1986. Illinois is the largest coal-producing state in that region. Production there fell about 3.7%, primarily because of lowered demand at electric utility plants in Alabama and Tennessee. However, this was more than offset by production increases in western Kentucky, Texas, and Indiana. After falling slightly in 1986, coal production in the West resumed its upward trend to a record 248 Mt (273 million st). Wyoming is that region's dominant coal producer. It mined 7% more coal than in 1986. Wyoming's increase offset the 11% decline in New Mexico production and smaller declines in other Western states. Coal consumption and prices Domestic coal consumption reached a record 759 Mt (837 million st) in 1987. Most of the increase resulted from the unusually warm summer that led to higher than normal peak demands for electricity in the third quarter. Electric utility coal consumption was also boosted by the below-normal hydroelectric generation that resulted from low water levels in the Northwest. These factors more than offset the effects of increased nuclear power generation and competition from natural gas. As a result, coal provided 56.9% of electric utility generation in 1987, compared with 55.7% in 1986. Electric utilities consumed a record 651 Mt (718 million st) of coal. While electric utility coal consumption increased, the average cost of coal to utilities was down, from $1.58 per million Btu in 1986 to $1.52 in 1987. The average price of coal delivered to utilities in 1987 was $35.09/t ($31.84 per st), the lowest since 1981. Coal prices were held down by a glut of coal supplies and by a decline in the average price of natural gas to electric utilities. Coal consumption at coke plants in 1987 was 2.6% above the 1986's 32.5 Mt (36 million st). This increase reflects steel's recent resurgence. Coking coal demand, though, was reduced by the increased use of continuous casting and electric furnace technologies. The average price of coal delivered to coke plants fell from $56.02 to $51.35/t ($50.83 to $46.59 per st). Coal consumption in the industries other than coke plants amounted to 68.2 Mt (75.2 million st) in 1987, slightly less than in 1986. Coal lost part of its market share to natural gas, which was priced favorably relative to coal. The average price of coal delivered to manufacturing plants was at its lowest level of the current decade. It fell from $39.50/t in 1986 to $37.27/t ($35.84 to $33.81 per st). Residential and commercial coal consumption fell to 6.2 Mt (6.9 million st) that is 9.8% below 1986 and the lowest since 1980. This decline is also attributed to the relatively low price of natural gas in 1987. Coal stocks Coal consumers held 169 Mt (186 million st) of coal stocks at the end of 1987, 5.9% above the 1986 year-end level. Most of this increase was due to stockpiling by electric utilities in anticipation of a possible strike by the United Mine Workers of America early in 1988. Stocks at electric utilities increased to an estimated 154 Mt (171 million st) at the end of 1987, 5.6% higher than the previous year. This was much lower than 1984's stock buildup. Coke plants increased their coal stocks by 30% in 1987 to 3.5 Mt (3.9 million st), rebounding from the unusually low inventories of 1985 and 1986. Pollution to Lake Erie will be significantly reduced by the Westerly Storage Tunnel (WST) system, which is mainly comprised of a 10,000-ft long tunnel and a dewatering pump station in the downstream tunnel shaft. Separate construction contracts for the tunnel and pump station required careful management of the interface risks. A key decision was to decouple the projects by relocating the mining shaft away from the pump station. The need to receive the tunnel boring machine (TBM) in the pump station shaft was eliminated by dismantling the 28-ft diameter TBM in the tunnel then carrying it back through the tunnel and up the mining shaft. This paper discusses how interface risks were successfully managed during design and construction to limit overall schedule impacts.
