Mr. President, Officers and Members of the Rocky Mountain Coal Mining Institute: This is my first attempt to prepare and read a paper before your association. The Rocky Mountain Coal Mining Institute, I understand, was formed for the purpose of increasing knowledge relating to coal mining in all its various branches by study, research and discussion. In writing my paper, I have tried to be as practical as I can, at the same time, present my arguments so that they can be easily understood. When I use the word science, I mean organized common sense. I humbly ask my hearers to be a little patient, while I read my paper, and be "to its faults a little blind, and to its virtues a trifle kind". Western Europe is said to be the cradle of the coal mining industry. We are told that the Ancient Britons were acquainted with the use of coal long before the Romans invaded and conquered their country. The Romans were never too proud to learn from the outer barbarians, and possibly acquired the precious secret from them: We are told that it was not until the 13th century, that the coal mining industry, assumed any noticeable importance in Britain, and on the Continent. In the year 1259 Henry the 3rd granted a charter to the freemen of New Castle on Tyne, allowing them to mine coal. For a long time it was used in the arts and manufactures only, wood continuing to be the common domestic fuel. As has been the case with almost every great benefit, the introduction of coal as a fuel was stoutly resisted at first, and we find its use prohibited in the city of London in the reign of Edward II, by Royal proclamation ; which was soon discovered to be injurious and foolish, and consequently withdrawn. It is interesting perhaps, to know how this Royal proclamation was brought about. A lady of the Royal household was riding in her coach one day through a village in which coal was burned as a fuel, and she suffered such a cough by inhaling the coal smoke that she decided to call a council of suffragetts, who ultimately decided that the burning of coal was injurious to their health and complexion. They drafted out a petition and presented it to the king, who speedily issued the order that no coal was to be burned in the city of London. The penalty for disobeying this order was death by hanging. We are informed of one poor man who continued to burn a lump of' coal on his fire in winter time; he was arrested, sent to prison and condemned to death; the judge in passing the sentence solemnly stating that if he was not allowed to get a fire that was hot enough in this world, he felt that he surely would be allowed one in the next.

The ninth annual Mine Rescue Evaluation was held in conjunction with the RMCMI 2000 convention at the Sheraton Tamarron Resort, Durango, Colorado June 25 thru 27. The purpose of the mine rescue evaluation program is to provide an opportunity for mine rescue teams to learn new skills and improve their existing ones in a non-competitive environment. Several staged "disaster" scenarios were [ ] held where the teams are called upon to exhibit their life saving abilities. The evaluators meanwhile are offering suggestions, both verbal and written, to help the teams better understand the situations presented them. This non-competitive environment allows the teams to work together and share their knowledge with fellow mine rescue teams providing everyone with a positive learning experience. Mine Rescue Chairman Bill Balaz was in charge of coordinating the events. Seven teams consisting of seven to ten members each (totaling 63 members) participated in the two-day event. Each team was required to respond to three different real-life scenarios plus a written general knowledge test daily. This year's four professional evaluators included Art Saenz (Hazardous Materials) of Western Envi¬ronmental Associates; Guy Horton (Ropes), Guy Horton Rope Rescue; Mary Bailey (Medical), MBA Training and Ron Lauer (Confined Space) also lassos Western Environmental Associates. They cash prov- [ ] ided three different challenging mock situations per day per team. The teams had no prior knowledge of what the scenarios would be as details were provided only as they arrived. Ten volunteer victims added much drama and excitement to the event. Their realistic enactments, complete with false blood makeup and severed limbs, made for some very tense scenarios. The Mine Rescue Teams participating this year were BHP LaPlata, BHP Navajo, BHP San Juan, all from Farmington, New Mexico; Bridger Coal Co., Rock Springs, Wyoming; Sabine Mining, Longview, Texas; Solvay Minerals, Green River, Wyoming and Western Energy Co., Colstrip, Montana. Many new [ ] friendships were made and much knowledge shared. A swap meet was held Saturday afternoon for the teams to exchange miscellaneous equipment, hats, shirts, etc. The teams were asked to evaluate the program and the evaluators. Then responded with many positive suggestions that will help improve the upcoming events in the years to come. Culmination of the Mine Rescue program was a Tuesday morning awards breakfast where the teams were presented with plaques. The participating victims and evaluators were also commended for their outstanding efforts. Sponsors for the Mine Rescue program were Big Sky Coal Company, CMC Rescue, Magnum Metals, Inc., and Rocky Mountain Electric. Many hours of volunteer time and effort from various family members of participants helped make the 2000 event a huge success.

The Rouse Mine, belonging to the Colorado Fuel & Iron Company, earlier known as the Santa Clara Mine, is located at Rouse, Huerfano County, Colorado. Operations at this property started about the year 1899, after the old Rouse mine had been drowned out by a large flow of water coming from the strata underlying the Cameron seam. The present new Rouse mine was opened by a slope on what is familiarly known as the Walsen seam in the Walsenburg district. This slope has an average grade of 12 per cent bearing approximately, south 45 degrees west, and having at the present time a total length of 6300 feet. This seam has an average thickness at that property of five and one-half feet; however, there are sections of the mine where the thickness is from seven to eight feet. The mine has been developed. since the time it was opened on what is known as the Room and Pillar system ; water level entries have been driven right and left off the slope, and in some cases the rooms are driven directly up the pitch; and in other cases entries have been driven with rooms turned on water level courses. The first flow of water of which we have ally record was encountered in 1901 in what was called the "Second West Entry." This flow, however, was small, and did not require the installation of any large pump unit. From 1901 up until 1909 the flow increased normally as the field was developed. In January, 1909, the first large inflow occurred, coming from a break in the seventh west entry, making a total flow at that time of about 500 gallons per minute. This necessitated putting in larger pumps, and the first pump to be installed of the centrifugal type was a 600 gallon Worthington. By the year 1911 the water had increased, due to additional development, until it was found necessary to install an additional 600 gallon Worthington centrifugal type pump. In December, 1912, a break occurred in the eighth west entry, between the fourth and sixth cross entries, making 2000 gallons per minute. This flow decreased after a period of three weeks some 500 gallons, but on account of the quantity of water then being handled at the mine, and in view of the fact that we needed some reserve pumping equipment to take care of these flows, and additional 600-gallon Worthington centrifugal type pump was installed in June, 1913. An the latter part of 1914 a 250 gallon Reese roturbo was installed to take care of the water, which was being made in the lower workings of the slope. We found after the installation of the centrifugal pumps that the water decreased to a certain degree in the uppermost workings. This led us to believe that the field was being drained, more or less, and the head reduced ; however, our ideas in regard to this were again upset in December, 1915, when we encountered a flow in room 6 off the first cross entry on the ninth east entry. This flow was not as large as previous flows had been, but made 200 gallons per minute.

The eightieth regular meeting and convention was called to order by the President, John T. Atkins, at 9:15 a.m. Monday, June 25, 1984 in the Colorado Ballroom of the Marriott's Mark Resort in Vail, Colorado. President Atkins welcomed the members and their guests to the convention and noted that the annual business meeting would be held Tuesday afternoon at 2:00 p.m. in the same room. A convention update was made by the Conven¬tion Liaison Officer, Loren V. Linville. This was followed with a program report by the Program Chairman, Doug Ingram. The chair then called on Clifford Barrett, Upper Colorado Regional Director of the Bureau of Rec¬lamation of the United States Department of the Interior. He presented the Bureau's Citizen Award to RMCMI former president Ira E. McKeever for his outstanding contributions to the joint private/ Federal effort and the open planning process for AQUATRAIN. According to Barrett, "from 1981 to early 1984, McKeever led private industry work in the AQUATRAIN project, a proposal for a 1,400 mile long pipeline system. AQUATRAIN was conceived as a possible alternative to solve the government's problem of rising salinity levels in the Colorado river, as well as the private sector's need for a more economical coal transport method. The Citizen Award cites McKeever's efforts in developing a model for future cooperative ventures between government and industry that can benefit the nation." Following this presentation, the formal program of the 80th meeting and convention began with the president, John Atkins, introducing the convention kickoff speaker, Andrew Franklin, President of Nerco Mining Co., Inc., followed by the convention keynote speaker, Dr. Margaret N. Maxey of the University of Texas. These speeches are printed in this Proceedings together with those of all other convention speakers. I'm Andrew Franklin, President of Nerco Min¬ing Company, and I'm delighted to be here to kick off the annual convention of the Rocky Mountain Coal Mining Institute. This has always been a very special convention in my eyes and I'm sure this year's will be no exception. I am also here to share my thoughts on the western coal industry and how we're all affected - for good and bad - by public policy decisions. Although the title of my talk is "Western Coal: An Industry Under Siege," I believe a more accurate title might be "Western Coal: The Pit and The Pendulum," because of the wide swings in public policy and coal development in the past 15 years which have cut a zigzag path for growth over this period. As one of the nation's largest coal producers, Nerco is well aware of the problems facing western coal production. Nerco Mining Company is the western coal mining subsidiary of Nerco Inc. We have been "in coal" for more than 25 years through our parent company, Pacific Power & Light. To state my conclusion at the outset, I feel it's extremely important that consistency and common sense should guide our national policy for the development of valuable energy resources. In particu¬lar, we must reduce the wide swings in government policy and activities which have affected energy development. In short, we must decide what kind of game we're playing so that the "players" and the "referees" can keep their eyes on the "ball." Business today faces two main types of uncertainty market uncertainty and public policy uncertainty. As businessmen, we expect and are used to facing the familiar challenges and uncertainties of the market in which we operate. Over the past 10 years, the market has appeared to be bullish on coal. But the facts make our future less rosy. Last year, western coal producers faced over 50 million

MR. TESCHER (Disaster at Dawson) : I move that you appoint a committee of nine members of this Institute to draft a set of resolutions that we can send out to all members of this Institute, to the mine officials in all four states, that might go towards preventing these disasters; that we reach all men, all mining men, mine officials of all kinds. I think we have enough brains to carry out a few suggestions of that kind. I think you are fully familiar or know men who are fully qualified to act on this committee. The only qualification that I have is to ask that Mr. Harrington be appointed a member of this committee. PRESIDENT WHITESIDE: You have heard the motion, and I believe it was seconded. Is there any discussion? That is a subject that really needs a great deal of thought. MR. LAMB: Things like that can't be handled in a minute. What Mr. Tescher suggested is all right, but to my mind, going into a great many of these different properties, seeing the conditions, such things hit pretty close to home. I would suggest that you put this off; lay it over until such time as the people who had the disaster have some time to think these things over. It is too soon to offer even a suggestion. Suggestions are all right, but there are no nine living men in the United States who can stand up or sit down and talk it over and give you any reasonable answer, in one hour or six months. First, you would naturally have to go down there and converse with the men who were at the camp at the time. You are all operators; all you operators would -like to talk it over today. You realize that anything that is good for the camp is always acceptable in disasters of this kind. I say, do it gracefully and not by publication. MR. TESCHER: I feel that the men present know these suggestions by heart and they don't have to discuss them. They know them instinctively and they know they will apply to any mine. It must be understood that if these suggestions are not carried out, they ought to be; and there is a motion before the house. PRESIDENT WHITESIDE: Mr. Murphy, you started to rise to your feet a moment ago. Have you anything to say on the subject? MR. MURPHY: I have just returned from a visit to Mr. Brennan. Mr. Brennan and I have worked together for twenty years. The manager of our company asked me to go down there and express his sympathy. Those things come to all men if they live long enough, in the coal business, and he wanted me to express to Mr. Brennan personally his sympathy and deep regret. What I had in mind when I started to rise, was to suggest that the Institute as a whole express its sympathy to Mr. Brennan. I don't think there is a man in Utah, Wyoming, Colorado or New Mexico who has done more in safety' lines than Mr. Brennan, and it just seems bad luck that he had this disaster, and I am in hearty sympathy with the gentleman who spoke about not appointing this committee. I believe a resolution to Mr. Brennan would be very much better. JAMES DALRYMPLE: I am in sympathy with this gentleman here. I think it is going to hurt the feelings of those connected with the mines in which this disaster occurred. If you will give me the privilege for a few minutes, I will gladly express myself and the action that has been taken in the past by this Institute, and my opinion combined with a great many other opinions. And what I am going to say is going to be said by the-well, I am going to say it as I see it. I am going to say it not in an unfriendly spirit, but from a spirit of not undue criticism. I happen to be one of the original members who organized this Institute. I did what I could to obtain memberships. I remember very well when we had our first meeting that we had a very large membership. I think I have a photograph of the members which was taken on the steps of the Capitol building at that time. Our membership at that time was composed largely of underground officials. I mean by "underground" officials, the superintendents to some extent, the mine foremen, their assistants,

The use of electric power was introduced in this field in the year 1892. The initial installation being an engine-driven generator and one nine-ton haulage locomotive using 500-volts direct current. Reference to this locomotive appears in the issue of COAL AGE for February 24, 1921. For a large coal field, the conversion to electricity has been very complete, there being no compressed air machines in service and but one steam driven hoist, that at No. 1o mine and located within fifty feet of the present power plant boiler room. Two eight-ton haulage locomotives, installed in 1896 and still in use, justifies the service and the equipment. These mines used the pioneer types of electric cutting and drilling machines, the story of which is, no doubt, familiar to you. The extensive use of electric power began in 1900, when there was installed four 400 k.w., 500-volt direct current engine-driven generators. These were cross-compound machines and operated non-condensing. By 1910 the mines had developed main haulage entries of several miles in length and a working territory of about six square miles in area. The necessity of supplying adequate power at the working face required a local power supply from motor-generator sets in various parts of the mine to supplement the power furnished by the engine-driven generators. The power to these motor-generator sets was supplied by a 300 k.w. high pressure non-condensing turbo-generator delivering 2300 volts, 60 cycle, three-phase current. This marks the beginning of the use of alternating current for mining purposes. In 1913 new mines were being developed at Reliance, seven miles distant, and the plant was enlarged to accommodate a 750 k.w. low pressure, condensing turbine, utilizing the exhaust steam from the cross-compound engines and the 300 k.w. turbine. Transformers were installed for supplying Reliance with power at 13,200 volts. In the course of time the old engines began to dismantle themselves by throwing various pieces, such as cylinder heads, about the building, damaging walls and switchboards, and created a general feeling of unrest among those who had to do with power production. The limitations of the old engines that had given admirable service for ten years were recognized. The source of exhaust steam became questionable and in 1915, a 1000 k.w. high pressure condensing turbine was installed in order that a more general use could be made of motor-generator sets for the direct current supply. One of the most dreaded things which mining men sometimes have to contend with is underground mine fires, which are both dangerous and expensive. In the Reliance mines we have had considerable trouble with mine fires. We have at the present time five different fire zones, three of these zones give us considerable trouble and the other two have not given any trouble since they have been walled off. Fire Zone No. 1 comprises No. 2, 3 and 4 South Entries, about 50 acres are enclosed in this zone. Fire Zone No. 2 comprises the main drift entry from the mouth to the Old Boundary Plane and extends to the crop line, about 10 acres are enclosed in this zone. Fire Zone No. 3 comprises 1 and 2 North Entries from the main slope to the Old Boundary Plane, a distance of about 1,200 feet, about 15 acres are enclosed in this zone. Fire Zone No. 4 comprises 11/2 and 2 North Entries, a distance of 1,100 feet between New Slope and Old Boundary Plane, about 15 acres are enclosed in this zone. Fire Zone No. 5 comprises the inside end of No. 11/2 and 2 North Entries and 3 North Entry from the New Slope to 30 room, a distance of about 2,600 feet along No. 3 North Entry, about 20 acres are enclosed in this zone. The first mine fire started in No. 2 South Entry in No. 1 zone in 1914. Inside of No. 7 room on the high side of the entry, there was a soft piece of coal. There were no rooms driven in this coal and one day a fire was discovered in the solid pillar on the high side of the entry, work was started at once to load out this fire. and several places was driven into the pillar and cribs built where the coal was taken out, but this method proved a failure and a sand pack was put up along the entry between the track and the high rib. This consisted of timber set about 3 feet from the rib and 2-inch boards put behind the timber and sand or adobe put in between the boards and the ribs, and this method gave very good results except that it required close watching as the sand would settle and let the smoke out between the roof and the sand. Fire broke out in No. 3 South Entry in No. 1 zone in the summer of 1919. We sealed this fire off by building 36 fire stoppings, which also enclosed the fire in No. 2 South Entry and we have never had any trouble with fires in this zone since it was walled off. The fire started in No. 2 -zone in 1919 and has been very active ever since. When this fire was first discovered we built new stoppings in front of the old one in the room necks; we also opened up some of the room necks and loaded out part of the burning coal and rock but this did not help any, the fire, would burn out around the stoppings also burn along the roof between the top coal and the roof sometimes nearly across the entry. Several holes were drilled from the surface to the fire area and flushing the fire was tried but this was also a:\, failure, the rock above the coal was so hot that the mud would dry in the hole and fill it. In 1921 we started to take down the top coal along this entry, timber the entry and put 2-inch boards behind the timber and fill in between the coal and the boards with sand or adobe. We have at present over 1,000 feet of this work done and it has given us better results than any other method that we have tried. As the coal burns out behind the timber the weight breaks the timber and it is necessary to renew some of it. Fire broke out in No. 1 North Entry in No. 3 zone in 1922. There was a stopping in this entry that had been put in when the entry was finished some few years before. The fire burned around the stopping on the low rib of the entry, we built another stopping in front of the old one taking down the top coal and extending it up to the roof also digging in both ribs and setting the stoppings into the coal about 18 inches. This fire did not cause any trouble until June, 1924, when we discovered this fire was very active on the inside

The Hiawatha pitmouth is located at the head of the middle fork of Miller creek, at an altitude of approximately 8,100 feet. The coal is lowered to the tipple down a gravity tram two miles long, in 16 car trips which carry about 60 tons net. The average running time of the trip is about nine minutes. At the bottom of the tram there are two tracks for the loads and two for the empties. The trip, after being cut off the rope, is dropped by gravity onto a feeder, where the cars are uncoupled and fed one at a. time across the pitcar scales and into the dump. The dump is of the full revolution type, friction driven. On passing out of the dump the cars are returned by a kickback onto the empty car haul. They are caught at the bottom by a brake which consists of a pair of steel squeeze blocks operated by heavy springs. The empties are elevated to the double tracks, where the trips are made up. The feeder, scales, dump and empty car haul are all built on the solid ground of the hillside instead of being incorporated in one structure with the screening plant. The coal is dumped into a small hopper with a capacity of about 15 tons, whence it is fed by a reciprocating feeder onto a scraper conveyor which takes the coal over to the screening plant, a distance of 120 feet. This conveyor is 48 inches wide and travels at 120 feet per minute. The screen itself is interesting. It is of the Marcus Horizontal type.
