THE Inspiration Consolidated Copper Co., located in the Globe-Miami district at Inspiration, Ariz., became a producer of copper in 1915. From 1915 until 1948, 116,278,000 tons of ore were produced from underground workings by the block-caving system of mining. In April 1948, open-pit ore production from portions of the ore body was started and earlier plans for block-caving in these areas were abandoned. The change was due to economic conditions. Prior to the war years Inspiration's costs of mining by block-caving methods were comparable to, or even below, the costs of some open-pit operations. By the end of the war these conditions were completely changed. Underground costs had risen steadily for labor and supplies. Difficulty was being experienced in finding competent underground men and underground development was almost hopelessly behind schedule. On the other hand, open-pit costs had been sharply reduced through the development of modern earth-moving machinery and plenty of labor was available for surface work.

As a result of studies distributed over the earth- including ocean basins as well as continents- some tectonists recognize four dominant structural trends: 1) northwest; 2) northeast; 3) nearly east- west, or equatorial; and 4) nearly north-south, or meridional. Baker' proposed a theory to account for these trends and Sonder5 called their world-wide arrangement the regmatic shear pattern. Moody and Hill6 proposed a much more complicated shear network which, although fascinating and perhaps ultimately useful, will not be followed here. In a recent review of deformation within the Cordillera, Wisser7 mentioned the four fundamental directions. The fact that many geologists deny the existence of the regmatic shear pattern implies that the fundamental structures are far from obvious. It may mean, also, that some geologists are not accustomed to examine regional and world maps analytically. The maps require much study, and certain features, should be isolated on overlays. Even so, with the present limited knowledge, uncertainties remain. The following analysis is a qualitative experiment, subject to change as information accumulates, and should be supplemented by the western sheet of the Tectonic Map of the United States.8

NO oil territory in the world has been so rich in large producing wells, in a comparatively small area, as the Baku field. Particularly is this true of the Bibi Eibat field, which formerly produced millions of "poods " of " gusher," or as it is called in Russia, "fountain" oil. The Bibi Eibat and Balachany fields have been exhausted of gas and ruined by water, but ' the Surachany and Benegadi fields are still fountain territories and: many outlying districts that have only been prospected produce rich fountains. The method of controlling fountains, or gushers, is the result of growth, along with the Russian system of drilling, where large diameters and riveted casing have been in vogue. The screw casing is seldom used except to exclude water. Formerly the method of finishing wells and the condition of the casing at the top of the well would not permit the use of gates, manifolds, and connections as is standard elsewhere. The life of the flowing wells is very short, particularly those 10 in. (25 cm.) or more in diameter, which produce large quantities of sand and often flow for but a few days and are then a complete loss. More than 1,000,000 poods in 24 hr. have been claimed in several instances, but in no case was the flow for more than a few days. The oil sands of this district are free uncemented sands and vary in thickness from paper thin to a maximum of 10 ft. (3 m.). The sands are interlaid with strata of soft clay. In spite of this, the practice has been to drill into such sands and produce from the open hole without screen or liners. Sometimes the casing is set below the oil sand but in this case holes from 21/2 to 3 in. in diameter are drilled opposite the oil sand, which would not have the effect of a screen. Fig. 1 is an outline of the fountain shield ready for the control of a fountain. It is composed of an inner and an outer covering made from rough boards. The framework is made of rough round poles. When a light flow is expected, only the inner lining is built; and when the fountain comes in unexpectedly, it is often possible to build only the outer cover. The bridge is for the purpose of renewing the blocks as they become worn by the flow. The lower block, as here shown, is made of hardwood and is bolted to the crossbeams with brass bolts. The grain end is toward the flow. The upper block, as shown here, is made of cast steel and is also bolted to the crossbeam with brass bolts.

The territory underlaid with coal, to which this name was originally given, embraced a very small area, including only the south half of sections 31 and 32 (township 33 north, range 9 east) in Wilmington township, and sections 5, 6, 7, 8, 17, 18, 19, 30, and 31, with occasional outliers in sections 3, 4, and 9, and, possibly, in sections 20, 28, 29, 30, and 32 (township 32 north, range 9 east) of Reed township, in Will County, comprising eleven square miles of workable coal within the known basin. The solubility of graphite in CaO-S2O2-Al,O3 slags was measured by equilibrating slag samples with graphite crucibles and CO gas. Carbon contents as high as 2 ut pct were obtained in CaO-saturated, CaO-A1,O3 slags, and 1.3 wt pct in slags of the composition CaO.Si0,. Although the observed conditions for Sic formation were in agreement with those predicted from thermodynamic data, CaC, was found to form at a lower temperature than predicted frotn thermodynamic data. From measurements of the equilibrium carbon content as a function of CO Partial pressure, it was found that carbide ions dissolve in CaO-A12O3 melts with a valence of minus two. The carbon content increased with CaO concentration in Ca0-Al,O3 melts and increased with SiO, content along the CaO'AlO3-CaOSi0 join in the ternary system. When solid CaC2 was added to CaO-A12O3 and CaO-SiO2-A12O3 slags, it was found that one of the oxides in the slag was reduced by the carbide (Al2O3 in the forrner and SiOz in the latter). In electric furnace steelmaking, a double-slag practice is frequently used to meet alloy specifications. Initially a flush slag, which is oxidizing in nature, is used to remove phosphorus and carbon from the steel bath. Later in the refining period, the flush slag is replaced by a highly reducing carbidic slag. When calcium carbide is formed in or added to a finishing slag, the slag is effective as a desulfurizing agent and also permits alloying elements such as chromium, vanadium, and tungsten to be added to the slag in the form of oxides. The oxides are readily reduced by calcium carbide, thereby minimizing the use of expensive ferroalloys. More work has been done on the thermodynamics of silicon carbide in slags than on calcium carbide. Baird and alor' and Kay and alor' determined the free energy of formation of Sic by measuring the partial pressure of CO in equilibrium with solid silica, silicon carbide, and graphite. Using a similar technique, they determined SiOz activities in CaO-SiOz and Ca0-Si0,-A1203 slags. Rein and chipman3 also determined the free energy of formation of Sic using slag-metal equilibrium measurements. A literature survey has uncovered only one experimental study of the behavior of CaC, in slag systems. Shanahan and cooke4 report the results of some preliminary experiments on the solubility and stability of CaC, in a CaO-A1,03 and a Ca0-Si0-A1,03 slag at a temperature of about 1500". The carbon solubility as CaC, in a slag containing 50 pct CaO and 50 pct A1203 was reported to be 0.6 pct. They also review earlier work on the binary CaO-CaC, system. A eutectic exists in this system, but various investigators disagree on the eutectic temperature and composition. eal has given an explanation for carbide furnace erruptions in terms of the thermodynamic properties of CaC,; his analysis is not based on experimental data, but on compiled data for the free energies of formation of CaC, and CO.' , These data for steel-making temperatures are all extrapolated from the results of low-temperature measurements. In the experiments described in this paper, slag samples were equilibrated with graphite crucibles and with mixtures of CO and argon or with CO gas at 1 atm total pressure for measurement of the carbon solubility. Most of the work was done on Ca0-A1203 binary slags, although in some experiments CaO-SiO, and Ca0-Si0,-A1,03 slags were used. EXPERIMENTAL Slag samples of the desired composition for the solubility measurements were obtained by blending pre-fused master slags. The master slags were prepared by fusing mixtures of reagent-grade CaC03 with either A1,03 or Si0, in a graphite crucible. [A session of the Institute of Metals held during the February, 1926, meeting of the Institute, was devoted to a symposium on ''gas" in copper. S. Skowronski, Perth Amboy, N. J., was chairman. Skowronski, Perth Amboy, N. J.—There are today two groups of metallurgists, one group who believe in oxygen-free copper and another group who believe that oxygen is absolutely essential in copper; not that the two groups disagree, but that a certain grade of work calls for oxygen-free copper, while another grade of work does not. I can sum up the problem by reading the abstract of an article by Frederick Johnson of Great Britain in The Metal Industry of Sept. 4, 1925. Few, who have watched the trend of things during the last two decades, can have failed to notice the steady growth of opposition to the prevalent use of copper in the "tough-pitch" condition, which for many ages enjoyed an unchallenged supremacy. Broadly speaking, there are two schools of thought in the metallurgical world, one holding the view that copper containing a small proportion of oxygen is an eminently suitable material for users, the other expressing its preference, in no hesitating or uncertain manner, for copper from which oxygen has been removed by means of a deoxidizer. In the old days, before the advent of the converter and the electrolytic refining process, the copper of commerce was so impure that the presence of oxygen was imperative in order to neutralize the influence of impurities which militated against the hot-working properties of the metal. For electrical purposes, oxygen must be present, because sound bars and billets cannot be produced without it, except at the expense of electrical conductivity. For most engineering purposes, however, electro-deposited copper may be used either by itself or with the addition of alloying elements, e. g., arsenic and nickel, which experience has proved to be beneficial, such copper being freed from oxygen by the aid of a deoxidizer, e. g., phosphorus. Such material has positive advantages over "tough-pitch" copper as at present produced from refinery furnaces. It has greater toughness and malleability, and is immune from the action of reducing gases at high temperatures, the destructive action of which, in the case of "tough-pitch" copper, is well known. The reasons why there has been no wholesale replacement of "tough-pitch" copper by deoxidized copper are commercial in nature; copper can be more economically melted in large-capacity furnaces which lend themselves to the poling process and are not so suitable for control of uniformity of action of deoxidizers as the smaller electric or crucible furnaces, whilst they are also more convenient for the production of very large castings. Moreover, the equipment of most large copper manufacturing plants is designed for casting "tough-pitch " copper in open moulds, e. g., wire bars and cakes, and these could not be used for deoxidized copper, which must be cast in vertical moulds as in brass-shop practice. INTRODUCTION Mount Isa Mines Limited operates a major mining complex at Mount Isa in northwest Queensland, Australia. The location is arid and remote, some 600 miles distant from the nearest port of Townsville on the eastern coast (Fig. I). Current mine production is 6 million long tons per annum comprising 3.8 million tons of copper ore and 2.2 million tons of silver-lead-zinc ore. Copper ore production is scheduled to increase to 5.8 million long tons per annum by 1973 and a new silver-lead-zinc mine is being developed at Hilton, 13 miles north of Mount Isa. The Mount Isa and Hilton orebodies occur in a single stratigraphic member, termed the Urquhart Shale. This shale is conformable with several other sedimentary formations striking north-south and dipping approximately 65º west. The silver-lead-zinc orebodies occur in bands conformable with the shale bedding and tend to be of tabular shape, varying in width from a few feet to nearly 200 ft. The copper orebodies occur in breccia bodies, locally known as "silica-dolomite", within the Urquhart Shale and tend to be more irregular and massive with widths up to several hundred feet. The detailed geology is described by Bennett (1 2). At present, production comes almost entirely from underground operations with only about 25,000 tons per year of carbonate ore from open pit operations. The mining method used in the copper orebodies is sublevel open stoping with pillar recovery by pillar blast before stope filling or by sublevel caving after stope filling. A large primary sublevel caving operation was also carried out until recently in one of the orebodies. The wider lead orebodies are mined by sublevel open stoping, with or without pillar recovery, while cut and fill stoping is used in the narrower orebodies. Details of the mining methods are given by Davies (3). The company's interest in open pit mining stems from a large open pit which was mined out in 1965 and a further large open pit planned for future production. In addition, the company is currently evaluating several large ore deposits in Australia and New Guinea. All of these orebodies would be mined by open pit methods and rock mechanics studies of slope stability are now a standard feature of all open pit evaluations.

The 1200°C isothermal sections of the following ternary phase diagrams were investigated: Cr-Co-Nil Cr-Co-Fe, Cr-Co-Mot and Cr-Ni-Mo. In all these systems the u phase was found to form extended solid solutions. Two new ternary phases of unknown structure were identified. The existence range of intermediate phases of transition elements was correlated with 3d electron vacancy concentrations. THE occurrence of extensive ternary d solid solutions in the Cr-Co-Ni and in the Cr-Co-Fe systems was described in a brief note.' More recently d- solid solutions were also found in the Cr-Fe-Mo system by two independent groups of investigators.2,3 The existence of binary d phases in the V-Co and V-Ni systems, predicted in ref. 1, was experimentally discovered recently by Duwez and Baen and independently by W. B. Pearson, J. W. Christian, and W. Hume-Rothery.5 Duwez and Baen stated two general conditions for the occurrence of the d phase in alloys of the transition elements: "(1) The atomic diameters of the two metals do not differ by more than 8 per cent. (2) One of the two metals has a body-centered cubic structure while the other is face-centered cubic, at least in one of its allotropic forms." In the course of an extensive research program conducted at this Laboratory under the sponsorship of the NACA, several ternary systems, containing d solid solutions and also certain new ternary phases, were investigated. The present report describes the investigated portions of the 1200°C isothermal sections of the following ternary phase diagrams: Cr- Co-Ni, Cr-Co-Fe, Cr-Co-Mo, and Cr-Ni-Mo. It was found that the range of existence of the d phase in these four ternary systems, as well as in one of two ternary systems which were investigated by others, can be fairly consistently described in terms of electron vacancy concentrations. This supports the suggestion of Sully and Heal" that the d phase is an electron compound. Experimental Procedure The ternary alloys were prepared by vacuum induction melting in zirconia and alumina crucibles. Lot analyses of the metals used are given in Table I. THE farmer pays the phosphate miner! Phosphorus is used in fireworks; goes to battle in military smoke screens, incendiary shells, and tracer bullets; and, in vermin destroying pastes, does its part in the war against insects. A lemon phosphate can be had for a nickel at most soda fountains, and tens of thousands of tons of phosphate rock are mined annually for use in the food industries, chiefly for making monocaleium phosphate baking powder. Sodium phosphate cleaning, washing, and scouring compounds consume substantial quantities: the iron and steel industries buy a few thousand tons yearly to make ferrophosphorus and to balance foundry-iron furnace charges; and even nonferrous metallurgists use a little for phosphor bronze and other alloys. Phosphoric acid, its salts, and diverse other derivatives of this versatile element have countless applications, and industrial outlets are increasing rapidly, especially in the United States. Nevertheless, in this country nearly 90 per cent and in the whole world fully 95 per cent of the phosphate rock consumed is absorbed ultimately in agriculture.

In the year 1881 I presented to the Institute two papers containing the resnlts of researches on gold, in which I endeavored to make plain some of the causes of the losses in the working of gold-ores. Since that time I have continued this investigation at intervals with the following results. In the papers previously presented to the Institute I made no attempt to make compounds containing more than two substances. Since then I have endeavored to make more complex compounds. The experiments consist in fusing mispickel free from gold with a certain amount of metallic gold, and experimenting with that; also fusing the same mineral with sulphide of antimony, and fusing iron pyrites with gold and compounds of antimony. The mixture was made with mispickel taken from a vein not far from Stamford, Conn., absolutely free from gold. It was fused

The boundaries of the (a +ß) field in the Al-Li system were determined between 150°and 550°C utilizing quantitative metallography and lattice-parameter measurements. The solubility of lithium in aluminum decreases from 12.0at. pct Li at 550°C to 5.5 at. pct Li at 150°C. P Al-Li is saturated with aluminum at 45.8 at. pct Li and has this boundary value constant over the temperature range 150°to 550°C. THE solid solubility of lithium in aluminum has been determined by several investigators, 1-6 but, as shown in Fig. 1, there is little agreement among the various determinations. The earliest investiga-tions'-' are suspect because of the use of impure materials. Although high-purity materials were employed in more recent work,4'5 the experimental techniques may have led to contamination of the specimens. Probably the best work has been that of Costas and Marshall,6 who obtained close agreement between results obtained by two independent phase-boundary techniques: electrical resistivity and mi-crohardness. No detailed studies of the solubility of aluminum in the bcc ß phase, Al-Li, have been reported. Cursory investigations1,2,6 have indicated only that the (a+ß) -p boundary lies between 40 and 50 at. pct Li and is relatively independent of temperature. The present work was undertaken in order to provide an independent check on Costas and Marshall's determination of the solubility of lithium in aluminum, to extend knowledge of this solubility limit to temperatures below 225°C, and to make an accurate determination of the solubility of aluminum in Al-Li. EXPEFUMENTAL Alloy Preparation. In view of the difficulties encountered in previous investigations of the A1-Li system, close attention was paid to the use of methods of alloy preparation and treatment that would minimize contamination. Aluminum sheet (99.99 + pct Al) was vacuum-induction melted in a beryllia crucible to remove hydrogen. Lithium (99.9 pct Li) was charged with pre-melted aluminum into a beryllia crucible, in a helium-filled drybox. The crucible was sealed in a Vycor tube and transferred from the drybox to an induction furnace. Melting of alloys was performed by induction heating in a helium atmosphere. Solidification was accomplished by means of a suction apparatus, shown in Fig. 2, in which the alloy was forced by changes of pressure into a 3/16-in. inside diam closed-end beryllia tube. This technique produced rapid solidification of a small portion of the melt, resulting in alloys with a high degree of homogeneity. Typical lithium distributions are presented in Table I. Transverse sections 1/8 in. long were cut from the alloy rods, and each section was split in half longitudinally. One half of each section was analyzed for lithium, and the opposing halves were employed for phase-boundary determinations. Lithium contents were determined by flame photometry with an accuracy of 1 pct of the amount of lithium present. Thermal Treatments. Homogenization and equilibration heat treatments were performed in electrical-resistance furnaces with temperatures controlled to ± 2OC. Calibrated chromel-alumel thermocouples were employed to measure temperature. Homogenization was performed in helium-filled l?yrex tubes for 1 hr at 565°C. The encapsulated specimens were then transferred directly to furnaces maintained at lower temperatures for equilibration. Equilibration times were 2 hr at 550°C, 8 hr at 450°C, 27 hr at 350°c, 90 hr at 250°c, and 285 hr at 150"~. These times were chosen on the basis of conditions employed by previous investigators. Alloys were quenched from the equilibration temperatures by breaking the capsules into a silicone oil bath. By performing all possible operations either in sealed capsules or in a helium-filled drybox, the specimens were given minimum exposure to the atmosphere. Quantitative Metallography. Metallography of Al-Li alloys is difficult because of the atmospheric reactivity of the ß phase. It was found possible, however, to prepare surfaces of good metallographic quality by preventing contact with moisture during preparation. Grinding through 4/0 paper was performed in the drybox. The specimens were then transferred under kerosene to the polishing wheel. Three polishing stages were employed: 25-p alundum with kerosene lubricant on billiard cloth, 1-µ diamond paste on Microcloth, and 1/4-p diamond paste on Microcloth. ThE thermodynamic activities of nickel and chromium in liquid Ni-Cr alloys have not been previously reported. There have been several investigations on the solid alloys.1-3 In the present investigation the activity of chromium in liquid Ni-Cr alloys at 1600° C was determined by the use of the following galvanic cell, The use of galvanic cells employing solid oxide electrolytes for determining the activity of metals in solid alloys was first demonstrated by Rapp and Maak4 on Cu-Ni alloys between 700° and 1000°C. Recently Schwerdtfeger5 tested the performance of the ZrO2(CaO) electrolyte at 1600°C and found it satisfactory for oxygen pressures as low as 10"12 atm. He also demonstrated the use of solid oxide electrolytes for determining the activities in liquid metal systems in measuring the activity of manganese in Fe-Mn alloys at 1500°C. Extensive investigations have been carried out in this laboratory, exploring the oxygen partial pressure lower limit at which ZrO2(CaO) electrolyte can be used satisfactorily in oxygen galvanic cells at 1600°C. In a paper to be published at a later date,9 it is demonstrated conclusively that ZrO2(CaO) exhibits insignificant electronic conductivity at oxygen pressures down to about 3 x 10"13 atm which is lower than the oxygen partial pressure in equilibrium with Cr-Cr2O3 at 1600°C. Therefore, the activity of chromium can be related to the measured reversible electromotive force of the cell in the present investigation since no electronic short circulating will occur. Fig. 1 is a schematic diagram of the cell used. The Cr-Cr2O3 electrode was made of equal weights of chromium and Cr2O3 powders which were mixed and packed into a recrystallized alumina crucible. A Pt-wire lead was embedded into the Cr-Cr2O3 compact to insure good contact. A ZrO2(CaO) crucible, supplied by the Zirconium Corp. of America, contained the Ni-Cr melt equilibrated with solid Cr2O3. The ZrO2(CaO) crucible was placed on the Cr-Cr2O3 electrode and additional Cr-Cr2O3 mixture was packed around it. Contact with the Ni-Cr alloy was made with a Cr2O3 tube, which is a weak electronic conductor. A platinum wire lead was attached to the Cr2O3 tube. The galvanic cell was lowered slowly into the hot zone of the furnace tube in order to avoid too large a thermal shock which could break the ZrO2 (CaO) crucible. The furnace was con- tinuously flushed with purified argon during the experiment. The temperature was measured with a Pt-Pt/10 pet Rh thermocouple and maintained at 1600° ± 5°C. The electromotive force was measured with a recording potentiometer. The furnace was turned off when measurements were being made in order to avoid induction effects and the reversibility of the cell was demonstrated in the usual manner. The electromotive force was measured several times over a period of approximately 1 hr. During that period the electromotive force remained constant within ± 3 pet and did not continuously drift in any one direction. After the experiment the alloys were analyzed for chromium in the usual manner. The measured electromotive forces of the cell at 1600°C, (2912°F), are listed in Table I. The activity of chromium, with solid pure chromium as the reference state, (a), was calculated using Eq. [l], , n F E I, n lna RT- U] where E is the measured electromotive force, F is the Faraday constant, and n is equal to 3, the number of equivalents per mole, (nF/RT = 18.59 volts'1 at 1600°C). The resulting activities are listed in Table I. The activity of chromium relative to pure liquid chromium was also calculated. The free energy of fusion of chromium at 1600° C was calculated using

WHILE 1931 was a most important year in the history of Canadian copper smelting and refining, nevertheless, due to the low price of copper and the in- ability of the International Nickel Co. to market its full capacity of nickel. the production of both copper and nickel was considerably less than the total installed capacity for the production of these metals. IIY the nor- mal course of events, 1931 should have seen a great increase in the production. of both copper and nickel in Canada, because the large extensions to both the copper smelting plants and the copper and nickel refinery capacity, which had largely been completed in the year 1930, should be showing their effect.

From this furnace the refined copper, containing gold and silver, is poured into cast-iron molds placed on a platform-conveyor, giving an anode 36.75 in. long, 28 in. wide, and 21 in. thick. By reason of a disagreement between the smelter and the refinery, in reference to the silver-content of the anodes, it became necessary to investigate the methods of sampling used. II. SMELTER METHOD OF SAMPLING. At the smelter the sampling is done by " spotting " into water a small portion of the molten stream of copper as it flows from the furnace, by batting" the stream with a wooden paddle. The first sample is taken 30, min. after the pouring is started, three. other samples being taken at 1-hr. intervals, each sample weighing from 4 to 6 oz. The samples are dried, examined for particle's of burnt wood, screened on a 10-mesh screen of No. 8 wire to remove the fines, the oversize then screened on a 4-mesh screen of No. 20 wire to remove the coarse, the undersize of this screen being taken as the sample. Teh four portions thus obtained are thoroughly mixed and spli in half by passing over a 16-slot splitting-device, slots being 0.5 in. wide. One-half of the sample is sent to the laboratory for analysis and one-half kept as a duplicate. III. REFINERY METHOD OF SAMPLING. September 1981 I'm here today to report on a revolution -- a revolution in the way the Federal Government looks at energy. I'm not talking about a simple change in the relative emphasis on sources -- such as more recognition for coal and nuclear power, with less rhetoric about "soft- technology." Nor am I describing a mere change in focus -- from the demand side to the supply side. And I am not referring exclusively to our obvious goal of budget cuts. No, I'm here to discuss a fundamental change in Federal direction -- one that started as soon as President Reagan was inaugurated, and one that is articulated in the National Energy Policy Plan he sent to Congress in July. That brief policy document was backed up by three volumes of supporting data; but I think I can catch it's flavor for you in just three phrases: * First, various energy forms complete with each other and complement one another. * Second, fair competition among them (which includes honest pricing) will give us the best "energy mix." • And, finally there may be ligitimate arguments about where Federal responsibility in regard to energy spills over into Federal interference; but it's about time we drew the distinction -- and eliminated the latter. This Administration's national energy policy is quite different from any we have had in recent years. It is tuned to human nature and changing times. We are seeking the best practical solutions in the energy -a lot better than the ones we have been offered before, but still something less than perfection. One way we do that is by counting on a fully informed public to guide it's own destiny. And, instead of treating energy as an isolated entity, we recognize it as part of the overall economy. The President's Program for Economic Recovery is as much a factor in energy policy as the specific actions of the Department of Energy. One striking difference from the past energy policy 1s that this policy plan does not say: "In 1985 we will -produce so many hundreds of millions of tons of coal: . . . or . . . "By the end of this century the Nation will be deriving X percent of it's electricity from wind generators." Unfortunately, targets like these are what many people have come to expect from the Federal Government -- and what they think of as energy policy, whether the figures hold up in the long run or not. But . . . think about it! Nether the Department of Energy nor any other part of the Federal Government produces coal, or mines uranium, or manufactures solar collectors. There are only a few sections of the country where the Federal Government generates and sells electricity. So it does not take any great insight to recognize that the amount of energy we will produce or consume as a Nation In the future depends on many factors beyond direct government action. And those future totals cannot be predicted precisely, anyway -- by the Government or by anybody else. According to our way of thinking, the choices should be up to the people. When the free market works within a healthy economy, individuals express their preferences in the marketplace -- adjusting the balance of all energy factors continually in a way that no computer could be programmed to reflect perfectly. So, instead of having the Government issue a rigid set of numerical goals, our main concern simply is that there be enough energy. We want the Nation itself to decide how much that should be, what form it should take, and how that energy should reach consumers. The marketplace decides. Considering the recent past, this is indeed a revolutionary idea. It has some pitfalls, and we won't reach this ideal of free choice overnight. But that is where we are headed. And I'll offer some evidence in a few minutes that the policy has already started working. First, let me give you some of it's highlights: 1) Nobody who appreciates the philosophical underpinnings of this Administration will be surprised that the energy policy shows faith In domestic energy production and the supply side of the economy; but it also recognizes the important role of energy conservation -- the wise and efficient use of energy resources.

A tutorial account of the tunnel effect between metal electrodes separated by a thin insulating film is presented. Energy diagrams of metal-insulator -metal sandwiches are briefly discussed, and the isothermal and thermal J-V characteristics for symmetric and asymmetric tunnel junctions are derived from a generalized expression. Experimental data from tunnel junctions are presented, and it is shown how, correlation between theory and experiment permits a determination of some of the oxide properties. Finally, the barrier heights in AT-Al2O3-A1 junctions determined by various inr3estigators are discussed. The object of this paper is to give a tutorial account of the electric-tunnel effect between metal electrodes separated by a thin insulating film and to illustrate its utility in the study of metal-oxide interfaces. This paper will emphasize the theoretical aspects of the electric-tunnel effect: however, a brief account of the more recent experimental work will be presented. A more comprehensive experimental study of the tunnel effect will be presented in the following paper by Drs. Pollack and Morris, see p. 497. We will open with a discussion of the energy diagrams for metal-insulator-metal junctions and what we mean by the electric-tunnel effect. Following this is an account of the theoretical studies of Sommerfeld and Bethe, and Holm, and the recently reported calculations on symmetric and asymmetric junctions using the generalized formula. The theoretical presentation is concluded with calculations on the temperature dependence of the tunnel J-V characteristic. In the experimental section, it is shown how barrier heights and thicknesses are determined by comparing the experimental data with the theory. Finally, the results of various investigators on the determination of the barrier heights in Al-Al2O,-A1 systems are discussed. I) POTENTIAL BARRIERS BETWEEN CLOSELY SPACED ELECTRODES Since it is necessary to supply energy to a metal in order to observe electron emission from its surface, it is evident that the potential energy of an electron within a metal is lower than that of an electron at rest outside the metal. It follows, then, that the electron must undergo a change in potential as it crosses the metal-vacuum interface. In the Sommerfeld1 free-electron theory of metals it is assumed that the free electrons, the electrons responsible for the electrical characteristics of metals, move in a constant potential environment in the metal, and are contained within the metal by a potential barrier at the metal-vacuum interface. It will be evident that the idea of a constant potential environment is a very idealized model, since the potential energy of an electron is influenced by all of the atoms and the other electrons within the metal; however, its use is justified by the many excellent results it gives.2 Fig. l (a) is the energy diagram of the model envisaged by Sommerfeld; the metal is represented by a potential-energy well of depth V,; the vacuum level represents the energy of an electron at rest outside the metal. At 0°K the electrons, which exist in pairs in discrete energy levels, fill up the well to an energy ?, the Fermi level. The distance, Vo - ?, from the Fermi level to the vacuum level is known as the work function of the metal, and represents the minimum energy required to free electrons from the interior of the metal at 0°K.

During an attempt to develop a method for accurate, rapid, continuous analysis of ash content of wal, the Dutch State Mines Laboratory found that the absorption coefficient for X-rays was related to ash content. This relationship was utilized in the development of an apparatus called CendreX, used to measure the absorption and in turn the ash content. The principle, procedure, accuracy, and applications of the CendreX automatic determination of ash in coal are discussed in detail. Until recent years coal preparation research was concentrated on the possibilities and efficiency of preparation equipment. Ever increasing demands for quality in coal, however, have caused researchers to become concerned with quality control. One of the characteristics strongly influencing quality (calorific value) and, consequently, the price of coal is ash content. Both customer and producer require that the ash content be controlled. To make this possible it is necessary for the producer to collect samples from the coal stream in the washery and to determine their ash content. On the strength of the results obtained the production process can then be adjusted, if required. Until recently incineration was the only method for determining ash content. When coal is incinerated with oxygen, it takes at least 15 min to determine the ash content. Even then some time may be lost in passing on the data. Therefore, this discontinuous and time-consuming method does not make a suitable starting point for checking, re-adjusting, or modifying the production process. Since it was not possible to accelerate incineration by mechanization and automation, another type of rapid continuous analysis had to be found. This would have to depend on some coal characteristic closely linked with ash content. At the Central Laboratory of Dutch State Mines, Dijkstra and Sieswerda found that the absorption coefficient for X-rays was suitable for this purpose. An apparatus based on the measurement of this characteristic was developed. Named CendreX,* this patented equip- *A Stamicarbon N. V. registered trademark. ment, used in combination with a sampler and conditioning apparatus, permits continuous determination of ash content with satisfactory exactness to within 3 min.t At the American Mining Congress meeting of May 1961, Log A. Updegraff, surveying aspects of continuous analyaia, reported on the CendreX appartus (Mining Congress Journal, August 1961). Since the first Condition for correct ash determination, whatever the method used, is always a sample taken in the right way, some practical aspects of sampling will be discussed first. SAMPLING In coal handling operations, each grain has its characteristic properties. In both the cross-sectional and longitudinal direction of the product stream the mixture of these grains is imperfectly blended. The elimination of the factor of segregation between the cross-sections from the direction of the stream is the principal aim of continuous analysis. Therefore, the samples to be analyzed are withdrawn in various places from the segregated product stream in such a way that they form a semi-continuous flow. In order to be truly representative of the product stream, the sample flow must fulfil two conditions: 1) The sample flow must be sufficiently large to insure that adventitious differences between the composition of the product stream and sample flow will be as small as possible. 2) All grains through the entire cross section of the product stream must have an equal chance to get into the sample flow. Since there is always a segregation through the cross section the sample flow will have a bias if the sampler collects only part of this section. In order to prevent the volume of the sample flow from becoming too large, the cross sections are taken discontinuously. However, this discontinuity gives rise to the adventitious differences that arise between the composition of product stream and the sample flow, and these differences become greater and are more deranging as the fluctuations follow each other more quickly. Moreover, the intervals between the morrnents of sampling mean a delay in the analysis. The aim will, therefore, be to collect small samples, or in other words thin cross-sectional increments, taken at sufficiently high frequencies. The problem of preferred orientation has been considered in quantitative phase analysis by X-ray diffraction techniques. The average intensity of a diffraction peak can be obtained by integration over the whole pole figure, or by random rotation of the specimen in the X-ray beam, or by a combination of both. For rod or wire, where the pole figure shows rotational symmetry, the intensity is measured along a radius of the pole figure. Where no symmetry is present, rotational symmetry is imparted by rapid rotation of the sheet around its surface normal during measurement. These methods are applied to the determination of aus-tenite in an Fe-31 pct Ni rod and Fe-28 pct Ni sheet. X-RAY diffraction techniques are frequently used for quantitatively determining the relative amounts of two or more phases present in a structure.1,2 Briefly, the method requires a measurement of the intensity of a Bragg reflection for each phase. The method is based on the principle that the intensity of a Bragg reflection, IA, is directly proportional to the volume fraction of the given phase present, CA: T KRACA/2µ [1] where K is a constant independent of the diffracting phase, RA can be calculated and depends on the Bragg angle ? and the particular reflection measured, and µ is the linear absorption coefficient of the mixture.' For a mixture of two phases A and B, IA = RAcA [2] IA/IB=RAcA/Rbcb and CA+ CB = 1 [3] This allows the volume fraction of a phase to be calculated directly from the measured integrated intensities of the two phases present. This method is frequently used for quantitatively determining retained austenite in steels, but can be used for the quantitative determination of in titanium alloys, as well as phases in other alloy systems. The intensities are generally measured by diffracting only from planes whose normals are perpendicular to the specimen surface, with the implicit assumption being made that this intensity is typical of reflections from planes whose normals lie at other angles to the surface. If the specimen contains a texture or preferred orientation of the crys- tallographic planes by virtue of previous mechanical working, however, this measured intensity is correct only if the intensity level fortuitously is one times random. Examination of pole figures for actual rolled sheet shows that the intensity level at the center of the figure is seldom at the random level, and can very easily differ by a factor of five or more, leading to a commensurate error in the calculated amount of the phases. Textures have been commonly found in materials which are cold-rolled or recrystallized after cold rolling. This problem is becoming of greater importance since structural materials in use today, such as the high-strength stainless steels, frequently are further strengthened by cold rolling, and hence contain textures. Although high-strength carbon-containing alloy steels generally do not contain textures, some of the newer thermomechani-cal treatments will impart a texture even in these cases. In the case of hexagonal metals, such as titanium, probably every wrought sample will show some anisotropy. Since the standard X-ray techniques are inapplicable in all these cases, there is a clear need for some method of taking this anisotropy into account. The specific problem is to obtain the integrated intensity of a Bragg reflection for each phase, averaged over all orientations of the sample with respect to the X-ray beam.
