Peabody Coal Company is the nation's largest producer of coal and is headquartered in St. Louis, Missouri. In 1978 Peabody divisionalized its operations to establish more responsive and effective mine management. Peabody Coal Company's Arizona Division operates two large surface mines, the Black Mesa and Kayenta Mines. Both are located in northeastern Arizona, approximately 30 miles from Kayenta, Arizona, on the Navajo and Hopi Indian Reservations. The Black Mesa Mine produces 4 to 5 million tons of coal per year and the Kayenta Mine produces 7 to 8 million tons per year. Coal from the Black Mesa Mine is transported 274 miles by coal slurry pipeline to the Mohave Generating Plant located on the Nevada/Arizona border at Bullhead City, Arizona. This plant is jointly owned by Southern California Edison, the Los Angeles Department of Water and Power, Nevada Power Company and Salt River Project Agriculture Improvement and Power District.

The Atlanta Plane Train Tunnel West Extension is being constructed at Hartsfield-Jackson Atlanta International Airport using the Sequential Excavation Method (SEM). The tunnel has shallow ground cover and mixed-face conditions and passes underneath the SkyTrain and MARTA stations and airport terminal buildings. It includes a twin tube Bifurcation with a span of over 45 feet and ground cover of 12 feet. A flat roof is being constructed at the Bifurcation to maximize rock cover and minimize surface settlements. This paper focuses on design and construction challenges for the Bifurcation and tunneling beneath the world’s busiest airport, while minimizing impacts to operations.

Federal regulations require the installation of refuge alternatives in underground coal mines. Of the inuse refuge alternatives, more than 95 percent are mobile refuge alternatives, with the remainder being built-in-place (BIP) refuge alternatives. Heat/humidity buildup has been one of the major concerns with mobile refuge alternatives. For BIP refuge alternatives, however, there is a lack of in-mine heat/humidity test data to determine the extent of heat and humidity buildup. To quantify heat/humidity buildup in BIP refuge alternatives, the U.S. National Institute for Occupational Safety and Health (NIOSH) performed a series of heat/humidity tests on a 60-person BIP refuge alternative with and without a borehole air supply. At various times during the year, tests were performed with cooled, heated or unconditioned borehole air to examine how various outdoor temperatures may affect the thermal conditions inside a BIP refuge alternative. The results show that the air supplied to a BIP refuge alternative may require heating or cooling, depending on the outside air temperatures and the temperature of the mine. For example, during tests with an external ambient temperature above 21 °C (70 °F) and a relative humidity of 90 percent, providing 13 °C (55 °F) dew point air at 775 scfm, which is slightly higher than the mandated flow rate of 12.5 scfm per person, kept the internal apparent temperature below the mandated 35 °C (95 °F). Results for each test case are presented.

Two of the open-pit, copper-molybdenum mining operations of Duval Corporation are located in the foothills of the Sierrita Mountains approximately 30 miles southwest of Tucson, Arizona. In March 1959, mining from a moderate sized porphyry deposit known as the "Esperanza orebody" was begun at a rate of 10,000 tons of ore per day. Some five years later, a sizeable group of mineral claims west of Esperanza became available to Duval. Earlier exploration and development drilling in this area by others indicated an orebody of greater size but lower tenor than that of Esperanza. A drilling program conducted by Duval not only verified the results of the prior drilling but in addition, revealed a continuation of the mineralization to the south and east. Thus was developed the Sierrita orebody. Open pit design delineated 414 million tons of ore containing an average copper content of 0.35 percent and a molybdenum content of 0.036 percent. In April 1966, the office of Emergency Planning authorized General Services Administration to undertake a program under the Defense Production Act to en¬courage additional domestic production of copper in the interest of national defense. Duval's Sierrita Project was brought to GSA's attention in May 1966 on November 28, 1967, an agreement providing for the development of the Sierrita Property was consummated with GSA. In March 1970, the first copper-molybdenum concentrates were produced in the 72,000 tons-per-day concentrator. Pre-production stripping exceeded the scheduled 105 million tons despite the comparatively short lead time available to equip the mine, build the mine plant facilities, and staff the technical, supervisory, and labor forces. Shortly before the first concentrates were produced, plans were being formulated for a program to increase processing capacity by approximately 15 percent, which entailed increasing overall mining capacity by approximately 50,000 tons per day. This program is scheduled for completion early in 1971.

The Xinglongzhuang Coal preparation plant project was a joint effort by American and Chinese engineers and for the most part designed to American standards. The plant owner and operator is the Yanzhou Coal Mine Administration, a division of the Shandong Coal Corporation. These are state owned companies which ultimately fall under the Ministry of Coal in Beijing. The new 3.0 million ton per year Xinglongzhuang mine is located in southern Shandong province in east-central China about mid-way between Beijing and Shanghai. This is an agriculture area, flat terrain, relatively dry climate with temperatures similar to Western Kentucky. During Confucius time (551-479 B.C.) this area was known as the state of Lu. Confucius home town of Qufu is about 20 kilometers to the north-east of the mine site.

Utah Development Company (UDC) operates five large opencut coal mines in the Bowen Basin of Central Queensland, Australia. In total, over 20 million tonnes of coking coal are exported annually from the five mines. Typically, the coal seams dip at 5 percent, are 2 to 10 metres thick, and sub-crop some 20 to 40 metres below surface. In the main, the operations are single seam, but multiseam (2, 3 or 4 seams) operations do exist and will form an increasing proportion of the mining activities as depths increase. Draglines are used as the major stripping equipment, highwall depths currently ranging from 20 to 65 metres. Whilst project feasibilities were based on stripping to a 60 metre highwall, it is now proposed to continue opencut mining to depths exceeding 100 metres. This will entail large quantities of prestripping (ahead of the draglines) and overcoming problems associated with steepening seam dips, including haulage of coal from the pits.

The Musaimeer pump station and outfall project located in Doha Qatar, was designed to collect and manage ground and stormwater and then discharge the treated waters offshore. The project constructed a long outfall tunnel using an EPB TBM with segmental lining, each tunnel ring being 1.35 m in length with an internal diameter of 3.7 m.. The diffuser structure was a 6-arm structure, measuring 294m by 40 m connected to a central manifold in turn connected to the TBM constructed tunnel via a riser shaft drilled from an off-shore barge. This technical paper will discuss the planning, methodology and construction practices employed to connect the TBM tunnel to the diffuser structure 10.2 km offshore.

The first wagon trail across Loveland Pass was built in 1869 thus starting the struggle between the Colorado Rockies and interstate travel. The 1st Pioneer Bore underneath Loveland Pass at the Continental Divide in Colorado was attempted between 1941 and 1943 and was abandoned due to ground conditions at the Loveland Fault. Construction on the nearby Eisenhower Tunnel began in 1967 and was completed in 1973. Numerous challenges associated with tunneling, including at 11,000 ft were overcome. The purpose of this paper is to summarize the history of investigation and construction challenges associated with the Eisenhower Tunnel to celebrate its 50th anniversary.

The unit costs of dry crushing, within the efficient reduction ranges of equipment now available, are considerably less than those for the reduction of the same material in the same size range by wet mills using grinding media. This is a commonly recognized fact which cannot be disputed; still we find considerable imbalance in costs between the crushing and grinding sections of many operating mills. In other words, there are many instances where more reduction could be accomplished in the lower cost area of dry crushing. In addition, equipment is now available which enlarges this area and makes it possible to consider much finer crushing than has been heretofore economically feasible. There has been a tendency for the past two decades to utilize wet rod-¬milling in the reduction step. This actually amounts to a fourth stage of crushing in a size range formerly served by roll crushers which have fallen from favor on account of high operating costs, Some investigations have indicated that there is not sufficient difference in the operating costs of rolls and rod-mills to give a clear cut advantage to either method, There has for some time been a need and an opportunity for a dry crushing process to improve costs in the range now served by these two systems.

Flotation tests were carried out on 6 coal samples of different rank as well as their oxidized samples. A mixture of diesel oil and alcohols was used in these tests. Surface oxidation caused a distinct decrease of the flotation recovery with some improvement in the grade The reduction in the recovery increased with increasing the concentration of the oxidizing agent. The floatability of low rank coals was affected by oxidation to a higher degree than medium and high rank coals. The recovery size curves of oxidized samples mere similar in shape to that of non-oxidized coals.

By combining statistical methods with specialized coal technology, novel and widely applicable procedures are developed which are useful for making important decisions based on coal seam structure. By analyzing such properties as ash in visual coal types of seam cross sections and by processing the ash data to 100 gram increments of coal ranging from the top to the bottom of the seam, intraseam comparisons between data populations of samples from a given seam and a reference seam can be made. Moreover, illustrations are presented for estimating the number of drill cores required to purchase a specified level of sampling accuracy together with procedures for determining the probability that different coal scan cross sections are not unlike and by inference are therefore comparable. Such comparisons can be valuable when making important, costly and long prevaling decisions involving coal exploration, mining, preparation and utilization.

Heavy metal ions exist in waste effluents including mining tailings, manufacturing discharges, and smelting and metal plating process wastes. Various methods are available to treat industrial effluents containing high levels of metal ions, but when confronted with wastewater that has low metal ion concentration below 500 mg/L, most techniques suffer from low removal or separation efficiency as well as high operating cost. ELM-based techniques can be used to solve these problems.

Mining corporations have spread their operations worldwide in the last few decades. The reason behind widening operations geographically can be seen as it being part of a risk diversification strategy. Given that the technical, financial and social risks are high, favorable deposits, taxation regimes and legislative frameworks create incentives for international mining operations. On the other hand, international mining activities add the risks of permitting, investing, operating and decommissioning to the corporations. These risks could emerge from defaulting, corruption, resource nationalism, social license to operate, and political and legislative uncertainties and instabilities.

Geologic studies during development at Copper Flat were directed at acquiring the information necessary in evaluating a low-grade porphyry copper deposit. In addition to the geologic mapping and core-logging of a typical exploration project, these studies included the following : (1) careful checks on the sampling and assaying (2) selection of representative samples used to establish the recoverable amounts of precious metals in the ore (3) examination of underground workings driven to provide samples both for metallurgical testing and for assay comparisons (4) evaluation of plant site and waste dump areas as non-mineral, including a placer examination of the taillngs disposal area (5) location of an adequate water supply. All these investigations were carefully documented to provide the necessary data both for the engineering design and, more importantly, for the feasibility studies required for successfully financing the project.

The Bureau of Ocean Energy Management (BOEM), a bureau within the U.S. Department of the Interior, has responsibility over both energy and non-energy mineral development on the United States Outer Continental Shelf (OCS) under the OCS Lands Act (“OCSLA”). BOEM’s Marine Minerals Program (MMP) manages federal offshore mineral deposits through non-competitive, negotiated agreements for sand and gravel (“sand”) used in coastal restoration efforts and the competitive leasing of critical and hard economic minerals (“critical minerals”). As the steward of OCS critical minerals, BOEM MMP is responsible for understanding where critical minerals are located, identifying and understanding their environments, managing activities that affect these resources, and implementing pertinent federal policies. Fulfilling these responsibilities involves the collection and analysis of environmental, geological, and geophysical data; supporting the science needed to understand the impacts of resourcerelated authorized activities on the biological, physical, and sociocultural environments; encouraging emerging technologies that can reduce the environmental impact of activities; and communicating with stakeholders to foster an understanding of existing federal regulations and potential needs to revise the legal framework. Four U.S. federal rules in the Code of Federal Regulations (CFR) currently inform MMP’s procedures: 30 CFR 580 (prospecting for minerals), 30 CFR 581 (leasing of minerals), 30 CFR 582 (operations in the OCS related to minerals), and 30 CFR 583 (negotiated noncompetitive agreements for sand). Other federal laws and regulations are also pertinent, particularly those supporting the National Environmental Policy Act, Endangered Species Act, National Historic Preservation Act, Marine Mammal Protection Act, Coastal Zone Management Act, Clean Air Act, Federal Water Pollution Control Act, and Magnuson Stevens Fishery Conservation and Management Act.

OBJECTIVES OF RADIATION MONITORING Monitoring is a tool used in the practice of radiation protection. The primary reasons for monitoring are to reduce radiation exposures to levels that are as low as reasonably achievable and to assure that no individual receives a dose exceeding the maximum individual dose limit. The documentation of radiation doses for legal, medical, or epidemiological reasons is a subordinate function of any monitoring program. The investment in radiation monitoring programs should be guided by four criteria: (1) the detection and avoidance of unnecessary exposures, (2) the magnitude of potential health risks, (3) the determination of combined doses and risks with adequate confidence, and (4) the verification of compliance with established limits. FIRST CRITERION: DOSE REDUCTION - DETECT AND CORRECT UNNECESSARY EXPOSURES The system of dose limitation advocated by the International Commission on Radiological Protection (ICRP, 1977), and subscribed to in a broad sense by various regulatory agencies, is comprised of three essential ingredients: (1) [justification] of any practice that produces radiation doses by some commensurate net benefit, (2) [optimization] of radiation control measures by reducing doses to levels that are as low as reasonably achievable, and (3) [limitation] of individual doses to preclude inequities and [moldistribution] of risks. All too often, only the third criterion - the limitation of individual doses to prescribed regulatory limits - is explicitly addressed in everyday radiation protection programs. The emphasis of most exposure control and monitoring efforts appears to be directed toward limiting and documenting individual doses that might approach the legal limit. The first two criteria, i.e. justification and optimization, should contribute to a rationale for allocating monitoring efforts. When applied to individuals, these criteria mean the detection and elimination of unnecessary exposures. This should be a high priority of any monitoring program. Measurements should be directed toward detecting inoperative or ineffective control measures, whether or not there is a risk of exceeding the individual dose limits. The ICRP recommends a procedure that can be used effectively to reduce unnecessary exposures. A n investigation level should be established at an exposure rate substantially lower than the regulatory limit, e.g. 30% of the limit (ICRP 26, 1977, p.33). Measurements obtained during routine monitoring that exceed the investigation level are evaluated with respect to cause and potential reduction. To be effective, the evaluation results should be formally recorded and conveyed both to management and to the workers involved. Although the investigation level recommended by the ICRP is based on a fixed exposure rate or derived air concentration, an equally effective evaluation program may be based on the investigation of a percentage of all measurements. For example, one might investigate the highest 5% or a random selection of all measurements. In any case, the objective is to detect and correct situations that are producing unnecessary exposures. SECOND CRITERION: MONITOR IN PROPORTION TO THE MAGNITUDE OF RISK The ICRP criteria apply generally to all radiation exposures. However, a second priority for monitoring programs should be established on the basis of the nature of the exposures and the magnitude of the health risks involved. Current practices in radiation protection are based on dose limits to specific organs and assessment of individual exposure pathways, with little consideration of the combined doses from various pathways. Although the intent of the ICRP recommendations was to limit the total dose to each critical organ, combined doses from external and internal sources are rarely determined. The recent recommendations of the ICRP (Publ. 26, 1977) are based on the limitation of total health risk from occupational radiation exposures. Implementation of this concept would necessarily require the measurement, calculation and summation of doses and concomitant risks to all organs of the body from all exposure pathways. The U.S. Environmental Protection Agency has taken the first step toward translating the ICRP recommendations into regulations. The proposed recommendations for Federal Radiation Protection Guidance for Occupational Exposures (USEPA, 1981) include provisions for summing the risk-weighted organ doses to determine compliance with an effective whole-body dose equivalent limit. Whether or not the proposed guidance is modified before final adoption, it seems clear that some version of dose summation and combined risk limitation will be included in future regulations. Steel consumption forms a significant part of the operating cost of a minerals processing plant. An estimated one-quarter billion kilograms of steel in the United States and over one-half billion kilograms in the world are consumed each year in wet grinding alone. The depletion of ore grades and the necessity of finer grinding of abrasive ores are expected to increase the steel consumption even higher. Through continued research and development by the mining industry and the suppliers of steel products several remedies to reduce steel consumption have evolved. This paper critically reviews the mechanisms involved in steel wear, and currently available methods, materials and operating conditions for reducing steel consumption. Particular attention is given to liner design modifications and substitution of steel liners with rubber liners.

Regional characteristics in the coal resource base have resulted in application of different mining methods across Canada. Longwall methods predominate in eastern Canada, whereas open pit, hydraulic and room-and-pillar methods are utilized in the west. Both provincial and federal agencies have regulatory responsibilities and both also share in the development of R&D programs. This paper outlines the scale and scope of the various agencies involved with health and safety R&D in our expanding coal mining industry. Specific R&D activities in ventilation, dust control, explosion hazards, tunnel boring, strata control and truck braking, which form part of the national program, are outlined.

Loss of visibility due to the occurrence of atmospheric fogging in underground mine airways can lead to a reduction in travel times and loss of production efficiency, an increase in the frequency of vehicular and foot traffic accidents and difficulty in checking rock surfaces for instability and loose material. Where hot and humid surface air meets colder underground air, conditions for fog formation nay be present. Further, suspended particulate matter from diesel exhausts or stoping operations together with slow movement of air along passageways nay contribute to formation. The study describes an investigation being undertaken with the cooperation of Kennecott's Ozark Lead Company to identify causes of the problem.
