Introduction While pilot-mill operations were being carried on at Flin Flon, as described by R. E. Phelan (1), a detailed topographic map was being made of the area in the vicinity of the ore-body for later use in laying out plans for the final plant. The area covered by this survey was 6,600 feet by 6,600 feet, with contours on 2-foot intervals. As mentioned by Mr. Phelan, it was definitely decided at the end of November, 1927, to take up the option on the Flin Flon property and to proceed immediately with the plans for construction of a metallurgical plant at Flin Flon to treat 3,000 tons of ore per day, and of a hydro-electric power plant at Island Falls, Saskatchewan, to supply power for the future operations at Flin Flon. Railway Built From The Pas to Flin Flon Just as soon as the decision was made to go ahead with the construction work and opening-up of the property, it was of course essential to give immediate attention to the building of a railway to the mine. Many years previously, a preliminary survey had been made for a railway to branch off the Hudson Bay railway at a point 4.7 miles northeast of The Pas, and, during certain negotiations in 1925, the Provincial Government of Manitoba had agreed to guarantee the railway bonds necessary to finance the building of the line, so that it was possible to organize for this work immediately. A contract was let by the newly organized Manitoba Northern Railway Company to the Dominion Construction Company, Ltd., and Tomlinson, for the building of the railway to the mine, a distance of approximately 87 miles (see Figure 1). The Manitoba Northern railway is a subsidiary to the Canadian National railway, and all engineering and supervision of the contractors was done by the Canadian National engineers. Actual construction work was started in January, 1928. The first 52 miles of the railway from The Pas to Cranberry Portage is over fairly level, although slightly rolling, country, and a considerable portion of the route is over muskeg area. Rails were laid on top of the frozen muskegs. Gravel deposits were opened-up along the line and, before warm weather; sufficient ballast .was distributed in the muskeg areas to prevent thawing under the track, and thus give the necessary support to allow uninterrupted transportation over the line.

Highland Valley Copper is a conventional truck-shovel mining and flotation concentrator operation located some 75 kilometres southwest of Kamloops, B.C. (Figure 1). The ore is located within a porphyry copper deposit and is mined at a rate of 135,000 metric tonnes per day from two separate open pits. The nearby mill produces concentrates containing 375 million pounds of copper and 5 million pounds of molybdenum metal yearly. In the Valley pit, head grades are roughly 0.40% Cu at a 0.23% Cu equivalent cut-off. The Valley pit strip ratio currently sits at 0.55:1 with waste quantities made up of separate rock and unconsolidated overburden units. From the mill, concentrates are trucked to nearby Ashcroft and then hauled by rail to ocean port facilities in Vancouver. The mine employs 950 persons and is planned to operate until 2009. The operation is a partnership between TeckCominco with a 63.9% interest, BHP Billiton holding 33.6%, and others 2.5%. Management is shared by the two principal owners and directed by a management committee.

Cytec has developed a new organophosphorus based solvent extraction (SX) reagent for rare earth separations. The new product, CYANEX® 572, has been formulated to allow efficient extraction while minimizing the strip acid requirements. The optimization of formulation strength is expected to significantly reduce the operating costs of these circuits. Modeling capabilities for CYANEX® 572 (similar to those used successfully in Cu and Co/Ni SX) have also been developed to aid in the design and optimization of the SX circuits. Simulations will be shown comparing CYANEX® 572 to a traditional rare earth extractant.

Objective, accurate, and fast assessment of damage to buildings after an earthquake is crucial for timely remediation of material losses and safety of occupants of buildings. Laser scanners are promising sensors for collecting geometrical data regarding the damaged states of buildings, as they are able to provide high coverage and accuracy at long ranges. Yet, we have limited knowledge on the performance of laser scanners for detecting earthquake damage, and requirements of such data collection. This paper focuses on characterizing the performance of laser scanners for detecting thin cracks for damage assessment of reinforced concrete frames. We identified a series of crack parameters based on the state-of-the-art damage assessment codes and standards. Similarly, we identified parameters, which affect the performance of laser scanners for detecting cracks, based on prior research in this area. We studied the width, depth, and orientation of cracks; sampling interval of the scanner, and the range of the laser beam from the surface. Effects of these parameters on the detection of the minimum crack size were determined in an experimental setting. An automated algorithm was used to analyze the data. The results show that it is possible to detect as small as ~1mm cracks.

A series of dense medium separation (DMS) tests were performed on four low-grade copper ores from Mount Polley mine in order to determine their amenability to pre-concentration. The tested ores contained disseminated sulphides, mostly chalcopyrite with low copper grades (0.15% - 0.2%) and relatively high iron grades (4.76% - 5.63%). The samples were screened into different size fractions ranging from 9.5 mm to 50.8 mm and DMS tests were performed on each size fraction at various separation densities. The pre-concentration efficiency at different size fractions and separation densities was evaluated in terms of metal upgrading and distribution. Mineralogical tests were also performed on selected DMS sink and float samples in order to understand the influence of mineralogy on the pre-concentration efficiency. The results showed that significant copper upgrading was achieved for intermediate size fractions only at the highest separation density tested. The copper recoveries generally increased with particle size at all separation densities. However, it was impossible to upgrade the copper content in the ores and achieve acceptable recoveries and mass rejections at the same time. Copper recoveries and grades showed a strong correlation with iron recoveries and grades indicating that it is possible to pre-concentrate copper by recovering magnetite and other iron-containing minerals in the ore. Overall, the results suggest that the optimum separation density and pre-concentration efficiency is a function of particle size, and that the ore mineralization properties limit the performance of DMS as a pre-concentration technology for such low-grade disseminated ores.

"The San Antonio gold mine, in the Archean Rice Lake Greenstone Belt, was in continuous production from 1932 to 1968, during which period the mine yielded 1.35 million ounces (41 985 kg) of gold and 195,000 ounces (6065 kg) of silver from 4.88 million tons (4.44 Mt) of ore for average grades of 0.28 ounces per ton (9.0 g/t) gold and 0.04 ounces per ton (1.3 g/t) silver. After the 1968 closure, several publications appeared implying that gold grade of ore decreased with increasing depth.Recent observations by the authors show that the relatively low grades in the middle levels of the mine are controlled geologically. However, the reduced average are grade in the lower levels of the mine was due to inadequate mining control that led to a high level of dilution. The similarity of geological factors such as vein styles within structural domains, variations in mining control, recent ore muck sampling results and lithogeo chemical profiles all indicate the similarity of ore in both upper and lower levels.Strict mining control should yield improved grades of gold for future production from the lower levels at San Antonio, in contrast with the production grades of the late 19605that represented extensively diluted ore. High-quality production records are an essential component in re-evaluating a past producer, particularly where workings are accessible. Poorly founded conclusions which cannot be checked by access to workings can have a negative impact on the evaluation procedure."

High quality steel production requires extended treatment of the steel in the steel ladle. This has a remarkable impact on the steel ladle refractories, e.g. the need for high performance functional refractories like purging plugs. Operational changes such as increasing tapping temperatures, longer hold times and more aggressive secondary metallurgy are countered by the need for thinner refractory linings and longer refractories life. These combined factors have led to a resurgence in interest in magnesium aluminate spinel raw materials. Magnesium aluminate spinels have been used in steel-making refractories for many years, in a variety of different forms. This paper reviews the production, properties and performance of spinels. Recent developments in the applications of spinels will also be discussed.

Control of the quenching capacity of the cooling water is of primary importance for maintaining the quality and recovery rate of ingots produced by direct chill casting. Industrially, this can be done using a cylindrical metallic probe undergoing rapid quenching by direct immersion in a reservoir filled with casting water. Such a test rig originally developed at Alcan Arvida Research and development Centre was modified and used to assess the role of key parameters affecting the boiling heat transfer. During the tests, the probe of the instrument undergoes the effects of different heat transfer mechanisms. An experimental study was performed in order to clarify the details of the probe-water heat transfer during rapid quenching. The heat flux along the surface was determined by mathematical modeling using the measured temperature signals, while the corresponding heat transfer regimes like stable and unstable film boiling, nucleate boiling and natural convection were identified by the analysis of high-speed video recordings. "DEVELOPMENT of oil emulsion mud dates back to the early days of rotary drilling when oil was added to the drilling mud solely for the purpose of freeing stuck drill pipe. After the drill pipe was freed, and drilling resumed, this oil was considered a contaminant. Efforts were made to remove the oil but some of it remained and was emulsified with the drilling mud, thus forming a mechanical emulsion.During the late 1930's, operators found that adding crude oil to drilling muds seemed to alleviate 'sticky-hole' problems and so oil was allowed to remain in the mud. This practice was adopted when it was found that faster drilling rates and longer bit life were obtained. These observations led to the development of emulsion drilling muds. During the past five years their application has become more widespread because of the lower fluid losses obtained, greater lubrication qualities, faster penetration rates, and generally better hole conditions.An emulsion may be defined as a two-phase system consisting of a mixture of either finely divided oil droplets in water or of finely divided water droplets in oil. The surrounding liquid is known as the continuous phase. The emulsifiers reduce the interfacial tension, making the droplets tend to repel each other so that they remain dispersed and stabilized. These emulsions are classified as oil-in-water or as water-in-oil, depending upon whether water or oil, respectively, is the continuous phase. Briefly, close inspection shows that they consist essentially of globules of• the one liquid suspended in a continuous mass of the other liquid. Oil emulsion muds are usually of the oil-in-water type. Two basic types of emulsifiers •commonly used in Canadian muds are soaps and lignites."

Annual oil production from the Canadian Oil Sands in Northern Alberta has been rising for several decades, and more ore and overburden are excavated each year from an increasing number of open pit mines. Overburden meeting certain specifications will be used to dam tailings and fill open pits, but the remaining material must be stored in overburden storage structures (OBSS). Well-designed overburden storage structures are more stable and cost less in the short- and long-term. The purpose of this paper is to explore OBSS designs that will be stable yet economical in the short- and long-term. The geological background of the site is briefly discussed, including the effect of each of the main geologic layers (recently deposited till and muskeg, Clearwater Formation clay shales, McMurray Formation oil sands, and the Devonian limestone) on the slope stability of the OBSS. Cost is considered in the analysis when balancing between minimizing costs (steeper slopes) and acceptable factors of safety (flatter slopes), all the while considering the financial consequences of failure. Potential failure planes are identified and probabilistic analysis is conducted on the critical failure surface. The variations in the factor of safety caused by varying pore water pressure, friction angle, and cohesion, are plotted and discussed.

Introduction During World War II years, the magnetometer was used by various field parties of the Geological Survey of Canada, specifically in the search for chromite, a strategic war mineral. Throughout the summer of 1944, Professor J. W. Ambrose used the instrument experimentally on eight separate projects (1). Since then, several members of the Survey have come to consider its use to be of valuable assistance in the season's mapping. Dr. C. H. Stockwell, in particular, regards use of the magnetometer as a necessary part of detailed geological survey work. Throughout the field season of 1949, the magnetometer was used by Dr. Stockwell?s party as an aid to mapping in detail, to the scale one thousand feet to the inch, the south-west quarter of Dasserat township, Temiskaming county, Quebec. The principal geophysical project that was undertaken was the location of the Horne Creek fault and the Diabase fault in the area approximately midway between Arntfield and Kearns, on the Quebec side of the Interprovincial border. The location of these faults on either side of this central area was known. The Horne Creek fault is a subsidiary fault to the Cadillac 'break' which extends ?westward from Val d'Or through Cadillac to beyond Larder Lake. It lies to the north of that major fault zone and has a general southwesterly trend.

Presumably combining these words defines materials management.Of greater importance are the materials managers who will carry out the function. At Brenda Mines Ltd., all employees and suppliers contribute to the materials management function. Each has a specialized knowledge of the materials used in his field. Each has a different view concerning the use and description of the same material. The key is to focus this knowledge so as to make the materials management system useful to everyone."

The paper describes the processes developed and piloted by Sherritt Gordon Mines Limited for recovering copper, in the form of specification copper powders, from Lynn Lake sulphidic copper concentrates and Fort Saskatchewan Refinery by-product copper sulphides. The process includes ammonia pressure leaching and hydrogen reduction from solution. Nickel and cobalt present in the con-centrates dissolve in the leach solution and a method was developed for separating these metals from the cop-per. Methods are described for con-trolling the physical properties of the copper powder produced in the reduction vessel. The chemistry of the process is briefly discussed and the effects of some of the more important process variables are described. The authors participated in a study for a new mine shaft in Saskatchewan?s Athabasca Basin where ground freezing is desired to reduce water inflows. Constraints were imposed on the design in terms of permissible water leakage (less than 10 m3 / hour) inside the shaft. Since the shaft goes through highly permeable formations, water control measures had to be incorporated into the design. Ground freezing was selected as the most reliable and proven method for the sinking and a hydrostatic liner design was implemented. While exploring various technological options available for providing a fully hydrostatic liner, the authors came up with a new design concept that offers a more cost effective solution while meeting all the design constraints. The new liner concept is a composite design using concrete and a sprayed-on membrane system. A proof of concept program comprising laboratory testing and field testing was successfully implemented. This paper presents the innovative liner design, as well as the adapted sinking methodology, developed for this type of project. The new concept offers a new cost effective high performance hydrostatic mine shaft liner comparing favorably with traditional methods. RESUME: Les auteurs ont réalisé une étude pour un nouveau puits de mine dans le Bassin de l?Athabasca en Saskatchewan. Des limites sévères sont imposées sur le design en terme de volume d?infiltration d?eau acceptable (moins de 10 m3 / heure). Comme ce puits de mine traverse des formations très perméables la congélation des terrains a été sélectionnée, une méthode éprouvée et fiable. Un design hydrostatique a été choisi pour le revêtement du puits. Dans le processus de design, les différentes technologies disponibles ont été étudiées. Les auteurs ont développé un nouveau concept de revêtement composite offrant un rapport performance/prix plus avantageux que les technologies conventionnelles. Le nouveau design proposé est composé de béton et d?une membrane projetée. Un programme expérimental a été réalisé pour démontrer la faisabilité du concept. Cet article présente le nouveau concept ainsi que la méthodologie de fonçage de puits adaptée. Ce concept innovateur offre un revêtement hydrostatique performant à un cout avantageux par rapport aux techniques de construction utilisées jusqu'à maintenant.

Magnetic studies have been carried out on 88 surface and 157 underground samples from the Coronation Mine area of northern Saskatchewan. The intensity of the surface samples was compared to trace element determinations from the same locality. A good correlation was found between the titaniferous constituent of the rocks and the intensity of magnetization. From the direction of the remanent magnetism, two virtual geomagnetic poles were determined -latitude 12° 54' North, longitude 158" 17' West; and latitude 23" 42' North, longitude 163° 45' West. The sulphide ore specimens showed anisotropic susceptibility characteristics. A relationship was found between the measured maximum susceptibility values of the ore specimens and the direction of the tectonic forces which are considered to have formed the structure at the Coronation mine. Introduction T HIS paper summarizes the results of a study of the magnetic properties of samples from well-known Precambrian formations. The observed data give information for an interpretation of the magnetic field conditions in Precambrian times. The high magnetic intensity values indicate the importance of the study

"New Brunswick Finance Minister John Baxter pulled something out of a hat for the mining industry in April, but there is a general concensus in the industry that he should put II back where it came from.The industry has never been in the mood f or progressive rate structures, but that is exactly what New Brunswick 's 1984 budget offers to this depressed sector of the economy.IntroductionThe Province of New Brunswick stunned the Canadian mining community in April with the announcement that the province' s 16% mining tax rate would be replaced with a progressive rate structure effective January 1, 1984 (Table I). The proposed change, contained in the bud get papers tabled by Finance Minister John Baxter on April 17, caught the industry totally by surprise. The move to a progressive rate structure was completely unexpected for a variety of reasons:• Generally speaking, relations between the province and the industry have been relatively good, yet the industry was apparently not consulted with respect to the proposed measure and had no indication that a change of th is nature was coming. This is in stark contrast to the mood which prevailed during the major revamping of the province' s mining tax regime in 1977: at that time, the industry was invited to contribute in advance to the province's plan for a new tax structure.• The new structure would appear to make th e province less competitive in terms of mining tax rates with Ontario , Quebec, and other provinces, despite indications in the past that New Brunswick is very cognizant of this competitive factor in formulating mineral policy.• A joint report in November 1978 by federal and provincial officials to federal and provincial finance and resource ministers, which was careful not to directly criticize Ontario and Quebec's progressive mining tax rate structures, recommended that provincial "" tax regimes be examined to ensure the inclusion of appropriate mechanisms to avoid the excessive taxation of cyclical type profit "" , and that ""the federal and provincial governments consider the concern over progressive tax regimes expressed by the industry and examine mining and royalty tax regimes and the income tax regime with a view to alleviating the effect of such regime on the aggregate marginal tax rate"". In this context, any move to a progressive rate structure would be viewed by many observers as retrograde."
