This report, summarizing the results of two studies sponsored by the Bureau of Mines, presents information on the types of mobile machines used in surface coal mines in the United States, and the amount of noise to which miners are exposed. Data consist of a calculated value of the probability of noise overexposure caused by specific equipment. These data are extrapolated to estimate the number of overexposed operators. Bulldozers were identified as the major contributors to noise overexposure, and the report presents results of a Bureau-funded program on the feasibility of providing retrofit noise control on bulldozers.

A post-detonation debris collection project was led in conjunction with a large ammonium nitrate(AN) railcar detonation conducted by the Department of Homeland Security-Transportation Security Administration, Department of Defense-Combating Terrorism Technical Support Office, Sandia National Laboratories, and the U.S. Army Dugway Proving Grounds. This important work will aid in underpinning algorithms used in a Quantitative Risk Assessment (QRA) tool. The test also provided valuable data about the effects and consequences following an AN detonation. The test took place at the Utah Dugway Proving Grounds on April 27, 2018 and the debris collection was conducted the following two weeks with an average of 20 persons per day and an approximate total of 1,400 manhours. A paper was presented at the 2019 ISEE Conference on the collection efforts, challenges, and lessons learned. A complete data analysis effort was completed on the test data in 2019 that resulted in updates to the QRA Railcar Potential Explosion Site (PES)model and AN engine. The analysis included an assessment of the debris data resulting from the Derailed test. This paper is meant to serve as a summary of the analysis effort and findings and as an update to the previously presented lessons learned from the debris collection and analysis effort.

"Plant 2 at the Kinross Paracatu gold operation in Minas Gerais State, Brazil, was commissioned in late 2008. Designed to be the largest tonnage, lowest grade gold milling operation in the world, Plant 2’s throughput has steadily increased towards its design capacity of 5087 tons per hour.The plant employs a gold-specific flotation scheme to recover the majority of gold, which is present as discrete free gold particles. Additional gold is recovered by jigs in the grinding circuit, and the jig concentrates are reground, upgraded and subjected to intensive cyanide leaching. The flotation cleaner concentrate is reground and leached using a conventional CIL circuit.One year after start-up, with the plant stabilizing operationally, plant circuit surveys were completed by a joint team from Kinross Paracatu and Blue Coast Metallurgy Ltd. The surveys audited the flotation and concentrate treatment circuits to investigate the metallurgical performance.This paper describes the Plant 2 operation and how the surveys were designed and executed. Some of the quality control systems that were employed to provide meaningful data from such a low grade gold ore are described and findings and actions taken to improve metallurgy as a consequence of the surveys are discussed.INTRODUCTIONThe Paracatu mine is located two kilometres north of the city of Paracatu, in the north western portion of the state of Minas Gerais, Brazil, 230 km southeast of the national capital Brasília (shown in Figure 1). The present day Paracatu mining operation, fully owned by Kinross Gold, through its Brazilian subsidiary Rio Paracatu Mineração (RPM) is designed to be the largest tonnage, lowest grade free milling gold operation in the world.The deposit currently hosts some 1.2 billion tonnes of ore at a grade of ~0.41 g/t gold, hence contains a total gold reserve of over 20 million ounces. At a designed plant throughput rate of 61 Mt/year the mine life goes beyond 2030."

The Skorpion Zinc Mine and Refinery is situated approximately 25 km north of Rosh Pinah, south-western Namibia. The supergene zinc oxide deposit at Skorpion is hosted in a volcano-sedimentary succession within the para-autochthonous Port Nolloth Zone of the Gariep Belt. Rock types hosting the ore deposit include altered and metamorphosed volcaniclastic and clastic sediments, limestone and rhyolite. At Skorpion, the metallurgical process is unique and the plant design requires minimal fluctuations within a selected feed grade. In addition, the presence of limestone inter-fingered with ore in some areas of the deposit results in dilution problems which may increase gangue acid consumption and therefore processing costs. Hence, selective mining is necessary to ensure the delivery of suitable ore to the processing plant, in order to keep the overall operating costs at a minimum. A complex control system is in place and is capable of a high degree of selectivity. The paper describes the grade control system in place at Skorpion Mine which ensures that the qualities of the blocks planned for mining and the material being mined meet the stringent process requirements of the refinery, i.e zinc grade, gangue acid consumption and deleterious elements that may impact on the efficiency and costs of the metallurgical process. The fatigue behavior of AM60 high pressure die casting magnesium alloys was studied in a straincontrolled manner. The fatigue test was interrupted every 2,000 cycles for X-ray tomography scanning. The specimen was removed to be scanned on a desktop micro-CT system. The value of using X-ray tomography in a fatigue properties study was assessed with respect to porosity, cracks and fracture surfaces. The 3D analysis and model results showed porosity could be well measured and modelled in 3D. Defects bands are made of pores under 50 µm in volume-equivalent sphere diameter. Larger pores are randomly distributed in the region between two defect bands. Observation of cracks by X-ray tomography occurs in three ways such that the 3D model gives the best illustration of crack-porosity interaction while the other two methods have better detectability on crack initiation and crack tip observation. X-ray tomography is also of value in failure analysis on fracture surfaces. By summarizing X-ray tomography data during fatigue testing and observing fracture surfaces on a 3D model, a better understanding on the crack initiation, crack-porosity interaction and the morphology of fracture surface is achieved.

Provided that they are used correctly, numerical models can be of considerable assistance to mining engineers in designing underground excavations. Guidance is given to the engineer or geologist who is not a specialist in numerical analysis but who is interested in using numerical modelling tools or in employing someone to analyse the stresses, displacements and failure in the rock surrounding underground excavations. A description of the theoretical background to a number of these numerical models and discussion of the advantages and disadvantages of each are followed by guidelines on the selection of appropriate models for each stage in the development of a mine, from exploration to the completion of mining

Throughout portions of four (4) heavily mined Appalachian states subdivided by the Mine Safety and Health Administration (MSHA) as: District 3 -Northern West Virginia and Maryland; District'" -Southern West Virginia; District 5 -Virginia; and District 6 -Eastern Kentucky, active coal mine waste embankments associated with mechanical and/or chemical coal processing facilities of various levels of coal preparation were inventoried. For each site plant specifications, disposal techniques, embankments' characteristics, and coal source data were accumulated. Mapping at 1: 24, 000 and 1: 250,000 scale and Disposal Site Characterization forms were developed to present the findings. Associated abandoned surface and underground openings near each site were also indicated as well as locational data for each site and the areas environmental conditions - temperature, precipitation and vegetation types. A state-of-the-art review of coal preparation, waste disposal, and alternative uses of coal waste is also included.

Arbitration is a legally recognized alternate litigation for the resolution of civil disputes. The parties agree, either before or after a dispute arises, to submit that dispute to an independent third party for resolution. The decision of that third party is binding on the parties. A decision of an arbitral tribunal, typically referred to as an "award," cannot be reviewed by a court except on very limited grounds, such as fraud. See, e.g., Va. Code 8.01-581.010. Indeed, an arbitral award is typically less subject to judicial review than the decision of a trial court, whose decisions are almost always subject to appellate review as a matter of right. Arbitration is typically the result of a contractual agreement between the parties to submit disputes to arbitration. On occasion, arbitration can be required by statute. For example, the California Department of Transportation requires the arbitration of all disputes arising under its contracts. Public Contract Code, Article 7.1 (§§10240-10240.13). There may be a question whether statutorily required arbitration is truly arbitration or an administrative law disputes resolution procedure. The significance of the difference is that the decisions of administrative law bodies are typically reviewable by a court of law as a matter of right while, as set forth above, arbitral awards are almost never reviewable.

"The Pulp Chemistry Monitor (PCM) has been installed and operated in a number of concentrators in Australasia, and has produced some very interesting results. PCM measures the pH, Eh, dissolved oxygen, temperature and oxygen demand of process streams within a concentrator continuously and in real time.In the example presented in the paper the cleaner feed pulp chemistry is measured, and related back to changes in the mineralogy as well as variations in metallurgical response. For example, a decrease in Eh and dissolved oxygen as well as an increase in the oxygen demand. These changes in the pulp chemistry appear to coincide with increases in the feed grades, probably higher pyrite grades. Further, these variations in pulp chemistry and feed mineralogy have a negative impact on the concentrate grade and recovery.The implication is that if the pulp chemistry is monitored it is possible to predict changes in the mineralogy of the system, and from this the metallurgical response. Further, the changes in pulp chemistry can be used in a control system to counter the changes in mineralogy and maintain the metallurgy.IntroductionIt has long been recognized at a fundamental level that the flotation behaviour of sulphide minerals is dependent on the pH and Eh of the system (for example: Tolun and Kitchener, 1964; Woods, 1976). However, measuring pulp chemical parameters within an operating concentrator has had limited attention. Woodcock and Jones (1970a and b) were among the first to actually collect data from operating plants. Jones and Woodcock (1984) identified some of the chemical complexities of flotation pulps, and noted that most concentrators already operate at high levels of metallurgical performance but there was still considerable scope for improvement. These gains would, in part come from more effective chemical control. In the same volume, Healy (1984) discussed metal ion hydrolysis and precipitation, redox chemistry and how the surface chemistry of sulphide minerals can be influence flotation behaviour. The impact of grinding environment on the pulp chemistry and flotation response of a complex polymetallic sulphide ore is discussed by Forssberg and Subrahmanyam (1993). Their work essentially contrasts the pulp chemical and flotation performance of pulps ground with conventional ferrous grinding media to a fully autogenous system. The data suggested that the reduction or removal of iron hydrolysis contamination from the system could have a positive influence on flotation behaviour, and perhaps the first stage of “controlling” the chemistry of the system should be in the grinding circuit. Grano et al (1995) demonstrated that the collection of pulp, solution and surface chemical data could identify weaknesses within a concentrator, and from these data develop, test and implement solutions that improved the process. Greet et al (2006) showed that the pulp chemical trends observed through primary grinding and rougher flotation circuits of most sulphide flotation concentrators are approximately the same. There are differences in the magnitude of various pulp chemical parameters (pH, Eh, dissolved oxygen, temperature and oxygen demand) as a result of variations in the feed mineralogy and processes employed. Further, it was noted the Eh shifted to more reducing values of the ten days measurements were collected, and this change could be traced to an increase in the iron sulphide content of the feed. Metallurgically, this resulted in an increase in nickel recovery through the recovery of nickeliferous iron sulphides, and a decrease in nickel concentrate grade."

The objective of this study was two-fold: 1. To perform a world literature search pertinent to the analysis, selection and design of hoisting systems and their components and to codify the search into a literature compendium. The search resulted in a technical data file of over 1500 hard copy items. The compendium index was also suitable for establishing a comprehensive computer-loaded data base on the subject. 2. To develop a comprehensive system of guidelines to cover salient aspects of analysis, selection and design of electrical, mechanical and structural components of a hoisting system with a view to establish parameters for maximum safety and efficiency of operation, installation and revision of the system. 3. Considerations in the mine shaft layout, design, sinking, outfitting, testing and commissioning are set forth against the background of requirements of applicable parts of Code of Federal Regulations, Title 30.

Introduction In 1986, the US economy passed the $4 trillion mark. However, the value of domestically processed materials of mineral origin fell slightly to $240 billion. The value of metals produced from US ores was unchanged at $5.6 billion, as was recycled scrap at $4 billion, while the value of industrial minerals rose slightly to $17.9 billion. Consumer demand strongly affects mining and the US economy is relatively saturated with longlived products. Moreover, in recent years there has been a steady increase in consumer, mortgage, and federal debt, inhibiting new purchases of goods. Motor vehicles and housing are major traditional markets for mineral materials. However, the 242 million US citizens already possess 170 million licensed motor vehicles and 92 million dwelling units. In 1986, domestic motor vehicle production fell 3%, to 11.3 million units, while new housing starts rose slightly to 1.8 million units. Nearly all mineral commodities move relatively freely in world trade. As detailed in Figs. 1 and 2, in the last three decades world production of major mineral materials has greatly increased. At present, substantial excess productive capacity exists not only in the US but also in many other countries. Consequently, the US mineral industry is encountering increasing competition from other sources, along with increasing competition from newer, engineered materials. For example, US production of plas¬tics has risen from 900 kt (1 million st) in 1950 to 22.7 Mt (25 million st) in 1986 - on a volume basis significantly greater than steel. Plastics, too, are mineral-based materials, some 7% of petrochemicals going to their manufacture. 1986 saw increased calls for protection. But President Reagan, in his 1987 State of the Union Message and Economic Report to the Congress, reaffirmed adherence to a policy of free and fair trade. However, he stressed the need for increased efforts to open foreign markets to US exports and to increase competitiveness of US industry US imports of mineral-based minerals in 1986 were valued at $40 billion and exports at $24 billion. Strategic minerals As detailed in Fig. 3, imports supplied a significant proportion of total US consumption of several important materials, including many classified as "strategic and critical." There were no changes in stockpile policy during the year. Congress debated the President's 1985 proposals to reduce stocks of World War II-type materials and to focus more on high technology materials needed for the cutting edge of future military material. But no final action resulted. However, Congressional concern about apartheid in South Africa did result in increasing pressure to limit imports of South African minerals. Meanwhile, the National Critical Materials Council in the Executive Office of the President intensified its efforts to be better able to advise the President. Good afternoon, ladies and gentlemen. It is a pleasure, for several reasons, to be here at this 13th International Conference on Ground Control in Mining. Of course it's always a pleasure to be able to see and reacquaint myself with many long-time friends; but it's also a pleasure, or 1 should say worthwhile, because I take something back with me, some knowledge about mining that lets me do my job better and more safely. if I can do that, I've accomplished my purpose in being at a conference such as this. This conference is a little different, though. I have to earn my stay. I have to earn it by telling you a story; a story about mining through a mile of rock to get from one coal seam to the same seam on the other side of an ancient river channel; a story about mine personnel taking over the job from a contractor; a story about having to mine through two faults after the hard part was supposed to be over, but, most importantly, it's a story about how it was accomplished successfully and safely by a group of ordinary coal miners possessed with determination, belief in themselves, and a "can do" attitude. If you can take any part of my story and use it to do your job better and more safely, then I will have accomplished my purpose in being here today. Kerr-McGee Coal Corporation's Galatia Mine is located in Southern Illinois near the town of Harrisburg in Saline County, about 350 miles south of Chicago and 120 miles southeast of St. Louis. Construction of the mine began in 1982, and the first coal was shipped in 1984 from the Harrisburg No. 5 Seam, 550' below the surface. Mining began in the Herrin No. 6 Seam, 100' above the No. 5 Seam, on April 1, 1985. Mining in both seams began by using the room-and-pillar method. In 1989, the No. 6 Seam was converted to longwall mining, as was the No. 5 Seam in 1992. Today, all mining is done by the longwall method except for the required development work, which is performed by continuous miners. A heavy-media preparation plant with a 4.2 million-ton annual clean-coal capacity processes the coal. By the end of 1994, with annual production now exceeding 4 million tons, we will have shipped over 30 million tons of steam and metallurgical coal throughout the United States and the world. Most of the coal has been used as the primary source of fuel to generate electricity for the city of St. Louis. The No. 5 Seam coal can be used as a semi-soft coking coal or as a high-Btu, relatively low-sulfur steam coal. Its use allows utilities to comply with Phase I of the Clean Air Act Amendments of 1990 without installing flue gas desulfurization units or blending with other coals. The Herrin No. 6 Seam is a high-Btu, medium-sulfur steam coal that requires blending to meet Phase I requirements. Because the No, 6 Seam coal does not meet the Clean Air Act Amendments' Phase I compliance standards, we were forced to cease mining operations in the No. 6 Seam, leaving 170,000,000 tons of minable coal in the ground. Last month the Galatia Mine became a single-seam operation mining the Harrisburg No. 5 Seam only. The Clean Air Act Amendments of 1990 and the resultant S02 emission limitations on electrical power generation plants effectively eliminate, beginning in 1995, the near-term potential for profitable mining of the Galatia Mine's high sulfur Herrin No. 6 Seam coal. Because of the Clean Air Act Amendments, it is virtually impossible to market high-sulfur coals like the No. 6 coal unless the mine location and mining conditions enable greatly depressed sales prices to cover costs. Bureau of Mines studies of mine roof fall problem in the Pocahontas No. 3 Coalbed of southern West Virgania and southwestern Virginia have established that type and sequence of rock are significant factors in roof competence. The poorest conditions occur where the immediate roof consists of slump structures and slickensided rock. The best conditions occur where the roof consists of a sequence that coarsens upward from shale to massive sandy shale. A small manual of color photographs of rock types was devised to aid in identifying drill cores. Proper identifications should enhance the prediction of areas of potential roof problems in advance of mining.

This publication presents the basic text for a 20-hour accident-prevention training course developed for supervisors by the Federal Bureau of Mines. During the past 2 years, the course has been used by the Bureau in teaching more than 300 groups of coal-mine supervisors-men whose responsibility is twofold: To manage in production and maintenance phases of coal mining and to guide their men along paths of safety. This is a handbook for teaching teachers. In this handbook will be found references to safety practices followed by companies that consistently have low accident records. These companies credit their outstanding performance to the adoption and faithful observance of accident prevention by supervisors and workers alike on a wholesome, cooperative basis. Teaching safety to workers involves both on-the-job and classroom-type instruction. If such training is to be permanently effective, it must be reinforced consistently on the job by the immediate supervisor of the worker. This publication is intended to provide such a supervisor with the motivation to provide such follow-up and shows how he can accomplish it effectively.

"Stillwater Mining Company recovers platinum and palladium from their Nye Montana operations. Mining first commenced at Nye in 1987 at a milling rate of 455 t/d (500 stpd). The plant was expanded in 1995 with the replacement of the ball mill and the addition of flotation capacity to increase mill throughput to 1820 t/d (2000 stpd). The applications for platinum and palladium have increased in recent years particularly in the automotive industry and the supply of the metals has remained fairly constant with prices for both platinum and palladium increasing and remaining very stable. In 1997 Stillwater initiated the expansion of their operations to increase production of platinum and palladium. Projects were initiated to expand production at the Nye operations, increase smelter and refining capacities at the Columbus facilities and to develop the extension of the orebody at the East Boulder site. This paper will discuss the changes at the Nye concentrator which were completed to increase production from 1820 t/d (2000 stpd) to 2730 t/d (3000 stpd) and eliminate some of the process bottlenecks.IntroductionStillwater Mining Company is mining the only significant primary source of PGMs outside of South Africa. The J-M Reef is an extensive mineralized zone containing PGMs that has been traced over a strike length of about 43 km (27 miles) in the southwest region of Montana. Stillwater controls the entire PGM mineralized zone.Johns-Manville geologists discovered palladium and platinum in the early 1970’s. In 1979, a Manville subsidiary entered into a partnership with Chevron, USA to develop the project. In 1 987, operations at the Stillwater property near Nye, Montana commenced."
