During early stages of the detailed design for Detroit?s Upper Rouge CSO Tunnel Project, a Value Engineering Recommendation suggested the design team investigate alternative concepts to the usual cast-in-place or precast concrete lining system for the Project?s many smaller diameter Deaeration Vent Shafts. The resulting design investigation produced not only an alternative lining system, but lead to a proposed non-conventional approach to shaft installation means and methods through soil and rock necessary to construct the permanent shaft lining system. This paper will outline and summarize the technical issues, contractual restrictions, and cost considerations that eventually lead to the final shaft design

By oxidizing the pyrite matrix through biological leaching of precious metals ores or concentrates, better than 90% recovery of gold and silver is achieved. The paper develops three precipitation processes that eliminates arsenic and all other toxic elements in the resulting liquor after the biological reactors. In addition, the precipitates are highly crystalline and resist resolubilization. The latter must be tested for at least six months by EPA test procedures. The three systems are temperature (must be at least 120°C or higher) lime or limestone. A continuous pilot plant was employed for all three systems and complete recommendations are given to optimize Fe/As molar ratio, reaction kinetics (detention time) pH, temperature, wt % feed solids as well as resultant reagent consumption based upon continuous operation.

Hydrogen is regarded as being a high temperature indicator of spontaneous combustion. It is currently used in underground coal mines to detect advanced heating?s. Previous work has mostly consisted of small scale tests with high air flow to mass ratios. A large-scale test rig has been used to investigate the gas indicators of coal self-heating. In particular, the relationship of gas evolution, the location of its evolution and the temperature at which it is evolved has been examined. It has been found that there are two distinct zones of hydrogen production: one at the hot spot and the other in an oxygen deficient moist zone downstream from the hot spot which is at a relatively low temperature of approximately 100°C. This has implications for the interpretation of mine atmospheres.

Head-of-hollow fills or valley fills have gained national attention due to increasing environmental concerns, particularly with regards to headwater stream loss. Researchers at the University of Kentucky in conjunction with outside scientists and consultants in the fields of stream restoration, wetland restoration, and mined land reclamation have developed new design methodologies for creating a headwater stream system for a head-of-hollow fill in eastern Kentucky. The design was largely built on the Forestry Reclamation Approach (FRA), which encourages a non-compacted spoil medium to promote tree growth, in an effort to address concerns related to water quantity and quality as well as habitat development. The major components of the design included 1) modifications to the crown geometry, 2) compaction of the crown to control infiltration, 3) utilization of natural channel design techniques, 4) use of the FRA to promote tree growth, 5) creation of ephemeral channels and vernal ponds, and 6) implementation of a novel bioreactor-wetland treatment system to improve water quality.

Detailed porewater profiles of arsenic and other interstitial metabolites were used to assess the relationship between trophic status, sediment redox chemistry and arsenic mobility in a historic tailings repository. The results demonstrate that in eutrophied systems which exhibit greater sediment oxygen demand, the depth of the Fe(III) redoxcline, and hence depth of arsenic release, may lie in close proximity to the sediment-water interface. As a result, arsenic scavenging mechanisms are significantly reduced, resulting in a greater flux of arsenic to the water column. Such considerations have important implications for the management of pit lakes, tailings ponds and contaminated lakes which may consider: 1) the discharge of sewage to the water body during operations; and/or 2) post-closure fertilization as a remediation strategy.

In this paper, uniaxial compression tests were conducted on intact rocks and broken rocks that were reinforced by grouting, and the effects of grouting on the strength of broken rocks were analyzed. The results show that after grouting reinforcement, the bearing capacity of broken rocks with different lithologies increased, and their uniaxial compressive strength recovered by approximately 6%–16%. The results indicated that the stronger the rock, the smaller the strength recovery of the consolidated body formed after grouting. At the same time, using borehole camera observation and deep overburden strata separations, the fracture development characteristics of surrounding rocks of the gob-side retained entry were analyzed and divided into different regions. On this basis, a guided grouting method was proposed; that is, shallow hole grouting was first used in the plastic zone of the broken surrounding rocks to form the isolation layer, and then deep grouting holes were arranged in the elastic-plastic zone of the transition zone to guide the slurry flow to the shallow unfilled zone. Therefore, the broken surrounding rocks were reinforced into an integrated body and selfbearing capacity improved.

Ammonia, the principal source of fixed nitrogen, was produced by 16 companies at 31 plants in the United States during 2003. Fifty-five percent of U.S. ammonia production capacity was centered in Louisiana, Oklahoma and Texas because of their large reserves of natural gas, the dominant domestic feedstock. Production In 2004, U.S. producers operated at about 59 percent of their rated capacity. The United States remained the world’s second largest ammonia producer and consumer following China. Urea, ammonium nitrate, ammonium phosphates, nitric acid and ammonium sulfate were the major derivatives of ammonia in the United States, in descending order of importance.

Recent NIOSH published information has shown an increase of rapidly progressive coal workers? pneumoconiosis (CWP) in the southern Appalachian coal region (SAR) of the U.S., despite the fact that compliance data indicates that most coal miners have been exposed to coal mine dust concentrations below the statutory limit of 2.0 mg/m³. While the exact cause of these elevated CWP levels in the SAR has not been established, several factors may be contributing to the increase in occupational lung disease among coal miners. The mining of high rank coal is known to lead to higher CWP rates, and this type of coal is mined in a portion of this region. Also, a high percentage of the mines in the region are on reduced dust standards because of the high silica content of the airborne dust resulting in miners possibly being exposed to excessive amounts of respirable silica dust. Exposure to excessive amounts of respirable silica dust can lead to silicosis, a disabling and potentially fatal lung disease. NIOSH's Respiratory Hazards Control Branch has been investigating the possible causes that would account for the observed higher trends in disease progression through literature review, data analysis, and in-mine surveying. The investigation to date has revealed that underground mines are faced with cutting large amounts of rock in order to maintain haulage clearances. Cutting rock not only increases the potential for silica exposure, it increases the requirement for machine maintenance which was a concern observed during dust surveys conducted by NIOSH. Over half of the mines operating in the SAR are on reduced standards due to high silica content. Adequate face ventilation of the continuous miner and roof bolter and limited down-wind operations from the miner are also issues of concern and items which require the constant attention of miners operating in these conditions. Illumination is essential for mine safety because miners depend most heavily on visual cues to detect hazards associated with slips/trips/falls and powered haulage. The National Institute for Occupational Safety and Health (NIOSH) is conducting mine illumination research to improve miner safety by enhancing a miner?s ability to see mine hazards. Thus far, 16 papers have been published covering diverse topics such as cap lamps, machine-mounted lighting, glare, lighting maintenance, and light-emitting diode (LED) technology issues. NIOSH has also developed an LED cap lamp, LED area lighting, and a Visual Warning System (VWS). This paper provides an overview of the improvements from NIOSH-developed lighting that include: 94% faster trip hazard detection with the NIOSH LED cap lamp; 79% faster peripheral motion detection to detect pinning/striking hazards; no increase in glare; 71% faster machine movement hazard detection with the VWS. Current research is described concerning an LED cap lamp for metal/nonmetal miners, illumination for refuge alternative deployment and inspection, and whether lighting could be used to improve miner escape and rescue in smoke. Lastly, future possibilities of using lighting to improve miner safety are described.

The abandoned Belle Eldridge Mine near Deadwood, South Dakota, is on land controlled by the U.S. Bureau of Land Management (BLM) property. The mine produced primarily lead and zinc during the first half of the twentieth century. The BLM has expressed concern about acidic drainage as well as elevated arsenic levels in tailings and waste rock at the site. The mine site was evaluated for remediation in 1998 and 1999. Recent reclamation and remediation work included substantial regrading of waste rock, removal of material where metal loading were of concern, and re-routing of drainage from an adit. Trenching at the site shoed a greater volume than originally calculated during site characterization. Material was removed to a repository that was constructed at a nearby drainage divide. Because of physical hazards, the BLM has decided to remove some historic structures. However, a search of mine records and an inventory of archival materials were complete to preserve the history of the site.

The design requirements for mine ventilation seals have undergone a radical transformation in recent years, and these revisions have greatly increased the cost of the seal designs and their construction. For example, in the past two years, new federal regulations have increased the minimum design requirement to withstand explosion pressures from 138 kPa (20 psig) to 345 kPa (50 psig) or 827 kPa (120 psig), depending on whether the sealed mine volume is monitored continuously or not. Moreover, there is still a possibility that under certain conditions (such as detonations) even higher pressure requirements may be necessary. The ability of a monolithic, stand-alone mine seal to reliably withstand the full range of current and future pressures is becoming increasingly difficult and expensive. In an effort to develop a practical alternative, the West Virginia Office of Miners? Health Safety and Training (WVOMHST) and the National Institute for Occupational Safety and Health (NIOSH) have collaborated in a research effort to develop a practical, economic, and safe mine sealing technique that can enable mines seals to meet the full range of new explosion pressure design requirements. The basic idea is to use a barrier of common mine gob and rubble in combination with a conventional mine seal so that the pressure resulting from a gas explosion is reflected, absorbed, and attenuated, so the pressure on the ventilation seal is reduced. This paper discusses some concepts and preliminary test results for a ?Passive Mine Blast Attenuator? (PMBA) that can provide a useful alternative to increasingly larger and stronger stand-alone mine seals. Numerical models and full-scale experiments conducted at the NIOSH Lake Lynn Laboratory Experimental Mine (LLEM) show that the use of a PMBA can signficantly reduce the blast pressure and impulse on conventional ventilation seals. When mining accidents occur, workers often become trapped and/or incapacitated. Current rescue operations can be dangerous and too slow to produce favorable outcomes. Currently, no method exists for rescue crews to scout ahead at critical times to assess the situation. Sandia National Laboratories (SNL), through a National Institute for Occupational Safety and Health (NIOSH) sponsored program has developed the Gemini-Scout mine rescue platform. The Gemini-Scout was created to assist in underground mine rescue missions. It has been designed to go into potentially hazardous environments to assess the conditions (structural, air quality, temperature). In addition, it will enable two-way communications with potential survivors prior to human rescue teams being able to enter the area. The Gemini platform is a dual tracked-chassis design, which gives the robot excellent mobility in unstructured environments. The design includes a passive 2-degree of freedom joint between two identical bodies allowing for ±30deg of pitch and roll. In addition to the base mobility platform, the Gemini-Scout incorporates many other features to help it succeed in its underground mission. The electronics are mounted in explosion proof housings to ensure safe operations in hazardous gas environments. The platform is also able to operate in up to 18in of standing water with its elevated pan/tilt cameras for navigation. A four-channel video link and Two-way audio on the vehicle help to ensure located survivors can communicate with the robot operators. The platform also incorporates a Mine Safety and Health Administration (MSHA) approved multi-gas sensor to monitor air quality. SNL believes that this technology is broad enough to be appealing to other first responders, such as police, firefighters and medical personnel. Gemini could easily be fitted to handle earthquake and fire scenarios, and it could provide relief in currently inaccessible situations.

The efficiency of a coal mine ventilation circuit is usually measured by the ratio of the sum of the face quantities divided by the quantity supplied by the fans. Other types of systems use the power delivered to the power supplied to measure efficiency. This paper argues the case that the current measure may be inadequate and that by also looking at the power ratio, ventilation may be better managed. Problems associated with failing ventilation systems would be highlighted earlier so that crisis management could be avoided.

Newmont?s Twin Creeks Mine, located in northern Nevada, is producing gold ore from surface mining operations. The ore is currently processed at three different on site facilities depending on the ore type and the grade. The processing facilities operate under stringent geochemical blending constraints that must be met from mine ore deliveries and off site sourced ore. To analyze various strategic options, the technical team utilizes the mathematical optimization approach. However, due to the size and the complexity of the operation, there are unique challenges in optimizing life of mine production scheduling. This paper describes those challenges and the methodology developed to take advantage of different scheduling software systems that effectively compensate each other and result in reasonable guidance. The paper also describes how those scheduling results are reflected in detailed mine plan and cost estimate work.

The ST separator utilizes electrical charge differences between materials produced by surface contact or triboelectric charging. When two materials are in contact, material with a higher affinity for electrons gains electrons and thus charges negative, while material with lower electron affinity charges positive. This contact exchange of charge is universally observed for all materials, at times causing electrostatic nuisances that are a problem in some industries. Electron affinity is dependent on the chemical composition of the particle surface and will result in substantial differential charging of materials in a mixture of discrete particles of different composition. In the ST separator (Figures 1 and 2), material is fed into the thin gap 0.9 ? 1.5 cm (0.35 -0.6 in.) between two parallel planar electrodes. The particles are triboelectrically charged by inter-particle contact. For example, in the case of coal combustion fly ash, a mixture of carbon particles and mineral particles, the positively charged carbon and the negatively charged mineral are attracted to opposite electrodes. The particles are then swept up by a continuous moving open-mesh belt and conveyed in opposite directions. The belt moves the particles adjacent to each electrode toward opposite ends of the separator. The electric field need only move the particles a tiny fraction of a centimeter to move a particle from a left-moving to a right-moving stream. The counter current flow of the separating particles and continual triboelectric charging by carbon-mineral collisions provides for a multi-stage separation and results in excellent purity and recovery in a single-pass unit. The high belt speed also enables very high throughputs, up to 40 tonnes per hour on a single separator. By controlling various process parameters, such as belt speed, feed point, electrode gap and feed rate, the ST process produces low carbon fly ash at carbon contents of 2 % ± 0.5% from feed fly ashes ranging in carbon from 4% to over 30%.

The Pogo Mine, near Delta Junction, Alaska is a new 2500 STPD gold operation. The control system of the mine and milling operations are a hybrid of DCS (Distributed Control System) control and PLC (Programming Logic Controller) control. A DeltaV DCS system serves as the main control and operation platform while the PLCs operate a multitude of vendor specific packages. The communication backbone of the DCS system is a hybrid of star and ring fiber optic topology, which provides reliability and flexibility. The communication between the DCS and PLCs is typically facilitated by serial communication. This communication insures the integrity of the whole control system.

In the early 1990’s the British Columbia (Canada) mineral industry frequently discussed the need to participate in, and compromise with, public environmental interests in order to ascertain long-term stability. However, as the decade progressed the mineral industry withdrew from almost all meaningful public participation. As government protected areas policy in the past year has illuminated, there is a continued need for long-term land access stability. This paper historically analyses the public engagement policies of the British Columbian mineral industry while it participated in long-term consensus-based multi-stakeholder land-use planning processes. From this analysis the paper recommends that the mineral industry reengage the public and institute a new working relationship with environmental advocacy groups so as to ensure British Columbia becomes the most sustainable mineral producing jurisdiction in the world.

Spiral separators are commonly used to upgrade sand-sized particles in both the coal and mineral processing industries. Many plants utilize multiple stages of cleaning and/or scavenging spirals to improve recovery and/or final product grade. Field studies suggest, however, that the layout of industrial spiral circuits is often less than optimal. This oversight can usually be attributed to a failure by plant designers to consider fundamental process engineering rules that govern the layout of complex separation circuits. This article reviews some of these important rules as specifically applied to multistage spiral circuit design. Two industrial case studies, one involving the upgrading of heavy mineral sands and a second involving the cleaning of fine coal, are presented to illustrate the impact of good design protocols on spiral circuit performance.

The NC State University Minerals Research Laboratory (MRL) and Waste Reduction Partners (WRP) of the Land of Sky Regional Council joined efforts in 2000 to initiate a technically sound and practical program for the management of high-volume coal combustion by-products (CCBs) in North Carolina. The accumulation of CCBs from coal burning boilers throughout the state of North Carolina posed a substantial storage problem, and the area was overripe for an effective management program, which would be environmentally sustainable. In particular, the public utility generators had filled storage ponds on their properties, and the storage overload had grown to critical proportions. Much the same situation existed for paper mill biosolids, which were stored on site in landfill cells along with daily output of CCBs from the mill boilers. A conversion process via the patented pyro-process12 (US Patent No. 5,342,442) to produce synthetic light weight aggregates (LWA) from CCBs and paper mill sludge was conceived to process large quantities of both these waste materials. MRL and WRP initiated and formed a consortium that brought together academia, private industry and state agencies to evaluate the production of LWA by the pyro-process. The industry partners included representatives from the power companies, industrial ash generators, expediters for coal ash products, as well as concrete block manufacturers. It was important to welcome interested parties from not only the western North Carolina area and other parts of the state but also from neighboring states including Tennessee, South Carolina and Georgia. Membership of this consortium evolved during the intervening years to include the following participants and supporters: Progress Energy Carolinas; Duke Energy; Santee Cooper; Full Circle Solutions; Land-of-Sky Regional Council; NC Department of Pollution Prevention and Environmental Assistance; Ecusta Business Development Center; Blue Ridge Paper Products; Jackson Paper and Manufacturing Company; Miller Perlite; Appalachian Products; General Shale Brick; Metromont Materials; Small Business Technology Development Center of the University of North Carolina system and North Carolina State University The initial development program conducted at the Minerals Research Laboratory (MRL) was to formulate an acceptable LWA product, which fulfilled user specifications for light weight concrete block and structural concrete application. Support work and program coordination efforts were furnished by retired technical volunteers in WRP. The work advanced steadily, using proven technologies well established in the mineral industry, to generate a very satisfactory LWA. The consortium then concluded that a more comprehensive CCB conversion program would have more appeal for full scale manufacture and commercialization, if a variety of products from CCB separation were generated. This product assortment would include bottom ash, low carbon fly ash, recovered carbon of high purity, as well as the synthetic LWA. The bottom ash would serve the concrete block market, the fly ash was in demand for ready-mix concrete, and the high carbon product could be pelletized and used as a fuel for reburn or by the steel industry, and the LWA was a sought-after component for light weight concrete applications. After scouting all these potential markets and finding them to be viable, the consortium then inaugurated an integrated pilot plant program for the CCB separation and conversion. The plan was organized in three (3) parts: (1) Phase I ? bench scale evaluation studies (2) Phase II continuous pilot plant evaluation and (3) Phase III ? conceptual commercial plant design including marketing efforts and attraction of business entrepreneurs to build a full scale manufacturing plant. Phase II would serve to validate the process in a continuous mode and produce substantial quantities of products for preliminary marketing efforts and for demonstration-of-use purposes. The consortium agreed to the name, CAROLINA ASH PRODUCTS, (CAP), for the integrated pilot plant program. The products generated might be designated with the CAP label as: bottom ash would be named CAP Granules, low carbon fly ash would become CAP Ash, recovered high carbon product would be CAP Carbon, and LWA would have the name CAP Stone. Phase II of the program processed 20 tons (18 t) of ponded ash from Progress Energy storage at a rate of 600 lb (271 kg) of raw ash per hour with favorable results. PRELIMINARY STUDIES Prior to committing laboratory research and development effort as well as support and coordination activities to this program, it was necessary to determine (1) the level of need for a freshly launched CCB reutilization program in this state and (2) what degree of versatility was necessary for such a process. State agency records and a survey of recent boiler operations indicated that in the state of North Carolina at least 77 facilities manage CCBs from their boiler operations. Despite continuing development efforts in more eastern parts of the state, the use of CCBs for commercial applications has not increased to a level which alleviates the need to store vast quantities in private monofills on the generator?s property. More than 1.25 million tons (1.13 million t) of CCBs are landfilled in NC annually, with 300,000 tons (271,985 t) per year generated in western NC alone. Many different boiler types, which span both very old units and those that are modern and efficient, were to be found. These included stoker-fired units, pulverized coal boilers, slag-tap furnaces, and fluidized bed combustion boilers covering a range of sizes. Any systems designed to separate CCB components from all these sources and convert them to useful secondary products would need broad processing latitude and flexibility. Up to the present there has been a paucity of research done in the western part of the state to find productive alternatives to storage in landfills. With tipping fees in our largest landfill now approaching $40 per ton ($44 per t) and escalating transportation fees (about $200 per truckload up to 40 tons, traveling a distance of 25 miles), the problem has become urgent both economically and ecologically. A well-designed, integrated wet process for CCB separation into value-added products had much potential to be less expensive than landfilling as well as to provide saleable materials with acceptable profit margins. These preliminary investigations also revealed that other major waste streams, in particular paper mill sludge and municipal and animal waste biosolids were important candidates for priority attention. Since these biosolids could furnish the organic component of a synthetic LWA product, they could be consumed as part of the same program. This added interest value to a growing list of partners to support and participate in the program.
