To explain in detail the manufacture of seamless pipe and tubes is something I venture to say that has never been done to a point entirely satisfactory. The manufacture of seamless tubes dates back to 1885, when Mannesmann Brothers invented the roll-piercing mill. Ten years later R. C. Stiefel invented the disc-piercer, which first came into general use in this country. At the present time the Mannesmann roll and the Stiefel disc-piercers are used, the Mannesmann rolls particularly for the larger size billets. Sizes produced at first were relatively small and the product was cold drawn to provide a smooth surface. The early uses of seamless material were chiefly for mechanical purposes, such as boiler tubes and bicycle tubing, and the latter for some years taking the heaviest tonnage. Improvements in the hot process were gradually made; the early Pilger type rolls were largely superseded by the two-high rolling mill for rolling out the tube after being pierced, the reeling machine for diagonal rolling, the sizing mill for giving exact outside diameter, and finally the sinking mill for reducing larger diameter tubes to smaller diameters.

The Wednesday morning session was opened by President Max Robb at 9:30 a.m. He thanked the various committees, speakers and all participants in making the 67th meeting a success. He called on David M. Lane, Chairman of the Auditing Committee, to give his report. He read the report and asked for a motion to approve it. Motion was made, seconded and approved. (See Treasurer's Report on page 5.) Walter E. Duncan, Chairman of the Resolutions Committee, gave his report, which follows: RESOLVED: WHEREAS, since the last convention of the Rocky Mountain Coal Mining Institute, the Institute and the Coal Mining Industry generally has suffered the loss through death of the services and fellowship of: Kenneth G. Safety Measures Employed at the Dawson Mines Preventive measures for eliminating and localizing explosions is a subject of special interest to Coal Mining operators at the present time. I shall endeavor in this paper to present the practical methods which have been developed at the mines of the Stag Canon Branch of the Phelps-Dodge Corporation, Dawson, New Mexico. Adobe Dusting Adobe is used for practically all dusting on the main haulage roads. It is obtainable in sufficient quantities adjacent to the mines. Loaded into railroad cars by a clam-shell loading crane, and transferred to the mine pit cars at the nearest available point, it is readily distributed along the motor roads by means of the mine locomotives. Of first consideration for adobe dusting is the preparation of the roadway. It is essential that all loose coal and dust be removed, at least to a depth of three or four inches below the top of the rails. The adobe, in a more or less moist condition is unloaded by hand from the pit cars and stored along the previously prepared roadway, to be later scattered to a depth of several inches over the floor, and over the ribs and roof such as is possible by the use of a shovel. The adobe soon loses its moisture and becomes pulverized. Due to the disturbance caused by passing motor trips, men and animals, the dust is effectively scattered along the ribs and roof of the roads. The velocity of the intake air aids materially in sustaining the suspension of this inert matter. Another scheme for distributing the fine dust in use is to chain the top of a pine tree to the rear of the trips, both empty and loaded. Dragging it along the motor roads stirs up the dust and aided by the intake air it is carried for long distances into the workings. The adobe is continually loosened and raked, all rock, coal, etc., being collected in piles and later loaded out in pit cars. One man is employed for each six thousand feet of entry. Dusting Main Return Air-Courses The air-courses are first thoroughly cleaned. All the loose coal and rock is loaded out, the ribs and roof washed down several times. Every five or six hundred feet, the stoppings between the main and return entries are broken through and small doors installed. Blowers are used to force the fine dust into the return air-courses through these openings. Thus suspended the dust travels a considerable distance before it is deposited on the floor, ribs and roof. The material used is chiefly adobe, sun dried, and screened on the outside. A two ton car load of this dust will cover several hundred feet of airway as very little loss occurs, often depositing from 2 to 6 pounds per running foot of entry. Methods of Insertion Blowers are used to force the dust into the main returns. One unit consists of a small Buffalo blower mounted on a truck with a two H. P. motor. A six-inch pipe is attached to the blower and runs the full length of the truck with a projection over the end. A hopper is built over the pipe and connected. The Colorado Fuel and Iron Company has divided their coal mines into groups or divisions: Las Animas, Huerfano, Fremont and Gunnison counties. Each division is represented by a safety committee composed of three men appointed by the management and three men selected by the employes? representatives. The three men appointed by the management are usually from a group engaged in routine work that is primarily of a safety nature. Mr. Robert McAllister, chief mine inspector; Mr. George B. Parker, superintendent of first aid and mine rescue training; Mr. F. C. Miller, chief chemist, fuel department; and Mr. 0. C. Irwin, assistant chief electrician. The three men appointed by the management act in each of the four divisions. It is the duty of the safety commit- tee to visit each mine three times per year and make a thorough investigation of conditions underground and on top. Their report is in the form of recommendations to the management for their consideration. They are also called to investigate all fatal accidents and learn, if possible, the cause leading up to the accident and recommend precautionary measures that will prevent the recurrence. This committee inspects the haulage roads, air courses, manways, electrical equipment, ventilation, timbering, working places and humidity. In addition, each mine has a local safety committee with the superintendent acting as chairman. It is the duty of this committee to keep in daily touch with conditions underground and on top. They hold weekly meetings and discuss problems related to safety. These men work on local conditions that govern their affairs. As an example: One of the mines has a checking out board at the man-trip parting in addition to the regular checking in and out system as required by law, and this board is checked before the man-trip leaves for the outside, giving the officials a chance to take prompt action in looking up a man who may have become ill or injured. Should a man walk out and forget to check off, there is a penalty imposed. The ventilation of a coal mine is most important and the method of conducting the air to the working face is one of the greatest precautionary measures linked with safety. A quantity of air must be maintained at every working face to insure rapid diffusion of explosive or noxious gases and in a manner without interruption. With this intent in, view, the Colorado Fuel and Iron Company is installing fan equipments with capacities of 200,000 cubic feet per minute with dual drives, twin fans in some instances, for insured circulation. A description of the dry process coal cleaning plant which has been built and operated by St. Louis, Rocky Mountain & Pacific Company at their mine at Brilliant, New Mexico, should at first be a description of the special machinery which is used in this process. This equipment consists primarily of screens for sizing the coal into six different sizes all smaller than 1 ½ inch and the pneumatic machines for cleaning each size. These machines are patented and were manufactured by Sutton, Steele & Steele of Dallas, Texas, until a few months ago when all rights of sale were acquired by the American Coal Cleaning Corporation. These screens, a plan of which is now before you, are called anti-gravity screens because the coal travels up hill. The screens which we have at Brilliant are 3 feet wide and 7 feet 4 inches long. They consist of one upper deck which slopes upward in the direction of the flow of the coal, at an angle of 12 degrees. This deck is a wire mesh screen the size of which determines the size of oversize from that screen. Under this is a lower deck with a slope of 7 degrees. This is a solid bottom and is for advancing the undersize to the next screen. On account of the difference in pitch of these decks they are about 11 inches apart at the discharge end, which allows the oversize to be taken off at one or both sides and the undersize to fall only a few inches on to the following screen. This is perhaps the most valuable point in this patent as it allows any number of screens to be placed on a-level floor, tandem in a battery without elevating or rehandling the coal in any way. The length of the screens corresponds to the proper spacing of the cleaning tables which naturally operate on the floor below. I know of no other screen which can be operated in this way. The coal is caused to travel by a reciprocating motion. A shaft as shown near the center of the screen box and under it has an eccentric at each side of the screen with connecting rods attached near the rear of the screen box. The screen box is attached to the stationary under frame by means of cast iron plates extending full width across the screen box. These are placed at an angle as shown so that the forward motion of the eccentrics causes the screen box to rise as it moves forward and the backward motion drops the screen from under the coal thereby causing it to advance. The coal advancing over the screen cloth in this rolling or jumping motion causes very perfect sizing. It should be stated here that very accurate sizing is necessary for the success of the cleaning tables. The stroke is 1 inch and the speed 350 revolutions per minute. In describing the pneumatic cleaning table, I place before you a plan furnished by the makers. The basic principle is that if a film of coal one to two inches thick and all of nearly the same size pieces is placed on a flat perforated surface and a large volume of air passed through it, the lighter particles which are the clean coal will soon find their way to the top of the film, while the heavier particles, or waste, will remain on the bottom. The machine is built with a perforated deck about 4 feet square under which is an air chamber and air duct connecting with a fan which is part of the machine. The deck of the table has a reciprocating motion the same as the screens already described, which tends to advance the product up a slight slope which is adjustable. The coal is fed at one corner of the table as shown and the deck slopes also away from the feed and at right angles to the reciprocating motion. On top of the perforated deck are riffles about 2 inches apart and running parallel to the line of reciprocating motion. These riffles are about 1/2 inch high at the fan and feed side of the table and taper to nothing at the far side. When the coal is fed on to the table, the air through the perforations tends to raise it 'and roll it over these riffles down the slope toward the clean coal discharge. The heavier particles do not get over the riffles so rapidly and the reciprocating motion is constantly pushing them

Loading mechanically has of late become the most widely discussed subject in connection with coal mining and has even equalled. the discussion of safety measures as a topic of interest. The subject has been discussed in the various mining journals and by well. informed persons at the Mining Institutes, so it would appear; that all has been said that can be said until further experiments bring out new lines of discussion. It is, therefore, not the intention to present this article as a technical discussion of the subject of mechanical loading as a whole, but rather as a plain talk on machines with which the writer has had personal contact. In 1919, during the first period of post-war depression, a Pennsylvania coal company employing union labor became interested in the possibilities of mechanical loading with the hope of reducing their mining costs, which were and are yet too high to meet competition from the non-union fields of Somerset and Westmoreland counties. Of several loaders presented for their consideration the model of the Joy loader shown by Mr. Joseph F. Joy, seemed to hold the greatest possibilities, and after extended study, the management decided to invest in a machine of this type. A machine was built, which as far as the writer knows was the only one of its type ever put on the market. This machine arrived at one of the mines early in 1920 and was put to work immediately. It was a forerunner of the present 4-BU and 5-BU types, but differed from them very radically as to design. In general the machine consisted of the familiar Joy gathering arms and a short conveyor which discharged into a steel tank which held about four and one-half tons of coal. This tank was emptied by a second conveyor which placed the coal in the mine car. The object of this conveyor tank was to provide storage room while changing cars and to allow the machine to load on the entry while the room was short. This plan was very efficient and from our experience was worth retaining, but has been abandoned by the Joy Company on account of its making the machine unwieldy. The whole machine was mounted on caterpillar tractors which were driven by two 10-H.P. Westinghouse series wound motors, each having its own controller, the controllers being arranged in tandem so as to be operated by the same handle. This very ingenious scheme which is shown in Figure 4, was supposed to make it possible to steer the loader by the controllers. By swinging the handle one way both motors moved forward, by swinging the handle the other way both motors moved backwards and by twisting the handle as shown by arrows, one motor moved ahead and the other back, thus causing the machine to turn. This scheme proved a failure as the loader was too temperamental and erratic in its operation. After Mr. Joy, himself, narrowly escaped serious injury, this device was taken off and the controllers manipulated separately. This system never proved satisfactory and was abandoned' for

A study of Western cities reveals the fact that a city where people make their homes for permanent residence is always a city with, well-shaded avenues, with parks and playgrounds; in other words, a beautiful city. On the other hand, the average city that lacks these qualifications is usually a city of transient population. Many of our Western cities must be classified as such. Their inhabitants live in such a city only to the time that they will be able financially to retire from business and go to one of the other types of cities to live; or until opportunity offers itself for a position or a job in such a city. I believe that our Western coal camps could benefit by this truth. If conditions can be created in the camps that will encourage the workers to settle permanently or for a long time at least in the town, it would greatly aid in stabilizing employment. By the term "workers" I do not mean the pick and shovel men alone, but everybody from the superintendent or the manager down; for the educated part of the population suffers probably greater from a desire for better surroundings than the less educated part. Modern City Planning tries to show the way for more attractive towns; for more practical towns also, and at less expense. The grid-iron system of street planning is slowly being replaced by one that fits the contours of the site. Instead of streets that are cut through the hills and built over the valleys to get practical grades, it tries to show how these streets can be made to fit the ground and produce better traffic lines; greatly more attractive streets; better building sites and lots, and all of this at less expense. A well-planned town of this character should have as its nucleus, a central square around which the main stores and business houses are grouped. The main building of this group should be the church, the community meeting place, city hall or such other buildings of a public or semi-public character, that are imposing enough to add interest to the square. From this central square, streets should be built to radiate out in all directions, more or less like a spider-web. The main lines of these streets should be reserved for traffic purposes and they should be wide, for the town may grow into a city, and they should be direct, connecting the town center with outlying points at the shortest and easiest possible line. Between these radiating streets should be residential streets of narrower width and arranged in such a way that fast through traffic cannot pass over them and make them unsafe and unsanitary for family life. Following up the comparison with the spider-web, the town should have circular streets, encircling the whole town with rings at various distances out, along which circular lines parks should be located. In the West, where the need for shade is so great, the town should surround itself with a belt of forest trees. Such a forest belt would break the winds and shelter the town, and also make the whole town a cozier, nicer place to build a home in. A forest belt of this kind does not necessarily mean a great layout of money. Trees can be planted small and at little cost and a carefully studied irrigation system will make the maintenance cost small. If the town has any places of natural beauty they should be carefully preserved and made accessible. Natural parks of this type will often take the place of the artificial parks of large cities, and at no expense to the community. Playgrounds, a swimming pool, either of concrete or a sanded beach on a lake; a place for all to go skating in winter; a hill for sledding in

PRESIDENT MOSES: I thank you, Mr. Emrick. Mr. Shubart would like to supplement your paper with another article. SECRETARY SHUBART: My paper really should not supplement Mr. Emrick's paper, because I secured some data from him, I knew Mr. Emrick had had a great deal of experience in shearing and I thought he could give you some useful data. (Here Mr. Shubart read the following:) "For the past two years, there has been considerable discussion among coal mining men concerning the advantages of a shearing cut in addition to the undercut, in mine work. We have had a number of requests for information on sheared coal. We were asked questions like these: What percentage increase in lump can be obtained from sheared coal? What has been the experience of mine men who have employed the shearing cut? Is the shearing cut a means of increasing the lump content? If so, is it increased to such an extent as to warrant the installation of shearing machines? Upon investigation it was found that no one could give us any definite information on the subject as no one had weighed separately the grades of coal produced from' the shearing cut. With a view of getting this information first-hand, the Goodman Manufacturing Company built up a shearing machine to be used in experimental work only. The officials of the Troy Coal Company were eager to share in the expense of obtaining this information, so that in May of this year we shipped to their mines our first type 319 shearing machine. The Troy Coal Company operates a mine at Troy, Illinois, in the No. 6 seam and produces about 275 tons daily. The coal seam averages five and one-half feet in thickness. Previous to the arrival of the shearing machine the coal was undercut six feet deep by a' Goodman Shortwall Machine. To break down the coal required two shots in the entries and three in the rooms. The percentage of lump measured over two-inch screens, averaged 58.2 per cent. The conditions of the mine were very favorable for obtaining accurate weights on the amount of lump and slack coal run over the shaker screens. The shearing machine easily cut the entire tonnage of the mine so that all coal dumped into the railroad cars had been produced from a shearing cut, in addition to an undercut. Accurate records were kept of the railroad weights and front this data the percentages of lump and slack were computed. During the month of June the percentage of lump produced over two-inch shaker screens was 69.9 per cent. This result demonstrated that the introduction of the shearing cut had increased the percentage of lump twenty per cent. The entries were driven ten feet wide and the rooms thirty feet wide The shearing cut was made near the center of the face in all places. A hole was drilled in each rib and the coal shot down with one-half the powder required when the places had been undercut only. The coal was broken down to the back of the cut so that very little pick work was necessary to load it out. The benefits derived from the shearing cut were as follows: 1. Increased percentage of lump, thus increasing the average price of coal per ton. 2. Preservation of a tender top due to the decreased amount of explosive used. 3. Facilitated handling of coal by the miner thus increasing the tonnage per man. 4. Eliminated coal yardage in entries and crosscuts of ten feet or less in width for the reason that the shearing cut provides a loose end from which to shoot the coal. This applies to the union fields only, as the non-union mines do not pay for coal yardage. Based on a price of $2.50 for lump coal and $1.25 for slack coal, the average price per ton was increased

Man's capacity far fretting is endless, and no matter what difficulties we surmount, how many ideals we realize, there is a stealthy pleasure in rejecting mankind or the universe as unworthy of our approval. - Will Durant Until recently, reasons for favoring one or another energy alternative were advanced on the basis of technical considerations and economic realities. However, it is an indication of the cultural climate of our society and growing realization of why energy is our master resource that many citizens have begun to express concern about the social and ethical implications of our energy deci¬sion-making. A vivid indication of this shift toward ethical concerns is reflected in the attention being focused on conservation - even to the point of regarding it as a virtual panacea equivalent to a "free energy resource." Among others, the authors of a publication by Resources for the Future cautions us about the difficulties of defining conservation. They also point out that unrealistic expectations for achieving the high levels of conservation claimed by true believers may boomerang if, at the same time, we are morally required to maintain economic growth and robust productivity for the basic well-being of more people. In its economic meaning, conservation signifies the most economic or cost-effective applications of energy, together with other resources, in a given process or activity. To achieve conservation that is cost-effective, saving energy alone is not sufficient; the cost involved in saving the energy must be no greater than the cost of the energy that is saved. Using its thermodynamic meaning, conservation and efficiency are viewed as constrained by physical laws and measured against ideal limits set by these laws and processes. Since achieving higher levels of technical performance is not without costs, the economic meaning of conservation must be factored into technical possibilities. It is the ethical, equity and environmental meaning of conservation that concerns us here. In its third meaning, conservation consists in moderation as a value which appears inherently worthwhile both in itself and in relation to social choices dedicated to achieving distributive justice. The value of moderation seems predicated on the assumption that natural resources and the environment have fixed, finite, exhaustible capacities for satisfying human needs. Hence norms for moderating human behavior appear to require prescriptions by some authority. Such norms presuppose some agreement on "essential" uses of energy. However, the difficulties of setting behavioral norms loom large, because "... it is as difficult to determine essential energy consumption as to determine what is essential in any other phase of consumption, whether it involves food, clothing, shelter, or recreation." The ethical meaning of conversation is further complicated by a centuries-old argument over the proper exercise of stewardship - i.e., how best to develop natural resources. On the one hand, the preservationist position insists on an inviolate, "hands-off" policy and stands opposed to ongoing development of wilderness areas and mineral resources. On the other hand, the "scientific conservationist" who preaches the "gospel of efficiency" insists on development of resources based on principles of sustained-yield, multiple use and - in the case of competing claims - reserving resources or land for their "higher use." Current confusion reigns among opinion leaders in the environmental movement because they appear to have lost the genius of the original Conservation ethic, developed in the 19th century. They seem to think that conservation is preservation. The question I wish to explore is whether a single-minded, exclusive pursuit of "conservation" in its economic, thermodynamic and preservationist meanings may actually do more harm than good in serving the ethical goals of conservation. Those who remember the years of patient effort and the slow results obtained in the first introduction of electrical coal cutters and locomotives will, I think, admit that mechanical loading of coal is unquestionably being established at a much more rapid rate than any previous application of machinery to reduce manual labor in mines. There are many operators who consider the progress of the loaders today as slow, but considering the number of years it took to thoroughly establish electrical coal cutters and locomotives, and comparing it with the short time that the mechanical loader has been on the market, and the results that have been obtained today, they will admit, I think, that the progress of the latter is much more rapid. It is about 35 years since the advent of the electrical coal cutter and electric locomotive. Their use has brought about these improved conditions, increased tonnage per mine and other features, which are of assistance to the installation of mechanical loaders. The management and the technical staff in practically all of the American mines are trained in the use of electrical machinery and understand its operation, care and maintenance. . There is frequently, a surplus of electrical power and wiring available to take care of the small requirements of the electrical loader. The mechanical loader, therefore, starts today with the ground prepared for it. Those manufacturing companies who have had years of experience in the design and construction of mining machinery, know in a large measure what to incorporate in their designs to make the parts of the new type of machine effectively strong and to operate with efficiency under the severe conditions encountered in mining service. All these advantages greatly assist the success of a new type of machine such as the mechanical loader. In spite of these advantages, however, there are bound to be some failures. All new types of loaders have to be developed. We hear of some that are a success and some that are set aside. The field of application of each type and its limitations first must be determined by actual operation. The earlier loaders had to be changed and improved in design as weaknesses developed. Not all of the new types of coal loaders have been built by mining machinery manufacturers of long experience, and the lack of experience in this line is responsible for some of the early failures. The coal mining company staffs and also those of the loader companies had to learn what the operating factors were that made mechanical loading a success. The difference in results obtained by loaders in different properties under similar physical conditions indicates that the mine management is a very large, if not the major factor, affecting the efficiency of mechanical loading. Many articles have been written on the question of loading. The subject has been quite fully discussed at recent coal meetings and in the technical press. It is not always as easy or simple a matter to form conclusions as may first appear as to one's own particular loading problem. Mechanical loading is a comparatively new art, and many companies while claiming that loaders are quite successful, do not have an accurate line on the actual saving they are affecting. Many of them have only a few of the factors taken into account in their costs. Many loaders have been generally bought without very careful consideration given to all details and except where extremely favorable conditions prevail, failure resulted. When contemplating the installation of mechanical loading, one naturally desires to select the type of loader that will, fit his mining conditions. The things

The labor turn-over at coal mines has long been a fertile subject for parade by complaining coal operators, the question invariably occupying a place of prominence in the list of disabilities that tend to increase the cost of producing coal, adding likewise to the now startling number of accidents that occur in coal mines. This disability, however, is like the weather question, which some humorist once remarked of by saying, "The weather is something we all talk about, but nobody does anything to improve it." Endless compilations covering the shift of employment by coal mine labor have been made and published, and while the actual loss expressed in cents per ton in cost of coal produced has never been determined, the fact remains that such represents a substantial item, taking the mines of the country as a whole. Efficiency engineers who have made studies covering the cost of breaking in and training each new man employed in certain manufacturing industries, fix same as averaging not less than $100.00 per man, and when the character of mine employment is given due consideration, including its ever-present hazards, the difficulty of close personal super- vision of individual employes, and the, at times, almost impossible ability to transmit to men of many diverse nationalities understandable instructions, it is quite safe to say that the cost of securing and breaking in new men for underground mine work will fully equal that suffered by the factory managements. When we speak of mine labor turnover we must necessarily exclude the enforced shifting about of men who are laid off by the closure of mines due to accident or lack of market, con- fining ourselves to the turn-over occasioned by- (a) the dismissal of individual men or groups of men; (b) the voluntary resignation of the individual workman. It is these two methods of severance that the employer and employe alike suffer from; the item "Unclaimed Wages" carried in the accounts of every large coal company illustrative of the "quit this job, get another one" attitude of many workmen, who frequently, when leaving, fail to claim small sums due them, while others, in turn, leave a train of debts, large and small, behind. The second annual RMCMI Mine Rescue Performance Evaluation was held in conjunction with the 1993 RMCMI Convention at Beaver Creek. [ ] Six teams participated in this year's evaluation; BHP Minerals, Navajo Mine, Fruitland. NM; BHP Minerals - LaPlata Mine. LaPlata, NM; BHP Minerals - San Juan Mine. Waterflow. NM; The Coteau Properties Company - Freedom Mine, Beulah. ND; Cordero Mining Company, Gillette, WY; and The Falkirk Mining Company - Falkirk Mine. Underwood, ND. The Western Energy Company of Colstrip, MT was represented through observers and evaluators. [ ] Realistic industrial related scenarios, closely simulating the stress of actual rescue incidents, were provided by members of the Eagle Valley Ambulance Service. Five different scenarios were presented to each team on the first day of the evaluation and three on the second. Each team was given the pertinent information to solve the problem as they assembled at the scenario site. The scenarios were going on simultaneously and each team was unaware of the circumstances until they entered the scene. Interested onlookers were afforded the opportunity of viewing the actual simulated rescue operations as they occurred. The teams received valuable pointers and direction from the ream of evaluators following each scenario. They were are also given the opportunity to observe the other teams in action and to meet with the members of all the teams to share information and ideas during team meetings per the predetermined schedule. The primary goal is to recognize current rescue skills, knowledge, and abilities of participating teams. In doing this, each team was provided with individual evaluations and a path for improvement as needed. Each team was recognized for their efforts at an awards breakfast on the final day of the evaluation. New innovations in rescue equipment were introduced and demonstrated for interested teams following the awards program. The importance of progressive training such as what we are witnessing at evaluations during the RMCMI conventions cannot be stressed strongly enough. These teams are the providers of immediate rescue and medical care for victims of accidents at their respective properties. Every mining operation has the potential for very serious accidents due to immense size of equipment and mining logistics. These rescue teams must be prepared to act with the most immediate, professional and knowledgeable actions to save lives and prevent further injuries. Safety is a primary concern of every mining operation and the mine site rescue team is an integral part of that safety effort. It is sufficiently correct to say that domestic solid fuel is universally hand fired and it is almost as correct to state that a very large proportion of hand-fired domestic fires are extremely inefficient and smoky. This is particularly true with raw bituminous coal for the fuel. The smokeless and efficient firing of domestic coal affords one of the most difficult problems confronting the combustion engineer. This is due to the universally constricted combustion space in the domestic furnace, the complete ignorance regarding the laws of combustion on the part of the average person, and the fact that the laws of efficient combustion are almost completely nullified under these conditions. It is well to familiarize ones self with these laws. These are: 1. The gradual introduction of the fuel to the furnace. 2. The admission and mixing of the right quantity of air with the coal gases. 3. A temperature high enough to permit complete combustion, and 4. A furnace space of volume sufficient to permit of the combustion gases and the oxygen getting together within the confines of the furnace. Even a casual inspection of the domestic heater will show that none of these essential things are present in proper degree, and this is the reason why the problem of domestic firing presents such difficulties. I have analyzed these conditions in a paper published by the Black Diamond, and which has already had wide distribution, so that I will not repeat the rather lengthy discussion in this paper. A survey of the entire field indicates very clearly that a reversal of existing methods and equipment must be had before any real improvement can be expected. It is my firm belief that in this instance above all others it is necessary to build the efficiency and smokelessness into the equipment in such a manner that its performance will be entirely independent of both skill and interest on the part of the operative. To attempt to educate every man, woman and child who periodically throws coal into a domestic furnace would be literally impossible. Much can be done, however, if we could teach the householder the simple essentials of alternate firing, which I have explained at length in the above mentioned paper. This would go a long way toward making the domestic furnace problem more satisfactory, as well as efficient and smokeless. Many will argue, and with good reason, that the domestic fuel should be prepared coke and with this I agree up to the limit imposed by the practical considerations of quantity production, price and the possibility of marketing the by-products. It will be obvious that if enough raw coal should be processed to provide all of the required domestic fuel that the amount of by-products recovered during the coking process would be so great that there would be little or no market at any price which would justify the manufacture of coke. If the by-products were wasted they would not only be a tremendous economic loss, but the price charged for the coke would probably be so high that the market would be limited, and this would defeat the very idea of the whole thing. Much can be done, however, in advancing the use of coke, but I believe that much more extensive and careful experimentization should be had in order to determine the right size and quality of coke for the various domestic furnaces. If coke were to be developed for extensive domestic consumption it is more than probable that the coking process should and could be stopped at a point where the volatile content of the coke would be sufficiently high to permit of prompt ignition and combustion in low draft installations. If the volatile content were from five to ten per cent a very different kind of coke would be produced from that which is now produced with perhaps one per cent of volatile. This morning we will start our meeting by turning it over to a very distinguished gentleman. I'm sure all of you know him. He started his work career many, many years ago, but lie doesn't look nearly this old, and his energy belies this. From 1.910 to 1916 he was a chemist with the American Smelting & Refining Co. at. Garfield, Utah. From 16 to '17 he was a broker with J. A. Hogle Company at Salt Lake. From 1917 to 1948 he was a metallurgist, ore buyer, assistant manager and later general manager of the Utah department. ASRC at Salt Lake City; and also president of the Garfield Chemical Co. Since 1951 to the present. time he has been President and General Manager of the Independent Coal & Coke Co. and Vice President of the Western Rock Bit Co. He has held many, many honorary positions; former Chairman of the Board of Regents of the University of Utah, former President of the Salt Lake Winter Sports Association, Past President. of the Community Chest there, and is presently a Director of National Coal Association, a Director of the First Security Bank of Salt Lake City, Utah, and also a Director of the Hotel Utah.

At about 8:30 o'clock on the morning of March 8, 1924, an explosion occurred in the Castle Gate No. 2 Mine of the Utah Fuel Company, Castle Gate, Utah, and 171 men lost their lives. The explosion was caused by the ignition of a comparatively small body of gas and was propagated throughout the mine by fine coal dust which had accumulated on the roof and ribs of the mine and by coal dust made by the explosion itself. Castle Gate No. 2 Mine was one of the best kept mines in the state and it was believed not only by the officials of the Utah Fuel Company, but by all others connected with the coal industry of the state that this was one of the safest mines in the entire state. The state had not been visited by a catastrophe for over twenty years and it was a general belief that the mines were kept in such condition that a catastrophe was almost impossible. During the preceding twenty years new mining officials from other fields had entered the state and seeing that sprinkling as done in Utah was far more elaborate than in most other coal mining sections of the country, caused them to believe that they were keeping their mines in an absolutely safe condition. When coal -mines suffer no mishap during a period of twenty years the general attitude relative to safety may become somewhat lax, not only with the operating officials, but also with the State Inspection Department. However, there were some who were more keen to appreciate the hazards of Utah coal dust and who predicted that if Utah mines were kept only damp but not wet, some day the state would be shocked by the news of a dreadful disaster. In a paper prepared and read before the Salt Lake City Chapter of the American Institute of Mining and Metallurgical Engineers in 1924, Mr. D. Harrington stated: "The writer had his first mining work in Utah mines spending nearly ten years in Utah, starting just after the Scofield explosion in 1900. After having been absent from the state for about eight years upon returning and spending a few days in a few properties, there appeared then to be a definite relaxation as to precautionary methods especially against dust; some of the properties which in 1900 to 1910 would have stopped work if for any reason water was not available for sprinkling purposes, were in 1918 definitely dry in many places, and in some instances there was also definite relaxation as to shooting regulations, some properties with electric shooting systems were allowing firing of certain shots while the men were in the mine. The Utah coal. dusts are too inflammable and explosive to allow of taking any chances and unless up-to-date and carefully maintained, the Utah coal mining world will hear to its dismay, that the very excellent record of the past twenty-three years as to explosions has been shattered. Hence, possibly it was not altogether a complete surprise that such a disaster occurred in Utah, but it was a surprise to many that it occurred in one of the best kept mines in the state and it was that fact that led the coal mining men of Utah to believe that the state coal mining laws should be modified.

MR. PRESIDENT AND CO-WORKERS IN THE COAL INDUSTRY: I was requested by our president to prepare a paper on Longwall Coal Mining, to be read before this honorable organization. There are three general systems of Longwall, Longwall advancing and Longwall retreating, and the Nottingham system which is worked in England and South Wales. In Fremont county, where I am employed, the Colorado Fuel and Iron Company are working their mines on the advancing system. The face is started generally from the bottom of the shaft or other mine opening, or, at the outside of the pillar left to support the shaft or slope-bottom and advances toward the boundary of coal area. As the roads in this system are maintained by pack walls, it is sometimes called gob-roads system, and by these means the mine is opened up rapidly and consequently early returns are secured from the capital invested. By this method, there is no expense for narrow work, and a minimum amount of timbering of the roads is required. Now what I call ideal Longwall work is where there is about eight inches of dirt mining-and four and one-half feet of coal, .and when the entries and rooms will gob themselves, so that there will be no rock or dirt to haul out to the surface. But this is not the case in the mine I am in charge of. The entries and rooms will not gob themselves, therefor we have to haul the rock and dirt to the surface, which runs up the cost of production. Now the ideal roof in Longwall is composed of tough elastic and pliable strata that yield gradually by bending when the coal is removed, and throwing a sufficient weight or roof pressure on the coal face to break the coal when the same has been mined or undercut. Timbering should be done systematically, the coal well spragged before the miner starts to undermine the coal. Cogs or cribs are alright in their place, but I am not a believer in crib in Longwall working because they are too strong for the roof and do not leave the roof to squeeze .down gradually and break the roof around the crib. Longwall work requires particular skill on the part of the miner, and a familiarity with the conditions affecting room and pillar work, and a good room and pillar mail may not be successful in. Longwall work. A good Longwall miner realizes more than any one else the importance of being regularly at his place every working day. A day lost causes his place to fall behind the others which makes his work harder, and his daily output is further reduced by the amount of small coal that is liable to result from the excessive pressure where the face falls behind. The bad results are also felt by the miner working on each side of such place, as the roof pressure is often insufficient and the coal does not break as well as when the face is kept in a uniform line.

Mr. Chairman and Members of the Rocky Mountain Coal Mining Institute: Your Secretary has asked me to write upon a subject' which is a most interesting one, and which has a very wide scope. In view of the great need for further decreasing costs at its coal mines, the Colorado Fuel and Iron Company began early in 1924 to experiment with methods of mining which had not previously been. tried out at its mines, and which were selected because of the greater possibilities for the concentration of the work, better grouping of workmen, and increased tonnage per workman, with a resultant increased efficiency, better supervision, and lowered costs. Because of the great competition of the day, means and methods must be provided by which fewer mines can be made to produce larger tonnages and at a lower cost. Western physical conditions are such as to make our problems far more complicated and not so easy of solution as compared to many of the eastern fields where conditions are more favorable for the operation of the mines. The dry condition of our Western mines on account of a relatively low humidity, and with additional gaseous conditions, makes the problem still more difficult to solve. A study of new methods was necessary before adoption, and this was particularly true of the method of extracting the coal. Where mechanical means are used, particularly in the coking coal mines of this state, due consideration must be given to the type, and machines or conveyors should not be installed solely on the basis of their performance elsewhere, without the knowledge of local influencing factors. In trying out the newer methods of extraction at our mines, very careful consideration has been given to the question of safety and the adoption of any new methods must provide adequate means of protection to employes, and be approved by' the State Coal Mine Inspector. In any large industry there are a few outstanding operating costs, and usually the leading ones in their order are labor cost, material cost, and power cost. The things which we, hope to accomplish: 1. Reduce labor costs. 2. Reduce material costs. 3. Reduce power costs by the con 4. Reduce the amount of powder used per ton of coal produced. 5. Increase the lump percentage (particularly at the domestic mines). 6. Reduce accidents and annual compensation payment. 7. Reduce haulage costs. 8. Reduce cost for track work. 9. Reduce cost for timber and timbering, and increase the recovery of timber at a considerable additional saving. 10. Reduce the brushing costs. 11. Reduce the amount of rock hauled to the outside. 12. Reduce the cost for drainage. 13. Reduce the cost for ventilating. 14. Reduce cost of inspection and supervision. 15. Reduce the cost for shot firing. 16. Reduction of number of working places. 17. Grouping of men with increased sociability. 18. Increased tonnage per man. 19. Reduction in total number men employed. In the consideration of the methods used and now working successfully, there were three points which were considered outstanding, to make them wholly successful: ventilation, roof control, and transportation.
