Biodiversity offsets are conservation actions intended to compensate for the residual, unavoidable harm to biodiversity caused by development projects. The use of biodiversity offsets in the context of mining has significant potential for enabling mining to take place in areas with biodiversity values, where it would not otherwise be possible to meet the relevant legal tests under the Resource Management Act 1991, and potentially the Conservation Act 1987. This paper looks at the concept of biodiversity offsets (and environmental compensation generally) both in New Zealand and internationally, and considers how lessons learned overseas may be adapted for this country. In New Zealand the practice of biodiversity offsets and environmental compensation is ad hoc and variable. The challenge with biodiversity offsets is to establish a transparent and coherent means of identifying the overall priorities and objectives of adopting such an approach, as well as how the relevant values are measured and protected. Establishing a methodology for quantifying biodiversity value, and the need for clear policy guidelines on biodiversity offsets are identified as key areas in need of wider discussion.

The reaction between carbon and slags is of significant importance in direct smelting of iron ores, EAF slag foaming and copper slag cleaning processes. This reaction is known to occur via gaseous intermediates and it is important to have fundamental data to understand the relative importance of each reaction step. In this study, the rate of CO2dissociation on different slag surfaces is measured using an isotope exchange technique. It was found that increasing iron oxide content up to 30 wt per cent does not have a significant effect on the rate constant while increasing from this limit, increases the rate constant dramatically. Activation energy of CO2dissociation on slags of unit basicity and different iron oxide contents is in the range of 180±40 kJ/mol. It is found that rate constant dependence on oxygen potential in the slag phase is increasing with iron oxide concentration. In the case of copper making slags, the influence of copper oxide is found to increase the magnitude of apparent rate constant, while decreasing the activation energy considerably. Konkola No 3 shaft experienced severe mining induced stress and time related deterioration in ground conditions in an area where an over-cut and bench (OCB) mining method was used to extract a shallow dipping wide orebody. This caused an unacceptable risk for safe mining operations to sustain the required levels of production. After a review of the conditions it was decided to change the mining method to CASCADE to recover ore in the affected area and modify the OCB method and use a modified over-cut and bench method (MOCB) for new mining sections. This paper describes the geotechnical criteria included to derive the mining standards for the MOCB. The geotechnical risks are identified and taken into account to develop stope design parameters, stoping sequences and support requirements. A monitoring programme to assess conditions as mining progresses is also discussed.

Long-term production scheduling optimization has been a challenging issue for the mining industry because of the size and complexity of the problem. The current planning algorithms have limitations in terms of addressing the stochastic variables underlying the mine planning problem. In this paper, an intelligent agent-based mine planning framework based on reinforcement learning is introduced. The long-term mine planning is modelled as a dynamic decision network. The intelligent agent interacts with the block model by means of a stochastic simulation and employs a Q-learning algorithm to learn the sequence of pushbacks that maximizes the net present value of the mining operation. The intelligent open pit simulator (IOPS) was implemented with an object-oriented design in Java®. A comparative application case study was carried out to verify and validate the models. The proposed method was used in planning an iron ore deposit and the results were compared to the Milawa scheduler used in Whittle® software. The outcome of the study demonstrates that the intelligent agent framework provides a powerful basis for addressing real-size open pit mine planning problems.

Lineament analysis, a remote sensing application for geological structures, has been criticized for reliance on subjective interpretations. The Mine Safety & Health Administration’s Roof Control Division performs lineament analyses with a technique that removes much subjectivity. Study areas are viewed on satellite images with software that allows examination under artificial sun azimuths and elevations. Extraneous lineaments are removed through successive steps of superposition, resulting in selection of the most robust linear features. Field investigations revealed a strong coincidence of joint and fault zones that were parallel with projected lineaments. The Roof Control Division’s successful identification of lineaments associated with roof falls and highwall failures has prompted some mine managers to incorporate lineament analysis as a mine-planning tool. The identification of potentially hazardous ground conditions will allow mine operators to obviate safety concerns that might otherwise adversely affect miner health and safety.

"Piles with diameter larger than 2m in engineering can be defined as large diameter pile, and piles used for oil platform foundation in Bohai Gulf, are usually over 100m long and 2m in diameter. Such long piles have to be manufactured by segments before installation, because of transformation and hoisting difficulties. The segments of the pile are assembled by welding during installation one to another. Normally, assembling two pile segments takes one day or even a longer time, which mainly depends on construction conditions. After pile segment assembling, it proves to be difficult to restart the successive penetration. The mechanism of pile refusal is discussed and the process of driving a segmented pile is simulated with a finite element program. The calculating results show that, when the stick-up stability was satisfied, increasing the length of the last segment of the pile and assembling the pile segments when the pile tip penetrates into a clay layer could greatly ease the difficulty of driving the pile. Furthermore, cutting down the pile extension time is also one of the most effective measures to minimize the refusal risk.1. InstructionIn recent years, more and more oil platforms with six or eight legs have been adopted in Bohai Gulf, China. The leg piles with diameters of 2m or more have to be driven to about 100m below the sea bed. Such long piles have to be manufactured by segments before installation, because of transportation and hoisting difficulties. Reliable measurement and control of the pulp-froth interface (froth depth) in the flotation columns is critical to achieve the desired metallurgical performance. Shallow froths result in a reduction of grade because of particle entrainment and deep froths reduce recovery because of the drop back of entrained and weak hydrophobic particles to the pulp zone. The cleaner circuit at Miduk copper concentrator consists of three parallel MicrocelTM flotation columns 4 m in diameter and 12 m in height. The interface level of the flotation columns is measured by two pressure sensors located at 1.4 and 2.4 m from the cell lip (in the collection zone). In this study the performance of the level detection system at different operating conditions was evaluated. A calibrated float-ultrasonic location system was used for measuring the actual froth depth. The results indicated that the existing level control system was subject to considerable error. The absolute error was found to be 33.27 cm. This was mainly attributed to the constant set-point value assigned to the froth density (ρf=0.3 g/cm3), which actually varies with the operating conditions. The actual froth density at different conditions was calculated and its average value (ρf=0.12 g/cm3) was re-set in the control system. This resulted in substantial reduction in the level-detecting error. Recommendations for more accurate measurement of the interface level were presented. INTRODUCTION Froth flotation is a complicated process because of many involved variables. One of the most significant controlled variables in the flotation process is the pulp-froth interface (froth depth). The froth depth has a profound influence on the metallurgical performance parameters (i.e. grade and recovery). Shallow froths result in grade reduction because of particle entrainment and deep froths reduce recovery resulted from the drop back of entrained and weak hydrophobic particles to the pulp zone (Finch and Dobby, 1990). Various techniques have been developed for measuring the interface level of the flotation cells in the last few decades. These techniques can be classified as: Techniques based on hydrostatic pressure measurements (Finch & Dobby, 1990), Techniques based on the density gradient (float) (Moys & Finch, 1988), Techniques based on conductivity measurements (Uribe-Salas, 1991), Techniques based on temperature measurements (Moys & Finch, 1989).

"By any measure of common practice, Claude Resources' Seabee Gold Mine in Northern Saskatchewan should not now be operating. Not because reserves dwindled, or grade dropped or prices weakened or technical problems arose, but because a host of unimaginable other problems beset the project, any one of which would normally have led to the mine's failure.The success of the Seabee Mine, and it is extremely successful, is a story of the vision and blunt determination of two men. Neither is remarkable in his own right but each possesses the characteristics which were necessary to forge a highly productive and profitable narrow-vein mine in the midst of the most bizarre and unpredictable events which likely have ever beset a mine start-up in Canadian history.Together, Bill MacNeill, a Saskatchewan born, former bush pilot and Ray Gagnon, a big hearted, hard-fisted, miner with 44 years of experience in Canada's underground, built the Seabee Mine.They didn't accomplish this with brilliant geology, outstanding engineering or nimble corporate manouvering but rather a stubbornness and raw common sense which likely are all too often, ingredients missing in failed projects.The Seabee Mine is 100% owned by Claude Resources, a Saskatoon based company taken over by Bill MacNeill, its current chairman, in 1982. The company is listed on the TSE and produces 1200 barrels of oil per day and about 60,000 oz of gold per year. The company has a strong balance sheet, is very profitable and has 18 million shares outstanding.The Seabee property in Northern Saskatchewan started out like many other gold exploration properties in Canada.It was discovered in the l 940's by what is now Cominco, and, while highly regarded by that company the property sat largely dormant until acquired by Claude Resources in 1985.Claude did what most junior exploration companies would do and went looking for a company with a depth of expertise to joint venture the property.That company was Placer Development who could earn a 55% interest in the Seabee by delivering a bankable feasibility study on the Project by July 1988 and providing financing to production.Placer Development was an excellent company and spent over $8 million dollars on the Seabee over a 3 year period. Unfortunately for Claude Resources, Placer Development merged with Dorne Mines in 1987 and the new merged company, Placer Dome, established a minimum production threshold greater than the 50,000 oz per year which the Seabee appeared capable of supporting at that time. Placer Dome's request for an indefinite extension of the joint venture agreement to allow it to drill off a larger ore body was rejected by Claude Resources and the Seabee Property was returned to Claude in 1988."

Effect of retrogression and reaging treatment on hardness and stress corrosion cracking resistance of 7075 aluminum alloy was investigated. As received 7075 alloys in T6 temper condition were retrogressed at 170, 220, 240 and 380°C for different durations between 15 s and 60 min. Subsequent reaging was made at the T6 aging condition. Treated materials exhibited higher hardness and better stress corrosion cracking resistance than T6 temper in a wide range of retrogression temperature and time. The highest hardness was obtained after retrogression at 170°C for 210 s followed by reaging, corresponding to 20% hardness improvement. Improvement in stress corrosion cracking resistance of the alloy by as much as 85% was also observed. In this paper, improvements in hardness and stress corrosion cracking resistance are discussed on the basis of the microstructural changes during retrogression and reaging treatment.

Paper presented at the conference: Risk assessment in the extractive industries, held in Exeter, UK, 23-24 March 1994, and first published London: IMM, 1994, preprint volume, 20pp., 31 refs. Estimates of coal tonnage on UK open cast mining sites often vary from the recoverable tonnage. This is because the estimates depend on the geological variability of the coal measures. Geological parameters, such as thickness, quality and disturbance of the seam, have a direct control upon this variance. Risk analysis techniques have been applied using commercially available software to combine each parameter's variability into a cumulative variance, resulting in a tonnage distribution. Sensitivity modelling has also been used to identify the geological parameters which have the largest influence on the variance of the simulated tonnage distribution. An understanding of the relationship between the tonnage and geological variability has helped to focus exploration more efficiently. A cost to risk relationship can now be monitored, helping management to avoid negative consequences on site

This paper reports the results of the field demonstration campaign of a new process for removing and destroying ammonia from mining/ metallurgical effluent solutions. The 50-day campaign was carried out at a uranium plant in Saskatchewan, Canada. The process was developed by adapting and integrating two well established technologies: zeolite adsorption/ elution to extract the ammonia from the effluent stream and to produce a concentrated ammonia eluate; and conversion of the ammonia in the eluate to innocuous nitrogen by applying bacterial nitrification-denitrification (NH3 = > NO3 - => N2). The data show that reasonable target criteria were met, under very challenging operating conditions. Problem areas and possible causes for poor performance are identified. Preliminary and generic cost estimates of the process are also presented.

In Japan, packaged explosives have traditionally been used as the most common explosive for tunneling. Recently, some blasting systems such as ANFO with a kettle loader and emulsion explosives with a pump loader have been trialed in order to improve safety and efficiency of the charging process. There are issues with these systems relative to the Japanese market. ANFO dissolves in water easily, and generates ammonia gas when it contacts with concrete. Emulsion explosives need costly pump ing unit s, and there is a need to control residuals in the pump unit. Additionally, there are obstacles by Japanese law to site mixing of emulsion explosives.

The selection of stripping dragline is a complicated problem. Several factors, such as the deposit buried conditions, the demand of mine production rate, cast blasting result, the mining/stripping operation method and parameters, etc. may comprehensively influence the optimal selection of technical specifications of the dragline. Under these circumstances, the basic thinking and procedures for dragline selection are put forward as follows. •Step 1—Initially estimate the dragline annual stripping rate and stripping bench height according to the annual coal production rate and advancing speed of mining front. Then the feasible alternatives of dragline sizes can be calculated and selected from the existing dragline series. •Step 2—A computer simulation model is developed to simulate the dragline stripping operation, to obtain a series of working face parameters, then to select the best dragline alternative. This step can be interactively iterated until the satisfactory results are obtained. •Step 3— Sensitivity analysis can be done with the systems simulation model by changing the stripping bench parameters, e.g. stripping bench height and cut width, etc. to verify and modify the selection results if necessary. The mathematical model for dragline stripping simulation has been set up. The flowchart of the model is shown. A case study for a large surface coal mine with annual production rate of 16 Mt/a is followed. The dragline bucket capacity and operation radius, stripping bench height and cut width as well as other parameters are comprehensively optimized and selected. The Principality of Asturias is a region situated in Northern Spain with two centuries of tradition in underground coal mining. In addition, its uneven relief has obliged the construction of a great number of tunnels both for railways and roads. Basing on this experience and an ever increasing need to improve on safety, the Barredo Foundation dependent on the Regional Government and the University, provides and manages a Centre for Research of Fires and Ventilation in Tunnels. The Centre has as its most important infrastructure, a tunnel 540 m long, 9,5 m wide and 8,0 m high at centre. This section coupled with ventilation equipment allows the simulation of risk conditions at real scale, which is achieved by modifying the geometry of the section and through two powerful stations situated one at either en of the tunnel. In addition, the Centre houses two test benches for fans and electrical motors at high temperatures. One bench with a re-circulation conduit is the most appropriate for tests in Transversal and Semi-transversal type of installations. The other, is for the testing of electrical motors or fans which operate in zones where the surrounding temperature is high. In this Centre, training has also been developed for Fire Fighters and Civilian Protection Personnel who have to work in fire and smoke rescue conditions in underground structures. Testing conducted at real scale enables this formation and also to improve different computer programmes in the field of Fires and Ventilation.

Namakwa Sands aims to conserve environmental resources and prevent or minimize environmental impacts from its operations. The challenge faced by Namakwa Sands is the rehabilitation of the arid winter rainfall Strandveld and lowland Succulent Karoo vegetation zones affected by its mining activities. Extensive experimentation with different rehabilitation methods resulted in the development of an effective rehabilitation programme. The use of topsoil as a seed bank and shade-cloth as windbreaks have significantly aided the rehabilitation process. The aim of the programme is to stabilize the soil environment so as to allow the germination and development of the local plant species. The ability to control wind erosion is critical to the success of the rehabilitation effort. A programme of biodiversity audits has been started to measure the recovery of plant species in the rehabilitated area. The principle of continuous improvement, coupled to site-specific rehabilitation studies, is applied to enhance the rehabilitation programme.

In exploiting the ultra-deep, narrow reef ore bodies of the Witwatersrand, the ventilation and cooling systems within the stopes play a critical role because of high concentrations of active workers. This paper examines the heat, ventilation and cooling effects of a number of different stoping layouts for narrow reef mining in ultra-deep operations in very hot rock. The stope ventilation and cooling needs are driven primarily by the difference between the air temperature and that of the rock front being excavated. These needs depend on the face utilization, geometry, face advance (rate and direction), layout, backfill, use of water and machinery1,2,3. Detailed studies of different stoping configurations have been undertaken for mining operations extending to depths of 5000m below surface, where virgin rock temperatures approach 70°C. Extensive work has been completed with regard to evaluating ventilation and cooling requirements to maintain air reject temperatures of 28°C wet-bulb and better. This knowledge is being used to determine overall cooling requirements, reduce operational costs and maximize the efficiency of cooling systems. These issues are important when considering both the local and regional air conditioning systems and the most effective application of in-stope chilled water.
