Although rates of pneumoconiosis in coal miners have declined substantially in the United States since the passage of the Federal Coal Mine Health and Safety Act of 1969, new cases continue to occur, including cases of rapidly progressive disease. In contrast, Australia?s underground coal mining industry has reported few new cases of pneumoconiosis for over twenty years. Mortality from Coal Workers? Pneumoconiosis in official health statistics and the prevalence of pneumoconiosis among miners screened in x-ray surveillance programs are also lower in Australia. To understand this disparity, the National Institute for Occupational Safety and Health was requested by both industry and labor stakeholders to examine this issue, with the ultimate aim of reducing the rate of pneumoconiosis among United States coal miners. A number of factors, including coal dust exposure, silica exposure, and coal rank were examined as potential contributors to the above observed differences. Comparison of coal rank data from each country did not show any significant differences. Air sample data from the coal mining industries in both countries show that coal dust levels in Australian mines are somewhat higher than those reported in similar U.S. mines; however, quartz exposure for Australian miners is lower than for many U.S. miners. Assuming that quartz is contributing to the greater number of cases of advanced pneumoconiosis in the U.S., more effective dust control measures, as well an independent exposure standard for respirable quartz in coal mining, need to be implemented to prevent this potentially disabling condition.

The Midvale Slag Site covers 300 acres in Midvale, Salt Lake County, Utah. Midvale (population 10,000) is part of the Salt Lake City metropolitan area (population 936,000). Between 1902 and 1971, United States Smelting, Refining and Mining Co. smelted ores on the site to produce copper, gold, lead, and silver. Figure 1 shows a picture of the historical Midvale smelter operations. [ ] When operations ceased, the site was estimated to contain 2 million tons of slag from these operations. The smelter no longer exists. In 1971, Valley Materials, Inc., acquired the site to process the slag into materials for railroad beds and asphalt highways. During the 1980s, the U.S. Environmental Protection Agency (USEPA) raised concerns regarding environmental impacts associated with the historical site operations. The Midvale Slag Superfund Site was listed on the NPL in 1991. The Site consists of two Operable Units (OUs): OU1 covering the properties north and adjacent to former ore smelting operations; and OU2 covering the smelter site itself. OU1 had historically been affected by wind blown slag dust and stack emissions occurring on OU2 and the Sharon Steel site further to the south. These emissions resulted in elevated levels of arsenic and lead in the native soils. The EPA issued the final Record of Decision (ROD) for the OU1 Site in 1995. The OU1 ROD required the implementation of institutional controls for the undeveloped portions of OU1 in order to restrict future land use to commercial/industrial purposes unless additional remediation was performed. Hence, the land comprising OU1 was originally considered in the ROD to be suitable for commercial or industrial purposes without the need for remedial action. However, development of OU1 for other land uses, including residential or recreational, would require additional assessment and probable remediation. The OU2 parcel was remediated by EPA to allow future land development, and the Sharon Steel site was remediated by EPA and deleted from the NPL. PROPERTY TRANSACTION AND REDEVELOPMENT In February 2006, a private development company, Mercer Bingham Junction, LLC. (MBJ) purchased 130 acres of the OU1 property for the purpose of performing environmental remediation, and developing mixed residential and commercial real estate. Development of the property was conducted in cooperation with USEPA Region 8 (EPA), the Utah Department of Environmental Quality (UDEQ) and Midvale City. The guidelines under which residential development could occur were defined by EPA. The 130 acres was to be developed for open space, residential and commercial use as part the Midvale City Bingham Junction development. Figure 2 shows the general layout of the proposed land uses. [ ] In May 2005, MBJ began pre-acquisition due diligence activities to purchase the 130 acres of OU1 north of 7200 South Street, which now comprises the Bingham Junction Development. This included the completion of Phase I and limited Phase II investigations. The Phase II investigations were performed to evaluate arsenic and lead concentrations in the planned residential areas of the site, and to explore the contents of the historic landfill on the property. The historic landfill area was on the far west side of OU1, adjacent to the Jordan River. Soil samples collected during the Phase II investigation showed that the planned residential parcels did not currently meet the criteria established in the Tech Memo and that additional placement of fill or soil excavation would be required for residential development in this area. An evaluation performed by the previous owner of the property, Littleson, Inc., showed similar results.

The Transbay Downtown Extension (DTX) in San Francisco involves the construction of a large-span tunnel with a width ranging from 43 to over 60 feet. The tunnel will be excavated using the New Austrian Tunneling Method (NATM), also known as the Sequential Excavation Method (SEM), in highly fractured and sheared rock. This paper discusses the FLAC (Fast Lagrangian Analysis of Continua) analyses that were completed for conceptual design of the tunnel support system and to develop surface settlement estimates for the evaluation of measures to protect existing buildings located above the tunnel from damage.

The IVAR Project is Norway's largest sewer project presently under construction. One part of it is an 8.1 km (26 575 ft) long, 3.5 m (11 ft 6 in.) diam tunnel, bored in one year. The tunneling project has been running smoothly; however, not everything has been easy. A few of its features are highlighted in this paper: The use of 9 0 (12 cu yd) muck cars on a double track back-up in such a comparatively narrow tunnel. Employing only four men in the tunnel, including the loco driver. A quartzite dyke - 96% quartz with 350 MPa (50 000 psi) and more compressive strength - turned out to be 640 m (2 100 ft) thick instead of the predicted 90 m (300 ft). Passing under a gaseous swamp with only same 5 m (16 ft 5 in.) of rock cover on top.

Introduction An integrated oil company has two options in approaching strategic planning. It has to decide whether it is in business for the long-term. I state this in all seriousness. Those who help manage public companies have the responsibility of good stewardship of other people's money. We must decide whether continued investment in our basic business will generate a reasonable rate of return. With a world surplus of petroleum production capacity, and continuing downward pressure on prices, this question should be addressed by all oil companies. And a positive answer is not necessarily a foregone conclusion in all cases. The decision should be made based on proven competence in finding and developing petroleum reserves on a cost-competitive basis with other producers, and on a frank analysis of future prospects. This should include a realistic assessment of the projected rate of return on specific investment projects. If a company did not pass these tests, its strategy could take one of four paths. Diversification First, it could diversify. But recent history suggests that oil companies are not good at managing other businesses. Second, it could seek a buyer for its business at the optimum return for its owners. Third, it could sell its assets on a piecemeal basis. And, fourth, it could adopt a longer-range plan of self-liquidation by living off current recoverable reserves. In other words, by not investing in exploration and development, it could maximize short-term profit and pass the money back to shareholders in the form of dividends. The Conoco component of DuPont has a below-average cost of finding petroleum, a good track record of efficient production, and a full plate of projects that pass the test of return-on-investment. In short, Conoco is in business for the long-term. That fact, in itself, determines at least one key element in strategy. This is to extend the life of the petroleum reserve base while at the same time maintaining maximum efficient rates of production to provide a strong cash flow. A company that is able to maintain a strong reserve base will ultimately see the value of those reserves escalate as world oil supplies tighten. Our planners expect this tightening to occur within the next decade as demand grows and production in non-OPEC areas of the world begins to decline. An exploration program tailored to meet the requirements of reserve replacement and current production should have two basic parts. Strategic alignment throughout a mining organization is critical to effective strategic execution and good business performance. The alignment of strategic goals and objectives in the different operations and functions in a large global operation is a challenge facing executive management in light of legacy organizational structure and processes. An additional confounding factor in strategic alignment of acquisition and new project expansion is that mining projects and operations are frequently multi-cultural in terms of country origin as well as organizational culture. This brings together many cultures to accomplish the project or complete an acquisition (Financial Times, 2006). The mining industry presents numerous challenges to executives and mine management by the nature of the operation and organizational processes used in running it. For example, there seems to be an inherent conflict between the individual goals of the components that constitute a mineral processing operation (the mine, the mill, the smelter and the refinery), and lowest cost production of the final product. Managers of these component operations have specific objectives passed down from the corporate executives. Those site managers tend to be compensated based on throughput and perform to this main metric. This tendency to maximize throughput for an individual operation can contradict the general process flow of a best-fit solution to producing the final product at the lowest cost. In an effort to become more aligned, firms are increasingly using balanced scorecard derivatives at great cost and effort (whether internally or externally sourced) in an attempt to help with strategic alignment. Balanced score-cards have been effective in providing a good strategic scorecard to companies with some measure of strategic alignment. Many firms make this effort of using balanced scorecards. However, most firms are not strategically aligned or, at best, are sub-optimized, in terms of strategic alignment (Kaplan and Norton, 2006). The tendency in mining operations is to focus on operating individual components as optimally as possible and stretching existing assets to the best possible production rates. ?Making tons? is the common operational focus. Numerous factors underpin this focus and can affect the ability of the operation?s ability to align properly with the corporate strategy and strategic goals. Critical factors are legacy organizational structure, culture, processes and performance measurement systems. Changing anyone of these factors to affect better strategic alignment requires significant attention to managing change.

Despite the abundance of solid mineral deposits, Nigeria only earns about 0.5-1% of its current Gross Domestic Product (GDP) from the solid minerals sector. This is as a result of the dominance of the oil and gas industry, which has negatively affected the competitiveness of other sectors of Nigeria’s economy. The dominance of this industry has resulted in unemployment, poverty, hunger, domestic price inflation, corruption, unstable government, and higher exchange rates. These impacts are typical for economies suffering from the effects of "Dutch Disease" and the "Resource Curse". Community-based small-scale mining offers hope as an economic activity that can create wealth, employment, reduce hunger and poverty, and provide basic amenities for rural communities with solid minerals endowment. This study presents preliminary results of ongoing research into the prospects of using community-based small-scale mining in a developing country like Nigeria to move towards rural sustainable development.

The CTRL London Tunnels The Channel Tunnel Rail Link (CTRL) London Tunnels comprise 36km of internal diameter bores that were driven by Earth Pressure Balance (EPB) Tunnel Boring Machines (TBMs). The tunnels were constructed between the autumn of 2002 and the spring of 2004. The permanent works also included the 1.1 km long station box at Stratford, five ventilation shafts of depths between 30 and 54 m, 29 cross passages and various large diameter sprayed concrete lined connecting tunnels. Wet desulfurization of Pittsburgh No. 8 coal and Illinois No. 6 coal were conducted with sodium hypochlorite in the laboratory. Pittsburgh No. 8 coal was leached by hypochlorite at high pHs in one step only. The hypochlorite concentration varied from 0.2 to 0.6 molar; sodium hydroxide concentration, from 0.2 to 0.8 molar; and temperature was at the levels of 80 and 90°C. The desulfurization of Illinois No. 6 coal was conducted in three consecutive steps of pretreatment in concentrated ammonia at room temperature, leaching with hypochlorite at room temperature and hydrolysis in sodium hydroxide solution at 90°C. In the leaching step, hypochlorite concentration varied from 0.2 to 0.8 molar. The desulfurization method of Pittsburgh No. 8 coal was found to reduce mainly pyritic sulfur. More than 70% of pyritic sulfur removal was achieved at the optimum conditions of 0.4 molar hypochlorite, 0.4 molar sodium hydroxide and 90°C. The desulfurization method for Illinois No. 6 coal was capable of reducing significant amounts of organic sulfur. The removal of organic sulfur achieved a 37.8% reduction at the optimum operation of leaching at 0.4 molar hypochlorite and room temperature followed by hydrolysis at 0.3 molar sodium hydroxide and 90°C. The chlorine content in the coal produced by the chlorination during leaching was kept below the threshold value of 0.3% at the optimum conditions of the desulfurization method for each coal.

Outburst of gas, coal and rock can be defined as sudden release of coal and rock accompanied by large quantities of gas into the working face or other mine workings. The outburst events appeared rarely in some metal mines has generally occurred in salt and coal mines especially bituminous coal mining. The most important factors that influence the occurrence of outbursts are gassiness of the coal seam, tectonics, properties of the coal and rock and vertical and lateral stresses occurring in the seam and or rock or part of the coal seam. This paper describes the problem of gas and coal outbursts in underground coal mines. The outburst events occurred in Zonguldak Coal Basin located on the Black Sea coast was investigated since 1969. Geological and gas conditions of Zonguldak Coal Basin are described. The incidents are analyzed statistically with the criteria such as amount of coal and gas outburst, depth of workings, effect of tectonism, thickness and inclination of coal seams.

While benchmarking the integrated finite-volume code MULTIFLO against the analytical solution of Philip et al. (1989) for cylindrical underground openings, we found numerical simulation of dripping threshold flux consistently higher than the analytical solution for both rectangular and unstructured grids. The magnitude of error is proportional to the alpha parameter characterizing capillarity. This may bias estimates of repository performance towards non-conservatism.

Mechanical excavation methods can significantly improve excavation performance and labor safety compared to drill and blast operations. Herrenknecht has developed a mechanized shaft sinking method for soft and medium strength rock. This system combines innovative technologies which allow simultaneous excavation, removal of cut material and the installation of rock support. This Shaft Boring Roadheader ?SBR? is flexible in diameter and can be used in shafts with changing diameters and different shaft support requirements for depth up to 2,000 m. During regular excavation personnel are not required to access or work on the shaft bench. The boom used to cut the shaft profile is based on roadheader technology.

The Montana Tunnels Mine was mined out to a depth of 900 feet at the end of 1999. The first signs of instability were recognized in 1996 along the upper slope area of the northwest sector when the pit was mined out to a depth of approximately 500 feet. To extend the life of mining operations, it has been proposed to extend and steepen the northwest highwall to a depth of 1000 feet. Slope stability analyses were carried out using the UDEC software program to assess the stability and deformation of the proposed highwall design. Back analysis of an instability in 1997 along the upper slope section and highwall deformation to date has indicated reasonable agreement with the observed mode of failure and displacement monitoring results. The results of detailed analyses of the proposed highwall design have indicated very limited additional deformation, further development of tension cracks is unlikely and large-scale instability is not expected to occur. A total of 40% of additional mining has been completed and ongoing displacement monitoring to date has confirmed very limited additional movement and no further tension crack development.

To reduce fire hazards from spontaneous combustion of coal in longwall gob areas, a series of computational fluid dynamics (CFD) simulations were conducted by the National Institute for Occupational Safety and Health (NIOSH) to model the spontaneous heating of coal in longwall gob areas. The previous modeling results demonstrate that spontaneous heating of coal usually occurred behind the longwall shields and along the face with a bleeder ventilation system. Assuming a stationary longwall face, the spontaneous heating could turn to a spontaneous fire in several days for the most reactive coal under favorable conditions. When the longwall face advances, the spontaneous heating process will be significantly affected. In this study, the effect of longwall face advance on the spontaneous heating in the gob area is investigated using the CFD model developed in previous studies. One longwall panel with a bleeder ventilation system is simulated. The width of the panel is 300 m (984 ft), while the length of the panel is changed between 1,000 to 2,000 m (3,280 to 6,560 ft). The same permeability and porosity profiles are used for gobs with different lengths. The spontaneous heating first develops in the gob when the longwall face is stationary. Then, the face advances at a certain rate. The face advance is simulated as a series of discrete movements, and the effect of the face advance on the maximum temperature developed during the face stoppage is examined.

An assessment of U.S. western hard-rock miners? noise exposures was conducted as part of a multi-year National Institute for Occupational Safety and Health (NIOSH) survey of noise exposures in each sector of the mining industry. Noise from selected mining equipment and operator noise exposures were measured, analyzed, and tabulated for dissemination to the participating sites and are being used to direct NIOSH research and interventions to address the greatest noise hazards. Eighty-two noise dosimeter measurements were obtained, along with time-motion studies as the miners operated hard-rock mining machines. Ninety-six percent of the operators had daily noise doses that exceeded the Mine Safety and Health Administration?s permissible exposure level. The average gold miner dosages while operating the following equipment were: haul trucks - 261%, load-haul-dumps (LHDs) - 235%, single boom drills - 221%, bolters - 214%, and dual boom drills - 163%. The worst exposure level was a silver miner with a daily dose of 873%. Time-motion data showed that this miner?s exposure accumulated most rapidly while operating a jack-leg drill. These results will be used to help prioritize noise control development by NIOSH and other partners. The choice of ventilation schemes in the Northern Mujsky railway tunnel and definition of the nec-essary quantities of air ensuring regulated radiation conditions in the tunnel system has been accomplished. The influence of natural draught on the stability of tunnel ventilation has been estimated. The design of a portal venti-lation gate allowing minimal influence from natural factors is described. The dependence of pressure loss in the sliding ventilation gates on their spanning value of the vehicle tunnel section has been determined. The selection of parameters for an atmospheric air heating system in winter has been carried out. The operation regimes of air heaters, dependent on the temperature of atmospheric air, have been established.

The ability to detect and quantify ground movements in underground mine workings is of the utmost importance to the safety of miners and continuity of operations. Rib sloughage is one of the most common forms of underground deformations. Remote sensing techniques, such as laser scanning, can be used to quantify this rib sloughage, by recording precise, time-lapse point clouds of mine workings. In order to determine sloughage volumes and locations, a total of 11 laser scans were performed 41 days apart at a working section of an underground limestone mine. During this period, significant sloughing and scaling occurred, allowing for differentiation between the initial and final point clouds.

Ground freezing occupies a unique and important niche in underground construction, fulfilling a geotechnical need that is difficult, or sometimes impossible, to fulfill through other groundwater control and excavation support methods. Where complete groundwater cut-off and in-built ground support are required, and deep excavation is planned or the work occurs in difficult or disturbed ground, ground freezing offers the assurance critical to safe and timely construction. Compared with other groundwater cut-off or excavation support methods, a frozen wall is easily connected to underlying bedrock and will also adhere to adjoining subsurface installations or obstructions, if necessary, to provide a composite cutoff structure. Ground freezing is effective in all soil and ground conditions and has been used for emergency situations in disturbed, displaced or loose ground, where detailed soil characterization could not practically be performed.

King County (Seattle, WA) is on a monumental task of building the new Brightwater System complete with a new treatment plant, three main conveyance tunnels, a new outfall into Puget Sound and other ancillary works. This paper will describe the first conveyance tunnel, Brightwater East currently under construction by the Joint Venture of Kenny (Sponsor) / Shea / Traylor that is scheduled for completion in early 2010. The project located in Bothell, WA (north of Seattle) is in both King and Snohomish Counties. It was the first of the major tunnel projects that was scheduled by King County for the Brightwater System. The East Contract consists of the following major elements: 14,000 ft of 19'-2' EPBTBM mined tunnel using 16'-8' ID bolted, gasketed precast concrete segments for a primary liner; installing and encasing 14,200 ft each of 48', 66', 27', 84' in diameter steel pipes inside the tunnel along with three runs of fiberoptic cable; 2,430 ft of 72' in diameter microtunnel including three caisson shafts and associated structures; one Intercepting Structure (IS) shell to mine from that is 74 ft deep and 74 ft finished in diameter with 130 ft deep slurry diaphragm walls, tremie slab and final concrete wall lining; one Influent Pump Station shell (IPS) 83 ft deep, twin 77 ft inside diameter cells, with 160 ft deep slurry diaphragm walls, tremie slab, and final lining; two short 12 ft in diameter inter-shaft connector tunnels; one extraction shaft 40 ft deep by 40 ft wide and 140 ft long for connection to the new treatment plant piping.
