A new system for granting access to mineral rights is proposed in the recently released White Paper, ?A Minerals and Mining Policy for South Africa?. Official policy states that ?Government?s long-term objective is for all mineral rights to vest in the State for the benefit of and on behalf of all the people of South Africa?. In order to achieve this objective, government is presently investigating the feasibility of imposing a financial or tax-related disincentive to holding mineral rights. The paper aims to present the pros and cons and to examine the alternatives which will cause minimal disruption to the minerals industry in the period during which mineral rights are transferred to the State. South Africa is a country whose economic and political history is embedded in the development of its mineral resources and has inherited a system which cannot simply be wished away. Hasty or radical decisions will compound the problem, rather than provide a lasting and widely acceptable solution. Mineral rights ownership and its impact on access to mineral deposits are discussed. Taxation as a possible economic disincentive is also evaluated. Finally, the value of mineral resource related information as a prerequisite to mineral policy decisions and as an alternative to mineral rights taxation is emphasized.

The Brightwater Conveyance System consists of four tunnel segments in three tunnel con-tracts, comprising over 21,760 m (71,400 ft) of pressurized face tunneling in complex glacial and non-glacial soft ground conditions with a large proportion 60 m (197 ft) or more below the ground surface with up to 7 bars groundwater head. This resulted in unique technical challenges for establishing geotechnical baseline values. The process used to develop these baseline values and specifications with regard to the level of risk that the owner, King County, was willing to accept is described in this paper.

This paper presents research results on assessment of environmental impact of digging and loading equipment in surface coal mining. Environmental impact is accessed through the equipment exhaust and dust emissions, and sound level. Exhaust emission is related to carbon dioxide (CO2), carbon monoxide (CO), nitrogen oxides (NOx), sulfur oxides (SOx), and volatile organic compounds (VOCs). Dust generation is expressed through the particulate matter PM10 and total suspended particulate matter (TSP), while sound is presented through the sound pressure level. Modeling of environmental impact of digging and loading equipment is conducted in Microsoft Visual Studio.NET software package. This research is a part of a boarder project on development of software system for the selection of productive, cost-efficient and eco-friendly mining systems, which is sponsored by the Appalachian Research Initiatives for Environmental Sciences (ARIES). The research work presented here may be used by mining professionals to aid in quantifying environmental impact of digging and loading equipment and determinate strategies for reducing its overall impact.

Thank you, Syd, for the kind introduction and for inviting me to give the Keynote Address at this very prestigious gathering of some of the finest intellect and talent in the domestic and international coal industry. CONSOL Energy has been a part of this conference for its entire 24-year existence. We have presented 27 papers over that time. CONSOL employees have also been members of the planning committee for the conference, and we have been pleased to support the event both financially and with many participants. So I am honored to be here with all of you this morning, especially during such a positive period for coal. You can just feel the enthusiasm in this room for our industry, and for this conference. I can tell you, there?s also a lot of enthusiasm and excitement in CONSOL Energy?s boardroom. And our enthusiasm is mirrored on Wall Street. But there remains an ironic twist to all of this attention. Even when times are good, the coal industry seems to go largely unnoticed by the mainstream. Outside of West Virginia and other coal-producing regions, the industry still seems to lack influence and support, at least here in America. As an example, last month, an ABC News crew visited our Blacksville 2 Mine, near here, to do a feature story on increased employment in the coal industry.

A computer system for calculating the illumination on coal mine surfaces due to machine-mounted lights is described. Utilizing numerical models of mining machinery and measured data on luminaire output characteristics, the program computes the ft-candle levels incident on the mine entry surfaces for any desired machine/luminaire/ entry configuration. Shadowing effects of the machine are taken into account. Results are provided at 2 ft. intervals on the face, left and right walls, floor and roof. The system operates, interactively from a Tektronix 4014 graphics terminal which handles all input/output functions. The software is installed on a Cyber 74 computer that communicates with the terminal via telephone line.

A mineral purvey of the Granite Chief RARE II area (A5-261), covering about 23,400 acres (9,470 ha) of Tahoe National Forest and the Like Tahoe Management Unit, was conducted by the U.S. Bureau of Mines and the U.S. Geological Survey in 1979 and 1980 (fig. 1). The investigation by the Bureau of Mines indicates that the area has a low potential for mineral resources. Samples taken from prospect pits and favorable outcrops indicate no minable quantities of precious or base metals. Placer deposits are too small and low grade to be considered a resource.

"Louvicourt Mine's concentrator, located near Val d'Or, Quebec, treats an average of 4,300 tonnes of ore per day composed mainly of copper, zinc, gold and silver. An analysis of concentrator revenues and metallurgical losses shows a potential for additional gain, particularly in regards to precious metals (kustelite) where recovery is usually around 67 -70 %. The planning, installation and trial operational period of two Outokumpu SK-240 flash cells at the underflow of the primary cyclones took two years. The use of (( flash flotation )) technology has made it possible to exploit the favourable conditions at the underflow of the primary cyclones such as precious metal concentration and the presence of liberated coarse chalcopyrite. These conditions permit early flotation (fresh surfaces) of the kustelite and the liberated copper. Since the start-up of the flash cells, the metallurgical gains have turned out to be very positive with increases in metal recovery reflected in appreciable NSR gains. Also, significant savings in reagent consumption and a coarser copper concentrate have made it possible to reduce the drying cycle of the Larox filter presses since the cells were put into operation.BACKGROUNDLouvicourt Mine is operated by Aur Resources Inc. (30% ownership) on behalf of its partners Novicourt Inc. (45%, subsidiary of Noranda Inc.) and Teck Corp. (25%). The mine is located in northwestern Quebec about 600 km north of Montreal and about 25 km east of the mining town of Val d'Or. The mine commenced commercial production in July 1994.The massive sulphide ore deposit lies at depths varying between 450 m and 900 m. Mining reserves (2% Cu equi. cut-off) as of Jan. Is', 2000 are estimated at 7.5 million tonnes of ore averaging 3.4% Cu, 1.8% Zn, 28.0 g/t Ag and 0.9 g/t Au. Delineated ore reserves permit the use of a mechanized transverse blasthole mining method. The extraction order is a typical 1.3.5 mining sequence. Primary and secondary stopes are 15 m wide, 15 to 70 m long (25 m long average) and 30 m high. Backfilling for pillar recovery and regional stability is required."

Underhand cut and fill mining methods are used at the Lucky Friday, Stillwater, and Galena mines in the western US in an effort to safely mine in difficult ground conditions and as a primary mining method where access below the ore is limited. The method has evolved at each mine to meet the unique situations associated with their milling procedure and mine layout. Details of the operational aspects of the backfilling and mining cycles at each mine are presented in this paper, accompanied by a summary of the mechanical properties of the backfill and its in-situ geomechanical behavior.

The current version of the computer program ADINA/BM (Automatic Dynamic Incremental Nonlinear Analysis for the Bureau of Mines) for linear and nonlinear, static and dynamic finite element analysis of mine structures is described. The complete report is divided into four parts. In Part A the program solution capabilities, the finite element library, the logical construction of the program and storage allocations are discussed. In Part B the theory and numerical techniques used in the program are summarized. In Part C brief problem descriptions and solution results for some sample solutions that have been transmitted as data cases with the program are presented. In the last section of the report, Part D, the users? manual of the program is presented. Program ADINA/BM is a general effective tool for coal mine structural analysis. The program is an extension of the computer program NON SAP (which was developed under an earlier contract with the U.S. Bureau of Mines). The important additional capabilities of ADINA/BM are: (1) the occurrence of all elements is time dependent, (2) all elements can be used in geometric and material nonlinear analysis, (3) the truss element can be used in elastic-plastic analysis, (4) the three-dimensional element can be employed in orthotropic, elastic-plastic and cracking and crushing analysis, (5) the program executes an out-of-core solution and thus allows the analysis of very large and complex coal mine models, (6) the truss elements can be employed as 2-4 variable-number-nodes elements, (7) a rock material model has been implemented, (8) displacement constraint equations can be imposed in the solution, (9) more flexibility in specifying the incremental solution strategy and an acceleration procedure in the equilibrium iteration are available

About 17% of the world's present day oil supplies comes from wells drilled in the continental shelf of some 28 countries. The demand for oil is increasing each year and is expected to quintuple in the next decade. In the same period, the demand for gas will climb to at least 20 times its present rate. In the next decade, the percentage of oil and gas obtained from offshore is expected to rise to nearly half the world's consumption. The offshore oil industry is currently striving to achieve new technological advances in the field of deep ocean operations, especially in face of adverse seas. While the emphasis was put on drilling vessels for exploration, the industry was slow in developing effective offshore construction vessels. Until a year ago, construction vessels were but large barges with construction equipment mounted on their decks. These vessels all shared the same severe limitation: When the sea exceeds a five-foot wave height (and in some cases as little as three feet) the conventional construction barge is forced to suspend operations. In face of an oncoming storm they must run for shelter. Their utilization, therefore, is limited and in rough weather areas, such as the North Sea or the Bass Strait is lower than 50%.

Yttria Stabilized Zirconia (YSZ) is a promising thermal insulator for high temperature environments due to its thermal stability and chemical inertness. As was demonstrated with other technical ceramics (e.g., Alumina), addition of Single-Wall Carbon Nanotubes (CNTs) to a ceramic matrix may significantly enhance the mechanical properties of the composite ceramic. In this work, 8 mol% YSZ with 0.2, 0.5 and 1wt% CNTs composites were prepared via Spark Plasma Sintering process. The densification, Vicker’s microhardness, specific gravity and microstructure evolution of the composites were investigated. The results suggest that the addition of up to 1wt% CNTs to YSZ yielded optimal combination of the studied properties. At higher addition levels, the specific gravity decreased and clustering of CNTs occurred, leading to poor densification and a relative loss of performance.

The presence of an alpha case on titanium parts produced by investment casting is problematic and has to be eliminated. The traditional techniques for the evaluation of its thickness are metallographic measurements and micro-hardness profiles. To obtain a better understanding of how the alpha case is formed with the underlying objective of limiting its depth, the present study proposes to characterize the microstructure and the chemical composition of the alpha case. Electron microprobe analyzer (EMPA) linescans were used to quantify the oxygen and substitutional elements that come from the mould and promote the alpha case formation. The chemical profiles were correlated with metallographic and microhardness measurements. For microstructure, optical microscopy (etched and polarized light analysis) was used. For phase analysis, samples were mechanically polished step by step and analysed using X-ray diffraction and optical microscopy. Furthermore, surface analysis techniques such as XPS and Auger Microscopy were evaluated but results were found to be inconclusive because the formation of the oxide layer was faster than its ablation and the matrix could thus not be analysed. The alpha case was observed on a Ti-6Al-4V step block casting.

Control and mitigation of building response to construction activities are assuming a greater role in design decisions for underground construction. Alternatives for controlling building response have multiplied with the continued development of ground modification methods, better control of construction activities that cause ground movements, and increased understanding of building behavior and response. This paper describes approaches to estimating building response to construction-related ground displacements caused by adjacent excavation and highlights the discussion with several case history examples. Examples discussed includes experiences with two, seven-story historic structures, supported by timber piles with granite block pile caps, which were underpinned in preparation for ground-freezing ground stabilization and tunnel construction beneath the buildings. The elevation of each building column was monitored and elevation adjustments were actively performed during construction. The second example examines the performance of a slurry wall braced cut, 45 to 50 feet deep penetrating through a stiff crust into a soft clay layer and associated building response. This cut was immediately adjacent to two, approximately 15-story office buildings, which were supported by deep foundations founded in the stiff crust.

The new building of the Central Bank of Iraq in Baghdad was footed in difficult underground conditions on more than 600 reinforced concrete driven piles, with cross-sectional diameters of 45 x 45 cm and pile lengths of 12.0 to 18.0 m. The necessary embedded depth and the bearing capacity thus reached were established on all 600 drives piles by means of dynamic pile tests. For the calibration of the dynamic pile tests, 6 static pile load tests were carried out. The execution of the construction and the results of the extensive tests on the building site are shown.

What follows is a brief introduction to the Atara Corporation and the fundamentals of how an Atara ""cannon"" mixer operates. The main body of the paper is concerned with the results of a study to evaluate the cannon mixer for a gold cvanide leach application. A brief summary of research and testing for other metallurgical applications is also presented.1. 1 THE COMPANYThe Atara Corporation is a privately owned Canadian company, headquarted in Dorval, Quebec. Its subsidiary, Atara Incorporated, located in Paramus, New Jersey services the municipal wastewater treatment market in the United States. Dorval focuses on industrial mixing applications in Canada and the US. The Atara Corporation provides design, engineering and specifications of agitators for mineral land other) processing applications. Fabrication of mixers is pursued in either Canada or the US, depending on the ultimate destination.Although Atara and its unique static in-tank mixer are relative newcomers to the mining industry, the cannon mixer has demonstrated its value over the past 20 years in municipal wastewater treatment services. In the past four years the Atara unit has been developed for industrial applications; the bulk of the development work has been for metallurgical applications. To-date the cannon mixer has been evaluated for mixing slurries in the following applications: nickel-copper concentrate storage, copper concentrate storage, coal slurry storage, gold cyanide leaching, uranium acid leaching, silver leaching and zinc acid leaching. "Potash processing has much in common in terms of unit operations and plant operating strategy with other mineral processing plants. As it is a rather large topic the processes will be broad brushed to give you some background and then I will go into a little detail on the things we do in the Cominco plant that may be of interest to the group as a whole. In particular the centrallized computer control system and associated instrumentation and the operator training programs will be covered as well as the mill fire, something that could happen in any plant. THE ORE AND PRODUCTSThere are differences in potash ores as you would expect. It is my intention to deal with the ores processed in the Saskatoon area. These are mined from the beds in the Patience Lake Member and have a mineralogical description as follows:Sylvite (Potassium Chloride) 40%Halite (Sodium Chloride) 55%Insolubles (Slimes) 5%A number of products are made from this ore. "Emission of industrial wastewater containing harmful oxoanions is one of the serious problems on account of its toxicity and the environmental pollution, especially caused by boric, phosphinic, arsenic and antimonic species. In this study, we developed a novel treatment technique of such polluted-water by hydrothermal mineralization. The treatment is “Geomimetic” method for precipitating oxoanions in aqueous media as natural ore resources by using hydrothermal treatment with calcium salts mineralizer. The treatment made it possible not only to detoxify the polluted-water, but also to recover the calcium minerals such as Ca2B2O5·H2O, Ca5(AsO4)3(OH), etc. Concentration of each ion in treated-water was lower than that of effluent standard in Japan. Moreover, the residual concentration of each ion was independent of the initial concentration, but it depends only on the solubility of the formed mineral under hydrothermal condition. Therefore, the hydrothermal treatment could be recommended as one of the treatment techniques of polluted-water.IntroductionVarious oxoanions such as boron and arsenic oxo-anions have high toxicity against human health and the environment. They are important resources, however, for plating or advanced material manufacturing industries[1-3], from which the wastewater containing these oxoanions is generated every day. An appropriate treatment is often required for industrial wastewaters to attain national effluent standards of Japan (NESJ, B: 10 mg/dm3, As: 0.1 mg/dm3). On the other hand, there is no production of arsenic and boric resources in Japan, and they are expected to be recycled. Therefore, the establishment of a system for the removal and recycling of arsenic and boron from wastewaters is of global significance.Several methods to remove them from aqueous media have been already reported by using adsorption[4], electro-coagulation[5], membrane separation[6-8] and biological techniques[9]. However, these methods have the following problems because of their stability in water. (1) Removal yield is low, especially for tri-valent arsenite ion (AsIIIO3 3-) and borate ion. (2) The applicable concentration range is narrow. In addition, the used adsorbents or collected residues after treatments are sill hazardous wastes, so that they must be treated by a proper method. But, it is very difficult to convert them to recyclable resources at most industrial plants. These problems are caused by the difficulty to recover these oxoanions as stable solid precipitates with low solubility in water. The establishment of recycling system of these hazardous compounds will be one of the world-important issues, especially, in Japan, which is poor in natural resources. On the other hand, compounds that contain high arsenic concentrations and are insoluble in water, are often found in natural minerals, for example, as haidinglite (Ca(AsO3OH)·(H2O) or Johnbaumite (Ca5(AsO4)3(OH)). This fact suggests that nature has an ability to produce insoluble As-bearing minerals. Similar phenomena can be found in case of boron, antimony, etc."

Tailings and water management facilities are integral components of mine and mill operations. They must be managed for the long term to ensure that safe and environmentally responsible stewardship is achieved. The Mining Association of Canada (MAC) has developed and published two manuals to provide guidance to mining companies on sound practices for the safe and environmentally responsible management of tailings facilities: ???A Guide to the Management of Tailings Facilities; and ???Developing an Operation, Maintenance and Surveillance Manual for Tailings and Water Management Facilities. The Guides were designed to help companies develop and implement tailings management systems that include environmental and safety criteria, to improve the consistency of application of sound engineering and management principles to tailings and water management facilities through their full life cycle, and to demonstrate this to regulators and the public.

His final studies were conducted at Delft University, where he graduated with an M.Sc. degree in mining engineering. Mr J.G. McCaUum was born in 1938 and matriculated at Jeppe Boys' High School, Johannesburg. Mr H. Scot RusseU started his mining career at Randfontein Estates Gold Mining Co. Witwatersrand, Limited, where he served as temporary Geological Assistant, Sampler, Surveyor, Shift Boss, and Mine Overseer. Mr A.M.P. Henderson was born in 1950, in Kiel, West Germany. Mr J.L. Nel matriculated in 1957. This was folowed by his atainment ofthe folowing degrees: B.Sc. (Chemistry, Physics) in 1961, B.Sc. Hons. (Metalurgy) in 1965, M.Sc.
