If asked whether limestone production was a mining problem I would not hesitate to answer emphatically in the affirmative. The question, "When is a quarry a mine?" is familiar. The immediate mental picture induced by the thought of limestone production is that of an open quarry. All are familiar with the open pit in the iron-producing districts of Minnesota and Michigan and the open cuts of the so-called "porphyry" coppers of the West. If these are mines, they differ little from limestone quarries in general mode of operation; if quarries, why do they need the attention of mining engineers? During 1923, the United States produced in round numbers 70,000,000 tons of iron ore. The limestone production of the United States for the same period was something over 100,000,000 tons. In tons, it about equals the oil production of the United States. The uses of limestone are legion. A paper read by a prominent engineer of Chicago, at the meeting of the National Crushed Stone Association held last February in St. Louis says: "There is no industry in the United States today that is more basic in its operation or by itself controls more industries. There is hardly a chemical operation, hardly a metallurgical operation or building operation that a crushed-stone man does not control if he will jump in and make the full utilization of it." Some of the many uses are for road metal, concrete, railway ballast, building stone: riprap, and rubble, the manufacture of iron and steel, alkalies, calcium carbide, magnesia, carbolic and carbonic acids, asphalt filler, mineral wool, poultry grit, sulfuric acid, phosphates, nitrates, soap, baking powder, the purification of copper and prevention of coal-mine explosions, to say nothing of the quantities used in the making of lime and cement. It has been said that without iron we would revert to the Stone Age; how much iron would we have without limestone? From the point of view of the mining engineer, using the term in its broad sense to include geologists and metallurgists, the production of limestone is important because of its occurrence, volume, commercial importance, and the problems presented by its recovery and treatment.

By the death of Prof. Pettee the Institute has lost one of its earliest, most distinguished, most useful and most beloved members. Among those who survive him there are few who have rendered services of equal professional value or unselfish devotion. The warrant for this statement will be amply furnished in the present brief notice of his life and work. William Henry Pettee was born, January 13,1838, at Newton Upper Falls, Mass., where hie childhood and youth were spent. His father, Otis Pettee, a manufacturer of cotton cloth and of cotton-mill machinery, died in 1853. Up to that time, the son had been educated mainly in the district school; but, being inclined by temperament and constitution rather to books and study than to physical exertion, he had been wisely rest,rained in mental activity, and required, for a season, to work regularly in the foundry and machine-shop of his father. Unquestionably, this discipline not only benefited his health, but also constituted a valoable preparation for his subsequent professional career. In 1857, after suitable preliminary study at various New England academies, he entered Harvard College, where he took high rank in the classical course then required, was selected in his Junior gear to deliver a Latin oration; was elected a mem-

ON Oct. 5, 1926, the day before the general ses-sions of the fall meeting of the American Insti-tute of Mining and Metallurgical Engineers at Pittsburgh, a round table conference on the combus-tibility and testing of coke was held at the Bureau of Mines Experiment Station. There were about fifty present, with A. C. Fieldner, chief chemist of the Bureau of Mines, as chairman. The following organi-zations were represented: American Institute of Min-ing and Metallurgical Engineers, American Society for Testing Materials, American Gas Association, Eastern States Blast Furnace and Coke Oven Association, Gas and Fuel Division of, American Chemical Society, and Southern Ohio Pig Iron and Coke Association. In opening the proceedings, Mr. Fieldner explained that the meeting had been called at the suggestion of several members of the Institute and members of other organizations. The subject is of interest to the pro-ducer and the user of coke whether it be in a blast furnace, cupola furnace, house-heating furnace, open grate, gas producer, or in a water-gas generator. There has been much confusion on this subject largely because there is no common definition of combustibility. Does the blast-furnace superintendent, the coke-oven operator, and the fuel engineer have the same under-standing of the term "combustibility"? If a common understanding can be reached, many differences of opinion will disappear. COMBUSTIBILITY OF COKE R. H. Sweetser of Columbus, Ohio, disagreed with the statement of P. H. Royster, T. L. Joseph, and S. P. Kinney in Reports of Investigations, Serial No. 2524, of the Bureau of Mines, in which it was stated that the coke-oven op-erator cannot change coke combustibility by modifying oven practice. Mr. Sweetser held that the coke-oven man can change the combustibility of coke. Blast-furnace men know that coke that will burn easily with low pressure and will. come down in the regular way in the furnace can be pro-duced from a given mixture of coal. His idea of the combustibility of coke is the rate of flow through the com-bustion zone of the blast furnace. If the coke does not pass through in normal manner it is highly incombustible. H. J. Rose of the Koppers Co., Pittsburgh, objected to being pinned down so closely on this phase of the com-bustibility and incombustibility of coke. Coke-oven men are frequently obliged to change oven conditions to make a coke which gives blast-furnace men what they want. The size of the coke and the screening have an important bear-ing on combustibility, and there are many cases on record where by simply changing the different sizes of the coke, everything worked smoothly, and that is a much more combustible coke.

From the viewpoint of practical economic engineering the main value in studies of demand and supply lies in the information they give concerning the next movement of price. The title of this discussion is too comprehensive for detailed analysis and it will, therefore, be narrowed to the question of price measurement. The oil operator is interested primarily in net profits. Prices, costs and production determine them. Production is here used in its broadest sense. It includes refining and marketing. It is an operating problem. Prices and costs are economic considerations. Though costs are an important element of prices and profits, the subject is too large to be treated in a brief paper of this sort. In the long run, costs govern prices, but for the purpose of gaging prices in the immediate future the relationship of current demand and supply are more significant. Operating, expansion, retrenchment, sales and storage policies of oil companies are largely influenced by the feeling of executives concerning this relationship. The stockholders of companies whose executives are wrong may suffer. Investors who err in their judgment may likewise lose. On the other hand, oil companies and investors who appraise these factors correctly and move accordingly will profit. It is an important subject worthy of careful consideration. The author has been asked to discuss the subject for 1928. From the beginning of the year until the first of June, as illustrated by Fig. 1, over-supply prevailed in the face of restricted production, but from June to September, with record consumption, demand slightly exceeded supply and oil came out of storage in the United States as a whole. One of the main problems of the oil man is to decide whether this condition will continue and what the next movement of prices will be. Before he can do so he must have an understanding of the underlying conditions and of the facts that led to the present situation. With these facts in mind he is in a position to measure the effect of the present relationship of demand and supply on price and is afforded a perspective that may enable him to look ahead for a short period of time. A digital computer program to mathematically simulate the effect of limited changes in feed rate in the range of 80 to 95 tph on a plant-scale wet grinding circuit has been developed and tested. The circuit studied included an 8-ft-diam X 12-ft rod mill operating in open circuit and feeding two parallel 12-ft-diam x 10-ft pebble mills, each one operating in closed circuit with an 8 X 32-ft rake classifier. The simulation is an empirical one based on two sets of data collected manually from the operating circuit under what was said to be steady-state feed rates of 80 and 95 tph with all other operating variables also at steady state. The procedure is a combination of several published approaches to the modeling of grinding mills and classifiers and it is applicable to a wide range of circuits. The program permits the computing of the size distributions of all feeds and discharges of all grinding units and classifiers in the circuit for a specified feed rate. The data used in this report for demonstrating the program are unsatisfactory since the circuit was not operating under steady-state conditions when it was sampled. Consequently the circuit model parameters could not be accurately estimated. The predictive power would be greatly improved if new data were obtained under true steady-state conditions.

Since the days of Newcomen and Watt, when men first sought to turn the energy of fuels to useful purposes, coal-generated steam has supplied most of the power needed for both stationary and mobile applications. The low efficiency and large water requirements of the nineteenth century steam-power plant caused many engineers to turn their thoughts toward more direct means of converting heat into power. As far back as 1791, John Barber secured an English patent on a combination' which he might well have called a "gas turbine." He proposed to generate producer gas from coal or charcoal, to burn it under pressure in air obtained from a reciprocating compressor, and to drive a turbine wheel with the resultant hot combustion products. With the optimism characteristic of the inventor, he hoped that the turbine would not only operate his compressor but also perform useful work. There is no record that Barber ever built his machine, but if he had done so he would have learned that useful power can result from such a combination only when both turbine and compressor are highly efficient and when the temperature of the gas entering the turbine is not far below 1000°F. Hot-air prime movers continued to attract attention, and both Stirling in England and Ericsson in America2 built reciprocating engines that operated with some success upon coal-heated air. The internal-combustion engine, burning liquid fuels, supplanted the hot-air type, and, for the first time, challenged the supremacy of both the steam cycle and its familiar fuel, coal. Liquid Fuels Compete with Coal As the increasing use of the automobile multiplied the demand for gasoline, the supply of residual fuel increased rapidly, and heavy oil declined in price to the point where it became competitive with coal. First in the marine field and later in stationary plants in areas adjacent to refineries, oil began to be widely used. Oil's greater convenience and higher heating value per pound of weight or per cubic foot of bunker space have caused it to take over much of the marine field. The introduction of the highly efficient diesel engine, capable of burning a fuel that is cheaper than gasoline, again threatened the position of coal, for the operating costs of the diesel became directly competitive with those of coal-burning equipment. In isolated power plants and smaller marine installations, the diesel provided the medium by which oil again successfully invaded fields formerly dominated by coal. The diesel engine, provided with an electrical transmission, found an excellent application in railroad service. Bureau of Mines Technical Paper 189 consists of a record of the scientific data obtained in the iron blast-furnace slag investigation which is reported in Technical Paper 187, "Slag Viscosity Tables for Blastfurnace Work." It includes a description of the method of preparing the synthetic melts, construction of an improved electric furnace, and refinements in laboratory methods of measurement. Only the general features of the work and the conclusions drawn from the experimental data can be given attention here. Silicates in the Liquid State In the manufacture of refractories, Portland cement, glass, and porcelain, and in pyrometallurgical operations, importance attaches to the behavior of-silicate compounds at temperatures beyond the range of common experience. This field of research has not been investigated as carefully as its scientific and industrial importance would seem to warrant. Probably the most important of the unsolved problems in the chernistry of silicates is the question of their stability in the liquid state. That little progress toward the solution of this problem has been made is not strange if there be borne in mind the difficulties attending experiments made at temperatures at which silicates become fluid, and the comparatively short time since it became possible to measure these temperatures. On the other 'hand, considerable progress has been made in the study of the compounds in the solid state because of the directness and simplicity of methods of optical examination. Important advances have been made by the Geophysical Laboratory at Washington in recent years. THE hardenability concept has become widely used during the last few years for the choice and substitution of steels. Before the work of Grossmann,1 the systems for predicting hardenability from chemical composition could be used only over a narrow range of composition. Grossmann introduced a comprehensive system, which has been effective in calculating the hardenability of most types of moderate or low-alloy steels. However, occasions .often arise that require the calculation of the hardenability of high-alloy steels from their chemical compositions. Experimental determinations of the hardenabilities of such steels indicate that the Grossmann system predicts much greater hardenabilities than are realized. The fact that cases do arise in which the Grossmann method does not, apply indicates that the fundamental hypothesis of the system may not be generally applicable. It seems advisable to re-examine not only Grossmann's system but also the concept of hardenability itself. HARDENABILITY If steel parts are to possess a martensitic structure after quenching, they must first be austenitized and then cooled through the pearlite and bainite transformation ranges sufficiently rapidly to avoid the formation of pearlite, bainite, and proeutectoid products.* If, on cooling, these transformations are avoided, the resulting structure can consist only of martensite (and retained austenite). The hardenability of a steel is measured in terms of the severity of the cooling conditions necessary to avoid the pearlite and bainite transformations. The less rapid is the cooling necessary to prevent the formation of bainite and pearlite, the higher is the hardenability. The pearlite and bainite reactions appear to be differently affected by the alloying elements. Not only is this indicated by the published isothermal transformation data, but recent work by Zener2 affords a rational interpretation of the differing effects of the alloying elements. Manganese,3 for example, appears to decrease the rates of the pearlite and bainite transformations by equal percentages, while molybdenum4,5 is approximately 10,000 times more effective in retarding the pearlite than in retarding the bainite transformation, on the basis of isothermal measurements. Some uranium minerals are paramagnetic and hence are amenable to concentration by high gradient magnetic separation (HGMS). This paper describes effects of the HGMS parameters-pulp velocity, field strength, matrix loading, and magnetic field gradient-on the product recovery and grade. Unsatisfactory separation of uranium minerals by HGMS is related to ore-specific properties, such as lack of liberation, fine dissemination of uranium minerals, uniform distribution of magnetic minerals throughout the ore matrix, and interference of fine-sized slimes. Experimental techniques to identify and resolve some of these problems are outlined.

This paper describes a computer program which calculates material balances for complex steady-state material flow circuits encountered in mineral processing. The program determines mass flows in the various process streams of a flowsheet from multicomponent analytical data obtained from samples of the streams. The program, Metallurgical Balance System (MBS), has been used extensively in treating Pilot plant test data, in production evaluation and control, and in plant design. The program performs well even on ill-conditioned data. Input to the program is easily accomplished by unskilled personnel and the output appears in well-formatted tables.

Samuel T. Wellman, Cleveland pioneer steel man, who was often referred to as the "father of the open-hearth process of the United States," died suddenly on July 11, 1919, of heart disease, at Stratton, Me. For more than half a century, he was closely identified with the improvement of equipment used in the making of steel and contributed a number of inventions that virtually revolutionized the industry. Mr. Wellman was born Feb. 5, 1847, at Wareham, Mass., his father at the time being superintendent of the Nashua Iron Co., Nashua, N. H. After attending public school and a year at Norwich University, he served in the Civil War as a corporal of the first New Hampshire Heavy Artillery. He went to Pittsburgh in 1867 and assisted in starting the first crucible steel melting furnace built in America at the works of Anderson, Cook & Co. It melted a ton of steel with an average of 1000 Ib. of nut coal, which cost less than $1, while the melting of a ton of steel in crucibles in the old fashioned coke furnace took three tons of the very best coke, costing from $2 to $3 per ton. This furnace was a great success and in a very few years had driven the coke furnace out of use. From Anderson, Cook & Co., Mr. Wellman went to the Singer, Nimick & Co. works, Pittsburgh, where he built two crucible steel melting furnaces of the same type. After that he spent some time in the office of the Siemens agents in Boston and also at steel works in different parts of the country, starting crucible steel furnaces. He then went to the Bay State Iron Works in South Boston, Mass., where he built the first open-hearth furnace that was a commercial success in the United States. It made steel of a much better quality than had previously been made in this country. The principal use to which it was put in those days was the manufacture of locomotive fire-boxes. From South Boston, he went hack to the old works in New Hampshire where his father was still superintendent, and built for it an open-hearth furnace, a plate mill, and a bar mill. In 1873, Mr. Wellman went to Cleveland to design and build the plant of the Otis Steel Co. He remained with this company for 16 years as engineer and superintendent. During this time he developed the open-hearth charging machine and introduced the electromagnet for handling pig iron and scrap steel. The first charging machine was operated by hydraulic power, and although it was not entirely satisfactory it performed the work fairly well and encouraged its inventor to build another one, which was driven by electric motors. THE Cuajone porphyry copper deposit is the northernmost of a group of three deposits in southern Peru controlled by the Southern Peru Copper Corp.-Toquepala, Quelleveco, and Cuajone- all within a 20-mile belt. Although small pockets of high-grade copper oxide ores were worked in the Cuajone area in the 19th century, it was not until 1939 that its potentialities as a disseminated deposit were recognized by O. C. Schmedeman. An exploratory drilling program was begun in December 1942 and continued until early 1945. The program was revived in November 1952 and completed early in 1954. Early exploration was by diamond drilling. Later exploration was predominantly churn drilling, with diamond drilling used only for wildcat holes.

The Library of the above-named Societies is open from 9 A.M. to 10 P.M., except on holidays. It contains about 70,000 volumes and 90,000 pamphlets, including sets of technical periodicals and publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library, through its Library Service Bureau, can render valuable service through correspondence; letters requesting information' will receive especial attention. The Library is prepared to furnish references and photographic copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information on the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape.

The Cuyuna manganiferous iron ores can be a principal source of manganese for the iron and steel industry in the United States, provided metallurgical methods as a whole are adjusted so as to use run-of-mine ore. The use of manganese in steelmaking is growing. Increasing amounts of impurities in raw materials call for more manganese, a constant cheap supply of which is wanted. There are few deposits of ore in the United States carrying over 35 per cent. manganese that can be mined and marketed at a profit in normal times. We are largely dependent on foreign ores. The small domestic deposits should rightly be held in reserve for an emergency, such as a war, when importation might cease. Even the production from lean ores, concentrated it may be, might not carry us through a protracted stringency. The Cuyuna district is, therefore, during normal times capable of supplying a large total of manganese. The ores are iron ores containing 5 to 25 per cent. of manganese with the inverse range of 52 to 28 per cent, of iron. The manganese costs no more per unit in the ore than the iron, because cost of mining, largely by open-pit methods, is not affected by the manganese content. The manganese units should, perhaps, command a higher price, but as their value is contingent on metallurgical practice, a higher price may be justified only when a shortage in manganese occurs. Manganiferous iron ores can never entirely supplant straight manganese ores though methods are employed that will permit them to do so partly. For the manufacture of ferromanganese, ores carrying above 42 per cent. manganese are needed. Ores with manganese running between 20 and 42 per cent. are used for making spiegeleisen. But established practice in certain plants, based on the admixture of manganiferous iron ores to straight iron ores has greatly lessened the consumption of high-priced, scarce, manganese alloys with good results. A most stimulating event in the development of world mineral production and technology, the Eighth Commonwealth Mining and Metallurgical Congress was convened at Melbourne Town Hall on March 1 by Sir Maurice Mawby, President of the Congress. Continuing successively at Melbourne, Canberra, Sydney, and Surfers Paradise in Australia and then at Wellington, New Zealand, the four plenary sessions, 50 technical sessions, and both local and extended mine and plant tours during the seven weeks of the Congress, provided a superb medium for assessing the present and looking into the future. There were more than 2300 participants from 32 countries in the various functions of the Congress, including 500 delegates and wives from countries other than Australia and New Zealand, and from 18 countries not members of the British Commonwealth of Nations. Registrants from South Africa numbered close to 200 and there were about 100 from Canada, 70 from the United Kingdom, 60 from the United States, and 20 from Zambia. Although most of the overseas delegates held administrative positions with companies, government agencies, and colleges or universities, professions identifiable from registrations included 100 engineers, 60 geologists and 30 metallurgists.

Forecasting demand is an art as well as a science, and much personal judgment is required. National forecasts made for sand and gravel, crushed stone, and/or aggregate may be misleading or unhelpful locally. This is because of significant variation in demand within different geographic and/or political areas in the US, and/or the use of an inadequate data base and forecasting methodology. The best forecasts may be made for local or regional market areas, irrespective of geographic or political boundaries, provided a proper data base is available.1 The Bureau of Mines compiles detailed statistics on commodities sold or used in the construction industries and, therefore, is in an advantageous position to make national aggregate demand forecasts. Definitions of some terms used in this presentation are necessary before proceeding.
