"Federal regulations require the installation of refuge alternatives (RAs) in underground coal mines. Of the in-use RAs, over 95% are mobile RAs with the remainder being built-in-place (BIP) RAs. Heat/humidity buildup has been one of the major concerns with mobile RAs. For BIP RAs, however, there is a lack of in-mine heat/humidity test data to determine the extent of heat and humidity buildup. To quantify heat/humidity buildup in BIP RAs, the National Institute for Occupational Safety and Health (NIOSH) performed a series of heat/humidity tests on a 60-person BIP RA with and without a borehole air supply. At various times during the year, tests were performed with cooled, heated, or unconditioned borehole air to examine how various outdoor temperatures may affect the thermal conditions inside a BIP RA. The results show that the air supplied to a BIP RA may require heating and cooling, depending on the outside air temperatures and the temperature of the mine. For example, during tests with an external ambient temperature above 70°F and a humidity that reached 90 %RH, providing 55°F dew point air was able to keep the internal apparent temperature below the mandated 95°F. Results for each test case are presented. INTRODUCTION The Mine Safety and Health Administration (MSHA) has required the installation of refuge alternatives (RAs) in underground coal mines since 2008 [1]. MSHA requires that RAs provide an environment with breathable air for entrapped miners for a 96-hour period. Heat buildup inside an occupied RA is a serious concern. Without a means to dissipate the heat and humidity generated by the occupants and the carbon dioxide scrubbing system, the temperature and humidity inside RAs could lead to severe discomfort or heat stress depending on the mine ambient temperature before and during occupation of the RA. In its 2006 report, the West Virginia Mine Safety Technology Task Force recommended an apparent temperature limit of 95°F for RAs [2]. In 30 CFR 7.504, MSHA specifies a maximum apparent temperature of 95°F inside an occupied RA [3]. The apparent temperature is calculated using both air temperature and relative humidity [4]. To determine if their RAs meet the apparent temperature limit, RA manufacturers have been performing 96-hour-long heat and humidity tests in laboratories. During these tests, a heat input of 117 W (400 BTU/hr) per person is used to represent the metabolic heat of a single miner [2]. The heat generated by the RA’s carbon dioxide system is also accounted for in testing. To account for this heat, 50 W (170 BTU/hr) of heat per miner is used for a lithium hydroxide scrubbing system, or 30 W (100 BTU/hr) of heat per miner is used for a soda lime scrubbing system [5]. In these tests, air velocities around the RA are minimized to represent the worst-case scenario of an interruption in mine ventilation that might occur in a mine disaster."

Increasing demand for high-grade manganese (Mn) ore has led to the practice of selective mining, which produced low-grade Mn ore as waste and in the long term could lead to environmental pollution. Research had been carried out to extract Mn from low-grade ore, which mostly exists as black Mn(IV) oxide (MnO2). Most extraction methods involved the reduction of insoluble MnO2 to soluble Mn2+ in acidic media. Metals other than Mn are also transferred to the pregnant leach solution (PLS) during the leaching process, especially iron (Fe). Due to high Mn concentration in PLS, precipitation is considered the best method to isolate Mn from PLS compared with solvent extraction and ion exchange/absorption. However, due to unselective leaching, the presence of Fe in the PLS makes the Mn separation and purification difficult. Therefore, in this research, the parameters affecting the selectivity of Mn over Fe in leaching process were investigated.

Zeta potential changes were determined as a function of pH, metal ion, and surfactant concentrations. Prom the analysis of data, flotation experiments were carried out to correlate float-ability with the differences in zeta potential. Cassiterite in water bears a negative zeta potential, The zeta potential of cassiterite is sensitive to pH changes; the electric double layer arises from the preferential adsorption of H+ and OH- ions and subsequent ionization of the hydroxylated surface. It is suspected that hydronium-ion concentration may cause reversal in the sign of the zeta potential. The ZPC was found to occur at pH 3.4. Metallic ions and the hydrated ions thereof affect the zeta potential of cassiterite in differing degrees of intensity. Without prior activation, sulfonated surfactants do not change the zeta potential of cassiterite. Sodium alkyl aryl sulfonate is especially active on lead-activated cassiterite and ferric-activated cassiteriten Microcalorimetric fiests confimed the activity of ions on cassiterite and showed the hydrated character of cassiterite smfaces. Close correlation between zeta potential and microflotation results was achieved.

"The DC Clean Rivers (DCCR) Project is a 25 year, $2.6 Billion court ordered project to reduce combined sewer overflows (CSOs) discharging into the Potomac and Anacostia Rivers and Rock Creek, and also reduce flooding in the northern areas of the District of Columbia. Like all massive infrastructure programs, DCCR faced technical challenges, management challenges, risks of cost and schedule overruns, procurement challenges, and financing challenges. While DC Water is no stranger to large capital improvement projects (CIP), this CSO Program represents a once in a lifetime event for the Owner requiring the assembly of a single purpose team to implement. Some of the DCCR Project team’s most successful accomplishments to date are attributable to its introduction of early contractor involvement (ECI) to thoroughly vet the work from the perspective of the future constructors, development of functional baselines to share risks that are difficult to price and reduce reliance on geotechnical baseline interpretation during tunnel excavation, and attainment of financing through Municipal Century Green Bonds based on using design criteria of a minimum of 100 year life for the structures to establish intergenerational equity and fairness. This paper will discuss these innovations in detail and provide some sets of recommendations for the underground industry on when and how to use different approaches to better manage projects of this magnitude. INTRODUCTION The District of Columbia Water and Sewer Authority (DC Water) is an independent multi-jurisdictional authority that was established in 1996. Its primary mission is to provide water distribution services to more than 640,000 residents in the District of Columbia (District), and sewer treatment and disposal to 1.6 million residents of the District, Montgomery and Prince George’s counties in Maryland and Fairfax and Loudoun counties in Virginia."

The largest of these is located in Lompoc, Ca. This deposit is the world's largest, purest, and most uniform marine deposit currently being mined. The other Circumpacific deposits are of fresh water origin. These deposits and Lompoc's unique marine deposit are significant sources of the world's diatomite supply.

"Australia’s largest rail freight network operator, the Australian Rail Track Corporation (ARTC), has selected GE Transportation’s Movement Planner solution as the key technology enabler for its Hunter Valley-focused network control optimization program.ARTC’s Newcastle-based network control, is the nerve center of Hunter Valley rail operations, where locally based train control professionals make thousands of decisions every day to safely support the annual movement of more than 24 kt/h (26,400 stph) of freight, and tens of thousands of coal, freight, grain and passenger trains each year.ARTC plans to transform its train control function by integrating and then building on Movement Planner, an advanced software solution by GE Transportation that provides real-time rail traffic planning and optimization to enable freight to move more efficiently. “The Hunter Valley rail network is one of the busiest and most complex in the country, supporting the largest coal export port in the world,” ARTC managing director and chief executive officer John Fullerton said.“As bulk freight demands grow, rail operators like ARTC and supply chains like the Hunter Valley coal network need to be creative in the way they respond so the Australian economy doesn’t miss out. Lime made in a coal-fired, rotary kiln has two distinct parts: the interior of the pebble which constitutes about 90% to 95% of the mass, and the surface dust layer which is the remaining 5% to 10%. Uncalcined carbonate and impurities in the product may be present and will not contribute to the hydration reaction. Sulfur, in the form of calcium sulfate, inhibits the hydration reaction out of all proportion to its actual weigh-percent concentration (perhaps more than 100 times). If the stone contains dolomite, this will also inhibit the reaction as its rate of hydration may be nearly 3 orders of magnitude slower than that of calcium oxide. Early in the hydration reaction dolomite appears practically inert, but given sufficient time, it will hydrate. The heat of reaction is nearly the same as for calcium oxide, but the time necessary for complete hydration may be hours; whereas for calcium oxide it is only fractions of a second. The dust layer on the surface also inhibits hydration as it contains a collection of compounds which have low heats of hydration. This layer can tie up additional calcium and delay or prevent its reaction. In addition to these chemical processes, an important physical characteristic of the lime is its specific surface area. This is effected by the thermodynamics of calcination and the original stone grain chemistry. All of these factors are agglomerated in the gross slaking rate of lime. The total hydration of the chemical complex that is called commercial lime can be more easily understood by considering the individual reactions and combining them to form a more comprehensive picture of the situation. Calcium oxide and magnesium oxide hydrate similarly, differing only in their reaction kinetics. Dolomite, however, reacts differently than a simple mixture of calcium oxide and magnesium oxide as its hydration is strongly influenced by calcination thermo-dynamics and stone grain structure. Finally, the dust hydration and composition should be examined Understanding these reactions enables one to examine hydration reaction graphs with more insight into the factors which determine their shape.

Coal mining has been an important industry in the Appalachian area for many years. This is particularly true in the northern part of the area, namely, in Pennsylvania, West Virginia, and Ohio. Also, in the south a great deal of mining activity has been carried on in Alabama, Kentucky, and southwest Virginia. Some of the by-products of this activity has been the production of mineralized water from the mines in copious quantitites. The southern Appalachians have been somewhat more fortunate in that the water there has had a considerable amount of alkalinity in it, which has to a large extent eliminated some of the more undesirable aspects of mine drainage. Northern Appalachia, including central and western Pennsylvania, the Monongahela basin in West Virginia, and the Appalachian area in eastern Ohio have not been so fortunate in that coals in those areas and the top and bottom rock have, in many cases, shown considerable quantities of pyrite, and the water does not carry the carbonates found farther south.

The, principle purpose of applying control to any process is to improve -its profitability. Even when considering the impact of a plant on its surrounding ecology this is still, true, since the sanctions felt most immediately from violations of the regulations are the economic penalties or fines which result. 'Economic performance can be improved within a plant in several ways. Steps can be taken to cut the cost or quantity of resources (power, water, steam, reagents) consumed per ton of throughput. Alternatively the operation of the plant can be changed so as to increase product yield per ton of throughput. Or the cost of labor and plant overhead per ton of product can be reduced by raising the total 'throughput, assuming-that the increased amount of product can be sold for the same unit price. In designing a program to improve plant performance, all three routes should be borne in mind. To maximize the return on investment over a longer period, it is also desirable to set up a comprehensive plan of improvement, equipment being specified at each step in the implementation so as to ensure that it fits in with later requirements later implementation being either by means of modular additions or by having the necessary interfaces built into the original equipment. It is much cheaper in the long run to buy features which have been factory-installed, than to have to make provision for their later addition in the field. This paper examines some ways of improving plant performance by the application of various process control techniques using both analog and digital con¬trol equipment. A general philosophy of application is suggested and specific examples described.

What is the preferred electrolytic cell design and why? Hall: Considerable research remains to be done on electrolytic cell design. Studies are presently being conducted to determine optimum voltage and amperage. Zadra cells, which were used in some of the first carbon plants, are efficient when properly installed. Gold and silver are deposited on large-capacity, cylindrical steel wool cathodes. At times high value sludge falls from the cathode to the bottom of the cell. Rectangular cells, which were developed at some smaller operations in Nevada, require less floor space and have some desirable features in that cathodes can be moved and sludge can be removed from cell bottoms without actually shutting down the circuit. In South Africa two types of cells using graphite and diaphragm configurations are being tested. Duncan: The rectangular cell has one problem it's easy for shortcircuiting to occur. If you don't have a good seal on the side of the tank and on the bottom, the solution is going to want to flow around the bottom and sides of the cathodes and you're going to get poor performance in the cell. That is the advantage the Zadra cell has over the rectangular cell. With good sealing, which is a must, you should be able to get a ratio of the value of the solution going in to the value of the solution coming out of 10 to 1. Ken, can you tell me what you're attaining on the Zadra? Hall: At the Homestake gold operation in Lead, the cathode in the No. 1 electrowinning cell is loaded to about 600 ounces when it is moved to the refinery. At this time the No. 2 cathode is moved to the No. 1 cell. The No. 3 cathode is moved to the No. 2 cell and a cathode with new steel wool is placed in the No. 3 cell. In rectangular cells this sometimes is not possible because the loading on the cathode in the last cell may be as high as that in the No. 1 cell. As Don has pointed out this can probably be prevented by good seal design between cathodes. Potter: At the risk of sounding as though I'm straddling the fence, I really believe that either the round cell, as developed by Jack Zadra, or the rectangular cell will do an acceptable job. The Zadra is a fine unit. Leaks are not unknown but there are not very many. However, the rectangular cell is very saving of floor space. Plastics have been greatly improved during the past year or two and there is a very efficient design for the rectangular cell. It would have six cathodes in it and contain about 25 ft of steel wool. The body of this rectangular cell would be reinforced fiberglass plastic but with an integral lining of a high temperature plastic. I think either cell is so efficient and reliable that I would almost be tempted to flip a coin depending on floor space requirements. Either cell can be used to pull a loaded cathode and to advance the lesser loaded cathodes. Don, what is the configuration of your cell? Duncan: The Pinson rectangular cell has dimensions 2 ft wide, 30 in deep, and 10 ft long-long enough to take a dozen cathodes and anodes. We are currently using six of each but are not up to full capacity as yet. It's a steel tank coated with rubber. We have copper bus bars, which brings to mind that the last cathode in the tank, in one instance, was loaded heavier than the first one. That was probably a function of poor contact between cathodes and the bus bar. You can have erosion of the bus bar and if you don't get current flowing into the anode and out of the cathode, the cells will not function properly. Kappes: Just a few comments on cell design. In an alcohol stripping circuit we are running in Beatty„ NV, we are using PVC pipes for all circuitry piping and a commercial polypropylene electrolytic cell. They seem to be working quite nicely. The cell itself has eight cathodes measuring 18 in2. At six gallons per minute flow into the cell, at an average gold content of about 500 ppm, we seem to get good loading on the first three to four cathodes and not much on the end cathodes. At 12 gallons a minute flow we seem to be seeing gold uniformly along all eight cathodes. We are running at quite a high amperage level, about 400 amps into that cell. Gene McClelland, US Bureau of Mines, Reno Research Center (from the floor): I was associated with a company where the packing density of their steel wool cathodes was much too high and created some short-circuiting problems in their electrowinning circuit. I would like to ask the panel if they can recommend a packing density for cathodes in pounds of steel wool per cubic foot. Hall: The weight of steel wool put on one of our cathodes is 10 lb and the dimensions of the cathode are such that density would be about 0.75 lb/ft3. Duncan: I made a rough calculation and I'm estimating about 2 lb/ft3. Potter: In checking over a number of electrowinning operations, I found apparently very satisfactory operation within the limits that have been mentioned. I have come to a figure of about 0.5-1.0 lb of medium grade steel wool per cubic foot packed as uniformly as possible, of course. One consideration in packing is the fact that there should be good contact between the steel wool and the conductor. Operators tend to compact the steel wool more than would be desirable just to try to maintain good contact.

In the early 1960's the Company, then named the United States Smelting Refining and Mining Company, was drilling the Continental ore body located near Fierro, New Mexico. Reserves of underground ore of sufficient quantity were indicated to build a mill. At the same time some ore from the Continental No. 1 mine was being milled at the Company's Bullfrog Mill, formerly a lead-zinc mill. The copper ore in comparison to the lead-zinc ores was very hard, abrasive, and heavy. These factors pointed out the possibility and attractiveness of autogenous grinding. While prior to this some study had been given to autogenous grinding, no large scale tests had been made. Such a program was carried out and from the pilot plant data the following was established: 1. Grinding of the ore by autogenous means could be accomplished. 2. This could be done in one stage; however, not at a satisfactory tonnage throughput rate. Thus, the use of a secondary unit has been employed. 3. Grinding in the secondary unit could be done by pebbles generated in the primary unit. This resulted in the scheme whereby the ore would be ground 100% autogenously. 4. Liberation of the copper minerals was excellent so that good recovery at a satisfactory concentrate grade would be obtainable.

The energy and climate protection policy of European Union (EU), and its Member States adopted in 2007 bridges security of supply, environmental protection and competitiveness. The objectives of the EU energy and environmental strategy cover the foreseeable period till 2020. It assumes all sources of energy will be needed. The objectives for renewable and improved efficiency are ambitious; it must be established if they are also realistic. Coal can continue to make valuable contribution to the security of supply and low price of electricity, only with technologies allowing for drastic reduction of the CO2 emitted of its combustion. The aimed at -20% reduction of green-house gases (GHG) of EU-27 by 2020 is an objective limited in time and content. Europe produces less than 15% of global CO2 and this will be reduced to 10% in 2030. Emissions Trading (ET) is to remain the central instrument for CO2 management, especially in the power sector. ET scheme (ETS) or other mechanisms need designing to create an incentive for investment in higher efficiency and technologies and to Carbon Capture & Storage (CCS). The ETS as the climate protection instrument of the EU can become a heavy burden (high fuel and electricity prices, less security of supply) or it can create a climate for modernization of fossil fuel power plants. The suggestion in this paper of fuel-specific benchmark system for CO2 allocation after 2012 can combine the emission levels to be reached with a strong drive to invest, the necessary investment security, transparency and the principle of proportionality. A Benchmark System as recommended by coal industry could adapt to the different circumstances in the long term and comply with EU energy and environmental policy objectives.

The new combination gypsum plaster and gypsum wallboard plant of Compania Industrial Kaiser S.A., the first of its kind in Mexico went into production in April of 1969. This was approximately fourteen months from the signing of the formal order for the plant and equipment. Compania Industrial Kaiser S.A. is an affiliate of the Kaiser Gypsum Company in the United States and will market practically the same line of products and to the same standards as those produced in American plants. Located in the City of Puebla, the plant will readily service the major Mexican sales areas. It is approximately 85 miles away from Mexico City on a modern, four-lane, divided highway and distribution to other major consumer areas can be readily effected by the use of a good highway system, as well as, by rail. This, plant is the, sixteenth Gypsum Wallboard Mill supplied abroad by my company, United States Wallboard Machinery Company. Other installations are in Australia, New Zealand, Chile, England, Scotland, Ireland, Finland, South Africa, Latvia and Germany. Two new mills are on order; a small unit for Brazil and a comparatively large unit for New Zealand. All these mills have one thing in common with plants in the United States and Canada; they are equipped with standard, time-proven and tested equipment and they are designed in accor¬dance with the latest engineering thinking in order to produce efficiently, the highest quality product at lowest cost. They differ generally in the size of plant, the factors that brought them into being and in the market that they supply. I believe that these differences will be of interest to you.

The reliability of a set of flotation results is key to minimizing project risk, either at the commissioning of a concentrator or at the point of implementing an improvement to an existing concentrator operation. High-confidence flotation testing (HCFT) was developed for this purpose and is part of the list of technologies at various scales used by Xstrata Process Support (XPS) in addressing these projects. The methodology is based on two principles: one, to ensure that the ore sample is representative and has been well-blended and subsampled; two, to perform the flotation tests in sufficient numbers of replicates with appropriate quality controls, so as to improve the reproducibility of the test data. Across ten years of research on this methodology at Xstrata Process Support, Sudbury, several improvements to the HCFT method and complementary connections between sampling and quantitative mineralogy have been developed. Two case studies are reviewed. These show the capability of this system in both optimizing an existing concentrator operation and in serving a new mine scenario. Economical dewatering of ultra-fine (minus 74 m) clean coal slurry produced in column flotation to a 20 percent or lower moisture level will be an important step in successful implementation of the advanced fine coal cleaning processes. The main objective of the present study was to evaluate efficiency and effectiveness of three dewatering techniques, namely, hyperbaric, vacuum and screen bowl centrifuge, in dewatering of ultra-fine (D50 -25 m) clean coal slurry produced by the 'Ken-Flote' columns operating at the Powell Mountain Coal Company, St. Charles, Virginia. he hyperbaric filter using 3 bar pressure and 1650 cake formation angle, provided a filter cake with 23.6 percent moisture with a throughput of 800 Kg/m2-h and air consumption of 868 Nm3/t (460 scfm/t). The vacuum filter with 30 percent submergence provided a filter cake with 27.8 percent moisture with a throughput of 122 Kg/m2-h. The screen bowl centrifuge provided a dewatered product containing 32.9 percent moisture at a feed rate of 450 Kg/hr, however, the solids capture was only 65 percent. Addition of 1 Kg/t of a cationic surfactant provided filter cakes with 19.1 percent, 23 percent, and 34 percent moisture using hyperbaric, vacuum, and centrifuge, respectively. Similarly, addition of 0.5 Kg/ton of copper chloride lowered filter cake moisture to 20.7 percent and 24.8 percent, using hyperbaric and vacuum. With the centrifuge no improvement in filter cake moisture was noted. However, use of 80 Kg/ton of 'orimulsion' in the centrifuge provided dewatered product containing 26 percent moisture, and the solids capture increased from 65 to 95 percent. The dewatered product appeared dry and was easily handleable.

This paper will describe design of precast segmental tunnel lining for the Pawtucket CSO Tunnel Project in Providence, Rhode Island. The tunnel is 11,700 LF long with 30-foot finished diameter to be constructed in complex sedimentary rocks. Special features of the segments include a large keystone and no connector used on radial joints. The typical segments will be steel fiber reinforced, and hybrid segments with additional steel rebars and shear bicones will be used around the adit openings without use of any structural framing. The important design considerations will be discussed, including special 3D segment to adit connection analyses performed.

One of the world’s most successful mining shovel manufacturers believes its name is not very well known in North America, particularly in the United States. And there are plans under way to improve on that. Never mind that it is one of the largest mining shovel manufacturers in the world. Or that the mining division has 800 machines in operation worldwide, 100 of them in the United States. And the company currently holds 30% of market share worldwide and 10% in the United States. Forget about the fact that it has already sold more machines world-wide this year than it did during 1995. None of that is good enough. O&K Mining GmbH Dortmund is the mining division of Germany’s giant O&K Orenstein and Koppel. It is one of three divisions of O&K Orenstein and Koppel AG, a US$1.2-billion company. The other two divisions are construction equipment and escalators. The mining division, though, is one of the company’s most successful.
