DR. BANOWSKY: Thank you very much. That was the shortest introduction that I have had lately, and I didn't have time to get my coat on. But I appreciated it, and I'm delighted to be here with an industry with which 1 feel strong affinity. At the University of Oklahoma we have an energy history. We are a little more currently involved in oil and gas, and those of you who know the history of our state would be aware we have an early coal development back really before the turn of the century in the southeast part of our state what we call Little Dixie. How many of you have spent anytime in Oklahoma or are from the state of Oklahoma? I'm not going to ask how many are from OSU or the University of Colorado. We did send you a football coach here from Oklahoma, and 1 see you have exchanged him. Several of you were only interested in the lobby in asking about our football team this year. 1 would like to go somewhere where we can talk about something besides football. I'm just trying to build a University that our football team can be proud of. We're going to be strong again. 1 can assure you. We've got the best football team money can buy. It's not quite as bad as the college president who called the coach in and said, "Coach we're in trouble, you're losing games and the alumni is very unhappy." "What can we do?" the president asked. The coach said, "Well the football team is flunking the admissions test. We can't get them in with the standard achievement and SAT tests." The president said, "What can we do?" The coach said, "Well the coaching staff has substituted for the American College Test the simple fill in the blank questionnaire." The president said, "Let's use it. We have got to get the team in." The first question was, Old MacDonald had a (-). And a couple of the big tackles were taking it and one of them said, "Hey, what did Old MacDonald have?" His friend said, "Stupid, Old MacDonald had a farm." "Well how do you spell farm?" He said, "Stupid, e i e i 0." Now the gentleman who met me at the registration line from Lakewood, Colorado, was asking me about one of our great big tackles; and he is doing well. We call him Doctor Death; he is also a wrestler and that gentleman said, "1 don't know how bright he is." 1 said, "He is bright enough for our academic tutoring that he is going to get through all right." So I'm delighted to see you and be here with my very dear friend, Carl Terzian. Carl and 1 were in Los Angeles together for 10 or 12 years when I was president of Pepperdine University. He and I are exactly the same age. Born in 1935 and 1 a month or two later in 1936. Fewer children were born in that period than in any other period of time in this century. For those of you who remember anything about that period, you will know why no one was having babies during that period. But Carl called and said, "Bill do you know where Vail, Colorado is?" Well when you live in Oklahoma, you learn where Colorado is in a hurry. 1 not only know this beautiful area, but have made too much of an investment here at a place called Beaver Creek. The real estate is cheap over there. 1 play regularly in the Gerald Ford Invitational Golf Tournament here. Hope you will visit Beaver Creek. It's just 10- 12 miles to the west. The sight of the 1976 winter olympics until the people of Colorado voted them out. And now Vail Associates and I are good Oklahoma families. Bass family, Harry Bass of course, many of you know this story, who is chairman of the Board of Vail Associates, is making quite an investment in that year-round resort area. PRESIDENT MOSES: Mr. Hall, can you tell us something that will help our cause? R. DAWSON HALL: I did not want to tell anything; I wanted rather to say something, if. I said anything at all, about my impressions regarding the safety of the mines in the West. We heard yesterday how terribly dangerous they were, and I think that is due to the natural conditions. It is interesting to note that many of the developments of safety, which you will find all through the country, had their origin here in the Rocky Mountain States. It has not been because the Rocky Mountain States have been negligent - though, of course, they could have been more active - but it is becaues the conditions have been such as to make accidents more numerous. Rock dusting by mechanical means was used here before any other country adopted it, let alone the United States. It is true that rock dusting was started in England; but it was by hand, as it remained with the Victor -American Fuel Company to be the first to distribute rock dust by machines, and that is to the credit of Mr. Murray, who was the man that did the original dusting in those mines. It was at Delagua, they put up shelving and put dust on it; they used the adobe, and Mr. Pryde, at Reliance, very early in the game, put dust in the Reliance Mines, and some of the dust, I believe, is there yet but they can hardly find it for the new dust. That is not all. I believe it was first in the Utah Fuel Company's mine that incombustible clay was used for stemming, and in the East, where we were in the habit of using slack entirely, that was a big advantage. Another thing that the West has originated has been the wetting of the chain in cutting. The people in Alabama took a great deal of credit for having used that very early, but not as early as Mr. Brennan did at the Hanna Mine, he having used water on the cutter bits in 1913. Another development was that the Phelps Dodge Corporation were the first people to use, I believe in the United States, storage battery locomotives for main haulage, and while they didn't go ahead with that, so far as putting in power trucks and mining machines, until just recently-I think the Consolidation Coal Company in the East managed to get ahead of them in that development,-notwith-standing, they were the earliest to use it for main haulage. When I came through this section of the country, in 1912, I think it was, I went through the mines of the Union Pacific Coal Company. I was surprised to see the extent to which fire-proofing had been carried out in that mine, with regard to non-combustible brattices and overcasts, which were of concrete; even the boxes were covered with sheet metal. They were very far ahad of us in that respect; far, far ahead of us in the East, because the East has its favorable conditions in the fact that most of the lump in the mines is more or less wet all the time. Another safety provision which has been taken by the Utah Fuel Company, was shooting from the surface. That has not spread very much in the, East, but it has been used in Oklahoma and the middle West. I think there is plenty of evidence that the Western people have been thinking for themselves, in going ahead and' establishing new standards in Safety. One of the most unusual things is this Safety Committee, permanent Safety Committee of the Rocky Mountain Coal Mining Institute, which has been endeavoring here to find out the conditions under which safety cant best be practiced. I think it is those who venture to. criticize the West that) have to show that in the East there is not the spirit which has led the Rocky Mountain region to endeavor to reduce its very terrible death rate that really exists. It has to be faced and it furnishes a cause, an incentive; for further work toward safety; but none can deny that the desire of the western mining man has been to find

CHAIRMAN LITTLEJOHN: Some of the members will want to question Mr. Farnham on some of the things he has brought tip, so we will throw the meeting open for discussion. I am quite sure Mr. Farnham will be willing and glad to answer any questions that may be put to him. MR. HOLMAN: I would like to ask Mr. Farnham a question in regard to the Duckbill: How wide a face will it operate without moving the bill? MR. FARNHAM: The Duckbill is a device that was developed in the Union Pacific Mine at Rock Springs, within the last few months, and it is shaped something like, a dustpan, with discharge throat in the rear. They made one seven feet wide and found it was too wide, and the one they are using now is between three and four feet in width. The front section of the conveyor, which attaches to the duckbill, meshes into it to form a sliding section, and the front end of the Duckbill is pushed by the upper segments. I saw one used in a room twenty-four feet wide, and they drew it back after they cleaned out one room and pushed it forward again. MR. HOLMAN: You have no arrangement other than ratchet work? MR. FARNHAM: The ratchet is for forward working and back; the sections are made 12 or 13 feet long, and the stroke of the conveyor automatically works the ratchet; they can ratchet it back; it is a hand device. MR. HOLMAN: They just swing the end of the conveyor across the face to pick up the loose coal? MR. FARNHAM: Yes; they are also planning to use it endwise along the panel face, that and the room work both are quite new in their application, and I do not think the Union Pacific is giving out any results as yet, because the system has not been in use long. MR. HOLMAN: We are planning on putting one in very shortly. MR. HALL: I understand they can swing it over 30 degrees one way or the other, and it goes the same way easily because of the continual jar of the back and forward motion on a 60-degree swing. SECRETARY SHUBART: Take on a comparatively long conveyor, you can get quite a sweep, a large part of the circle. The Duckbill could command quite a large range. For a 12-foot entry, take a four-foot wide advance through the middle of the shot coal, with a 12-foot advance, ratchet back, swing the Duckbill to the rib and repeat; but I do not think they could get as much as 60 degree. on the end of the Duckbill without curving further back. The conveyor is light and not normally set on any permanent foundation. I saw one of Mr. McCarty's first machines, a rather rudimentary one, clean tip a 12-trot entry, 21 tons of coal, in 16 minutes, three men at the face and one at the loading end. MR. FARNHAM: The average time to clean the entries is about an hour-to clean up good-it wouldn't take but a short time; that is why they get this record of several cuts a shift. CHAIRMAN LITTLEJOHN: Are there any other questions you would like to ask Mr. Farnham? MR. HOLMAN: We were discussing this entry driving in regard to the entry loader; an entry loader in advance work, just what you have to do to place the jackbars with the sheave-blocks? Do you dig along the ribs after the coal is shot or do you have any other scheme that could be worked out to a good advantage? MR. FARNHAM: This record is a report I have just received from our Chicago office, without the full details, which I have written for. I am sorry I cannot give you the details. This was an Indiana or Pennsylvania mine, near Pocahontas, not the one where they had an accident. I assume they set the jacks ahead and swung and dumped the coal partly out with a scoop and partly by hand, but the application for that for entry driving is entirely new. The reports stated that they anticipated using that as a standard method of entry driving in the future. I will be glad to see that you get a copy of it when I get the report completed. MR. MONAY: Mr. Shubart, did you say they loaded 12 tons in 16 minutes? SECRETARY SHUBART: Twenty-one tons. MR. MONAY: How long did it take to change the machinery out of there

If a coal mine producing two hundred thousand (200,000) tons of coal per year could effect a 2 per cent decrease in the percentage of slack there would be an additional 4,000 tons of prepared coal produced. Most operators will say that these prepared sizes of coal are worth about $3.00 more per ton to them than the slack or in other words an additional $12,000.00 pier year profit could be made by a decrease of 2 per cent in slack. A large tipple with all the finest modern equipment of shaker screens, conveyors, box car loaders, etc., can only produce a grade of coal dependent upon the coal delivered by the mine car at the top of the tipple. In the mine, coal-cutting machines have been doing their part for many years toward decreasing the percentage of slack. There is therefore, only one phase of production left where real effective work can be done, that is, intelligent and constant supervision of preparatory work and shooting. The quality of coal is really entirely dependent upon the kind of coal produced at the face in the mine. Our problem is therefore, at that place. The writer is thoroughly convinced that with the proper placing of holes the use of correct amount of a suitable explosive, thoroughly tamped, with the bug dust entirely removed from the mining, a decrease in slack can be effected. We will take up this problem under five headings. First-The proper placing of bore holes. Second-The proper amount of permissible powder. Third-The proper loading and stemming of the shot.-Cushing shooting. Fourth-The necessity of removing the bug dust from the mining. Fifth - The - standardization of rounds. First-The Proper Placing of Bore Holes. The most important thing and the real secret of successful blasting of coal is the proper placing of the bore hole. This results in the correct balancing of the shot and the securing of the maximum efficiency of the explo¬sive. If you are operating a mine with a 6-foot coal seam, you most likely are using a 6-foot cutter bar on the coal cutting machines. You should use three holes to properly bring down the coal. (1) A center shot in the middle of the room drilled flat, or rather parallel to the mining-the heights of this hole will depend upon the top parting. If the coal is frozen to the roof, it will be necessary to have the hole as close to the roof as possible. If there is a free parting, the hole may be placed lower but not over twelve inches from the roof. (2)

Pictured on these pages are the six RMCMI Scholarship Award Winners for the 1985-86 year followed by a brief profile. Five of the winners were present as RMCMI guests at the June convention at Tamarron to receive their recognition plaques at the welcoming session held Monday, July I, 1985. In addition to the plaques, each winner will receive $500.00 to be used toward tuition in the coming academic year. Also, as this is a continuing award, the winners from the 1984-85 season, will also receive an additional $500.00 for tuition use in their senior years provided they have maintained a good academic standing. Criteria for these awards is (1) 'That the award be made in the spring to a sophomore student to be used toward tuition during the junior year. (2) That the recipient be both a U. S. citizen and a resident of the state involved. (3) That the recipient have good academic standing, be pursuing a degree in a mining related field and have an expressed interest in Western coal as a possible career path. As a side note, Dee's brother, Dean Bray, is also a Mining Engineer, a Montana Tech Grad, and works for Consol at the Glen Harold Mine in North Dakota.

Mr. Chairman and Gentlemen: I tried to get Benedict Shubart to have some fellow-some big fellow with a big voice-to read this paper for me, but he said there was nothing doing; [ ] that I would have to read it myself. I will try and not take up too much of your time. It is a pretty big subject, Mechanical Loading, and it covers a good deal of ground. I have merely touched on the high spots, as it were. A great deal has been preached and written in the last year or so about mechanical loading, and I doubt if any other subject in the mining industry has been discussed so freely and as often in the last few years. It is not the intent of this paper to dwell on the merits or demerits of any [ ] particular type of loader, that is, to say what the writer thinks is the most efficient or most inefficient machine. There are several types of loaders on the market to-day that are proving very successful in many mining districts. This time of year, our lawn is host to goodly numbers of birds - robins, English sparrows, finches of various flavors and some whose names I don't know. We lure them with a feeder in our backyard and I'm sure Patti and I spend several minutes a day watching them through a picture window that overlooks their coming and going. And, while the picture window supplies us with a constantly changing view, it does not treat our winged friends nearly so kindly. You see, at certain times of the day, reflections on our window feed back to our birds a mirror image of the backyard. Lifting off from the bird feeder, they see before them what is behind them. And, not infrequently they fly straight into the window. They stop abruptly, of course. It has to be quite a shock to discover that what is behind you is not the same as what is in front. At this point, I might be tempted to say something about bird brains - except for the fact that we humans also are prone to deceptive images thrown up by the past. Today, I think we hear a great many voices painting past images as they look to the future. We hear that the price of oil soon will rise to its former elevated position; the price of copper will bounce back; a hungry world soon will escalate the demand for food and our agricultural industry will be back in the black. In fact, we can hear hope from many voices telling us that our major resource-rich, basic industries are poised to fly up. I can hope that the voices are right, but I keep thinking that those expressions come from people seeing false images. Most certainly, it is more comfortable to see the past, rather than acknowledge that the world economy is being restructured and that the restructuring is affecting the Rocky Mountain states profoundly and negatively. The worst mistake we could make may be to place too much credence in the images from our past. We can be lulled into a dangerous complacency. What we need is a tighter belt and the will to do some serious bootstrapping. Before proceeding, I would make two points: First, it is not my intent to be a prophet of doom. But I do think we need some healthy doses of realism, if we are to avoid the shock of flying into a false future. Second, by now you have detected that I have choosen to diversify the assignment you handed me on utility diversification. As I proceed, you soon will see that the roots of diversification for many utilities lie in the subject that we ponder now. We could begin in many places, but let's start with energy. It is pervasive in our businesses and industries. We all use it. And, despite conventional economic wisdom, we are using less of it. The price is down, but we have not reverted to our profligate ways. That is true whether you look at the industrial customer or the residential consumer. As a nation and as a people, we have learned to do more work with less energy. A few statistics illustrated the point. If we use 1973 as the base year, energy use in the United States has declined almost I percent. If we examine the year of peak energy use, 1979, the decline approaches 7 percent. Let's look at it another way. In 1973, for every dollar of gross national product, the United States consumed 27,100 Btu of energy. Last year, 1985, the comparable figure was 20,700 Btu - a decline of 24 percent. So, not only are we using less energy, but we are using it more efficiently. Even though the price of energy has declined, we are unlikely to use substand with natural gas and petroleum consumption. Use of natural gas has dropped almost 21 percent since 1973. Petroleum consumption has declined 1 I percent since 1973 and almost 19 percent since 1978, when the U.S. used a record quantity of petroleum. We also know there's been no appreciable change in amounts of oil and gas used since 1981. We weathered both a sharp recession and a healthy recovery without altering the amount of those fuels used. That the use of oil and gas dropped sharply, while the total use of energy merely slumped a bit is easy to explain. The use of coal, nuclear power and hydroelectricity from 1973 through 1985 increased almost 48 percent. Some people will tell you that the large decrease in the price of oil and gas will result in increased demand that will displace coal, nuclear and hydropower. In turn, demand will force the price of oil and gas upward. I doubt it. From the poking around I've done on the subject, I suspect there may be some short-term displacements, but they will be, for the most part, cancelled out by declining use among existing customers. For instance, we all know what has happened in the automotive sector. In 1973, the average U.S. automobile made 13.1 miles to the U.S. gallon of gasoline. In 1984, the most recent available statistic, the average auto made 16.94 miles to the gallon. That's a 19 percent improvement. Because annual miles driven per automobile are essentially unchanged over the period and the number of cars on the road is not increasing, we are witnessing a drop in this segment of the petroleum market. That trend will continue. Now, let's look at energy consumption patterns still another way. Between 1973 and 1985, consumption in the residential and commercial sectors of our economy increased total energy use by 11.2

The 78th Regular Meeting of the Rocky Mountain Coal Mining Institute (hereafter referred to as RMCMI) convened at the Marriott's Mark Conference Center, Lionshead Village in Vail, Colorado. The meeting was called to order at 8:45 a.m. by the President, Ira E. McKeever, Jr., who is President, Western Mining Operations, Natural Resources Group, W. R. Grace & Co. McKeever was introduced by Past President Edward F. Ziolkowski, Senior Vice President and General Manager, Energy Development Company in Hanna, Wyoming. MR. ZIOLKOWSKI: The first order of business this morning is to introduce the president and for a business meeting as well as other items on the program. It is my pleasure to introduce Ira McKeever to you this morning. Ira was born and raised in Kit Carson, Colorado, and served in the U.S. Navy prior to obtaining his geological engineering degree in 1952 from Colorado School of Mines in Golden. He then spent the next 20 years involved in mining sulphur, pot ash and coal with Texas Gulf Sulphur at that time and Gulf Resources Chemical Corporation. In 1972 he joined W. R. Grace & Co. as president of the Mining Division, Natural Resources Group. He was named Colowyo Coal Company's president and general manager in 1976 to develop what is currently Colorado's largest coal surface mining operation. Last year he became W. R. Grace's president of Western Mining Operations which is the position he presently holds. Ira is active in civic affairs; he is currently serving on the Colorado Energy Impact Assistance Advisory Committee. He is a member of the Colorado's Metropolitan Water Roundtable, he is also a director of Project Colorado, a member of the committee for the Colorado Division of Commerce and Industry. He has, in the past, served as chair- man of the Craig Hospital Board. In 1967 Ira was the recipient of the Colorado School of Mines van Diest Gold Medal Award, and in 1981 was given the individual service award for outstanding accomplishments in the field of health, promotion, physical fitness by Colorado's Governor's Council for the Health and Promotion of Physical Fitness. Memberships are also held in Denver Coal Club, the Colorado Mining Association, and the American Mining Congress. Will you please welcome Ira McKeever? I do have one other piece of business here. If you will all join with me, yesterday was Ira's birthday. I asked what year that was, but I couldn't get that out. So, I'm not going to lead the singing. Someone is going to lead the singing. But I think it would be appropriate if we did sing happy birthday this morning and I think it would also wake us up. How's that? All right, will you join me please? (A chorus of the Happy Birthday song followed.) President McKeever's address: MR. McKEEVER: The secret is that I'm double nickles. So I've got a few more years hopefully to be with you and this wonderful industry that we represent. Thank you Ed. I realize now more than ever, the tremendous effort that you put in the program last year and the magnitude of the job that is placed in the presidency of the Institute. It was indeed with tremulous hands that I undertook to lead the Institute this year, and I found a tremendous amount of strength and guidance in my friend Ed whom we've known since college days and worked together. On behalf of that lifetime of memories and good thoughts, Ed, I would like to present to you a little token of appreciation. 1 would like to join Ed in welcoming you all to Vail. Ed arranged the weather, 1 arranged the program along with Charlie Margolf. This is the 70th regular meeting of the Rocky Mountain Coal Mining Institute; and in accepting the leadership a year ago, 1 obligated one very special person to fill the role of chairlady and hostess for this meeting. I would like to have you all, if you haven't already, meet my wife, Linda. I would like to thank her publicly for her guidance and help she continues to provide me. It's absolutely necessary that you also meet and recognize Charlie Margolf our program chairman who will be helping through the meeting to present and monitor our program; and anyone who knows Charlie knows the sincerity and dedication he brings to anything or any phase of life he touches. It is sufficiently correct to say that domestic solid fuel is universally hand fired and it is almost as correct to state that a very large proportion of hand-fired domestic fires are extremely inefficient and smoky. This is particularly true with raw bituminous coal for the fuel. The smokeless and efficient firing of domestic coal affords one of the most difficult problems confronting the combustion engineer. This is due to the universally constricted combustion space in the domestic furnace, the complete ignorance regarding the laws of combustion on the part of the average person, and the fact that the laws of efficient combustion are almost completely nullified under these conditions. It is well to familiarize ones self with these laws. These are: 1. The gradual introduction of the fuel to the furnace. 2. The admission and mixing of the right quantity of air with the coal gases. 3. A temperature high enough to permit complete combustion, and 4. A furnace space of volume sufficient to permit of the combustion gases and the oxygen getting together within the confines of the furnace. Even a casual inspection of the domestic heater will show that none of these essential things are present in proper degree, and this is the reason why the problem of domestic firing presents such difficulties. I have analyzed these conditions in a paper published by the Black Diamond, and which has already had wide distribution, so that I will not repeat the rather lengthy discussion in this paper. A survey of the entire field indicates very clearly that a reversal of existing methods and equipment must be had before any real improvement can be expected. It is my firm belief that in this instance above all others it is necessary to build the efficiency and smokelessness into the equipment in such a manner that its performance will be entirely independent of both skill and interest on the part of the operative. To attempt to educate every man, woman and child who periodically throws coal into a domestic furnace would be literally impossible. Much can be done, however, if we could teach the householder the simple essentials of alternate firing, which I have explained at length in the above mentioned paper. This would go a long way toward making the domestic furnace problem more satisfactory, as well as efficient and smokeless. Many will argue, and with good reason, that the domestic fuel should be prepared coke and with this I agree up to the limit imposed by the practical considerations of quantity production, price and the possibility of marketing the by-products. It will be obvious that if enough raw coal should be processed to provide all of the required domestic fuel that the amount of by-products recovered during the coking process would be so great that there would be little or no market at any price which would justify the manufacture of coke. If the by-products were wasted they would not only be a tremendous economic loss, but the price charged for the coke would probably be so high that the market would be limited, and this would defeat the very idea of the whole thing. Much can be done, however, in advancing the use of coke, but I believe that much more extensive and careful experimentization should be had in order to determine the right size and quality of coke for the various domestic furnaces. If coke were to be developed for extensive domestic consumption it is more than probable that the coking process should and could be stopped at a point where the volatile content of the coke would be sufficiently high to permit of prompt ignition and combustion in low draft installations. If the volatile content were from five to ten per cent a very different kind of coke would be produced from that which is now produced with perhaps one per cent of volatile. The two most talked of questions in the mining industry today are rock dusting and mechanical loading. The one as a matter of safety, and the other as a matter of economy, and both are of vital interest to the mining fraternity. Rock dusting and other safety methods will be dealt with by others at this meeting, so I will confine my few remarks to the matter of mechanical loading. I will not attempt to tell you what mechanical loaders are doing in the different mining fields throughout the country, or what they should do, but will endeavor to give you an outline of the work being done with mechanical loaders in No. 4 Mine of the Union Pacific Coal Company, at Hanna, Wye. In order that you may better understand and be in a position to follow me it will be necessary to cite the conditions under which we are working. and the type of loaders in use. The seam pitches from 14 to 17 degrees, and is normally 32 feet in thickness, and is overlaid with a soft sandstone roof. The panel system of working is used, planes being driven on the pitch, and rooms driven on the strike. Owing to faults being encountered planes are driven between the faults, and the. rooms on either side are in some instances 800 to 1,000 feet in depth. Rooms are advanced eight feet in height, and 32 feet in width, by hand loaders and .Toy mechanical loaders, and when driven to the boundary,, 18 feet of the remaining 24 is loaded out with Thew electric shovels, and six feet left to protect the roof. In January, 1916 the company installed a Type 1 Thew shovel, equipped with a 1 1/4-yard dipper, and in July, 1917, they installed a Type 0 Thew electric shovel, equipped with a 1-yard dipper, and in the year 1918 two additional Type 0 Thew shovels, equipped with a 1-yard dipper, were installed, making a total of four Thew shovels for this mine. The introduction of these shovels caused the employees much concern, and like all departures from the old methods of mining, met with indifference by some and open antagonism by others, so that for some time they results obtained were not satisfactory. However, by constant supervision and changes in the method of haulage the results obtained at present, while not entirely satisfactory, are much better and the production and costs are reasonably good. The Thew shovels in use are mounted on traction wheels with swivel axle and move. in all directions by their own power, and while the weight of each is approxi¬mately 20 tons, they are not as cumbersome as. one would think and are easily operated. The system used in working these shovels is to shoot the coal clown ahead of the shovels and maintain two tracks, two cars being used on each track so that shovel is loading on one track while driver is, changing cars on the other. When place is finished the shovel is run back to the first cross-cut by its own power and lowered to the next room with block and tackle, the roof coal in cross-cut being shot down to a height of 16 feet to allow passage of the boom. With better results from the Thew shovels we soon realized that it was necessary to find some method of developing rooms faster than was being done with hand loaders in order to keep the Thew shovels in working places, and in November, 1923, the company purchased from the Joy Machine Company two Type 4 B U Joy loaders, and the installation of same met with the same indifference and antagonism from the employees as did the Thew

MR. ARTHUR E. GIBSON (General Manager, Consumers Mutual Coal Company of Utah) : I suppose the reason I was called upon to read this paper was because I was at the mine for several years, but I have not been there for the past four years and the installation has been put in since I left. This article has been written by my successor-it follows: At the very urgent solicitation of your Secretary I have consented to prepare this paper descriptive of the spiralizing plant which is a part of the new steel tipple recently erected by the Spring Canyon Coal Company to serve its mines at Spring Canyon, Utah. I have been reluctant in giving this consent for two reasons: one of which is an excellent one, and the other isn't any good at all. First,, I find that it takes a long time to become familiar with the eccentricities of spirals-to get wise to their whims and peculiarities, and while this plant has been in operation for a number of months, something new seems to crop up nearly every time I see it, and -it would be impossible to describe all of these things even if I remembered them. The second reason is, purely personal. Among the many things I have learned by attending the sessions of the Rocky Mountain Coal Mining Institute is that if a man is not pretty sure of the ground he attempts to cover, he had better keep his mouth shut, because if he isn't right, he is dead sure to be called down by someone. However, as I will not attend the session, this feature will not hurt much, but it will make it necessary for someone else to read the paper and this will make it much better for those who are obliged to listen to it because I don't read English very well. To begin with I will say that what is said in this paper applies only to the plant under discussion as I have had no experience with any other plant. While spirals have been in use for quite a number of years, and there are some large plants in the East, their use has not been general, and I believe the plant at Spring Canyon is the only one in the United States west of the Mississippi River. The details of the plant were worked out by Mr. Thos. R. Stockett, General Manager of the Spring Can= yon Coal Company; it was manufactured by the Anthracite Separation Company of Hazelton, Penn., incorporated in the design and erected by the Link-Belt Company of Chicago, in connection with the balance of the tipple. It consists of five units. Each unit consists of a vertical wood column about 6 inches in diameter, and 9 feet 6 inches in height, around which the spiral is built. It is something like a triple screw conveyor, set vertically, with flights down which the coal and refuse travel by gravity in the process of separation. There are three of these flights, forming a sort of nest but about 7 inches apart, and they make 21 turns around the column in its length. These flights dip toward the column about 27 degrees; they have a uniform pitch downward of 31 degrees; they are 19 inches wide at the top (measured from the column) and taper gradually until they are about 9 inches at the bottom. They are not made with one continuous plate from top to bottom, but are made up of a number of plates. Some of these plates are slightly waved, others have small corrugations in them and still others are perforated with small holes, all of which are intended to accelerate or. retard the movement of the coal and refuse as they pass down, At intervals there are adjustable plates in the flights for the purpose of decreasing the maximum outside;

PRESIDENT LITTLEJOHN: I have every reason to know Mr. Pryde was carrying out some experiment a while ago in some of his mines. He and I had a little correspondence on the question, and I think he may have a word or two to say about it. He has not been on his feet today at all. I will ask Mr. Pryde to tell us what he has to say. MR. PRYDE: I have not very much to say about shooting coal with permissible powder as far as slack is concerned because we are not in the commercial business. All of our coal goes to the railroad and a very large part of it is crushed for use in the stokers of the locomotives. We are on a 100 per cent permissible powder basis and as far as I am able to see, I do not believe that the percentage of slack is increasing with its use. We find it hard to convince our commercial neighbors of this fact because they are naturally very much against increasing their percentage of slack on ac- count of the low price received for this grade of coal. I, personally, believe that where a change is made from black powder to permissible powder the percentage of slack will be increased for a time because the miners have been accustomed to using black powder and they are rather suspicious about going to the permissible powder and I do not believe that we can blame them very much. So the tendency with them is to use too much powder. We have gradually overcome this, although, as I said before, we have not kept close track of the production of slack. However, we try to get as large an amount of lump coal as possible. Broadly speaking, I can say from observation that in my opinion there is very little difference in the percentage of slack with the use of the permissible powder that we have today than there was with the use of black powder. I also get this information from our mine superintendents. Mr. Peterson and the other explosive men have been very helpful to us in the use of permissible powder and I confess I have to take everything back that I said several years ago. At that time I was against permissible powder, particularly on account of the cost, but, with the newer permissible powder, we have gotten the cost down very well. I know today that the cost of permissible powder in the coal mines of the Union Pacific Coal Company is less than when we were using black powder. I know this because of the fact that we kept a record of the number of tons we got with black powder, and the number of tons we get with permissible powder compares very favorably in cost. I know this, too, because of the fact that our employes, except in the first few weeks of using permissible powder, have made no demand upon us for any in- crease ill pay to offset any added cost that might accrue in the use of permissible powder and the fact that they have asked for no increase is very conclusive proof to me that it is not

MR. ENZI: hank you very much. I'm sure there?s a lot of you out there just realizing that Rock Springs and Gillette is not one city. I'm sure there's a lot of you wondering why a person from a town who has the image in the national media that the town of Gillette has is talking to you about image. I had a person this morning ask me if Gillette wasn't the end of the world. The only response I can give is "no, but you can see it from there." We have been researched a lot and, I realize, we've been very lucky because I've observed that researchers cause cancer in rats. In fact a wonder drug is one that has no effect on mice. In fact I've been thinking of posting a sign in my office that would read "due to the large number of interviews by journalists who already have their articles written, we would most respectfully request that anyone wishing to insult the city of Gillette, please limit themselves to 3,000 words or 15 insults, whichever is shorter." I don't know if any of you saw the article in Playboy about three months ago on the city of Gillette. What you probably don't realize about that article is that that was an attempt by Playboy magazine to see if they couldn't change their image to a national municipal magazine. I think it's important to know Gillette is the frontier city, a pioneer city, it's a shopping center for northeast Wyoming and most importantly, we're the energy capital of the nation. We're on the threshold of the Powder River Basin and we will be the nation's energy solution. Besides coal, we're, already the heart of the state's leading oil producing area and we have vast uranium resources. But I, want to tell you the biggest resource that we have is, the people who have come to live in Gillette. You will find Gillette a busy, young, pulsating community. We're experiencing the excitement of growth. We're welcoming a higher percentage of newcomers than any other town in the nation. Yes, growth to us is exciting. Where else can you get ten years of experience in two years? We realize you can't maintain the status quo. Growth can be painful but not as painful as the alternative, recession and depression. For a little bit of background, we are now at 16,000 people and we have another 4,000 people who live on the outside but look like they live on the inside. The Census Bureau says that we have, 11,225 people but we have that many people in a traffic jam on the Douglas Highway in one day. I?ll , tell you about a few things happening in Gillette. I think it's very important to emphasize that I didn't , do these things; it's the youth and the energy of the community that has done these things. Right now the city of Gillette has 32 major projects underway. We have water for 50,000 people and we're seeking more water. The city in 1975 was 1 .8 square miles. Last year alone we annexed I square mile. We build 10 miles of paved streets a year. For the last 8 years we've doubled our parks' budget. I

A Japanese mining engineer was given a year's leave of absence by his company and dispatched on a tour of inspection of all the principal coal mining regions of the world. He visited the New Castle region of England, Wales, Scotland, France, Germany and Alsatian mines, the underseas col¬lieries at Nova Scotia and Vancouver, and our own important fields of Illinois, Pennsylvania, West Virginia, Kentucky, Colorado, Utah and Wyoming. You are probably surprised to know that after seeing all these, he pronounced the Gebo mine of the Owl Creek Coal Company as the most interesting operation he had seen. The Gebo Mine is located about three miles west of Kirby on the Chicago, Burlington & Quincy Railroad in the Big Horn Basin region of Wyoming, 500 miles north of Denver and 200 miles south of Billings, Montana. The mine is working on a coal bed five or six to eleven or twelve feet' thick, dipping 22 to 23 degrees toward the northeast. The coal occurs in what is called the Eagle formation; and is found between two massive sandstones from 25 to 65 feet thick, which, weathering into bold', gray-colored cliffs, serves as a guide to the location of the coal bed. The deepest workings have an overburden of 800 feet. Cleavage planes of the coal extend at an angle of 45 degres to the pitch, and perpendicular to roof and floor. The coal itself is generally clean and not difficult to cut. It ignites readily from spontaneous combustion, however, which circumstance makes an ever-present fire hazard which must be carefully watched and guarded against. The coal is classed as sub-bituminous with analysis about as follows: Moisture 17% Volatile Matter 33% Fixed Carbon 46% Ash 4% Sulphur, about ½ % B. t. u. value a trifle under 11,000. It is known as Owl Creek coal, is one of the best domestic and steam fuels in the West, and is very popular in Montana, Idaho, Washington, Wyoming, South Dakota and Nebraska. While the coal slacks somewhat rapidly when exposed to the weather, it stores readily for months if placed under cover. On account of the somewhat isolated position of the mine as regards manufacturing establishments, there was a decided difficulty in disposing of slack, especially during the early years of the mine (1907 to 1914), and approximately 10 per cent of the entire product had to be wasted as slack during those years. This difficulty has been largely overcome since 1914, due partly to growth of manufacturing establishments in tributary territory, and also to enlarged transportation facilities. Also largely due to its isolated position, the mine has been compelled to use an extremely large proportion of box cars, much over 50 per cent of the product (in some years 75 per cent) being shipped in box cars, which, of course, entails extensive loading equipment and increases cost of loading. The output of the Gebo Mine for 1920 was 348,000 tons, for 1921, 273,000 tons; the rate of production during the year 1922 was over 1,700 tons daily, and 2,000 tons daily in January, 1923. The mine was developed by driving three openings straight down the pitch, the main slope being 12 to 14 feet wide and 3,000 feet long. A little distance from the surface a pair of level entries were turned right and left, known as the first East and first West. MR. STOUT: The picture shows the plan of the "V"-system as worked at Berwind mine, in a small strip of coal adjacent to the 4th right entry. The dotted line (indicating) show the position of the break rows as set for each of the three consecutive breaks. In two cases the break rows failed to function properly and as a result, the roof caved along the points of the "V's" as well as back along the faces a short distance. This affected the ventilation to a certain extent, but was remedied immediately by cutting through the points near the cave and setting additional timbers. At the present time we are putting in the break row of heavy red spruce props, making the row straight instead of curved as is shown in the picture; in this way we believe we can better control the breaks. The three "V" entries were driven up 14 feet wide, for a distance of 260 feet without cross-cuts. A very neat and substantial line brattice was carried up each entry as the places advanced. The principal factors in determining the success of this system are ventilation, roof control, and transportation. We are well pleased with the results from these three "V" places and now have four other places, about 500 feet to the west of these, driving at the present time in which we hope to get still better results. A MEMBER: What centers did you use there? MR. STOUT: We used 70 feet. This may be increased or decreased according to local conditions. MR. F. W. WHITESIDE (Chief Engineer, Victor-American Fuel Co.) Will you please describe roughly how your cars are handled? MR. STOUT: Cars are brought from the parting and pushed up along the faces by a storage battery locomotive. The faces are about 70 feet long and we found that five or six cars can be loaded and transported very conveniently. It is important to get a quick exchange of cars, and in this way we were able to keep the shovelers busy at all times. A MEMBER: What is the grade in your "V" entries? MR. STOUT: Five per cent in favor of the loaded trip. A MEMBER: What is the angle of your "V" faces? MR. STOUT: The angle at the throat is 45 degrees. MR. SAMUEL ANDREWS: In what direction does the air travel? MR. STOUT: The air travels down the dip entries and is deflected up the first "V" entry, and travels along the points, and returns down the last entry. There is no more difficulty in ventilating "V" faces than in ventilating rooms, providing the points are kept open. A MEMBER: What amount of air do you have in that section? MR. KAISER (Superintendent, Berwind Mine): Eighteen thousand cubic feet per minute. MR. ANDREWS: It is necessary, Mr. Stout, to brattice these places?

The question of disposition of the slack and dust so troublesome to coal mine operators of the West has been divided by your committee chairman into three heads, viz: The preparation and transportation of fine and powdered coal. The developments along the line of low heat carbonization. The uses to which fine and pulverized coal have been put. The development of low heat carbonization has been assigned to me. This is really not a part of the subject but as it has a most important bearing on the future use of coal, I presume the chairman thought best to include it. An English committee on smoke abatement makes the statement that the burning of raw coal is "dirty, wasteful and unscientific". I will go a step further and characterize it as an "economic crime." It has been predicted by eminent scientific men that eventually no raw coal will be burned for heat or power purposes. All this will take time, experimentation and large expenditure, but it will surely come. The question of disposition of slack and dust so troublesome to coal and utilization of its by-products has been retarded by the abundance and cheapness of the raw coal, and by the abundance of suitable coking coals for metallurgical purposes. But necessity is surely, if slowly, demanding that the enormous waste ensuing from the burning of raw coal for heat and power must cease. For instance, smoke abatement investigations in Manchester, England, showed that the increased cost of household washing was about $1,250,000 per year due to smoke and soot. It is estimated that in London 200 tons of soot and smoke particles are suspended in the atmosphere over that city during dense fogs and that much more than this is emitted from the chimneys each winter day during the forenoon. As an example of what benefits a smokeless fuel gives, it is cited that in the mill town of Shaw, England, the burning of smokeless fuels in the factories has reduced the so-called fogs by about 80%. At the time of mine accidents one frequently hears the expression "there will be accidents as long as there are mines", or it may be varied to state that the accident in question was unavoidable, or something similar indicating inability to prevent accidents. However, it is the opinion of the writer, after over twenty-one years experience in both coal and metal mining, seven years being spent wholly in safety work, that by far the greater number of all accidents is due to carelessness or negligence. This carelessness or negligence may be on part of the victim of the accident or of one of his companions, or on part of his employer or possibly even of the inspector or safety man, and in some cases all of these agencies are involved. It manifests itself in various guises, one of the most serious being violation of state mining laws or regulations or of mine rules, and frequently the rules of ordinary common-sense. The cause very frequently is that trait in human nature to "take a chance" and it has been the writer's observation that the worst offender is the old-time miner who has come safely through many years experience, who was mining when the "safety man was a baby", and who clings to old-time ideas and practices and has "no use" for "newfangled" present-day "notions". Unquestionably, there are accidents, wholly unavoidable and many are caused by ignorance and by the new-comer in mining, yet as previously indicated, the writer's observation is that the old-timer is by far the worst offender, bringing grief to himself, companions and employer. Of the numerous manifestations of carelessness and negligence in connection with mine accidents, which have come to the notice of the writer, only one will be treated in this paper, viz: Violation of State Mining Law, and mention will be made only of explosions and major accidents in coal' mines with which the writer came in personal contact as investigator. In most cases, in addition to mine inspection after the accident, the writer heard the evidence given at Coroner's inquest and thus was enabled to for¬mulate fairly definite impressions as to events and conditions leading up to the occurrence.

Overview: Public awareness of the drug abuse problem within the government and industry is growing each day. The economic cost to industry is staggering-estimated to be more than $50 billion per year. Employee drug testing programs are one way to combat the problem, yet they are not without legal and scientic pitfalls. Some of the issues and needs that should be considered before implementing or continuing a testing program are: Why test? What do you test for? Are the results accurate? What impact will the new Federal Rules have? Accuracy of the testing continues to be controversial, especially when the "poppy-seed" and "cold-medications" issues are mentioned. The new Federal laboratory certification program which is about to start, should reduce or eliminate the question of lab error. Determination of on the job impairment will, however, continue to be a problem.

MR. McCLURE: Mr. Chairman, you sprang a surprise on me; I really came over here for a good time. Gentlemen, I am not at all qualified to pose as an expert on pulverized fuel; I have merely been making some rather interesting observations, and unfortunately at the present time, a great deal of substantial data, the technical data, I don't happen to have with me; it is still in the process of being calculated, but I will be very glad to tell you some of the observations as I have made them, and in as truthful and complete a way as I can. The question of how we would handle fuel became a very pressing subject in this new Valmont electric plant, which is now under progress. We have studied the methods of burning fuel for a number of years on different types of stokers at the existing plants in Denver; we are burning it with a natural draft chain grate and with underfeed and with forced draft chain grates, and I am very frank to confess at the present time that I have no answer as far as stokers are concerned for a better solution of the problem of burning lignite. In other words, I could not tell you that this or that is a better type of stoker to use for that coal. However, to boil the thing down, after considerable trials, the underfed stoker was chosen as the one most adaptable for the utilizing of lignite fuel if stokers are to be used. In other words, the chain grate was put aside. I might say in support of the chain grate, the prime reason for which that type of stoker was condemned, as far as lignite goes, is the initial investment charge and the large maintenance which is involved.

MR. C. M. GODDARD: Mr. Poli invented this little safety switch box. This junction box he has does improve the appearance mentioned in the underground junction boxes used in the foreign countries, where this thing is compulsory. There was some arrangement whereby the attachment could not be made with the switch in. The switch has got to be out of place before they can put the terminals into this box, which avoids all possibilities of short-circuits, except where protected on the inside of this box. In mines that are not gaseous, this is not so essential, but he has invented a very small junction box which probably. could be built for six or eight or ten dollars; if those things are necessary, for the handling of mining machines and their apparatus, takes current off the transmission line, and he has something that would meet that requirement, and I think when it is looked into it will meet the approval of the Bureau of Mines. He had this little box yesterday, and some of the members had looked it over and think, if they will look more favorably into it, they will find something to their advantage. PRESIDENT PRYDE: I think it is a good idea to bring in safety appliances and devices at this meeting. There were two more devices brought in here this morning; one a safety powder flask, and the other a carbide can. We have talked a great deal about permissible powder. It is going to take a little time to change over, and we would have to use the black powder cans. I will leave them in the window, if you care to investigate them.
