The main asset of a mining company is the mineral resource; without resources there is no mining business and the infrastructure is useless. In this context the role of the mining geologist is to always keep the resource inventory to an optimum level for the mining business and to maximise the transformation of the resources into reserves in a multi- disciplinary work environment. In short, a ægood mining geologist has to always provide the best ore to the millÆ.To do his/her work properly, several technical skills are needed: to know how to observe and describe nature in order to optimise the data acquisition process, particularly when mapping; to have a good understanding of natural variability in order to develop proper sampling strategies and sample preparation protocols to minimise all the errors generated by the sampling process; to have a good understanding of assaying practices: their limitations as well as their assaying errors; to carefully and properly store the geological data and information and to preserve the geological patrimony; to fully understand ore forming processes to generate the best possible geoscientific models, which are fundamental for the mining business; to fully understand the consequences of the geoscientific models along the value chain from rock to cathodes; and to continuously validate and improve geological practices and models by continuous data collection and observation of geo- mining-metallurgy processes. Some very important behavioural competencies are also needed:long-term vision, passion for excellence and value generation, strategic influence, systemic and innovative thinking, and knowledge and experience transfer. Last but not least, it is important to point out that a deep knowledge of the mining business is essential to add value by using geology best practices.

Because of the work of the pioneers of sampling theory, we know the principles, test work and equations to use to design sampling systems to meet targets for precision and accuracy. However, we do not see such æproperÆ systems deployed everywhere a sample is obtained around mineral processing plants. In many cases, we do not have solutions that satisfy all of the theoretical, economic and practical considerations. There are some well-known problems, such as high-volume streams with wide size distributions combined with a sparse valuable component that is heterogeneously distributed (such as gold ore SAG mill feeds). However, other difficult sampling issues are common, such as streams which vary widely over a day in flow rate and slurry density (many flotation concentrates), and loaded CIP carbon on transfer to elution. Inventory measurement issues abound, especially for leaching operations where daily inventory change is significant for metallurgical accounting. The result is that operators realise that although they issue reports daily, they do not know what is actually going on in their plant on a daily basis with sufficient confidence to quickly diagnose problems or confidently predict the benefits of potential enhancements. The industry needs practical and economic solutions that can be awarded the ætheoretically correct samplerÆ tick in order to better understand and optimise their processes.

Asian countries are now facing very crucial aspects of urban living under the recession of the economy. The current situation is such that those hard aspects may make the living standards worse and worse in the next century, unless proper measures are taken on the infrastructure for urban lives. More than half of the population in Asian countries are now living in cities. Nowadays, the socio-economic development of the Asian countries has been closely linked to the development of world economy because of the border-less economy system. The population inflow to big cities is inevitable as the Asian countries step into an industrialised economy. Such a tendency will be further accelerated when Asia becomes a centre of financial business in the 21st century. The government of any country has realised the situation very well. The United Nations has established a specific agency to solve the problems caused by the rapid urbanisation. This global agency for urbanisation is named United Nations Center for Human Settlement and it is so called Habitat. There are three Habitat offices in the world, Nairobi in Kenya, Santiago in Chile and Fukuoka in Japan. The activities of Habitat offices cover a wide field of issues such as housing, urban development, infrastructure and environment, etc. Habitat Fukuoka Office is serving Asia and Pacific in co-operation with the government offices concerned.

I propose to speak today about our mineral heritage. In common usage "heritage" refers to the past. It means the discoveries, the developments, the mines and the processing plants, the benefits, the consequences, and the human experiences flowing from these. The history of the industry, inseparable from the history of the countries in which The Institute operates, is a rich background of which we can all be proud.But there is also a much wider meaning to mineral heritage. Our past has left us with the ab\lity to create and operate world scale enterprises generating wealth for the community, the ability to offer satisfying and challenging careers in a wide range of skills to our young people, and the willingness to follow adventurous and challenging vocations in remote areas, away from the big cities, at a time when the mentality of many is to get the most for the least effort and at the least inconvenience to themselves. The industry continues to be the repository of the pioneer spirit and a vital contributor to improving the life of the people in our countries.Thus, while our mineral heritage has much to do with the past, an essential part of it is how we use this rich past to build and shape our future. It is in this broader context that I am speaking today.

The valuation of exploration properties which contain no identified resources or reserves is the most subjective of all valuation tasks likely to be carried out by a geologist. The geoscience rating method proposed by Kilburn (1990) recognises this inherent subjectivity but also attempts to apply some discipline to the valuation process. Some other methods used for valuations of this type clearly lack discipline and are open to misuse and abuse. The Kilburn method essentially requires the practitioner to justify all aspects of the valuation process. The valuer must specify and, more importantly, quantify aspects which enhance or downgrade the intrinsic value of each property. The intrinsic value is called the ""base acquisition cost"" (BAC) and it represents the average cost to identify, apply for and retain a base unit of area of title. The BAC and base unit of area both vary with different types of exploration and mining title but remain constant for similar types of titles in the same mineral tenure regime. In the Kilburn Method the enhancement/ downgrading factors are determined by the geotechnical prospectivity (Kilburn Method) within the title. A modified version of the Kilburn Method presented here (""Modified Kilburn Method"") also focuses attention on other real variables besides the geotechnical attributes which influence valuations of this type, viz., competition for tenure and activity in the markets in which the exploration properties are being traded. The most active such market at present is the stock market. By utilising uniform BACs and base units of area (for similar titles) for all exploration properties (in practice in Australia this is only possible within a particular State or Territory), the method exposes the valuer's opinions of each of these variables to the scrutiny of the investor. The investor (or his professional adviser) is afforded the opportunity to directly compare valuations on different properties by different practitioners and can assess how the final valuation is weighted in respect of geotechnical prospectivity, competition for tenure, and stock/financial market sentiment. No other method currently employed in Australia to value mineral exploration properties affords the investor this `luxury', which some may argue is their right.

Rocks of all geological ages are present on the Australian continent. As a result of its geological heritage, Australia is richly endowed with mineral and energy resources. Due in part to its enormous mineral wealth, the nation is in the position of being a wealthy country surrounded by less developed countries of the Asian and Pacific region. Over many years Australia has developed and gained valuable experience in the exploration, mining and processing of a wide range of mineral and energy resources. In an interdependent world community, it is obviously in Australia's interest to cooperate and provide assistance in geoscience education and training to developing countries of the region.

Worthy of note in Miss Bailey's paper are her comments on the attitudes of mining companies and their managers where women were employed, she says, "..another possible pitfall is reverse discrimination where in an effort to avoid being branded as having shown a person favouritism, supervisors end up treating the person in a manner much less than they deserve. This is manifested in denying an employee such things as challenging work, educational opportunities, promotions, or in the case of staff, fair merit increases." and further she says, "It has been observed that the treatment of women in non-traditional roles such as mining is different than for men in the same environment. There are people who treat women worse and some who treat them better simply because they are of the other sex." These statements may sound unjustified to today's audience, and whilst we need to credit pioneering women with having tolerated, understood and worked towards improving the mining culture, the move towards total inclusion of women in the workplace is still growing.

Australia's gold mining industry has seen a resurgence in the past seven years - a resurgence the likes of which has been seen in very few, if any of this nation's other mineral industries. Industry experts are predicting that Australia could become one of the world's largest gold producers as the future of the South African gold industry looks increasingly tenuous under the present political crisis in that country. Therefore, it is utterly ludicrous for the Federal Government to introduce a tax which will see the Australian gold industry "wither on the vine."The Queensland State Government is utterly opposed to a tax on gold. Anyone in their right mind, who has seen the statistics could only agree with our stance. In 1984/85, activity in the gold mining industry is estimated to have accounted for over $750 million in national income, over$1,200 million in national output, and tax revenue of at least $115 million as well as providing more than 16,000 jobs. Chartered accountants Coopers and Lybrand's survey on the gold industry last year showed an increase in exploration expenditure by gold producers and explorers by up to 36% in 1986 from 1985 levels. That level is expected to be maintained in real terms for most of the remainder of the decade under the present tax arrangements. This is in contrast with the mining sector as a whole, where a recent Australian Mining Industry Council survey forecasted a 14% FALL in production.

Much of the data required for the evaluation of mine design is obtained from bore cores. It is essential to collect data that is useful and not to overlook features which might have adverse effects upon the mining practices and which might not be readily discernible to the untrained eye when examining bore cores. Interpretation of the data has progressed from the use of single-value properties, such as ultimate compressive strength or Young's modulus, to the utilisation of most measurable quantities. The simulation techniques used employ physical and mathematical models for prediction of mining conditions or strata behaviour. The application and capabilities of these methods to mine design are discussed.

The ore body being worked is about one hundred feet in length by seventy feet in width. A face of about fifteen feet is stoped over the whole level at one operation, this height standing without any timber.Double lines of logs, twenty feet in length and from ten inches to one foot in thickness at the small end, are then laid longitudinally, butt to butt, and breaking joint from end to end of the ore body they are at ten feet centres from wall to wall. The starting logs are single for the first ten feet and their ends are hitched into the solid rock. These are called "miners" and are the logs which are picked up as the level underneath is worked up. The double layer gives a better chance of picking up. Logs are now laid from the centre of the ore body at right angles to the miners, the ends being hitched into the walls. The economic viability of base metal and gold production projects at Chillagoe, North Queensland has been elusive or difficult to achieve. Because of isolation and low grades metallurgical efficiency has always been essential. This paper, concentrates on the Chillagoe Railway and Mines Company's operations from 1898 to 1914 and Elders Resources Limited's current developmental operations at Red Dome. The technological methods of concentrating, smelting and refining the copper, silver, lead and zinc by the Chillagoe Company will be outlined as well as their understanding of the geological aspects of the ore bodies and the stock market speculation. The Chillagoe Company failed in its economic management but developed the region. Elders Resources have successfully redeveloped the region including fostering the tourist potential of the area through their expert financial, engineering and metallurgical strategies within the external economic parameters of the Pacific Region.

The search for economic mineral deposits is becoming more difficult as exploration goes deeper in the established mining camps and spread out to the surrounding covered areas, which may have an `overburden' some hundreds of metres thick. Geophysics is finding an ever increasing role in such exploration. When the target is zinc, the task often becomes even more difficult since sphalerite, the most commonly mined mineral, is non-magnetic, resistive, and relatively light compared to other sulphides. Fortunately, sphalerite commonly occurs in association with other sulphides, which are magnetic and/or conductive and/or heavy, thus most zinc-rich orebodies have at least one contrasting physical property to aid exploration. This paper presents the physical properties of sphalerite and other potentially important zinc minerals. Results of petrophysical measurements of samples from various zinc-rich ores are presented together with examples of geophysical surveys over a number of zinc deposits. The results show that the physical properties are not merely dependent upon the properties of the orebodies' constituent minerals. For example, the small (0.4 Mt) and low-grade (five per cent Zn + three per cent Pb + two per cent other sulphides) Flying Doctor deposit at Broken Hill, New South Wales (NSW) is much more conductive than the large (3+ Mt) and high grade (14 per cent Zn + five per cent Pb) Cadjebut deposit in Western Australia (WA). An innovative process for the separation of carbonaceous minerals from bulk ores is presented. In this process, the surface of carbonate minerals is reacted with acid used to nucleate CO2 bubbles at the particle solution interface. Entraining the liberated CO2 gas at the surface via coating agent renders the particle more buoyant providing for a selective separation from non-carbonate containing masses. Different surfactants were tested to stabilise the bubbles and float the particles. In this paper, separation of dolomite from apatite using PVA (polyvinyl alcohol) as a coating agent, is discussed. The incentive to control coal flotation circuits arises because of disturbances, from plant operating practices and variations in feed coal characteristics, which result in large amounts of fine coal being lost in circuit tailings streams and lower grade concentrates being produced. Additionally, the flowrates and compositions of con-centrates and tailings streams can have significant effects on dewater-ing brocesses. A universal control strategy for these circuits cannot be developed. Rather, three major groups of variables must be con-sidered during strategy development: coal characteristics; circuit design and operating practice; and the variables selected to control the process. The second. and third groups-are discussed in this paper and examples from studies in operating plants are presented.

Based on the author's research and plant practice experience of the last decade, several technological approaches have been developed to increase the recovery of gold and silver associated with sulphides. This paper gives a general discussion of some technological problems encountered in this area in five aspects and introduces the different approaches employed in three typical mineral processing plants to increase recovery of associated gold and silver. On the basis of studying occurrence characteristics of gold and silver minerals in sulphide ores and of determining loss locations of gold and silver on flotation process, a remarkable improvement on the recovery of gold and silver in all these three plants was made by choosing proper grinding fineness, using combined collectors of good selectivity, properly decreasing the grade of main metal concentrates, making reasonable arrangement of the products of main metals, or a combination thereof.

When the mining and milling of 1100 Copper Orebody commenced, difficulties were experienced in producing a satisfactory grade of copper concentrate. The major concentrate contaminants were fine pyrite and silica, particularly in the minus 10 microns fraction. Studies of the 1100 Orebody showed that much of the fine grained pyrite and a proportion of the silica present in the ore contained carbonaceous matter in the form of complete or partial rims and as internal carbon films disseminated throughout grains. The hydrophobic surface property of the carbonaceous material resulted in an inherently flotable fine pyrite and silica fraction. The addition of a 60:40 mixture of nigrosine and dextrine, initially to a prefloat concentrate of the inherently flotable carbonaceous material and finally to'the total copper flotation feed, successfully controlled the flotation rates of the carbonaceous pyrite and silica. The objective of a 25 per cent Cu concentrate grade was then achieved without decreasing copper recovery.
