Public concern over blast-induced CRACKING has led to the search for a radically new approach to vibration control. The present system, while scientifically correct, is cumbersome to explain. Historically the potential for blast-induced cracking has come to be described through velocity time histories, which are correlated with observation of crack extension under controlled experimental conditions. Unfortunately time histories are simply too difficult for jurors and village or county regulatory boards to understand. Furthermore these arbiters must accept on faith that the observers were unbiased. Since these public bodies control the manner in which blasting activity is adjudicated and regulated, information must be presented in a form they can understand and that is not subject to second-guessing.

Current magazine regulations are designed to avoid injury or property damage caused by accidental detonation as well as to store explosives securely. The primary emphasis appears to be the avoidance of unintended detonation or in the event such detonation occurs, the avoidance of damage to surrounding property. Adherence to these regulations largely serves the purpose intended but has caused difficulty in magazine sitting in built up areas. To the extent that magazine siting is too heavily restricted, other more significant dangers such as storage of explosives in more dangerous and less secure places may be encouraged. In summary, the regulations have served rural magazine locations well but may need further study for urban settings.

Laboratory studies in homogeneous material indicate that the area of new surfaces created by blasting is proportional to the energy imparted to the material. Field studies, however, show that fragmentation is also related to the rockmass structure. This paper reviews ongoing compilation of a comprehensive and integrated blasting database which is based upon field monitoring and laboratory testing. A priority application of the database is to support attempts to more fully understand structural control over fragmentation. Database construction and the relative importance of rockmass physical and mechanical properties are considered in the paper. A methodology for data collection prior to, during and after blasting is reviewed. Data summaries from three case studies of blast performance in surface and underground mines are presented. These illustrate various aspects of the methodology, which included image analysis to quantify the fragment shape and remnant geology evident in the muckpile as part of the evaluation of structural control over fragmentation.

The Minister of Fisheries and Oceans for Canada is responsible, under the Fisheries Act, for the protection of all marine organisms and their habitats. The detonation of explosives in or adjacent to fish habitat has been demonstrated to cause disturbance, injury and/or death to aquatic organisms, and/or disturbance, destruction or alteration of their habitats. The Department of Fisheries and Oceans recognizes that the use of explosives may be the most practical or cost effective method by which to complete a project and has undertaken the development of a set of guidelines that will prevent or minimize the destruction of or disturbance to aquatic organisms and their habitats while at the same time allowing scientific and industrial users of explosives to proceed with their projects.

Repelling charges are small explosive charges detonated to frighten and drive fish away from a blasting zone just prior to detonation of a major explosive charge. Use of repelling charges has been recommended by natural resource agencies to mitigate the effects of submerged explosives. Blasting companies have used this technique in a "good faith effort" to reduce potential damages to aquatic resources. It has been assumed that noise or pressure generated by the small charge will drive fish from the immediate area, thereby reducing impacts from the much larger and potentially more-damaging blast.

Number of mine accidents occurred in Indian surface mines are due to poor quality of explosives and blasting accessories. Amlori open cast project is one of the major coal producing projects in India. Standard drilling and blasting parameters are used to achieve desired productivity of the mine. 150 and 260 mm diameter blast holes are used for blasting in coal and overburden benches. Most of shovel benches are 12 to 16 m in height and dragline benches vary from 25 to 30 m. High-energy bulk emulsions are used for blasting. The cup density and velocity of detonation of bulk emulsion explosives are 1100 to 1200 kg/m3 and 3.8 to 4.5 km/s respectively. An incident occurred on fire bench of Amlori open cast mines during mucking of blasted muck.

This paper will describe blast design modifications that have been made at the Island Copper Mine, near Port Hardy, British Columbia. To date, two additional designs have been implemented in an effort to reduce final wall damage and increase productivity. The typical blast patterns in use at Island Copper were monitored in an effort to build up data to which new designs could be compared.

The use of monitors to assess equipment performance is carried out on a routine basis in many industries. The benefits gained through process control in knowing exactly how the equipment is working far outweigh the initial capital costs of the monitor. In the mining industry several dragline monitors have been developed and installed on equipment through out the world, but to date none has been fully accepted by the industry. This paper describes the use of a sophisticated monitoring system which incorporates an onboard processor to assess both dragline and blast performance. The use of a radio telemetry link for data transfer has removed the need for manual data collection and transfer, leading to a more efficient and powerful system. Significant effort has been put into the development and verification of a dig index to allow blast performance to be objectively assessed.

In August, 1980, while finishing construction of the new stack, one of the flues mysteriously collapsed, killing three people and injuring several others. Several months later a British international steeple-jack company was hired to demolish the remaining portion and make a detailed inspection of the balance of the chimney. During this contract almost one hundred core samples were taken from all parts of the structure including the 32-inch thick base. As the result of these tests and the investigation, the Power Company decided to demolish the complete structure. Because of the critical time element, the decision was made to use explosives in the removal of the structure. To give you some perspective as to the size and dimension of the stack, it was 900 feet tall, 80 feet in diameter at the base, and 70 feet in diameter at the top. The two remaining flues were 25 feet in diameter and extended 30 feet beyond the top slab of the chimney. The outside of the structure was referred to as a wind shield. The lower 120 feet were 32 inches thick and the remaining 780 feet were 12 inches thick. The decision was made to prepare and shoot the chimney at the 120-foot elevation because the debris from the collapsed flue was confined in the base section and could not be easily removed. After extensive and costly engineering, we determined it was necessary to construct steel columns to bear on the lower 120-foot section, which would act as a hinge and guide during the dropping of the structure.

Our audience was the same way – not thrilled or inspired. We decided we were the problem – being nice guys just was not enough. We had to learn to communicate with people who did not know us. As part of the redevelopment of the Royal Brisbane Hospital complex in Australia, a number of antiquated buildings were to be demolished and replaced by newer, modem facilities. Aside from the decommissioning of the hospital buildings, the project called for the removal of approximateIy 24,000 bank cubic metres (bcm) of varying quality rock material. Given the sensitivity of the project, in particular the close proximity of the required excavation to the existing hospital structures (-3 metres at the closest point), and the requirement that these were to remain lily operational during the construction phase, it was initially proposed to use hydraulic rock hammers as the primary means of excavation. Poor production rates and unexpected dif3icuIt rock conditions led to a revision of the excavation methods and a feasibility study on drill and blast practices was undertaken. Subsequent to an initial series of trial blasts to illustrate that vibration and flyrock could be adequately controlled, drill and blast methods were used in conjunction with mechanical methods of rock breakage. This paper reviews the drU and blast processes and the practices which were necessary to comply with the multiple constraints imposed on the project. The project has highlighted that modified drill and blast practices remain a cost-effective method of excavation, even in sensitive areas which are commonly deemed inappropriate for such methods.

Corrugated boxes have been the dominant shipping container for packaged commercial explosives for the past 3 decades. Recent changes in shipping regulations have dictated to the industry the adoption of enhanced standards dealing with the construction of fiberboard shipping containers for explosives. Effective October 1944, all shipping containers used for explosives will require individual certification verifying that the containers conform to the United Nations performance oriented packaging standards. The U.S. Department of Transportation will continue to enforce compliance to the new UN standards. A renewed emphasis on the design of corrugated shipping containers to insure industry compliance to the UN standards has been a joint development program between the explosive manufacturers, fiberboard container suppliers and the academic community. Along with drop strength, leakproofness, and vibration resistance, the individual stacking strength of corrugated shipping containers has come under tight scrutiny based on the new UN standards.

"During the 1950's a cement plant was rebuilt along a Missouri River bluff. The escarpmentwas composed of inter_bedded shale and limestone, typical to western Missouri. All of theraw materials needed to produce cement had been mined via room and pillar at the plantsite since the late 1800's. Portions of the mine began to fail in the late 60's., and by the mid70's M.S.H.A. declared all the areas where the lower Winterset limestone had beenremoved from the back to be ""unsafe"". M.S.H.A. explained that no work could beperformed in or above these unsafe areas unless the work itself was to render the area safe."

Transmission of sound through the atmosphere is affected by local conditions. Anecdotal accounts of the sound of cannon fire traveling great distances go back to the Civil War. The Royal Society published a paper near the turn of the century concerning the reports from the cannons fired in London at the funeral of Queen Victoria. Early computers were used by the U.S. Army at Aberdeen in Maryland in the 1950’s to model airblast problems during munitions demolition. Today’s blaster has to have access to weather information beyond a simple local forecast. Surface winds, winds aloft and temperature profiles have a dominant role in neighbors reaction to blasting. Many ground vibration complaints are really airblast complaints. Blasters who maintain ground velocities under . 1 inches/ second are often perplexed by complaints from distant neighbors, even when local monitoring shows airblast to be under 110 dB. This paper will help the blaster identify warning signs of high airblast conditions.

This paper relates some of the experiences, good and bad, of blasting adjacent to residences of the primary author during his 15+ years of field blasting in the Northern Great Plains region. During this highly-rewarding blasting career, the author has become aware of two major issues in residential blasting: 1) What we call “Risk/Reward Ratio.”Some questions that must be asked by the blaster prior to taking on any blasting job include: - Can we eliminate or minimize the risk? - Is the reward worth the risk? - Do I have a measure of “nervous confidence” about the shot? 2) Public Relations. Two key elements to public relations are: - Notification - Education All the education in the world to the adjacent populous of what’s happening, of blasting in general, or of what to expect from the blasting does little good without notification. Good public relations is a key to controlling the cost of liability in a litigious society.

Confined explosives upon detonation produce a chemical reaction generating expanding gases that result in fragmentation of matrix a chemical to mechanical transition. A 100% energy conversion during transition is difficult, if not impossible, to achieve. There are numerous variables that affect energy transition. Although fragmentation is the most often used criteria to determine shot efficiency, the escaping energy profile provides additional data as to the efficiency of a blast. Escaping energy can also have deleterious effects in the form of ground motion.

At present blasters are strictly liable under tort law for personal injury and property damage caused by ground vibrations and/or air overpressures. The application of strict tort liability to vibration and air overpressure damage has resulted in litigation that has hampered and probably will continue to hamper the blasting industry. There are many case histories in which blasters have been sued for the appearance of cosmetic cracking, some of which have involved frivolous claims and marginal expert testimony (Oriard 1999). This litigation has resulted in additional costs to the blasting and construction industries and the American public because there are usually many plaintiffs involved and each case is usually adjudicated separately instead of under a class-action format. It is proposed herein that blasters not be held liable for vibration or air overpressure damages unless their conduct is proven to be negligent. A number of reasons are presented for raising the legal standard from strict liability to negligence including: (1) improvements in blasting technology that allow blasting to be conducted without substantial risk of damage and if damage does occur it is likely to be cosmetic, (2) establishment of conservative ground vibration and air overpressure damage limits for typical structures, and (3) established industry standards for construction blasting.

Griesemer Stone located in Springfield, Missouri has supplied aggregate in Southwest Missouri since 1946. In 1954 the decision was made to mine the formation and utilize the mined out area for warehouse space. As advancement proceeded, entrances and small diameter air shafts for ventilation were needed and had to be added. It was decided in 1989 to sink an 8' diameter air shaft designed to move 200,000 cubic feet of air per minute with the help of (4) four 50,000 CFM Loren Cook Fans.
