INTERNATIONAL SOLVENT EXTRACTION CONFERENCE, 1971 The Society of Chemical Industry has agreed to sponsor an International Conference devoted to the science and technology of solvent extraction. This will be held in The Hague in the Netherlands during the week commencing 19th April, 1971. The organisation of the Conference will be in the hands of a Conference Committee under the chairmanship of Mr B. F. Warner. The emphasis of the Conference will be on technical solvent extraction of both inorganic and organic substances, including basic principles and practical applications. Sessions are envisaged covering the chemistry of solvent extraction, industrial processes and economics, the performance of contacting equipment and the underlying phenomena involved, and the response characteristics and control of such units. The Conference Committee will welcome offers of papers for presentation at the Conference. In the firts instance, intending authors should submit a preliminary title and an indication of the scope of their contribution to the Conference Secretary: Dr. C. Hanson, University of Bradford 7, U.K. It is hoped to have available in September a first circular giving further details of the Conference. SOUTH AFRICAN TUNNELLING CONFERENCE TO BE HELD IN 1970 A South African Tunnelling Conference, to be known as TUNCON 70, is to be held in Johannesburg during the latter half of July, 1970. South Africa, in common with other countries, has a vital and growing interest in tunnelling. Apart from the 800 kilometres of tunnel excavated annually in the gold mines, the 82 kilometre-long Orange-Fish Tunnel is being driven to carry water from the Orange River to the drier areas of the Eastern Cape Province. This and the realization that services such as water and transport are increasingly being carried underground in various parts of the world have emphasized the need for a forum at which the technology and potential of tunnelling can be discussed. TUNCON 70 is being supported by three professional engineering societies representing some 6,000 engineers, namely, the South African Institute of Mining and Metallurgy, the South African Institute of Civil Engineers and the South African Institution of Mechanical Engineers, as well as by the Geological Society of South Africa. The conference has three main purposes. Firstly, to pool and exchange expertise by authorities on tunnelling; secondly, to discuss future developments in tunnelling technology with the aim of making those concerned with long-term planning aware of the potentialities of tunnelling; thirdly, to propose standards for tunnel shapes and sizes. Adoption of standards for tunnelling equipment and accessories would be a major step forward in improving tunnelling efficiency. The five themes of the conference will be: tunnel utilisation, exploration, design, construction and standards. The conference will be held at the University of the Witwatersrand, Johannesburg, from 21st to 24th July, 1970. Improvement of post tap hole practices is achievable by mechanized handling of melt during the production of Ferro Chrome, resulting in higher recovery of chromium. The paper deals with modern practices adopted in the production of ferro-chrome since past two decades. The methods and practices deal with various areas : a) Improved method of operating the tap hole by selection of right quality of refractory to maintain the life of tap hole. b) Collection of melt in different types of receptacles like refractory brick lined mild steel ladles, cast steel ladles, cast iron pans being chosen for cost effective and efficient handling. c) Separation of slag and metal, casting of metal, crushing, sizing and stock piling etc. d) Slag disposal and recovery of entrapped metal. The drive behind the above development is continuous improvement, which results in higher chromium recovery and reduces loss of metal in slag by completely mechanized method so as to be at the same level with producers of ferro-chrome in other advanced countries , in the emerging global economy.

Occurrences of hazardous events (explosions of methane or coal dust, fires, outbursts) have been investigated and presented as a flow of events in time. It has been shown that flows of hazardous events in a long time span are homogeneous, stationary and no-after effect flows and can be considered as stationary Poisson flows. A flow of CH4/coal dust explosions that had happened for the last 27 years in Ukraine was analyzed. The explosions have been statistically processed. Practicability of agreement of statistical and theoretical data on mathematical expectation and mean square deviation of time interval between explosion and the explosion intensity has been stated. Probability of an emergency event in time is expressed through an exponential function, while mathematical expectation of an accident and mean square deviation of time interval between successive explosions are in inverse proportion to the accident intensity. Accident probability for practical purposes can be determined as a product of accident intensity by calculated time interval.

The mechanization of haulage drilling in the gold mines of Anglo American Corporation by J. w. WILSON, Ph. D., C.Eng., M.AIME, F.!.Min.E., F.I.M.M. (Fellow), and J. G. TAYLOR, A.C.S.M., C.Eng., M.!.M.M. (Visitor) Some one-thousand kilometres of tunnels are mined annually in the gold mines of South Africa. Until two years ago, mechanized drilling on South African gold mines was not an economic proposition because of the availability of inexpensive labour and the fact that mechanized equipment developed for other mining markets could not perform satisfactorily in the tough, abrasive quartzites of theWitwatersrand System. A project team from the Technical Development Services Organisation of the Anglo American Corporation, in collaboration with various manufac turers of drill rigs and drill steel, has been concerned with the development of suitable equipment for mechanized main-haulage drilling. After two-and-a-half years of extensive testing and development of drifters, drill steels, and bits, many of the problems encountered have been sotved, and gradually jumbos mounting pneumatically and hydraulically powered drifters are being phased into production on various gold mines of the Group. A description of the development work is given, and actual operating results are recorded, together with details of the drilling and blasting techniques used.

This paper covers in situ stresses in the Earth?s crust prior to any man-made disturbances, such as mining. It introduces the Southern African Stress Database, which contains primitive stress measurements obtained from locations spread all over southern Africa. The measured stress data shows large variability without any visible trends, except a relationship with increasing depth. The stress database is reviewed briefly, establishing means to measure the variability or dispersion in the measurements, and showing that the dispersion is not as much a result of experimental error as it is a feature of primitive stress. The paper demonstrates from the beginning that the state of stress in rock is highly variable, but that there are well-defined maximum and minimum limits to all the stress components in rock. Formal error analysis is introduced to check the consistency of the database and to separate out a database of consistent stress measurements for use in a primitive stress model. The aim is to provide a picture of primitive crustal stress based on objective stress measurements together with interpretations of how the primitive stress can be affected by the five main influences; namely, depth, rock mass properties, tectonism, isostacy, and erosion. Four elementary models for primitive stress are introduced and compared with the measured data. It is quite clear that none of the elementary models is sufficient to describe the data. In the absence of a better model, this paper suggests a generic model based on the Hoek-Brown failure criterion and the consistent stress database, since it incorporates the variability in the stress tensor that is likely to be encountered underground all over southern Africa. Geological and geotechnical data are essential for the design of tunnels. To determine the rock mass behavior and the support of a planned tunnel excavation a consistent method for rock mass characterization and excavation and support determination has been developed. Probabilistic data processing with analytical methods is used for the quantification of the procedure and allows an evaluation of the applicability and the technical risk of different excavation and support methods. The sensitivity of the procedure on selected input parameters is highlighted in a parametric study. Finally an application of the procedure illustrates the use of the described method of probabilistic excavation and support determination for tunnels. Des données géologiques et géotechniques sont décisives pour la planification d’un tunnel. Pour la détermination du comportement des strates, le choix du soutènement et de la méthode de progression une description compréhensible de la montagne a été développée. À l'aide d'un traitement de données probabiliste, la procédure proposée est transposée quantitative sur une base de méthodes analytiques. De cette manière l'évaluation des méthodes de construction et la détermination du risque technique deviennent possibles. La sensitivité de la procédure de différents paramètres d'entrée est représentée dans une étude de paramètre. Pour finir, l'application de la procédure décrite est montrée à l’aide d'un cas pratique. Geologische und geotechnische Daten sind entscheidend für die Planung von Tunnels. Für die Ermittlung des Gebirgsverhaltens und der Festlegung von Ausbruch und Stützung wurde ein nachvollziehbarer Ablauf der Gebirgsbeschreibung entwickelt. Mit Hilfe von probabilistischer Datenverarbeitung auf Grundlage analytischer Methoden wird die vorgeschlagene Prozedur quantiativ umgesetzt. Dadurch werden die Bewertung von Baumethoden und die Ermittlung des technischen Risikos ermöglicht. Die Sensitivität des Verfahrens von einzelnen Eingangsparametern wird in einer Parameterstudie dargestellt. Abschließend wird anhand eines Beispiels die Anwendung des beschriebenen Verfahrens gezeigt.

Vanadium slag production in the shaking ladles started in April 1968, steelmaking was begun in July 1968 and the first continuously cast blocks were produced soon after on the 29th July, 1968. Nominal monthly production of over 20 000 tons was reached in seven months and by December 1970 about 12 000 heats were cast and a monthly production of 35000 tons has been achieved.

Recent research into the prediction of mining-induced seismic events by the monitoring of small microseismic events at Western Deep levels Gold Mine is described. Measurement and interpretation techniques and results are presented. It was found that the occurrence of the larger events near longwall faces on the Carbon leader reef is preceded for some hours by an increased rate of microseismic emission and spatial concentration of the microseismic events in the zone of eventual failure. The research is currently being expanded with the aim of producing a practical rockburst early-warning system.

Three groups of unacclimatized men were subjected to five-day climatic-room procedures at wet-bulb temperatures of 29,30, and 31 C respectively. The findings indicated that individuals reach a satisfactory level of heat acclimatization for work in environmental temperature conforming to those at which they were acclimatized. It is, therefore, superfluous to acclimatize men at wet-bulb temperatures that exceed those at which they are destined to work. These methods of acclimatization can be linked advantageously to heat-tolerance testing at mines with suitable underground temperatures.

The results of laboratory abrasive and abrasive-corrosive tests carried out on a range of carbon, Iowalloy, and stainless steels are compared with underground tests conducted on similar materials on prototype shaker conveyors carrying gold-bearing quartzitic rock. The dry-abrasion resistance of all the steels was found to be better than that of mild steel. When the added effect of corrosion was tested, the stainless steels proved to be much superior to proprietary abrasion-resistant alloys both in the laboratory and underground. The ferritic stainless grades were shown to be superior on the basis of cost per unit of volume lost. This investigation has shown that laboratory tests on materials can provide valuable information on their possible performance in situ, and can thus be used to replace lengthy experiments on site.

Thirty-one years ago, African leaders met in Lagos for the drafting of the Lagos Plan of Action for the Economic Development of Africa, 1980?2000. The main objective of the plan was to increase Africa?s self-sufficiency and in this regard, the plan had a section pertaining specifically to redressing the ills of an unproductive mining and minerals industry and harnessing its potential for socio-economic development. However, if we look at the nature of this sector on the continent today, its characteristics resemble the diagnosis of the sector given in the plan back in 1980: lack of information on endowments of minerals; lack of value added in the sector; low development and use of those endowments that are not of interest to transnational corporations (TNCs); and most importantly, low contribution to socio-economic development. The primary consequence of the lack of visible benefits to African states, despite growth and development of the sector in terms of increased mining activity led by Foreign Direct Investment is that countries with mining industries are characterized by dysfunctional internal processes. Improvements in governance, monitored with indices such as those set out in the Extractive Industries Transparency Initiative, the Millennium Development Goals, and other such ?good governance? agendas, are being asserted. However, before we prescribe the introduction of initiatives or guidelines based upon highly subjective norms which we believe to fit this diagnosis, it is necessary to review how it is that we got to this situation that we are in today. How is it that, 31 years after the Lagos Plan of Action, we have not seen any major changes in the role the industry can play in socio-economic development, despite the vast increase in mining activity on the continent?

Alternative procedures for the recovery of gold from old sand dumps are discussed, with emphasis on the use of heap leaching. The modification of material to improve its permeability prior to heap leaching is not currently receiving much attention in South Africa. The channeling of solutions through heaps and the high consumption of reagents sometimes ascribed to heap leaching can, as shown by the results described in this paper, be lessened by desliming of the sand prior to heap leaching and the treatment of the resulting slimes fraction by agitation leaching and carbon-in-pulp. This combined procedure results in a higher overal recovery of gold. Alternatively, the sand can be heap-leached as it is after agglomeration with lime and cement, which improves the mixing and neutralization of the material, as well as lessening the probability of channeling.

Industrial mining in Zambia started in the 1930s when the world class copper deposits near the border with Katanga were developed. The discovery of these deposits began at the turn of the century when the first claims in the Copperbelt were pegged at Chambishi, north of what became the town of Kitwe1. World War I and the difficulties of raising sufficient capital for such large scale undertakings delayed the exploitation of these deposits. Following this hesitant start, a large copper mining complex was built, resulting in the development of five major towns, all highly dependent on the mining and beneficiation of copper and cobalt. Copper became so important to the country that, on independence, the only non-mining town to make it onto a list of the top six was the capital, Lusaka. From commissioning of the mines to the end of the colonial period in 1964, copper production increased to just over 640 000 t annually2 (see Figure 1). After the establishment of the new Zambian state, production continued to increase, supported by a benign legislative environment and strong international copper prices. The government of Kenneth Kaunda was intent on improving the conditions of the rural poor and reducing unemployment in urban areas. To this end, the government embarked on an ambitious project of refocusing Zambia's economy away from the colonial role of commodity supply to one of decentralized mass employment. The Copperbelt industrial complex was key to the success of this approach, and in 1969 the Zambian State acquired a 51 per cent stake in Zambia's two main copper producing companies: Roan Selection Trust and Rhodesian Anglo American Corporation. The former became Roan Consolidated Mines Ltd (RCM) and the latter became Nchanga Consolidated Copper Mines Ltd (NCCM). In the year they were nationalized, the mines produced at least 720 000 t of copper? and employed approximately 48,000 workers (see Figure 2)2-4. The subsequent economic policies of the Zambian Government depended heavily on the state's ability to monopolize the proceeds of copper mining.
