The first Mine Rescue Performance Evaluation for mine rescue teams was held just prior to the 1992 RMCMI convention meeting schedule on June 27 and 28. Six teams took part in this year's evaluation; Decker Coal, Decker, Montana; BHP Minerals' White Team and BHP Minerals' Purple Team, both of Aztec, New Mexico; Kerr McGee Coal Corporation, Jacob's Ranch Mine, Gillette, Wyoming; The Coteau Properties Company, Freedom Mine, Beulah, North Dakota and The Falkirk Mining Company, Falkirk Mine, Underwood, North Dakota. This was the first mine rescue evaluation program developed to measure a unit's proficiency in their skills rather than emphasis on a ranking order of teams. The objectives for the evaluation were to promote learning and to evaluate the current level of experience of the attending rescue units. The priority goal for this evaluation was to recognize current rescue skills, knowledge and abilities of each team participating. In doing this, each team is provided with individual evaluations and a path for improvement as needed. [ ] Realistic industrial related scenarios, closely simulating the stress of actual rescue incidents, was provided by members of the Hermosa Cliffs Colorado Fire Department under the direction of Dan Noonan, Fire Chief. On Saturday, June 27, five rescue scenarios were presented for each team to complete and on Sunday three of a more difficult nature were encountered by each team. On the final day of the RMCMI convention two of the teams performed rescue demonstra¬tions. Onlookers were afforded the opportunity to view the teams in action as they simulated actual rescue operations. The value and importance of mine rescue teams such as those participating in this year's Rescue Team Performance Evaluation are very evident as in many cases they are the only rescue personnel and medical staff on the work site in case of an emergency. Most of these persons are volunteers who spend many hours studying, practicing and perfecting their expertise in the lifesaving techniques needed in the event of a mine emergency. At the same time, they are very qualified coal miners who perform their respective duties at their mine locations, Their dedication to gaining the most knowledge they can get to handle these life and death situations is evident in their participation in evaluations such as this one. [ ] If a highly educational, informative, sharing of knowledge and expertise, while at the same time providing a very enjoyable experience, deems this evaluation a success ... the Rescue Team Performance Evaluation held during the RMCMI Convention at Tamarron this year was certainly a SUCCESS!! The subject of this paper may seem threadbare to, many of you, but even if I repeat what you already know, just smile to yourself and think how much wiser you are than your neighbor, for it is startling what a number of tipples are erected that violate the elementary fundamentals not only of good design but of practical operation. Possibly a coal screening plant is a simple plant. If so, we treat it like we do a great many other simple things. We treat it entirely too lightly and fail to take into consideration, not only the changes that may occur later, the conditions we may be compelled to meet as competition changes, but even the elementary physical conditions that exist right at the tipple site. If I get too positive over some particular point, don't blame me, but remember some of the heart-breaking experiences we have had correcting these omissions, trying to make a tipple do merely what it was designed to do, when the builder tied everything up in such a constricted space, that no room was left to get the results he must have. Perhaps some of the things will look too expensive. Don't say that you can't afford them. Many of them you can't afford to do without, and when you figure that a tipple is put up for possibly twenty years of operation, you can't afford to omit any reasonable precaution not only in taking care of the present, but in foreseeing the future. We will consider a tripple screening plant, suitable for Western conditions, capable of handling approximately 2,500 tons per eight hours. The largest screen sizes must be loaded into either open cars or box cars, and arrangement provided for screening and loading not less than five sizes of coal: lump, egg, nut, slack, dust, or any reasonable combination of these. As we are considering only the preparation of the coal, we will omit all consideration of the method of haulage, pit cars, methods of dumping, and will take the coal after it is in the dump hopper. The track arrangement will frequently be determined by the ground layout. Our sizes and tonnage can be loaded on three tracks, but four tracks are better. The two outer tracks should be left for loading lump coal, No. 3 track should be left for egg coal, and No. 4 track for loading nut, slack and dust. Where a fifth track can be provided, No. 5 track should be held open only for run-of-mine coal, to act as a storage where emergency coal can, be run, should there be any delay in the screening equipment or in changing cars. Track No. I should be used for loading lump coal into box cars only. Track No. 2 should be used for loading lump coal into open cars only, and may or may not be provided with picking table, loading boom, or both. Where picking is necessary, a picking table can frequently be put between the two "lump tracks, heading down track, pivoted at one end, so it may be raised or lowered to feed either open or box cars; with

It is a real pleasure to attend another meeting of the Institute. This is partly because I am a Westerner by birth and training. As a young man I had personal experience with firing Colorado and Wyoming coals. The coal industry of the United States has done an outstanding job of producing coal. We can all be proud of the industry's record of continuously adopting technical improvements in coal mining. NEED FOR MORE EFFECTIVE COAL MARKETING However, it cannot be said that the industry has done an equally good job of marketing coal. There has been a rapid growth in U. S. population, and an even greater expansion of industrial demands for heat and power. Yet coal consumption for the past several years has been no greater than it was 40 years ago, in 1912 and 1913.

Pictured on these pages are the eight RMCMI Scholarship Award Winners for the 1990-1991 year followed by a brief profile. All winners, except John Nixon from Texas, were present as guests of the Institute at the June convention in Keystone, Colorado to receive recognition at the Welcome Session Monday, July 1, 1991. Each state vice president served as the host for the collegiate winner. In addition to receiving a plaque from the Scholarship Chairman, Dr. Donald Gentry, each winner receives $750 tuition credit for the coming academic year. As this is a continuing award, the winners from the previous year will receive another $750 for tuition credit in their senior year if they have maintained good academic standing and are recommended by their university. Criteria for these awards to be made in the spring annually is (1) That the award be made to a sophomore student and used as tuition during the junior year. (2) That the recipient be both a U.S. citizen and a resident of the state involved. (3) That the recipient have good academic standing, be pursuing a degree in a mining related field and have an expressed interest in Western coal as a possible career path. The scholarship program includes curricula other than those in the mining departments, but in the engineering disciplines, such as geology, mineral processing and metallurgy. Contributions to this worthy project are tax deductible to each individual RMCMI member or his firm. AIME Student Chapter and a student member of the AIME Tucson Chapter. His career interests lean towards western coal mining. [ ] Matthew Madden Colorado School of Mines Golden, CO Matt carries a 2.619 cumulative grade point average in the Mining Engineering Department and ranks 194 in a class of 440. He is involved in a number of school activites such as a member of the Society for Mining, Metallurgy and Exploration, Inc., member of the Resident Hall Association, a Admissions Ambassador, and will be a Resident Hall Director for 1991-1992. Matt is also involved in wrestling and received a Colorado School of Mines Athletic Scholarship in 1990.

Profiled here are the eight RMCMI 2001 Scholarship Award winners. Seven of the eight attended the 97th Regular Meeting and Convention at the Steamboat Springs Sheraton Resort in Steamboat Springs, Colorado in lace June. Each spoke during the Scholarship Awards Monday luncheon and shared their goals with attendees. Thanks to the Patrons of the Institute each student received a 52,000 tuition credit, a plaque signifying the honor and the opportunity to thank the membership. The winners were guests of the Institute Sunday through Tuesday noon and had an outstanding opportunity to meet many in the coal industry that could be potential employers. The state vice presidents host the winners anti pay for their travel and hotel expenses. This is a continuing scholarship and may be renewed for tuition credit again in the senior year it the winner is a full time student and is recommended by the dean of the college or university. A resident from each of the eight member RMCMI states is selected by the Scholarship committee from Board approved institutions. Criterion for the awards is chat the recipient be (1) a full time sophomore student who will use the tuition credit in the junior year. (2) a U. S. citizen and a legal resident of the member state. (3) in good academic standing while pursuing a degree in a mining related field. They must have an expressed interest in western coal as a possible career path. He is a member of SME, Northwest Mining Association, and a volunteer at San Xavier Mining Laboratory -Miner. He participated in Football, Track, Wrestling and the DECA club while in high school He is the recipient in both the WAAIME and the Phelps Dodge scholarships. Steven volunteers during the academic year at the U of A San Xavier Mining Laboratory. He worked the summer of 2001 at the Black Butte Coal Company in Point of Rock, Wyoming. [ ] COLORADO WINNER Brian Gerdes Colorado School of Mines Graduating as the Valedictorian of Horizon High School with a 4.0 GPA, Brian is well prepared for the rigors of academia. In high school he was recognized in rite President's Education Awards Program and as a Radio Shack Tandy Scholar. lie belongs to SME, is a member of Fellowship of Christian Athletes, and volunteers at a local elementary school tutoring children. He enjoys intramural Sports. His father is Bruce Gerdes of Broomfield, Colorado Brian is holding a 3.75 GPA while studying for a mining engineering degree. He would like to go into reclamation scaring that his dream would be to reclaim an old mine and restore it to a function, al role in society again.

He plans to get summer work experience in mining before graduation and is interested in the managerial and technical aspects of the mining business. [ ] Laverne West New Mexico Institute of Mining & Technology Socorro, New Mexico A native American of Laguna/Navajo ethnic origin, Laverne graduated from the Sante Fe Indian School as valedictorian. She served as both secretary and president of the American Indian Science & Engineering Society. She works at the Nevada Test Site with contractors assisting project engineers in a variety of jobs. She plans to earn a dual degree in Mining and Geological Engineering then pursue a Master's degree in Mineral Economics at the University of California at Berkeley. Among her honors are a four year scholarship from Sante Fe Southern Pacific Foundation, a one year scholarship from Mobil Oil Corporation and another from Eastman Kodak.

The question of disposition of the slack and dust so troublesome to coal mine operators of the West has been divided by your committee chairman into three heads, viz: The preparation and transportation of fine and powdered coal. The developments along the line of low heat carbonization. The uses to which fine and pulverized coal have been put. The development of low heat carbonization has been assigned to me. This is really not a part of the subject but as it has a most important bearing on the future use of coal, I presume the chairman thought best to include it. An English committee on smoke abatement makes the statement that the burning of raw coal is "dirty, wasteful and unscientific". I will go a step further and characterize it as an "economic crime." It has been predicted by eminent scientific men that eventually no raw coal will be burned for heat or power purposes. All this will take time, experimentation and large expenditure, but it will surely come. The question of disposition of slack and dust so troublesome to coal and utilization of its by-products has been retarded by the abundance and cheapness of the raw coal, and by the abundance of suitable coking coals for metallurgical purposes. But necessity is surely, if slowly, demanding that the enormous waste ensuing from the burning of raw coal for heat and power must cease. For instance, smoke abatement investigations in Manchester, England, showed that the increased cost of household washing was about $1,250,000 per year due to smoke and soot. It is estimated that in London 200 tons of soot and smoke particles are suspended in the atmosphere over that city during dense fogs and that much more than this is emitted from the chimneys each winter day during the forenoon. As an example of what benefits a smokeless fuel gives, it is cited that in the mill town of Shaw, England, the burning of smokeless fuels in the factories has reduced the so-called fogs by about 80%. I am' not an orator and have never said a word in public during my thirty years' experience in the coal mines of Colorado; but, being requested to speak by our worthy chairman, and as I am deeply interested in the future welfare of this organization, I will make an effort to say a few words in behalf of the Rocky Mountain Coal- Mining Institute, which we are about to organize. As I understand it, it is the object and intent of this organization not merely to assemble occasionally for the purpose of discussing various problems in coal-mining, and thus to obtain the best possible results in economic operations, but its especial duty will be to devise ways and means whereby accidents in coal mines will be minimized. Figuratively speaking, we are about to plant a tree in the State House of Colorado, and desire its roots and branches to extend over Wyoming on the north, New Mexico on the south, and Utah on the west. So we expect this tree to bear fruit over a vast area. .We must remember that the planting of a tree, even in good soil, is useless unless we cultivate, prune, and nurture its development. If we will not do so, the tree will not bear the desired fruit. So, in order to make the Rocky Mountain Institute a success, we must not only start it off in good shape, but we must keep on adding to its strength in various ways, so that it will become a known factor and a recognized power over this broad teritory. In other coal-mining states and countries of the world much has been accomplished through similar organizations to reduce loss of life among, men engaged in the production of coal, and there is no reason why our institute in the West should not be equally useful and attain the same results. There are many ways by which this organization can be made beneficial to the men engaged, in various capacities, in handling the "dusky diamond.' I will endeavor to confine my brief remarks to the necessity of a crusade of an educational nature among three classes of men that are directly and indirectly connected with coal mines. First-We need to educate ourselves. It is amazing how few of our number, holding positions of trust, and having charge of men in and around coal mines, are conversant with our brief mining laws and cognizant of our duties in enforcing them. Going down the line to our company men and miners, I think I can safely say that not over 5 per cent of them are in any way familiar with the statutes

Your Chairman and the Program Committee have limited the time allotted to me, and so, with your permission, I will omit the preliminaries, and wade right into my subject. I believe I am safe in taking for granted that you are all agreed that electricity is the most feasible means of transmitting the power used in coal mining. If you are not, then the papers read before the Association in previous years have failed of their object. If you are so convinced, the only question is as to the choice between alternating and direct current, and the voltage. Fundamentally, this is primarily a matter of dollars and cents. With the sole exception of your trolley locomotives, there is no part of your equipment that cannot be operated as well on alternating as on direct current. With your pay rolls at their present high level and the efficiency of the labor you employ at the stage it now occupies, I believe you will agree, first, that everything possible must be done to increase the tons of coal produced per man employed; and, second, that ample power at all times must be available at every machine so that every one of your men can really get out a day's work without any avoidable delay. Speaking Electrically, all this means is a machine instead of a man wherever it is possible for a machine to do a man's work, and full voltage at the machine always, so that there can be no excuse for the work not being done promptly and efficiently-and dependably. The real reason for the selection of one kind of current or the other can best be understood by considering the formula which determines the size of wire required for transmitting electrical energy. The size of the copper required, and, consequently; its weight and cost, depends upon four factors: 1. The amount of energy or power to be transmitted. 2. The distance to be covered. 3. The percentage of loss allowed. 4. The voltage at the receiving end of the line. These factors enter into the problem to different extents, and, briefly, the size of wire depends directly upon the amount of power and the distance transmitted, and inversely upon the percentage of loss allowed and the square of the voltage. From this it will be seen that, with the amount of power and the distance fixed, if the loss is to be cut in two, the wire must be doubled with a given voltage, while if the loss remains constant and the voltage is doubled, the wire may be cut in four; that is, reduced 75 per cent in weight and cost. Now, standard motors are designed and recommended by their builders to run within a range of 10 per cent under voltage to 10 per cent above voltage - 440-volt motor, then, should preferably not be operated on less than 400 volts

Beyond doubt it is practically impossible to eliminate all chances of accidents from falls. Mother Earth is not going to give up her treasures without some sacrificing on our part. This particular question ranks among the important subjects connected with coal-mining, and has been given less attention as a factor of life- and limb-destroyer than any other cause. The single fatalities which happen create very little attention; nevertheless, when counted up at the end of the year, they outnumber the unfortunate ones that are mowed down by the wholesale by mine explosions. Fire-damp and coal dust were often considered the greatest evils in coal-mining. All records, however, prove this conclusion to be wrong. The second annual report of the Bureau of Mines gives the loss of life caused by falls of coal and roof in 1910 as 1,310, and in 1911 as 1,321. The reports of Pennsylvania mine inspectors for a period of thirty-three years show that 59.38 per cent of all the accidents underground were caused by falls of roof and coal. Also, the Bureau of Mines shows in its last issue on fatalities that accidents from fall of roof and coal killed more men than any other two causes combined, and that they account for more than half of the deaths under- ground. It seems we are getting too accustomed, taking too many things for granted, running too many risks, trusting too much for the best, and preparing too little for the worst. We must remove the cause; then the effects will cease. However, I can see that a better day is here. The main damaging factors underground are falls of roof and sides. A bad roof is tender and lacks the adhesive qualities to sustain its own weight over comparatively small areas. A roof of any character which is frequently penetrated by well-defined slips and cleats, is characterized as a treacherous roof. The carelessness of men has been one of the main causes of most of the accidents in mining as well as in any other industries. Three Grades of Miners Miners can be classified into three distinct grades, to-wit: the experienced and careful, the experienced and reckless, and the inexperienced. The accidents which the first class usually meet with occur through the carelessness of their co-workers, as well as through accidents which are termed unforeseen, such as falling roof between timbers, and between the timbers and the face of the coal. This may have 'previously given evidence of being absolutely sound and safe, but be released by invisible slips or by sudden outburst of occluded gases in large quantities, as we term big blowers or feeders,

PRESIDENT MARKS: We have a letter from Mr. Frank N. Cameron, of the Utah Fuel Company, that perhaps I had better read to you. It is addressed to Mr. Shubart, Rocky Mountain Coal Mining Institute (hands letter to Secretary Shubart). UTAH FUEL COMPANY MINE SUPERINTENDENT Castle Gate, Utah, February 9, 1926 Mr. F. N. Cameron, Vice-President & General Manager, Salt Lake City, Utah. Dear Sir: It has now been about nine months since we started the system of having the fire bosses take charge of all shooting and gas inspections at the Castle Gate Mines. We had considerable trouble when we started. Like all other new systems which have been installed, this one was hard to get started and was criticised both by the miners and officials in our own organization, as well as by other organizations in the mines of this county. The older the official and miner was the stronger they seemed to be opposed to the new method. They have no arguments to offer against it, but they know it is not right "because their grandfather did not work it in that way." We know that when some of the other systems were started in the mines of this county, they were fought from all angles. The electrical shooting almost brought the miners at Sunnyside out on strike; their main argument was that they could not make a living if they had to obey the rules that the company was trying to enforce. They also claimed that they could not make enough coal for the day's work by only shooting once at the end of the shift. The same applies to the sprinkling the miners claimed that they would all die of some disease if they were forced to work in a sloppy, wet mine every day. The mining machine was another thing that was hard to install the miners claimed that the company was trying to rob the Door miner out of a chance to make living by installing mining machines to cut the coal. I do not think that the system we have at our mines is perfect-there is still room for improvement in the shooting and inspection of the mines, but I do really think that for safety and efficiency, the inspection department at our mines, working under the new system, is as good if not better than any other inspection department working under the old method in the other mines. I am giving some of the arguments in favor of the new system and would like to hear the arguments against it-if there are any. In cutting the men from monthly to day wages, I do not think it is only the company that benefits by the arrangement, but the fireboss is the one that gets the best of it by the change. How often have we heard the fireboss complain of the hours he had to put in just because he was a monthly man? Under the new wage scale he is paid for every hour he puts in the mines, and when the mines are working every day he makes considerable more than when he was being paid a monthly salary. When the mines are working slow, there is generally some work that has to be done on idle days, or in slow times the force could be cut to a point where some of the work could be done on idle days, and thus the fireboss could be given the preference in this extra work and in this way, his wage could be kept up to the standard monthly salary he was getting before. The Primero mine, operated by the Colorado Fuel & Iron Company, is located 17 miles west of Trinidad, Colorado, in Las Animas County. Unusually bad roof conditions, along with heavy side pressure and other conditions causing rapid decay of timbers, all combine to create a very serious timbering problem. The height of the coal averages six feet six inches. It is a heavy coking coal and has a tendency to become easily crushed and broken down in the seam. The seam lies about 35 feet below the sandstone and the intervening formation is composed of loose shaly rock, and as the coal is extracted, the air slackens this rock to such an extent that within 24 hours, roof falls varying from five to fifteen feet in height are likely to occur. Under these conditions it is necessary to use cross bar sets in both rooms and entries, and they must be spaced no further apart than three and one-half foot centers, and be maintained within a distance of three feet of the face. Rooms are spaced on fifty footcenters, and cannot with safety be driven to exceed 14 feet in width, and 200 feet in length. The large pillar must be maintained to protect from side pressure, and the rooms must be driven up and retreated with as quickly as possible to avoid the squeeze caused by the intense side and roof pressure. Best results in extraction have been obtained by driving rooms for only a distance of 150 feet. Under these circumstances, it is readily seen that timbers of small diameters cannot be utilized in timbering any development work of a permanent nature. Entries are driven nine feet wide, and special peeled piling with an average diameter of 12 inches are most commonly used. It, is necessary to use lagging between each set of crossbars . Conditions such as these necessitated an immense expenditure for mine timber. In addition to ordinary seven and eight foot props, we used a yearly average of 65,000 feet of heavy peeled piling, averaging in diameter from 10 inches to 12 inches. Annual expenditures for timber of all classes was in excess of $60,000.00. Timber costs per ton averaged around 29 cents. In view of these exceptionally severe timber conditions at Primero, the company, in 1920, had a survey made with a view of providing some remedy to this problem. A comparison of the life of main entry timber at other bituminous mines was made, and an average life of four years was established. The actual data collected at Primero indicated an average of less than two years in the manway or "return" airways, and up to five years on the haulageways or "intake" airways. While some of this timber will stand up for a much longer period than this, a close inspection will reveal in most cases that its period of usefulness is spent. It is very essential when discussing the life of timber, especially that used on, main haulageways and aircourses, that a distinction be made between the point of service, that is, the point where it is sound, serviceable and able to carry weight, and the point of breakdown or failure, where it is no longer sound and able to carry weight. In figuring the life of timber, the point of service only should be considered as timber will frequently stand for a considerable length of time when it is entirely decayed and unserviceable. The larger part of the timber used for our permanent work was Alpine Fir, or what is locally termed Red Spruce, and the supply of this I is gradually becoming depleted and has to be obtained at a point so distant

Bureau of Mines Technical Paper 172, by S. H. Katz and H. C. Porter, entitled "Effects of Moisture on the Spontaneous Heating of Stored Coal", says at the outset, "Spontaneous fires in storage piles of bituminous coal' have been the source of trouble and loss since the industrial utilization of coal began. In Europe the idea arose that spontaneous combustion is more liable to happen during wet weather than during dry. Statements favoring or opposing this idea have crept into the literature. Conflicting conclusions, based on experiment as well as opinions based on observations of various degrees of reliability, are given in most of the recorded discussions of the subject. "Because of the uncertainty of the effect of moisture and its seeming importance among the conditions that affect spontaneous combustion in stored coal, the work described in this paper was undertaken by the Bureau of Mines. The experiments showed that a coal from Illinois oxidized faster when dry, whereas a sample of Pittsburgh coal oxidized faster when moist. These discordant results and similarly inconsistent results from the observations of different investigators may be coupled with the fact that under actual conditions of, storing, both coal and air always contain a considerable amount of moisture." The foregoing report of the investigations of the Bureau demonstrates that the mystery of spontaneous combustion has not yet been solved. This fact adds to the fascination of the subject. I became interested in the matter about ten years ago in observing what was probably one of the best exhibitions of this phenomenon. The old dump at Castle Gate No. 1 Mine contained boney coal and track cleanings generally. In winter when snow fell upon this old dump, the snow was soon melted by the heat of the dump which was comparatively warm at all times. Within 48 hours afterward little blue flames were in evidence on the surface of the pile. Few of the gas feeders were sufficiently constant to maintain a steady flame at any given point, but shifting emissions of gas were ignited one by another, resulting in a continuous popping and apparent running about of the flames. Another interesting exhibition of spontaneous heating was to be seen a few years ago in the storage coal piles of the local sugar factories. This coal was piled in concrete lined pits and the latter were filled with water. However, or this occasion the coal extended above the surface of the water. At every plant where this condition existed the coal was affected heating, and in each case the affected area was in a plane horizontal to and from 8 to 1.4 inches above the water level. The height of the hot area above the surface of the water appeared to be affected by the fineness of the coal. It is well known that oily rags have a tendency to heat when allowed to accumulate in some location protected from free air circulation. For some reason, as yet unknown, this does not apply to petroleum or its derivatives. Now, the most common explanation of spontaneous combustion is that the combustible material oxidizes by being brought into contact with air in the presence of moisture, the theory being that the moisture acts as a catalytic agent. My theory is that spontaneous combustion is due to oxidation of combustible matter by free oxygen carried in solution by a liquid, the oxidation taking place only as, when, and at the place where this oxygen is released from solution by the evaporation of the liquid. Also, this oxidation takes place to some degree regardless of the condition of the combustible-whether it be lump coal, coal dust, straw, wheat flour, coke, or any other combustible but, as the speed of oxidation is directly influenced by temperature, it follows that spontaneous combustion only becomes noticeable or serious in cases where the resulting heat' cannot escape as fast as it is generated.

CHAIRMAN LITTLEJOHN: We have with us this afternoon, Mr. D. W. Rockey, of the Industrial Educational Organization, who would like to occupy a few minutes of our time. There is still an hour left, and there is a lot more talking to be done, and when the time is up you can go. D. W. ROC'KEY (U. S. Vocational Training Bureau, N. M.) : Mr. Chairman and Gentlemen: I am sorry to say I am not more closely connected with the coal mining game. I am interested in it because I am interested in a great deal of educational work being done in New Mexico. Two years ago, this Institute appointed an Educational Committee to investigate the opportunity for education in coal mining, and you have the report of that committee; it was issued in May 1924. Mr. Littlejohn, Mr. Moorhead of the Phelps-Dodge Corporation, Mr. Dickinson, and Mr. Miller, I think, of the C. F. C I., and Mr. Pryde, were members of that committee. They investigated the work being done in Safety, Training, First- Aid, and other topics, and made a general survey of the educational problems that might be said to be of benefit to the coal operators and to the coal miners. I believe, if I understood Mr. Moorhead correctly, while this report was accepted the committee was not discharged; but everyone seemed to be a little in doubt as to whether this activity should continue. My plea here directly is, of course, to ask that they be made a permanent committee, and asked to report to you at the next meeting in February on what has been accomplished in carrying out the program that was advised by the various companies, and what success, from a standpoint of improved work and financial return to the company, has been had. I believe that the whole trend of your discussion here has shown the need or the opportunity for improved production through education. For instance your mechanical loader the need of men who are experienced along mechanical lines, rather than the old pick and shovel methods, and the need of better understanding of your problems, just as in your safety lamp discussion that came up in the report of your Safety Committee. We have also developed a new phase, a new may of getting at some of your problems at Dawson this year, that has not been covered previously. I want to ask Mr. Holman here to tell you what is being done as a starter. Remember, we have not worked this out. He will tell yon how we are making a preliminary start in training inexperienced miners with the idea of cutting the accident record and keeping the production of inexperienced men at a higher level. If you are interested in that, I would like to suggest that this committee be requested to investigate some of these things very carefully. The State of New Mexico was willing to put five hundred or a thousand dollars into this training program as an experiment. We are willing that the Institute should have the credit for it, but we want it carefully surveyed so at your next meeting or some subsequent meeting, they can say this has been a feasible project and worthy of consideration. Mr. Holman, will yon tell us a little about this? (Applause.) MR. HOLMAN: We had an idea that by putting a green man in the mine with an experienced miner, the green man would probably learn something, and not get into trouble, etc. We decided to take a certain portion of one of our best mines, cross entry room work, and establish an underground school. We picked one of the assistant foremen who was well trained in our particular mining methods, and any green man who was employed was put into this school. He was paid a salary and he trained each and every man. Each man or two men world be working in a room and we paid them the regular contract price; they were trained how to shovel coal, pick waste and various other things. Some would stay in there a month and be transferred to other portions of the mine or other

DR. BANOWSKY: Thank you very much. That was the shortest introduction that I have had lately, and I didn't have time to get my coat on. But I appreciated it, and I'm delighted to be here with an industry with which 1 feel strong affinity. At the University of Oklahoma we have an energy history. We are a little more currently involved in oil and gas, and those of you who know the history of our state would be aware we have an early coal development back really before the turn of the century in the southeast part of our state what we call Little Dixie. How many of you have spent anytime in Oklahoma or are from the state of Oklahoma? I'm not going to ask how many are from OSU or the University of Colorado. We did send you a football coach here from Oklahoma, and 1 see you have exchanged him. Several of you were only interested in the lobby in asking about our football team this year. 1 would like to go somewhere where we can talk about something besides football. I'm just trying to build a University that our football team can be proud of. We're going to be strong again. 1 can assure you. We've got the best football team money can buy. It's not quite as bad as the college president who called the coach in and said, "Coach we're in trouble, you're losing games and the alumni is very unhappy." "What can we do?" the president asked. The coach said, "Well the football team is flunking the admissions test. We can't get them in with the standard achievement and SAT tests." The president said, "What can we do?" The coach said, "Well the coaching staff has substituted for the American College Test the simple fill in the blank questionnaire." The president said, "Let's use it. We have got to get the team in." The first question was, Old MacDonald had a (-). And a couple of the big tackles were taking it and one of them said, "Hey, what did Old MacDonald have?" His friend said, "Stupid, Old MacDonald had a farm." "Well how do you spell farm?" He said, "Stupid, e i e i 0." Now the gentleman who met me at the registration line from Lakewood, Colorado, was asking me about one of our great big tackles; and he is doing well. We call him Doctor Death; he is also a wrestler and that gentleman said, "1 don't know how bright he is." 1 said, "He is bright enough for our academic tutoring that he is going to get through all right." So I'm delighted to see you and be here with my very dear friend, Carl Terzian. Carl and 1 were in Los Angeles together for 10 or 12 years when I was president of Pepperdine University. He and I are exactly the same age. Born in 1935 and 1 a month or two later in 1936. Fewer children were born in that period than in any other period of time in this century. For those of you who remember anything about that period, you will know why no one was having babies during that period. But Carl called and said, "Bill do you know where Vail, Colorado is?" Well when you live in Oklahoma, you learn where Colorado is in a hurry. 1 not only know this beautiful area, but have made too much of an investment here at a place called Beaver Creek. The real estate is cheap over there. 1 play regularly in the Gerald Ford Invitational Golf Tournament here. Hope you will visit Beaver Creek. It's just 10- 12 miles to the west. The sight of the 1976 winter olympics until the people of Colorado voted them out. And now Vail Associates and I are good Oklahoma families. Bass family, Harry Bass of course, many of you know this story, who is chairman of the Board of Vail Associates, is making quite an investment in that year-round resort area. Man's capacity far fretting is endless, and no matter what difficulties we surmount, how many ideals we realize, there is a stealthy pleasure in rejecting mankind or the universe as unworthy of our approval. - Will Durant Until recently, reasons for favoring one or another energy alternative were advanced on the basis of technical considerations and economic realities. However, it is an indication of the cultural climate of our society and growing realization of why energy is our master resource that many citizens have begun to express concern about the social and ethical implications of our energy deci¬sion-making. A vivid indication of this shift toward ethical concerns is reflected in the attention being focused on conservation - even to the point of regarding it as a virtual panacea equivalent to a "free energy resource." Among others, the authors of a publication by Resources for the Future cautions us about the difficulties of defining conservation. They also point out that unrealistic expectations for achieving the high levels of conservation claimed by true believers may boomerang if, at the same time, we are morally required to maintain economic growth and robust productivity for the basic well-being of more people. In its economic meaning, conservation signifies the most economic or cost-effective applications of energy, together with other resources, in a given process or activity. To achieve conservation that is cost-effective, saving energy alone is not sufficient; the cost involved in saving the energy must be no greater than the cost of the energy that is saved. Using its thermodynamic meaning, conservation and efficiency are viewed as constrained by physical laws and measured against ideal limits set by these laws and processes. Since achieving higher levels of technical performance is not without costs, the economic meaning of conservation must be factored into technical possibilities. It is the ethical, equity and environmental meaning of conservation that concerns us here. In its third meaning, conservation consists in moderation as a value which appears inherently worthwhile both in itself and in relation to social choices dedicated to achieving distributive justice. The value of moderation seems predicated on the assumption that natural resources and the environment have fixed, finite, exhaustible capacities for satisfying human needs. Hence norms for moderating human behavior appear to require prescriptions by some authority. Such norms presuppose some agreement on "essential" uses of energy. However, the difficulties of setting behavioral norms loom large, because "... it is as difficult to determine essential energy consumption as to determine what is essential in any other phase of consumption, whether it involves food, clothing, shelter, or recreation." The ethical meaning of conversation is further complicated by a centuries-old argument over the proper exercise of stewardship - i.e., how best to develop natural resources. On the one hand, the preservationist position insists on an inviolate, "hands-off" policy and stands opposed to ongoing development of wilderness areas and mineral resources. On the other hand, the "scientific conservationist" who preaches the "gospel of efficiency" insists on development of resources based on principles of sustained-yield, multiple use and - in the case of competing claims - reserving resources or land for their "higher use." Current confusion reigns among opinion leaders in the environmental movement because they appear to have lost the genius of the original Conservation ethic, developed in the 19th century. They seem to think that conservation is preservation. The question I wish to explore is whether a single-minded, exclusive pursuit of "conservation" in its economic, thermodynamic and preservationist meanings may actually do more harm than good in serving the ethical goals of conservation. MR. HARRINGTON: I would like to ask Mr. Bottomley if they fire their shots while the men are in the mine? MR. BOTTOMLEY: No sir; the shot-firing law in our State requires the shots to be fired after the men are out of the mine. We fire more shots than we did under the hand method of loading. Where formerly four holes were drilled, now we drill eight, using the same amount of powder as we did formerly, perhaps a little more, but we use a slower grade of powder. CHAIRMAN LITTLEJOHN: Any further discussion, gentlemen? MR. GIBSON: Mr. Chairman, I would like to ask Mr. Bottomley, if, in his shot-firing system, as I understand it, he has a very high coal and is working something like eleven feet? MR. BOTTOMLEY: Something like that. MR. GIBSON: I read the article that you referred to. Did you use both the first and the second delay explo¬ders in shooting the coal? MR. BOTTOMLEY: We use the ordinary fuse. MR. GIBSON: That is what I wanted to find out; whether you use the delay exploders and the detonators. In Utah, we are getting away from the fuse altogether, because we do not think it is accomplishing anything to use the electric light on the cap, and' at the same time shooting with fuse. We are defeating the object we might gain in using the electric safety lamp. That is a point that might be discussed a little further. MR. E. H. JOHNSON, The Coloder Company: I would like-since it is a general opinion that mechanical loading breaks up the coal, to ask Mr. Bottomley, if he finds a larger percentage of small coal, or how much, through the use of the mechanical loaders? MR. BOTTOMLEY: We do not find any great difference. In fact, we have succeeded in improving our lump coal percentage, and that is important, because it is largely domestic. At first, when the machines were installed, the boys shot the coal too hard, and we fell down a little, about two or three per cent, the first month, in our lump percentage, and we tightened up a little and changed our methods in shooting and got on to the stunt of drilling more holes and getting a slower grade of powder. We could not load as much coal in one day as we could before, but we did succeed in in. creasing our lump coal percentage four and a half per cent over the hand method, and that is quite a factor-quite an important factor and since our domestic trade is over with, we loosened up on the shooting and we are running about the same as we did with the hand loading, maybe a half per cent more, or one per cent, but pretty much the same. MR. SHUBART: Your coal is very high? MR. BOTTOMLEY: Yes. MR. SHUBART: Have you tried sunbbing the coal before shooting? MR. BOTTOMLEY: No, we have not tried that. It is very hard coal to shoot; we have no defined cleavage in our coal. It is the worst coal I ever saw to shoot. We do not try to snub it. Formerly, as I said, the miners drilled four holes, pretty well up near the top, and then four holes down, within about three feet of the bottom. It is the same thing as a snub shot, and that we find is the best method for shooting the coal. We have not tried any mechanical device for snubbing as yet. SECRETARY SHUBART: At one mine I saw snubbing tried with a Jeffrey undercutter with a seven-foot Jeffrey bar. This mine, by the way, is very similar to Mr. Bottomley's condition. They have very high coal, so the snub cut is a small percentage. They cut a seven foot undercut and raise the machine on an eight inch tie and undercut five feet to give the effect of a snub cut, 14 inches at the front of the cut, and then six inches at the back of the cut. They made a very marked increase in lump. (The bug dust would be a small percentage of the total coal), and they increased the percentage of the slack at the same time. They found a decrease by reason of the easier shooting of about 15 per cent in their slack. In other words their nut and lump coal ran considerably higher and their slack decreased 5 per cent with the snubbing cut. Mr. Bottomley, I believe, understands those conditions.
