September 1981 I'm here today to report on a revolution -- a revolution in the way the Federal Government looks at energy. I'm not talking about a simple change in the relative emphasis on sources -- such as more recognition for coal and nuclear power, with less rhetoric about "soft- technology." Nor am I describing a mere change in focus -- from the demand side to the supply side. And I am not referring exclusively to our obvious goal of budget cuts. No, I'm here to discuss a fundamental change in Federal direction -- one that started as soon as President Reagan was inaugurated, and one that is articulated in the National Energy Policy Plan he sent to Congress in July. That brief policy document was backed up by three volumes of supporting data; but I think I can catch it's flavor for you in just three phrases: * First, various energy forms complete with each other and complement one another. * Second, fair competition among them (which includes honest pricing) will give us the best "energy mix." • And, finally there may be ligitimate arguments about where Federal responsibility in regard to energy spills over into Federal interference; but it's about time we drew the distinction -- and eliminated the latter. This Administration's national energy policy is quite different from any we have had in recent years. It is tuned to human nature and changing times. We are seeking the best practical solutions in the energy -a lot better than the ones we have been offered before, but still something less than perfection. One way we do that is by counting on a fully informed public to guide it's own destiny. And, instead of treating energy as an isolated entity, we recognize it as part of the overall economy. The President's Program for Economic Recovery is as much a factor in energy policy as the specific actions of the Department of Energy. One striking difference from the past energy policy 1s that this policy plan does not say: "In 1985 we will -produce so many hundreds of millions of tons of coal: . . . or . . . "By the end of this century the Nation will be deriving X percent of it's electricity from wind generators." Unfortunately, targets like these are what many people have come to expect from the Federal Government -- and what they think of as energy policy, whether the figures hold up in the long run or not. But . . . think about it! Nether the Department of Energy nor any other part of the Federal Government produces coal, or mines uranium, or manufactures solar collectors. There are only a few sections of the country where the Federal Government generates and sells electricity. So it does not take any great insight to recognize that the amount of energy we will produce or consume as a Nation In the future depends on many factors beyond direct government action. And those future totals cannot be predicted precisely, anyway -- by the Government or by anybody else. According to our way of thinking, the choices should be up to the people. When the free market works within a healthy economy, individuals express their preferences in the marketplace -- adjusting the balance of all energy factors continually in a way that no computer could be programmed to reflect perfectly. So, instead of having the Government issue a rigid set of numerical goals, our main concern simply is that there be enough energy. We want the Nation itself to decide how much that should be, what form it should take, and how that energy should reach consumers. The marketplace decides. Considering the recent past, this is indeed a revolutionary idea. It has some pitfalls, and we won't reach this ideal of free choice overnight. But that is where we are headed. And I'll offer some evidence in a few minutes that the policy has already started working. First, let me give you some of it's highlights: 1) Nobody who appreciates the philosophical underpinnings of this Administration will be surprised that the energy policy shows faith In domestic energy production and the supply side of the economy; but it also recognizes the important role of energy conservation -- the wise and efficient use of energy resources.

A discussion of the paper published in Bi-Monthly Bulletin, No. 20, March, 1908, pp. 227 to 237, and No. 22, July, 1908, pp. 615 to 620. PROF. HENRY M. HOWE, New York, N. Y. (communication to the Secretary *) :-Mr. Hibbard's definition of steel would be the best yet offered were it not for its one defect, the vagueness or equivocalness of "fusion-process." Puddling is surely in one sense a fusion-process, and so are the charcoal-hearth or knobbling-processes. But what he says suggests the following definition, which seems to me a good one: " Steel: any variety of iron which is usefully malleable at least at some one temperature, and is either cast when molten into a malleable mass, or if not so cast can be much hardened by sudden cooling." It is not necessary in a definition that quantitative bounds should be set up, for instance, that the exact height at which dwarf apple-trees cease and standards begin, or at which hills cease and mountains begin, should be stated. These quantitative measures are proper for specifications and contracts, but are not necessary for purposes such as the present. HENRY D. HIBBARD, Plainfield, N. J. This paper describes a new apparatus for continuous wet fine-screening. Its preferred size range seems to be from 0.1 to 1 mm. The supercritical trommel screen is a short cylindrical trommel of wedge-bar type construction operated at a speed greater than the calculated theoretical critical speed and at a speed lower than the speed at which particles introduced into it will centrifuge. The paper describes results obtained with the prototype supercritical trommel screen in pilot plant scale. The results point to a high capacity and simultaneously to a high sharpness of screening. Finally, an analysis is presented of the forces acting in screening on a supercritical trommel screen. In the era of high speed, high capacity processing of raw materials the conventional slowly rotating trommel screen is often considered a relic from the times passed. A typical trommel screen is the cylindrical trommel rotated about a horizontal or slanting axis at a relatively low speed. Its screening characteristics are well known. Trommel screens of various types of construction, methods of operation, performances and other characteristics have been described in detail by Taggart.1 The theoretical critical speed of a trommel screen is defined by the same well known equation as that applied for grinding mills: where ncritical = the numerical value of the theoretical critical speed in rpm, D 1 = the inside diameter of the trommel in feet, and D2 = the inside diameter of the trommel in meters. ncritical corresponds also to the centrifuging speed provided that the coefficient of friction f between the trommel surface and the outer layer of the charge is = 1.0. In a general case: From Eq. 2 it is seen that in all cases where f < 1.0 the centrifuging speed of the trommel is greater than the theoretical critical speed. The supercritical trommel screen concerns screening operations within that speed range which is between the theoretical critical speed defined by Eq. 1 and the centrifuging speed defined by Eq. 2, under conditions such that the coefficient of friction f<1.0. It is reported by Taggartl that the optimum speed of a conventional cylindrical trommel screen 36 in. in diam was experimentally found to be about 16 rpm. From Eq. 1, the critical speed of this trommel is 44.2 tpm. The indicated optimum speed corresponds to (16/44.2) x 100% = 36.2% of the theoretical critical speed. The optimum speed range based on information available seems to vary from 33% up to 45% of the theoretical critical value. The trommel screen operated at a supercritical speed: operates at a speed greater than the calculated theoretical critical speed; operates at a speed lower than the speed at which the charge introduced into it will centrifuge; operates within the supercritical speed range in such a way that the coarse fraction of the charge must slide in respect to the inside surface of the trommel; the outer layer of the said fraction next to the screen tends to proceed in the same direction as any selected point on the trommel surface, but now at a lower speed, and indeed at a subcritical speed; allows to a certain degree adjustment of the maximum determining particle size x of the fine product simply by a variation of the speed of the trommel within the supercritical speed range. With increasing trommel speed, finer and finer material only will get the opportunity to find its way into the fine product while the screen opening remains constant. In conventional practice, the low speed trommel is generally used for sizing of coarse and medium coarse material, but seldom for fine screening. The characteristic feature of the product passed through the conventional trommel is that the determining size x of the biggest particle is barely smaller than the nominal size of screen opening. The supercritical trommel screen, on the other hand, is best suited for sizing of relatively fine material. Furthermore, the characteristic determining size x of the biggest particle in the fine product can be substantially smaller than the nominal width of the screen opening or slot. The distribution of lead between phases in the Ag-Sb-Te system was studied using microautoradio -graphy. Two compositions were investigated, both containing an intermediate phase Known as silver antimony telluride as the major phase, and one containing AgzTe and the other SbzTes as the minor phase. For both compositions, two thermal treatments were used: nonequilibrium solidification from the melt and long equilibration anneals of the as-solidified structure. For each composition, lead was segregated in the minor phase of the as-solidified structure, but was distributed in the matrix after anneal. The electrical resistivity and carrier type were insensitive to the distribution of lead in the two-phase structure. ThERE has been considerable interest in the Ag-Sb-Te system because of its thermoelectric properties. The major interest has been in compositions on the vertical section between AgzTe and SbzTes, particularly the 50 mole pct SbzTes composition AgSbTez (compositions are conveniently expressed as mole percent SbzTes along the AgzTe-SbzTes section). One of the major problems in the proper evaluation and utilization of this material is the inability to control the electrical properties through impurity additions: all alloys prepared to date have been p-type, even with the addition of large amounts of impurities. It has been shown Wit all the compositions previously studied contain an intermediate phase of the NaCl st&apos;ructure as a major phase (denoted by b) and a second phase, either AgzTe or SbzTe3, as a minor phase.&apos;-3 One explanation for the unusual electrical behavior of this material is that the impurity additions have a higher solubility in the second phase than in the matrix; the impurity would segregate to the second phase, leaving the bulk matrix essentially free of impurity.4 In order to investigate this mechanism with a specific impurity element, the distribution of lead between the two phases was determined using autoradiography. Lead 210 was chosen because of the suitability of its 0.029 mev 0 particle for autoradiography and also because of the interest in lead as an impurity in this system.5&apos;6 EXPERIMENTAL PROCEDURE Two compositions were taken from the vertical section between AgzTe and SbzTes, 50 mole pet SbzTes (Viz. AgSbTez) and 75 mole pct SbzTes, in which AgzTe and SbzTes appear, respectively, as the minor phase. Lead containing radioactive lead (pb210) was added to the above compositions to provide a concentration of 0.1 wt pct Pb. The material was placed in a graphite crucible in a quartz tube which was then evacuated and sealed. The samples were melted and solidified by cooling at a rate of 8°C per min and then removed and prepared for microa~toradiography. After autoradiographic examination of these samples, they were again encapsulated and annealed in an isothermal bath at 300°C for a number of days and prepared for examination. An alternate method of preparation employed a zone-melting furnace; the molten zone traversed the sample at a rate of 1.2 cm per hr and the solid was maintained at a temperature of 500°C both before and after solidification. This treatment had the same effect as solidification at a slow rate followed by an anneal for several hours at 500°C. In order to obtain the best resolution, thin sections of the alloy were prepared by hand lapping to a thickness of approximately 20 p. Other samples were prepared for examination by lapping a flat surface on the bulk sample. The resolution, although somewhat better in the former procedure, was adequate in both instances and the majority of the samples were treated in the latter fashion. A piece of autoradiographic film (Kodak Experimental SP 764 Autoradiographic Permeable Base Safety Stripping Film) was stripped from its backing, care being taken to avoid fogging due to static-electrical discharge. A small amount of water was placed on the sample, the film applied emulsion side down on the surface of the sample, and the sample and the film dipped into water in order to assure smooth contact. After drying, the film was exposed for 2 to 5 days, the period of time selected to give the best resolution. The film was developed on the specimen and fixed and washed in place. The phase diagram of the Pseudobinary section PbTe-Fe was determined. It was found to contain a monotectic and a eutectic reaction, the latter one taking place at 14 at. pct Fe and 875° * 5°C. The solid solubility of iron in PbTe was found to be 0.3 at. pct by electronmicroProbe analysis. No solubility of PbTe was detected in iron. Slight deviations from true pseudobinary behavior were found to occur in the range of - 5 to 10 at. pct Fe. In the course of a general investigation of reactions of various metals with lead and tin telluride,&apos; the lead telluride-iron system was reinvestigated. It had been established much earlier than iron does not chemically react with lead telluride but forms a eutectic with a melting point of 879" The eutectic composition or other related information has never been reported, but for a number of years iron has been in general use for contacting of lead telluride and lead telluride alloys for thermoelectric applications. It seems therefore desirable to clarify the exact constitution of the system to furnish a base for the long-term evaluation of bonds made between lead telluride and iron either by pressure contacting or by brazing methods. I) EXPERIMENTAL METHODS Lead telluride-iron alloys were prepared in 10-g charges, using premelted lead telluride. This material was prepared from high-purity, semiconductor-grade lead and tellurium obtained from the American Smelting and Refining Co. and described as 99.999 pct pure. The iron used was "Armco" iron; the major impurities found here were 0.02 pct C, 0.018 pct Si, and 0.015 pct Cr. All remaining impurities were less than 0.01, the total of all impurities not exceeding 0.15 pct. Charges were prepared in closed quartz arnpoules which were evacuated and in some cases backfilled with high-purity argon to retard excessive lead telluride evaporation and deposition in slightly cooler parts of the ampoule. For high iron concentrations, this can lead to total separation of the constituents, since the vapor pressure and the sublimation rate of PbTe are quite high.4 Nevertheless, since the ampoules are closed, no change in overall composition was expected and the nominal composition of all alloys was assumed to be retained. X-ray diffraction analysis, thermal analysis, and microsections were used in the evaluation of the alloys. The nature of the system was such that X-ray diffraction was not particularly helpful. It merely served to establish that at all concentrations PbTe and a! iron were in equilibrium at room temperature. Thermal analysis was carried out by taking direct temperature vs time curves on a Sargent recorder where a width of 10 in. was kept as 1 or 0.5 mv by use of an automatic bucking voltage network. Quartz ampoules with minimized dead space, coated with boron nitride and fitted with a thermocouple reentrant, were used as containers for the charge. At high temperatures and over long periods of time, boron nitride reacts with iron. For the thermal analysis runs, however, this was not significant. More significant was the fact that the vapor pressure of PbTe at some of the meas -uring temperatures apparently exceeded I atrn quite considerably. This, in some cases, caused the slightly softened quartz tubes to blow out if great care was not taken to contain them and minimize time and temperatures used. As containers pure nickel tubes were used which also served to avoid temperature gradients in the quartz ampoule. Nevertheless, the experimental difficulties at high temperatures were severe and the monotectic temperature could therefore not be determined accurately. In general, the accuracy reached by the thermal analysis setup in this case is *4"C as determined with gold, silver, and tin, under the conditions of analysis here. Inherently, the apparatus is capable of reaching accuracies better than i 1°C. Also, difficulties were encountered in microsection-ing. They were related to polishing, since it is rather difficult to avoid pulling the iron out of the weak and brittle lead telluride matrix. It proved best to follow a procedure where, after grinding to 600 grit on carborundum paper, a polish with 6 p diamond was used on nylon cloth. Discussion of the Paper of Albert R. Ledoux, read at the Atlantic City Meeting, February, 1904. ARTHUR JARMAN, Sydney, New South Wales, Australia&apos; (communication to the Secretary*): Some remarks upon. Dr. Ledoux&apos;s interesting paper from one who has not visited America may, I hope, be of interest to members. It appears to me that there is considerable difference between the training of the American and of the British mining engineer. Not that the subjects are different, but rather in the way in which they are handled, the illustrations being, as far as possible, mining in character. Colloquial instruction is unknown in English curricula, but could be introduced with advantage. Students here assure me that an hour of conversation is of tar more use to them than an hour of the best lecturing. In England a school-year of 6 or 7 months would be considered very short indeed; but Americans do not consider it so, for the reason that the rest of the year is mostly spent in acquiring practical acquaintance with their subjects in works or in the field, and the shorter courses, when coupled with this large amount of outside expe¬rience, produce an essentially practical-minded engineer, who is also more of a business man; whereas the English system, though excellent from a scholastic point of view, produces the theoretical rather than the practical man. British schools are waking up, however, and the practical aspect of the engineer&apos;s training is receiving greater consideration. Once launched upon his career, the American engineer is immediately called upon to exercise his self-reliance and ingenuity, if he is to retain the confidence of his employers; but what can we say of English directors? In how many cases is the engineer allowed to guide the destinies of his company? DURING the 30-year period spanned by these annual Howe Memorial presentations, many lecturers could proudly claim a kinship either as a student or an associate of the man whose memory we honor. Although it has been my good fortune to have attended many of these annual lectures, it was not my privilege to have known Henry Marion Howe personally. However, his great repute as teacher and scientist was known to all undergraduates of my day and the later years have enhanced my appreciation of his wisdom and foresight. Those who knew him well have said he derived particular pleasure from speculations on the future world of metallurgy. For this reason, I feel that perhaps he would not be unsympathetic to a lecture in his honor which departs from the highly instructive scientific presentations made in the past by so many able Howe Memorial lecturers, and which is concerned more with the practical phases of various steelmak-ing processes and some speculations on their future form and relative importance. The word "revolutionary" is frequently applied to each seemingly important improvement in the production of steel ingots, but in retrospect these changes, impressive as they appear at the time, are merely steps of progress. In the hundred years from the inception of tonnage steelmaking, only three processes can be truly classified as revolutionary. They are the pneumatic process, known in this country as the bessemer process; the reverberatory method called the open hearth process; and, the electric furnace process. There have been many variations and combinations of the three fundamental methods, but they remain truly the only revolutionary methods in steelmaking since its early history. Everything else has been evolutionary, in effect. doing the same things that we have done in the past but doing them better, correcting our errors through experience, and slowly but inevitably reaching a higher state of accomplishment. It has often been said that coming events cast their shadows before, and the production of steel ingots is no exception. As a result of the unrelenting demands of World War I1 and the years that followed, truly impressive progress has been made in steel ingot production. The incessant pressure for immediate results during this period required the employment of initiative and daring, as in few past decades, and many developments were brought to fruition. Of equal importance is the possible effect on future steelmaking methods of the many ideas initiated but still in formative stages. Fig. 1 portrays ingot production in the United States by the three fundamental processes over a period of 75 years and is interesting because it poses some questions as to future trends. The early ascendancy of the bessemer, its replacement in importance by the open hearth process, the amazing growth of the latter, and the recent challenge of the electric furnace are evident from the chart. Management is fully aware of these changes, but is even more interested in the future trends. Our concepts of the relative importance of the more recent developments and their possible effect on future processes may perhaps be best exemplified by a specific, hypothetical problem. Let us assume management is contemplating a new ingot producing plant with an output of 100,000 net tons per month, located in an area where some purchased scrap may be obtained but where by far the largest component will be own-produced blast furnace iron. Management requires a process or combination of processes which will yield highly uniform quality characteristics in the ingot form, and represent the soundest selection in investment and operating cost. Under these conditions, the obvious selection for the past four decades has been the open hearth process but, in view of more recent developments, management may believe that it is no longer permissible to disregard other possibilities with impunity. Accordingly, to be assured of the best possible selection, they request that you review not only the possibilities of utilizing the conventional open hearth, duplex, bessemer, and electric furnace methods, but also the more recent developments, such as the turbo-hearth, the Linz-Donawitz method, the Perrin modifications, and other possibilities. With this background, one might then appraise the relative importance of these methods to meet a specific need, and concurrently speculate on the forms that future ingot processes will assume and the relative importance of these processes.

C. G. McLachlan—In the foregoing paper the author has presented a very neat method for calculating the solution recovery for a countercurrent flowsheet. He has, however, based his calculations, as he states, on the assumption that "the concentration of dissolved value must be exactly the same in the overflow and underflow of any thickener." This assumption, which is usually made regardless of the type of calculation used, is "not strictly correct because diffusion of the dissolved gold in the solution associated with the solids as it progresses through the countercurrent system is far from being instantaneous, with the result that on a ton for ton basis, the assay of the solution in the thickener underflow is higher than in the corresponding thickener overflow. An agitator introduced into the flowsheet between thickeners will reduce, but not entirely eliminate, this difference. In practice we have found that the best way to take care of this condition— in addition to the use of one or more intermediate agitators—is to circulate 20 pct or 25 pct more solution than called for by the cheoretical calculation. This presents no difficulty provided that adequate thickener capacity is provided in the original design of the countercurrent circuit.

The extractive metallurgy of primary aluminum from its ores is discussed with special attention to the production of alumina from high grade ores by the Bayer process, including differences between American and European practice and a brief description of some processes for lower grade ores and the electrolytic reduction of the oxide to aluminum. METALLIC aluminum is not found in nature, but the oxides, hydroxides, and especially the silicates are plentiful. The estimated percentage of in in the crust of the earth is about 8 pct while that of iron is about 5 pct. By far the larger portion of this is combined with silica in the form of various clay minerals and igneous silicate rocks. From the point of view of extractive metallurgy of aluminum, these are low grade ores while the better qualities of bauxite are the high grade ores. There have been various definitions of bauxite but perhaps the best definition at the present time is that bauxite is a rock or earth commonly used as an ore of aluminum or its salts in which the aluminum is present predominantly as a hydrate or a mixture of hydrates and hydrous oxides. It contains varying amounts of oxides of silicon, iron, and titanium and traces of compounds of some of the less common elements. The silica is mainly combined with alumina as clay or clay minerals which are hydrous aluminum silicates, although a part of it may be present as quartz sand. On the American continents, the alumina is mainly present as gibbsite, Al2O3 . 3H2O, and the same may be said of the best known deposits of the Dutch East Indies and some of the deposits in India. In France and other countries in Europe as well as in Africa, the alumina is present mainly as boeh-mite, A12O3 . H2O, but in some of these deposits it is mixed with minor amounts of gibbsite. Some other deposits, such as those in the islands of Haiti and Jamaica, evidently contain two or more hydrates or hydrous oxides of alumina in varying proportions. Perhaps the main portion of the alumina may be present as gibbsite and boehmite with the proportion between the two varying rather widely. In the silicate minerals, including clay, the alumina is chemically combined with silica and has not been separated satisfactorily by mechanical or physical ore-dressing methods. Low grade bauxites are mixtures of hydrates, usually gibbsite or boehmite, with clay, iron oxides, etc. In some low grade bauxites, it is possible to separate a portion of the gibbsite or boehmite, which may be present as relatively hard and coarse particles, from soft or finely divided clay minerals by log washing or similar methods. This has been applied to the product of some mines or parts of them, but on other ores it is not applicable. In some cases the gibbsite or boehmite is almost as fine and soft and of nearly the same specific gravity as the clay minerals so that washing and gravity separations are not successful. The iron oxide, the clay minerals, and a part of the titanium minerals are often so finely dispersed in the ore that any of the physical mineral separation methods, including separations by gravity, particle size, flotation, and electrostatic or magnetic separation, have not been commercially SUCCESSFUL except on relatively small lots of ore. For these reasons, the only available methods of separation on the general run of ores have been methods which would be classed as chemical rather than physical or mechanical separations. Aluminum oxide can be reduced by carbon at temperatures above 1800°C to form metallic aluminum and aluminum carbide or nitride. The temperature for rapid reduction of aluminum oxide to metallic aluminum is about the boiling point of aluminum and above the temperatures necessary to reduce iron, silicon, and titanium so that the direct reduction of an aluminum ore with carbon will produce an alloy of aluminum, iron, titanium, silicon, etc., which may be mixed with carbides and nitrides. Also a large amount of the reduced aluminum may be lost as a vapor except in the presence of some alloying agent such as copper or other metals. While it is possible to refine such alloys or mixtures so as to produce commercially pure aluminum, the methods which have been found are too expensive for the present market. The semiconductor heterojunction is considered in terms of simple models which may lead to an understanding of move complex heterojunctions. Metallurgical and electrical properties of hetero-junctions aye discussed including the interface structure, energy -band diagram, and carrier transbovt across the interface. It is found that in a heterojunction all mechanisms such as injection, tunneling, and junction recombination found in simple junctions play modified voles. INTERFACES between materials (grain boundaries, the electrical junction between two differently doped materials in a single crystal, the oxide-metal interface, or metal-metal junctions) are of considerable importance in many situations. These various interfaces all have one very fundamental thing in common. Quantum mechanically speaking, the wave functions of the electrons in one material may penetrate the other material but, in general, only to the extent of angstroms. From an electrical point of view the conduction mechanism changes as a current passes through such junctions. In some cases the change is tremendous, in others almost negligible. The interface, then, is the locus of a change of conduction mechanisms. Some of these, particularly in semiconductors, are well-understood. The ordinary p-n junction in a single crystal can be the locus of an injection mechanism or a tunneling process, depending on conditions. The mechanisms are probably best understood in semiconductors because of the possible simplified view of particlelike conduction. The bands are either nearly filled or nearly empty and band overlap is seldom involved. The same fundamentals are probably important in other situations too but they are very difficult to look at naively. Although the simple look at the semiconductor case only gives us a relatively rough picture which must then be refined, the other systems, which involve a more complex situation, immediately are in many ways too difficult. There are too many initial choices of complex systems and therefore it is not possible to be even reasonably certain of any one model. Because of the relative simplicity of semiconductors, their good and controllable structure, and because of the ability to make many measurements on them not normally available to either metals or insulators! they are probably the best understood materials. It is therefore desirable to use them as a tool to further the understanding of interfaces in general. Semiconductor-heterojunction concepts were first proposed by kroemer1 in 1957. This was followed several years later by reports on the fabrication and experimental characteristics of heterojunction structures by Anderson2 and Diedrich and jotten.3 I) THE HETEROJUNCTION STRUCTURE To get down to hardware, when we refer to a semiconductor heterojunction we imply that there exists an intimate contact between different semiconductor materials. We could put two pieces of material together, complete with oxide layers, we could remove the oxides, or we could even melt the interface and hopefully get wetting and a good "bond" on solidifying. In fact we could by some means grow a crystal of one material using the other as a seed. Essentially we are interested only in the last two because they are the simplest to look at analytically. The degree of perfection of fit varies greatly and is reflected somewhat in the arc welder&apos;s joint strength. The lattice match of the two materials, their orientation, and so forth. is obviously necessary for a good bond but so is the continuity of any polar bonds which are involved such as in the III-V semiconductors. The mechanical misfit between two similar lattices can be described in terms of edge dislocations. The edge-type dislocations must be very close together for the usual misfit and there must be dislocations for each of several different Burger&apos;s vectors in order to produce a lattice match. The .&apos;dangling bonds&apos;&apos; resulting will be involved in producing interface charge. Order of magnitude estimates of the charge density extrapolated from low densities of dislocations in homogeneous materials give 5 x 1013 cm-2 Ge-Si and 1 X 1012 cm-2 Ge-GaAs electronic charges. Edge dislocations also act as very active recombination centers between holes and electrons. One lattice "matching" difficulty usually exists even if two structures have essentially the same lattice constants as they will have different coefficients of therma1 expansion. Thus, on cooling from the usually high temperature of fabrication to room temperature, dislocations are produced, a good fit not existing at both temperatures. In brittle materials this shrinkage may even result in cracking. For the Ge-Si interface the mismatch is about 2 x 10 -6 per degree whereas it is less than 10"7 per degree between germanium and GaAs. THE problem of making iron-manganese alloys of scientific purity is a rather difficult one. They cannot be prepared in air because of the readiness with which the metals oxidize at the temperature of melting; and they cannot be prepared in vacuum because of the, high vapor pressure-of- manganese. The very property of: manganese which permits it to be purified interferes with the utilization of the best method of making pure alloys. Accordingly, it is necessary to use a gas atmosphere which will not affect the-properties of the alloys. The gases available for the purposes are hydrogen; helium and argon. Nitrogen forms intermetallic compounds with manganese very readily. Hydrogen, while valuable as a deoxidizer and having the advantage of being comparatively cheap, is explosive over a wide range and, has a rather high thermal conductivity. Helium is reported as, costing little but is difficult to secure at a reasonable price and also has a conductivity nearly as high as hydrogen. Since argon has a sufficiently low thermal conductivity, it has been selected for use in one induction furnace for melting, under a controlled, gas atmosphere, in spite of its cost, which is so high (70 cents to $1.50 per cubic foot) that it must be stored and purified.. Such a gas atmosphere-as argon makes necessary the use of the, high-frequency induction method of heating. TUESDAY afternoon the annual meeting was devoted to a general session, in the auditorium, on production control. George Otis Smith presided and in opening the meeting recalled that the session in 1920 on the stabilization of the coal industry was the first time this subject had been discussed by Institute members in a general session and then introduced Carl Snyder, of the Federal Reserve Bank of New York, who spoke on "Long-time Growth and the Factors In Its Variations." He spoke without notes and a full presentation of his views must be deferred until the stenographer&apos;s report is available. He said that of the total production some 80 to 90 per cent represents goods for consumption and the other 20 to 10 per cent for construction. He discussed various indices of production, concluding that bank clearings are the best, and showed by charts that when they are plotted, allowing for various disturbing factors, they are seen to increase quite regularly at the rate of about 4 per cent per year. The production curve rises at only 3y2 per cent per year, because agricultural production does not in- crease as fast as manufacturing postal revenues in- crease at the rate of 5 per cent per year while the use of electricity increases twice as fast.

The Liberty tunnels extend through a very steep hill in Pittsburgh (locally called Mount Washington) for a distance of slightly over a mile. The two tunnels parallel each other and are 59 ft. apart, center to center (Fig. 1) They are for vehicular traffic, and in each there is ample space for two lines of vehicles. Northbound traffic, toward downtown Pitts- burgh, is confined to the east tunnel and southbound traffic to the west tunnel. Mr. A. Bement, Chicago, Ill. (communication to the Secretary*) :—Mr. Campbell, in proposing his method of sampling coal-seams, has rendered an important service in insisting on the presentation of an adequate history of the sample; and it is to be hoped that his suggestion will meet with further recommendation. In my opinion it is fully as important that a complete description of the sample and the conditions surrounding its taking be given, as the results of the analysis itself; and if such should become standard practice, coal-analysis would assume greater value. As it is, the published data are very confusing, and only to an extremely small extent are they really useful. The method suggested by Mr. Campbell, however, cannot have a general application; for example, in the Eastern Interior coal-basin, particularly at the present time, the output consists largely in grades other than mine-run, which in Illinois, for the year 1905, was only about 24 per cent. of the total product; and inasmuch as Mr. Campbell&apos;s method of sampling cannot give values for any other grade than mine-run, my contention that, at best, it can have but a limited application, is apparent. To illustrate the argument, there are two coal-seams, with the characteristics of which I am particularly familiar; each seam, as it lies in the ground, contains almost exactly 10 per cent. of ash; the lump coal from one of these seams ranges from 10 to 11 per cent. of ash, but from the other seam it does not average more than 6 per cent., although, as before mentioned, the average percentage of ash in the full seam is the same for each case. A careful and proper sampling of coal-seams, to be followed by analyeis, is to be commended in connection with all investigation; in fact, it should precede any careful study. ANNOUNCEMENT on August 6 of the historic event of dropping an atomic bomb on Hiroshima, Japan, was more dramatic even than V-E day, since that had so long been forecast whereas the bomb production had been the best-kept secret of the war, even though at one time more than 100,000 people had been at work in connection with its production, and some two billion dollars had been spent on the project. Mining men had long been aware of an unexplained abnormal interest in uranium production, and suspected that something of the sort was on foot, while metallurgists were aware that various men of their acquaintance were engaged in some top secret research. The first announcement was soon supplemented by other official releases which told more about the research laboratories for theoretical and pilot studies, and the plants in Tennessee and Washington, but none of them made clear what the modus operandi is of these terrific bombs. Inquiry at Colum. bia University, where Dr. Dunning and his associates had succeeded in 1939 in splitting the uranium atom, and where laboratories known only as SAM have been feverishly active since the beginning of the war, was unproductive, since none of those officially connected with the project could give out anything beyond the official releases.

DISCUSSION L. E. Djingheuzian (Canadian Dept. of Mines and Technical Surveys, Ottawa)—In their Summary the authors say: "Reconciling the grinding efficiency with good metallurgy is still a problem." In the discussion of the first paper8 in his reply to W. I. Garms, Mr. Myers states: "Our grinding process with smooth I-in. balls has reduced by nearly one half the metallic losses in the fine micron sizes of the tailing. This is simply because less of the fine micron sizes are produced. Since the + 65 mesh size is the same as formerly, a higher percentage of the intermediate sizes are developed. These sizes have the highest floatability, require the least reagents, and use less floating time. "These factors contribute so heavily to the overall economies that dropping our power grinding gain from 28 pct back to 19 pct is a small detail. However, we feel that this is only a momentary situation and that eventually the best features of the grinding and flotation processes can be brought together, which is as it should be." Italics are mine. The above statements, to me, appear to be the answer to the opening statement in the Summary. Denoting the costs at different power grinding gains as: Power Grinding Power Grinding Gain, 28 Pct Gala, 19 Pct Cost of grinding G G1 Cost of flotation F F1 Value of metallic losses T T1 where G1 > G2 F3 < F, and T1 < T, we have: G1+Fl+T1<G +F+T. Since the authors accept the idea that "grinding in flotation plants becomes part of the &apos;conditioning&apos; of the feed to flotation",4 i.e., that in flotation the ball mill is primarily a conditioning machine, it can be postulated that Tennessee Copper grinding at cost G1 is more efficient than grinding at lower cost G. This can be directly inferred from the Conclusion of the paper. Mr. Myers also emphasizes this at the end of his reply to Mr. Garms: "that grinding is for the purpose of preparing flotation feed and not grinding per se." This, to me, in the final analysis means that when the efficiency of grinding is weighted against the conditioning factor, the former becomes a function of efficient conditioning, hence, within the system in which proper conditioning is the dominant factor, the best grinding efficiency is provided by grinding which will contribute towards the optimum conditioning. This brings us again to the statement: "that if every grinding unit were considered as a conditioner for each following step, efficient grinding plants would become much easier to design."&apos; In other words, grinding equipment should be balanced against the flotation equipment and against chemical reactions taking place in the system. F. C. Bond (Allis-Chalmers Mfg. Co., Milwaukee)— The authors&apos; discussion of the probable ball motion in a slow speed high dilution mill is very interesting. When the 1-in. balls have worn down to about one fourth of their original weight they apparently first develop a flat surface; as wear progresses this flat face becomes concave, and other concave faces appear. It seems more probable that the first flat face may form at the softest part of the ball surface, and that each succeeding contact tends to force this flat face into sliding contact with a larger round ball; than that the flat faced ball tends to pair off with a particular round ball and to travel with it continuously. When the small worn ball has a flat face and is in sliding contact with a large round ball, the surrounding large balls will assume a more or less definite pattern, and slide against the worn ball, thus producing secondary concave faces. The primary concave face seems to be larger and better developed than the secondary faces. The ball charge can be divided into "concaves" which show at least one concave surface, "intermediates" which have developed flats or incipient concaves, and "rounds." Ball slippage is always present in a tumbling mill, and the mutual ball movement is necessarily a combination of rolling and sliding. The sliding motion is apparently concentrated upon the smaller worn balls which nest between the surrounding larger round balls. When each worn ball starts its upward path in the mill its primary flat or concave surface fits against a larger round ball, and the round ball slides upon it. The action may be something like that of the ball separator in a ball bearing, except that the worn sliding balls are always under considerable pressure. The material is ground under the combined influence of breakage 1—by impacts between falling balls and between falling and supported balls, 2—by being nipped between rolling balls, and 3—by being rubbed between the sliding balls. The rubbing action will be increased in the presence of worn balls with concave surfaces. The rubbing action probably produces a considerable portion of the finely ground slimes in the product. The worn balls commonly approach tetrahedrons in shape, and are very different from concavex, each of which has two equal opposed concave surfaces. The manganese ore deposits of the Gold Coast, British West Africa, occur in very ancient rocks, of both sedimentary and metamorphic types. In certain respects they have a strong resemblance to those of India and Brazil, as contrasted with those of Tertiary age in Georgia, but in this paper no careful comparison with them can be made. Viewed from the present condition of the manganiferous rocks, the oldest deposits are in the sediments. Later than these are the progressively metamorphosed representatives of these sediments. Youngest are the products of decay and degradation with the concentration of manganese oxide in the rocks of both groups. The oldest occurrences are in argillaceous and siliceous phyllites and slates, which show only a moderate degree of metamorphism. They belong to a series which also includes mudstones, sandstones, grits, conglomerates and subordinate limestones, with tuffs and lava-flows, largely of basic types. This has been named the Birrim System. Its age is unknown, for no definite fossils have been discovered in it. Since these non-fossiliferous strata at many plaees are of a character which in many parts of the world are suitable for the preservation of fossils, and which contain them, it is assumed that the Gold Coast deposits are pre-Cambrian. These rocks of the Birrim System have normally a northeast-southwest strike, and are folded, but not to any very great degree except in certain belts. From the Eastern Province of the Gold Coast they may be traversed diagonally across their strike for upwards of 600 miles, to the extreme northwestern corner of the Northern Territories. Thence they probably extend much farther into French territory.

The stabilization of the R, a-Mn, and 0-Mn phases have been studied in the Mn-Ti-Fe and Mn-Ti-Co systems. Iron and cobalt both appear to stabilize the (Mn-Ti) R phase to almost the sarne extent. The R-phase region was found to extend from the lowest e/a to slightly beyond the maximunz e/a limit known for this phase. But, while iron appears to stabilize the a-Mn phase, cobalt tends to stabilize the p-Mn phase. In the two systems manganese appears to get replaced by iron and cobalt in each of the mentioned phases. The instability of the a-Mn phase in the Mn-Ti-Co system and the /3 -Mn phase in the Mn-Ti-Fe system cannot be explained on the basis of adverse size effects because atomic diameters for both iron and cobalt (C.N. 12 at. diam) are ziery similnr and not much different from manganese which they replace. Qualitatively, the reason for the stability of the a-Mn and the p-Mn phases can be traced to the more favorable e/a ratio prevailing in the respective systems and to a competing tendency between the two phases. In transition metal alloy systems the o, p,P, R, a- Mn,&apos; and p-Mn2 phases have been claimed as electron compounds. A large volume of work has been done to establish the criterion for the formation of the o phase but until very recently practically no systematic work was done on the a-Mn and the /3-Mn phases. A recent investigation on the P-Mn phase3 indicates the e/a criterion for p-Mn phase stabilization. Since the R phase was first known to appear only in certain ternary systems1 no detailed work was then possible for this phase. The R phase has been recently discovered as a binary intermetallic compound in the Mn-Ti~ and Mn-si~-&apos; binary systems. The existence of binary R phases opens up the possibilities of studying the effect of alloying elements on the stabilization of the R phase. Of the two binary systems possessing an R phase, the Mn-Ti system appears to be more interesting because at a suitable high temperature it is possible to find the three electron compounds, the a-Mn, p-Mn, and R phases, side by side and it is possible to study the effect of a third transition element on these three electron compounds. For the present investigation iron and cobalt, so called B elements for the formation of electron compounds, have been used as the third element to study the stabilization of the a-Mn, P-Mn, and R phases. EXPERIMENTAL PROCEDURE The alloys were prepared by using 99.9 pct pure electrolytic Fe and Mn, 99.5 pct Co, and crystal bar titanium, supplied by Semi Elements Inc., New York and Gallard Schelsinger Mfg. Co., New York. Weighed amounts of the components were melted in recrystal-lized alumina crucibles in an inert atmosphere (argon) high-frequency induction melting unit. Titanium was made into fine chips for easy dissolution and a special charging procedure was adopted to avoid contacts of titanium chips with the alumina crucibles. Up to 20 at. pct Ti, the maximum titanium content in the investigated alloys, there was no visible sign of reaction of titanium with the alumina crucibles. With a careful control of melting time and temperature the losses were minimized and were always found to be below 0.1 pct. Because of such small and almost constant weight losses, the alloys were not finally analyzed. The alloys were wrapped in molybdenum foil and annealed in evacuated and sealed silica capsules at 1000" * 2°C for 72 hr and subsequently quenched in cold tap water. Annealed samples were examined metallographically and by X-ray diffraction. For all high manganese alloys oxalic acid solutions of various concentrations and 1.0 pct HN03 solution were found suitable as etching reagents. Best contrast between the a-Mn and the R phases could be obtained by using freshly prepared 60 pct glycerine + 20 pct HN03 + 20 pct HF solution. For high iron and cobalt containing alloys, especially for alloys containing the a-Fe, y-Fe, and P-Co phases, 15 cc HNOJ + 60 cc HC1 + 15 cc acetic acid + 15 cc water solution was found to be the best etching reagent. All X-ray diffraction work was carried out (using specimens prepared from annealed powders) with a 114.6 mm diam Debye-Scherrer camera using unfiltered FeK radiation at 25 kv and 10 ma. All calculations for X-ray diffraction work were carried out using an IBM 7044 digital computer RESULTS AND DISCUSSION The two ternary systems, MnTiFe and MnTiCo, were investigated near the manganese rich end, Figs. 1 and 2, and show some common features. In both alloy systems large extensions of narrow R phase regions occur at almost constant titanium contents. At titanium contents higher than that of the single phase R-phase alloys, the same unidentified X phase was found in both ternary systems. The extensions of the X phase close to the Mn-Ti binary indicate that this phase could be the TiMns phase. Too few X phase diffraction lines were present in the diffraction patterns to make positive identification of the X phase. In contrast to this similarity the two systems show opposite behavior in the extensions of the a-Mn and 8-Mn phase regions; while iron tends to stabilize the a-Mn phase, cobalt
