Coeur Rochester Inc. located in north central Nevada, operates an open pit mine moving a total of 16 - 18 million short tons of material per year. A three stage crusher produces approximately 8 million tons of a minus half inch product that utilizes truck stacking to construct a heap leach with a zinc precipitation recov­ery plant. Coeur Rochester recovers approximately 6.0 - 7.0 MM ounces of silver and 60 - 80 K ounces of gold annually. Current metal prices and good operating practices require contin­ued review of operating systems that support the operation, thus the development of a Strategic Mine Plan. This Strategic Mine Plan provides managers, engineers and supervisors a means to improve their operations through three main objectives: 1. Reduce operating costs, 2 .. Increase production, 3. Increase mine life (reserves). These three main objectives will be reviewed in context to their current status and past performance.

The disposal of plant tailings in a safe and environmentally acceptable manner has taken on increased importance throughout the world, across all types of mineral beneficiation plants. In the U.S. plant life span, expansions and new plants in the current robust mineral markets are faced with environmental pressures to minimize the use of land for disposal by maximizing existing tailings pond capacity. The combination of many drivers from economic to environmental have brought paste thickeners into the coal industry (PasteThick 2007) Thickening tailings to a more concentrated slurry is a common step in the disposal flow sheet. Thickening to a non-settling ?paste?, also called ?thickened tails? or ?tailings stacking?, is a relatively recent development. This paper describes the paste thickener as an alternative for dewatering a fine coal refuse (tailings) stream for deposit as a paste. Initial operating results of the paste thickener are discussed.

This paper describes the development and testing of the RAMEX excavation system. Incorporating a synergy of low velocity, high energy impact and kerf cutting, this machine offers a competitive alternative to drilling and blasting in hard rock. It is a boom mining machine that incorporates the features of a lightweight roadheader and it can mine nearly any shape opening in hard rock. The RAMEX Tunneler has been developed to satisfy industry demands for a non-explosive, flexible, continuous and rapid underground rock excavation system. It will produce minimum ground vibration in the urban environment and allow the flexibility necessary for thin seam mining conditions. It will also reduce initial ground support costs and has a minimum impact on rock integrity. Developed by RAMEX Systems with cooperative research provided by the U.S. Bureau of Mines, this system, could produce the next step in the continuing evolution of mechanical mining systems.

The paper will discuss the successful construction of the largest dollar value ($194.5 million, U.S.) TARP (Tunnel and Reservoir Plan) project built to date for the Metropolitan Water Reclamation District of Greater Chicago. The mining and lining of the 18.5km (11.54 miles) tunnels will be emphasized. The tunnels were driven utilizing three TBMs ranging in size from 9.85m (32.33 ft) to 3.70m (12.16 ft) in diameter. The operations surrounding the 11,546m (37,876 ft) long 9.85m (32.33 ft) diameter tunnel will be highlighted. A total system concept was utilized to attain mining rates up to 29.3m (96 ft) per shift and lining productions of 58.5m (192 ft) per day. The reliability of these systems was instrumental in the completion of the project more than a year ahead of schedule.

This paper examines Bolivia's General Environmental Bill recently passed by Congress: a multi-purpose law with two primary objectives: a) the protection and conservation of the environment, and b) the promotion of sustainable development. In this law, environmental benefits are emphasized by stating general principles, not by attempting to define the means. Regulations are left to the writing of subsequent complementary codes. This paper shows that much of the controversy surrounding the legislation disappears when it is seen as guide rather than an operational part of Bolivia's industrial policy. In essence, the law addresses recent environmental awareness in a region more anxious than ever to speed economic growth.

The appropriate software and hardware necessary to adapt an X-ray CT analyzer for the determination of coal washability was developed and successfully tested for well-characterized samples under laboratory conditions. Evaluation of the CT-based analyzer under simulated on-line conditions is also presented to verify the on-line capabilities of the newly developed X-ray CT analyzer for the control of coarse coal cleaning circuits. The investigation shows that the data obtained from CT washability analyses compare favorably with experimental sink float data. Further, image frequency was considered to evaluate the CT-Based coal washability analyzer for simulated on-line conditions. Specifically, the number of observations (image spacing) needed for accurate sampling and the total time required to perform the calculations for a representative data set were determined. I. INTRODUCTION Lawyers are a cautious breed; and it might be expected that a paper concerning a broad and complex area of legal regulation, prepared by lawyers for presentation to a predominantly non-legal audience, would commence with several caveats. Ours are the following: First, we have written a broad (and, in some instances, simplified) overview of the regulatory system and of some of the more important requirements generally applicable to uranium mine and mill wastes in the United States. Our paper is not a legal opinion setting forth all of the governmental requirements that would have to be met by any particular mine or mill. Similarly, we do not imply that the requirements we mention are necessarily applicable to each and every mine and mill in the country; depending on the facts, some of the requirements may be inapplicable or avoidable through exemption or variance proceedings. Compliance decisions and strategies for particular facilities must be considered on a site-specific basis. Second, we have undertaken merely to describe the regulatory framework and some of the generally "applicable" requirements which have been promulgated and proposed by administrative agencies. We express no opinion on whether, under the U.S. Constitution and statutes, the existing and proposed agency regulations are valid in general or as applied to any particular mining or milling operation. There are, of course, procedures for judicial review of agency action; and newly promulgated environmental regulations have frequently been challenged, with varying degrees of success, before the courts. For us even to begin to consider such issues would expand an already forbiddingly long paper to totally unmanageable proportions. Third, in light of the subject of this Conference we have limited our paper to the legal framework and requirements applicable to uranium mine and mill "wastes" -- primarily mine overburden and waste rock and mill tailings (including waste tailings solution). We treat operating discharges (e.g., emissions from yellowcake drying) only peripherally. The selective depression of pyrite from the Kentucky No. 9 coal seam was systematically examined using various kinds of inorganic and organic chemicals. Most of the organic chemicals tested showed little selectivity in pyrite depression. It was found that both orthophosphate and pyrophosphate were effective for the selective depression of coal pyrite in coal flotation using fuel oil as a collector. At substantially low concentrations of pyrophosphate, the flotation of coal pyrite was completely depressed over a wide pH range, while the coal flotation remained unaffected. The mechanism of the selective depression of pyrite by phosphates was explained with the help of thermodynamic calculations of iron-phosphate-water systems and zeta-potential measurements. It was shown that pyrophosphate reacts strongly with the iron ions of pyrite to form stable hydrophilic iron pyrophosphate complexes on pyrite surfaces.

Then the researcher must know the structure and composition of the mineral and its physical and chemical properties. Can these properties be changed by processing particle size and shape modification, and surface chemical treatment? Examples of tactical R & D in the industrial minerals area will be described.

Utilizing the principles of elastic-brittle fracture mechanics, stress-displacement relationships are derived for an elastic solid containing a slip plane consisting of various configurations of collinear arrays of cracks. These models take into account the heterogeneous nature of slip planes as observed in the lab and in the field, and are relevant to the behavior of rock containing faults, joints, bedding planes, and fractures. All of our models exhibit slip weakening behavior, and show regimes of both stable (aseismic) and unstable (seismic) deformation. For given configurations of cracks and applied boundary conditions, our results show explicit ly the energy released through unstable crack growth. For instance, it is found that two equal length cracks growing together release more seismic energy than, say, a large crack growing into a small crack. Also, by allowing cracks to coalesce, our models show multiple stick-slip events without crack healing or other geochemical means.

The “Functional Performance Equation for Ball Milling” was first presented in 1988. It now has been used successfully in more than a dozen mineral processing plants. This powerful, yet simple tool provides a new level of understanding of closed circuit grinding. It shows how grinding circuit efficiency is in reality comprised of two distinct efficiencies. It demonstrates how circuit production rate is related, collectively, to these two efficiencies, mill energy input, and the grindability of the ore. It links circuit performance to design and operating variables that can be manipulated, and creates an effective strategy for making plant improvements. This paper covers the derivation and industrial validation of this equation. As part of an engineering and management system that also incorporates suitable metrics and process control, other operators can now use this tool to make improvements and to manage the performance of their grinding operations with clarity and confidence.

El Abra has the world's largest leach, solvent extraction and electrowinning facility, The crushing plant capacity is 120,000 metric tonnes per day and the cathode production capacity is 225,000 metric tonnes per year. The El Abra mine and plant are located in the Province of El Loa, in Region I1 of Chile, 55 km. north of the city of Calama. The ore deposit outcrops on the southern slope of Cerro Pajonal at an altitude of 3,900 to 4,100 meters above sea level. The processing plant and camp facilities are located at a lower 3,300 meter elevation on an alluvial slope, 15 km southeast of the deposit. The operating company, Sociedad Contractual Minera El Abra, is 51% owned by Cyprus Arnax Minerals Company through the Cyprus Climax Metals Company subsidiary and 49% owned by Corporaci6n Nacional del Cobre de Chile (Codelco). The present paper describes the ore reserves, mine operations, crushing, leaching, solvent extraction, electrowinning and infrastructure facilities.

The adsorption behavior of silver in ammoniacal solutions on activated carbon was studied. In addition to the concentration of ammonia, the parameters that affect adsorption include temperature, degree of agitation and anion and cation concentrations. In the study, it was found that the adsorption of silver from ammoniacal solutions is dependent on the initial silver concentration in the solution. It was also found that the recovery of silver from ammoniacal solutions is not as effective us gold. The adsorption rate was relatively slow overall, despite a rapid initial adsorption. The apparent activation energy ,for the adsorption was measured at 30.2 kJ/mol. It was believed that the kinetics of the silver adsorption on activated carbon was limited by a mixed control mechanism.

In December 2013, the Colorado Department of Transportation (CDOT) completed the widening of the eastbound tunnel on Interstate 70 (I-70) from two lanes to three. Work on the westbound tunnel began earlier this year and is scheduled for completion in December. The Twin Tunnels project is located in the mountains about 55 km (35 miles) west of Denver. They were bored during the 1960s when I-70 was being built and became the main access to Colorado?s growing number of ski areas and the state?s Western Slope. Throughout the decades following their construction, traffic on I-70 continued to increase and now the tunnels have a major bottleneck. Com-mutes to and from the mountain resorts, particularly on weekends, have become long and slow. Adding a third lane through the tunnels will help alleviate the congestion. (A complete report on the project can be found in T&UC, December 2013, page 61.) Once the eastbound tunnel was completed late last year, CDOT authorized the funding to begin work on the westbound side. That made economic sense, as the equipment used on the eastbound tunnel needed to only be shifted across I-70 to begin work on the westbound side, rather than removing it in December and bringing it back in March when construction began on the westbound tunnel. Work on the westbound tunnel uses essentially the methods that were used on the eastbound tunnel ? removal of the existing concrete lining and using drill-and-blast methods for tunneling widening. The main difference between the two tunnels is that the westbound side requires more blasting on both ends to widen I-70 to three lanes.

The Gaudin lecture is devoted to fundamentals. Given my involvement with column flotation over the last 20 years, this is my topic. I have tried to identify spinoff basic research and provide a personal list of favorites. Two are selected for discussion here. They are single bubble rise and bubble surface area flux. The rationale for such work, as well as some of the findings, are reviewed. Support for fundamental work seems as volatile as the economy (and the link is probably not coincidental). I hope some utility to the minerals industry is evident in the text. Column flotation in its current form originated in the early 1960s. The method was invented by Boutin, patented by Boutin and Tremblay and pursued doggedly by Wheeler. Their aim was to overcome the problem of mechanical entrainment of fine particles in the water carried by the bubbles, which they were convinced contributed to lowering flotation concentrate grades (Wheeler, 1988; Finch and Dobby, 1990). The solution was a combination of columnar geometry, the addition of wash water into a deep froth and the maintenance of an excess of water to the tailings, as compared to the feed (a so-called positive bias). Success at Les Mines Gaspe, Quebec, on cleaning Mo in the early 1980s signaled the start of industrial acceptance, making the column one of the flotation machines of choice today. Over the next 20 years, column applications mushroomed to cover virtually all mineral commodities, as well as nonmineral applications such as soil decontamination, deoiling of water and deinking of recycled paper. In the wake, research groups are continuing to probe the fundamentals, conferences and workshops have been transferring the technology and specialist companies have emerged to service the demand. Innovations were triggered as problems arose (for instance, in gas injection systems) and novel flotation cells, much in vogue in the 1990s, had the door opened. Mechanical cell manufacturers have not been idle - there is nothing like competition to provoke a fresh look at an established business. Flotation-cell technology has probably not seen so much activity since the patent rush in the early days of flotation, which occurred around the turn of the century. For an industry often considered reluctant to risk innovation, this is not a bad record. A good idea will find a place, but patience (not always an innovators strong suit) and careful preparation are required. Two books (Finch and Dobby, 1990; Rubenstein, 1996), three symposia (Sastry, 1988; Agar and Huls, 1991; Gomez and Finch, 1996), and a series of reviews (Dobby and Finch, 1991; Finch and Dobby, 1991; Finch, 1995; Finch et al., 1995) document the period. Like many good ideas, column flotation has been overexposed, and there have been disappointments. Coal exploration may be defined as the acquisition of data necessary to define and acquire a block of coal which can be mined at a profit. Unlike ore minerals, coal resources are widespread and relatively abundant with supply exceeding demand in almost every case. Thus simple discovery of coal is generally not enough. The chemical and physical variability of individual coal seams, the capital intensive nature of coal mine development, and the changing patterns of utilization require that a multiphase, three-dimensional evaluation be made of each potential reserve. Factors which must be investigated include not only the quantity and quality of the coal but also the geologic, hydrologic, and engineering characteristics of the seam and its surrounding strata. Acquisition of property to provide a secure base for exploration and mine development is equal in importance to the geologic and engineering programs. The successful development of a coal reserve requires that control of coal and, in the case of a strip mine, the surface be in the form of contiguous blocks of sufficient size to support mining.

INTRODUCTION Fluorspar is the common term used for the mineral fluorite, which is naturally occurring calcium fluoride (CaF2). It is the principal source of fluorine, the most reactive of the chemical elements, from which a great variety of unique and strategically important chemicals are produced. Commercial deposits of fluorspar are widespread throughout the world, and its availability is essential to the industrial progress of all nations. GEOLOGY AND MINERALOGY In its pure form fluorspar, CaF2, contains 51.1% calcium and 48.9% fluorine, and has a sp gr of 3.18 and a hardness of 4. It is commonly a glassy mineral. colorless, white, or grayish. but may also be various shades of purple, pink, blue, green, yellow, or tan. It belongs to the cubic system mineralogically, and commonly crystallizes into cubic shapes in vugs and cavities, although most of it is massive, with interlocking crystals.
