Adequate control of these processes may represent energy savings in comminution processes. There has historically been a resistance to design change as this implies more drilling and implementation costs due to new technologies in explosives, which added value is difficult to quantify.

In Finland Posiva Oy (Company) is responsible for implementing the final disposal programme for spent nuclear fuel of its owners. Company is preparing for the geological disposal in Olkiluoto crystalline bedrock. Excavation will be executed using drill and blast method. Method unavoidably causes variable excavation damaged zone (EDZ) on tunnel surfaces. The EDZ constitutes a risk for long term safety and therefore good control methodology of the blasting technique is required. The thicker the EDZ, the greater is the likelihood for detrimental transport pathways for ground water to transport radio nuclides, should those be present.

Several nonelectric blast initiation systems have been developed since the mid 1970's. Until that time, most blasts were initiated either electrically with electric blasting caps or nonelectrically with detonating cord. What the development of these new systems was attempting to accomplish was to provide a system that was nondisruptive to the stemming or explosive column, but still possessed the safety and flexibility inherent in nonelectric systems.

India is the third largest producer of coal and the fourth largest in terms of coal reserves in the world. However, new research quite ironically projects that despite the continuing growth in domestic coal production, the country’s exploding economic growth will position it to be the biggest coal importer by 2020. India’s inability to meet the domestic coal demand is mainly attributed to low rate of production, increasing stripping ratio, non use of appropriate technology etc. of coal mining operations here. Presently Indian surface mines which have to shoulder the onerous responsibility of augmenting the coal extraction rate at an even brisker pace are mulling bigger, better and more efficient operations ensuring commensurate rise in stripping work as well. This mammoth task can be accomplished only by deploying smart technologies. In this perspective, cast blasting of overburden emerges on the horizon as a promising alternative for enhancement of the production and productivity of Indian open-pit coal mines.

The Appalachian Blaster Certification Delegation initiated a study to compare the consistency of measurements from blasting seismographs. Six blasts were monitored at surface coal mines in West Virginia, Maryland, and Ohio. A total of seven different makes were deployed during the tests, with as many as seven models from five different manufacturers compared during any one blast. Great care was taken to bury the geophones in identical fashion. The variations in seismograph readings were compared to the International Society of Explosives Engineers’ Performance Specifications for Blasting Seismographs. Between 4 and 125 Hertz, the ground vibration amplitudes should be within ±5% and airblast amplitudes should be ±1 decibel. For each of the three mutually perpendicular ground vibration channels and the acoustic channel, the median value of all the units was used as a baseline for comparison. The six blasts monitored had median peak particle velocities ranging from 0.42 to 3.47 inches per second (in/s) (10.7 – 88.1 mm/s) and median airblasts ranging from 124 to 135 decibels (dB). There were 46 seismograph recordings for the six blasts. Eighteen (39%) of the 46 maximum peak particle velocities varied more than ±5% from the median. A total of 138 (3 × 46) component particle velocities were recorded, with 50 (36%) of the readings varying more than ±5% from the median. For airblast comparison, 43 recordings were obtained, with seven (16%) varying more than ±1 dB of the median. Variances may be attributable to blasting seismograph differences, variations in field deployment, and relative locations of the geophones. In 2011, two historic outcrop rocks known as Teffé and Itapema located in the navigation channel of the Port of Santos, Brazil (Latin America’s largest port) – were excavated by drilling and blasting techniques. Sensitive structures - a passenger terminal and an 80-year old warehouse were exposed to ground vibrations generated by underwater blasting. The warehouse had existing structural problems due to a combination of factors such as the presence of an unstable soil, previous repair work, and intense seismic events generated by the daily traffic of cargo trains nearby during eight decades. Since the worsening state of the structure was attributed to ground vibration from underwater blasting, particle velocity time histories generated by underwater blasting and by passing trains were monitored. By analyzing the energy spectral density of these events using spectrograms, it was possible to observe the seismic energy levels in time and spectral domains. Since the hysteretic energy dissipation by structures is related to the duration of the seismic event and the limited dissipation capacity of the structure, one could expect damages to appear in the structure once energy levels exceeded this dissipation capacity. As the quantity of energy transmitted to the structure is proportional to the duration of the seismic event, the transmission of seismic energy to the warehouse structure over time was more significant in the case of the train-induced ground vibrations (several minutes) than those generated by the underwater blasting (few seconds). Thus, for the warehouse, train-induced ground vibrations have a larger impact on the structure rather than ground vibration generated by controlled underwater blasting techniques.

In 1923, Ralph Assheton compiled a report for the Institute of Makers of Explosives (IME) on accidental explosions in manufacturing plants. The report chronicles the type and amount of explosive involved in the event and the effects and distances to nearby buildings and workers for over 100 events from 1880 to 1916. Apparently, this report was never published but served as the origin of the IME’s first intra-plant distance table published in Pamphlet No. 3 in 1926. The effort was a parallel effort to the IME’s development of the American Table of Distances. The intra-plant distance table has never been changed by the IME and follows the US Department of Defense (DoD) standard very closely. This paper freshly compiles the data from the 1923 report and analyzes it with modern methods not generally available in 1923. Interestingly, the analysis indicates that the original intra-plant distance tables were established primarily to protect workers from serious injury and that preventing propagation was a side benefit. The data shows that a strong relationship exists between the probability of injury and the traditional K-factor. The data indicate that people in the open are better protected than those inside structures and that barricades reduce risk close to an event. Individuals at the intra-plant distance had a 95 percent chance of receiving no worse than a minor injury. A comparison of the data to explosive event consequence models indicate the models are overly conservative in regards to risk inside inhabited building distances.

The bombing of the Murrah Federal Building in Oklahoma City, Oklahoma, on April 19, 1995, has once again renewed public debate surrounding the availability and use of explosives in the United States. In the past, Congressional review of explosives regulation has generally followed tragic events such as the bombing of Pan American World Airways Flight 103 over Lockerbie, Scotland on December 21, 1988; the February 26, 1993, bombing of the World Trade Center in New York City; and the delivery of six package bombs to members of one family in several western New York communities, killing five people, on December 23, 1993.

Recently, questions regarding the influence of atmospheric temperature and humidity levels on airblast levels have arisen at a number of blast sites. Humidity is alleged to have contributed to high levels of disturbance within communities surrounding blasting. In some cases, local regulatory agencies considered adopting guidelines to specify humidity and temperature ranges under which blasting cannot take place. However, it is normal blasting industry practice not to consider humidity or temperature effects, in the absence of inversions, on airblast levels. When blasting is conducted in the vicinity of residential structures, the influence of weather on the propagation and attenuation of airborne noise from the blasting site is always a concern. Sound naturally attenuates in air with distance from the source. A part of this attenuation is attributed to divergence at the airblast wave front, while the remainder of the attenuation is an accumulation of various factors that include temperature and barometric pressure, absorption in air due precipitation and vegetation, wind and temperature gradients, atmospheric turbulence and topography (Beranek, 1971). Wind speed and wind direction, as well as vertical and horizontal temperature gradients can cause airblasts to focus in local regions surrounding blasting operations and may result in air pressures greater than expected. In fact, wind and temperature inversions can actually increase sound levels with distance from the blast site. Close to the blast site, the effects of inversions may be negligible but may exceed 10 dB at 800 m or greater (Davis and Cornwell, 1991).

The past decade has brought significant changes in the use of risk-based criteria for safety within the U.S. Department of Defense. The Range Commanders Council (RCC) chartered a working group to develop and define risk acceptance criteria for protecting the general public and mission essential personnel from debris from launch ranges. This working group has continued to develop and update RCC Standard 321 as the needs of the ranges and range users have evolved. A revision to RCC Standard 321 is near finalization and will include casualty criteria, guidelines for assessing risks due to other flight hazards in addition to inert debris, and an overall risk management process for range safety. This paper reports on work in progress and includes several precedents which may prove important to the explosives safety community.

Addition of a 500 MW unit to the existing units at Ramagundum Thermal Power Station requires blasting of large volumes of rock very close to sensitive installations like Turbo generator, Generator transformer and Power cycle equipments. Levelling of the areas and excavations for footings are, therefore, to be carried out cautiously. The existing sensitive installations should be protected against ground vibrations and flyrock. The paper describes the details of a few of the many blasts carried out successfully wherein the ground vibrations were restricted and flyrock was avoided.

The Phu Kham Copper-Gold Operation (PKM) is a large-scale open pit mine located in northern Laos. It was developed and is operated by Phu Bia Mining Limited (PBM) a Lao-registered subsidiary company of Australian incorporated, PanAust Limited. Production commenced at Phu Kham in 2008. Since the second half of 2016, there has been a significant increase in ore hardness and this has negatively impacted the PKM concentrator and resulted in lower SAG mill throughput rates. Over the remaining life of mine, the changing ore body and increase in ore hardness is forecast to continue as the pit deepens and the availability of softer blending ores reduce. To manage this risk, PKM initiated a Hard Ores Management Program to determine the most effective way to improve the mill throughput of harder ores. This involved conducting a number of innovative and process control driven blasting trials to optimize run-of-mine (ROM) fragmentation and other blasting outcomes. From 2016 to 2017, the performance of high powder factor blasting, electronic detonators and fast timing, high velocity of detonation (VOD) explosives, double-priming, and deck blasting, were individually and systematically assessed. The success of each blasting trial was then based on a ‘value for money’ criteria. This criteria is a cost / benefit analysis that weighed-up the additional cost to implement the trial against the measured improvement in mill throughput. Electronic and high VOD 90:10 emulsion:ANFO blasts were determined to have the best value for money, achieving an increase in mill throughput of 54% compared to baseline. This paper discusses how the implementation of an innovative and process control driven blasting trial methodology was able to successfully manage the hard ore challenges at PKM. In addition, this success was achieved without any major cost implications, safety incidents or process plant set-backs.
