In surface mining for coal, common practice for the disposal of preparation plant refuse is to bury it. As with surface refuse piles, these buried wastes can ignite and can also lead to ground and surface water pollution. Steps to ameliorate these problems have been devised over the years. C and K Coal Company, of Clarion, Pa., the largest Pennsylvania surface mining company, has incorporated all of these steps and added of few, of their own in their latest disposal practice. In addition to layering and compacting, C and K practices selective placement and dilution to minimize longterm problems.

In recent years, environmental considerations have played a prominent role in underground construction projects. The management and disposal of the muck produced by an EPB TBM is an important aspect of this topic. Soil conditioners with higher biodegradability and lower eco-toxicity have been specifically developed to comply with strict regulations in several countries around the world, with the goal of reducing the environmental impact of tunneling on soil, water, and living organisms. This paper highlights innovative sustainable soil conditioners and how they differ from traditional products. Additionally, environmental considerations for TBM projects around the world and in North America will be examined.

Calcium carbonate is one of the most widely used industrial minerals in applications like cement, lime, agriculture, power plant fluegas desulfurization (FGD) and construction aggregates. Most applications are generally high-volume and low value ($9/t or $10/st) or less free-on-board (f.o.b.) mine site) uses of this material. Specialty uses of ground calcium carbonate (GCC) are typically referred to as ?performance mineral? or ?extender and ?ller? applications. Primary specialty markets for GCC include paper and plastics as well as a number of construction applications including joint compounds, carpet backing, paint, and adhesives, caulks and sealants (ACS). Other important specialty applications for GCC include rubber, food and personal care products. A new and growing application for GCC is in nonwoven fabrics, where this mineral replaces a small percentage of the polymer. Typical specialty applications for GCC are color sensitive and require extremely white/bright materials. Although deposits of limestone are located in most states, high brightness resources are relatively rare and controlled by a limited group of suppliers.

The Hampton Roads Bridge-Tunnel (HRBT) Expansion project in Virginia includes parallel 1.5- mile (2.4 km) tunnels constructed using a tunnel boring machine (TBM). The TBM launching and receiving shafts were excavated within the footprint of two reclaimed islands abutting the navigation channel for the Port of Virginia. The shaft excavations—a circular tri-cell shaft at South Island, and a circular-rectangular twin-cell shaft at North Island—were supported by slurry walls up to 190 feet (58 meters) below the island surfaces. This paper describes specic design considerations for these shafts, as well as construction and uality-oversight aspects of their excavation and construction.

"RELIABILITY & SAFETY – TOGETHER. REALLY? I was starkly reminded of the challenges facing by the coal industry while talking with a number of senior mining executives. One said to me: “Safety is the #1 priority in our organization but of course, dollars are very, very important!!!” A coal mine worker at the Bluefield Coal Show claimed: “We know our equipment is bleeding hydraulic fluid all over the place but all that matters is getting the coal out”. We all understand. We want our people to go home safely at the end of the day but the coal industry is bleeding – fluids, dollars and real blood. An issue getting plenty of buzz these days is equipment reliability – in mining too! Achieving an optimal return from the massive investments in equipment is a critical requirement for success within a capital intensive industry like coal mining. You can cut costs by scrimping on maintenance, scavenging used parts and downsizing. Or, you can save money by being smarter with your asset management processes. Can we afford to spend money on both safety and reliability? Is one more important than the other? Many leading edge companies from a variety of industries will tell you that you can’t just cost-cut your way to profitability - or even survival. You need to systematically improve the effectiveness of your business. Do reliability and safety both have a place in improving the performance of the coal industry? According to Ron Moore, of The RM Group, the answer is emphatically YES! Ron says: “If you believe in safety, then you MUST believe in reliability and, more importantly, have the appropriate policies, systems, practices and measures in place. If you want lower costs, you must get your processes right. Simple cost cutting will remove resources from your system without changing the underlying system design, and performance will likely deteriorate.” Figure 1 shows the 5+ year results of a large manufacturing company. When plants are running well (high Asset Utilization), then injuries are less likely. Figure 2 plots data from a number of manufacturing plants. If you want sustainably lower costs get your reliability processes right. But these are manufacturing companies, not coal mining operations! It doesn’t matter. The fundamentals still apply. Mining industry thought leaders tell us that manufacturing is 20-30 years ahead of us and we need to learn from them – and do so quickly. Leading companies, no matter the industry, think in terms of operational excellence. They see this as the meshing of people, process and technology to achieve optimal results. Safety and reliability go hand-in-hand. People and equipment are different – but only to the extent that each requires its own relevant, but related, policies, practices, systems and metrics to achieve effective performance."

Waste treatment in the mining industry is by no means a new problem to this field. In a sense, the entire process from ore to finished product is one of waste treatment - the separation of a relatively minor quantity of desired component from valueless material. Where it has been necess-ary or economical to practice conventional waste treatment or pollution control methods, such as dust collection, water recovery from tailings, or impounding of residues for future treatment, this has been done. Generally the containment of hazardous pollutants such as arsenic and cyanide also has been followed in modern times. But it is only recently, with the public outcry for the elimination of all forms of pollution, "that the industry has been forced to solve what often appears to be a myriad of difficult and costly waste treatment problems, or be faced with the alternative of closing down the operation. It is the objective of this paper to describe new as well as conventional approaches to these problems, specifically as might be applicable to liquid-solids separation methods. Host wastes in the industry are present either as solutions or slurries, or can be most advantageously handled by conversion to this form, such as in scrubbing noxious gases and dusts with water. Separation of the solids and purification of the aqueous effluents are, therefore, often the principle problems.

The United States has abundant coal resources that could last at least another century. and probably longer at present consumption rates. Geographically, the coal resources are distributed over the entire nation including Alaska, although there are no coal deposits in the highly populated areas on the two coasts. This allows free access to the coal, but makes transportation more expensive. Not all coals can be utilized equally because they differ vastly in quality. The sulfur content of coals, considered as the most detrimental acid rain-causing element, varies from as low as 0.3 percent in some areas of the western U.S. to 5 percent or more in parts of the Midwest. The chlorine content, which causes corrosion of plant hardware, also varies regionally. The 1990 amendments of the Clean Air Act of 1963 (CAA) require that emissions of sulfur be restricted and rolled back in two stages by the year 2000. There have been a number of reports expressing concern about the future of the industry in the states where high sulfur coal is produced. The remedies devised by the federal government and many coal-producing states in the past to "se-cure" the future of the regional coal industries have focused on the physical task of removing sulfur rather than the economic challenge of doing so at a cost that will enable high-sulfur coals to survive and compete. The past remedies, generally, were not specific enough to account for the characteristics of regional coal deposits and did not look at the coal market as an integrated national and international entity. The State of Illinois has, in recent years, taken a more comprehensive approach to the solution of the problem.

Naturally occurring arsenic has been detected in water from inactive mines and several wells in the Keystone area of the Black Hills. Keystone City Well #4 showed a total arsenic concentration of 69 parts per billion (ppb) during pumping in 2004. The well is not used currently except for arsenic-removal research. Water also can be pumped from a mine shaft in the abandoned Keystone ? Columbia ? Bullion gold mines, whose interconnected workings flooded after mining ceased in the 1930s. This water has been considered for local supplies, although it would require treatment or blending because of arsenic concentrations. According to historical records, the Bullion Mine produced 100,000 pounds of white arsenic. An aquifer test on the mine workings was performed at a pumping rate of about 550 gallons per minute. The arsenic concentration in pumped water was 33 ppb. In addition to wells within Keystone, samples from the water supply at nearby Mount Rushmore National Memorial have shown arsenic concentrations greater than 10 ppb, the U.S. Environmental Protection Agency?s maximum contaminant level for arsenic in drinking water. Limestone-based technology for removal of arsenic from drinking water is an innovative and promising method that has been considered for treatment of water at Keystone. In batch testing with water from Keystone Well #4, limestone removed about 65% of arsenic from solution. A related problem of arsenic removal from drinking water involves disposal of the waste product, which is critical for commercial viability of removal technologies. Current research is investigating thermal stability of the waste in order to determine the potential for recycling of the material during manufacture of cement.

Many Latin American countries are facing a scarcity of water. As such, infrastructure decisions are quite different from those made in parts of the world that experience a positive water balance. In the latter case, the water treatment approach tends to be ?treat and discharge.? For Latin American regions facing the challenges that go with a negative water balance, the focus is on resource optimization and reuse. Historically, the water challenge has had a significant impact on economic development in Latin America, especially in sectors such as mining, where water usage is high. At the same time, countries such as Chile and Brazil are major development targets for mining and oil and gas operations. Given the water supply challenge, industry is increasingly turning to technologies and processes that maximize water recovery and reuse. With sulfide precipitation and ion exchange water treatment processes for example, it is possible to treat and recover more than 99 percent of water for reuse onsite. These technologies have been applied successfully in other regions of the world where water conservation practices are essential to economic survival.

What is the primary function of an impact assessment? Many people at the International Association of Impact Assessment?s (IAIA) annual conference said that it is time to return to the fundamentals and consider the underlying drivers of impact assessments ? human health, safety and security. This fall, managers struggling with those fundamentals will receive extra support when a new course focusing on health and socially responsible security is launched online and in British Columbia, Canada, home to many of the world?s junior miners. Now in its 33rd year, the IAIA conference recently held in Calgary, Canada, typically brings together a range of professionals who work in the impact assessment field, including academics, as well as people conducting applied disciplines, such as social and environmental performance management. It is a chance for people grappling with how to assess impacts from projects (for example, dams, mining and other extractive projects), to compare notes and to talk about developments in how to measure, track and report on them. The comments about returning to fundamentals rose as participants talked about the ongoing and increasingly recognized divergence between three main impact assessment streams: environmental, social and health (EIA, SIA and HIA, respectively). Discussions in sessions and in the corridors included calls for streamlining, for integration, for improvement and sharing of practice ? particularly in the HIA stream, where those deeply engaged in the health discipline questioned how HIAs and their intended outcome of protecting human health can be better integrated into the EIAs or SIAs that dominate the impact assessment realm. EIAs and SIAs have become the main tool, particularly from a permitting perspective for large-scale mines, but seem to leave projects with little real information about what they need to do. Human health is not the only concern re-emerging. Although not reflected at the conference, there appears to be an emerging understanding of the need to link the determinants of health with socially responsible security practices. Companies conducting independent social performance assessments for international financial institutions based on the International Finance Corporation?s Environmental and Social Performance Standards increasingly wrestle with both community health and security issues as extractive companies encounter challenging social environments around the world. Once again, the intended outcome is to better protect human health, including avoiding health impacts from conflict, abuses and violence.

Plant testing of DuPont's Activator Technology in the vat leach circuit of the Homestake mine shows increased gold recoveries of 3-5%. Activators are catalysts of gold dissolution in cyanide solution. DuPont received the patent for this technology in January, 1996. The test was run in the west sand plant alternating control and activated vats to reduce the variability in head grade and cyanide consumption. Activated vats had gold in the preg solutions earlier, higher gold recovery, and lower gold residuals. Activator addition did not adversely affect mill operations or the environment. Optimization of the technology continues.

This document describes the challenging task of mining through tiebacks using a 21'-8" diameter Tunnel Boring Machine (TBM) as part of the Ship Canal Water Quality Project. The mining operation involves navigating through 17 tie-backs that are evenly spaced at 8-foot intervals, with many intersecting the full face of the cutterhead. Detailed analysis and review of TBM parameters specific to this area have been conducted to ensure operational efficiency and safety. Hyperbaric interventions have been planned and coordinated, encompassing pre-mining preparations, continuous monitoring and adjustments during the mining process, as well as post-mining measures. The document highlights the complexity and importance of strategic planning and execution to successfully overcome the tie-back intersections during the mining operation.

Many industries, including mining, are experiencing an increase in the use of robotic and other artificial intelligence (AI) systems to improve efficiency, productivity and precision. For example, a 2023 survey showed that mining industry executives wanted to integrate more autonomous equipment to improve productivity and alleviate workforce shortages (Haas, 2024). This feedback was coupled with an increased appetite to advance the types and uses of automation and AI in the workplace. However, there is also an increasing concern about the ways that robotic applications may unintentionally affect worker safety. Humanmachine interaction poses potential risks, especially when industrial robots operate near workers in specific environments (such as drilling, handling and transporting materials, equipment inspection and lifting heavy loads). Research has explored the unintended consequences of introducing new technologies or processes in the workplace to include incidents such as being struck by equipment and challenges around data privacy (Lööw et al., 2019; Khurram et al., 2025; Haas and DuCarme, 2015; Almeaibed et al., 2021; Zio and Miqueles, 2024). More recently, the use of digital twin technologies and simulations (hereafter referred to as digital twin systems) has been boasted as a tool that can help prevent unintended consequences around worker safety by identifying and mitigating risks before a worker completes a task in tandem with a robot or other new technology. Digital twin systems produce a virtual replica of a physical environment or process (Almeaibed et al., 2021; Zio and Miqueles, 2024; Saes, 2024). To this end, this article explores the potential role of digital twin systems in enhancing safety within mining and other similar environments. It will primarily focus on environments where robots and human workers may interact, although digital twin systems can be useful with other technology applications. First, we define digital twins and digital simulation as components of a system. Then, we highlight possible applications of digital twin systems in mining to replicate real-world processes, followed by potential benefits of their use and where more research may be needed.

This paper is a brief review of the recent history, and the present status of, of the program designed to develop practical new processes for producing pipeline quality gas from coal. Clean synthetic pipeline-quality gas from coal became a major objective during 1971. Agreement was reached with the American Gas Association, Inc., to cosponsor a $120 million, 4-year program to be funded $80 million by Government and $40 million by American Gas Association. The program was first announced by President Nixon in his Energy Message on June 4, 1971, and a portion of the additional funds needed for the program was approved by the Congress in the December 1971 supplemental budget action. A natural gas shortage has developed in the United States and every indication is that it will worsen. Many transmission and distribution companies have already been forced to curtail sales because of the shortage. Large sums are being committed to systems needed to bring liquefied natural gas from abroad and to plants to manufacture synthetic natural gas from petroleum--also largely imported. On the other hand, there is sufficient domestic coal to supply all of the needed gas through the next century. This accelerated program is designed to provide processes for making gas from coal at costs, including security costs, below the imported alternates. As outlined in the President's Energy Message, OCR and A.G.A. have accelerated the coal gasification program to make it possible to construct and operate a "demonstration plant" (semicommercial size) after 1975. Several processes, in various stages of development as will be described later, are being supported. Concurrently, the overall program will be constantly monitored and evaluated with the assistance of an independent, unbiased contractor. C F Braun of Alhambra, California, was selected for this task and has been actively engaged in it for the last several months. Conveyor belts are a critical component in tunneling projects. This paper reviews current design considerations for conveyor belts. Rubber compounding differences to meet local fire resistance regulations or certain cover characteristics such as higher abrasion resistance or low carbon footprint rubbers for applications are reviewed. Evaluation of fabric belts, steel cable belts and the benefits of each carcass design for a particular use is also examined to help with proper carcass selection to decrease downtime from unexpected failures. Finally, this paper takes a look at some of the differences when working in metric versus imperial units.

In August 2011, the Southern African Institute of Mining and Metallurgy (SAIMM) contacted mining institutes and related societies internationally to assess their interest in participating in coordination of the review of the South African Code for Mineral Valuation (SAMVAL) with reviews of other mineral valuation standards. The main mineral valuation standards are the CIMVal Standard of The Canadian Institute of Mining, Metallurgy and Petroleum (CIM), the VALMIN Code of The Australasian Institute of Mining and Metallurgy (AusIMM), the SAMVAL Code, and the extractive industries? guidance note of the International Valuation Standards Council (IVSC), Valuation of Properties in the Extractive Industries, GN 14, designed for application within the full set of International Valuation Standards (IVSs). By January 2012, SAIMM had concluded that the level of respondent interest was adequate to organize a meeting. A meeting was scheduled for April 18, 2012 in Brisbane, Australia in conjunction with a VALMIN mineral valuation conference organized by the AusIMM. The stated purpose of the meeting was to develop an accord on terms of reference for pursuing harmonization of mineral asset valuation standards adopted by the participating mineral institutes. SME decided that, although it has not developed its own mineral valuation standard, it should participate in the Brisbane meeting and the harmonization process, as also did the American Institute of Minerals Appraisers (AIMA).

The recession that began in late 1980 has proved to be not only prolonged and severe, but in certain ways unique in its effect on the mineral industries among the periods of economic slowdown experienced in the Western world since the end of World War II. This time almost all minerals have been affected. In previous business turndowns, by contrast, some mineral sectors have with-stood economic adversity well. They experienced little or no adverse effect-thanks either to a strong secular expansion in the markets for their particular product or to specific factors that caused demand to be well maintained. For example, aluminum, molybdenum, and nickel are three metals that enjoyed extraordinary growth in applications during the years 1946-1973. These metals were little affected during the recessions that occurred in that era. Similarly, coal did not suffer a pronounced drop in sales in the 1974-75 turndown because, with the price of oil rising sharply, a switch away from oil and back to coal was clearly indicated for some energy-intensive applications. Oil itself was largely impervious to the ups and downs of the business cycle until very recently. And the precious metals, gold and silver, have often been regarded as benefiting from reduced economic activity because labor becomes more available, productivity rises, and operating costs diminish. In the current recession, however, no major mineral has escaped the broad trend. The secular growth factors that were previously so evident for aluminum, molybdenum, and nickel have disappeared, at least temporarily. The stable pricing behavior that previously characterized all three of these commodities has been replaced by extreme price weakness and apparent inability of the major producers to continue their roles as market leaders. Coal and oil both have suffered from a sharp drop in energy requirements. There are those who now anticipate a collapse of the market control over oil prices so clearly exercised by OPEC since 1973. If oil prices are no longer effectively controlled by the governments of the exporting countries, then coal prices are also certain to be affected. And the combination of high interest rates, tight money, and a change in public perceptions of precious metals put the skid under gold and silver quotations in 1981 and early 1982. Although inflation has been viewed as the scourge of most Western countries ever since the oil crises of 1973-74, prices-in constant dollars-of most minerals have not risen. On the contrary, with the exception of the precious metals and oil, for most minerals the prices that prevailed at the end of 1982 were close to the levels of the Great Depression of the 1930s in constant dollar terms. Table 1 compares prices for copper, lead, zinc, and aluminum at the end of 1982 with the average prices in 1934, stated in constant 1967 dollars. This emphasis on prices for mineral commodities reflects the fact that profits of mining enterprises vary directly with the level of prices. Manufacturing and retailing enterprises march to a different tune. They establish sales prices based on costs. Their profits tend to vary with volume. Commodities are for all practical purposes fungible, that is the advantages of known brands in marketing manufactured goods have little application in a commodity market. Thus the individual seller of minerals is unable to establish his sales prices. Except where a monopoly is present, he must sell at the going market. His option is to abstain from selling if he finds the price unremunerative. In past recessions, some mineral producers chose to do precisely that-either accumulating a substantial share of their output in inventory or, in prolonged downturns, abstaining from production. During the current recession, however, private-sector mining companies did not have the option of accumulating inventories to any great extent. Capital costs for new mineral projects or for expansion of existing facilities have escalated at an alarming rate since the early 1970s. Added to this has been the heavy cost of installing pollution control or safety equipment to comply with the regulations adopted in most industrialized countries (and particularly the United States) since 1968. The consequence has been that the financial position of most major mineral enterprises in mid-1980 was already strained. To finance increased inventories meant incurring additional funded debt at high interest costs, thus impairing the concern's credit rating. Management Choices Private-sector managements have had to face up to the alternative of either continuing to produce at an unchanged rate and marketing output at unremunerative prices or reducing output. After its first introduction in 2013, Variable Density TBMs have increased their application significantly in mechanized closed mode tunneling. Throughout a variety of successfully completed and ongoing projects since then, Variable Density TBM technology has demonstrated its advantages in a wide range of applications. This paper will present the developments and lessons learned from these projects as well as the future potential of Variable Density TBMs.

The DC Clean Rivers Project is DC Water's ongoing program to capture and treat combined sewer overflows (CSOs) during rainfall before they reach the District waterways. The Anacostia River system was designed to reduce CSOs into the Anacostia River and includes the Blue Plains Tunnel, Anacostia River Tunnel, First Street Tunnel, and Northeast Boundary Tunnel. A portion of the Anacostia River system was commissioned in March 2018 and the final component, the Northeast Boundary Tunnel, was placed in operation on September 15, 2023. This paper provides a summary of the experience gained during construction of this +$2.9 billion project, an overview of the system performance since its activation in 2018, and a look-ahead to the next phase of the DC Clean Rivers program: the Potomac River Tunnel.
