Contract mining has a definite place in the mining industry, both in the United States and around the world. A mine owner should evaluate the utilization of contract mining in the devel­opment and production of mining properties. This evaluation of contract mining should be performed at various times in the life of a mining prope1iy from the development and initial operation of a new mining project, periodically throughout the mine's life, and at mine closure. Many factors must be considered in ana­lyzing and evaluating the potential of contract mining and those factors are both quantitative and qualitative. Quantitative factors are those factors for which costs or measures can be determined or estimated objectively; and qualitative factors are those factors for which costs or measures must be determined subjectively and do not lend themselves to objective determination or estimation. Some of the qualitative aspects may provide only yes, maybe, or no answers while others will provide a tendency or partiality toward one answer or the other without a quantified cost. The major quantitative aspects include operating and capital costs, monitoring costs, capital preservation, acquisition and disposal of new and used equipment, direct payroll and administrative costs, recruiting and training costs, and employment and termi­nation of staff and hourly personnel. The major qualitative areas include corporate philosophy, risks associated with capital and operating costs, financing the project, operating control, operat­ing flexibility, recruiting and training of personnel, employment and termination, administrative concerns, and owner/contractor relationship.

The Bureau of Mines has developed and tested a new concept of combining thermal and hydraulic energy processes for hard rock cutting. The study shows that this novel combination method overcomes the fragmentation limitations of the thermal process in nonspalling rocks and the cuttability limitations of the hydraulic process in high-strength rocks. The method effectively cuts hard rocks at moderate hydraulic pressures (below 30,000 psi). Theoretical predictions of the rock damage process are made and are correlated with experimental results obtained by using both single pulse and continuous water jet hydraulic systems. Traversing point heating and line heating techniques were used for heating rocks preceding the continuous jet impingement. Heating induces structural weakness of the rock material and assists fragmentation by the water jet impingement. The thermohydraulic process is effective if the significant depth of heat penetration induced by the surface heating exceeds the cutting depth produced by the jet impingement. Hydraulic specific fragmentation energy values reduce by about an order of magnitude using the combination technique. The process efficiency and the rate of themohydraulic hard rock cutting increases significantly by increasing the intensity and duration of heating.

For the past several years, inflation has placed increasing pressure on our economic system. The total effect of inflation is complex when combined with other factors which affect the economics of equipment. A mathematical model is described herein which can be programmed on a computer to determine the effect of inflation on economic life and profits after taxes. The computer output results in graphic plots which clearly show the relation of various percentages of inflation to life and profits. Inflation has become a common topic of conversation in the recent past. What is it and how can it be measured? What effect does increased inflation have on equipment policy? Research now in progress at the Construction Institute at Stanford University is beginning to unravel some of the mystery of inflation. As a start, let us answer the first question by defining the word inflation. The dictionary says that inflation is "an increase in the volume of money and credit relative to available goods resulting in a substantial and continuing rise in the general price level. It appears, in fact, that we are in an inflationary spiral which is "a continuous rise in prices that is sustained by the tendency of wage increases and cost increases to act on each other." 3 Inflation behaves just like compound interest. It takes more dollars of future years to buy an equal amount of a given commodity, be it a material or a service. Let us assume an annual inflation rate of 5 percent. With the depletion of easy-to-treat phosphate resources, low quality phosphate ores with high carbonates, particularly dolomite impurities have to be mined to meet the agricultural demand because of the continued growth of world population. The separation of dolomite from phosphate has been recognized as one of the most difficult subjects in mineral processing due to the similarities in their physical and chemical properties. Flotation is considered the most important approach for beneficiating both easy-to-treat and high impurity phosphate resources. There is no doubt that the development of reagents is the key for achieving satisfactory separation performance through flotation process. In order to separate dolomite from phosphate, Arr-Maz Custom Chemicals has made great efforts in developing flotation reagents for removal of carbonates from phosphate ores of different origins worldwide. This paper describes some flotation reagents and processes for the separation of dolomite or/and calcite impurities from phosphate in the ores from different locations.

This study summarizes the ventilation requirements for a highly mechanized P.T.Freeport Indonesia's underground mine operation in Irian Jaya, Indonesia. The Deep Ore Zone (DOZ) is a copper-gold deposit being developed underneath the current Intermediate Ore Zone (IOZ) mine. One of company's current plans is to prepare this mine for a steady oreflow of 25,000 tpd by year 2003. This study includes the estimation of airflow requirements for various mining activities, the design of major intakes and returns, the determination of airway resistances and specifications of fan duties. It also includes the results of air pressure/quantity measurements in existing airways and the standards stated by the current Indonesian mining law.

The mining workforce experiences high rates of hazardous noise exposure and hearing loss. However, previous studies have identified specific behavioral and attitudinal barriers that keep miners from effectively acting to prevent their own hearing loss. The National Institute of Occupational Safety and Health (NIOSH) has developed several new hearing loss prevention tools and interventions that specifically target these barriers to prevention. The NIOSH Hearing Loss Simulator addresses motivation to take action and knowledge about the consequences of noise exposure. The QuickFit earplug test device and QuickFitWeb online hearing protection tester address barriers to effective earplug and earmuff use by verifying at least 15 decibels of protection. The NIOSH Roll-Pull-Hold technique helps miners obtain better protection through an easy-to-remember set of steps that improves attenuation by nine decibels. The “Inquiring Ears Want to Know” fact sheet helps miners to understand audiograms and to use them to maintain their hearing health. Each of these interventions can be used within the context of a comprehensive hearing loss prevention program.

The Jewett mine is a surface mine in central Texas, producing about 8,000,000 tons/year of lignite. The mine covers 46,000 acres of land. Approximately 430 people are employed by Northwestern Resources Company and through their efforts, the Jewett Mine is one of the most productive mining operations in the country. The Jewett Mine utilizes a unique structure of staff to convert Operations Research into plans which can be implemented at the "front line" level of the Operations Team. This planning not only makes the mine cost effective and efficient, but promotes creativity in mining, which promotes ongoing research to lower the cost of mining.

The Silver City mining region is located in Grant County, southwestern New Mexico (Fig. 1). This area is well known, having produced large tonnages of base and lesser amounts of precious metals over the past several years. Mining within the region continues today, as well as exploration activity, which seems to have been on the increase since the recent discovery of a large skarn-associated Zn-Pb-Cu replacement deposit near Pinos Altos, a mineral district within the region (McKnight and Fellows, 1978). Because the Silver City area contains a number of mineral districts and retains promise for additional deposits, as suggested by widespread hydrothermal alteration and favorable igneous rocks, it was selected as the focus of two independent geochemical studies, both seeking to enhance anomaly-to- background contrast in order to improve our abilities to detect blind metal deposits or subtle manifestations of near-surface occurrences. The first of these independent studies involved the systematic sampling of those secondary Fe-Mn oxides that occur within coatings, selvages, and fault fillings, and then the selective extraction of these oxides from the host-rock matrix by chemical methods. The second study sought to isolate clastic Fe-Mn-rich materials from the heavy fraction of stream alluvium. The ultimate source of the clastic Fe-Mn oxides is presumed to be the same coatings, selvages, and fault fillings sought by the direct sampling of joints, but has been transported as a result of lateral erosional processes.

The Tennohji-Benten Giant Trunk Sewer Project has been under construction since 1974 in the eastern part of Osaka, the second largest city in Japan. The entire project is divided into 7 blocks, some of which have already been completed. This 8.8-km sewer tunnel, being driven through a densely populated area, was planned to be constructed by the shield tunneling method. This paper described shield tunneling performances and ground behaviors during the construction of Blocks 2 and 3. An earth pressure shield (dia., 6,750 mm) was employed in Block 3 tunneling. The ground was generally soft and the cover over the tunnel varied from 13 m to only 4.5 m, so that a considerable amount of chemicals was injected to stabilize the ground. A hand-digging type shield (dia., 7,250 mm) was used in Block 2 tunneling under compressed air. For 85 m of the total length of 1.6 km, the soil at the face was extremely soft, and therefore, the ground freezing method was additionally employed.

"The Lower and Middle River Des Peres (LMRDP) CSO Storage Tunnel is the largest single component of Metropolitan St. Louis Sewer District’s (MSD) CSO control system improvements planned to meet consent decree requirements for MSD’s Lemay Service Area. The 13.7-km (8.5-mile) long, deep, hard rock tunnel will have a finished diameter of 9.1 m (30 ft). Beginning at the Lemay Wastewater Treatment Plant (WWTP), the alignment follows the channelized River Des Peres to the outfall of the existing Forest Park tubes, as indicated in Fig. 1.The project includes three construction shafts, 34 intakes and a deep, cavern-style pump station located adjacent to the WWTP. The tunnel will be driven from the Defense Mapping shaft to the Macklind shaft. Another shaft is located near the midpoint at the tunnel in River Des Peres Park.The Forest Park intake, located at the upstream end of the tunnel just beyond the Macklind shaft, is a large, tangential vortex intake structure. With a peak flow rate of 170 m3/s (6,000 cfs), it will have a 6.1-m (20-ft) diameter dropshaft to transfer flow into the tunnel.The project includes another three large tangential vortex-flow intake structures with peak flow rates ranging from 28 to 44.5 m3/s (990 to 1,570 cfs). These large intakes are located at points where three large sewers (formerly creeks) enter the River Des Peres. Dropshaft diameters for these intakes range from 3 to 3.7 m (10 to 12 ft) in diameter. The 30 remaining intakes are smaller tangential vortex-style, with dropshafts in the range of 0.8 to 1.7 m (30 to 66 in.) in diameter.Each intake structure drops flow into a deaeration chamber constructed adjacent to the tunnel at tunnel depth. Intake tunnels transfer flow from the deaeration chambers to the main tunnel. Most of the intake tunnels are short. However, two are long. The Glaise Creek tunnel will extend 762 m (2,500 ft) from the main tunnel to the Alaska Park intake, while the Rock Creek tunnel will extend 823 m (2,700 ft) from the main tunnel to the Rock Creek intake. The dewatering pump station, located at the downstream end of the tunnel, will be built inside a large, horseshoe-shaped cavern with two access shafts. Excavation of the cavern and its access shafts will be performed by the tunnel contractor. Build-out of the dewatering pump station will be performed under separate contract."

The Bradshaw Section 5A Interceptor involves the construction of two miles of 108-inch, finished diameter tunnel in dry soils. Excavation is generally by Lovat TBM with ribs and lagging support. The tunnel is beneath a recreational parkway and stringent measures have been enacted to preserve the parkway and minimize disruption to the neighborhood. Apart from these constraints, the project would have been unremarkable but for the intervention of CalOSHA and the local fire department who ordered extraordinary fire protection measures. The paper discusses the cause and effect of these measures and comments on the potential repercussions for other projects.

The literature on four different topics is re¬viewed herein for purposes of mathematical mod¬eling of mine water inflow. The first of the topics reviewed is modeling of fissured or fractured ma¬terials; the second is general Darcy based flow models; the third is field methods for determining fracture flow properties; and the fourth is methods used presently for determining mine water inflows. The four topics are considered in the foregoing order. FRACTURE FLOW MODEL Two basic types of fracture flow models have been developed. The first type uses various tech¬niques for space averaging to obtain the equations. Systems are considered in which the porous media properties vary smoothly enough and the fracturing is sufficiently profuse and well distributed that the locally averaged properties are meaningful when viewed on the macroscopic scale. The final result is that a coefficient is used which is similar to saturated hydraulic conductivity and in many cases, simply is hydraulic conductivity. In other cases, the coefficient is apparent hydraulic conductivity be¬cause the response from flow in the fractures is more rapid than flow in the pore spaces. Faust and Mercer (1980) refers to this method as the contin¬uum approach. Some of the papers on this type of problem are by Duguid (1973), Verner et al. (1974), Owili-Eger (1975), Duguid and Abel (1974), duPrey and Weill (1974), and O'Neill (1978). Duguid and Lee (1977) also considered heat flow in the fluid and the porous medium. These papers all result in various types of computer programs. Some papers on this topic that do not result in computer programs are by Snow (1968, 1969) and Streltsova (1976). Some of the foregoing articles consider con¬solidation of the porous media and the resulting effect on hydraulic conductivity. Barenblatt et al. (1960) developed an analytical solution for fracture flow and discussed the time that is involved in the drainage process and the effect that fracture flow has on the drainage time. The second type of fracture flow model con¬siders the width of the fractures as a function of the pressure in the field. Faust and Mercer (1980) refers to this method as the discontinuum approach. This approach often requires two finite element programs that consider the stress in the material and the flow in the fractures separately. The pro¬grams are then linked to arrive at the final solution. Some of the articles that consider the interrela¬tionship between pressure and the size of the frac¬ture but do not use computer solutions are Gringarten et al. (1975), Narasimhan and Palen (1979), and Witherspoon et al. (1979). Papers that use a linked computer program between stress and flow are by Ayatollahi (1978), Gale et al. (1974), and Noorishad et al. (1971). Ayatollahi's program is primarily for the petroleum industry because it does not consider the effect of gravity. Ayatollahi assumes that pressure effects are very large in com¬parison to gravity effects. This assumption would apply only to very deep aquifers. Articles that consider fracture flow on a more applied basis are by Wittke et al. (1972), who con¬siders that the flow is entirely through fissures and negligible through the pores of the rock. Gringarten and Witherspoon (1972) developed type curves that may be used for analysis of fracture flow systems; the curves are based on the assumption that it is possible to distinguish between aquifers with hor¬izontal and vertical fractures and that it is possible to analyze the system as an equivalent anisotropic homogeneous porous medium with a single fracture with much higher permeability. In the past thirty years, there have been a large number of ownership changes in the industrial minerals arena and many medium to large companies have made industrial mineral acquisitions. Industrial minerals are exceedingly important to the achievement and maintenance of a high standard of living in the United States and in other developed countries. In the developed countries of the world the value of industrial minerals exceeds the values of the metallic minerals. In the U.S., the value of our industrial minerals is some 2 112 times that of the value of our metallic minerals. Almost every single thing we use or touch in our daily lives can be related to an industrial mineral. Examples are the construction industry, agriculture, ceramics, paper, paint, plastics, electronics, glass, petroleum, and many more in which an industrial mineral or minerals playa functional role. Industrial minerals are exceedingly diverse in their values, properties, and applications. Sand and gravel is an example of an essential industrial mineral commodity which has a low price but moves in very high volumes. Geographic location of this commodity is critical because of transportation costs. High calcium limestone or marble has a moderately high price particularly if it is white enough for use as a pigment or extender. This moves in moderately high tonnages and location is not as critical be-cause it can be shipped for considerable distances and still be competitive. Some specialty industrial minerals such as a white tale or white bentonite sells at a high price at low volumes and geographic location is not a major factor in marketing. Prices of industrial minerals do not tend to be cyclic and generally keep up with inflationary increases. Because of the diversity of industrial minerals very careful analyses of acquisitions or divestitures must be undertaken by buyers and/or sellers in order to prevent serious mistakes.

The ‘Westerschelde Tunnel’ underpasses the estuary of the Schelde in the Netherlands. The tunnel will consist of two tubes which are driven by two hydroshields (slurry shields). The tunnels will each have a length of approx. 6.6km and a bore-diameter of 11.33 m. Demanding ground conditions had to be considered during the design of the shield machines. Loose sands, extensive clay formations and high ground water pressures of up to 6.5 bar will be encountered during the tunnel drive. The tunnelling activities will start in the middle of 1999 and are scheduled to end by the end of 2001.

Acid mine drainage is a serious water pollution problem, for its contaminants will eventually effect the quality of the receiving streams. According to the Appalachian Regional Commission (1969)1, 10, 500 miles of streams have been polluted by mine drainage, and 70 percent of this acid pollution is accounted for by underground mines. Due to the severe damage to aquatic life, to recreational and industrial use, and to domestic water supply, more stringent mining and anti-pollution laws have been legislated and coal mine operators are required to treat the mine water discharges to meet the minimum standards. For years now, abatement and treatment methods have been extensively studied. Progress reports presented in the Fourth Symposium on Coal Mine Drainage Research, 1972 1 suggest that a thorough investigation and understanding of the basin discharge is necessary in order to cope with the mine drainage problem. The extent of mine water discharge contamination can be considered as a function of the basin streamflow and acid generation load.' A conservative treatment cost estimation these days is $0.40 per 1, 000 gallons for water with 100 ppm iron, 500 ppm acidity. These figures need not include collection and pumping costs nor the cost of dispersing of chemical waste by-products. To achieve optimal abatement and treatment of mine drainage, predictions of the quantity and quality of mine water discharges are needed. Basin discharge is a continuous process and it can be considered as a. macro-system. This system can be subdivided into micro-systems to describe the various mine discharge .types in the basin. The mining activities could produce acid water discharges from deep mines, stripmines, or associated gob piles. A total study entitled ?Resource Allocation to Optimize Mining Pollution Abatement Programs?* will consider all of these sources. However, this paper will discuss only one micro-system, the drift (deep) mine type. We will look at a single mine and its watershed. The total research project considers a multiple mining complex in an extensive stream basin.

A novel form of calibration of on-line analyzers was implemented. Rather than simple equations, a neural network was used to model the relationship between the scintillation counts (Am and Cs) of an analyzer, and the measured ash for improved on-line analysis of run-of-mine (r.o.m.) coal. Also, a new approach was followed to better evaluate neural network performance. Samples were first divided into various statistically different groups using a Kohonen network. Data was then selected for the training, calibration and prediction subsets, using criteria developed in this paper for sparse data, with representation from each group. A backpropagation based neural network architecture was used in conjunction with quick stop training. Due to noise in the data, the predictions were very good on average, but not individually.

In response to the mandates in the MINER Act of 2006, the National Institute for Occupational Safety and Health (NIOSH) conducted refuge alternatives research that included characterizing the utility, practicality and survivability of refuge chambers and outby safe havens. NIOSH also prepared and delivered a report to Congress in late December 2007 that summarized the findings of the re-search, included recommendations concerning the design and performance specifications for refuge alternatives, and focused on specific information that could inform the regulatory process on refuge alternatives. This paper highlights NIOSH?s research and recommendations concerning refuge alternatives, survivability evaluations of refuge chambers and presents a brief review of the current deployment of refuge chambers in underground coal mines in the U.S. The research has lead to the conclusion that refuge alternatives have the potential for saving the lives of mine workers if they are part of a comprehensive escape and rescue plan and if appropriate training is provided.

Until now, only the range of typical construction projects which are repeated over and over during the life of a coal mine have been discussed. This chapter looks at underground construction projects which occur only once or twice during the life of any given mine and are major construction projects in both time and cost. These projects usually require the services of an outside engineering and construction firm with hands- on experience in design installation. Because of this involvement with engineering and construction firms (EIC), the role of the construction engineer will change from one of actively de- signing and directing tasks to one of planning, inspection, and quality control. To reflect this role change in the discussions, the focus of this chapter will be changed to a broad overview of project participation. Of course, the projects under consideration in this chapter could easily fill more than one book on their design and installation. In addition, major construction projects are extremely site specific, requiring months of data collection about site geology, physical conditions, and potential excavation and construction requirements. Therefore, no attempt shall be made to discuss any detailed construction aspects as was done in earlier chapters. The purpose of this chapter is to present the fundamental concerns of a staff engineer or supervisor. This engineer does not make the decisions on choosing the EIC firm, but assists and interacts with their project team to accomplish the goals set forth by higher management. The construction topics to be reviewed fall into three main categories. The first category is highlighted by the installation of a main surge bin; the second is typified by the construction of an underground shop; and the third category encompasses special projects such as rotary dumps, crusher stations, and foremen's offices. These categories highlight the differences between degrees of mine responsibilities for project completion. The first topic is usually a turnkey project by an E/C firm for a given mine. The second topic represents the leading role of the mine in the project with a contractor as a support service or equipment supplier only. The third topic, special projects, is an example of a joint venture-between a contractor (leading partner) and mine management. These roles can change with any given project, but the changes in management responsibilities for the construction engineer can be nicely illustrated for the purposes of this text. The first step toward constructing major mine projects is to analyze the mine which influence their design. From the mine management standpoint, these parameters should reflect the role the mine will play in the project construction. In other words, what is the nature of the proposed mine environment and what are the material, labor, and time requirements needed to assist or direct the chosen engineering and construction firm? Answering these questions requires some basic project planning and cost estimation work. Here, only a general treatment is necessary, since detailed discussions of these topics will follow in Chapters 8 and 10. For those persons interested in the role of the EIC contractor, I suggest beginning by reviewing the article by Beall, "The Role of an Engineering and Construction Contractor," presented in the October 1980 issue of Mining Engineering magazine.

"What is past is prologue" - motto of National Archives The question of past, present, and future safety performance in the coal mining industry is not merely an academic one, or one which arises from soul-searching curiosity. It is a question involving pragmatic ramifications, and the answers, or perhaps the public perception of the answers, will have a strong impact on the public policies which influence the course of meeting the Nation's future energy demands. Those of us in the coal industry are keenly aware of the significant impact of the public reaction -- in the form of the 1969 Health and Safety Act -- to -past performance of the coal industry which it found unacceptable. That Act was revolutionary -- and it was expensive. But in finding the industry's past performance unacceptable, the public also recognized its own contributory role through having enjoyed a "buyer's market" forced on a highly competitive industry. One result was to limit the industry's resources and restrict its ability for self-improvement of its safety performance. In acknowledgement of that role, the public picked up the tab for Black Lung disability incurred prior to that time.

"The need to fill the void space or annulus created between an excavated tunnel or shaft and the final lining system has long been a requirement in underground construction. Most of those types of voids are created as a result of employing the two pass tunneling lining method. Filling of this void is called backfilling. For many years the materials used as backfill were primarily reinforced and non-reinforced concrete, sanded grout, neat cement grout, or blown-in sand/pea gravel. However, in the past 20 years the use of cellular grouts/cellular concrete as the backfill material has greatly increased. Most cellular grout is made of a mixture of water, Portland cement (with or without the addition of fly ash), a foaming agent and admixtures such as a water-reducer or superplasticizer.It is the authors’ preference to use the term cellular grout as opposed to cellular concrete since by ACI Concrete Terminology an ACI Standard (ACI CT 13), concrete contains aggregates. Normally cellular grout does not contain sand (finite aggregate), but almost never contain course aggregates.The authors believe there are several reasons for this increased use of cellular grout as backfill, such as:• The increase utilization of the various trenchless tunneling methods. Tunnels constructed using trenchless method tend to be smaller in size, excavated diameter or cross sectional area. Making man-entry for placing backfill from inside the secondary liner, utilizing pre-installed grout posts, more difficult if not impossible. It is these workspace restrictions that are the drivers as to when to utilize grout ports installed during the pipe/liner fabrication versus grout delivery pipes installed within the void/annulus space.• The ability of cellular backfills to be pumped and flow longer distances.• The unit weight of cellular grouts can be controlled by mix design and generally can range from 560 Kg/m3 (35 lbs/CF) to 1040 Kg/m3 (65 lbs/CF)."
