Start with your assessment of the minerals business —domestic mining as well as operational and consulting perspectives. As a third generation miner, I have been living the mining business for as long as I can remember. I have watched commodity prices produce boom and bust cycles in places like Price, Utah (coal), Douglas, Arizona (copper) and Eureka, Nevada (gold). It is unsettling to see how our industry has fluctuated, but it always seems to rebound if you can stick out the down cycles. However, our most recent dip in the cycle was, in my opinion, characteristically and permanently different. In the past, when prices went south, people hunkered down and waited out the cycle until things came back, much the same as they had every other time. Not this time. This time, we saw a consolidation of the industry in proportions never seen before. Mega-mergers like Exxon-Mobil, Phelps Dodge-Cyprus and Newmont-Normandy have changed the complexion of our industry forever. And that is true not just of the mining companies; it happened across the supporting business lines as well. As a midsized niche engineering and environmental service provider to the mining industry, companies like mine are few and far between these days. The lean cycle saw many of the small and midsized providers get gobbled up by consulting giants like URS and TetraTech. The mentality of a mega-company, whether a commodity producer or a goods or service provider, is different than that of their small- and medium-sized counterparts.

Recently developed clay deposits that will impact regional and world markets are described. These deposits, their location, geology, and physical properties are delineated. Kaolins from the State of Para in Brazil and from Ukraine; bentonites from Argentina and India; and palygorskite and sepiolite from China are world class deposits that when processed using modem technology will produce excellent products. Other deposits that may affect regional markets are kaolins from China, Australia and Indonesia; bentonites from Georgia (formerly USSR) and China; and palygorskite from India and Ukraine. New ball clay deposits that will affect regional markets are in China and Indonesia.

In the first half of the year, lessening of cold war tensions was welcome. But Iraq's invasion of Kuwait in the second half led to the Persian Gulf War in January and February 1991. This caused an oil shock that dampened the economy. So the US gross national product rose only 0.9% to $5,463 billion (US billion = 109). The buildup of military forces in the Persian Gulf area focused greater attention not only on petroleum but also on other strategic materials. The Department of Defense continued to review stockpile goals and to upgrade several mineral materials. In addition, the Bureau of Mines continued to maintain the standby Emergency Minerals Administration. The Defense Production Act, which authorizes priorities, alloca¬tions and supply expansion, lapsed on Oct. 20. So the Selective Service Act of 1967 became the authority for assuring that orders of the armed forces and defense atomic-energy programs were given priority treatment. Consumer demand strongly affects mining worldwide. US citizens carry significant debt, and large stocks of housing and consumer goods are already in place. Some 250 million persons have 188 million licensed motor vehicles and 100 million dwelling units. Consequently, new car production fell 11 %, to 6.1 million units. Truck and bus production fell 8%, to 3.7 million units and new private housing starts fell 13% to 1.2 million units.

In the Florida phosphate industry, fatty acid collectors are used to separate phosphate ore from silica during the rougher flotation stage. However, the presence of multivalent ions (in particular Ca++) in the processing water has been reported to result in the activation of silica with respect to oleate adsorption, rendering it floatable. Hence, adequate separation may not be achieved during the rougher flotation stage. In this study, the direct measurement of surface inter-action forces via atomic force microscopy was used to delineate possible mechanisms for calcium activation under phosphate flotation conditions at oleate/calcium concentrations both above and below the calcium dioleate precipitation limit.

The Pennsylvania Department of Environmental Protection (PaDEP) has been issuing surface mining permits since 1984 that authorize remining in areas that will affect preexisting pollutional discharges. These permits require the mine operator to employ best management practices to reduce pollution loading from abandoned mine discharges. A total of 110 completed mining operations with 233 discharges were evaluated to determine the impact to water quality. Overall, acid loading from these discharges was reduced by 7,200 kg (15,900 lbs) per day or 61%. Metals loadings were also reduced. For acidity, 49% of discharges improved or were eliminated, 52% showed no significant change, and fewer than 1% got worse. Loading reductions resulted from a combination of reduced concentrations and lower flows.

The leaching behavior of silver and silver oxides in ammonical solutions has been studied. The current study is concerned with an effective recovery of silver from secondary sources such as spent silver batteries. Silver associated with these batteries appears in various forms including metallic silver, argentous oxide, Ag2O and argentic oxide, AgO. The leaching behavior of metallic silver in ammoniacal solution has been studied using an electrochemical mehtod. Oxidants used in this study include hyperchlorite, hydrogen peroxide, bromine and iodine. Results on cyclic polarization and Tafel plots on the silver anode in ammoniacal solutions are presented and the results are discussed. The dissolution rate of metallic silver in ammoniacal solutions is also compared with those of silver oxides.

Introduction Chloride leaching of sulfidic ores has been known about for 100 years. It is recognized as a highly efficient process to produce concentrated leach solutions. Despite this, chloride leaching found little practical application until recently because of the highly corrosive nature of concentrated chloride solutions. This situation changed with the advent of modern construction materials such as GRP, polypropylene, butyl rubber, etc. And in the past 20 years, research has burgeoned in the area of chloride hydrometallurgy. The research impetus stemmed from the belief that chloride leaching can provide an alternative to smelters for treating conventional copper concentrates. In addition, chloride leaching was thought to be suitable for on-site refining of copper at small tonnage operations located in remote areas. And chloride leaching was seen as a logical choice for treating unusual or complex concentrates that smelters could not handle. Underpinning these beliefs is the attraction of chloride-based hydrometallurgical processes for sulfidic ores. Sulfur is liberated in the environmentally acceptable elemental form rather than as sulfur dioxide. Consequently, sulfidic copper ores have received much attention. A review of Edmiston in 1984 describes 12 chloride-based processes. All managed to progress past the "laboratory beaker" stage of evaluation. In nine of these processes, copper is recovered electrolytically. Key features of these processes are summarized in Table 1. Table 1 shows that the processes must include a copper solvent-extraction step. Only these processes produce a clean copper electrolyte capable, with no further refining, of directly producing high quality cathode copper. The ICI/Elkem process is the exception here. The rest of these processes use o-hydroxyaryloxime reagents for the solvent extraction of copper and are constrained by the performance of these reagents. This is governed by hydrogen ion concentration (Equation 1). The practical result is that only relatively dilute copper solutions can be treated (Canmet, Phelps Dodge), or careful pH control or adjustment is necessary (Minimet Recherche, B.H.A.S.). This negates one of the attractive features of chloride leaching - its ability to produce very concentrated copper solutions, up to 40-45 gl-1. [ ] In all four processes using o¬hydroxyaryloxime extractants, solvent extraction transfers the copper from the chloride to the sulfate medium. To minimize cross-contamination of the two anions, the loaded organic solvent has to be scrubbed to remove the chloride ion. Introduction The South African Iron and Steel Co. Ltd., in Sishen, operates a large iron ore mine in the Cape Province of the Republic of South Africa. The mine is about 600 km (370 miles) west of Johannesburg. Its annual capacity is 100 Mt (110 million st) of ore and waste. Present production is 60 Mt/a (66 million stpy). The mine operates continuously six days a week. Primary equipment includes 55 154 t (170 st) Wabco and Unit Rig trucks and 14 P&H shovels. During 1979, a feasibility study into the application of a trolley assist system was launched. This was due to the escalation in diesel fuel costs and the appeal by the South African government to reduce the use of fossil fuels. Tests and economic evaluations proved the system technically feasible. The estimated discounted cash flow return exceeded 50%. Diesel fuel consumption would be reduced by 120 ML (31.7 million gal) in the next 10 years. The construction of 7.7 km (4.8 miles) of line and the conversion of 66 154 t (170 st) trucks were completed in March 1982. System description The conventional 154 t (170 st) diesel electric rear-dump haul-truck is equipped with two direct current wheelmotors in the rear axle. They drive the rear wheels through planetary gearboxes. A 1.2-MV (1600-hp) diesel engine and an alternator is used to power the wheelmotors. The trolley assist system consists of an overhead power line, a current collector mounted on the truck, and add-on control equipment where external electric power is routed by way of the current collector to the motorized wheels. The diesel engine is used to propel the truck on level sections. On inclines, the wheel-motors of the truck are coupled by way of a current collector to the externally generated electrical power supply for propulsion. The diesel engine, having lower output than the wheelmotors, limits the truck performance. Previously, maximum output was required from an engine on inclines. By supplying the wheelmotors from a virtually unlimited outside electric energy source, the truck performance is enhanced to the extent that speed is increased by 46% and fuel consumption reduced by 75%. System design The unique operational requirements of this mine rendered the already proven trolley pole system useless. Minimum loss in truck mobility and flexibility was required. Overhead lines and substations were required to be relatively light and portable. This enables fast repositioning of a line with no loss in material. These unique specifications set the base for the design of the Sishen system. Steel I-beams, 203 x 203 mm x 52 kg/m (8 x 8 in. x 35 lb per ft) with lengths varying from 8.3 to 11.3 m (27 to 37 ft), mounted on base plates about 4 x 2.6 m (13 x 8.6 ft) were used as masts. The masts were erected at about 50 m (165 ft) and the base plates covered with about 12 t (13 st) of iron ore to keep them absolutely stable. Results from the pilot installations indicated that using single cantilever cross arms for insulator and overhead conductor suspension was not practical. The tension in the overhead varied too much with temperature changes, causing too much sag in the lines. There had to be a positive and negative conductor. It was decided to suspend each polarity on an independent cantilever and keep the conductors under constant tension by weights acting through a two-to-one pulley tensioning arrangement. For each overhead conductor, a standard 160-mm (6.5-sq in.) grooved copper railway conductor was used. To obtain the necessary current carrying capacity, two of these conductors are used in parallel per pole. Insulators are rated at 4 kV and are of the composite type. An 11-kV three-phase line, supported by the pantograph line masts on the opposite side of the dc line, feeds the rectifier stations. The rectifier stations consist of an 11-kV to 860-V, three-phase 1.46 MVA transformer and a three-phase diode bridge rectifier. The current state of the mass transit industry in America will be examined. How and why this important urban activity shifted entirely, or almost entirely, from the private sector to the public sector. Who pays for transit? For day to day operating costs? For capital investment? The prospects for transit's future will be the next major issue addressed. In a word, they are rather good. Over the past decade there have been major new transit investments made in Atlanta, Baltimore, Washington, D.C. and Miami, as well as constant re-investment in such cities as New York, Boston, Philadelphia and Chicago. While the current administration has put a temporary halt on the initiation of any major new rail transit projects using Federal funds, there are several mechanisms localities have for using other resources for such projects. These will be explored.

The replacement of the dry mining method at Guajú Mine by the dredging method was a means of ensuring its feasibility by maintaining the production levels. Dry mining increased the cost of the deposit with the distance and presented a limited mined volume, while the decreasing grade of the deposit led to a production drop. With the new methodology, there was a considerable reduction in unit cost of the mine and an increase in the production level of a deposit with low heavy minerals content.

A machine that improves safety during the cutting of boxholes (ore-passes) and travelways in underground mining operations has delivered impressive results in trials conducted at a South African platinum mine. The technology is a joint effort by Sandvik Mining and Construction and platinum mining company Lonmin. The ABH 1600 boxhole borer was built by Voest-Alpine Bergtechnik, Sandvik’s Austrian subsidiary. It was delivered to the Lonmin Eastern platinum mine in February 2005. There, it was deployed underground on the Number 8 Level (320 m or 1,050 ft below the surface) at the mine’s Newman incline shaft.

The Mine Safety and Health Administration's (MSHA) Ventilation Division continues to evaluate proposed explosion-resistant seal designs. There are currently eleven specific designs for explosion-resistant seals that are suitable for construction in underground coal mines. Seal construction in operating mines must be equivalent to those constructed in the Experimental Mine during the explosion testing program. Accidental failures of seals have occurred due to explosion pressures below 138 Kpa (20 psi). The possibility exists that the failed seals were not properly constructed. Also, conditions in the vicinity of the seals may change. Water may accumulate against the seals, heave or sag may cause detrimental effects on the seals, and sloughage of the ribs may negate hitching. If seals are not properly installed or maintained, they could fail when subjected to explosion pressures. If seals fail for any reason, the possibility exists for explosion propagation throughout large areas of the mine. There could be catastrophic consequences to an event of this nature. This report will present a limited discussion on the construction of each of these seals and will address related issues.

Current design guidelines for the surface catalysed oxidation of Fe(II) on Fe(OH)3 (Ochre) in passive mine water treatment systems are based largely on empirical data as the details of rates and mechanisms have not fully been revealed. Also the effects of elevated carbonate concentrations, typical of many UK minewaters, on the surface catalysed oxidation rate are unclear. In order to move away from empirical design and towards sound engineering that is based on geochemical and hydrological understanding it is necessary to quantify these reaction rates. In this study the effects of Fe(OH)3 and carbonate on the rate of Fe(II) oxidation by dissolved oxygen have been investigated with an aim to delineate the reaction mechanism. Experiments were conducted under well-controlled conditions. Preliminary results indicate that the surface catalysed reaction is an order of magnitude faster at pH ~6.4 with 200 mg/l Fe(OH)3 than the homogeneous rate and is dominated by an elevated rate of removal and oxidation of Fe(II) from the solution phase. It is also apparent that the oxidation rate of actual adsorbed Fe(II) is substantially retarded with respect to the homogeneous rate. Carbonates were not shown to affect the surface rate within the bounds of this preliminary study.

In the mining and quarry industries, rock fragments are often transported by conveyor belt. To estimate the qualities of the rock fragments (i.e., size distribution and shape), an operator must take samples from the conveyor and manually perform a sieve analysis, which is time-consuming and tedious. Alternatively, an image-analysis system can be used to monitor the fragment quality on a fast moving conveyor belt. However, images of fragments on a fast moving belt vary to such a degree that the quality of any two successive images are not the same, and some of the images are of such poor quality that they are unrecognizable by human eyes. If poor-quality images are directly analyzed by a segmentation algorithm, the analysis will not be satisfactory. To resolve this problem, it is necessary to use an image-classification pro-gram for the automatic selection of fragment images with good quality. Because of this need, an image-classification program was developed and tested both in the laboratory and in the field. Testing of the system on different types of fragments showed that the system works reasonably well.

KEECO has developed the Silica Micro Encapsulation (SME) technology for the treatment of acidic, metal-laden waters. Utilizing a silica-based chemical formulation that entails chemisorption and micro-encapsulation of heavy metals in a permanent silica matrix, encapsulated particles settle quickly and are effectively isolated from the surrounding environment, producing a stable sludge that is characteristically non-hazardous. In a number of independently-verified pilot and full-scale applications (including the Bunker Hill Mine, Leviathan Mine, Wheal Jane Mine, and Meldon Quarry), SME has been proven highly effective. The technology has been featured in a number of mining publications and selected for innovative technology awards.

Introduction Thick seams constitute a considerable portion of Polish coal reserves. In producing mines and those under construction, the reserves where the height is more than 4.5 m (15 ft) total about 24% of all the hard coal reserves. The reserves that are under urban and industrial areas can be extracted using stowing methods for surface protection. About 50% of thick seam reserves can be extracted by caving methods. Thick seam mining methods Thick seams are usually extracted by multilift methods. There are some methods of thick seam mining that generally can be divided into caving and stowing methods. The stowing method is more expensive, but must be used when mining to protect surface features. The more known methods of thick seam mining include • extraction of thick seam in ascending order with stowing ; • thick seam mining in descending order with consolidated stowing; • thick seam mining with gob consolidation; • thick seam mining in descending order with roof caving ; • sublevel caving thick seam mining system; and • thick seam mining system using an artificial roof. Thick seam mining with introduction of an artificial roof The most advantageous method of thick seam mining is the method using an artificial roof. The artificial roof usually consists of wire mesh. Such wire mesh must be durable and must prevent small rock fragments from passing through. The mesh is usually made of steel properly protected against corrosion. The artificial roof is placed on the coal floor of the top slice (Fig. 1). Caving rock falls on the artificial roof and is thus separated from the coal. The next slice is extracted under the artificial roof. The producing face of the next slice must progress within 10 m (33 ft) behind the front of the first slice. As the second producing face progresses, the wire mesh moves down on the coal floor and may be used as an artificial roof for the next slice. Thus, one artificial roof allows the extraction of several consecutive slices. Application of the artificial roof allows for clean extraction and reduces coal losses. It also eliminates the hazard of spontaneous combustion. Introduction of the artificial roof has been limited due to a lack of artificial roof laying equipment. Manual laying of wire mesh is a labor-intensive operation, and it delays face progress, resulting in poor productivity. To eliminate these problems, artificial roof laying equipment was designed at the Polish Central Mining Institute. The support and the method of laying operation is covered by a patent. Recent accelerated exploration efforts in southwest China have progressively quantified the vast phosphate resources in the Yunnan Province. To date, according to Chinese geologists, potential reserves in the province may be on the order of 4 Gt, which would equal the entire US reserve base. Development of this vast reserve is underway at two sites located 60-70 km southwest of Kunming, the provincial capital of Yunnan. The first, the Kunyang open-pit phosphate mine, produces an estimated 1.5 Mt/a of 22-30% P20,5. The other project located north of Kunyang is the Haikou mine, which the Chinese consider a possible 2.0-Mt/a operation. Because average ore grades run 3% less than those of Kunyang, beneficiation will be necessary. While the latter project has been initiated on a small scale, it is basically still on the drawing board. Brown and Root and the US Bureau of Mines are assisting on the project. Both operations are under the direction a regional administration which reports to the Ministry of Chemical Industries in Beijing. Combined production from both mines could represent some 70% of China's future productive capacity. Ore reserves in the region are estimated at 400 Mt by local officials. Geology of the District The phosphates are considered Cambrian in age and rest on a Precambrian dolomite. The Indian Ocean, Chinese geologists say, may have been the original source. The line of deposition stretches on a trend from Vietnam in the southwest, through Yunnan, into Sichuan Province to the northeast. Because the area is considered very stable from a geologic viewpoint, large quantities of phosphate have been deposited and large outcrops are known to occur everywhere in the province, according to Chinese sources. The Kunyang and Haikou ore bodies are thought to be two wings of an anticline with the former the southern portion, and the latter the northern portion. Each ore body strikes on an east-west axis. While there are many localized phosphate operations throughout the province, the Kunyang mine is the premium producer. Kunyang's Mining Development The Kunyang open-pit mine was opened in 1966. During the early years, operations were considered somewhat disorganized. Systematic mine planning and normal operations were not initiated until just two years ago, according to mine management. In 1979, Kunyang finally reached its design capacity of 1.5 Mt/a. The ore body consists of two phosphate beds separated by a band of shale. The top layer of phosphate varies from 4 to 8 m, averaging 6 m. The middle shale layer is 2 in. The third layer, which is not as rich as the top, is approximately 4 m.
