My qualification to speak on the globalization of the the mining industry comes from having worked in the industry in Europe, North and South America, Africa and Australasia in positions ranging from exploration geologist to chief executive. For about a third of my career I have lived and worked in the Southern Hemisphere. And for much of the rest of my career I have been involved in or responsible for activities in the Southern Hemisphere. This has given me the opportunity to experience globalization from the sharp end, as it were. This means speaking English with an Australian accent, Spanish with a Chilean accent, French with a West African accent and Dutch with an English accent. My topic is globalization, especially of the mining industry from a Southern Hemisphere perspective and specifically the experience and history of Gencor in that context. First, I will say a little about what globalization means to the southern part of the world: How and why the South differs from the North and how the challenge of globalization affects a south-based company differently than a northern one. I will also detail how Gencor has made significant progress in globalizing through the acquisition of mining assets from Shell. As Fig. 1 shows, I have divided up the world into northern and southern components, rather than hemispheres. The southern world comprises mainly countries that have emerged from the status of economic - if not political - colonies of nations such as England, Spain, Portugal, France, the Netherlands and, surprisingly, Italy and Germany. I have not considered the Indochinese and Arabian peninsulas in my southern world. The emergence of the. former is still in its early stages while the latter is clearly a part of the northern economic system. Large parts of Africa and South America are geometrically in the Northern Hemisphere but economically in the southern world. The reverse is the case for the IndoPersian peninsula. With the distinguished exception of Australia and South Africa, most of these countries nationalized their mining industries and mineral patrimony after attaining political independence. A major element of the globalization of the mining industry is related to the privatization of the mining industry in these countries and to the opening up of their min¬eral patrimony to non-national exploitation. The Southern Hemisphere is the watery part of the world. It is almost three quarters ocean as against a slight preponderance of land in the north. Economically, ocean areas have only a fraction of the productivity of land, except in a few oil-rich areas like the Gulf of Mexico and the North Sea. The consequence is that even on an economically level playing field we would expect the south to generate only about one third of the world's economic product.

INTRODUCTION Coal is a solid, combustible mineral substance resulting from the degradation and alteration of vegetable matter largely in the absence of air. In this natural process of coalification, some non-combustible mineral matter is always associated with the combustible material. Coal preparation or cleaning is the process of removing this inert mineral matter from the coal. Preparation is highly successful in removing the large fragments of inert material, but is not very effective in removing the fine inorganic mineral matter intimately associated with the coal. Of the 600 million tons of coal produced in the United States every year, approximately one-half is produced by coal cleaning methods (1). The bulk of this tonnage is cleaned by coarse or intermediate gravity preparation methods (5 inches to 28 mesh, Tyler). Fine cleaning, say, -28 mesh, is done by shaking tables, washing cyclones, and flotation, or, until recently, the fines were either incorporated into the clean coal or simply discarded--not infrequently, the latter. In 1972, only 13 million tons of raw coal were cleaned by flotation in the United States, and from this 8.4 million tons of clean coal were produced (1). The percentage of clean coal produced by flotation in Europe (England, West Germany, Poland, U.S.S.R., etc.) is substantially higher. However, coal flotation has grown rapidly in the United States from only a few plants in 1950 to 31 in 1960 (2) and 66 in 1970 (1). Virtually all new preparation plants incorporate flotation into their basic flowsheet. To put coal in its proper perspective as a source of energy for electric power production, we must first compare it to other energy sources. A report of the Atomic Industrial Forum dated February 1958 records a number of authoritative though widely varying predictions. The most optimistic of these states that by 1968 there will be a total U.S. capacity of about 6000 megawatts of nuclear power, if growth continues at the present rate. Other sources indicate over 200,000 megawatts of total electrical capacity in utility plants by 1968. This is only 3% nuclear. Therefore, 97% of our total power production will be from non-nuclear energy. Fig. 1 shows the distribution of energy sources of electric utility product- ion in the U.S. as reported by the Federal Power Commission in 1954. Note that less than one quarter of the total is hydro and about one half of the total is coal. For 1957, the Edison Electric Institute reports that of the total steam- electric generation in the U. S., 68.6% was by coal, 7.9% was by oil and 23.5% was by gas. This is an increase for coal and a decrease for oil and gas in those three years. Thus we can conclude that two-thirds of the steam-electric power in the U. S. is now generated by coal. Fig. 2 shows the major markets for coal for 1947 vs 1957. The greatest in- crease has been in the electric utility market, where it has more than doubled in the ten years. One-third of the total coal produced goes to the utilities which now represent coal?s major market. Utilities used 160 million tons of coal in 1957, and the estimated quantity for 1967 is 275 million tons, and for 1977 is 525 million tons. It is predicted that 85% of steam-electric power will be generated by coal in 1975.

Current regulations for fire suppression systems in underground coal mines to protect conveyor belt installations have been in place since the Coal Mine Health and Safety Act of 1969 was enacted. Over time, the coal conveyer equipment being used and ventilation conditions underground have changed significantly, particularly the width of the conveyor belts and the use of belt air at the face. The effect of these new conditions on the effectiveness of suppression systems during a fire is not known. The National Institute of Occupational Safety and Health (NIOSH) conducted a study to evaluate the effect of air velocity, water sprinkler activation temperature and a limited water application time on the effectiveness of water sprinkler fire suppression systems to extinguish large-scale conveyor belt fires. The fire tests were conducted using both new and used 1.8-m-wide, fire-resistant rubber belt that met the Mine Safety and Health Administration (MSHA) flame-resistant requirement specified in Title 30, Code of Federal Regulations, part 18, section 18.65 (also known as the 2G test). Tests were conducted using standard response sprinklers with activation temperatures of 68° C and 141° C at air velocities of 0.5 and 5.1 m/s. Two tests were conducted at both air velocities for each sprinkler activation temperature, one using a new belt and one with a used belt. The results showed that the suppression system was able to suppress the fires in ten minutes to the point that a miner could extinguish it with a fire hose. However, in several of the tests, the fire reestablished itself a few minutes after the sprinkler water supply was cut off and quickly grew out of control. This report discusses the large-scale experimental configuration, the installation specifications of the fire suppression system and the results and conclusions regarding the effect of air velocity, sprinkler activation temperature and limited water application on the suppression system performance.

To increase zinc recovery in the concentrate, this investigation performed mineralogical characterization, dispersion studies, bench and pilot-scale flotation experiments and an industrial flotation trial. The objective was to verify the flotation behavior of the silicate zinc ore (calamine type) in the presence of slimes, with the aid of dispersing agents. Characterization studies identified the major minerals in the flotation feed as hemimorphite (calamine), quartz and dolomite. Dispersion tests showed that enhanced dispersion of the particles in the pulp in the absence of reagents occured at a pH range between 8.5 and 12.0. Bench-scale flotation experiments were planned using the statistical tool of complete factorial design at two levels, replicated once. These experiments showed, and were confirmed at the pilot-plant scale, that higher doses of sodium sulfide and polymeric dispersant combined with sodium silicate favored a higher metallurgical recovery. At 6,800 g/t (218 oz/st) sodium sulfide and 6,992 g/t (224 oz/st) polymeric dispersing agent combined with sodium silicate, a zinc grade of 38.4% in the final concentrate was achieved, at an average metallurgical recovery of 72.4%. The industrial trial confirmed the pilot scale results, leading to zinc recovery of 76.1% and a 37.3% zinc grade in the concentrate. A stream sediment (minus 80-mesh and minus 60-mesh panned concentrates) and lithogeochdcal survey for gold did not locate any Triassic-age placer deposits in the northern Wadesboro and southern Sanford basins in North Carolina. A stream sediment geochemical program for uranium funded by the North Carolina Energy Institute did identify one and anomalous site (8.5 ppm U; 5 ppm Th) near Covenington, North Carolina and eighteen possibly anomalous sites (1-1.6 ppm U) . Five of the eighteen samples with uranium levels in the 1-1.6 ppm range have high thorium levels (112-853 ppm) and may indicate a monazite source for the uranium. Gold values as high as .83 ppm in the stream sediments and 9.3 ppm in the panned concentrates were obtained during the survey. Small (<.5mm) flattened grains of gold (1-4 grains) were observed along with coarse kyanite and/or monazite in some of the panned concentrates. A distinctive pattern of high gold values in the sediments was observed in the vicinity of Mangum, N. C. where Minard (13) reported values as high as 2.1 ppm £ram a Triassic lithology. Follow-up gold analyses on over 400 rock samples from twenty-eight exposures near Mangum failed to obtain any high values (<55 ppb). The presence of coarse kyanite, monazite and gold in panned concentrates may be from a source younger than the Triassic lithologies that the streams currently drain or adjacent Paleozoic rocks.

Measurements of the electrophoretic mobility of bastnaesite in aqueous solutions of sodium nitrate reveal that the isoelectric point (iep) of this cerium fluocarbonate occurs at about pH 9.3. These results also indicate that the pH affects significantly the electrophoretic mobility of bastnaesite, which becomes more positive as the pH decreases and more negative as the pH increases from the iep. Computations of solid-solution equilibria for the bastnaesite-H2O system closed to the atmosphere as a function of pH indicate that cerium fluoride precipitates in acidic solutions, whereas cerium hydroxide precipitates in alkaline solutions. When the initial amount of bastnaesite is fixed at 0.05 wt.% (the solids concentration used for electrokinetic experiments), these computations reveal that bastnaesite is the only solid phase in the pH range from 5.75 to 8.55, it coexists with CeF3(s) between pH 5.22 and pH 5.74, and with Ce(OH)3(s) between pH 8.56 and pH 10.12. Cerium fluoride and cerium hydroxide are the only solid phase below pH 5.2 and above pH 10.2, respectively. According to these computations, the dissolution-precipitation processes that occur when bastnaesite is equilibrated in aqueous solutions at different pH values determine the solid phases present in the system. In turn, these processes must affect the electrokinetic potential at the solid-solution interface, and they must be considered for explaining electrokinetic measurements as a function of pH when bastnaesite is the original solid phase in aqueous suspensions.

A sustainable coal industry needs to achieve a number objectives concerning mainly with superior utilisation of deposits and improved environmental performance. Modern quality control systems, which are greatly based on the on-line analysers, play an important role in achieving sustainability targets. This paper discusses the testing and application of on-line ash analysers installed in the Ptolemais and Megalopolis lignite mines in Greece and examines the possibility of using this type of analyser to control blending and homogenisation operations. The effect of the accuracy of on-line analyser to control process, when used for the characterization of low rank coals with complex and variable composition, such as greek lignites, is examined.

The reduced need for traditionally trained and educated personnel in the mining industry is systemic to the changing mining industry. Universities and other training institutions are meeting the traditional skill needs required by the industry, but are the skill needs going to be the same in the near future? The answer may be no. Mining is changing because of increased liabilities and costs of environmental and safety is-sues; lower grades of minerals in traditional mining activities and the advent of new bio-chemical processes and robotic equipment. More productive and economic alternatives, and larger, more sophisticated and automatic equipment, are also changing the industry. Engineering is more specific, accurate, precise and expensive. Measurement is more thorough and timely of progress, production, costs and productivity. And, the industry will likely be engaging in more undersea mining, possibly space-based processing, less human interaction and more remote control of events than was previously thought possible.

"One of the major issues that the Rare Earth Elements Mining Industry has to deal with is the legislation vacuum that exists in many countries around the world. Among these, are countries which have long history and tradition in mining. In many cases the lack of direct legislation for REE mine management as well as for other potentially polluting industries can be a barrier to sustainable development. Moreover, the case of lax legislation in China has led to environmental pollution problems and extended smuggling of rare earth elements. This paper looks into the current regulatory status on the mining of REEs, identifies the loopholes and suggests some elements for a new global legislation framework for sustainable development in the REE mining industry. The setting of this regulatory framework will be in line with the present and future challenges of the rare earths market as well as with the policy strategies that are defined internationally. The aim of such a legislative framework will be to strengthen the global rare earth elements supply chain, appease social concerns and ensure the preservation and conservation of the environment. INTRODUCTION The general public received their first introduction to rare earth elements (REEs) in 2010, when the previously inconspicuous commodities became the subjects of front-page headlines. It was when China created a furore in global high-tech markets after imposing an embargo on Japan following a minor marine dispute (Barakos et al. 2015b). Soon enough the Chinese embargo was extended on REE export restrictions all over the world and thus aroused concerns to many countries over potential supply disruptions. The world had suddenly realized that these wonder materials underpin products that they care about. Governmental and industry executives, policymakers and material scientists voiced concerns and conducted numerous reports stating the situation and the risks of a supply crisis. The price spike of 2011 intensified the crisis and the public turmoil, yet the drama did not last for long as the prices declined significantly in 2012. Nevertheless, the world was nonplussed by the fact that China has the total control of the market with more or less the 90% of the global production. More potential entrants became interested, thus initiating an exploration boom during the recent years that has resulted in a significant increase in known global REE reserves that could have potentials for exploitation."

My first regular job nearly fell through. My parents were spending the summer in California and I joined them at Lake Tahoe where we were guests at the lovely summer home of the Reids of Belmont. The time went quickly but I was eager to start work so I left for Bisbee a few days earlier than I had arranged. This was lucky, as just after I left a letter came from Gene Whitely, chief engineer of Calumet and Arizona, saying that because of the depressed copper industry there would be no job. I reached Bisbee on a Saturday morning, a day or two before my 23rd birthday, July 27, 1907. The brown plastei four-story Copper Queen Hotel was only a few steps from the station where the branch railway ended. I rented the cheapest room on the top floor and, of course, there was no elevator. I soon learned how to walk up the mile of switching tracks to the Calumet and Arizona office at the Irish Mag mine. I was horrified when Whitely told me about his letter telling me not to come, but since I had not received it he relented and said I could work for a short time anyhow. I was to start at 7:30 the next Monday morning, "holding the ignorant end of the tape”-in other words being surveyor&apos;s assistant, at $100 a month. Hours were from 7:30 to 5: 00, seven days a week. I spent Sunday walking around the town. I rented a room at the Royal Lodging House, which was cheaper than the hotel. It smelled strongly of carbolic acid but that meant no bugs. Compared with Cobalt or Cripple Creek, Bisbee didn&apos;t seem unattractive. The main street, with one or two-storied stores and saloons, followed the bottom of the canyon with high steep hills on both sides. A one-day seminar designed to help quarry and mining managers make their operations more productive, more efficient and less expensive was held in Harris- burg PA. "Rock-Solid Productivity" was sponsored by Pittsburgh Power & Light (PP&L). The seminar, one of a series sponsored by PP&L in 1997, proved to be well-organized and provided valuable information to the many quarry and mining professionals who attended. The information presented included a comparison of on-site diesel power vs. electric power, discussions of equipment improvements and topics on environmental management.

Since 1986, we have developed a series of electromagnetic (EM) sounding systems at the Laboratory for Advanced Subsurface Imaging (LASI). These may be categorized by their frequency ranges: low frequency (LF, 30 Hz to 30 kHz), medium frequency (MF, 1 kHz to 1 MHz), and high frequency (HF, 30 kHz to 30 MHz). We have applied these EM systems to a variety of targets, including: mapping of plumes of contaminated groundwater, tracing leachate for an in-situ leaching operation, locating buried hazardous waste, identifying subsidence-prone zones and detecting buried voids. These systems are also applicable to exploration for ore bodies. Currently, our sounding system uses a vertical magnetic field vector. Previous systems of this type required a slow and relatively inaccurate manual rotation of the sensing coils. The systems also used occasional calibrations of the measuring system. We have developed a 3-dimensional mathematical rotation procedure for the data, as well as a simultaneous, high-accuracy, calibration method. These new developments have greatly increased the speed of the measurements, as well as improving the accuracy of the ellipticity data. We use stepped-frequency measurements along with narrow-band filtering to allow accurate measurements, even in high-noise areas. We typically obtain ellipticity measurements at eleven frequencies and along densely sampled profile lines. We use neural networks to help interpret the measured ellipticity patterns. Neural networks can be trained to relate the measured ellipticity patterns to earth resistivities or to discrete targets buried in the earth. The neural network training may use theoretical EM responses calculated from computer codes for relatively simple structures. The theoretical EM response for many complex targets that are of interest cannot currently be reliably calculated, even with the largest supercomputers available. We have therefore chosen to do some of the training using theoretical EM responses generated in a full-scale modeling tank located at our Avra Valley Geophysical Test Site. We have also developed data-visualization software to help interpret the large data sets produced by this system.

The primary and secondary organic matter in sedimentary rocks changes markedly when it becomes heated as a consequence of thick sediment accumulation and normal geothermal gradients, high geothermal gradients, hydrothermal fluids, or igneous events. Contact zones adjacent to small igneous dikes allow sampling of a single sedimentary bed that has been exposed to temperatures in a range as great as 30-500°C. Dike-heated rocks are, therefore, good sites for research on thermal effects because variation of the original organic matter is minimal, the range of heating is great, and the history of rock heating in a dike zone is relatively well established. In rare cases, such as at the dike near Wolcott, Colorado, described in this paper, the rock samples are sufficiently unweathered to allow analysis of secondary bitumens generated by the heating. We show by optical microscopy, scanning and transmission electron microscopy, and geochemistry the kinds of solid organic constituents in sedimen¬tary rocks and in ore deposits and the effects of heating. The primary phytoclasts that make up kerogen In sedimentary rock and in some ore deposits (pollen, resin, charcoal, humified woody remains, etc.) change in ways that are familiar to coal specialists. Progressive loss of moisture and other volatile matter yields residual kerogen that Is relatively higher in carbon and lower In oxygen and hydrogen, and has greater molecular or polymer ordering. In our contact zone examples, atomic H/C ratios of kerogen decrease from 0.8 (one case from 1.4) to 0.4, the hydrogen index from Rock-Eval pyrolysis decreases from 70 to 5, and the transformation ratio from Rock-Eval pyrolysis increases from 0.06 to 0.5 with increased heating. The visible effects of heating seen by scanning electron microscopy and light microscopy include formation of vesicles and flow structure, the development of optical anisotropy and mesophase, change of color, and increase in the refractive index, absorption, and reflectance. Some of these changes In primary organic matter are observed also in secondary organic matter, for example, in solid bitumens in sedimentary gold ores or In lead-zinc deposits. Quantification of color or absorption changes is difficult because it Is hard to make thin sections of organic matter with uniform thickness. However, natural objects with uniform thickness can be used. We show the colors of pollen In rocks from the Salton geothermal field at temperatures ranging from 100 to 300°C, and of pollen heated in laboratory bombs from 150 to 400°C. Measurement of vitrinite reflectance is a practical way to quantify thermal changes of kerogen and minerals of most sedimentary rocks because vitrinite is fairly widespread In sedimentary rocks of Devonian age and younger. For example, the reflectance of vitrinite rises from the regional level, as low as 0.4 % Ro, to more than 5% Ro adjacent to dikes that cut sedimentary rock. This is equivalent to the rank change from subbituminous coal to extreme meta-anthracite. The rise is most abrupt near thin dikes, but when the distance from the igneous contact is expressed as a ratio of dike thickness the reflectance rise is similar for all dikes. Controlled heating of vitrinite-bearing rocks In the laboratory provides a means to assign known temperatures to vitrinite-reflectance values. The derived plots of temperature In dike contact zones have the same shape and level as those predicted by heat theory, and the temperature lines extend toward dike contact temperatures that are about half those of most magmas, as expected if the intrusions did not flow past the sedimentary rock for a long time. The globular submicroscopic structure of vitrinite and Its heterogeneity, which we show by means of transmission electron microscopy, pose some problems In selecting a uniform type of vitrinite for measurement of thermal changes. At present, routine reflectance values of vitrinite dispersed in rocks have a relative uncertainty as great as 10%. Thermally caused chemical changes in the primary kerogen, especially decrease in the oxygen and hydrogen contents, lead to formation of secondary products in the contact zone. The measured changes of secondary organic products in these rocks include formation of peaks In concentration of total extractable organic matter and in hydrocarbons, and in the saturated/aromatic hydrocarbon ratio over the interval where primary organic hydrogen decreases most rapidly--then destruction or expulsion of these products at high temperatures. The odd carbon-number predominance of the C25-C31 n-alkanes In samples far from the dike disappears by about 1.3% Ro whereas the 13C: 12C ratios of the saturated and aromatic hydrocarbons increase over most of the thermal range. The saturated aromatic hydrocarbon ratio at first increases, corresponding to thermal generation of saturated hydrocarbons, then decreases in the most altered samples. One use of organic petrography, in addition to identifying organic fades or thermal alteration, is recognition of sample contamination such as the solid organic additives used in some drilling muds which may contaminate geochemical samples.

With increased emphasis on controlled blasting, which is the first and least-costly stage of comminution, ore grindability and plant throughput can be increased by 5% to 10%, and energy savings of up to 10% appear possible. Crushing and grinding efficiencies are presented for ore blasted under regular and adjusted field conditions. An economic analysis of drilling and blasting through crushing and grinding is presented, suggesting that cost savings approaching 10% may be achieved.

The technical paper correctly points out that the kriging variance is not a good measure of the uncertainty of the estimated (i.e., kriged) value of individual blocks. The au thors claim that their proposed jackknife method, which is a rekriging of each block by eliminating, in turn, one sample from the original sample set and then taking the average of the rekriged estimates, not only gives good block estimates, but the resulting jackknife kriging standard deviation is a useful indicator of the "true uncertainty associated with block estimates." However, they immediately abandon the idea of using the block-by-block standard deviations, reasoning that these standard deviations are not independent and that there is no easy way to utilize them. There may be another reason for not using them. The jackknife standard deviations for individual blocks given in their example are mostly in the range of 0.004 to 0.005 oz/st (0.14 to 0.17 g/t) with only one block having a high value of 0.012 oz/st (0.41 g/ t). These individual block standard deviations are as low as the jackknife standard deviation for the mean grade of the entire shape, i.e., 0.0041 oz/st (0.14 g/t). Do they represent the "true uncertainty" of the individual block estimates? Could the authors explain this? In a global shape consisting of a large number of blocks, any given sample will affect the kriged estimate of only those few blocks within its vicinity. This is the rationale for the authors&apos; selective rekriging, making the jackknife algorithm more efficient. On second thought, why not do away with jackknifing altogether? Just cumulate and normalize, if necessary, the kriging weights of each sample used during the ordinary block kriging process, and then compute the global variance from these kriging weights and their respective sample grades? After all, isn&apos;t the global mean grade nothing but the weighted average of the samples used in the estimation? Reply by G.S. Adisoma and M.G. Hester The jackknife is one of the many tools in a practitioner&apos;s toolbox to solve estimation problems. The strengths of the technique lies in its simplicity, i.e., it uses the concept of mean and standard deviation and the fact that it can be easily combined with other tools, in this case kriging. Because the jackknife kriging (JK) estimate is also the mean of the pseudovalues, the JK standard deviation is attractive just as the standard deviation of the mean explains the variability of the data. The difference is that the pseudovalue calculation in jackknife kriging uses the ordinary kriging (OK) weighting scheme instead of simple arithmetic averaging. The data used to illustrate the jackknife technique in the paper consist of high values that are roughly three times the low values. The resulting JK estimate of the block grades show that the highest estimate is roughly twice the grade of the lowest estimate. The contrast between the low and the high estimate is more evident in the JK estimate than in the OK estimate, even though the mean grades of the blocks for the two estimates are very similar. Nonetheless, in this paper, we are concentrating more on the need for a more realistic measure of uncertainty, or precision, for the estimate. Unlike its OK counterpart, the JK standard deviation of the blocks clearly reflects the original data variation. The highest JK standard deviation of the blocks is three times its lowest value. This follows our intuition that, when the samples used to estimate a block is more variable, the resulting estimation variance (or standard deviation) should be higher than the case where the samples are more uniformly valued. However, block-by-block standard deviation or variance is of little practical value in reserve estimation and classification, as well as in mine planning. One is usually more interested in quantifying not the variance of the individual block estimate, but the uncertainties associated with a much larger dimension, such as the minable reserve. Thus, the thrust of the paper is to find a simple way to obtain a single estimation variance or standard deviation associated with the reserve grade estimate. The discussion by J.H. Tu did not mention how one would obtain the global variance from the OK weights and the sample grades. As a technique that offers a data valuebased measure of uncertainty for its estimate, the "leave-one-out" jackknife fills this need nicely through the block kriging shortcut approach described in the paper. Note: The first column and the last two columns of Table 3 in the paper should have contained a single number each, namely, an OK estimate of 0.0317, a JK estimate of 0.0333 and a JK standard deviation of 0.0041 oz/st, respectively, for the shape, as are obvious from the text. ?

On July 13, 1967 the San Bernardino County Planning Commission approved publicly a request by American Smelting and Refining Company for a zone variance to conduct a silver mining and milling operation in the Calico district, southern California, Coincidentally, on July 14 the U.S. Treasury halted its sales of silver, and the U.S. free market price quoted rose immediately from $1.30 to $1.77 per ounce. In its request to the commission Asarco stated that about 13,500 to 15,000 tons of rock would be moved daily by surface mining, including 7,000 tons of ore. The ore would be crushed to minus three-quarters inches and the silver recovered "by a chemical process." The grade of the ore was not given, but the company said that it might also recover barite as a byproduct, The operation would employ 150-160 people. Additional activity in the district includes exploration programs by Superior Oil Company and Calico Silver Mines, Ltd. History and production: In retrospect, as the price of silver began to rise in 1961 from 91 cents an ounce, and as Asarco began its exploration program in late 1964, a new era for an old bonanza silver district would seem to have begun. The Calico district has been mined for silver only on a very, very small scale since 1882 to 1896, when an estimated $12 to $20 million (perhaps 15 to 20 million troy ounces) of that metal was produced from the 50-odd mines of the district and vicinity. These mines include the Silver King, Oriental, Waterloo, Garfield, Odessa and Waterman (which is about 8 miles west of the district). Much smaller-valued amounts of barite, gold, lead, and copper also have been produced from the ore deposits of the district; and from 1884 to 1907 the region yielded about $9 million worth of borate minerals.

INTRODUCTION The tailing dam is part of the SOHIO L-Bar Uranium Mine and Mill located about 70.8 kilometers (44 miles) west of Albuquerque in northwestern New Mexico. The dam location is shown on Figure 1. The tailing dam is one of the last upstream method dams permitted in the industry. Design and construction aspects of the project, as well as operation and maintenance considerations, are reviewed herein. Since initial construction, SOHIO Western Mining Company and Woodward-Clyde Consultants have developed several modifications and improvements in the dam&apos;s operating and monitoring procedures. This work has been done in coordination with the New Mexico State Engineer&apos;s Office and in accordance with recommendations in a report done for the Corps of Engineer&apos;s Phase I Dam Inspection Report. Modifications and improvements described should be of particular interest to owners and operators of other tailing dams utilizing the upstream method of deposition. The tailing facility was designed for a 10-year life to provide an ultimate storage capacity of 6 1/2 billion kilograms (7 1/2 million short tons) in an area of about 180 acres. A plan view of the tailing dam is shown on Figure 2. The tailing consists of approximately 75% sand size material and 25% fines (material passing the No. 200 sieve). The tailing dam includes a small earth starter dam with raises of the dam accomplished using tailing deposited by upstream method techniques. The starter dam is a homogeneous embankment about 610 meters (2000 feet) long, a maximum height of 12 meters (40 feet) and 2 1/2:1 (horizontal to vertical) upstream and downstream slopes. The starter dam contains an internal drainage system which includes a near vertical chimney drain connected to horizontal finger drains. Because of the high economic value associated with small improvements in the operating performance of mineral processing plants, innovations in instrumentation, stabilization and expert control systems have been an ever-present part of the landscape in plants throughout the world since the I 960s. Expert control systems are computer programs that continuously monitor plant conditions; contain "expert knowledge" concerning the process, equipment and operational knowledge; and make timely recommendations for new process set points or even directly change the process set points to achieve desired management goals. Early rudimentary expert control systems first appeared in the early 1970s. They have grown from small, experimental but ambitious projects in which single unit operations were controlled to plant-wide systems that include technologies used in the U.S. space shuttle program. Experiences and results of applying these systems throughout the world will be explained discussed and analyzed. Typical results will be outlined and the use of expert control in the future will be projected.
