The depressed economic condition resulting from normal cyclic behavior, a more fundamental structural alteration, or both, is a mandate for change within the mining industry. Although several strategies for change have been proposed, the option of applying high technology processes to this smokestack industry offers the greatest opportunity for regaining global competitiveness and a new vitality. Research and development to secure new technologies require a corporate commitment for substantive change, a tech¬nologically enlightened management, a well¬funded and stable science and engineering effort, and a dedicated and motivated technical team--features in short supply in the mining industry today. However, an alternative to in-house development of frontier technologies is available to this beleagured industry through entrepreneurial, high-tech companies. These entities, with their dedicated focus toward product development, motivated and streamlined teams, high productivity and efficiency, and low costs offer a unique opportunity for large corporations to obtain high-tech products and services. These commodities are available through traditional commercial channels and an array of creative business arrangements. The latter offers notable benefits to large companies including windows on frontier technologies and mitigation of risk. Likewise, entrepreneurial companies profit through manufacturing and marketing relationships and an expanded financial base.

Maintaining stable high walls can be a challenging task. Complex geological and structural features, alteration zones, rock mass properties, and hydrogeological conditions must be well understood to design a safe mining environment. Economic considerations must also be taken into account as the mine operator must provide ore deliveries and protect reserves. However, even when good engineering practices are followed, and proper blasting and mining techniques are implemented, slope movements may still occur. When these slope instabilities are minor, the mine is often able to continue operations with minimal impacts on safety or production. When these occurrences are excessive and coupled with high rates of movement, a robust monitoring system is crucial to continuing mining activities while protecting personnel. This paper summarizes the approach an open pit mine in Nevada took as excessive and rapid high-wall movement was experienced in an integral area. Creative mining approaches, combined with slope monitoring radar technology, were utilized to maintain safe and successful mining activities despite active movement that exceeded an average velocity of 30 inches per day.

In Australia and America, encroachment by conflicting land uses, zoning restrictions, and the "not in my backyard" syndrome make it increasingly difficult to access high-quality aggregate resources located near the market areas. Attempts by government agencies in America to protect aggregate resources for future development have met with varying degrees of success. The State of Queensland, Australia, designates aggregate resource areas as Key Resource Areas, which protect the resource and the routes to transport the resource, provide a separation area from incompatible land uses, and indicate the likelihood that the area is free from conflicting social or environmental issues.

Energy-producing states see severance taxes as attractive sources of increased revenues for otherwise tight budgets. Consumers in energy-poor states, however, protest that current rates are excessive and have moved to obtain a reduction. The US Supreme Court heard two cases questioning such taxes during its 1981 term, and Congress, in each of its last two sessions, has seriously considered measures placing a ceiling on severance tax rates. Although discussions usually focus on coal severance taxes levied by Montana and Wyoming, ramifications of changes in national policy are much larger, potentially affecting mineral taxes in all states. Severance taxes yield substantial revenues in some states, as illustrated in the accompanying table. In fiscal 1980, Texas collected more than $1.5 billion from such taxes, while Louisiana, Alaska, and Oklahoma collected $525 million, $507 million, and $436 million, respectively. Oil and natural gas production were the major items taxed. While the table shows only the 10 states with the largest severance tax collections, a total of 17 states had severance tax receipts exceeding $10 million in 1980. The enormous increases in severance tax revenue between 1970 and 1980 can be seen from the table by comparing columns A and B. For the 10 states shown, revenues increased from $650 million to $3.8 billion during that period, due to a combination of higher prices, increased production, and new or increased taxes. In most states, increases in prices and production were more evident than higher tax rates. Although the revenue increase is impressive, it understates the extent of changes occurring during the past decade. Since tax collections are shown for fiscal 1980, the full impact of the decontrol of domestic oil prices is not evident. Also, taxes on natural gas reflect controlled prices. When full de-control of natural gas occurs, significantly higher revenues can be expected in gas-producing states, even if tax rates, production, and world prices remain constant. These increases in severance tax revenues, coupled with further increases expected to accompany natural gas decontrol, have produced fears that a substantial transfer of income is taking place from residents of energy-poor states to those living in energy-rich areas. Others worry that increased severance tax revenues will be used to substitute for a substantial portion of state taxes that would have otherwise been collected from firms and individuals. The resulting improvements in tax climate, it is thought, may encourage firms and workers to migrate to energy-producing states. While these issues are often portrayed as pitting energy have-nots against the haves, such is not entirely the case. Much of the original impetus for limits on coal taxes came from Texas residents, the state collecting the most severance tax revenue. One way of gaining perspective on these concerns is by examining severance taxes per capita and as a percent of state tax collections (see columns C and D in the table). When this is done, Alaska, where 1980 taxes on oil and gas production totaled more than $1300 per capita (and 35% of all state tax collections), stands out as a special case. There, the state was able to eliminate some individual taxes, place revenues in a permanent trust fund, and consider offering a rebate of some previous income

It is well known that surface moisture and fine content have a strong influence on coal handle- ability. It is known as well that these two criteria are not sufficient to classify coals. It seems that certain types of coals are intrinsically difficult to handle, the reason being still not well understood. For these coals, moisture and fine content are aggravating factors and have to be strictly controlled in order to avoid handling problems (sticking, arching in hoppers.. .). CERCHAR has undertaken research aimed at identifying the role of intrinsic characteristics of coal with regard to handling properties. Two of them have been identified as particularly relevant : the clay content and the "colloidal particle" content. Two simple tests commonly used for soils characterisation, but never used so far for coal, have been applied to characterise a wide range of coals. The derived classification has been compared with an empirical classification based on dry screening tests. DRY SCREENING EXPERIMENTS Dry screening at a relatively low screen aperture (e.g. 6 mm) may be considered as a good tool for assessing the handleability of wet fine coals. Difficult to handle coals always lead to rapid plugging of the screen whilst easy to handle coals can be screened without difficulties. A wide range of coals has been selected with various ash, moisture and fine content. Their characteristics are given in table 1. The experimental set-up consists of a 2 t.p.h vibrating screen equipped with two automatic re- cording balances collecting respectively oversize and undersize material. Provided that the feeding rate is accurately controlled, good reproducibility in the percentage passing as a function of time is obtained. Figure 1 gives examples of different types of relations that were obtained. - LMC coal exhibits a behaviour that is characteristic of easy to handle coals : % passing remains constant in the course of the screening operation. - B coal behaves slightly differently. One observe first a rapid decrease in the flow passing through the screen and then a stabilization. Hand- ling properties can be considered as intermediately - The curve relative to LHB coal is characteristic of a very difficult to handle coal that blinds the screen almost immediately. It is necessary to point out the fact that the classification derived from screening experiments is a global one, including not only intrinsic factors but also external factors such as fines and moisture content. Economic operation of a mine ventilation system must include some means by which operating costs can be quantified and evaluated periodically. Current practice at most mines relies upon the best judgement of foremen, engineers and managers to identify high cost or problem areas in the system and to estimate potential costs and benefits of work proposed to reduce inefficiencies. The problem with this is that significant savings can be overlooked or sub-economic projects may be undertaken when sufficient attention is not paid to the interrelationship between airflow characteristics and corporate financial criteria. In order to accurately determine costs and benefits it is necessary to view the solution of each potential ventilation problem as a separate economic opportunity.

The technical paper correctly points out that the kriging variance is not a good measure of the uncertainty of the estimated (i.e., kriged) value of individual blocks. The au thors claim that their proposed jackknife method, which is a rekriging of each block by eliminating, in turn, one sample from the original sample set and then taking the average of the rekriged estimates, not only gives good block estimates, but the resulting jackknife kriging standard deviation is a useful indicator of the "true uncertainty associated with block estimates." However, they immediately abandon the idea of using the block-by-block standard deviations, reasoning that these standard deviations are not independent and that there is no easy way to utilize them. There may be another reason for not using them. The jackknife standard deviations for individual blocks given in their example are mostly in the range of 0.004 to 0.005 oz/st (0.14 to 0.17 g/t) with only one block having a high value of 0.012 oz/st (0.41 g/ t). These individual block standard deviations are as low as the jackknife standard deviation for the mean grade of the entire shape, i.e., 0.0041 oz/st (0.14 g/t). Do they represent the "true uncertainty" of the individual block estimates? Could the authors explain this? In a global shape consisting of a large number of blocks, any given sample will affect the kriged estimate of only those few blocks within its vicinity. This is the rationale for the authors' selective rekriging, making the jackknife algorithm more efficient. On second thought, why not do away with jackknifing altogether? Just cumulate and normalize, if necessary, the kriging weights of each sample used during the ordinary block kriging process, and then compute the global variance from these kriging weights and their respective sample grades? After all, isn't the global mean grade nothing but the weighted average of the samples used in the estimation? Reply by G.S. Adisoma and M.G. Hester The jackknife is one of the many tools in a practitioner's toolbox to solve estimation problems. The strengths of the technique lies in its simplicity, i.e., it uses the concept of mean and standard deviation and the fact that it can be easily combined with other tools, in this case kriging. Because the jackknife kriging (JK) estimate is also the mean of the pseudovalues, the JK standard deviation is attractive just as the standard deviation of the mean explains the variability of the data. The difference is that the pseudovalue calculation in jackknife kriging uses the ordinary kriging (OK) weighting scheme instead of simple arithmetic averaging. The data used to illustrate the jackknife technique in the paper consist of high values that are roughly three times the low values. The resulting JK estimate of the block grades show that the highest estimate is roughly twice the grade of the lowest estimate. The contrast between the low and the high estimate is more evident in the JK estimate than in the OK estimate, even though the mean grades of the blocks for the two estimates are very similar. Nonetheless, in this paper, we are concentrating more on the need for a more realistic measure of uncertainty, or precision, for the estimate. Unlike its OK counterpart, the JK standard deviation of the blocks clearly reflects the original data variation. The highest JK standard deviation of the blocks is three times its lowest value. This follows our intuition that, when the samples used to estimate a block is more variable, the resulting estimation variance (or standard deviation) should be higher than the case where the samples are more uniformly valued. However, block-by-block standard deviation or variance is of little practical value in reserve estimation and classification, as well as in mine planning. One is usually more interested in quantifying not the variance of the individual block estimate, but the uncertainties associated with a much larger dimension, such as the minable reserve. Thus, the thrust of the paper is to find a simple way to obtain a single estimation variance or standard deviation associated with the reserve grade estimate. The discussion by J.H. Tu did not mention how one would obtain the global variance from the OK weights and the sample grades. As a technique that offers a data valuebased measure of uncertainty for its estimate, the "leave-one-out" jackknife fills this need nicely through the block kriging shortcut approach described in the paper. Note: The first column and the last two columns of Table 3 in the paper should have contained a single number each, namely, an OK estimate of 0.0317, a JK estimate of 0.0333 and a JK standard deviation of 0.0041 oz/st, respectively, for the shape, as are obvious from the text. ?

Monitoring conveyance position and wire rope load directly from the skip or cage top offers several significant safety and production advantages. The Spokane Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) developed a shaft conveyance monitoring system (SCMS). This system consists of position and guide-displacement sensors, a maintenance-free battery power supply and a new sensor, which is mounted on the wire rope with a Crosby Clip, to measure hoist-rope tension. A radio data link transmits sensor output to the hoistroom. A state-of-the-art automated hoisting test facility was also constructed to test the concept in a controlled laboratory setting. Field tests in full-size shafts are now underway.

INTRODUCTION In Canada, most of the rock being broken in underground metal mines is being carried out using traditional drilling and blasting methods. Despite advances being made in hard rock boring and other, more exotic techniques, it is Dynatec's belief that the traditional methods will continue to prevail for many years to come. It is also our belief that modest research efforts expended on the traditional methods will result in substantial financial benefits to the mining and rock tunnelling businesses. Dynatec has pursued productivity improvements through the use of long rounds in both shaft sinking and lateral development. The concept of longer rounds was developed by Dynatec on the Craig Shaft Sinking Project (RETC 1991). This paper reviews the Craig Shaft Long Round success. This technology was subsequently utilized to sink the two shafts at Aur Resources with great success. The development of a Long Round Jumbo for tunnelling is a natural progression of the long round technology developed for the Craig Shaft. The production of nickel coated mica composite powder by hydrogen reduction of a nickel ammine sulphate solution, followed by the production of molded plastic samples containing Ni/Mica is described. Sample preparation by injection or compression molding is outlined and the better results in compression molding are explained by the combination of better particle-to-particle contact, less particle breakage during processing, and more random particle distribution in the plastic. Three volume resistivity measurement techniques are described and compared. Two of them (conductive paint and silver-rubber electrodes) are found reliable and are used throughout the work. The influence of nickel content and particle size of Ni/Mica on volume resistivity is evaluated and the optimum product defined. One of the most important assets of Ni/Mica, its ease of injection molding, is demonstrated by the good electrical properties obtained with little optimization of the injection molding process. Surface roughness of molded plastics with and without Ni/Mica is briefly discussed. Shielding effectiveness of Ni/Mica in four plastics (PP, ABS, PBT and PC) is presented and correlated to volume resistivity data for the same materials. The addition of 15 to 50 weight % Ni/Mica (3 to 16 volume %) to plastics and subsequent injection or compression molding produces composite materials having low volume resistivities (0.03 to 1 ohm.cm) and high shielding effectiveness (40 to 70 dB).

After determining minable acreage, tons are calculated by multiplying minable acreage by average thickness and by a volume-tonnage conversion factor. Converting from tons in the ground to tons sold across the scale takes fines and internally used and wasted stone into consideration, resulting in minimum losses of about 10% for limestone and 15% for sand and gravel. A high degree of certainty about thickness, lateral continuity and geologic character defines proven reserves. Assuming continuity of these characteristics defines probable reserves. By using tpa estimations and annual tonnage requirements, the life of a deposit can be quantified. The decision can then be made regarding the necessity of securing more acreage. Some landowners choose to multiply aggregate price, operating income, or a royalty rate by tons to arrive at a value for their reserves. In doing so they probably overstate the value of their land.

The complexity of large geographically diverse or multicommodity mining companies requires a corporate structure, which provides the maximum long-term effectiveness. Structure models exist along the spectrum of centralization to decentralization. This paper examines the trade-offs of flexibility, cost, decision making, consistent strategies, and corporate control associated with different structural models as applied to mining companies. The mining industry typically lends itself to a business unit model. However, the degree of decentralization depends on size, proximal operations, technical complexity, product mix, geographic spread, mining methods employed, and the inherent capabilities of an organization.

Estimated world production of natural and synthetic industrial diamond was about 630 million carats in 2004. Natural industrial diamond deposits have been found in more than 35 countries, and synthetic industrial diamond is produced in at least 10 countries. About 80 percent of the global output was produced in Ireland, Japan, Russia, South Africa and the United States. Russia and the United States are the world’s leading producers of synthetic industrial diamond. In 2004, the two U.S. synthetic producers, one in Pennsylvania and the other in Ohio, had an estimated output of 250million carats. Also in 2004, nine U.S. firms manufactured polycrystalline diamond (PCD) from synthetic diamond grit and powder.

When longwall equipment is being specified, a nominal capacity is generally given on which to base the design of the various face and out-bye systems and components. This capacity generally comes from a nominal annual capacity requirement based on realistic utilization rates. From illustrative examples of simple system simulation, this paper sets out to show that a single nominal capacity is not sufficient to size the different systems. The manner in which the Longwall is operated and the overall system configuration and availability can have a significant impact on overall productivity.

The principals of McCabe Industrial Minerals, Inc., have been involved in the mining, processing, and marketing of nonmetallic minerals for more than 40 years. In addition to marketing nonmetallic minerals produced by other companies, McCabe Minerals owns and operates three plants that produce headlap-roofing granules, with 25 employees and annual sales approaching $6 million. During its 22 years of operation, the company has developed many different markets, and a list of factors that is used in making our marketing and feasibility studies. These criteria (Table 1) are used extensively by the company in all of its projects, and we present this and other data about the company in this brief report.
