THE agreement of September, 1922, between the anthracite operators and the United Mine Workers of America, which followed the 54.5 months strike during the summer of that year, contained the following provision : The parties unite in a recommendation to Congress that legislation be forthwith enacted creating a separate anthracite coal commission with authority to investigate and report promptly on every phase of the industry and the parties hereby ask the President to request the enactment by Congress of the recommended legislation. The continuance of production after Aug. 31, 1923, shall be upon such terms as the parties may agree-upon in the light of the report of the Commission.

Demand for eastern magnetite in 1948 necessitated practically all eastern magnetite industries to operate on a six-day week, with the result that over 11,000,000 long tons of crude ore were mined, and the shipping products amounted to approximately 5,000,. 000 long tons. Reports indicate that operating on a six-day week and doing maintenance work on the seventh day was satisfactory and resulted in excellent continuity of operation. In the Port Henry district, Republic Steel Corp. once again set new all-time records for the production of crude ore and total shipping product; 1,868,000 long tons of crude ore were mined, 945,000 from the Old Bed mine, 408,500 from the Harmony mine, and 514,500 from the Fisher Hill mine. Of the 969,000 long tons of shipping products, 663,800 long tons were sinter, 181,000 lump ore, and 115,200 con¬centrates.

With the increased demand for lightweight aggregate, such materials have been manufactured from slags, clays, slates and, to a minor extent, the refuse of coal preparation processes. The latter source is attractive due to current interest in eliminating air pollution and improving the unsightly appearance of refuse piles as well as potential economic advantages, if a satisfactory product can be manufactured. A study has been made relating the composition of coal refuse, expressed as washability data, and the properties of a resulting aggregate. Three different refuse samples (bituminous and anthracite) were separated at gravities ranging from 1.4 to 2.96. Their chemical composition was determined. Aggregates were prepared in the laboratory from these fractions before and after ashing, at temperatures between 1250' and 1350°C. The specific gravity, expansion and compressive strength of the products were measured. The response of the refuse to bloat is related to the chemical composition of the ash to yield a glass of desirable viscosity and to the presence of a material which will form a gas in the appropriate temperature range. Carbonaceous material within the particle is a negative factor since after the glassy phase forms, oxygen cannot enter the mass thus inhibiting bloating. Precombustion of the refuse is also detrimental since it removes substances of gas-forming capability. The fraction sinking at 2.60 yielded an aggregate which had the lowest specific gravity, greatest expansion and greatest compressive strength. The purpose of this study was to seek and evaluate possible relationships between the composition of coal refuse, as expressed by washability data and factors affecting the production of a lightweight aggregate from refuse by bloating. The study was related to an intense program in the Department of Mineral Preparation at the Pennsyl- vania State University to study the possible elimination of air pollution from coal refuse fires by producing a low-carbon secondary refuse. Another phase of this program is considering possible uses of such a secondary refuse. Thus one study was to determine if a lightweight aggregate could be produced from this new refuse material and what effect the nature of refuse beneficiation would have upon the characteristics of a commercial aggregate product. It was hoped that these studies would assist in the design of a process and in establishing the optimum specific gravities at which refuse separation could be made in respect to the production of a low grade fuel from the float product and a raw material for lightweight aggregate from the sink product. The combination of producing a saleable low grade fuel and a lightweight aggregate, while at the same time minimizing disposal costs and air pollution contributions would be attractive to the coal mining industry. MECHANISM OF BLOATING Austin, Nunes and Sullivan,1 Ehlers,3 Everhart, 4 Riley7 and others, have stated that bloating is an expansion process in which two essential conditions exist simultaneously. These are: the development of a glassy phase over a relatively wide temperature range (the viscosity of this glassy phase plays a major role in the retention of the evolved gases) and the evolution of gases (SO2, SO3, CO2 and O2) from mineral decomposition in sufficient quantities at appropriate temperatures to form a cellular structure in the mass. Unless these two "type" reactions take place at the same time or in overlapping ranges of time and temperature, cellulation will not occur. In this event, the gas will escape or the melt will be too fluid to retain it; or if retained, the cells may be too large or the walls too thin for good strength in the product. The stages that occur when clays and shales are heated in an oxidizing atmosphere may be summarized as follows: 1) Drying and removal of free water to 200°C. 2) Absorbed water dehydration period (200 to 480°C). 3) Chemically-combined water dehydration period (480 to 700°C).

Because no rock outcrops exist in the Cuyuna district, it is necessary first to make a magnetic survey with a dip needle, or possibly with a sun-dial compass, and determine the area or belt of magnetic variations and the maximum lines of magnetic attraction. A dip-needle survey is quicker to make, is sufficiently accurate, and will suffice. Regardless of how poorly defined the magnetic attractions may be, it is important that they be determined. Even if drilling has developed ore on an adjoining property, the survey should not be omitted. Iron-bearing formation is indicated by the magnetic attractions, but whether or not ore exists must be determined by drilling. The maximum line of magnetic attraction offers the best place to begin drilling. If no magnetic attraction exists, nearby developments are the only guide; and if these also are lacking, drilling is governed by guess. Test-pitting is not employed in exploratory work because the surface is too deep. Tunneling cannot be used because the topography is not suitable. Exploration shafts are a waste of time and expense, because from every standpoint drilling with churn and diamond drills is the most applicable method for exploratory work. Light drilling equipment only is needed. Rarely have heavier drills been required, for seldom do holes exceed 400 ft. in depth, and about 100 ft. of this is in glacial drift which is easy to penetrate. The deepest hole is 1023 ft. Because of the steep inclination of the strata and the narrowness of the orebodies, many angle holes have been drilled, mostly at 60' to 70" from the horizontal and against the dip of the formation. Angle holes are most advisable. If after initial drilling the beds are of shallow dip, vertical holes or holes of any angle can be used. The total cost of drilling a property is much greater if only vertical holes are used because more holes must be drilled to obtain the requisite information than when angle holes are used. Many tests for variation in angularity of a finished hole have seldom shown more than 2'; therefore, such tests may with safety be abandoned. Because the orebodies are generally about 100 ft. wide and cross a 40-acre tract at a slight angle, and as the dips are usually about 70"

The Yates field is situated in northeastern Pecos County, Texas. Its productive area is about 15,000 acres. Production is chiefly from limestone of Permian age. Depths of wells vary from 1100 to 1800 ft. Initial productions range from a few barrels to 8000 bbl. per hour. The field outlet has always been prorated. Gas-oil ratios originally varied from less than 100 cu. ft. up to 8000 cu. ft. per barrel at allowable production rates. The average ratio was about 500 cu. ft. Fig. 1 shows the structure of the field and the location of the Tippett lease, on which the original experimental tubing work was done. Before the latter part of the year 1929, little actual effort in practice had been given to determination of the conditions under which the highest efficiencies may be realized in naturally flowing wells. For the preceding few years attention had been given to gas-oil ratios and their possible reduction by maintenance of back-pressure by choking at the well head. Some attempts had been made toward reduction of ratio by bottom-hole choking. In late 1929, the Shell Petroleum Corp. started the experimental installation of specially designed flow columns adapted to high-pressure flowing conditions in the Yates field. The objectives in view were the attainment of low gas-oil ratios at low rates of flow and the maintenance of high bottom-hole pressures. All naturally flowing wells should be provided with a suitable eductor string immediately upon completion of the well, so that the benefits of efficient flow will be derived from the beginning. This paper presents a method of tubing for efficient flow and a discussion of some complex factors which influence well behavior. Factors Influencing Gas-oil Ratios Many factors influence the production of gas from naturally flowing wells. The writers believe that in some instances gas control is effected mainly in the reservoir itself, in others in the well bore, and in still others both sets of factors may be significant. i\ program has been written which allows fully automatic conversion of data for X-ray intensity, as a function of time, to finished conventional pole figures. The program accepts input data in the serial order in which they are taken and is therefore immediately compatible with automatic data-acquisition devices. From these data taped instructions are prepared for the Calcomp plotter to construct ink-on-paper drawings. Because both Siemens and Norelco pole figure goniometers are used in this laboratory, the program was written for pole figure data obtained from one or more interpenetrating spiral scans during which both the polar angle, @, and the equatorial angle, a, are varied simultaneously and continuously. The reference direction for a scan, that is the point @ = 0 deg, may be chosen coincident with either the normal direction (N.D. figures) or the rolling direction (R.D. figures). In either case the plotted figures are drawn with the transverse direction (a = 0 deg) at the right and the rolling direction at the top. The full, circular, pole figure is drawn as two semicircular figures labeled "front side" and "back side". As presently constituted, the program will also accept data from circular scans taken at constant values of @. In every case the angular coordinates of each intensity entry are generated in the computer from a relatively small number of auxiliary data. The X-ray intensity data are corrected for background scattering by direct subtraction of the intensity measured with 28 set appropriately "off" the Bragg angle. It is possible to enter this correction as an additional spiral scan through the a, @ space; because the background correction does not normally vary rapidly enough to warrant this detailed a determination, the background corrections are entered as one or more auxiliary data. All data are normalized to a multiple of random intensity. The data taken in this laboratory for N.D. figures are normally taken in a reflection geometry from from sheet samples and do not extend beyond <p = 75 deg; for these data random intensity must be determined from separate experiments and entered as auxiliary information. When the auxiliary information is not available, a number is chosen to give intensity values normalized to a scale of 1 to 10. In this laboratory, R.D. figures are based upon hemispherical samples for which data are taken out to @ = 90 deg; for these data random intensity is calculated by direct numerical integration of . sin @ d@ using the trapezoidal rule and the background-corrected values of the input data. Points necessary to the construction of the pole figure are identified by simple linear interpolation between adjacent data points to determine the loci of contour lines. Points lying on a given contour are connected to one another with straight-line segments and the search-calculation-drawing sequence is patterned to assure that different contour lines do not cross, that a single line does not branch, and that lines do not end in space. However, so that there be no ambiguity in the data presentation, all contour lines end at the limits of the input data. Empirical equations for surface tension of propane and normal butane as functions of reduced temperature are obtained from experimental data. Another correlation relating surface tension to enthalpy of vaporization is given for these two compounds. In addition, new paracbor numbers are calculated for the normal paraffin hydrocarbons. These numbers are utilized for the calculation of interfacial tension of two-component systems as functions of pressure and temperature, using a modified form of Weinaug-Katz equation. The experimental data for two binary systems are approximated by the correlation. From these results it is found that the interfacial tension in the high-pressure region remains extremely low at large pressure decrements below the critical pressure. Thus, it appears that condensate systems may have flow characteristics almost like single-phase conditions even though the pressure is within the two-phase region. Experimental data have shown that interfacial tension divided by density difference approaches zero as the critical pressure is approached. A calculation of wetting-phase saturations indicates that the saturation gradient at the two-phase contact becomes increasingly abrupt as the critical pressure is approached. DISCUSSION Prediction of the surface and interfacial tension of the light hydrocarbons and of two-component hydrocarbon mixtures at various temperatures and pressures may be made if other physical properties are known. Extensive experimental work on single-component and binary systemsl is the basis for the correlations outlined in this paper. Interfacial tension is defined as the specific surface-free energy between two phases of unlike fractional composition, while surface tension is defined as the specific surface-free energy between two phase:; of the same fractional composition. The usual definitions relating interfacial tension to a liquid-liquid interface and surface tension to a gas-liquid interface are not clearly defined when the critical region is included, and there is no sharp distinction between a gas and a liquid phase. Interfacial tension is probably the most important single force that makes one-half to one-third of the total oil actually in place in a reservoir rock unrecoverable by conventional gas-drive or waterflood methods. A rough estimate of this figure for the United States is 100 billion bbl. Interfacial tension presently is used by petroleum engineers in the estimation of saturation gradients at the gas-oil contact and at the oil-water contact. The data in this paper should prove useful for estimates of reserves involving gas-oil contacts. Relative permeability undoubtedly is influenced by interfacial tension, for sufficiently small values. These data should be useful in determining how small the values are In addition, these data should eventually add to our fundamental knowledge of surfaces. At the critical point, all surface excesses approach zero and the thickness becomes very large. SINGLE-COMPONENT SYSTEMS It has been observed1 that the following relationships are good approximations to the physical properties of propane and n-butane.

President Allende says he will expropriate all American investments in Chile and he&apos;s already well on the way to accomplishing this objective. What the average observer doesn&apos;t realize is that this has not only created big lossess for the copper companies. It could also take a chunk out of the U.S. taxpayers&apos; pockets. Premier Castro expropriated the U.S. taxpayers&apos; investment of over $100 million in the Nicaro (Cuba) nickel and cobalt operations-and U.S. Government protest over the loss was never heard above a whisper. Where the taxpayer comes in today is through the Overseas Private Investment Corporation, which was set up to guarantee U.S. companies&apos; foreign investments against losses due to political changes. As of now, metals firms hold more than $300 million worth of obligations against this U.S. Government agency. The agency itself may not be able to raise more than $85 million, and a supplemental appropriation may be needed to meet its guarantees.

This paper comprises suggestions on certain points rather than a complete survey of the whole subject. In other words, it is a contribution to the kenera1 discussion invited by John Hays Hammond in his paper, presented as a Presidential address at the Chattanooga meeting of the Institute, in October, 1908.1 Mr. Hammond says, in conclusion: "... I am not offering a code, or even an official and representative declaration of principles.. My remarks are intended, and will, I hope, be accepted, simply as a contribution to that discussion of their theme in which every engineer of experience may participate." Such a discussion has been conducted in technical journals, as well as in contributions to the Transuctions of the Institute; and, in the remarks here offered, I shall have occasion to refer the read& to what I have thus published elsewhere, for more extended statements of my views. What Mr. Hammond says about loyalty to employers, the double capacity of the engineer as an employer, the expert witness, commissions on machinery, the statement that most swindling is done by laymen and not by engineers, duty to the investing public, and the engagement of local engineers as colleagues, it is a pleasure to indorse. The railroad haulage system was started at Kennecott&apos;s Bingham Mine in 1906 and has remained a prime mover of ore and waste for the succeeding sixty years. As the stripping ratios increased contract stripping on the upper levels of the mine was introduced employing truck and shovel methods. The ore production then was 90,000 tpd. Analysis of expanding the ore production to 108,000 tpd revealed that the increased ore production and continually rising stripping ratio would result in waste production requirements that exceeded the capacity of the rail haulage system above 6290 level. The advent of larger haulage trucks (65-100 tons) in the early 1960&apos;s made available to the Bing- ham Mine economic and operating factors which showed truck haul- age to be the best replacement for rail haulage on the upper levels of the mine. As part of that analysis it was concluded that company stripping would replace the contractor stripping in the top area of the mine.

Ix the crucible-method of assaying ores for silver a certain amount of litharge is essential to supply sufficient lead to collect the precious metals. The object of this paper is to point out that the use of a .large excess of litharge in the assay of some ores will give results for silver that are uneven as well as low. So far as I know, however, an excess of litharge does not affect the results obtained in the crucible-assay of ores for gold. The main reasons for using, in the crucible-assay, much more litharge than is required to give the necessary lead button are : 1, its action as a flux; 2, its action as a desulphurizer; and 3, its action as an oxidizer, especially on metals like copper and nickel, whereby they are forced into the slag as oxides and thus prevented from passing into the lead button. Hence, by the use of much litharge in the crucible-assay more-ore can often be taken than in the scorification-process, and a lead button obtained which can possibly be cupelled at once or after a single scorification. The method is specially advantageous with an ore carrying much copper or similar impurity and poor in silver, when the assayer does not wish to resort to a wet-analysis for the determination of the silver. It is well known that some ores give better results when assayed by the scorification-method, while others give better results by the crucible-method. For several years I have noticed that, when much litharge was used with certain sulphide and arsenical ores, the results were considerably lower than when the scorification-method was used. In 1961, a research program started at Columbia into the mechanical aspects of flotation,* and certain ends are now in view. The purpose of this note is to explain these tentative conclusions in the hope of stimulating discussion and eliciting new data, especially industrial data, with which to test the views expressed. The variables presently under consideration are impeller rotational speed, N, volumetric air rate, Q, and impeller diameter, D, the latter being the parameter chosen to designate cell size. THE GRADE AND RECOVERY SURFACES With a given ore, chemical treatment, and flotation machine, both grade, G, and recovery, R, are functions of N and Q. The GNQ and RNQ relationships are best viewed in terms of three-dimensional surfaces (Fig. 1) which are experimentally determinate.2 TO maintain grade at an acceptably high level, it is necessary for N and Q to lie within certain limits, and similarly with recovery. It is with great pleasure that I read Mr. Howard M. Wells article in the December 1978 issue of MINING ENGINEERING entitled: "Optimization of Mining Engineering Design in Mineral Valuation." Mr. Wells very adequately presents the case and point that there are a great number of variables which must be analyzed during an economic evaluation of an FUND RESOURCE, such as copper or uranium.

A little more than a year and a half ago construction started on Canada&apos;s largest initial milling plant. Today the zinc concentrating plant 7 miles north of Barraute sits on ground that once was forest and clay flats. The plant is part of Barvue Mines Ltd. zinc-silver operation. Employees of the plant live in the model community of Barvue, built like the plant in record time. About 5000 tons of ore are handled by the plant daily, with an output of 200 tons of zinc concentrate. Management hopes to raise capacity of the $8 million plant to 6000 tons.

Because of the extensive utilization of hydraulic fracturing for the stimulation of low-productivity wells, the two related problems of fracture design and evaluation have become economically significant and, as a consequence, helve motivated this investigation. The producing characteristics of horizontally fractured wells were studied to determine the fracture configuration that should be employed as the basis for the design of the treatment and to develop a method that can be used to establish the degree to which the design objectives have been achieved. The equations which describe the steady-state flow of a single-phase fluid into, and through. a finite-capacity fracture were solved numerically for an idealized reservoir-fracture model. The numerical results were used to obtain an apparent skin effect for each combination of the parameters considered. Based on the computed results, subject to the limitcitions implied by the assumptions that were made, the following general conclusions were drawn. 1. For a radius of drainage at least four times us large as the radius of the fracture, an apparent skin effect that is independent of the radius of drainage can be calculated. 2. The productivity of the hydraulically fractured system, relative to that of the unfructured well, can be determined from the apparent skin effect and can be used to establish design objectives. 3. In the evaluation of a fracture job, it is not Possible to determine both the radius of the fracture and its flow capacity uniquely from the apparent skin effect; an independent determination of one of the quantities is necessary. lNTRODUCTION Although hydraulic fracturing has been employed as a method for stimulating the productivity of literally hundreds of thousands of wells during the past 10 years, it is only in the last few years that improvements in fracture design1-6 and fracturing technique&apos; have combined to increase the probability of obtaining a successful treatment to such an extent that the mechanics of the method may be considered to be standardized. From an economic point of view, however, two related questions must be satisfactorily answered before hydraulic fracturing can be used in the most profitable manner. The two questions are the following. I. For a particular well in a given formation, what are the optimum design specifications for the fracture treatment? 2. Have the design objectives been achieved by the fracture treatment? The significance of these questions has been recoguized, and some attempts to obtain answers have been made. Howard, et al,8 endeavored to determine the optimum treatment, based on maximizing profits, for any given formation; unfortunately, this work was based on a crude method for approximating the productivity of a well. Carter and Tracy9 utilized the same approximation to study the effect of fracturing on the behavior of a well producing by virtue of a solution-gas drive. Electrolytic models were used by van Poollen10 to investigate the variation in productivity due to fracturing; however, only a limited number of results were presented. Later, from the same model results, van Poollen, et al,11 attempted to justify an approximate expression for determining the productivity of a fractured well. It is quite apparent that there is a definite lack of the practical information necessary for specifying the optimum fracture configuration to be considered for design purposes. The only detailed attempt to develop a procedure for evaluating the result of a given fracture treatment appears to be that of van Dam and Horner.12 These authors described a technique for analyzing pressure build-down data, obtained immediately after fracturing, to determine the final fracture volume, the final fracture porosity, the fracture area, the fracture thickness and the in situ fluid loss of the fracturing fluid. While this approach should be useful whenever acceptable pressure measurements are available, it does not yield a value for the flow capacity of the fracture. Since the problems of fracture design and evaluation are inversely related, it should be sufficient to study the effect of the fracture configuration on the performance of a well. The primary objective of this investigation is to evolve a technique for computing the desired solutions. THE morphology and mechanism of the proeutectoid a and the eutectoid reactions have been recently investigated in some detail in an iodide-base Ti—7.22 pct Cr alloy.&apos; These studies have now been extended to an iodide-base Ti—10.8 pct Cr alloy in order to evaluate the effects of composition on the proeutectoid and eutectoid transformations in titanium-chromium alloys. The alloy used in this investigation had the following composition: 10.8 Cr, 0.0327 0, 0.011 N, 0.0063 H, and 0.011 pct C. UNTIL a few years ago, geological mapping, the study of ore boulders, and different geophysical methods were the principal means used in the systematic search for mineral deposits covered by a layer of disintegration products or soil. These methods have been developed to a high stage of perfection as far as the geometrical definition of the conductor is considered. Use of geophysical methods in prospecting is based on the fact that an ore body differs from the country rock not only geologically but also in its physical properties. The general drawbacks and complications included in the use of geophysical methods are well known to everyone who has been using them, so need not be entered into here in detail. One of the more important ones is the fact that geophysical methods are unable to furnish information concerning the chemical composition of the ore bodies responsible for the indications. Further, the ores of many metals, such as silver, gold, beryllium, zinc, mercury, tin, lead, vanadium, antimony, chromium. molybdenum, tungsten, manganese, cobalt, nickel, and the platinum metals cannot be directly located by known geophysical methods, owing to lack of physical characteristics suitable for distinguishing them from the country rock. Thus it is quite natural that efforts have been made to develop direct methods for prospecting and locating ore bodies of the elements named. Known as chemical, biogeo-chemical, and geobotanical methods of prospecting, these have been much improved during recent years. A brief review of these methods and of some results obtained with them will be presented in the following, on the basis of available information and my own experience.
