"LET ME FIRST OF ALL thank you for sending this invitation to me to participate in this Annual Meeting of The Mining Society of Nova Scotia. As an engineer, although I don't get an opportunity to practice very much engineering these days, I am, of course, always pleased to be able to meet with my fellow engineers to exchange views, but I must admit that today I feel a little bit out of place in the midst of all the experts that are here today. Let me make one thing clear - I'm a generalist! Your program states that I am to make a keynote address. I have always thought that a keynote speech is one that says something that has not been said before - announces some new program or policy, or says something startling. I am sure you will understand when I tell you that keynote addresses are made by politicians and that civil servants speaking publicly are usually expected to give an account of what is, or what is likely, to happen as a result of policies that have been announced in keynote speeches by politicians. I am reminded of a statement by a distinguished parliamentarian who said, ""However exalted a civil servant may be, he is not above the elected officials."" So today I will confine myself to giving you an overview with particular emphasis on the development side of oil and gas. The theme of ""Oil and Gas"" is a topical one these days. I suppose it's because of all the copy that is being generated by the media on the U.S. energy crisis, the Mid-East situation, the fact that most of the world's proven oil reserves are in Arab hands and, of course, the accelerated exploration activity that is taking place in the North Sea, in the Arctic, and off the coast of Newfoundland and Nova Scotia."

An abandoned waste impoundment located within a portion of the Kellogg, Idaho Superfund site constitutes a field research area for studying the feasibility of recovering heavy metals in-situ from unsaturated mine and mill wastes. A prototype in-situ leaching cell has been evaluated using liquid-phase tracer tests and other hydro-geologic tests prior to introducing a lixiviant. The results of the tests suggest that: (1) the cell can be operated excursion-free with a low-density lixiviant at an injection/withdrawal rate of approximately 0.32 l/s; and (2) each hydro-geologic unit is highly heterogeneous at the different scales studied.

One of the major ignition sources of fires and explosions in underground U.S. coal mines is flame cutting and welding. On May 20, 2006, a flame-cutting operation at the Darby Mine No. 1 led to an explosion that resulted in five fatalities. On Jan. 22, 2003, another explosion caused by flame cutting at the McElroy Mine resulted in three fatalities and three serious injuries. On June 22, 1999, a flame-cutting and welding operation at the Loveridge Mine caused a fire that required sealing the mine for an extended period. On March 19, 1992, an explosion initiated by welding at the Blacksville No. 1 Mine resulted in four fatalities. These examples of mine incidents demonstrate the need to conduct research to develop best practices for safely conducting flame cutting and welding in underground coal mines. The National Institute for Occupational Safety and Health (NIOSH) conducted a study on fires and explosions in underground U.S. coal mines that were caused by flame-cutting and welding operations to determine the root causes of these types of incidents. The methodology included interviewing mining personnel who perform flame-cutting or welding operations in underground U.S. coal mines and visiting mines to observe these operations. In addition, MSHA reports of investigations and accidents statistics were analyzed. The findings were used to identify and compare differences between flame-cutting and welding practices and techniques in small and large mines, eastern and western mines, low-seam and high-seam mines, room-and-pillar and longwall mines, and between experienced miners and new miners. As a result of this study, best practices were developed to reduce the number of ?res and explosions caused by flame cutting and welding. This paper provides a summary of this research.

Many thickener operations continue to be constrained by their ability to process consolidated underflows with high yield stress and associated rheological characteristics. To maximise separation efficiencies within a thickener operation the use of both engineering and reagents are always considered. BASF is developing a Novel Flocculant Technology (NFT), which combines both of these aspects to enhance the performance of the thickener operation, improving the areas of pumping efficiency, underflow density and throughput. The development progression through stages of laboratory scale batch test work to pilot scale dynamic testing has demonstrated the ability of BASF NFT to maintain effective flocculation performance whilst increasing the rate of underflow consolidation, and significantly reducing the associated underflow yield stress of the treated material. This paper will present application data through full scale dynamic testing conducted on a granite washing circuit to demonstrate the performance benefits that NFT offers to a thickener operation. Compared to the conventional flocculant treatment, within the operation parameters and conditions employed during the full scale trials, the NFT produced a reduction in underflow rheology (yield stress) of around 45 % relative to a given solids and improved the underflow consolidation by providing at least 20% relative higher underflow solids loading than the upper limit of the given typical thickener operation. A large overburden blast was carried out at Douglas Colliery, Middelburg Mine Services, close to a national road in South Africa. The road is a busy route between Witbank and Bethal and damage to the road could not be risked. The section of road next to the blast was particularly prone to damage, because it had been mined out on its eastern flank, and the large blast was to take place on its western flank. There were thus three potential damage risks: 1. Fly rock damage to the road surface 2. Vibration damage to the road substrate 3. Damage caused by bulk displacement of the block supporting the road into the void on the mined out side. This paper presents the design and blasting methods used to control the blast and avoid these three risks. Electronic delay detonators were used in multi-decked holes. Signature data were used to determine the blast timing to make sure that delays were used that would provide destructive interference. The timing direction and sequence was decided using wave interference patterns to direct repeated shocks away from the road. The precise detonators and the odelling capability allowed effective control of the blast vibration result. Each hole was charged with two explosive decks separated by a deck of aggregate to limit the charge mass fired per delay and thus limit the reaction forces acting towards the unsupported road. The vibration and blast results are presented in the paper, together with the design that was applied. Details are provided on how the blast was charged and primed. Natural and technogenic sources of rare earth elements (REE) and other rare and scattered metals are remarkable for their chemical diversity. The pregnant solutions going to processing for the valuable metals have very complex compositions. Both targeted elements and competing impurities are present in the solutions in different chemical forms. Thus processing of such materials demands application of different technological tools addressing numerous specific tasks on the way to the final product. Screening work was undertaken to identify the best resins among developmental and commercial products addressing typical cases in the hydrometallurgy of scandium and REE. The cases outline typical sources of scandium and REE, such as streams of TiO2 production, extracted phosphoric acid, barren uranium solutions and others. Specially designed ion exchange resins can be effective tools.

"As part of the new 2nd Ave Subway Project, an existing tunnel constructed in the 1970’s will be connected to the new subway and used as new running tunnels. The existing tunnel had to be modified to comply with newer structural and fire life safety codes and to be connected to the new cut and cover station at 96th St. This paper will discuss the complexities of tying an existing tunnel constructed over 40 years ago into the new station and allowing for movements due to the unloading of the existing tunnel and the differential settlement of the two structures during both the construction and permanent condition. Topics that will be discussed include structural analysis, ground improvement techniques, selection of support of excavation walls, working in contaminated soil and instrumentation and monitoring of the structures. It will also cover retrofitting the tunnel to comply with updated Fire/Life/Safety requirements. PROJECT OVERVIEW The Second Avenue Subway (SAS) will be the first major expansion of New York’s subway system in over 50 years. To be constructed in four phases, it will run from 125th St. in Harlem to Hanover Square in the Financial District (see Figure 1). For most of its length, the alignment is directly under the Second Avenue roadway."

The industrial wastes generated by the plating industry, the circuit board manufacturing industries and other related industries normally contain high concentrations of metals, which make them hazardous. The extraction of the contained metals and their separation may be achieved by both pyro and hydro metallurgical processes. Some of the industrial wastes, those rich in some metals like nickel for instance, are being treated like mine ore concentrates and are being fed to smelting furnaces. The slags from these smelter operations are hazardous. They have, however, special environmental dispensations issued by the regulatory authorities. Hydro-metallurflcal processes have been reported. They also generate a residue which is hazardous because not all the valuable metals are leached out and also, because "non valuable" components, like chromium, are less readily leached. Residues from the plating industry, containing nickel, copper. zinc, iron and chromium as the major constituents and also sodium and calcium, together with cadmium, cobalt, lead. manganese, magnesium, molybdenum, and potassium, have been processed for the extraction of the valuable components. The generation of electrolytic nickel, copper and zinc and also of ferric chloride and chromium oxide is reported. The operation is achieved by a caustic leach for the extraction of zinc, followed by a sulfuric acid leach for the extraction of nickel and copper. This acid leach also extracts the iron and some chromium. The nickel copper and zinc are rendered pure by electrolysis, the iron is oxidized for the production of ferric chloride and the chromium is recovered as an oxide. The leaching operation is performed in two stages, first at a pH of 2.5 to generate an electrolyte for the partial recovery of the metals and then at a pH of 0.5 for the complete extraction of the metals. This leaching operation generates a residue, which although small in volume compared to the initial feed, still contains traces of the valuable metals and a portion of the chromium which makes it hazardous. Additional leaching with hydrochloric acid or nitric acid is required for its complete dissolution. The other minor constituents mentioned are present in concentrations each of less than 0.1% and are handled as impurities in the process. The metals which are soluble at a pH 0.5 and precipitate between 0.5 and 2.0 are bled off. Other impurities will concentrate on the raffinate from the solvent extraction operations from whence they are bled off. These bleeding streams are hazardous and the "impurity metals" are now present in concentrations which would make them valuable, however, the size of these streams is so small that they do not warrant their processing, however they could be marketed to specialized smelters. The extraction of the valuable metals, of the hazardous constituents, the generation of a marketable mixture of minor constituents and the production of a non-hazardous residue for declassification is profitably achieved.

BHP Billiton Olympic Dam required a well-tested software product suitable for strategic optimisation and scheduling of options for a potential underground mining project. The company has a standard software package called Blasor® that is used for open pit optimisation of complex deposits such as iron ore, copper-gold-uranium and silver-lead-zinc. It applies a mixed integer programming formulation (MIP) to produce conceptual pushback designs and an optimised pushback sequence. Schedules can then be run on the resulting mine designs. Existing pushback designs can also be imported into the model and an optimum schedule generated. One of the key advantages of Blasor is that multiple strategic mine schedules can be quickly generated according to the various scenarios, options and constraints that are being investigated.It was realised that Blasor, if carefully configured, could be adapted for use in underground planning. The concept of using Blasor as an optimiser for underground strategic scenarios is to represent the underground stope and development data in the form and structure of an open pit mine. In simple terms, underground stoping areas are modelled in the form of pushbacks (phases) with vertical walls. The phase dependency tools in Blasor are used to link mine blocks and their access development drives. These underground phases are imported into the optimiser. Artificial block models are constructed using stope design tonnage and grade data at various fixed cut-offs. A variable cut-off grade model has also been developed using a method of parcels to represent each cut-off grade increment.So far, this approach has been successfully used to investigate the optimum stope design cut-off for various strategic options, the economic potential of a series of mining and processing configurations and to provide guidance on the optimum sequence for developing and mining the various stoping blocks in the resource. THE Brazeau river is a relatively short foothills stream in western Alberta and its drainage area is limited to approximately 2,400 square miles. It rises near the head of the North Saskatchewan river, about two-thirds of the way from Banff to Jasper, and is confluent with the North Saskatchewan at a point about 40 miles north of Rocky Mountain House. It is not the purpose of this paper to describe the geology of all of this area. Only the central portion, which lies east of the outer limestone ranges and takes in the outer folds of the foothills belt, will be dealt with. This area is shown on Figure 1. A small portion of the area described lies in the drainage basin of Pembina river, which flows into Athabaska river. The area to be discussed may conveniently be termed the 'Brazeau area', since Brazeau is the name of the river basin referred to above, of an out-lying limestone range, and of the only large settlement or community in the region, the mining town Brazeau. One of the first Factors of the fur trading post of Rocky Mountain House in the early years of the nineteenth century was Louis Brazeau. Coal mining during the past 25 years, and more recently exploratory drilling for oil, have brought the district into some prominence. The Brazeau area was visited by D. B. Dowling for the Geological Survey of Canada in 1906 and 1907 (1). His traverses and reports dealt mainly with the Kootenay coal deposits. It is doubtful if he traversed the outer foothills area with which the present paper deals. His reports on rich coal deposits in the Bighorn Basin area attracted commercial interests, and in 1908 large tracts were leased as coal lands. James McEvoy mapped and studied the coal seams in that year, and G. S. Malloch, of the Geological Survey of Canada, made a complete survey of the whole of the Bighorn basin. His report (2), published by the Survey in 1911, describes the stratigraphical geology and names the formations. Further references to the geology of the district, mainly in relation to coal, are made by D. B. Dowling (3) and by J. S. Stewart ( 4). In the period between 1913 and 1920, the area was traversed by private interests in search of likely oil structures. A well was started in 1914 along the Saskatchewan river about 19 miles west of Rocky Mountain House, and drilling was undertaken by Imperial Oil, Limited, in 1921 at Coalspur.

THE Northwest Territories covers a very large area-more than one-third of all Canada-and its most northern point, Cape Columbia in Ellesmere island, is distant only 500 miles from the Pole. Our first knowledge of the Arctic Archipelago, of which Ellesmere island forms a part, resulted from a gold-mining venture in Queen Elizabeth's reign. The English navigators of that time were eager to find a north-westerly and shorter and Jess hazardous route to the riches of China and Japan than that which Magellan had discovered, but they were unaware that the continent then known to bar a direct route extended in great width far to the north. Frobisher was one of these navigators. He reached in 1576 the bay in Baffin island now named after him, convinced that he had found a passage connecting the Atlantic with Asiatic seas. Forced to re-turn after ordeals in which ice, wind, and Eskimos flayed formidable parts, he brought back, among other novelties, a piece o black stone which had been picked up casually by one of his officers, and gave a little of it to the wife of one of the venturers, or financial backers of the enterprise. To quote now from Hakluyt: ? 'She by chance threw and burned it in the fire so long that , at length being taken forth and quenched in a little vinegar, it glistered with a bright marquesset of gold. Whereupon the matter being called in sorne question, it was brought to certain goldminers in London to make assay thereof, who indeed found it to hold gold and that very richly for the quantity." On the strength of this, the venturers, anticipating much profit, launched a second expedition to secure more of this stone, and 143 persons, including 14 miners and finers, set forth in 1577 and returned the same year, with, however, 200 tons of another mineral. Influenced by glowing accounts of veritable mountains of this mineral and by assays made after "additaments"-that is how "salting" in those days was described-the venturers, including Elizabeth, supplied funds for erecting a smelter and refinery at Dartford and outfitting a stilllarger expedition. And so, in 1578, fifteen ships departed with the Queen's blessing, for the same remote shores. After many mishaps, they returned with over 1,000 tons of the mineral, but when it yielded very little of value at the works in Dartford, the? Company of Venturers was forced into liquidation. Though our first prospector and miner was rather inconsiderate of the investors, he proved the existence of an archipelago, hitherto unknown, and secured much information about the new land and its dwellers.

Exports of crude gypsum from Mexico currently comprise about 60% of all domestic shipments, and about 25% of the imported material consumed in the U.S. wallboard industry. However, of growing importance are the domestic markets for calcined gypsum in Mexico including building plasters and wallboard, which account for 55% of the internal demand for natural mined material. This paper will examine the current trends in the production and trade of natural mined gypsum in Mexico and North America and the opportunities and threats that are facing existing and new suppliers in this changing market.

As an increasing number of blasters are introduced to the technology, the benefits are becoming more widely monitored and accepted in many surface blasting operations. However, their use in underground applications is not yet as widely established. This is primarily due to the distinct cost dynamics and processes associated with underground lasting.

This report describes work done by the Bureau of Mines to simplify the design and operation of the vortex cone, a new device for prerefining blast furnace iron. Three new apparatus arrangements were tested. Results with one of these arrangements average 74.2 pct silicon removal and 61 pet oxygen efficiency (disregarding removal of carbon and manganese).

The coal mining area in Northern Shaanxi, China, has been taken as the study area, and the damage mechanism of the ecological environment is discussed on the basis of analyzing the characteristics of natural eco-environment and resource development in this area. Mining subsidence is taken as an example, and by using the Gray Correlation Analysis method, the key impact factors have been selected. An assessment model with fuzzy comprehensive evaluation has been constructed, and 12 coal mines have been quantitatively assessed. This paper also constructs an ecosystem health assessment method and index system in the coal mine area on the basis of ecosystem health theory, and assesses the ecosystem health status in the Shenfu coal mining area from 2000?2006. The research results are expected to help the eco-environment protection process in the designated coal mining area.

"Following the adopted strategy for making the production modern, efficient and environmental friendly the Company completed a stage of the integrated program aimed at reconfiguration of its processing capacity.Upgrade of the Talnakh Concentrator with commissioning of two start-up facilities (SF) allowed an increase of 30% in its ore processing capacity up to 10 mtpa. In addition to a new high-tech equipment installed, a new concentration process was adopted offering the main advantage of 25-30% reduction of sulfides in concentrate. New concentration technology enabled the total amount of produced nickel concentrates (from Norilsk and Talnakh Concentrators) to be processed at upgraded smelting facilities of Nadezhda Metallurgical Plant and allowed decommissioning of smelting capacities of Nickel Plant resulting in emissions reduction by 30%.Nornickel plans to boost the capacity of Talnakh Concentrator to 18 mtpa by 2022, after commissioning of the 3rd SF. This will provide a shorter route for ores transportation from Talnakh mines along with improvement of cost/performance ratio of ore processing through the usage of the modern equipment and optimized concentration flow scheme. Total capacity of Talnakh Concentrator will be sufficient to process ores from Talnakh deposits with planned upstream assets development taken into account. Volume of ore mined from Norilsk deposits to be processed at Norilsk Concentrator will be also increased.Upgrading the crushing section at Kola MMC Concentrator in 2015 provided finer particles of the crushed ore, resulting in 6.6% increase in specific capacity of ore mills as well as 1% higher recovery of non-ferrous metals due to improved liberation of ore minerals.In 2015-2017 the Company was actively engaged in optimization of existing process flow schemes and parameters of Kola MMC, new high-performance reagents were adopted for concentration process, namely, collectors, depressors, flocculants. These measures allowed the Concentrator to reduce its annual operating unit costs and ensure sustainable production of concentrate with the lower grade of the incoming feedstock.Launched in October 2017, Bystrinsky GOK’s Concentrator was 3D designed and received a range of advanced technological solutions.All design process procedures and technologies rolled-out at the Company’s concentrators were developed by Russian R&D institutes, with the key role of Gipronickel Institute, R&D Service of Kola MMC and Polar Division's in-house Engineering Support Centre."

The 2003-2004 expansion of a Duluth medical center required rock blasting adjacent to the existing structures, a Mn/DOT retaining wall and other urban structures. This case history describes the methods of a blast damage assessment, based on blast parameters, excavation locations, and critical vibration receptors (including surgical suites, a linear accelerator and a major retaining wall). The assessment concluded that blast vibrations could be controlled, by limiting charge weight, to eliminate impact at the critical receptors. Prior to construction, we conducted preconstruction surveys on structures susceptible to vibration damage. During construction, we reviewed submittals, observed test blasts, reviewed blasting logs and monitored blasting vibrations. Up to 13 seismographs were used simultaneously. Close coordination with medical center operations personnel was necessary to prevent impacts to critical medical procedures. Measured vibrations were clustered around the predicted values, and attenuated at the predicted rate. High-frequency blast induced ground vibrations induced low-frequency vibration of an adjacent MnDOT retaining wall. Medical center structures were observed to significantly attenuate the ground-borne vibrations. This paper was first published in the Proceedings of the 56th Annual Geotechnical Engineering Conference, 2008, at the University of Minnesota.

"This presentation will provide a demonstration of the methodology used in designing a modern shaft and hoisting plant utilizing a review of the challenges faced and solutions delivered for the Elk Creek Superalloy Materials Project (Niobium/Scandium). The development of the design required the review of complex hydrogeological conditions, mine production requirements, demanding capital expenditure (CAPEX) limitations and tight schedules. Through an extensive review of various alternatives to satisfy these constraints, the Nordmin Group (including Nordmin Engineering Ltd.) (Nordmin) was able to define a concept and design that addressed risks to the project, met production requirements, cost and schedule constraints and improved constructability. INTRODUCTION The Elk Creek Project, owned by NioCorp Developments Ltd. (NioCorp) presently, will become Nebraska’s first underground metals mine, built to access the Elk Creek Niobium/Scandium deposit. The development of the design for this facility required the review of challenging hydrogeological conditions, mine production requirements, demanding CAPEX limitations and tight schedules. Through an extensive review of various alternatives to satisfy these constraints, the Nordmin Group was able to define a concept and design that addressed risks to the project, met production requirements, cost and schedule constraints and improved constructability. This paper will review the challenges faced, and solutions arrived at in a demonstration of a methodology used in designing a modern shaft and hoisting plant. THE CHALLENGES Nordmin became involved in the project in 2015, invited by the Feasibility Study Consultant to provide input on estimating and layouts for the new operation. Many of the fundamental decisions regarding mining methodology, water handling and production strategy had been made, and the scope of Nordmin’s involvement was very limited in this first engagement. Following submission of that study in late 2017/early 2018, Nordmin had opportunity to discuss the overall effort, and its many assumptions and challenges, with NioCorp’s project team. The dialogue quickly identified several significant opportunities to improve the project construction schedule and costs along with the mine production profile and operational approach while reducing project risk."

Positron Emission particle tracking (PEPT), which makes use of a radioactively labeled tracer particle, a positron camera and a tracking algorithm has been shown to be a viable method for studying flow properties in both the pulp and froth phases of flotation cells. Detailed velocity measurements of 300-400 µm glass beads were extracted to assess turbulence from velocity fluctuations in a micro flotation cell. The effects of particle speed and orientation at the instant of attachment events were studied. A minimum speed of 0.16 m/s was needed for a collision to lead to attachment. The most attachment events happen when the particle is directly in line with the inlet tube at 90o.

Sierra Rutile LimitedÆs (SRL) heavy mineral sand mining operation in Sierra Leone, West Africa, is embarking on a new phase of its life. After confronting many challenges during the 1990s and 2000s, SRL is embarking on a strategy of growth to recover maximum value from the mine over the rest of its life. Sophisticated linear programming techniques have been used to develop an optimum strategy for extracting SRLÆs many known deposits of economic grade, while considering options for expansion and for a variety of mining and processing methods and combinations.
