Hazards such as vibration, dust emission and fragment projection can result in an area called the Danger Zone being set around a blasting site. Traditionally Danger Zones have been set solely on the basis of consequences (e.g. based on the maximum distance of rock projection or expected ground vibration plus a defined safety margin). Advances in risk assessment and its growing acceptance as a safety management tool have led to the setting of Danger Zones based on both consequences and frequency of occurrence. This allows distances to be optimised on the basis of acceptable risk levels rather than the potential consequences of infrequent events. The mining industry has had three difficult years. Commodity prices have remained low and investor confidence in the industry has been shaken. And even though the Asian economy appears to be improving, it will be some time before this improvement will translate into better commodity price conditions for mining. In addition, increased environmental and social restrictions that have been placed on the industry in developed and developing countries have made mining a more difficult proposition. And, if that is not enough, the global mining industry has found itself in fierce competition with Internet businesses for investor capital. Despite that gloomy picture, more than 10,500 mining industry professionals from about 70 countries gathered in Toronto, Ontario March 5-10, 2000 for the Mining Millennium 2000 conference. This meeting was a joint effort between the Canadian Institute of Mining, Metallurgy and Petroleum(CIM) and the Prospectors and Developers Association of Canada (PDAC).The joint meeting also featured two trade exhibitions and more than 150speakers. PDAC’s trade show attracted about 400 exhibitors and an additional 200 in the concurrent Investors’ Exchange. CIM’s exhibition attracted about 600 equipment and service companies.

In light of the apparent productivity benefits provided by mechanised stoping, Impala Platinum Limited commissioned a study to investigate its possible implementation for mining reserves located 1200 – 1700 m below surface. This paper records the methodology employed for designing a support system for such mechanised mining, as well as initial conclusions of the work done. Preliminary results show the concept to be technically feasible; work was however stopped due to financial non-viability. En considération des bénéfices de production apparents que donne l’exploitation par gradins mécanisée, Impala Platinum Limited a commissionné une étude visant à examiner sa mise en œuvre possible pour des réserves minières situées à 1200 – 1700 m sous la surface. "The development and testing of a simple low-cost gauge for measurement of tension in a cable bolt grouted in a borehole are presented. Its principle is based on a resistance wire which is wound on a 70 cm length into the spiral grooves of the wire strand cable bolt. Readings are then taken by a robust automatic data logger with a several day autonomy or by a portable readout. In order to have a complete profile of tension along the cable bolt, a number of tension gauges can be installed along its length.This paper provides a description of the development and laboratory calibration of the tension gauge and addresses the two modes of loading for a cable bolt in a rock mass, namely pure tension and shearing at a joint location.In the second part of the paper, four field tests in underground and open pit mines are reported. The first test was used to substantially modify both the gauge and the readout unit principles while the other tests which are still on-going show a very satisfactory behaviour of the modified version of the tension gauge. IntroductionCable-bolting is often used as ground support in Canadian mines for a variety of applications. In underground mines, cable bolts can be installed vertically at the back of cut and fill stopes or in an inclined fashion in the walls of large open stopes. Alternatively, cable bolts at Mines Gaspe (Noranda Inc.) are used in a fan-shaped pattern from a drill drift to stabilize the inclined roof in 25 m wide open stapes. This new application oriented our research efforts toward the design of a novel instrumentation to monitor the efficiency of most commonly used 5/8-inch cable bolts."

WHY IS IT that smoke-abatement efforts do not bring more satisfactory results? The main reason is an incorrect estimate of the kind and size of the job. When an industrial community realizes that keeping the air clean is a project of similar magnitude to keeping streets clean, providing clean water, removing city waste, or guarding the moral atmosphere, then there maybe a real hope of success. We usually think of the project in too small terms. It is thought of as is the dog catcher or the boiler inspector--a matter of a man or two, a job or two, a small appropriation of variable and uncertain amount, to be abolished in a fit of economy and reestablished under pressure of a vigorous minority. Even so, it is surprising how much is obtained for the effort; but the community is rarely satisfied, for the job is bigger than it was conceived to be. Continuous, never-ceasing effort is required to clean up a smoky city. A few months of relaxation and the situation slips back some years of effort.

The demographics and the growing numbers of people provide a strong signal that the demand for electrical power in Southern Africa will grow considerably over the foreseeable future. Without a steady and increasing supply of electricity development of the continent is likely to be constrained. The inventory of solar, wind, hydrothermal, geothermal and biomass resources will probably provide sources of energy for the future The parallels between extraction of natural resources in the minerals industry and the green energy industry is striking, and the well-established project development process in the minerals industry provides an ideal and useful template for comparing the establishment and development of green energy projects. The potential levels of power generation and carbon savings are described.

This paper discusses the comparative performances of the three activated carbon adsorption circuits at the West Wits operations of Anglogold. These circuits consist of two pump-cell circuits (at Two Plant, formerly Elandsrand and at Three plant) and a conventional counter-current adsorption circuit (at Mponeng plant). The implications of the improved performance of the pump-cell plants are discussed.

This Bureau of Mines report reviews the development of the world potash industry. The trends leading to the present market situation of oversupply arid low prices, which threaten; the domestic potash industry, are presented and analyzed. Because the major threat to the domestic industry comes from Canadian imports, the report focuses on the comparative economics of United States and Canadian production. The study resulted in these major conclusions: 1. Balance of world supply and demand is foreseeable in 1975, but it could be delayed by planned expansion. 2. Balance of U.S. supply and demand could occur as early as 1974-75 or as late as 1981. 3. Nearly all U. S. production capacity vis-a-vis Canadian competition is now uneconomic. Prices cover out-of -pocket costs for only 30 percent of U.S. production. 4. U.S. producers will be undersold by Canadians in 60 to 90 percent of the U.S. market. Canadians also will have the edge over United States and European producers in export markets. 5. U.S. firms have invested in 60 percent of the planned 1971 Canadian production, and they have large holdings in Saskatchewan. 6. The decline in the U.S. potash industry probably reduced personal income in Carlsbad, Eddy County, N. Mex, the chief potash-producing area in the United States, about $21.5 million between 1966 and 1969.

When addressing Germany’s resource supplies, we need to distinguish between those domestically available and imported ones. Resource extraction ostensibly competes with the designation of protection areas. However, the parallel existence of wildlife and plant life, and operations in the areas used for resource extractions is continually underestimated. The European Commission has compiled guidance documents facilitating the extraction of resources from protected areas. With regard to resource productivity, the market appears to be the appropriate instrument for minimising resource consumption. Policy makers are now called upon to create a legal framework leading to a consensus accepted by society.

The trend in underground room-and-pillar coal mining is to employ remote-control continuous mining machines and extended cuts, 12 m (40 ft) deep or more. This system of coal extraction, adopted by over 435 mines, can create additional worker-safety hazards. To address the ground control and worker-positioning hazards, a combination of statistical analyses and numerical modeling was conducted. Initially, the reported roof-fall incidents and fatalities were reviewed to delineate the ground-control hazards. Then, the application of the Coal Mine Roof Rating (CMRR) for estimating safe extended-cut depths was evaluated. Finally, computer modeling to predict roof displacements during extended-cut mining was completed. The paper describes the results of these studies and their impact on the safety of extended-cut mining.

Antimony ore samples (mean assay 18·7 per cent antimony) from Endeavour Inlet, Marlborough Sounds New Zealand, were tested for upgrading by flotation to a saleable product (60 per cent antimony).The effects of activating agents, collectors, frothers, pH, conditioning time, and particle size on the recovery and grade of a stibnite flotation concentrate were determined using HaIlimond tube and laboratory flotationcell test apparatus. Optimum flotation conditions for the ore were thereby established. A stibnite concentrate grading 63 per cent antimony and an overall recovery of 90 per cent is obtainable in a two-stage process.

The effect of four different second-phase additions on the strength of composite alloys with a common matrix was investigated. The four compositions each consisted of 85 pct by volume of silver with additions of 15 pct of either tungsten, molybdenum, tungsten carbide, or nickel. These particular additives were chosen because of their low mutual solid solubilities with silver at room temperature, the alloys consisting essentially of a dispersion strengthened silver matrix in which the second phase is distributed randomly. Test specimens were prepared by a powder metallurgy procedure consisting of ball milling the mixed powders, compacting, and sintering at 920°C for 1 hr in hydrogen. The constituent powders were of CP quality and of particle size between 2 and 10 ?. The compacts were subsequently hot pressed at 1000 psi and 1400° in an Inconel die, coined at room temperature at 60,000 psi and finally annealed and outgassed in vacuum at 800°F. The microstructures of the alloys are shown in Fig. 1, and the microscopically observed porosity grade was A-2 or better as evaluated by ASTM Recommended Practice B 276-54. The properties of the sintered compacts are listed in Table I, and the load-deformation curves in bending are shown in Fig. 2. The samples, of rectangular cross section, were loaded at the center of 58 in. span, and the reported stress was calculated on the basis of linearly elastic behavior in order to allow the comparison of specimens of slightly different dimensions. It is apparent that the tungsten, molybdenum, and tungsten carbide alloys exhibit very similar deformation curves. The moduli of elasticity were determined from the slopes of the stress-deflection curves at small loads. The measured values agree quite well with those calculated by the strength of materials approximation proposed by Paul1 for the elastic constants of mixtures, the calculated values being 15.0, 15.0, 17.4, and 13.4 million psi, respectively, for the tungsten, molybdenum, tungsten carbide, and nickel combinations with silver. The strength of the Ag-Ni composition is appreciably lower than that of the other three alloys. The discrepancy between the two groups is accounted for by the following characteristics of deformation and failure which were observed microscopically during the tests: A) The deformation of the W, Mo, and WC alloys did not involve the second phase particles to any appreciable extent. Slip and fracture took place in the silver-rich matrix alone, although the fracture path generally skirted the particles by favoring the phase boundaries. The deformation proceeded according to the following sequence: 1) formation of small, discontinuous microcracks in areas of the matrix adjacent to a particle, 2) general slip in the matrix and extension of cracks, 3) failure of specimens by propagation of cracks through matrix. The near coincidence of the 3 load-deflection curves suggests that the nature of the second phase particles does not decisively influence the plastic behavior of composite alloys of this composition as long as the particles do not undergo any considerable deformation themselves. B) A markedly different behavior was exhibited by the Ag-Ni composition where the relatively low flow strength is associated with the low yield strength of the nickel grains. Slip in the nickel grains was first observed at a stress of approximately 10,000 psi, although failure, at a later stage, took place by the propagation of cracks through the matrix. The ductility of this aggregate, in which both components deform plastically, is appreciably greater than that of the elastic-plastic composites. In summary: 1) The measured values of the moduli of elasticity of the composite alloys under discussion are in good agreement with the "strength of materials" approximation proposed by Paul.' 2) The overall plastic behavior of these particle-strengthened alloys is unaffected by the nature of the second phase particles, if the latter remain elastic. Through a unique partnership between the Colorado Mine Safety and Training Program (CMSTP), the Colorado Rock Products Association (CRPA) and the Higher Education and Advanced Technology (HEAT) Center, a video packed, dazzling CD-ROM training program was developed for new miners entering the aggregate industry. Why this product was developed, and why the aggregate industry, will be discussed along with the challenges faced throughout the project. Cooperation from every one involved including MSHA made this the product of which all other training materials in the mining industry will be measured against in the 21st Century. This product's versatility and wide application makes it a tool that is as critical to a mine's success as any earth moving machine. Developed with both state and federal grant moneys allows this product to be affordable to small operators and independent contractors. The quality of this two CD-ROM set rivals any commercially made CD-ROM training.

It is now generally conceded that coal is the product of deposition and transformation of debris of forests and swamps.29 Ample data are available to illustrate the metamorphosis of biochemical substances through biological action; other data show the progressive regional metamorphism existing in coal beds;25 and numerous examples of change effected by intrusion of igneous dikes into coal deposits have been established.23 However, often the relative importance of the biological and the geological factor in determining the character of the various natural coals is a debatable question. Since both biological and geological factors are ever present in nature, the problem, at first glance, would appear to resemble certain probability problems: specifically the simultaneous toss of two coins, with the biological factor as heads and the geological as tails. The probability is 2:I for the combined effect of both factors, as compared to the exclusive effect of either one, if the a priori probability is the same for each factor. This condition can be analyzed by a thermodynamic treatment of data, which may be obtained from a consideration of pertinent biological, chemical, geophysical and geological facts. Synopsis of Biological and Chemical Facts The biosphere is not sterile; i.e., microorganisms are always present. Microor- ganisms have been established in the ocean deep, under the ice of the polar regions, in the sand of the deserts, and in swamps far below the surface. The various biological media may be acid, neutral, or alkaline, and they may or may not be readily accessible to air. Microorganisms are encountered almost everywhere, except where the temperature is not within the range tolerable by microbial life. Of course, with changing conditions, the type of microorganisms will change. All chemical products of life—proteins, fats, carbohydrates, lignins, waxes, resins— may serve as a habitat of microorganisms. In the decomposition of a medium, some microorganisms macerate organic matter mechanically and remove certain constituents for their own nutrition; others decompose a large part of the organic matter but may leave certain constituents undecomposed. Some attack only certain specific ingredients of the organic matter. All of them build up cell substance. The nitrogen content of the medium largely determines the degree of decomposition. Below 1.7 per cent nitrogen, growth of microorganisms and hence decomposition of organic material is retarded; consequently organic material will accumulate.17,32 Such accumulations of organic material may give coal eventually. Coals differ in type and rank. The nature of the original vegetation and the conditions attending the transformation of the accumulated debris determine the type of coal such as bright, splint, cannel, and algal or boghead coals.
