For the purposes of this analysis it is assumed that the petroleum industry has undergone a basic economic change whereby the degree of competition present in its operation is reduced by the collective control of production brought about by statme-directed proration. Formerly freely competitive in all its parts, the industry is now fully competitive only in its marketing, its manufacturing and transportation, its search for new oil supplies, its drilling operations (with some qualifications), and its capital movements. The practical problem before the industry in its new status is the maintenance of equilibrium, with planned control of crude-oil production (proration) substituted for competition and price as the regulatory mechanism at one point in the supply-demand system. It is further assumed that proration has become so firmly established in the legal and operating framework of the business that it may be looked upon as an institution. The purpose of this paper is to call attention to the effect of unregulated drilling upon the orderly functioning of proration. Economic Structure of Petroleum Industry The economic structure of the petroleum industry, under the current form of proration, may be visualized, in simplified form, as shown in Fig. 1. This diagram is designed to indicate the existing mechanism whereby supply and demand are equated. Demand is created largely by conditions external to the oil business, whereas supply is conditioned by a series of stages incidental to the discovery, development and production of a resource. The time elements involved in changes in demand and supply are of an entirely different order, the demand factor being much more flexible and "quicker" than the supply factors. It should be observed, also, that the position of price, formerly between "demand" and "supply," has been moved to a sidewise location where it still affects demand but influences current supply only through its bearing upon proration, drilling and search. A year ago the petroleum code was in effect, and Congress had before it bills with powerful backing designed to extend and put on a permanent basis the Federal authority impliedly recognized in the petroleum code. Those men in the industry who were convinced of the unconstitutionality of Federal regulation, who believed in conservation, and who were seeking accomplishment of a conservation compact among the oil-producing states, were at that time encountering difficulties in bringing about such an agreement. Since then there has been a shift in the center of gravity. Today, by virtue of the Supreme Court's Schechter case decision, the petroleum code is not in existence, the industry is not operating under an oil administrator, and the Federal-control bills are not on Congress' calendar. In view of what the Supreme Court has said in the Schechter case and the Hoosac Mills case about the local character of mining and manufacturing, the problem today is not whether the Federal Government or the State Governments ought to regulate oil production, but how effective we can make the devices that are available to us under the constitution for the conservation of the nation's oil resources. The interstate oil conservation compact ratified during the past year by Texas, Oklahoma, Kansas, New Mexico, Colorado and Illinois, approved by Congress, but not yet in effect in California, is the mechanism now at work. Interstate Oil Conservation Compact What is this interstate compact? The basic theory is simple and logical. It has four elements to it. The first point is that in order to effect the maximum recovery of our oil arid gas reserves it is necessary for some governmental authority to regulate the way in which those resources are taken out of the ground, so that the reservoir energy is efficiently used, and used equitably by the various owners of the pool. Second, that the state, as distinguished from the national government, possesses the police power necessary to protect the public interest and to protect the correlative rights of the common owners of the oil pool. Third, that the state governments ought to cooperate with each other through an interstate advisory commission so that orderly production in one state is

It is estimated that world consumption of petroleum, its products and related fuels during 1935 will reach an all-time peak of 1,592,000,000 bbl. —about 5.4 per cent higher than in 1934. Demand increased within the United States approximately 6.1 per cent during 1935 and in foreign countries about 4.1 per cent. The figures in Table 1 indicate that during the past five years world's production of crude petroleum and related fuels exceeded demand every year and that the aggregate difference is approximately 239,000,000 bbl. The supply in the United States exceeded consumption by some 134,000,000 bbl. over the same five-year period, while outside the United States the excess over demand is shown to be 105,000,000 bbl. Table 2 combines the excess production in the United States with its favorable balance of exports over imports, showing that the United States has reduced its storage over the five years by about 132,720,000 bbl., and indicates that, including its excess of imports from the United States, the rest of the world may have an unfavorable balance of some 371,000,000 bbl. over the five-year period. Such difference in foreign countries is largely due to increase in stocks, and partly at least remains in our imperfect knowledge of consumption statistics as an unfavorable balance. Table 3

It has been repeatedly questioned whether estimates of oil reserves are of any practical value, as the greater number of such calculations previously made have subsequently been proved to be grossly inaccurate. But even admitting partial justification for such statements, it must be evident that some idea, however approximate, of the available reserves of essential minerals—petroleum included—is of vital importance in mapping their development and the future trend of the related industries, particularly if it is kept constantly in mind that these estimates are not only never intended as a final word but must continually be subject to revision in accordance with the changes in their component factors. The value of these estimates, therefore, hinges on the clear understanding of what is meant by reserves and that the figures can only apply within the limited time when the controlling factors remain unchanged. It should be understood, further, that while estimates of possible and probable oil deposits are as a rule but idle conjectures, appraisals of proven oil reserves can undoubtedly be made with an ever-increasing degree of accuracy. And it is with this in mind that in the present study the endeavor has been to estimate only the world's proven oil reserves and to leave out of consideration the questionable volume of the probable and possible oil reserves. Such a survey presupposes further a clear distinction between the known amount of oil underground in proven fields at any one time, and the proven reserves: the portion that can be economically brought to the surface and made available for utilization. Only a fraction of the petroleum stored underground in proven fields— usually associated with natural gas—is or can be economically brought to the surface, and not all of the oik brought to the surface is economically utilized; also, although practically all the natural gas can be economically recovered and utilized, in actual practice a large part of the total volume that reaches the mouth of the well is wantonly blown into the air and wasted. It is thus estimated that in the United States only some 25 per cent of the petroleum stored underground in proven fields is actually brought to the surface; and in actual practice close to 25 per cent of the total gas produced is now absolutely wasted. In the western United States occurs deposits of low-grade chromite which, when concentrated, may be reduced to ferrochromiun in electric furnaces that derive energy from dams and hydro plants now in course of construction. Montana ore was chosen for the experiments. A 1-ton sample contained 26 percent Cr203, 17 percent Fed, and 17 percent SiO2, plus other constituents, and the concentrates therefrom assayed 44 -percent Cr203, 23 percent FeO, and 0,79 per cent SiO2, Gravity concentration was found to be the best method. Ferrochromiums are of two grades - high-carbon with 66 to 70 percent chromium and 4-112 to 6 percent carbon and low-carbor with 67 to 72 percent chromium and 0.6 to 2 percent carbon. Both are made in electric furnaces that use anthracite as a reducer and suit-able fluxes. The concentrates mentioned mere smelted under different conditions, and it was concluded that domestic ore could be reduced with anthracite to produce a ferrochromium of S to 10 percent carbon content at yields of 90 percent without re-treating the slag. This carbon may be lowered to required proportion with calcium and silicon, but the former requires a great excess and the latter leaves an alloy high in silicon. INTRODUCTION Chromite occurs in several regions of the United States, but the known deposits of this mineral have not been large enough or high grade enough to permit them to compete under normal conditions with imported ores. There are numerous deposits of chrome ore along the West coast. These are generally conceded to be relatively small, although some were worked during the World War. There are some indications of a revival of interest in California chromites. Montana contains large chromite deposits in Stillwater and Sweetgrass Counties. The utilization of chromite for ferrochromium and. the manufacture of stainless steels is distinctly an electrometallurgical problem; consequently, a study of methods for treatment of chromite might pave the way for the establishment of new electrometallurgical industries in the Western States. This thought is supported by the cheap power that is soon to become available from the western dams, Farther, submarginal domestic chrome deposits might thus be turned into profitable producers.

A GROUP of 13 cities situated in Los Angeles and Orange counties in Southern California is engaged in constructing an aqueduct to carry water from the Colorado River at a point near Parker, Arizona, to a distribution point sear Riverside, California. The aqueduct will have a total length of approximately 241 miles, and is designed to deliver 1605 cu. ft. of water per second, or a little more than one billion gallons per day. The aqueduct crosses a barren, desert waste and the project includes approximately 91 miles of 16-ft. tunnel. The large amount of tunnel driving that has been done in this country in the past few years has resulted in some remarkable developments in equipment and methods. The building of the Colorado River Aqueduct, with its 91 miles of tunnels, has called on the best engineering knowledge in the country. New and better equipment has been designed for all phases of the work, and this equipment has been coordinated and adapted to the various conditions with a high degree of efficiency. The result has been that records for tunnel driving have been set under adverse natural conditions that exceed the estimates for progress under good conditions. All of the tunnels in the main aqueduct, except the Valverde and Bernasconi at the western end, have a finished diameter, inside the concrete lining, of 16 ft. Fig. 4 shows a section of the tunnel with the concrete lining in place. Fig. 5 illustrates the finished tunnel in three typical sections. The standard tunnel grade is 3.432 ft. per mile in the 16-ft. tunnels, but the Valverde and Bernasconi tunnels have a steeper grade and a finished diameter of 15 ft. 3 in. The rough bore of the large main aqueduct tunnels averages 12.95 solid cubic yards of material per foot of advance in timbered sections and 10.76 solid cubic yards per foot in unsupported sections.

The San Anconio mine, owned by San Antonio Gold Mines, Limited, is located on the north shore of Rice lake, thirty miles east of lake Winnipeg, and about one hundred miles northeast of the city of Winnipeg. The three claims which formed the original San Antonio group were staked in 1911. Subsequent additions to the Company's property have in-creased their holdings co thirteen claims. Preliminary development of the property took place between 1925 and 1930. The major ore discovery during this period was the 16 vein. The mine was closed in September, 1930, but re-opened in April, 1932, since which rime it has been in continuous operation. In 1933, a development of special importance was that of the 26 vein. The mill capacity, originally designed for 150 tons, was increased to-wards the end of 1933 to 170 tons. With highly satisfactory mine development, mill enlargement to approximately 300 tons was made possible. The Company has financed the additions and improvements from mine production. Iris of interest to note that San Antonio is the first gold mine in Manitoba to pay a dividend. The first dividend was paid to the shareholders in March, 1934, and the fourth was recently declared. Electric power is transmitted to the property from the Great Falls plant of the Manitoba Power Company over a 66,000-volt transmission line approximately 62 miles long. The old camps, which had been in use since work on the property was started, in 1927, were demolished in the spring of 1934, and new camps were built on the Ross dam. Lumber for these buildings was out at the Company's saw-mill on Gold creek, eight miles from the mine. Two bunk-houses with a capacity of 72 men each were constructed, also a dining room co accommodate 144 men, a store, staff house, hospital, burcher shop, and warehouse. The camp buildings are all steam-heated from an electric boiler. They are all insulated on walls, roofs, and floors with a heavy building board, and are covered on the outside walls with asbestos siding, and on the roofs with corrugated iron. A community of about 800 persons has grown up around the mine, at Bissert. Attention has been given co their social interests, and the management of the mine has assisted its employees co build a community hall, which is used for dances, picture shows, and other entertainments and amusements. A two-room school, with an attendance of 50 pupils, is supported by Company employees. In addition, picnics, boxing contests, and hockey games are encouraged among the employees.

THE modern coal cutter is a highly developed, and to a certain extent a somewhat complicated, machine. The requisite power to cope with conditions as found must be generated by the motor with due regard to limitations in the matter of dimensions and weight. This imposes the necessity of relatively high speeds of rotation. Any factor external to the machine proper which tends to reduce the load on the motor and gearing is most important. Experience has proved that close attention to the question of cutter-chain details undoubtedly results, in practically every coal-cutting operation, in increased efficiency and reduction of power and maintenance costs. The chain is the unit of the coal cutter which most greatly affects the economical operation of the machine, and only by due consideration of conditions and by the proper selection of the right chain can best results be expected; also, intelligent care of the chain while in operation is essential if it is to give its best service. The chain is the part of the machine that carries the pick boxes or blocks, which are connected to each other by a pair of chain links. The power to drive the chain is trans-mitted by a sprocket. The chain runs in guides supported by a rigid member called a 'jib'. Figure 1 shows the various parts mentioned. The first requirement of a chain is that it cut the coal as fast as possible. The second is that it do so economically. Economy of cutting can conveniently be divided as follows: (1) Economy in power used. (2) Economy in pick life. (3) Economy ' in chain life. ( 4) Economy in jib life. (5) Economy in labour for maintenance.

This paper is a progress report on a study of the distribution of the banded ingredients (Figs. 1 and 2) in Illinois screenings and the method of determining their distribution. Proximate analyses and screen tests1 have been reported and a further report on the washability characteristics of the screenings is in preparation. The microscopic study of the screenings is not yet far enough advanced to permit a conclusive report on the effect of mining, screening and washing on the distribution of the banded ingredients in the coals of Illinois. However, considerable fundamental data have been collected as a background for the screenings investigation and for a proposed study of fuels composed of known quantities of vitrain, clarain and fusain, the three common banded ingredients of Illinois coals. These fundamental data and the preliminary information now available from the microscopic study of screenings are broadly indicative of the reaction of the coals to the physical processes affecting them in mining and preparation. Proximate analyses of samples of vitrain, clarain, and fusain from several Illinois mines have been published2, but those given in Table 1 serve to show the differences that are apparent in proximate analyses. The vitrain samples are consistently low in ash, and the unit-coal value is uniformly lower than in clarain. The average fuel ratio (F.C./V.M.) of the vitrain samples in the table is 1.57 whereas the clarain average is 1.42. The fusain analyses vary considerably in ash and moisture. In the two samples from this mine the moisture values range from 8.99 to 22.80 and the ash from 4.86 to 16.91 per cent. Fusain has higher fixed carbon than either vitrain or clarain but the percentage is erratic from sample to sample. The oil industry continued relatively quiet in Wyoming in 1935, although production increased about 8 per cent over the previous year; 55 oil wells were completed in 1935, compared to 34 in 1934, and at the end of the year 44 wells were drilling, 33 in proven fields and 11 in wildcat locations. The total drilling a year ago was only 30. In the year 1935 Wyoming produced a total of 13,451,000 bbl. of oil, a gain of 912,000 bbl. over the 1934 figure of 12,539,000 bbl. Approxi-mately two-thirds of the increase, or 630,000 bbl., was from black oil fields and one-third, or 285,000 bbl., from light oil pools. Salt Creek, with production of 6,357,000 bbl., is still many times the largest field in Wyoming but in 1935 it made less than 50 per cent of the state's total, after producing more than all other fields in the state for 24 years; however, its decline was only 3.8 per cent from the previous year. Oregon Basin, a black oil field, held second place again with production of 1,163,-000 bbl., a good increase over 1934. Grass Creek, with increases in both its light and black oil, jumped into third place; and Lance Creek, with its new Sundance light oil production, was in fourth place in the amount of production. Frannie, which was in third place in 1934, dropped far back on the list because of lack of market. Byron and Garland, two other black oil fields in the Big Horn Basin, increased considerably. Big Muddy, a prominent light-oil field, was down with a natural decline; and Elk Basin, also light oil, produced less because of market conditions. During 1934 only three gas wells were drilled in Wyoming and 29 dry holes, 13 in proven fields and 16 at wildcat locations. Of the latter, 5 were on wildcat structures of considerable interest. Of the 55 wells completed during the year, 53 were in proven fields and of these 17 were small ones in the shallow Osage field and 10 were light-oil wells good for 1500 to 3000 bbl. each in the Lance Creek field. Discoveries Two of the oil wells were discoveries at Medicine Bow and Sheep Creek. Medicine Bow is a very large anticline with more than 3500 ft. of closure and is located in Carbon County in the south-central part of the state. IN the fall of 1929, a paper was presented at the Annual Western Meeting of the Institute entitled The Fuel Research Laboratories at Ottawa and the Scope of Their Investigations. At that time, the equipment of the laboratories had not been completely installed, but the regular routine work was being carried on as usual, and several large-scale investigations were being conducted. It is now five years since that paper was presented, and it seems fitting that a brief description of the investigations which have been undertaken, together with results-especially those which have reference to western Canadian fuels-be presented at this Annual Western Meeting. The coal mining industry of western Canada has, within the past few years, suffered many unfortunate vicissitudes. The replacement of coals by oil, for bunkering ships, for operating railway locomotives, and for heating, has weighed heavily on the coal mining industry of British Columbia and Alberta generally, but more particularly in the Crowsnest Pass area and Vancouver-and hydro-electric developments have also left their impress. With a full appreciation of these conditions, the Department of Mines planned research and large-scale investigations which it was considered would be of the greatest benefit to the coal industry, and the results have amply justified the plans and anticipations. The fact, however, must not be lost sight of, that the application of the findings of certain of these investigations would not have been feasible had not the Federal Government assisted the transportation of coal by the application of railway subventions. These subventions permitted Canadian coals to compete at competitive points with United States coals, and it must be admitted also in this connection that certain of the collieries which have benefitted, both as a result of the railway subventions and the investigations conducted by the Fuel Research Laboratories of the Department of Mines, made special efforts to produce a coal which was capable of competing with the American product, by special preparation at the mines.

The developments in the Russian oil industry during 1935 marked a very definite turning point from the time when the industry was being educated to the modern methods of oil-field finding and development, refining, transportation and marketing, to the time when the industry has thoroughly assimilated the modern technique and is now firmly standing on its own feet, as is shown by the remarkable qualitative, if not quantitative, progress in 1935. The oil industry promises that 1936 will be a record year in every respect with both quantity and quality approaching the desired high levels and standards. More particularly the Soviet Government is beginning to be successful in the development of new fields and such new production in geographically strategical points of the country will be in the coming years a factor of great importance in the industrial life of the country. The most notable achievements of the last year have been: the very successful development of the Ishimbaevo oil field in the Lower Oural-Permian Basin; the discovery and development of several promising oil fields in the Puta district of Azerbaijan, while large flush production of Baku area was extended 50 miles due southwest into the Saliani-Aliat district, where a 3000-bbl. well was completed early in 1936 at Pirsagat. Also, an apparently important discovery was made at Zikh, on the Apsheron Peninsula proper. These discoveries, as well as several important strikes in the deeper producing sands in the older fields of the Apsheron Peninsula, have greatly augmented the proven reserves of Russia and made them available either at the points where transportation facilities were already present or at points not too far distant from major industrial centers of the country. Of course, not all objectives were achieved during the past year, and several major difficulties remain to be solved in the coming years, the more important of which are: (1) supply of equipment and of parts; (2) the unavailability of competent technical men in sufficient numbers, which more particularly affects the distant fields; and (3) the problem of distribution of oil products throughout the country, especially the question of handling the needs of small consuming areas, which, while individually unimportant, in the aggregate require huge distribution.

THE problem of dust control in metal mines has, of late years, received considerable attention. In 1932, a detailed study of dust conditions at the Sullivan mine was undertaken and, while there are no actual data available regarding conditions prior to that date, there has unquestionably been a great improvement as a result of the investigation and of the preventive methods adopted. In attacking the problem, three main factors were considered: first, and most important, how to prevent dust from being formed; second, how to depress or collect it if formed; and third-if unable to accomplish these-what precautionary measures must be adopted to prevent inhalation of this dust. Seven distinct methods of dust control are now practised at the Sullivan. Six of these are employed underground; they are tabulated below in the order of their relative importance. The seventh method is used in the crushing plants on the surface. (1) Improved ventilation (2) General use of water sprays and atomizers (3) Curtailment of secondary blasting during shift hours ( 4) 100 percent wet drilling-primary and secondary (5) Wearing of protective equipment (6) Change from carbide to electric lamps (7) Installation of dust collectors

The development of commercial natural-gas reserves in the Michigan stray sandstone horizon of central Michigan during the past few years has resulted in expansion of the natural-gas industry in that State. The location of the natural-gas reserves of Michigan in the general vicinity of domestic and industrial markets is of economic importance, and in supplying these markets with natural gas a reasonable knowledge of, the extent and availability of the reserves is needed in formulating regulations for drilling gas wells and producing natural gas in analyzing the feasibility of projects to construct natural-gas transmission lines, in promoting and developing markets for the domestic and industrial consumption of natural gas, and in solving many engineering and economic problems common to the natural-gas industry. The development of the natural-gas industry in Michigan has been related closely to the development of oil production. The potential oil production of Michigan is comparable with that in most of the eastern oil-producing States. The development of oil production probably will continue, especially in the central Michigan Basin area; and as wells are drilled to deep horizons in the search for oil, more knowledge will be obtained of the gas reserves in formations above the oil-bearing horizons.

Attention has been drawn in the publications of the Department of Mines to the view that veins of two different ages occur in the Cariboo district, namely, those of Jura-Cretaceous age and those of pre" Mississippian age. It has been further pointed out that while there is doubtless a wide distribution of veins of pre-Mississippian age in and about the Barkerville and Stanley areas, and in the vicinity of Round Top mountain and Yank's peak, there is no such wide distribution of veins carrying gold values of commercial significance. Veins of the latter type discovered to date occur almost exclusively within one or other of two comparatively narrow zones, both trending northwest and southeast, the one extending from Island mountain co Round Top mountain, and the other from a point somewhat north of Stanley co Yank's peak. In addition, there is some evidence of a third zone trending northwest from Spanish mountain, at or near the contact of the pre-Cambrian and Mesozoic rocks. In short, all the evidence from prospecting and lode-mining operations to date indicates that values are mainly restricted co zones having marked directional distribution. Moreover, it can be demonstrated that the placer deposits resulting from the erosion of the pre-Mississippian veins have a similar directional distribution, allowance being made for modifications due to glaciation. The observations offered in this paper are of the nature of a generalization which seeks to explain certain anomalies both in the vein-mineralization and in the -important auriferous-pyrite replacement deposits in limestone which have recently been discovered. For the sake of brevity, the Island Mountain-Round Top Mountain zone will be referred to as Zone No. 1, and the Stanley-Yank's Peak zone as Zone No. 2.

The two volumes published for the Seeley W. Mudd Memorial Fund are also represented by many items in the index. The necrology, which has appeared in the YEAR BOOK for two years past, will be pub¬lished in the. DIRECTORY, in the spring of 1936. Four volumes, 114 through 117, of the TRANSACTIONS are 1935 publications,-the subjects being, in the order named, Petroleum Development and Technology, Mining Geology, Iron and Steel, Founding and Metallography of Nonferrous Metals (Institute of Metals Division). The Mine Plant volume, which was authorized for publication by the Rocky Mountain Fund, and which was offered as an alternative to a TRANSACTIONS volume, was unavoidably delayed. It will, however, be published as a 1935 volume, and will be distributed as early as possible in 1936. The sixth volume in the A.I.M.E. Series, published under the auspices of the Seeley W. Mudd Memorial Fund, is Coal through the Ages, by. Howard N. Eavenson; the seventh, Modern Uses of Nonferrous Metals,. which has twenty-two authors and was edited by Dr. C. H. Mathewson. Also, it was necessary in 1935 to have a second printing of the first Rocky Mountain Fund volumes, published in 1933-The Porphyry Coppers, and .Ore Deposits of the Western States (Lindgren Volume). The papers for the Iron and Steel and Institute of Metals Divisions have been issued as TECHNICAL PUBLICATIONS distributed under the binding Of METALS TECHNOLOGY in the months of January, February, April, June, August, September, October, December. This plan of distribution will be continued in 1936 for these two groups.

MY first reflection on the subject assigned to me by the officers of this symposium was that a critical description of these lesser characters in the cast of inanimate actors now before us under the title "The Role of Metals in New Transportation" would be about as well received as the description of a horse race in terms of harness buckles and jock-ey's buttons. The word "new" in the title of this symposium seems to shout strong aluminum and stainless steel, unless we transfer our attention to transpor-tation on another planet where the strength-density ratios may require very different engineering treatment. To load a speaker with the "heavier nonferrous metals" amidst the airy consideration of flying or 20th century gliding along the earth and through water, like Hermes, the messenger of the immortals, and expect an instructive or enlivening flight into the area of current exploitation and popular interest in transportation would, of course, require the performance of a miracle or at least the exhibition of genius to which I can lay no claim. But copper and nickel, headliners in other classifications, are also indis-pensable as components of the important new structural materials of transportation, and together with lead, tin and zinc perform many minor or contributory functions in this field that may indeed be con-sidered well-nigh indispensable. A complete and well planned fabric of classification, explanation and critique of even these secondary functions would take much time, and I cannot hope in the 25 minutes or so alloted for the purpose to offer more than a rambling treatment, in which a thread of continuity will be sought by anchorage to one after another of the following attributes or appurtenances of the moving vehicle: 1. The machinery and accessories. 2. The framework and superstructure, and the line or travelway. 3. Light, heat, power, water, sanitary and housekeeping services. 4. Embellishment, or style.
