Several systems have been proposed for the production of synthetic crude oil from oil shale. An economic analysis of one proposed system is presented in this paper. An oil shale complex to produce 100,000 barrels per calendar day of semirefined crude oil will require a capital investment of $426,216,400. This investment includes mining, retorting, intermediate pipelining, and partial refining. A selling price of $3.74 per barrel of product will be necessary to maintain a discounted cash-flow rate of 12 percent.

It is no longer satisfactory to assess the value of a coking coal on its intrinsic properties alone; its value depends upon its behaviour as a component in a blend. No single test can be used to make this assessment, it can only be made by carrying out a suite of tests. The quality parameters which are considered desirable, and which have widespread acceptance, have been discussed and their application to the blending of coals from New South Wales and New Zealand has been reported and discussed. Blending can be utilised to offset deficiencies, or capitalise on advantages, of the individual coals making up a blend. Coals can be blended, which alone are poorly, Coking, but which have compensating features. Blending also allows better exploitation of coking coal reserves. Several applications of blending have been reviewed with regard to coal producers and exporters, as well as coal users. The possibility of extracting a coking coal fraction from fuel coals is discussed. Blending systems and the coking of coal are also briefly reviewed.

This volume summarizes the contract work performed over a nine-month period by Westinghouse Electric Corporation on a Cost Plus Fixed Fee Contract for the Department of Interior's Bureau of Mines. The contract has been extended primarily to carry out improvements recommended for equipment produced under the contract for communicating with and locating trapped miners. These improvements will enhance the performance and utility of this equipment for operational use in actual mine emergencies. An additional complete set of the equipment will also he furnished to the Bureau under this extension. The work of the basic contract was to design, produce and test hardware in accordance with the Westinghouse response to a Bureau of Mines Request for Proposal which was based technically on recommendations of a study performed for the Bureau by the National Academy of Engineering (NAE). The NAE study made suggestions for new equipment in three areas of need:

This Bureau of Mines report summarizes experience and past research on methods for sealing abandoned areas of a coal mine and areas from which the pillars have been wholly or partially extracted. The Federal Coal Mine Health and Safety Act of 1969 requires that such areas be ventilated or sealed with explosion-proof bulkheads, but the present study indicates that bulkheads alone cannot isolate areas in a coal mine in which methane and other dangerous gases have accumulated. Gas-air exchanges between sealed and open areas must be controlled.

Adsorption of lead and ferric iron on quartz and alumina is presented as a function of pH. Only the hydrolyzed species of these metal ions, FeOH++ and PbOH+, adsorb significantly on each of these minerals. Zeta potentials of quartz were measured as a function of pH in the presence of various additions of aluminum, lead, and magnesium salts. Sign reversal occurs at the pH values where significant concentrations of hydroxy complexes are formed. Models of adsorption are presented in the absence and presence of collector. The mechanism of adsorption of metal and collector species in the activation of nonmetallic minerals is still the center of considerable discussion in spite of the extensive study given this system. Until recently, the view was widely held that hydrated metal ions were responsible for this phenomenon. This fact is surprising, since it had been shown that the pH range in which flotation is effected corresponds to that in which metal ion hydrolysis occurs.' Additional support of this concept was pro vided by the work of Wolstenholme and Schulman in another system.' Later work has shown that hydroxy complexes of metal ions are the active species. These studies have also indicated that basic aqueous complexes of metal-collector may be necessary for flotation.3-7 Depending on the molecular weight of the collector, formation of these complexes may occur before or after precipitation of the metal-collector salt has occurred. Ion pair formation can occur when low molecular weight collectors are involved because relatively high concentrations of metal hydroxy complex and collector can be present in solution before precipitation occurs. This is not the case when high molecular weight collectors are used. A model of aqueous complex adsorption has been presented6,7 in which it has been assumed that adsorption occurs by the formation of water from adsorbed hydroxyl and hydrogen of the hydroxyl contained in the complex. Other authors8 have suggested that hy-droxy complexes are involved in these systems but that collector adsorption occurs by replacement of the hydroxyl of the adsorbed metal hydroxy complex with a fatty acid anion. All of these investigations have involved mineral surfaces that were negatively charged so that it is not possible to state with certainty whether hydrated metal ions or hydroxy complexes are the active species in this system. Use of a positively charged mineral should be helpful, however, since the hydrated metal ion will be repelled from this surface. On the other hand, if the hydroxy complex adsorbs by splitting out water, surface charge should have no effect because of the free energy decrease that the system will experience when water is formed. In this regard, sapphire is well-suited for study, since its surface is positively charged until approximately pH 9. Electrokinetic studies of quartz in the presence of various metal ions should also be useful in establishing the mechanisms of adsorption in these systems. That is, if the hydroxy complexes adsorb by water formation, drastic changes in the zeta potential should occur in the pH range in which hydrolysis occurs. In this view, adsorption of ions of widely different hydrolysis characteristics on both sapphire and quartz was measured. In addition, zeta potentials of quartz were measured as a function of pH in the presence of various metal ions and compared with flotation responses obtained under similar conditions. Experimental Materials and Techniques Reagent-grade aluminum, ferric and magnesium chlorides, and lead nitrate were used in this investigation. Adjustments in pH were made with reagent-grade HCl or KOH. Conductivity water, made by passing distilled water through an ion exchange column, was used in all of the experiments.

This paper deals with some aspects of concrete construction in remote locations and/or cold climates. The writer's experience covers 25 years in construction in western and Central Canada. I will bring forth some pertinent observations and cost facts learned from this experience. Let us start by saying that there is nothing more important than preplanning the entire project. By this I mean the production of the engineering design, working drawings, soliciting of prices and ordering of all equipment and contractors work, the delivery of all equipment and all onsite work. All of this should be placed on a master schedule, preferably a C.P.M. We have been using C.P M. Scheduling for all of our work for 5 years and have found it in-valuable. This preliminary schedule will show initial items of work and target dates. After main equipment orders are placed and deliveries confirmed, the construction schedule can be revised to include manpower and construction equipment requirements. From this information the size of camp is determined. This, of course, must be ordered several months ahead. The manpower schedule can be broken into trades to tell us the number of men of each trade required at any time. This is important in helping to determine where the men must come from and whether or not any incentive is needed to get them. The schedule will also point out if it is impossible to get the project closed in before winter becomes too severe unless overtime is worked or the project is started in early spring. In most parts of Canada cold weather starts in October and lasts through April. A common term of reference has been to wait for the frost to come out of the ground before starting work in the spring. An industrial minerals review involves an attempt to assemble field and statistical data which are obscure, elusive and incomplete. Often, when me statistical data are available, combining or lumping of commodity values conceals the value of specific items. Personal knowledge of the minerals known to occur in the area of concern, combined with whatever available published data may be compiled, together with careful use of several extrapolation methods, may yield an acceptable summary review of the industry. However, it is particularly hazardous to speculate on future trends and economic aspects because of the many unpredictable variables which may affect the industrial minerals business. Among these variables are the effects of diverse geological conditions, the impact of technological changes (including new uses for minerals not formerly considered industrial types), changing socio-economic factors (including growing environmental controversy), use of substitutes and even recycling of some of the industrial minerals (for example, building materials, lime, etc.). My main objectives are to reveal, as accurately as I can, the state of the in¬dustrial minerals situation, and the effects of possible future developments on this industry in Idaho. Where the words...industrial-tyke minerals, .are used in this discussion, reference is made to selected metallic and nonmetallic minerals and related materials, as well as rock (Table I). Industrial minerals known to be present in Idaho may be listed under general use categories as in Table 1. Some of these commodities are being marketed, have been marketed in the past, or occur in potentially marketable quantities. Mineral fuels are neither mentioned, nor are they considered important in Idaho. Based upon our present knowledge and lack of known, economically valuable occurrences of these commodities, they are considered insignificant (Idaho Bur. Mines and Geology, 1964). Over a four-hour period of steady plant operation samples were taken at regular intervals frum points within the grinding and flotation circuits. Size fractions of each composite sample were analysed for lead and zinc values and a comparison made of the behaviour of the lead, zinc and gangue minerals, size by size throughout the whole circuit. Analysis of the breakage behaviour using dynamic mathematical models gave the rates of breakage of each size fraction of each main component. Simulated grinding experiments shaved that the main grinding circuit had some reserve capacity. In the lead flotation circuit all lead values between 150 mesh (Tyler) and 5 ¦m had excellent flotation characteristics, and a major proportion had a high rate of flotation which was practically the same for all sizes. Increase in overall lead recovery would require improvement of the flotation behaviour of ultra-fine lead minerals. These were slav floating and were responsible for approximately half the lead losses in the final zinc concentrate and one thiro of the lead losses in the final tails. All sizes of zinc values between 150 mesh and 7 ¦m floated well and the performance of the zinc flotation circuit was mainly limited by the relatively poor flotation of the very fine zinc values. Approximately 60 per cent of the zinc lost to the final tails lay within the -7 ¦m fraction. The overall flotation conditions were conducive to very good selective flotation of the major proportion of the values and limitations in metallurgical performance were mainly due to the properties of the ultra-fines.

Statistical screening is so named because a particulate feed is separated into "size" intervals on the basis of the probabalistic behavior of the individual particles (i.e., their probability of passing the screen) rather than by physical restraint. To illustrate this statement, consider a conventional screening operation. A particle which is larger than the openings in the screen cloth is physically restrained from passing through and is repeatedly reflected from the surface until it is discharged as oversize. Of those particles smaller than the screen openings, the very smallest tend to pass the screen near the feed end while those nearer in size to the screen opening tend to pass at a greater distance from the feed end. Alternatively, we could say that the particles with high probability of passing through the screen are concentrated near the feed end while particles of low probability of passing are dispersed from the feed end. This tendency to segregate is the basis for size separation by statistical screening. The purpose of this note is to: 1) Show that the distribution of material passing an array of screens can be described by a modified binomial distribution. 2) Demonstrate that an efficient size separation can be made by this technique. 3) Relate some of the more important screening parameters to the efficiency of the size separation. The Distribution Function The distribution of undersize products along the length of a screen can be derived with the help of a few simple definitions and assumptions. 1) First, we must assume that each particle has some probability of passing a screen on a single presentation. Further, we must assume that this probability is constant and is not affected by the position of the particle on the screen. It must also be acknowledged that several factors enter into this probability. Among them are the "action" of the screen, the slope of the deck, the shape of the openings, etc. The relationship between these factors, however. is not the subject of this paper. 2) To simplify calculations, all particles falling within a size range on the Tyler scale, e.g., —x + x/ mm, are assumed to have the same probability. 3) It is assumed that particles which do not pass the screen on a presentation are reflected a unit distance forward, i.e., the direction of material travel. A unit distance is defined as the distance between the centers of consecutive wires in the screen cloth.

Striving to do a better job of ad- ministering the letter and spirit of the Federal Coal Mine Health and Safety Act of 1969, the Interior Department recently invited criticism-and got it. The criticisms were voiced on July 1 and 2 at the first of a series of public meetings being held by the Office of Hearings and Appeals at the Department's behest. Later meetings, at which all interested parties are invited to comment, are to be announced in the press and the Federal Register. Persons wishing to participate in the meetings should contact the Director, Office of Hearings and Appeals, 1015 Wilson Blvd., Arlington, Va. 22203. At the first Hearing, USBM Director Elburt F. Osborn outlined the progress his agency has made to date in implementing the law on three fronts: enforcement, education and research. Since the Health and Safety Act became law on December 30. 1969, he said, the Bureau's force of inspectors has grown from a mere 300 to almost 1100, while mine inspections have increased from 10,265 in 1970 to 11,021 for the first six months of 1971. On the educational front. Osborn said, the Bureau now has some 60 instructors who have trained about 50,000 miners in safety procedures since March 30. 1971. Classes at the new Federal Mine Safety Academy for both government and industry personnel begin on September 1, 1971. he added. Health and safety re- search, meanwhile, has been allot- ted $20.1 million for the 1971 Fiscal Year. Of this, $8.1 million is assigned to the Bureau and $12.3 million to contracts with universities and private companies. Admittedly, Osborn said, the mine fatality rate is still unacceptable, hut it was lower in the first half of 1971 than ever before---0.73 per million man hours and 0.31 per million tons of coal.

Idler engineering, operation, and maintenance cannot be covered in depth in a short paper. Therefore, this will be a general look into the subject matter in light or the present-day technology. Depending on the source or reference used, belts for handling bulk material underground came into being between 1900 and 1920, while strip mining appeared in the thirties. The conveyor belt speeds in that era were in the 300 rpm to 500 rpm range. Belt speeds or 600-700 rpm were in vogue in the thirties, and the early sixties saw speeds or 800-900 rpm. Today, speeds or 1000 rpm are not looked at with dismay; in fact, speeds or 2000 rpm are being discussed. Among the driving forces moving the bulk materials handling industry to these greater heights have been the mining operators and engineers. Their appetite to increase output, yield, and reduced per-ton costs has constantly challenged the bulk material handling industry to develop products capable or handling these increased capacities. One or the products affected by this movement is the idler. Apart from the conveyor belt itself, it is one or the most significant parts or a conveyor system because or the sheer numbers needed in an installation.

Objective of the ittvestigation was to determine the electrokinetic differences, if ally, of anthracite lithotypes and thus establish the feasibility of making a coqlstituent separation by froth flotation or other surface-dependent processes. The elec-trokinetic properties were determined by streaming potential methods. In addition, chemical and physical analyses of the lithotypes were made to establish nonsubjec-tive parameters for their diflerentiation. Electrokinetic results indicate a difference in the characteristics of the lithotypes. The isoelectric points of 4 anthracites and 12 lithotypes were obtained. It was suggested that the relative flotation rates of the lithotypes were pH dependent and that the maximum flotation rate of anthracite occurs in an acidic circuit. Although there has been an increased interest in the electrokinetic properties of coal,' research on the subject is still in an early stage of development."' To the authors' knowledge, no electrokinetic studies have been made on coal lithotypes, particularly anthracite litho-types. This paper presents the results of an investigation of the double layer properties displayed at the anthracite/water interface (whole coal and lithotypes) as determined by streaming potential methods. It is hoped that this investigation and related future investigations will provide correlations from which the surface properties of any coal can be predicted and then related to surface-dependent processes such as froth flotation and flocculation. Another aspect of this research, undertaken to determine the physical and chemical parameters necessary for anthracite lithotype differentiation, was previously published.? The number of parameters involved, lithologic, organic and inorganic, and the wide divergence of these parameters within an individual coal limits the practical utilization of the results; however, the result? are of value and of interest in guiding theoretical developments. Keeping the limitations in mind, the results are analyzed in terms of their application to froth flotation processes and are used to indicate the feasibility of making a lithotype separation by flotation. Experimental Procedure Prior to discussing the experimental work per se, it would be of value to establish an understanding of anthracite lithology. Anthracite Lithology: Coal seams display two different modes of variation, rank and type. A coal's position in the continuous series ranging from peats through anthracites determines its rank. The rank of the material under consideration is anthracite. The different bands of coal which constitute a coal seam are distinctly contrasted in regard to physical properties and chemical composition. These megascopic bands are the coal types and are termed lithotypes., A megascopic examination of 11 anthracites revealed three distinct, homogeneous, lithotypes. The classic description of bituminous coal lithotypes as proposed by Stope" was found to be quite adequate for recognizing the three lithotypes in anthracite, namely vitrain, durain, and fusain. The term vitrain describes the brilliant constituent of coal; durain describes dull coal; and fusain is the term applied to fossil charcoal. The anthracites studied were generally found to contain 60-80% vitrain, 10-30% durain, and 1-10% fusain. A complete description of the physical characteristics and chemical composition of the studied lithotypes can be found in a previous publication.' Sample Preparation: Nine of the anthracites used in the investigation were from Pennsylvania, one was from Russia, and one from Wales. Table 1 shows the various designations and sources of the employed anthracites. The letter V, D, or F added to the whole coal designation indicates respectively the vitrain, durain or fusain lithotype of that coal. The samples were carefully collected to avoid contamination. To insure against oxidation, the samples were obtained as fresh as possible and stored under nitrogen or water. Generally a representative sample of the seam and samples containing high concentrations of one or another of the petrographic constituents were secured for each coal. Pure lithotypes were prepared by manual separation and selection. The pure lithotypes and representative samples were ground to —35 mesh and screened to 35 x 48 mesh. Actual test specimens used in the previous laboratory wear investigation,' were fully characterized and the data is given in Table 1. Most of the carbides tested could be placed into groups of similar mean grain size. When the wear rates of the members of these groups were plotted as functions of their hardnesses, a family of curves resulted; curves for groups containing data from larger grained composites were at lower wear rates at the same hardnesses. The use of black and white and colour infrared film in remote sensing of natural resources, is reviewed. In heavily-forested areas such as New Zealand, the main value of the method is in surveying the vegetation cover to detect the existence of plant communities characteristic of specific geological formations, By contrast, in and areas of Australia where the vegetation cover is sparse and where rocks and soils are well exposed, the method can be used in detecting different rock types or other geological differences.

Higher employer costs and increased employee benefits will result from the current sweeping revisions of the un-employment insurance system now receiving consideration before Parliament. The new legislation, the Un-employment Insurance Act, 1971, will substantially increase the unemployment insurance costs of many employers through an increase in the level of employer contributions -generally, employer contributions will go to 1.4 times employee costs -as well as by extending coverage to many classes of employees now exempt. Under the new legislation, executives, technicians, teachers, institutional workers and others will be covered, and eligible for the higher benefits which it provides. For the first time, absence from work because of illness or accident may qualify individuals for unemployment insurance benefits.

"Geophysical Engineering and Surveys Limited of the Keevil Mining Group have routinely conducted ground surveys with VLF-EM receivers for the past two years. Both Crone's Radem and Ronka's EM16 have been used.VLF-EM dip-angle data often yield complex patterns which require considerable study for a proper interpretation. A method was developed which allows field operators to transform the noncontourable dip angles into contourable data, producing conductor patterns which are immediately apparent to exploration personnel untrained in VLF-EM interpretation.VLF-EM contoured data generally peak very close to the top of a conductor, thereby allowing drill holes to be spotted accurately. However, the data generally should not be used alone to select drill targets because structures may be sufficiently conductive to yield strong anomalies. Thus, magnetic and/or vertical-loop EM correlations may be considered as necessary criteria for drilling.VLF-EM surveys can replace IP surveys in certain environments. For example, the Restigouche orebody in the Bathurst camp of New Brunswick yielded a VLF-EM anomaly as distinct as that obtained by IP, although the body did not respond to vertical-or horizontal-loop EM. However, the cupriferous breccia pipes of the Triba mine near Batchawana, Ontario yield strong IP anomalies but not VLF-EM anomalies, illustrating that disseminated ore targets should be sought with IP rather than with VLF-EM."

The paper describes developments since 1959 in major excavators to meet the demand for higher outputs of overburden and coal under less favourable batter conditions than used hitherto in the coal deposits of the Latrobe Valley. Particular reference is made to investigations of designs of bucket wheel head configurations for the digging of these flat batters on high faces, and examples are given of the wide use of models inthese studies. An explanation is given of how solution of these problems and surface conditions unfavourable for wheeled transport confirmed selection of the long boom rather than the compact type of bucket wheel excavator for the Latrobe Valley applications.The past decade has seen advances in the manufacture in Australia of components for excavators and similar machines. The history of Australian manufacture of components for major brown coal excavators is traced;and reference is made to study and application of Australian and overseas (mainly German) codes and practices in the design and construction of machines made partly here and partly in Germany.A section of the paper deals with advances in electrical engineering for large excavators in Australia and its interdependence with mechanical design and construction.Finally, as an example of the versatility of the bucket wheel excavator, a description is given of a recent application for the mining of mineral sands in northern N.S.W.

A rotating disc geometry was used to provide a uniformly accessible surface for a kinetic study of the cementation of cadmium, lead, and silver from dilute aqueous solutions. This work is an extension of studies carried out on the Cu-Zn and Cu-Fe systems for which the reaction rate was found to be completely solution phase mass transfer controlled.When the amount of material deposited was greater than 0·2 to 0·4 mg/cm2 there was an apparent enhancement in rate which is attributed to the formation of a roughened deposit. This same phenomenon was observed in the Cu-Zn and Cu-Fe systems. Again, the rate of reaction of each system investigated was found to be solution-phase mass transfer controlled.

Several methods of calculating ore grades by diamond-drill sampling in the Homestake mine, Lead, S. Dak., have been evaluated by statistical analyses of assay data. The natural distribution of gold particles, partly masked through sampling and assaying procedures, is probably lognormal. As a consequence of the gold particles being clustered rather than randomly distributed within the ore bodies, (1) more mine samples are needed to obtain a specified precision of mean grade than the number predicted by the standard-error-of-the-mean law; (2) the variance of gold values is not inversely proportional to sample volume, and, therefore, small-diameter drill core yields samples nearly as good as larger diameter core; and (3) sampling at 5-foot intervals provides nearly as good results as sampling at shorter intervals.

Introduction The title of my paper is satisfyingly broad and allows me to touch lightly or dwell at length on virtually any aspect of mining, while endeavouring not to trespass on the subjects of other papers to be presented. However, at this stage in our world history when for the first time we are beginning to take conservation and the welfare of future generations more seriously, I want to concentrate mainly on the question of whether or not there will be the resources of minerals available to sustain mankind's progress in the generations ahead. Metals and the Population Problem The supply of raw materials is of course only one of the fundamental problems that will face future generations: if we assumed that the world population would continue to increase at the present explosive rate, then I believe we can say with certainty that other fundamental problems of much greater significance would arise long before a shortage of raw materials - or other substitutes -had any impact on the progress of mankind. Thus, I must start this paper with the assumption that some equilibrium in population will be arrived at before these other problems overwhelm the world. Will the Metals Run Out? At the 75th Anniversary Meeting of this Institute in March, 1947, Clinton H. Crane, President of St. Joseph Lead Co., prophesied that for the next 100 years there would be enough copper, lead and zinc for every essential need. He defined a need as essential where the qualities of the metal in that use were irreplaceable. Today, except for one or two cases such as lead in lead-acid batteries, few metals have qualities that cannot be provided either by another metal or by another material. It is more a question of what the engineer or manufacturer is prepared to pay for special qualities as compared with using cheaper materials and perhaps a less satisfactory design.
