Since the early 1970's, the U.S. Geological Survey (USGS) has carried out exploration geophysical research on non-basemetal strategic mineral commodities, including uranium, lithium, gold, potash, and chromite. The chromite study (largely completed) and the potash study (still going on) carried out during the past 4 years have not been aimed at the discovery of new ore reserves, but instead were designed to complement exploration by private mining companies. The USGS has carried out research not normally conducted by these companies, but which can be used by them in their efforts to increase production of strategic minerals. Results of the chromite and potash studies highlight the importance of: 1) a laboratory-research phase (petrophysical and petrographic studies) at the beginning of work on any new commodity; 2) an operative or functional ore-deposition model to serve as a conceptual framework, and the necessity to continually test, refine, and modify it during the study; 3) indirect geologic/geochemical indicators, secondary associations, and the use of multiple physical properties; and 4) the use of a systematic inverse-cost sequential-exploration (i.e. lowest resolution and lowest cost first) strategy to keen the exploration economically reasonable. The keystone to the success of the study is frequent and substantive dialogue among geologists, geophysicists, and geochemists.

The Trail Lake RARE II area comprises 1,300 acres (526 ha) in Lassen and Plumas Counties, California, adjacent to the Caribou wilderness. No mining claims, prospects, or quarries are reported within the study areas, and no evidence of potential mineral deposits was found during a field reconnaissance. Quaternary basaltic lava flows uniformly underlie the area. INTRODUCTION The Trail Lake (No. B5-095) RARE II further planning area occupies 1,300 acres (526 ha) adjacent to the Caribou Wilderness in Lassen and Plumas Counties, California. Susanville is about 30 mi (50 km) east and Chester is about 17 mi (27 km) south of the study area. Access from State Highways 44 and 36 is provided by well-maintained gravel roads.

Since 1958 there have been 16 major coal mine explosions in the U.S. claiming 323 lives. Whilst the exact cause of a number of these incidents has not been determined, the majority has involved gas ignitions in one way or another. In addition there have been fatal gas explosions in salt mines and vapor explosions in oil mines. Furthermore, many of the oil shale mines in the U.S. have proven to be gassy giving cause for concern. Compounding these problems is the fact that frictional ignition of methane in coal mines has dramatically increased over the past several years; over 100 such ignitions were reported in 1979. While, no fatalities have been attributed to frictional ignition in the U.S. since early 1978, a recent mine explosion in Nova Scotia which resulted in 11 fatalities was attributed to a frictional face ignition. Research being conducted at the Bureau of Mines is aimed at the prevention and suppression of gas explosions. Emphasis is placed on new coal cutter bits for reducing ignition frequency, machine-mounted water sprays for preventing frictional face ignitions and automatic devices for quenching incipient ignitions and fully developed gas explosions.

Stovash General Superintendent Consolidation Coal Company Shoemaker Mine Moundsville, West Virginia Consolidation Coal Company's Shoemaker Mine is located in West Virginia's Northern panhandle near Wheeling, adjacent to the Ohio River. Steam coal is mined from the Pittsburgh #8 seam which averages 65 in. in thickness. The 10 in. of draw rock directly above the coal is taken on advancement, but remains when longwalled. The top consists of up to 12 in. of lower quality coal, and immediately over that, up to 10 ft of multi layered shales, coal, and bone. The cover ranges from 300 to 800 ft of shales and limestone. Two longwalls operate in the mine. The first longwall started in April 1975 and is retreating its eighth panel. This wall was the first to use shield supports in the United States. The second longwall started in September 1979 and is currently retreating its first 7,000 ft panel.

INTRODUCTION-SYSTEM DESIGN The design of an underground mining operation requires the integration of transportation, ventilation, ground control, and mining methods to form a system which provides the highest possible degree of safety for mine personnel; the lowest cost per ton of product; the most suitable quality of final product, considering its intended use; the maximum percent recovery of the reserve, consistent with cost and subsidence rights ; and the minimum disturbance to the environment. The selection of mining method is generally the controlling factor in overall mine design. Some important considerations in the choice of mining method are : 1) Depth of cover over the coal seam. 2) Strength and thickness of rock strata in the overburden. 3) Characteristics of the coal seam, including thickness, nature and location of impurities or irregularities, dip (or pitch), nature and direction of cleavage, hardness, and structural strength of the coal. 4) Nature and strength of the immediate roof (top) over the coal seam. 5) Nature and strength of the floor (bottom) under the coal seam. 6) Presence and amount of explosive gas (methane). 7) Quantity of water likely to be encountered in the mining operation. 8) Any previous or concurrent mining in seams above or below the coal seam to be worked. 9) Any restrictions on recovery required for subsidence control. Topographical and geological reports and maps of the area are usually available from state and federal geological surveys, and contain excellent general information to guide more detailed investigations. Exploratory drilling, and the plotting and analysis of the information thus obtained, are essential steps in any development program, and aid in the correlation and evaluation of information gained by other means. Dr. Emrick, honored guests, distinguished speakers, ladies and gentlemen, I am Langan Swent, Vice President for Environmental Affairs and Occupational Safety and Health, of Homestake Mining Company. Today, I appear on behalf of the American Mining Congress, as chairman of its uranium mine health subcommittee. The American Mining Congress is a trade association of several hundred members, which include the producers of a large proportion of the nation's uranium. I've been asked to make a statement of principles for the uranium industry. There are two types of principles that apply to industry in general, and specifically to the uranium industry. Some have external origins and apply regardless of what industry does or thinks. Others are generated by industry itself and serve as goals for the industry. I'll discuss some of each type. I'll limit my statement to those principles related to the subject of this conference--radiation hazards in mining. I won't take your time trying to explain some of the unrelated principles that we must all contend with, such as Parkinson's Laws, Murphy's Law, and the Peter Principle. First and foremost, industry has a sincere interest in the well-being and health of its employees. There are two basic reasons for this. One is a basic respect for human lives, especially those of people we see and work with every day. No one in management wants to carry the lifelong burden of blame for a life lost due to poor working conditions. Most uranium and other mining is done in small communities. Production workers, maintenance workers, service workers, shift bosses, foremen, superintendents and managers all live in the same community. They attend the same churches. They serve together in civic activities. Their children go to the same schools. If one employee in such a community loses his life due to poor working conditions, those remaining know in a daily and intimate way the resulting personal tragedy, usually of a bereaved widow and fatherless children. This sad experience makes the community, including industry management, intensely sensitive to the need for maintaining good working conditions in the mines. But what about the segment of industry that does not live in the mining communities? Corporate and owner's offices are frequently hundreds of miles from the communities where the mining takes place. Many of these people are not personally acquainted with the workers, and there are few close personal ties between the two communities. The distant staff are, however, still human beings and motivated by the same basic human respect for life. Mr. Manuel Gomez of MSHA and a member of the planning committee for this conference summed this point up expressively when he told me: "No one group has a corner on compassion." In addition to compassion, there is another factor. In both communities the basic assignment to everyone is to produce profits. In carrying out this assignment, supervisory and management people are acutely aware of the high cost of illnesses and accidents. Their objective of maximizing profits is advanced significantly by minimizing illnesses and accidents at the mines. A business that has illnesses and accidents generally suffers from poor employee morale and high employee turnover, both of which detract from profits. Next, I would like to talk about what industry has done in the field that is the subject of this conference. We have worked at all sorts of methods to reduce exposure of employees since the exposure standards were first introduced and then lowered. Other speakers will go into details of technology, and I'll simply comment on exposure results. These are best shown in Table 1. The table shows the average WL to which miners in U.S. underground uranium mines have been exposed since 1937 through 1980. The trend of decreasing radon daughter concentrations throughout the period is obvious. Figure 1 presents this data graphically and shows the trend at a glance. This record begins in 1937 when uranium, as such, really wasn't being mined or sought. The concentrations given by the U.S. Public Health Service were for a few small vanadium mines which carried uranium as a by-product. A few years later, when the Manhattan project to develop the atomic bomb was begun, these mines became the first U.S. uranium mines and the vanadium became the by-product! The radiation hazard then also received attention and the average concentrations began to decline. As knowledge of the reality of the hazard spread, conditions improved. The search for uranium in the U.S. turned up new and larger ore bodies that had to be mined by large underground mines. These mines involved ventilation planning from the beginning, and when they came into production in the late 1950's they lowered the average concentrations greatly. Then in 1960 the American Standards Association adopted a standard setting 1 working level as a satisfactory condition, and several action levels up to 10WL, at which point removal of people from exposure was called for. As a result of the uranium producing states governors' conference in December 1960, state mine inspection agencies, in the early 1960's, began to adopt and enforce the ASA standards. As a result, average concentrations again declined. In 1967, the Federal Radiation Council recommended an annual limitation of 12 WLM per individual. ROCKS outcropping in Elandsrand's lease area consist of quartzite, shale and lava of the Pretoria group and are underlain first by 1 300 metres of dolomite and then by the Black Reef series. This in turn rests unconformably on Ventersdorp and Witwatersrand rocks and truncates the basal member of the Ventersdorp Super group, the Ventersdorp Contact Reef (VCR), near the northern boundary of the lease. The Ventersdorp Super group is composed of lava and varies in thickness from nil in the north of the lease area to 1 000 metres in the south. The VCR, less than 100 cm thick, dips 210 to the south east and lies between 1 786 and 3 386 metres below datum. The Oberholzer dyke straddles the north-western corner of the property and separates the dewatered Oberholzer compartment, over which most of Elandsrand lies, from the as yet undewatered Turffontein compartment. As so much of the lease area is covered by thick impermeable rocks, the water-bearing capacity of the underlying dolomite was expected to be low. The man-material (MM) and rock hoisting ventilation (RU) shafts were sited well within and above a gravimetrically determined 200-metre 'safe-limit' contour of the northern slope of the Gatsrand. Two pre-cementstion holes were drilled and the cementation rigs were placed within a 15 metre annulus round each shaft to seal any likely water-bearing pockets in the proximity of the excavation during sinking through the first 300 metres of shales and the surface water-table.

This study is devoted to the improvement of the decision-making process in occupational protection of uranium miners in France. Its purpose is to apply the principles which are recommended by the I.C.R.P. in the field of radiation hazards. These principles, which have introduced the notion of "optimization" in standard setting, suggest the importance of applying cost-benefit and cost-effectiveness analysis to this sector. The objectives here are twofold : to evaluate the present organization of radiation protection on the basis of a simulation model of polluted air flow in the mine (due to the decay of a radioactive gas, radon) and to develop cost-effectiveness analysis of the various radiation protection policies.

INTRODUCTION The Henderson mine utilizes a highly mechanized, continuous, panel-caving, mining system to extract ore from a deep, massive, molybdenite deposit. The mine is located 80.5 km (50 miles) west of Denver, Colorado. The mine surface facilities are located 3,170 m (10,400 feet) above sea level in a steep valley on the eastern side of the Continental Divide. Milling facilities are 24 km (15 miles) west on the western side of the divide at an elevation of 2,804 m (9,200 feet) above sea level. The ore- body is located approximately 3,000 feet south of the valley under Red Mountain. Access to the ore for men and materials is through a 915 m (3,000-foot) deep, 8.5 m (28-foot) diameter, vertical, concrete-lined, service shaft. Access from the mill is through a 15.5 km (9.6-mile) rail haulage tunnel. The mine is ventilated through an additional intake shaft and two exhaust shafts. Mine production at this time is 27,255 mtpd (30,000 stpd). The mine ventilation system supplies 1,038 cubic meters per second (2.2 million cfm) through approximately 60 miles of drifting or 2.7 tons of air per ton of ore mined. There are 130 fans in the mine in fixed locations and in vent lines with 6,900 connected horsepower in the mine. MINING METHOD AND LAYOUT The orebody is divided vertically into two major zones. The upper zone is the 8100-level production area. The bottom zone is the 7700- level production area which is in the early development stage. The rail haulage level at 7500 feet is common to both production zones. Each mine production zone consists of five associated sublevels. The cave undercut level is 16.8 m (55 feet) above the production level. Two boundary cutoff levels are located 44.2 m (145 feet) and 62.5 m (205 feet) respectively above the production level. The fresh-air level is positioned 15.2 m (50 feet) below the production level, and the exhaust vent level is 19.8 m (65 feet) below the production level. Horizontally, each production zone is divided into three panels each, 224 m (800 feet) wide. These panels are caved from south to north. As the caving in one panel nears completion, caving in the adjacent panel is initiated. Development for the caving panels is continuous so that the sublevels above the production level and the production level itself have a combination of development drifting and production-related activities. UNDERGROUND VENTILATION NETWORK The ventilation system is zoned in the same manner as the orebody itself. One major split of 600 cubic meters per second (1,270,000 cfm) ventilates the 8100-level production zone; one split of 100 cubic meters per second (210,000 cfm) ventilates the development of the 7700- level production zone; and one split of 165 cubic meters per second (350,000 cfm) ventilates the 7500 rail haulage level. The haulage tunnel requires an additional 188 cubic meters per second (400,000 cfm) of air. Development-drift ventilation is accomplished by hanging 1.0 m (3.5-foot) diameter steel ducting in the drifts with 40-horsepower, 0.96 m (38-inch) diameter fans supplying 9.4 cubic meters per second (20.000 cfm). The normal maximum length for these systems is 300 m (1,000 feet). The 8100-level production-area ventilation system is especially suited to a high level of mucking activity confined in a small area. Approximately 93 per cent of the mine's total production is transferred from the drawpoints to ore passes in 10 production drifts. The active area in each drift is 300 m (1,000 feet). Twelve 5-cubic-yard LHD units with Cat turbo- charged 170-horsepower engines are assigned to the area. Under these conditions, more than one LHD is assigned to a particular production drift. Adequate ventilation is maintained by making an air change every 97 m (320 feet) along the production drifts. Fresh air is brought into the production drifts from the fresh-air level through 1.37 m (4.5-foot) diameter raises. Air travels south along the production drift to the ore pass where it is exhausted down the ore pass to the exhaust level. The ore pass is followed by another intake which is followed by an ore-pass exhaust. At the south end of the production area, a series of exhaust fans maintain a southerly air- flow through the production level.

Future mineral processing developments will be of two types. There will be a continuation of the advances of the last 20 years including major increases in equipment capacities, the development of reliable on-line instrumenta- tion, the use of digital computers for automatic control, and the greatly expanded use of in-situ leaching techniques. However, there will also be a need for innovations as the industry faces a different set of problems to those involved in cost and extraction efficiency considerations. These new problems include those relating to energy usage, environmental pressures, and the further development of large low grade deposits and small, high grade metallurgic- ally complex deposits. Present technology does not appear adequate to solve many of these new demands. New treat- ment concepts will be required, and the immediate outlook in this regard is not encouraging. A major research and development task in mineral processing over the next 20 years will be to seek out new ideas and develop them, and this must be pursued with imagination and determination. Both the continuation of the present research pro- grammes and the development of new methods will require a steady supply of highly qualified technical personnel. These people are not being produced in the numbers required, and this situation must be urgently rectified.

"To properly operate a mineral beneficiation plant it is often necessary to have systematic evaluations of the performances of a piece of machinery, of one of the processes or of the plant as a whole. The state of a process can be described from a collection of data: flow-rate values, particle-size distributions and chemical compositions of the various streams of the circuit studied.However, the obtained raw data are generally redundant and inconsistent from a material balance viewpoint, due to natural disturbances, sampling errors, unreliable instrument readouts and laboratory analysis inaccuracies.BILMAT is a computer program which upgrades mineral processing data, adjusting them in a least-squares sense in order that they may verify material conservation constraints. As a consequence, the program is able to calculate the best values of unmeasured flow rates (such as. circulating load ratios). BILMAT is a very general program in the sense that it can accept various data from any type of mineral processing circuit, and its usefulness is demonstrated here for three processing circuits of a pyrochlore concentration plant: grinding, desliming and flotation.IntroductionComputation of the material balance around any metallurgical process, that is the determination of stream flow rates and composition. is a basic step in its evaluation. In spite of the simplicity of the physical laws of mass conservation. and of the very fundamental need to know the flow of components around a process. it appears, particularly in mineral processing. that material balancing is quite often a difficult task. The reasons for this involve the problems associated with collecting measurements in mineral dressing plants. They are generally poorly instrumented and invariably data must be collected through hand sampling. Due to the heterogeneous nature of the streams, segregation occurs and samples are often not adequately representative, a problem made worse by the lack of circuit sampling facilities, which are often completely ignored by plant designers. Furthermore, the nature of the measurements to be performed (for instance particle size distributions in the fine range) frequently gives inaccurate results."

Structural arrangement, loads and design methods of the major temporary and permanent works are briefly described for the main station and entrance works. Planning of the station concourse area, booking halls and entrances are described together with the selection of finishes for all above and below ground areas.

Although most N.S.W. coal mines contain large amounts of combustible materials such as coal and timber, the introduction of mechanisation has extended the range of combustible materials now found underground. The role of combustible material in a fire is not clearly understood and as a result the assessment of these materials for flammability by small and large scale tests is doubtful. Extensive research has been carried out on the toxic and irritating gases evolved during the combustion of plastics. However, most autopsies report death due to carbon monoxide inhalation because the combined toxicity of smoke and fire gases is unknown.

The roof truss as a means of secondary or supplemental mine roof support has enjoyed increasing acceptance in recent years, particularly in bituminous coal mines. In those entries where long life is required or doubtful performance from other forms of support seems likely, trusses in many cases have provided the necessary protection for continuing operations. Although relatively expensive and time-consuming in their installation, trusses, particularly with the new resin point anchor system, appear to be justifying their higher premium. It seems inevitable that techniques and equipment for installing them within the cycle will soon be developed. The actual mechanism by which trusses contribute to the stability of a roof is, as yet, poorly understood, and it may be that more than a single mechanism is involved. There are, however, a number of useful observations which can be made concerning the structural behavior of the truss itself, based solely on the mechanics of rigid and deformable bodies. The purpose of this article is to present some of these observations, particularly relating to friction in the system. A few speculations concerning the roof must, of course, be made. From a knowledge of the structural behavior, some insight into the truss-roof interaction may be gained. The concept of the truss is quite simple. As shown in [Fig. 1], it consists of two inclined chords (usually at 45') anchored in holes drilled in the roof over the ribs. A horizontal chord is formed connecting the exposed ends of the inclined chords, either with a third piece or by bending extensions of the inclined chords until they meet in the middle. A distinction can be made between active and passive chords of a truss depending upon the manner of installation. If the inclined chords are fully grouted and the horizontal chord is merely attached to them, it may reasonably be assumed that no significant forces exist in the truss until the roof begins to work. Such would be a completely passive system. On the other hand, if the inclined chords are anchored only at their upper extremities and the horizontal chord is formed in such a way that all three chords can be pretensioned to a significant portion of their tensile strengths then the truss may be regarded as fully active. Combinations of active and passive chords are also possible. * The discussion here is confined to the fully active truss such as the Birmingham steel rod system or the Galis wire rope truss. Veins in the Pyramid district of northwestern Nevada occur along steep fractures in Oligocene and Miocene quartz latite tuffs. The vein mineralization is zoned from a central enargite-pyrite zone outward through a complex polymetallic pyrite-tetrahedrite-sphalerite-galena-chalcopyrite-bornite-chalcocite zone, and finally to an outer zone of pyrite and galena. Wall rock alteration includes advanced argillic and sericitic envelopes along veins superimposed on district-wide propylitization. The ore distribution and alteration patterns were probably produced by an increase in pH, a decrease in sulfur fugacity, along with cooling of the migrating hydrothermal fluid.

In 1973, the Subcommittee on Contracting Practices, U. S. National Committee on Tunneling Technology, National Academy of Sciences, under the able chairmanship of A. A. Mathews, Engineering Consultant, now residing at Kaunakokai, Hawaii, undertook the task of developing recommendations for improving the performance of underground construction work, reducing the costs of such work and minimizing the adverse atmosphere in which owners and contractors were performing their respective functions. The author of this paper and C. F. Palmetier, a highly qualified engineer, were thereupon appointed as staff assistants to the Subcommittee, to conduct a study of existing practices and relationships in Western Europe and in the United States, to formulate recommendations, for consideration by the Subcommittee and the participants in a future workshop, as to desirable improvements in United States contracting practices and relationships. The study, conducted during 1973 and 1974, involved personal interviews of a total of 162 owners, engineers, contractors, lawyers, and educators throughout the United States and in 7 European countries, the analysis of 178 replies to questionnaires sent to individuals and firms involved directly or indirectly in construction, and a workshop, near Napa, California, attended by 53 representatives of all segments of the construction community. The resulting report, entitled "Better Contracting for Underground Construction", was submitted by the Subcommittee to the National Academy of Sciences, which approved its publication in 1974 by the National Technical Information Service. The Colorado Department of Highways awarded a contract to construct the Second Bore of the Eisenhower Tunnel in August, 1975. The contract was completed June 29, 1979, nine days ahead of schedule, with¬out major claims or delays. The tunneling involved complex construction through difficult ground conditions. The contract, plans and specifications were specifically planned to more equitably share the risks involved and to minimize adversary relationships. The Department produced a detailed tunnel design and maintained responsibility for the design. The contract employed some new provisions; e.g., a review board for settlement of claims and disputes; escrow documents (contractor's bid documents) to determine the contractor's basis of bid when determining adjustments. The tunnel contract, plans and administrative efforts employed by the owner and contractor were very successful in this project.

Presented is a stability analysis for a trial stope in a lead-zinc mine. The trial scope would have an excavation width of 20 m with an initial height of 3 m. Filling would commence when the scope was heightened to 6 m. A two-pronged approach to predict the stability of such an opening was used viz. the finite element method and the rock mass classification method. Corroboration is shown to exist between the two methods. Deep borehole extensometer observations during stope extraction have been compared with predicted displacements.

The Bureau of Mines has undertaken beneficiation investigations on samples representing large tonnages of oxidized taconites in order to develop and evaluate applicable technologies for producing iron oxide concentrates from these materials. Information derived from the investigations can be used to expand the domestic iron raw-materials base and to establish the impact these taconite deposits may have on future national iron ore requirements. This report describes a process that includes reduction roasting, magnetic separation, and flotation, applied to a western Mesabi Range sample taken near Coleraine, Minn. The sample contained 36.8 pct iron and 46.0 pct silica, and represented 0.5 to 1 billion tons of crude material. An average of 962 lb/hr of oxidized taconite was roasted with 33 lb/hr of lignite in a 35-foot-long rotary kiln. Pulverized lignite and natural gas maintained the kiln operating temperature at 850° C. The roasted taconite was beneficiated by magnetic separation and cationic flotation in a 900-lb/hr pilot plant and yielded a product analyzing 68.1 pct iron and 4.6 pct silica, and containing 82.4 pct of the iron in the kiln feed.

"This paper outlines the history of steel linings in the Autogenous Mills, the factors influencing the decision to convert to rubber lining, and the operating and cost experience with the rubber liners to date. INTRODUCTIONSherman Mine is an open pit iron ore mining, concentrating and pelletizing operation located at Temagami, Ontario. The operation employs 392 hourly employees and 81 salaried employees and has an annual capacity of over one million L.T. of high quality iron ore pellets produced from low-grade magnetite ore.The Sherman Mine is a joint venture; 90% owned by Dominion Foundries and Steel Limited (Dofasco) of Hamilton, Ontario, and 10% owned by the Tetapaga Mining Company, a wholly-owned subsidiary of the Cleveland Cliffs Iron Company of Cleveland, Ohio. The operation and management of the mine is by Cliffs of Canada, Limited. Development of the property was started in 1965, with pellet plant production beginning on March 17, 1968. At the present time, the orebodies contain sufficient reserves to sustain operations at current production levels for 30 years. Mining was originally carried out in three orebodies, the North, South, and West pits. The North Pit has been exhausted and mining operations ceased in the spring of 1980. A fourth pit, the East Pit, will be developed during the early 1980's."
