This is the 10th annual tabulation of US mineral royalties published in MINING ENGINEERING. The first year, 1982, the author solicited information about royalties and the cost of reserves. That column contained only a few royalties - not enough to tabulate. Since then, the response has been sporadic but the entries have grown to more than 300. Some have been deleted. Some of the older information has been deleted to make room for new entries. All indications suggest that the readers enjoy and use the information. But more information is needed. Russian practice In 1989, this column gave a brief history of mineral leasing and royalty payments as the concept applies to mining in the United States. This year's narrative deals with information about the mineral ownership in Russia. That country is in political and economic turmoil, including administrative systems and methods. And many laws are likely to change. What follows describes the Russian system of mineral ownership as of early 1992, according to Kirill Kavun. He begins "All the subsurface space of the Russian Federation with minerals contained belongs exclusively to the state. This forms the Common State Mineral Fund. Land parcels may be state, municipal, public or private property. They may be let to be owned and used by individuals, juridical persons, national/territorial or administrative/ territorial formations." This seems to apply to surface rights, as known in the US.

Self-diffusion coefficients have been measured for iron in wustite (700° to 1000°C) and for cobalt in cobaltous oxide (800&apos; to 1350°C) by means of radio-isotopes. Both sectioning and decrease of surface-activity methods have been used and a particular shortcoming of the latter method has been disclosed for wustite. The effects of oxygen pressure on the composition of cobaltous oxide and on the diffusion coefficient of cobalt in the oxide have been established. The effect of the preparation conditions of the cobalt-oxide specimens on the diffusion measurements has been determined. It has been concluded that diffusion of cobalt occurs via vacant cation sites and that a cobaltous-oxide disk reaches equilibrium with its environment in a time which is very short compared with that needed for diffusion of the radio-isotope. THE availability of radioactive isotopes in recent years has permitted the measurement of many self-diffusion coefficients which were hitherto impossible to determine. With the advent of radioactivity, the method of measuring diffusion coefficients has also changed. The earlier sectioning method by which the concentration profile of the diffusing species was determined in the diffusion specimen has often been rejected in favor of the decrease of surface-activity method first developed by Von Hevesy,&apos; and extended by Steigman, Shockley, and Nix,&apos; and Raynor, Thomassen, and Rouse." With the experimental arrangement where an infinitely thin deposit of tracer is diffused into a semi-infinite cylinder, the decrease in activity of the active face due to diffusion of the tracer into the specimen is measured by counting the active face before and after diffusion. Under these conditions, the appropriate solution of the diffusion equation is R = e*(l-<K/Z) [1] where R is the ratio of the counting rates after-to-before diffusion, $& is the Gaussian error integral of \/Z, and Z is defined as Z = p2Dt, p being the linear-absorption coefficient of the detected radiation in the diffusion specimen, D the self-diffusion coefficient, and t the diffusion time. In the older sectioning method the concentration distribution of the tracer is found after diffusion by analysing thin parallel sections cut from the active face of the diffusion specimen. As seen from the solution of Fick&apos;s second law for the distribution of an infinitely thin source after diffusion into a semi-infinite cylinder the log of the concentration plotted against x&apos; will be a straight line of slope log e/4 Dt. The diffusion coefficient thus can be calculated directly. The units of the tracer concentration are completely arbitrary, since any change in units does not change the slope of the log c vs x2 lot. Although both of the above methods have been widely used, a thorough experimental comparison does not appear to have been made. Introduction So many minerals and mineral products are used in the glass industry that it would require an unduly long paper to deal adequately with all of them. Only those that go to make up the batch for the more common types of glass will be discussed here, and even with these only, the list is a lengthy one. It is true that for the body of the glass comparatively few materials are required-as silica sand, soda-ash, lime, and feldspar. The others are used mainly to colour or decolorize the glass, or to give it some other desired characteristic, such as high lustre, greater physical strength, or opalescence; but, although they may be present in very small quantities, they are just as in-dispensable to the glass industry as are the main constituents of the batch. Sand Sand is essentially quartz, the dioxide of silicon, Si02. Most glass contains from 71J to 75 per cent silica. Sand for use in the glass industry, or &apos;glass sand&apos;, is obtained both from deposits of unconsolidated material, commonly referred to as &apos;sand&apos;, and from solid rock-sandstone, quartz, or quartzite. For the manufacture of glass, the material must possess a high degree of purity, as noted below, so that, although sand is widespread in most parts of the world, and sandstone, quartz, and quartzite are not at all uncommon, it is only in certain places that suitable deposits are found. At the present time, most of the glass sand used in Canada is imported from France, Belgium, and the United States. The French material, from Fontainebleau, near Paris, is known the world over as a very high quality glass sand. That from Belgium is nearly as good and is lower is price.

Aluminum alloys, in common with most other metallic alloys exhibit slight density changes with variations in temper achieved by heat-treatment, which usually are the result of the variation with temperature of the solid solubility of the various alloy constituents in the solvent metal. Changes in density are, of course, most marked in conditions that exhibit the maximum variation in solid solubility of the constituents. In aluminum alloys these conditions usually prevail when alloys are quenched from just below the melting point and are subsequently reheated to some lower temperature. Since commercial heat-treatments may be of this type, the density changes, although small (of the order of 0.3 per cent which may be compared with the density change of about 1.5 per cent involved in the transformation, at ordinary temperatures, of gamma to alpha iron during the hardening of steel), may in some specific applications necessitate quantitative consideration. This phenomenon has been investigated extensively in the laboratories of the Aluminum Company of America over a period of years. A number of investigators &apos;-5t have observed and measured the density changes accompanying the heat-treatment of aluminum alloys. In general, these changes have not been directly translated to dimensional changes and their significance has been overlooked to some extent by the practical user of aluminum alloys. It is the purpose of this paper to consider some practical aspects of these density and dimensional changes. These density changes were given some consideration in 1917 in connection with the use of aluminum-alloy pistons for aircraft engines. Investigations by Lea and Shakespear were reported in some confidential reports of the British Advisory Committee for Aeronautics, Light Alloys Subcommittee, during 1917 and 1918, which are not generally available in published form. When the phrase "selection of coal for carbonization" is used, there is always the implied continuance of thought "to make good coke.&apos;&apos; The reason for this, of course, lies in the fact that, in almost all instances, when coal is carbonized coke is the principal product. Under certain conditions the yield of gas may also be a factor, but even here it must be secondary to the coke yield, for in every instance coke represents the largest single product of the process. The importance of coke to the byproduct industry has been considerably enhanced during the past 20 years because of the continuously decreasing financial returns of all the by-products. This fact will account, in part, for the rebirth of interest and investigation in the carbonization process during the past 10 years. Many papers have been written on this subject, with naturally divergent thoughts because of the diversity of interests, but in each instance the common aim was the same—the making of better coke. Scope of Investigation In perusing this literature, the writer was struck with the constantly recurring imposed condition of asking for better coke, but with the distinct unwillingness to make any concession to temperature of carbonization. When there is a high demand for coke, the only means by which the industry can increase the quantity is to shorten the coking time by an increase in temperature, or to increase the quantity of low-volatile coal, or both; and since in many instances the percentage of low-volatile coal can be increased only in small quantities, because of factors to be discussed later, the big increase must come from shortening the coking time. When this is done most of the improvement accomplished by the selection of the coals in the mixture is lost. It is not felt necessary in this paper to discuss the advantages of minimum ash and sulphur and other materials in coal. The value of minimum contents of these materials in coke is well established. When the use of coals high in these contents is dictated, the selection of coals, as we will consider it here, cannot apply to full advantage. The scope of this paper, then, will be to discuss the factors of inherent coal characteristics and operating procedures that influence coke quality, for they are fundamentally related and both must be considered if we are to attain our objective of better coke. A study of either must embrace a study of both simultaneously. To properly evaluate the influence of the coal and to help in the selection, we must first be able to appraise the coke, and interpret fairly the influence of the process in all of its aspects. In mid-1979, J&L Steel Corporation experienced rapid failure of pillars after only two weeks&apos; operation with a combination of full retreat and partial mining in the 154 Road Section of its Nemacolin Mine, Greene County. The rate of advance of the "squeeze line" was very rapid for the first 500 feet, but it slowed down considerably as it approached some large coal blocks and gas well barrier pillars. After moving all section equipment out tc a safe distance, all accessible headings and crosscuts were filled with cribs and tri-set posts to prevent further spread of the squeeze. At one time, there was great apprehension by mine management that without implementation of some immediate corrective measures the safety of #3 airshaft and the only haulage and access road to the 8 Road mining area would be in jeopardy. In September, 1979, the U.S. Bureau of Mines established convergence monitoring stations outby the squeeze area. Readings were taken at weekly intervals until January, 1980, and monthly thereafter. Mathematical calculations, plot- ting of contour maps, and graphing of total convergence at different stations were used to follow and analyze the progress of the squeeze and provide guidelines for mining plans in the adjoining areas.

"Traditionally, the implementation of an automated advanced process controller in any mineral processing complex is a challenge, mainly due to the quality of resources and technologies required, the uniqueness of each control solution and the uncertainty of the engineering hours needed to complete the task. Thus, the use of advanced and proven control technology becomes a key factor when deploying the control strategy. However, success would still not be possible without the presence of common sense, process knowledge and fundamental process data. Minera Los Pelambres, taking advantage of such factors and its accumulated process experience, implemented a novel and successful combination of MPC (Multivariable Predictive Control) and advanced control for secondary grinding and regrinding stages at its copper concentrator plant. In both cases, the control objectives are: being capable of processing a variable feed from the upstream process while at the same time avoiding to become a process bottle neck and yet, maintaining an adequate product quality (in terms of size distribution) to the process downstream. Additionally, for the case of the vertical regrinding mill (vertimill), the control system should also be capable of keeping an adequate circulation load and making an efficient use of the available grinding power. In either case, extending hidrocyclones availability while maintaining their performance is a must, since both factors are required for process and maintenance purposes. Thus, the process control problem becomes one with a multi-variable type of process with multiple control objectives to satisfy simultaneously. In trying to solve it, many mineral processing operations have implemented basic or conventional control or even better yet, expert systems. Minera Los Pelambres believes that better and faster results can be achieved using a combination of MPC and advanced control. Such strategy was successfully implemented, reducing considerably process variability while maintaining high throughput and keeping the process well within constraints limits. Their control philosophy, implementation process, main results and their key performance indicators are discussed here."

Hydrothermal mineral deposits are the dominant mineral deposit type in the Cullen Mineral Field, and have been important sources of tin, tungsten gold, silver-lead, zinc and copper. The deposits are mostly in north to northwest-trend- ing shear zones, and are confined to Early Proterozoic contact metamorphosed metasediments or synorogenic to postorogenic granitoids. The distribution of the vein-type deposits with- in the contact aureole defines a district-scale metal zonation of uranium closest to granitoid, through tungsten, copper, tin, silver-lead to gold with increasing distance from granitoid contacts. This zonation probably reflects de- creasing temperatures within the contact aureole during granitoid emplacement, and at the time of generation of a variety of metal-bearing fluids. A magmatic source for some of the metals is indicated by the positive spatial relationship between uranium, tungsten, copper and silver-lead deposits and granitoids abundant in those metals. There is little evidence for any such relation- ship for tin and gold deposits, except for an association of some tin deposits with tin-enriched mafic rocks. Most of the granitoids with anomalous metal values are late stage highly fractionated leuco- granitic phases forming younger plutons peripheral to the main body of the Cullen Batholith, They probably form cusps connected to the main body at shallow depths.

"INTRODUCTION Although many investigators have provided information on the strength and other properties of concrete the published literature cites few data on the effect of mixing cement with acid mine waters or on acid resistance of concrete in contact with mine waters. Most of the reported work on the effect of impure waters has dealt with the resistance of cement specimens to ""sulfate waters,"" that is, waters or soils with a relatively high sodium sulfate content. The ""Merriman test"" is used commonly to determine the corrosion resistance of cements for 28 days, but it does not seem certain that a cement having a high sulfate resistance in the Merriman or similar tests necessarily will show correspondingly great resistance to the sulfates of iron and, particularly, to sulfuric acid, which usually are present in acid mine waters. Extensive use of cement mortar for laying up masonry stoppings in coal and other mines and for constructing concrete mine haulageways and shaft linings, coal-storage and other retaining walls, highway bridges, culverts, and many other types of construction where it is difficult to obtain fresh water for mixing or where the structures are later exposed to contact with acid waters makes it important to know the effect of these conditions on cement and whether there is a cement better suited for such work than ordinary portland cement.CONDUCT OF THE INVESTIGATIONFor a short time early in 1935 the opportunity to obtain at least some additional information on the effect of acid mine water on cements was presented by the Relief Works Division, which provided money for irregular and indefinite employment for several months. Purchase of apparatus or material was not permitted under this arrangement, and indefinite duration of the work, intermittent employment, and finally complete cessation of the work prevented planning for extensive investigation of this particular problem."

"Syncrude Canada Ltd. is developing new concepts in lease-closure landscape design for its Oil Sands Leases 17 and 22 in northeastern Alberta. Closure planning is becoming an integral part of the planning cycles and of the lease operation. By incorporating closure planning into the day-to-day operation, the company will achieve acceptable lease closure in an economical manner. Ultimately, Syncrude will achieve lower operating costs through innovation in mine planning and a reduction in residual liabilities.New concepts being evaluated for lease-closure landscape design include: designing for closure, use of landforms and natural analogs, self-armouring bouldery ground, robustness in design, landform grading, terrain analysis of reclaimed land, geotechnical hazard assessments, choices in closure design timeframes, passive maintenance, determining post-closure monitoring goals, engineering tailings, engineering other substrates, use of test plots and field demonstrations, geomorphologic monitoring of reclaimed lands, defining closure goals, and visiting other mines. These concepts are being formalized under the new discipline of Landscape Engineering."

Reflected light optical microscopy, or epimicroscopy, is one of the oldest techniques of modern mineralogy. At a relatively low capital cost, it is also very resourceful, and the analytical choice for the identification of most ore minerals. In ore mineralogy, reflected light optical images have the potential to overcome the main limitation of backscattered electron images from scanning electron microscopes, namely contrast of mean atomic number&nbsp; below the spectral resolution of the backscattered electrons detector. This is the case for relevant ores, like iron (haematite-magnetite) and copper-zinc ores (sphalerite-bornite), but for both cases the pairs of minerals are easily discriminated in reflected light. The improvements in optics and electronics also made microscopy a powerful source of digital images, suitable for automated analysis for minerals processing, as the determination of liberation spectra. The drawback, however, has always been the impossibility to recognise the transparent minerals, which account for most of the gangue phases in ores, from the embedding resin, usually epoxy. In order to determine if there was any possibility to separate quartz from epoxy resins, reflectance spectra have been acquired for quartz and some commercial epoxy resins (Araldite, BuehlerÆs Epothin and Epocolor, Araldite spiked with fluorochrome from Struers), from 380 to 720 nm in 5 nm intervals. Reflectance of quartz and epoxy is very similar over the whole visible light range, and varies from 4.5 to five per cent. Epocolor, a red-dyed epoxy, reflects slightly more above 560 nm, as does Araldite spiked with the fluorochrome from 460 to 570, but for both the reflectance is still very close to that of quartz, under 5.1 per cent. This data set is final, and precludes the application of reflectance in light optical image analysis for assessment of liberation, phase quantification, or any other signal that requires separation of resin from transparent minerals.

Upon review of German World War II mining practices and equipment for planning coal, the Federal Bureau of Mines initiated research leading to the development of a pneumatic planer for anthracite. The results of tests are reported in this manuscript. It was demonstrated (1) that hard anthracite can be planed and (2) that the design and operating requirements are within the limits of present-day engineering and technology. For hard anthracite, the depth of cut indicated is 4 to 6 inches; with a chain pull of 20 to 40 tons and the speed of planer travel of 18 to 20 feet per minute, a 40-hp. motor will be required for the planer hoist. Compressed-air requirements for the planer will be 250 to 300 c, f, m, at 60 to 70 p. s, i. It was learned that the length of the 4 individual sections of the planer should not exceed that of the individual troughs of the armored chain conveyor (5 feet in this instance); otherwise, bottom coal will be left in synclines, and the planer will override the conveyor at anticlines. Pneumatic pushers should be operated from a separate compressed-air line fitted with a pressure regulator. Results indicate that additional development work is warranted.

"The ""safety bonus"" in metal mining is a sum in addition to the regular wage, paid to foremen or bosses for keeping the accident rate down to a specified minimum. It has been used with success for some time by certain companies as a regular part of their safety work. It is desirable from the employer's point of view in that the desired results in accident reduction must be accomplished before the bonus is earned; and from the standpoint of the recipient, in that he receives a reward for the additional effort which he has put forth in order to earn the bonus.While this paper relates to the safety bonus as applied in the metal mining industry, the bonus system discussed herein will apply equal well to coal mining, oil-field work, and other mineral industries.Various estimates have been made as to the percentage of accidents that can be prevented through physical safeguards, adoption of safe working methods, and other safety measures which can be initiated and carried out wholly through the management or the safety department. This percentage will always be a vari¬able according to the local plant and conditions. But all who have been engaged in accident prevention agree that such work alone cannot bring the accident fre¬quency down to where it should be, and that it is very necessary to work directly with the workmen, in an effort to make each individual do his share in making the work safe. In this latter phase of the work, the boss who has immediate super¬vision of the men is the one who can do the most, since he is in daily and frequent contact with the men while they are at work. In the metal mines, the shift and stope bosses are the key men; in the oil fields, the ""tool-pushers"" or sub-foremen, and the same applies to all industries. So it becomes necessary to keep these sub-foremen constantly interested in accident prevention, both because they are in personal touch with the men and because they are responsible for production and hostile to any plan which they think will interfere with their output. In large organizations it is the shift boss who represents the company and its policies to the man on the job."

"Primary roof support in underground coal mines in the USA consists mostly of fully grouted passive rebar or grouted (partially or fully) tensioned rebar. Research conducted at two room-and pillar coal mines in the Illinois Basin and one longwall mine in Colorado monitored the performance of these passive and active rock bolts under similar geologic and mining conditions and found no significant initial loads in either passive or active rock bolts (Spearing et al., 2011). Active rock bolts showed significant loss of initial pre-load, although the exact reasons for this were not fully investigated. Subsequent laboratory testing has also shown that in weak rock, resin creep occurs, caused by slippage of the mechanical key between resin column and rock interface. These creep tests were studied in the laboratory in an effort to quantifythis phenomenon.INTRODUCTIONResin-grouted rock bolts are the first and main line of defense to counter roof and rib falls in underground coal mines of the United States. Rock bolts are categorized as active or passive. Active bolts are tensioned during installation whilst no (or limited) tension is applied to passive bolts, which need subsequent strata movement to generate reactive loads. During installation of passive bolts, some reactive pre-load may be generated by a significant up-thrust from the rock bolter boom.The selection of active or passive bolts is critical and is mostly dependent on the conditions and properties of the immediate roof (Unrug, 2009). This decision is frequently made based on personal experience, bias, and most recently cost. Active bolts are generally used in cases of highly laminated roof rock. When active bolts are tensioned, they develop compressive forces between these layers forming a beam, which helps to stabilize weak individual layers thereby increasing frictional forces between layers and decreasing effects of horizontal stresses. The fully grouted tensioned rebar system is high in stiffness as compared to mechanical bolts and provides higher surface area of contact along the length of the bolt due to the grout, which permits it to develop a strong anchorage mechanism."

"The Corbin area of southeastern British Columbia has been a coal mining area since 1908. Byron Creek Collieries Ltd. Has operated its Coal Mountain Mine in this area from 1974 until the present. In February 1981, this company was purchased by Esso Resources Canada Ltd.Coal Mountain is structurally complex and standard computer algorithms are not applicable to model the overturned synclinal structures and faulted bedding surfaces. This paper discusses two approaches used by Esso Resources staff to model the geology of Coal Mountain.The first approach projects digitized cross-section data along trend to develop a large data base which correctly approximates the shape of the structure. The spatial orientation of the structure is corrected by merging the generated data set with drill-hole data. The second approach uses digitized cross-section and bench-plan geology to generate a block model of the coal reserve.HistoryThe Coal Mountain Mine, also known as the Corbin Mine of Byron Creek Collieries Ltd. is located 24 kilometres south of Highway 3 in southeastern B.C.In 1905, two American businessmen recognized the coal potential of the area during a horseback tour. The two businessmen, D.C. Corbin and E.J. Roberts, formed the Corbin Coal and Coke Co. to mine and market coal from their newly acquired 6075 hectares of coal licenses. By 1908, the town of Corbin was under construction, a 22.4-km rail spur was constructed from the mine to the main CPR line and the first underground mine began to produce coal. An open-pit operation was also developed at the 1828-metre elevation using a steam shovel loading into rail cars. The company operated continuously until 1935, when a lengthy strike forced suspension of operations.In 1943, the Consolidated Mining and Smelting Company Ltd. (now known as Cominco Ltd.) operated two surface mines to produce coal for its smelters at Kimberley and Trail, B.C. This operation ceased in 1948."
