The paper examines the problems that arise in undertaking socio-economic impact studies to meet the requirements of environmental-impact legislation governing new mine development or expansion. An approach to undertaking socioeconomic impact studies is outlined, responses to specific problems are discussed and ways in which the mining company can use these studies to meet its general objectives are explored. The paper concludes by examining how a socio-economic study, as required by legislation, can be used to assist the mining company in achieving some general objectives it will have in developing a mine.

Through the generosity of Sir Robert Hadfield, Honorary Member, the Directors of the American Institute of Mining Engineers are enabled to announce the Hadfield Research Prize of $1,000 for the best contribution to the publications of the Institute upon the general subject of The Different Forms and Combinations of Carbon with Iron, including those in Iron Alloys. The prize will be awarded at the Annual Meeting of the Institute in February, 1916, to the best paper upon this subject which is presented to the Institute before Nov. 1, 1915, provided such paper is deemed worthy by the Institute's Iron and Steel Committee. The following suggestions are also added for the guidance of those who may take part in this research. While it is not desired to define closely the exact lines or scope of the proposed research, as it is advisable to make these as broad as possible, the object in mind may be said to be generally as follows: To elaborate and find out the best methods of determining the forms of carbon in steel or iron, including those in iron alloys. A portion of the work would probably be a continuation of the researches which have in the past been carried out by Jullien, Abel, Muller, Ledebur, T. Sterry Hunt, Akerman, Arnold, Stead, E. D. "In ordinary manufacture process of tungsten powder, a preferable intermediate product used is ammonium paratungstate (APT). The particle size of tungten powder made from it through W2OO58 is larger than 1. 0 um. In order to obtain ultrafine tungsten powder with narrow size distribution, a new type of tungstate, hydraziniull tungstate, was studied. Its formula is 5(N2H5)2O·12 WO.s , with tetragonal crystal structure of a=5.821 , c=18. 468. Three methods for preparing hydrazinium tungstate (ART) were set up and ART can be produced by current industrial APT process with little modification of operation and without any change of equipment.Under certain PH and operation condition of the solution from which ART was produced, an autoreduction of tungsten occured, which produced a lower valency tungstate with blue color when ART was heated at different temperatures, in N atmosphere, tungsten bronze, tetragonal W0290 and W02.7E could be obtained respectively. They all have the superiorities, in the production of tungsten powder, of superfine size and narrow size distribution [average size of 0.5um or even smaller.The rate of autoreduction of ART is very fast at elevated temperature. The reduction reaction, which gaves tetragonal WO290, could be handled smoothly without explosion. To research their behaviors at autoreduction temperatures and the products of autoreduction will be new advances of tungsten chemistry and may also serve tungsten industry with new processes and materials."

An unprecedented expansion of the global zinc industry is currently under way. While most new projects and plant upgrades remain committed to traditional processing technologies, recent advances in zinc solvent extraction (SX) have created opportunities for new process routes for both primary and secondary materials. The first commercial plant to use zinc SX for the mainstream processing of a low-grade ore is under construction and promises to become one of the lowest cost zinc producers. Several other oxide and sulphide projects in various stages of feasibility are considering the inclusion of SX in their process flowsheet. Zinc SX has also proved advantageous in the reprocessing of secondary materials, particularly for the treatment of zinc residues and furnace dusts. This review focuses on recent installations and projects underdevelopment that feature zinc SZ as the key separation step.

The major strata control considerations which affect the optimisation of roadway driveage in highly stressed strata is the performance of reinforcement placed and the extent of stress induced rock deformation. High development rates and opening stability requires efficient rock reinforcement and stress relief strategies which maximise the integrity of the rock about roadways created. Current studies demonstrate the capability to reduce lateral stress distributions across panels and research is aimed toward a higher capacity bolting system. It is the intention to provide industry with more efficient reinforcement and stress control alternatives which will allow high production development equipment to operate without the restriction of delays caused by poor ground Conditions.

THE connection between short-range order and thermodynamic activities in binary solid solutions has been pointed out by Birchenall1 who calculated approximate values of the energy of interaction of Zn and Cu and of the degree of short-range order in alpha-brass at one composition and two temperatures. The purpose of this note is to call attention to a somewhat more accurate theory than that used by Birchenall and to extend the calculations to a wider range of temperatures and compositions as a means of testing its applicability. This is an example of the well-known general method of comparing measured thermo-dynamic functions of a system with those calculated from a microscopic model by means of statistical mechanics. In this case, mathematical approximations must be used which make difficult any decision about the validity of the model. Birchenall's statistical method resembles closely that called by Fowler and Guggenheim2 the "quasi-chemical" method which has been shown to lead in certain cases to results identical with those obtained by the method of Bethe.3 The quasi-chemical method has been extended by Takagi4 to give general formulae for the free energy of binary solid solutions based on several lattices at all compositions and temperatures. Specifically, he treats the four systems typified by: I. ß-brass; 2. a- brass; 3. AuCu3; 4. AuCu. "DEFINITION OF THE REGION, ITS BOUNDARIES, AND PHYSICAL AND GE'OLOGICAL CHARACTERISTICSTHIS PAPER concerns the Western Cordilleran region, embracing most of British Columbia, the southern half of Yukon Territory and the southwesternmost part of the District of MacKenzie. It excludes Vancouver Island and the Queen Charlotte Islands, which are discussed in a background paper on the Pacific Continental Shelf. The region is bounded on the south by the northwestern United States, on the west by the continental shelf and Alaska, on the north by the front of the Ogilvie Mountains, on the northeast by the axis of the MacKenzie Mountains and on the east by the Rocky Mountain Trench.The region is dominated by two mountain chains that con tain icefields and glaciers: the St. Elias, Coast and Cascade Mountains in the west; the Selwyn, Pelly, Cassiar, Omineca and Columbia Mountains in the east. The Intermontane region between these mountain chains consists of lower mountains and plateaus. In the mountains, the region above the timberline and many of the steep valley-walls provide good exposures of rock, but these areas are subject to rockslides and landslides and in winter to snow avalanches. Much of the Western Cordillera was covered by ice-sheets at various times during the Pleistocene epoch. Consequently, the larger valleys in the mountains and much of the Intermontane region contain much glacial drift and alluvium and only limited exposures of rock. This same terrain in the Southern Cordillera, however, is the most favourable for agriculture. Parts of the region, particularly in the two mountain chains, are heavily forested. Elsewhere, the forest cover is less, with grassland prevailing in the south and tundra in the north."

In this review article, various approaches and mathematical models that have been used to simulate, design, and synthesize flotation circuits are examined. First, a brief review of flotation kinetics is presented which is followed by a discussion on simulation of flotation circuits. The existing literature on optimal design of flotation circuits has been divided into two broad categories. In the first category, a generalized integral approach is used wherein the optimal circuit design involves determination of both optimal interconnection of various flotation cells/ banks of cells in terms of structural parameters and optimal values of various operating parameters. In the second category, a conventional circuit configuration is assumed to be the best configuration; the optimal design here only means the optimization of operating parameters. The merits and demerits of these two approaches are discussed.

INTRODUCTION Contemporary underground transit systems often require cross sections which are not adaptable to shield tunnelling. Due to the frequently large dimensions of these cross sections, which are normally situated at shallow depths and in soft ground, full face advance is not feasible because of ground control and construction requirements. Ground deformation and face stability are controlled by "staged excavation", which consists of sequentially driving smaller, specially arranged, individual headings hence avoiding full-face excavation. Shotcrete is normally used for initial support and these tunnels are frequently described as applications of the New Austrian Tunnelling Method (NATM). Figure 1 illustrates the relative size of large cross section tunnels with respect to conventional shield tunnels. Within the scope of this paper, 'large' cross sections are defined as those whose continuous (i.e., without intermediate pillar support) cross sectional excavated area exceeds 60m2. This definition includes most double track highway, railway and subway tunnels, subway stations and some single track railway tunnels. Excavation schemes which have been more frequently used for continuous cross sections (i.e., with no intermediate pillars) are presented in Figure 2. This classification is an extension of that presented previously by Eisenstein et al. (1986). The symbols used for classifying the excavation schemes are formed by the letter T (for "type"), followed by a number, which represents the number of excavation stages fully embraced by a shotcrete ring, termed "cells" by Lessmann (1986). The deoxidation of liquid nickel and nickel binary alloys with silicon has been determined at temperatures between 1500°C and 1650°C using quartz crucibles in order to investigate the deoxidation of nickel based alloys. The equilibrium constant of the deoxidation reaction in liquid nickel and the effects of the different alloying elements such as chromium, molybdenum, tungsten, iron, cobalt and coppcr on the activity coefficient of oxygen in liquid nickel have been established.

Minerals appraisers/valuers often find great difficulty in attempting to employ the sales comparison approach to the market value appraisal of development and operating stage mineral properties. An important factor generally overlooked is a comparison of net operating income (NOI) margins on a per-unit-of-production basis between mineral properties, whether these be demonstrated or forecast margins. NOI margins can vary greatly between mines or quarries that are producing similar products. Ultimately, the expected NOI margin determines what a buyer is willing to pay for an income-producing property. Here, common criticisms of the sales comparison approach by mineral appraisers are introduced. These are counterbalanced by raising some issues in the way the inputs for the income approach are usually derived by minerals appraisers and by review of some conspicuous examples of the much-too-common misuse or abuse of the income approach in market value mineral appraisals. Example transaction analyses and sales comparison analyses are used to demonstrate the author?s methodology for adjusting units of resource in his transaction adjustment tables. The examples are used as the basis for a discussion of ways to employ adjustments for operating economics and many other factors, while warning against the potential for double counting. The conclusions include a recommendation that minerals appraisers attempt to apply at least two of the three valuation approaches when appraising the market or fair value of development and operating stage mineral properties, the two being the sales comparison and income approaches.

Despite modest improvements in the performance of domestic interest rates and gross national product,1 fixed investment in domestic producers' durable equipment continued to weaken during the second quarter of 1982 and declined at a 12.8 percent annual rate compared with the first quarter.2 Large declines occurred during the second quarter in expenditures on many of the major mineral-consuming industries such as aircraft, computers, agricultural and construction machinery and mining and oil field equipment. These data appear to be consistent with the low level of business investment plans for 1982 reported in the DOC's Bureau of Economic Analysis survey of expenditures on new plant and equipment.3 Domestic and foreign industrial production and mineral industry production activities continued to decline in the most recent period because of weak demand conditions (Tables 1 and 2). The U.S. mining production index declined 7.7 percent between April and June as compared with 1.2 percent for total U.S. industrial production (Table 1).

Develop a more efficient method of testing the integrity of in-situ leach mining operations. The Problems For economic and environ-mental reasons, in-situ leaching operations must be sure that wells do not leak. Loss of solution in large quantities can be expensive in itself, and if such losses result in pollution the costs can be even higher. Wells are usually tested for leaks by sealing them with packers, pressurizing them and monitoring the pressure drop. However, many commercially-available packers are designed to be used in steel-cased wells rather than the fiberglass-or plastic-cased wells used for in-situ mining. These packers are heavy, cumbersome, expensive, and often leak. In addition, commonly used well-integrity-test systems require lengthy test periods and drill rigs or hoist trucks with rigid pipes must be used to run the packers in and out of the well. The Bureau of Mines has developed a mobile, self-contained leak-testing system that is faster, uses trailer-mounted equipment that can be operated by one person, and features a new inflatable packer.

"The electrolytic manganese process developed by the Bureau of Mines4/ and now in use in the commercial plant of the Electromanganese Corp. at Knoxville, Tenn., and in the Bureau of Mines pilot plant5/ at Boulder City, Nev., involves the electrolysis of a solution of manganese sulfate and ammonium sulfate in a diaphragm-type cell. Metallic manganese is deposited on the cathodes, and sulfuric acid is produced at the anodes.. The spent electrolyte contains, in addition to the sulfuric acid, approximately 30 percent of the manganese and most of the ammonium sulfate originally present in the feed solution. This spent solution is used to leach fresh ore that has previously been given a reducing roast. The resulting leach liquor is purified and returned to the cell.Since the presence of small amounts of certain impurities in the electrolyte may be very detrimental to the electrodeposition of manganese, the purification of feed solution is a very important step in the process. According to the purification method6/ now in use in the Bureau of Mines pilot plant at Boulder city, Nev., cobalt, nickel, iron, arsenic, lead, copper, etc., are removed by precipitation as sulfides at a pH of 6.0 to 6.5. Residual sulfides and colloidal material are removed from the resulting solution by ferric hydroxide formed by adding a small amount of iron sulfate and passing air through the solution. Feed solution purified in this way contains less than 1/2 mg.-per liter-of such impurities as arsenic, iron, cobalt, nickel, copper, etc., and is pure enough to give consistently excellent manganese deposits.Although this purification scheme has given satisfactory results at the Boulder City pilot plant knowledge of the specific effects of various impurities would be valuable. Such information would be useful in diagnosing the causes of cell room operating difficulties, and might aid in the recognition and correction of impurity difficulties arising from the use of new ores.. The purpose of this investigation was therefore, to study the effects of various concentrations of some common impurities.Since the effects of some impurities may not be apparent during short deposition periods and since harmful impurities often cause erratic results rather than consistently poor ones, it was believed that conclusions concerning the effects of impurities should be based upon the results of a fairly large number of 20- to 24-hour tests. Because of the time required for such tests, it was necessary to limit the scope of the work to a few of the more common impurities."

The preparation of coal for the commercial market is a study both varied and wide, and can be viewed from many angles and in different ways. This short paper can but touch upon the subject and is intended to discuss briefly preparation plants which in some cases would seem to be quite inadequate. The conditions confronting most operators are similar, inasmuch as the existing plants were not built specifically to prepare a product for the market of today, but rather of yesterday. The tremendous strides made in the field of combustion in recent years require that the product be of the highest grade procurable, and in a glutted and somewhat restricted market the buyer may be more pernickety than otherwise. These would appear to be the conditions of today. Where a mine is operated individually, better all-round results seem more readily procurable than in a consolidated effort where so many different conditions are sure to arise demanding cognizance, and in many cases requiring to be incorporated in the scheme of things. In the case of a number of mines being administered to form a central source, that source not having had anything to do with the bringing into being of the institutions over which it presides, we find some of the mines well equipped with facilities to properly screen and load the coal, while in others the facilities are not so good, but are doing their share towards delivering a product that will pass muster and in such quantities that they can be counted on.

Underground openings resulting from coal mining activities have been a serious cause of subsidence problems in the Warrior coalfield of Alabama, which is the 11th largest coal-producing state in the United States (National Coal Association, 1986). The problem will be even more serious in the future because 17 Gt (19 billion st) of Alabama's 22 Gt (24 billion st) of coal reserves are classified as an under- ground resource (Tolson et al., 1982). Subsidence data in this area has been scarce com- pared with other coalfields (Conroy, 1980; Dunrud and Osterwald, 1980; Gentry and Able, 1978; Hunt, 1979; King and Gentry, 1979). This paper discusses the results of a study of subsidence overlying two longwall mines that contrast each other. One of them (Mine #1) is a shallow longwall mine where the coal strength is very high, and the other mine (Mine #2) is extremely deep with a low strength of coal.

The Albany Conglomerate is a widespread geological unit found in northern areas of Auckland, New Zealand. It has previously been described as part of the early Miocene Waitemata Group which underlies most of Auckland. Much of the Waitemata Group comprises weak interbedded sandstones and mudstones, but also includes conspicuous conglomeratic units such as the Albany Conglomerate. The Albany Conglomerate comprises a well-cemented mixture of hard pebbles, cobbles and boulders of igneous and metamorphic derivation in lenticular beds. A number of tunnelling projects are planned for the near future in Auckland. Recent experience has shown that the variable features associated with the Albany Conglomerate can make selecting appropriate construction methods very challenging. This paper explores the engineering geological and sedimentological features of the Albany Conglomerate with respect to other conglomerates within the Waitemata Group and the potential implications on tunnelling projects in Auckland. The diffusion of carbon in gamma iron plays an essential role in many metallurgical processes. In carburizing, in graphitizing, in homogenizing, in the formation of pearlite from austenite, and in other processes, migration of carbon in gamma iron occurs.1'2 A full understanding of the rate at which these processes occur obviously requires a knowledge of the rate of diffusion of carbon. In carburizing, for example, the depth of carbon pentration is determined by the carbon concentration in solid solution at the surface, and by the rate of diffusion inward of the carbon. Until reliable data on the rates of diffusion of carbon are available it is unlikely that a full quantitative description of this process will be obtained. In the formation of pearlite from austenite, the segregation of carbon and alpha iron from the austenite obviously requires the diffusion of carbon; the rate at which pearlite nodules grow is evidently controlled at least in part by the rate of diffusion of carbon; it is unlikely that we shall understand the factors that determine the rate of growth unless data on rates of diffusion of carbon, and the variation of these with composition, grain size, and temperature are available. Accordingly it was decided: (1) to determine, more accurately than hitherto, the diffusion coefficients of carbon in austenite over a wide temperature and a wide concentration range, (2) to study the influence of grain size and impurities on this diffusion coefficient, and (3) to study the effect of manganese and nickel on the rate of diffusion of carbon in the austenite of manganese and nickel steels, respectively; the influence of carbon on the rate of diffusion of manganese and of nickel will be made the subject of later papers.
